Kimmel leads Oscar celebration of gender equality, artistic diversity LOS ANGELES - Oscar host Jimmy Kimmel on Sunday led a starstudded tribute to Hollywood’s best in honoring the campaign against sexual misconduct and breakthroughs in racial and ethnic diversity beginning to transform the movie business. The live telecast, which ran for nearly four hours, built on the socially conscious thrust that has marked Oscar night during the past few years, transforming the 90th edition of the glittering awards show into a conversation about sexual politics and inclusion. In his opening monologue, Kimmel skewered the class of powerful men who prayed on women with a sight gag focused on a larger-than-life Oscar statue on stage, noting the male sculpture’s anatomically simplified lack of genitalia. “He is literally a statue of limitations. And that’s the kind of man we need more of in this town,” he said, drawing uproarious laughter from the Dolby Theatre’s audience of film luminaries. The joke helped break the looming tension from a torrent of sexual misconduct allegations that have roiled the film industry since legions of mostly female victims broke their silence in recent months to shed light on long-cloaked abuses of power and gender bias. Weinstein, the onetime Hollywood titan whose fall from grace helped give rise to the #MeToo social media movement, which galvanized accusers of privileged men in media, politics and other walks of American life, and the Time’s Up campaign for greater equality. Weinstein, who has denied ever having nonconsensual sex with anyone, was expelled last year from the Academy of Motion Picture Arts and Sciences after dozens of women accused him of a range of sexual misbehavior, including rape. “There were a lot of great nominees, but Harvey deserved it the most,” Kimmel said of the expulsion. Kimmel also addressed the widely reported disparity in pay received by actor Mark Wahlberg and actress Michelle Williams for reshooting scenes in the kidnapping drama “All the Money in the World,” but he drew laughs by making Hollywood agents the butt of his joke. Both performers were represented by the same agent, he noted, adding, “if we can’t trust agents, who can we trust?” That gag, like the tone of the show’s social commentary as a whole, felt more restrained than the pointed, angry jabs about gender bias and sexual peccadilloes that marked much of the Golden Globes telecast in January. South Koreans meet North Korean leader Kim for talks about talks
SEOUL - A South Korean delegation met North Korean leader Kim Jong Un on Monday, a South Korean official said, after arriving in the North on a visit aimed at encouraging North Korea and the United States to talk. Both North Korea and the United States have expressed a willingness to talk, but the long-held U.S. position is that the North first give up its nuclear weapons programme. The North, which has vowed never to give up its nuclear deterrent against what it sees as U.S. hostility, says it will not sit down to talks under preconditions. Reclusive North Korea, which has made no secret of its pursuit of a nuclear-tipped missile capable of reaching the mainland United States in defiance of U.N. Security Council resolutions, is also concerned about joint U.S.-South Korea military exercises, which it sees as preparation for war. South Korean officials have said the drills
will start next month as planned, after being postponed for the Winter Olympics held last month in South Korea. The 10-member South Korean delegation, led by National Security Office head Chung Eui-yong, was greeted by North Korean officials after landing in Pyongyang, said Kim Eui-kyeom, a spokesman for South Korea’s presidential office. The North Koreans at the airport included Ri Son Gwon, chairman of the Committee for the Peace-
ful Reunification of the Country, and Kim Yong Chol, who heads the United Front Department, the North Korean office responsible for handling inter-Korean affairs. Both visited South Korea last month during the Winter Olympics. The South Korean delegation was later invited to join Kim Jong Un for dinner, the South Korean spokesman added. The South Korean officials are the most senior officials from the South to meet Kim Jong Un since he took power in late 2011 following the death of
his father, Kim Jong Il. “We will deliver President Moon Jae-in’s wish to bring about denuclearisation of the Korean peninsula and permanent peace by extending the goodwill and better inter-Korean relations created by the Pyeongchang Winter Olympics,” Chung said in South Korea before the delegation’s departure. Chung’s team includes National Intelligence Service chief Suh Hoon and Vice Unification Minister Chun Hae-sung. Siyat Sampian procession held at Penataran Sasih Temple

Chief of Jero Kuta Pejeng customary village, Cokorda Gde Putra Pemayun, said the Siyat Sampian ceremony is an absolute tradition that must always be implemented every piodalan or temple anniversary at Penataran Sasih Temple. “This tradition should always be implemented every single piodalan at Penataran Sasih Temple every year,” he said. It is said the tradition is done precisely before the
procession of deities from outside the Jero Kuta Pejeng customary village goes on. He explained the Siyat Sampian ceremony has been prepared from the morning commenced with nampyog where the sutri and sirat dancers show performance around the area of the Penataran Sasih Temple. After the nampyog procession, it is continued with the mabete-betean activity where they mutually pull. While the procession takes place, Jero Sutri and Juru Sirat holds hands together and then pull each other. They look to be moving forward and backward in such a way that resembles wave motion with the accompaniment of gamelan music. The entire procession was carried out in the surrounding the area of Penataran Sasih Temple for three times clockwise. After the procession, Jero Sutri and Juru Sirat relaxed for a
moment. Well not long after, suddenly the Jero Sutri and Juru Sirat shouted hysterically. They were directly praying in front of the shrine of the Ratu Sanghyang. After saying prayers and being sprinkled with holy water, all the participants looked to fall into trance. They immediately picked up the sampian (ritual paraphernalia) having been prepared in advance in the temple courtyard. The sampian is taken by village apparatuses from the hundreds of dangsil and banten pengambaian in the temple area. All the participants seemed to attack one another with a number of other Jero Sutri. Similarly, the same thing was also done by Juru Sirat. Surprisingly, none of them felt pain after implementing the tradition. After the event a number of Jeru Sutri and Juru Sirat claimed to be happy after having done devotional works. (kmb35)

Dubai tests autonomous pods in drive for smart city
DUBAI - Dubai has begun testing autonomous pods in a trial run the Gulf’s trade and tourism hub hopes will help its transformation into one of the smartest cities in the world. Officials from Dubai’s Roads and Transport Authority (RTA) displayed two cube-shaped vehicles built by U.S.-based Next Future Transportation company in Italy as they spun around on a main street in Dubai. Passersby stopped to try out the sixseat vehicles and question the Italian engineers overseeing the test. RTA officials said they have allocated 1.5 million dirhams ($410,000) for further research and development of the vehicles, which Dubai hopes to use for local transportation under the city’s 2030 Dubai Future Accelerators, which aims to make 25 percent of daily transportation self-driven. “The goal is to develop these two research vehicles,” Khaled al-Awadhi, director of Automated Collection Systems at the RTA, said. “These tests are aimed at developing the performance of these vehicles,” he added, without giving details on the cost of the project. He said several projects were being developed, including self-driving buses and a marine transportation system. The RTA says the autonomous pods would travel on pre-programmed routes in the first few years, but would eventually become accessible for pick up from home using a mobile telephone application. No date was provided for the start of either service. RTA officials said they hoped to have a more solid plan for the program by the end of 2018 or early 2019. The vehicles are powered by electricity and have a top speed of 80 kms (50 miles) per hour. Dubai last year unveiled plans for a “flying taxi”. (rtr)

DENPASAR — Bali’s exports to the UAE increased significantly by 4,033 percent in January 2018 when compared to December 2017. Compared to January 2017, Bali’s exports in January 2018 also rose by 3,794 percent. Head of the Central Statistics Agency (BPS) of Bali, Adi Nugroho, said the exports to UAE in January 2017 only reached USD 97.331 and in December 2017 reached USD 91.702. However, in January 2018, the export value to UAE rose significantly to USD 3,790,614. This export figure placed UAE to the fourth position of Bali’s largest export destination country with 7.12 percent of share. Meanwhile, the highest export destination country remains to the United States with the share of 25.82 percent. In December 2017, of the 10 major export countries, China, Japan and Singapore are the export destination country recording a decline. Meanwhile, when compared to January 2017, of the 10 export destination countries, only Singapore is decreasing. “The highest increase in month to month happened to the UAE destination reaching 4,033 percent,” he added. Based on statistical data, the commodity exported to UAE is garment such as non-knitted apparel (28 percent) and footwear (56.93 percent). Additionally, the wood and processed wood commodities are also exported to UAE reaching 13.31 percent. There are also furniture and home lighting product amounting to 1.82 percent, jewelry / gems (0.01 percent), knitted goods (0.14 percent) and patchwork (0.11 percent). “Non-knitted apparel and footwear are the highest commodities exported to UAE,” he said.

A person can be categorized to be having psychiatric disorder when his behavior starts to be out of harmony with the environment. The changes can be observed from the beginning such as from sociable to be non-sociable. Another characteristic is that he likes to speak to himself. Mental disorders are the cause of high suicide rates. “The mortality rate due to suicide in Bali is quite high, the peak happened in 2004 with a total of 180 people, while in 2017 can be held at 99 people,” he said. According to Basudewa, the suicide rate remains high even though showing a declining graphics. Suicide can be prevented starting from the family environment, namely by not doing psychic violence in child care pattern. BEIJING - China unveiled its largest rise in defence spending in three years on Monday, setting an 8.1 percent growth target compared to 2017, fuelling the country’s ambitious military modernisation programme amid rising Chinese security concerns. The 2018 defence budget will be 1.11 trillion yuan ($175 billion), according to a report issued at the opening of the country’s annual meeting of parliament. The defence spending figure is closely watched around the world for clues to China’s strategic intentions as it develops new military capabilities, including stealth fighters, aircraft carriers and anti-satellite missiles. China will “advance all aspects of military training and war preparedness, and firmly and resolvedly safeguard national sov-
ereignty, security, and development interests”, Premier Li Keqiang said in an address at parliament’s opening session. “Faced with profound changes in the national security environment” the absolute leadership of the military by the ruling Communist Party must be observed, and the unity between the government and the military and the people and the military must always be “strong as stone”, he said. The 2018 defence spending increase comes as China’s economic growth expanded 6.9 percent last year, the first acceleration in annual growth since 2010. But China kept its 2018 economic growth target at around 6.5 percent, said Li, the same as in 2017 despite exceeding that year’s target. Last year, defence spending was set to increase by just 7 percent,
to 1.044 trillion yuan ($164.60 billion) about one-quarter of the proposed U.S. defence spending for the year. In 2016, it grew by 7.6 percent. “The pace and scale of this build-up is really dramatic. It is extremely alarming for Australia and many other countries in the region,” said Sam Roggeveen, Visiting Fellow at the Strategic and Defence Studies Centre, Australian National University in Canberra. “There is every indication that China wants to expand what it will call defence capabilities in the South China Sea. I expect eventually we will see warships and aircraft there regularly, if not based there permanently. BUSINESS Shares falter on trade war fears; euro choppy amid Italian uncertainty
SYDNEY - Asian investors dumped shares and drove to the safety of the yen and gold on Monday amid fears of a global trade war and worries of political uncertainty in Italy, risks that cloud the outlook for world growth. Italian voters delivered a hung parliament on Sunday, flocking to anti-establishment and far-right parties in record numbers and casting the euro zone’s third-largest economy into a political gridlock that could take months to clear. The euro traded choppily around $1.2320, easing from a two-week high of $1.2365 as the eurosceptic 5-Star Movement saw its support soar to become the largest single party, according to projections based on early votecounting. In the United States, President Donald Trump proposed tariffs on imported steel and aluminium, a pledge that met with warnings of retaliation from the rest of the world over the weekend. The spectre of a global trade war hit risk appetite, sending MSCI’s broadest index of Asia-Pacific shares outside Japan down 0.8 percent to the lowest since mid-February. U.S. stock futures did not inspire much confidence, with S&P E-Minis down 0.6 percent and Dow futures off 0.4 percent. “The messy Italian election result adds a bit to the nervousness to global equity markets at present,” said Shane Oliver, Sydney-based chief economist at AMP. “The Italian election...does run the risk of making Italy’s public finances worse than they already are with no progress in addressing Italy’s long-term competitiveness problems.” The euro still found support after Germany’s Social Democrat party decisively backed the renewal of an alliance with Chancellor Angela Merkel’s conservatives, allowing her to form a new government more than five months since the country’s inconclusive election. The single currency also got a lift from some safe-haven flows, as did the Japanese yen. The dollar fell for a fourth straight session to trade around 105.52 yen, but was slightly above Friday’s low of 105.23, a level not seen since November 2016. “Nothing’s happened over the weekend to soften concerns about trade wars or retaliatory actions by other countries,” said Ray Attrill, head of forex strategy at National Australia Bank. “There is no rowing back so that gets us to a cautious start.” Canada and Mexico have threatened retaliation, and the European Union said it would apply 25 percent tariffs on about $3.5 billion of imports from the United States if Trump carried out his threat. Days of tax cuts are finished in UK, think-tank warns
LONDON - The days of tax cuts in Britain are over and the baby-boomer generation should prepare for higher wealth taxes to fund an inevitable surge in healthcare costs, the Resolution Foundation think tank said on Monday. The new research showed spending on education, social security and above all health looks set to rise by 20 billion pounds ($28 billion) a year in today’s money by the end of the next decade and by 60 billion pounds a year by 2040. Britain has steadily brought down a budget deficit that stood at 10 percent of economic output in 2010 mostly through spending cuts for many government departments. But many of the easier-to-make cuts to spending have already been made, putting pressure on the government to consider raising more revenues through taxes. Finance minister Philip Hammond, who is due to deliver a half-yearly budget statement on March 13, has cut Britain’s budget deficit faster than expected this financial year. But the Resolution Foundation report showed the government will have its hands tied by rising public spending over the coming years. Most of the increase will be caused by spending on health as Britain’s population ages - a demographic timebomb that means the “age of tax cuts is over”, David Willetts, chair of the Resolution Foundation and a former Conservative government minister, said.
“The time has come when we boomers are going to have reach into our own pockets. The alternative could be an extra 15 (pence) on the basic rate of tax, paid largely by our kids.” HOME OWNERSHIP PLUMMETS AMONG THE YOUNG Baby-boomers are considered to be people who were born before the mid1960s. Underlining why baby-boomers will need to shoulder more of the tax burden, the Resolution Foundation said millennials - born between 1981 and 2000 - spend more of their income on housing costs than any generation since the late 19th century. But home ownership in Britain has plummeted over the last 20 years among young adults, who have had to pay more towards pensions while bearing the brunt of weak wage growth since the financial crisis. As a result, wealth has become increasingly skewed towards older people.
“For many years, higher wealth taxation has been off the political agenda,” Willetts said. “But unless we act, at some point we will face a choice between changing our approach to taxation, or cutting access to the NHS and letting social care get into an even deeper crisis. We can’t delay that debate any longer.” Willetts added that politically difficult reforms on wealth, inheritance and local council taxes would be needed. Tax as a share of economic output in Britain rose to 33.2 percent in 2016, the highest level since 2011, according to the Organisation of Economic Co-operation and Development (OECD). Still, this stands slightly below the average of OECD countries of 34.3 percent. Britain ranks above the OECD average in terms of revenue collected from income and property taxes, but is below average when it comes to social security and corporation tax. (rtr)

Dr. I Gede Arya Sugiarta, Rector of the Indonesia Institute of the Arts (ISI) Denpasar, said that providing ritual for gamelan instrument was mentioned in the Prakempa palm-leaf manuscript on Balinese gamelan. It was mentioned there were four good ways to play Balinese gamelan namely the logic or philosophy, ethics, aesthetics and techniques to play gamelan. In the ethics was then mentioned about the otonan for gamelan. To make the gamelan instrument well maintained psychically, it could be done with ritual on Tumpek Krulut. If people would like to learn gamelan, they should perform the ceremony on Tumpek Krulut. “Tradition of holding ritual for gamelan on Tumpek Krulut is indeed a new tradition because we just realized
it,” he said. In the manuscript was mentioned that gamelan ritual was dedicated to God in his manifestation as the god of the arts. After the ceremony, it was expected that all gamelan musicians could play together. “It is based on the belief that after saying prayers people play gamelan together. In essence, it is building a sense of togetherness,” he said. According to Dr. Arya Sugiarta, the tradition of providing ritual for gamelan began around the 1990s when the Dance Academy of Indonesia (former name of the ISI) learned about the Prakempa manuscript well. “Through our faculty and students, we try to disseminate the information, so that it has now become a tradition,” he added. The manuscript also mentioned that people were not allowed to
overstep the gamelan as an effort to take care of the gamelan well. In addition to offering some oblations, it should also be followed with good behavior. Essentially, it was the way how to respect to Balinese gamelan accordingly. “If it has been respected and cared for, it will automatically generate the taksu or divine vibration,” he added. Prakempa manuscript, said Dr. Arya Sugiarta, mentioned the ethics in playing the gamelan such as related to people’s posture. Gamelan should not be overstepped because the respected goods might not be overstepped. For example, Balinese drums might not be overstepped, but played on thighs in cross-legged position. “Having been respected in such a way, the taksu would appear by itself,” he said. (kmb)

Italy faces political gridlock as 5-Star surges in election
ROME - Italy faces a prolonged period of political instability after voters delivered a hung parliament in Sunday’s election, spurning traditional parties and flocking to antiestablishment and far-right groups in record numbers.
With half the ballot counted, it looked almost certain that none of Italy’s three main factions would be able to rule alone and there was little prospect of a return to mainstream government, giving the European Union a new headache to handle. Scenarios now include the creation of a more eurosceptic coalition, which would likely challenge EU budget restrictions and be little interested in further European integration, or swift new elections to try to break the deadlock. A rightist alliance including former prime minister Silvio Berlusconi’s Forza Italia (Go Italy!) emerged with the biggest bloc of votes, ahead of the anti-system 5-Star Movement, which saw its support soar to become Italy’s largest single party. Despite overseeing a modest economic recovery, the ruling centre-left coalition came a distant third, hit by widespread anger over persistent poverty, high unemployment and an influx of more than 600,000 migrants over the past four years. Vatican treasurer faces Australian court for hearing on sex offence charges
MELBOURNE - Lawyers for Vatican treasurer Cardinal George Pell asked an Australian court on Monday to allow a support person to sit with him through a four-week pre-trial hearing into charges of historical sexual offences because of his age and ill health. Pell, 76, a top adviser to Pope Francis, did not speak as he was escorted by police through a group of media and protesters into Melbourne Magistrates’ Court for the start of the hearing. Pell was summoned by Australian police last year and is the most senior Catholic official to face such charges. Details have not been made public. His lawyers have said at past administrative hearings that he will plead not guilty to all charges. He is not required to enter a formal plea until a magistrate determines if prosecutors have enough evidence for a case to be committed to a full trial. The court was open to the public for less than half an hour for legal arguments after it began. It was later closed while Pell’s accusers were questioned via video link from a remote facility, which is normal under Australian rules for cases involving sexual offences. The hearing was expected to remain closed for up to two weeks.
Prosecutor Mark Gibson asked the court to allow Pell’s accusers to have an assistant and a support dog next to them for comfort. Both requests were granted. Coop, a black Labrador, is used by courts in Victoria state, of which Melbourne is the capital, to ease the trauma for people testifying in sexual assault and family violence cases. Pell’s lawyer, Robert Richter, initially questioned the defence request for Pell’s accusers to have a support dog with them while testifying. “I always thought that dogs were for children and very old people,” Richter said. Magistrate Belinda Wallington replied: “No, they’re also there for vulnerable and traumatised people.” Richter also said it would only be fair to also allow his client to have a support person with him due to his “age and medical condition”, which Wallington said she would allow. Richter did not say what type of assistant would accompany Pell and no other details were available. Pell is on a leave of absence from his Vatican role as Pope Francis’ economy minister, which he started in 2014. The pontiff has said he will not comment on the case until it is over. (rtr)
JAKARTA - Indonesian President Joko Widodo (Jokowi) has been certain to seek reelection next year. He recently accepted the nomination by his Indonesia Democratic Party Struggle (PDIP) at a party national working meeting in Bali to run again in the presidential election scheduled in April. He has revealed his confidence on being able to win the election again. PDIP is the country`s biggest party, with 18.95 percent votes collected in the 2014 general election. Following his decision, efforts are now being made to find a person fit to be his running mate. Many believe that his recent meeting with Vice President Jusuf Kalla, over a lunch recently, was aimed at discussing the possibility for the vice president to be his running mate again in the election in 2019. Kalla, who is a strong figure, however, has signaled that he would not run for vice president in 2019, citing an article in the constitution that only allows a person to be in the post of president or vice president twice. Kalla has twice been in the post of vice president, although it was not consecutively, with the first one from 2004 to 2009, with Susilo Bambang Yudhoyono as the president. Home Affairs Minister Tjahjo Kumolo stated that the law was still arguable as it does not clearly state if it applies to one who holds the same post twice consecutively Golkar Party, where Kalla comes from, has to think hard to find a candidate to make the party remain in power if Kalla would not run. Kalla has stated two factors needed for a person to be able to become Jokowi`s running mate. Firstly, the person must have experience in the government, so that he can help the president in carrying out his duties. Secondly, he must be able to help boost vote collection for Jokowi for the election. Some Golkar party officials have suggested grooming current General Chairman Airlangga Hartarto to be Jokowi’s running mate. PDIP`s Deputy Secretary General Eriko Sotarduga revealed that there are three criteria to determine a candidate as Jokowi`s running mate. “The person concerned must have a chemistry to work with Jokowi, must be able to boost his electability, and must represent the Unitary State of Indonesia,” he explained. He added that the three criteria had been discussed formally, as well as informally, by participants of the party`s national working meeting concluded on Sunday (Feb 25). He stated that the party`s general chairperson Megawati Soekarnoputri and Jokowi would determine who would finally be fit for the position. In addition, he remarked that the decision had to be made after consultations with other parties that support Jokowi. Sotarduga asserted that PDIP would not only rely on survey results but also on the three criteria. There are still a lot of things to be considered before the party could finally make the decision, but there is still time for it, he revealed. The presidential election is scheduled to be held simultaneously with legislative elections on April 17, 2019. Registration of presidential and vice presidential candidates, meanwhile, is scheduled to be held in August this year. Several parties that have supported Jokowi`s government have also proposed names for Jokowi`s running mate, such as Wiranto, who is former general chairman of Hanura; Muhaimin Iskandar, the general chairman of National Awakening Party (PKB); and Romahurmuzzy, the general chairman of United Development Party (PPP). Other figures that have also emerged include former defense forces commander General Gatot Nurmantyo; Agus Harimurti Yudhoyono, who is the son of former president Susilo Bambang Yudhoyono; and former Jakarta governor Basuki Tjahaja Purnama. Endangered Sumatran tiger falls victim to brutal killing spree
JAKARTA - A critically endangered Sumatran tiger was brutally killed in Indonesia on Sunday, the latest victim of a killing spree targeting near-extinct species that has alarmed conservationists.
Authorities have in recent months found a number of killed animals, including endangered Borneo orangutans, after conflicts with farmers or plantation workers. Activists said the tiger had been roaming Mandailing Natal village in North Sumatra for over a month and had injured one person, prompting residents to call on rangers to kill it. “We explained to the villagers that the tiger is an endangered animal...but they didn’t like our way of handling this situation,” said Hotmauli Sianturi, of the
Natural Resources Conservation Agency, adding a trap had been used to try to capture the cat. “We regret that they killed the tiger. We will prove that its body parts are being traded,” she added. An investigation showed it had several parts missing, including its canine teeth, claws, and skin off its face and tail. These body parts can be used in traditional medicines or sold as artefacts. A representative of the village community was not immediately available for comment. There are only around 400 Sumatran tigers left in the world, meaning it is on the brink of extinction, according to the World Wildlife Fund. Police on Borneo island arrested at least two people in two separate incidents this year in which an orangutan had been decapitated and another had been shot more than 130 times with an air rifle. 25 hotspots detected across Sumatra Island
RIAU - The Terra and Aqua satellites detected 25 hotspots indicating wildfires across Sumatra Island on Monday morning. Of the 25 hotspots, 10 were found in Bengklu Province, seven in Riau Province, six in Riau Islands Province, and one hotspot each in the provinces of Jambi and South Sumatra, Sukisno, head of the Pekanbaru meteorology station, noted here, Monday. In Riau, two hotspots were detected in the Meranti Islands District, and one each in the districts of Indragiri Hulu, Rokan Hulu, Pelalawan, and Kampar as well as in Dumai City.
The number of hotspots in Riau Province since early 2018 has increased significantly owing to which the Riau administration has declared a forest fire emergency status from February 19 to May 31, 2018. Since January 14, 2018, fires gutted a total of 849.5 hectares of land. Two AFC Cup matches involving Iraqi clubs have been postponed until April in the hope that FIFA will lift a ban on the country hosting competitive international games, the Asian Football Confederation (AFC) said on Monday. Al Zawraa were scheduled to host Bahraini side Manama Club on Tuesday, while Air Force Club’s home game against Malkiya of Bahrain was to be held a week later. “Fiorentina is deeply upset to have to announce that its captain Davide Astori has passed away, victim of a sudden illness,” said Fiorentina in a statement. “Due to the terrible and delicate situation, and above all for the respect of his family, an appeal is made to everyone’s sensitivity.” Defender Astori, in his 10th Serie A season, was found dead in his hotel room in Udine, where Fiorentina had been due to face Udinese at the Dacia Arena later on Sunday. The Fiorentina staff became worried when Astori, who was married with a daughter, did not join his team mates for breakfast at around 9.30 a.m. local time, club spokesman Arturo Mastronardi told reporters outside the hotel. Astori, who made 289 top-flight appearances, joined Fiorentina on loan in August 2015 and the club signed him outright one year later. He previously spent six seasons at Cagliari and one on loan at AS Roma. He was raised at AC Milan but never played for their senior team. He made 14 appearances for Italy between 2012 and 2017 and was in the squad at the Confederations Cup in 2013 where Italy finished third. Italy faces political gridlock as 5-Star surges in election
ROME - Italy faces a prolonged period of political instability after voters delivered a hung parliament in Sunday’s election, spurning traditional parties and flocking to antiestablishment and far-right groups in record numbers.
With half the ballot counted, it looked almost certain that none of Italy’s three main factions would be able to rule alone and there was little prospect of a return to mainstream government, giving the European Union a new headache to handle. Scenarios now include the creation of a more eurosceptic coalition, which would likely challenge EU budget restrictions and be little interested in further European integration, or swift new elections to try to break the deadlock. A rightist alliance including former prime minister Silvio Berlusconi’s Forza Italia (Go Italy!) emerged with the biggest bloc of votes, ahead of the anti-system 5-Star Movement, which saw its support soar to become Italy’s largest single party. Despite overseeing a modest economic recovery, the ruling centre-left coalition came a distant third, hit by widespread anger over persistent poverty, high unemployment and an influx of more than 600,000 migrants over the past four years. The full result is not due until much later on Monday. Vatican treasurer faces Australian court for hearing on sex offence charges
MELBOURNE - Lawyers for Vatican treasurer Cardinal George Pell asked an Australian court on Monday to allow a support person to sit with him through a four-week pre-trial hearing into charges of historical sexual offences because of his age and ill health. Pell, 76, a top adviser to Pope Francis, did not speak as he was escorted by police through a group of media and protesters into Melbourne Magistrates’ Court for the start of the hearing. Pell was summoned by Australian police last year and is the most senior Catholic official to face such charges. Details have not been made public. His lawyers have said at past administrative hearings that he will plead not guilty to all charges. He is not required to enter a formal plea until a magistrate determines if prosecutors have enough evidence for a case to be committed to a full trial. The court was open to the public for less than half an hour for legal arguments after it began. It was later closed while Pell’s accusers were questioned via video link from a remote facility, which is normal under Australian rules for cases involving sexual offences. The hearing was expected to remain closed for up to two weeks.
Prosecutor Mark Gibson asked the court to allow Pell’s accusers to have an assistant and a support dog next to them for comfort. Both requests were granted. Coop, a black Labrador, is used by courts in Victoria state, of which Melbourne is the capital, to ease the trauma for people testifying in sexual assault and family violence cases. Pell’s lawyer, Robert Richter, initially questioned the defence request for Pell’s accusers to have a support dog with them while testifying. “I always thought that dogs were for children and very old people,” Richter said. Magistrate Belinda Wallington replied: “No, they’re also there for vulnerable and traumatised people.” Richter also said it would only be fair to also allow his client to have a support person with him due to his “age and medical condition”, which Wallington said she would allow. Richter did not say what type of assistant would accompany Pell and no other details were available. Pell is on a leave of absence from his Vatican role as Pope Francis’ economy minister, which he started in 2014. The pontiff has said he will not comment on the case until it is over. (rtr)
JAKARTA - Indonesian President Joko Widodo (Jokowi) has been certain to seek reelection next year. He recently accepted the nomination by his Indonesia Democratic Party Struggle (PDIP) at a party national working meeting in Bali to run again in the presidential election scheduled in April. He has revealed his confidence on being able to win the election again. PDIP is the country`s biggest party, with 18.95 percent votes collected in the 2014 general election. Following his decision, efforts are now being made to find a person fit to be his running mate. Many believe that his recent meeting with Vice President Jusuf Kalla, over a lunch recently, was aimed at discussing the possibility for the vice president to be his running mate again in the election in 2019. Kalla, who is a strong figure, however, has signaled that he would not run for vice president in 2019, citing an article in the constitution that only allows a person to be in the post of president or vice president twice. Kalla has twice been in the post of vice president, although it was not consecutively, with the first one from 2004 to 2009, with Susilo Bambang Yudhoyono as the president. Home Affairs Minister Tjahjo Kumolo stated that the law was still arguable as it does not clearly state if it applies to one who holds the same post twice consecutively Golkar Party, where Kalla comes from, has to think hard to find a candidate to make the party remain in power if Kalla would not run. Kalla has stated two factors needed for a person to be able to become Jokowi`s running mate. Firstly, the person must have experience in the government, so that he can help the president in carrying out his duties. Secondly, he must be able to help boost vote collection for Jokowi for the election. Some Golkar party officials have suggested grooming current General Chairman Airlangga Hartarto to be Jokowi’s running mate. PDIP`s Deputy Secretary General Eriko Sotarduga revealed that there are three criteria to determine a candidate as Jokowi`s running mate. “The person concerned must have a chemistry to work with Jokowi, must be able to boost his electability, and must represent the Unitary State of Indonesia,” he explained. He added that the three criteria had been discussed formally, as well as informally, by participants of the party`s national working meeting concluded on Sunday (Feb 25). He stated that the party`s general chairperson Megawati Soekarnoputri and Jokowi would determine who would finally be fit for the position. In addition, he remarked that the decision had to be made after consultations with other parties that support Jokowi. Sotarduga asserted that PDIP would not only rely on survey results but also on the three criteria. There are still a lot of things to be considered before the party could finally make the decision, but there is still time for it, he revealed. The presidential election is scheduled to be held simultaneously with legislative elections on April 17, 2019. Registration of presidential and vice presidential candidates, meanwhile, is scheduled to be held in August this year. Several parties that have supported Jokowi`s government have also proposed names for Jokowi`s running mate, such as Wiranto, who is former general chairman of Hanura; Muhaimin Iskandar, the general chairman of National Awakening Party (PKB); and Romahurmuzzy, the general chairman of United Development Party (PPP). Other figures that have also emerged include former defense forces commander General Gatot Nurmantyo; Agus Harimurti Yudhoyono, who is the son of former president Susilo Bambang Yudhoyono; and former Jakarta governor Basuki Tjahaja Purnama. Endangered Sumatran tiger falls victim to brutal killing spree
JAKARTA - A critically endangered Sumatran tiger was brutally killed in Indonesia on Sunday, the latest victim of a killing spree targeting near-extinct species that has alarmed conservationists.
Authorities have in recent months found a number of killed animals, including endangered Borneo orangutans, after conflicts with farmers or plantation workers. Activists said the tiger had been roaming Mandailing Natal village in North Sumatra for over a month and had injured one person, prompting residents to call on rangers to kill it. “We explained to the villagers that the tiger is an endangered animal...but they didn’t like our way of handling this situation,” said Hotmauli Sianturi, of the
Natural Resources Conservation Agency, adding a trap had been used to try to capture the cat. “We regret that they killed the tiger. We will prove that its body parts are being traded,” she added. An investigation showed it had several parts missing, including its canine teeth, claws, and skin off its face and tail. These body parts can be used in traditional medicines or sold as artefacts. A representative of the village community was not immediately available for comment. There are only around 400 Sumatran tigers left in the world, meaning it is on the brink of extinction, according to the World Wildlife Fund. Police on Borneo island arrested at least two people in two separate incidents this year in which an orangutan had been decapitated and another had been shot more than 130 times with an air rifle. RIAU - The Terra and Aqua satellites detected 25 hotspots indicating wildfires across Sumatra Island on Monday morning. Of the 25 hotspots, 10 were found in Bengklu Province, seven in Riau Province, six in Riau Islands Province, and one hotspot each in the provinces of Jambi and South Sumatra, Sukisno, head of the Pekanbaru meteorology station, noted here, Monday. In Riau, two hotspots were detected in the Meranti Islands District, and one each in the districts of Indragiri Hulu, Rokan Hulu, Pelalawan, and Kampar as well as in Dumai City.
The number of hotspots in Riau Province since early 2018 has increased significantly owing to which the Riau administration has declared a forest fire emergency status from February 19 to May 31, 2018. Since January 14, 2018, fires gutted a total of 849.5 hectares of land. The gutted forest and plantation areas were found in Meranti Islands District, reaching 218 hectares (ha); Siak, 130 ha; Indragiri Hulu, 121.5 ha; Bengkalis, 117 ha; Dumai, 109.25 ha; Pelalawan, 56 ha; Pekanbaru, 31 ha; Rokan Hilir, 26 ha; Indragiri Hilir, 24 ha; Kampar, 15.25 ha; and Rokan Hulu, 1 ha. SYDNEY - Asian investors dumped shares and drove to the safety of the yen and gold on Monday amid fears of a global trade war and worries of political uncertainty in Italy, risks that cloud the outlook for world growth. Italian voters delivered a hung parliament on Sunday, flocking to anti-establishment and far-right parties in record numbers and casting the euro zone’s third-largest economy into a political gridlock that could take months to clear. The euro traded choppily around $1.2320, easing from a two-week high of $1.2365 as the eurosceptic 5-Star Movement saw its support soar to become the largest single party, according to projections based on early votecounting. In the United States, President Donald Trump proposed tariffs on imported steel and aluminium, a pledge that met with warnings of retaliation from the rest of the world over the weekend. The spectre of a global trade war hit risk appetite, sending MSCI’s broadest index of Asia-Pacific shares outside Japan down 0.8 percent to the lowest since mid-February. U.S. stock futures did not inspire much confidence, with S&P E-Minis down 0.6 percent and Dow futures off 0.4 percent. “The messy Italian election result adds a bit to the nervousness to global equity markets at present,” said Shane Oliver, Sydney-based chief economist at AMP. “The Italian election...does run the risk of making Italy’s public finances worse than they already are with no progress in addressing Italy’s long-term competitiveness problems.” The euro still found support after Germany’s Social Democrat party decisively backed the renewal of an alliance with Chancellor Angela Merkel’s conservatives, allowing her to form a new government more than five months since the country’s inconclusive election. The single currency also got a lift from some safe-haven flows, as did the Japanese yen. The dollar fell for a fourth straight session to trade around 105.52 yen, but was slightly above Friday’s low of 105.23, a level not seen since November 2016. “Nothing’s happened over the weekend to soften concerns about trade wars or retaliatory actions by other countries,” said Ray Attrill, head of forex strategy at National Australia Bank. “There is no rowing back so that gets us to a cautious start.” Canada and Mexico have threatened retaliation, and the European Union said it would apply 25 percent tariffs on about $3.5 billion of imports from the United States if Trump carried out his threat. Days of tax cuts are finished in UK, think-tank warns
LONDON - The days of tax cuts in Britain are over and the baby-boomer generation should prepare for higher wealth taxes to fund an inevitable surge in healthcare costs, the Resolution Foundation think tank said on Monday. The new research showed spending on education, social security and above all health looks set to rise by 20 billion pounds ($28 billion) a year in today’s money by the end of the next decade and by 60 billion pounds a year by 2040. Britain has steadily brought down a budget deficit that stood at 10 percent of economic output in 2010 mostly through spending cuts for many government departments. But many of the easier-to-make cuts to spending have already been made, putting pressure on the government to consider raising more revenues through taxes. Finance minister Philip Hammond, who is due to deliver a half-yearly budget statement on March 13, has cut Britain’s budget deficit faster than expected this financial year. But the Resolution Foundation report showed the government will have its hands tied by rising public spending over the coming years. Most of the increase will be caused by spending on health as Britain’s population ages - a demographic timebomb that means the “age of tax cuts is over”, David Willetts, chair of the Resolution Foundation and a former Conservative government minister, said.
“The time has come when we boomers are going to have reach into our own pockets. The alternative could be an extra 15 (pence) on the basic rate of tax, paid largely by our kids.” HOME OWNERSHIP PLUMMETS AMONG THE YOUNG Baby-boomers are considered to be people who were born before the mid1960s. Underlining why baby-boomers will need to shoulder more of the tax burden, the Resolution Foundation said millennials - born between 1981 and 2000 - spend more of their income on housing costs than any generation since the late 19th century. But home ownership in Britain has plummeted over the last 20 years among young adults, who have had to pay more towards pensions while bearing the brunt of weak wage growth since the financial crisis. As a result, wealth has become increasingly skewed towards older people.
“For many years, higher wealth taxation has been off the political agenda,” Willetts said. “But unless we act, at some point we will face a choice between changing our approach to taxation, or cutting access to the NHS and letting social care get into an even deeper crisis. We can’t delay that debate any longer.” Willetts added that politically difficult reforms on wealth, inheritance and local council taxes would be needed. Tax as a share of economic output in Britain rose to 33.2 percent in 2016, the highest level since 2011, according to the Organisation of Economic Co-operation and Development (OECD). Still, this stands slightly below the average of OECD countries of 34.3 percent. Britain ranks above the OECD average in terms of revenue collected from income and property taxes, but is below average when it comes to social security and corporation tax. (rtr)

this ceremony. Dr. I Gede Arya Sugiarta, Rector of the Indonesia Institute of the Arts (ISI) Denpasar, said that providing ritual for gamelan instrument was mentioned in the Prakempa palm-leaf manuscript on Balinese gamelan. It was mentioned there were four good ways to play Balinese gamelan namely the logic or philosophy, ethics, aesthetics and techniques to play gamelan. In the ethics was then mentioned about the otonan for gamelan. To make the gamelan instrument well maintained psychically, it could be done with ritual on Tumpek Krulut. If people would like to learn gamelan, they should perform the ceremony on Tumpek Krulut. “Tradition of holding ritual for gamelan on Tumpek Krulut is indeed a new tradition because we just realized
it,” he said. In the manuscript was mentioned that gamelan ritual was dedicated to God in his manifestation as the god of the arts. After the ceremony, it was expected that all gamelan musicians could play together. “It is based on the belief that after saying prayers people play gamelan together. In essence, it is building a sense of togetherness,” he said. According to Dr. Arya Sugiarta, the tradition of providing ritual for gamelan began around the 1990s when the Dance Academy of Indonesia (former name of the ISI) learned about the Prakempa manuscript well. “Through our faculty and students, we try to disseminate the information, so that it has now become a tradition,” he added. The manuscript also mentioned that people were not allowed to
overstep the gamelan as an effort to take care of the gamelan well. In addition to offering some oblations, it should also be followed with good behavior. Essentially, it was the way how to respect to Balinese gamelan accordingly. “If it has been respected and cared for, it will automatically generate the taksu or divine vibration,” he added. Prakempa manuscript, said Dr. Arya Sugiarta, mentioned the ethics in playing the gamelan such as related to people’s posture. Gamelan should not be overstepped because the respected goods might not be overstepped. Water usage predicted to be normal on Nyepi

TABANAN — Nyepi holiday will fall on Saturday (Mar. 17). Related to the preparation for the upcoming Nyepi, Division Head of Customer Relations of the Tabanan Municipality Waterworks (PDAM), I.B. Marjaya Wirata, said the company remains to alert service officers and call center services. Meanwhile, the water consumption is predicted to be normal or there is no significant decline. Wirata continued, unlike the electricity usage commonly decreasing drastically during Nyepi, the water consumption in the community during the Nyepi day will not decrease significantly. Based on the data, the water usage in Tabanan averagely reaches 19 cubic meters to 20 cubic meters per family per day. A day before Nyepi it will usually increase but not exceed 21 cubic meters. Meanwhile, during the Nyepi holiday there is a decrease but not exceeding 18 cubic meters per family. In addressing the problem related to the clean water distribution to the community either due to network damage or other problems during Nyepi, the PDAM keeps alerting the call center services to accommodate any complaints and will be followed up the next day by technical officers. “Although it’s a holiday, our call centers and technical officers remain to be alerted,” he said. Nyepi feast day 2018 is adjacent to the final payment date of the PDAM namely on the 20th day. According to Wirata although it is adjacent, payment date will not be extended because Nyepi holiday this year does not fall on working day. “If it falls on a weekday, there is usually an extension of payment date, but this year is not on a working day so the payment deadline is not extended,” he explained. DENPASAR — In February 2018, Denpasar City recorded inflation of 0.65 percent. This inflation happened due to changes in the consumer price index (CPI) of 129.21 compared to January 2018. The inflation rate of the calendar year (CPI of February 2018 compared to December 2017) was recorded at 1.60 percent. The year-on-year inflation rate (CPI of February 2018 compared to February 2017 / yoy) was recorded at 3.10 percent. Head of the Central Statistics Agency (BPS) of Bali, Adi Nugroho, revealed that from 82 CPI cities, 55 cities are recorded to experience inflation. The highest inflation occurred in Jayapura (Papua) reaching 1.05 percent and the lowest is recorded in Palangkaraya (Central Kalimantan) reaching 0.04 percent. The highest deflation is recorded in Medan (North Sumatra) at 0.96 percent and the lowest in Lubuklinggau (South Sumatera) at 0.02 percent. If sorted from the highest inflation, Denpasar is ranked fourth of 55 cities experiencing inflation. Unlike Singaraja, its inflation in February 2018 was recorded at 0.25 percent. BEIJING - China unveiled its largest rise in defence spending in three years on Monday, setting an 8.1 percent growth target compared to 2017, fuelling the country’s ambitious military modernisation programme amid rising Chinese security concerns. The 2018 defence budget will be 1.11 trillion yuan ($175 billion), according to a report issued at the opening of the country’s annual meeting of parliament. The defence spending figure is closely watched around the world for clues to China’s strategic intentions as it develops new military capabilities, including stealth fighters, aircraft carriers and anti-satellite missiles. China will “advance all aspects of military training and war preparedness, and firmly and resolvedly safeguard national sov-

The 2018 defence spending increase comes as China’s economic growth expanded 6.9 percent last year, the first acceleration in annual growth since 2010. But China kept its 2018 economic growth target at around 6.5 percent, said Li, the same as in 2017 despite exceeding that year’s target. Last year, defence spending was set to increase by just 7 percent,
to 1.044 trillion yuan ($164.60 billion) about one-quarter of the proposed U.S. defence spending for the year. In 2016, it grew by 7.6 percent. “The pace and scale of this build-up is really dramatic. It is extremely alarming for Australia and many other countries in the region,” said Sam Roggeveen, Visiting Fellow at the Strategic and Defence Studies Centre, Australian National University in Canberra. “There is every indication that China wants to expand what it will call defence capabilities in the South China Sea. I expect eventually we will see warships and aircraft there regularly, if not based there permanently. Dubai tests autonomous pods in drive for smart city
DUBAI - Dubai has begun testing autonomous pods in a trial run the Gulf’s trade and tourism hub hopes will help its transformation into one of the smartest cities in the world. Officials from Dubai’s Roads and Transport Authority (RTA) displayed two cube-shaped vehicles built by U.S.-based Next Future Transportation company in Italy as they spun around on a main street in Dubai. Passersby stopped to try out the sixseat vehicles and question the Italian engineers overseeing the test. RTA officials said they have allocated 1.5 million dirhams ($410,000) for further research and development of the vehicles, which Dubai hopes to use for local transportation under the city’s 2030 Dubai Future Accelerators, which aims to make 25 percent of daily transportation self-driven. “The goal is to develop these two research vehicles,” Khaled al-Awadhi, director of Automated Collection Systems at the RTA, said. “These tests are aimed at developing the performance of these vehicles,” he added, without giving details on the cost of the project. He said several projects were being developed, including self-driving buses and a marine transportation system. The RTA says the autonomous pods would travel on pre-programmed routes in the first few years, but would eventually become accessible for pick up from home using a mobile telephone application. No date was provided for the start of either service. RTA officials said they hoped to have a more solid plan for the program by the end of 2018 or early 2019. The vehicles are powered by electricity and have a top speed of 80 kms (50 miles) per hour. Dubai last year unveiled plans for a “flying taxi”. (rtr)

DENPASAR — Bali’s exports to the UAE increased significantly by 4,033 percent in January 2018 when compared to December 2017. Compared to January 2017, Bali’s exports in January 2018 also rose by 3,794 percent. Head of the Central Statistics Agency (BPS) of Bali, Adi Nugroho, said the exports to UAE in January 2017 only reached USD 97.331 and in December 2017 reached USD 91.702. However, in January 2018, the export value to UAE rose significantly to USD 3,790,614. This export figure placed UAE to the fourth position of Bali’s largest export destination country with 7.12 percent of share. Meanwhile, the highest export destination country remains to the United States with the share of 25.82 percent. In December 2017, of the 10 major export countries, China, Japan and Singapore are the export destination country recording a decline. Meanwhile, when compared to January 2017, of the 10 export destination countries, only Singapore is decreasing. “The highest increase in month to month happened to the UAE destination reaching 4,033 percent,” he added. Based on statistical data, the commodity exported to UAE is garment such as non-knitted apparel (28 percent) and footwear (56.93 percent). Additionally, the wood and processed wood commodities are also exported to UAE reaching 13.31 percent. There are also furniture and home lighting product amounting to 1.82 percent, jewelry / gems (0.01 percent), knitted goods (0.14 percent) and patchwork (0.11 percent). “Non-knitted apparel and footwear are the highest commodities exported to UAE,” he said.

Suicide can be prevented starting from the family environment, namely by not doing psychic violence in child care pattern. procession of deities from outside the Jero Kuta Pejeng customary village goes on. He explained the Siyat Sampian ceremony has been prepared from the morning commenced with nampyog where the sutri and sirat dancers show performance around the area of the Penataran Sasih Temple. After the nampyog procession, it is continued with the mabete-betean activity where they mutually pull. While the procession takes place, Jero Sutri and Juru Sirat holds hands together and then pull each other. They look to be moving forward and backward in such a way that resembles wave motion with the accompaniment of gamelan music. The entire procession was carried out in the surrounding the area of Penataran Sasih Temple for three times clockwise. After the procession, Jero Sutri and Juru Sirat relaxed for a
moment. Well not long after, suddenly the Jero Sutri and Juru Sirat shouted hysterically. They were directly praying in front of the shrine of the Ratu Sanghyang. After saying prayers and being sprinkled with holy water, all the participants looked to fall into trance. They immediately picked up the sampian (ritual paraphernalia) having been prepared in advance in the temple courtyard. The sampian is taken by village apparatuses from the hundreds of dangsil and banten pengambaian in the temple area. All the participants seemed to attack one another with a number of other Jero Sutri. Similarly, the same thing was also done by Juru Sirat. Surprisingly, none of them felt pain after implementing the tradition. After the event a number of Jeru Sutri and Juru Sirat claimed to be happy after having done devotional works. (kmb35)

Kimmel leads Oscar celebration of gender equality, artistic diversity LOS ANGELES - Oscar host Jimmy Kimmel on Sunday led a starstudded tribute to Hollywood’s best in honoring the campaign against sexual misconduct and breakthroughs in racial and ethnic diversity beginning to transform the movie business. The live telecast, which ran for nearly four hours, built on the socially conscious thrust that has marked Oscar night during the past few years, transforming the 90th edition of the glittering awards show into a conversation about sexual politics and inclusion. In his opening monologue, Kimmel skewered the class of powerful men who prayed on women with a sight gag focused on a larger-than-life Oscar statue on stage, noting the male sculpture’s anatomically simplified lack of genitalia. “He is literally a statue of limitations. And that’s the kind of man we need more of in this town,” he said, drawing uproarious laughter from the Dolby Theatre’s audience of film luminaries. The joke helped break the looming tension from a torrent of sexual misconduct allegations that have roiled the film industry since legions of mostly female victims broke their silence in recent months to shed light on long-cloaked abuses of power and gender bias. Weinstein, who has denied ever having nonconsensual sex with anyone, was expelled last year from the Academy of Motion Picture Arts and Sciences after dozens of women accused him of a range of sexual misbehavior, including rape. “There were a lot of great nominees, but Harvey deserved it the most,” Kimmel said of the expulsion. Kimmel also addressed the widely reported disparity in pay received by actor Mark Wahlberg and actress Michelle Williams for reshooting scenes in the kidnapping drama “All the Money in the World,” but he drew laughs by making Hollywood agents the butt of his joke. Both performers were represented by the same agent, he noted, adding, “if we can’t trust agents, who can we trust?” That gag, like the tone of the show’s social commentary as a whole, felt more restrained than the pointed, angry jabs about gender bias and sexual peccadilloes that marked much of the Golden Globes telecast in January. South Koreans meet North Korean leader Kim for talks about talks
SEOUL - A South Korean delegation met North Korean leader Kim Jong Un on Monday, a South Korean official said, after arriving in the North on a visit aimed at encouraging North Korea and the United States to talk. Both North Korea and the United States have expressed a willingness to talk, but the long-held U.S. position is that the North first give up its nuclear weapons programme. The North, which has vowed never to give up its nuclear deterrent against what it sees as U.S. hostility, says it will not sit down to talks under preconditions. Reclusive North Korea, which has made no secret of its pursuit of a nuclear-tipped missile capable of reaching the mainland United States in defiance of U.N. Security Council resolutions, is also concerned about joint U.S.-South Korea military exercises, which it sees as preparation for war. South Korean officials have said the drills
will start next month as planned, after being postponed for the Winter Olympics held last month in South Korea. The 10-member South Korean delegation, led by National Security Office head Chung Eui-yong, was greeted by North Korean officials after landing in Pyongyang, said Kim Eui-kyeom, a spokesman for South Korea’s presidential office. The North Koreans at the airport included Ri Son Gwon, chairman of the Committee for the Peace-
ful Reunification of the Country, and Kim Yong Chol, who heads the United Front Department, the North Korean office responsible for handling inter-Korean affairs. Both visited South Korea last month during the Winter Olympics. The South Korean delegation was later invited to join Kim Jong Un for dinner, the South Korean spokesman added. The South Korean officials are the most senior officials from the South to meet Kim Jong Un since he took power in late 2011 following the death of
his father, Kim Jong Il. “We will deliver President Moon Jae-in’s wish to bring about denuclearisation of the Korean peninsula and permanent peace by extending the goodwill and better inter-Korean relations created by the Pyeongchang Winter Olympics,” Chung said in South Korea before the delegation’s departure. Chung’s team includes National Intelligence Service chief Suh Hoon and Vice Unification Minister Chun Hae-sung. The government hopes the visit will create “a positive atmosphere”, Unification Ministry spokesman Baik Tae-hyun told a regular briefing. Chung and Suh are due to fly to Washington later in the week
to brief U.S. officials on their discussions in the North. Thawing relations between the Korean neighbours have prompted speculation about direct talks between Washington and Pyongyang after months of tension and exchanges of bellicose insults between U.S. President Donald Trump and Kim Jong Un fuelled fears of war.
