JAKARTA - The Association of Southeast Asian Nations (ASEAN) and Canada have agreed to start implementing their joint declaration on trade and investment. Indonesian Trade Minister Mari Elka Pangestu in her capacity as chief of ASEAN economic ministers and Canadian Minister of International Trade Ed Fast marked the adoption of the joint declaration
by exchanging a written statement here on Sunday night. ASEAN Deputy Secretary General Pushpanathan Sundram said the implementation of the joint declaration in the trade and investment field would strengthen partnership between both side which had been in existent since 1977. The implementation of the joint declaration would give ASEAN member states more chances to enhance trade and investment rela-
tions with Canada, he said. “This is because Canada is a potential gateway to enter the North American market,” he said. Mari said the implementation of the joint declaration would cover trade and investment promotion, facilities for small and medium scale businesses, formation of business dialog forum, and exchange of information on trade and investment.
“We will ascertain the participation of business agents in the implementation of this declaration because without their participation the cooperation we are building will not be balanced,” she said. Spread awareness to save mangrove forest FISHERMEN in the coastal area of Sumberkima Village, Gerokgak Subdistrict can be made a paragon in the efforts to preserve the mangrove forest in Bali. With this effort, tens of hectares of mangrove trees at the village can be preserved and no one dare to clear them. $ZDUHQHVV RI ÂżVKHUPHQ DW 6XPberkima to preserve the mangroves at the coastal village has indeed taken place through generations since many years ago. However, the awareness has grown and developed since 2009. At that time, WKH ÂżVKHUPHQ DQG RWKHU UHVLGHQWV at Sumberkima planted mangrove trees in a large scale. With the assistance of Mangrove Forest Management Center of Denpasar, the local residents planted mangroves on the coastal area reaching approximately ten hectares. It was carried out within two periods. In one period they could plant some 165,000 trees. In other words, the trees planted at that time amounted to 730,000 trees. The trees were not only planted and then let be grown at all. Every year, the residents prepared 15,000 trees for the replanting activities where the dead trees would be replaced with new seedlings. This activity was done in turns or jointly E\ WKH ÂżVKHUPDQ JURXSV DQG UHVLdents of Sumberkima. “We have a common awareness that mangroves

A number of residents at Palasari Hamlet, Ekasari Village, Melaya Subdistrict, experience a water crisis where their wells did not bring out any water. Until recently, hundreds of residents worked together in mutual assistance to set up a pipeline to water source in the forest area. From the residential area to the springs in the Candikusuma forests reserve is around seven kilometers. The spring is taken from the same source as the Sarikuning River at Sombang Hamlet, Tukadaya Village. They claim to be supported by three other hamlets in the village to work together for finding out the water source for daily purposes. They install the pipe together both men and women to overcome the water shortages engulfing them. A resident who is also the Head of the Water Locator, I Nyoman Marni, said the pipe installation was carried out independently to address the water crisis. All the wells and springs nearby had small water discharge. The pipeline would then drain water to the home of each Palasari resident. According to him, such an action was not only supported by one hamlet, but three hamlets of the existing 10 hamlets. From a distance of 7 kilometers, residents could just install the pipeline independently along some 1 kilometer. Expectedly, there would be some reservoirs around the house of residents to drain the water. However, due to limited funds, they were only able to install the pipeline along one kilometer. As a matter of fact, this hamlet had the Palasari dam. However, since the dam position was parallel to the hamlet, it was incapable of draining water, especially to local subak territories. (kmb26)

After the Denpasar Transportation Agency proposed the increase of parking rates, the House reactively performed various studies. Even, the circle of factions in the Denpasar House also gave suggestions regarding the parking rates. One of them, the Great Indonesia Faction (FIR) proposed the enforcement of daily parking, exclusively for motorcycles. It was disclosed by Chairman of FIR in the Denpasar House, I Ketut Resmiyasa, in Denpasar, Sunday (Oct 2). The proposal was considered to provide facilities for small communities. “When customers receive a piece of parking ticket at one place on particular day, they should no longer need to pay when parking again elsewhere on that day,� said Resmiyasa. The people’s representative from Sesetan revealed that such proposal was actually from the public after the recess period with their constituents. As a people’s representative, he was obliged to bridge what the community conveyed. “I consider this proposal very appropriate if Denpasar Municipality sides with the small community,� he explained. What the people revealed also posed the impact of adjustment of the parking rates to IDR 1,000 for motorcycle and IDR 2,000 for four-wheeled vehicle. “In the faction, we expect the attention to small communities who will be affected by the increase in the parking rates through compensation. One of them is by implementation of daily parking ticket,� said chairman of the regency executive board of Marhaenism Indonesia National Party (PNI Marhaenisme), Denpasar. Resmiyasa said that in truth the regional regulation (Perda) imposed by government was a ‘forcible’ effort that had to be made by the public. It included the enforcement of parking rates as something absolute that should be obeyed by community because it was in line with the commitment of Denpasar Municipality through the motto sewaka dharma or providing services as an obligation should not ignore the aspirations of small communities. “This proposal poses a realization of the service improvement for the community,� he said. Previously, the Special Committee IX in charge of preparing the parking rates had agreed the tariff adjustments of the roadside parking. Transportation Department proposed the parking rate for motorcycle worth IDR 2,000. KUALA LUMPUR, Malaysia — Malaysia’s prime minister has begun moves in Parliament to revoke strict security laws as part of his new pledge to protect civil liberties. The biggest overhaul of Malaysia’s security policies in decades is expected to culminate in March with the repeal of a law that has enabled the government to detain hundreds of suspects without trial. Prime Minister Najib Razak promised last month that several laws long criticized by rights groups would be annulled. Opposition leaders consider it an effort to shore up the ruling coalition’s support ahead of national elections expected by mid-2012. Najib tabled bills in Parliament on Monday to abolish two laws that allow authorities to banish criminal suspects to remote districts and restrict their movements without trial.

JERUSALEM — Israel’s government welcomed on Sunday parts of an international proposal to resume long-stalled peace talks with the Palestinians but said it had concerns about the plan. The plan by Mideast mediators, known as the Quartet, calls for a peace deal in a year and asks both sides to produce comprehensive proposals on territory and security within three months.

The Quartet presented the latest timetable after Palestinian President Mahmoud Abbas asked the U.N. late last month to recognize a state of Palestine in the West Bank, Gaza and east Jerusalem, territories Israel captured in the 1967 Mideast War. The Palestinian request has put the U.S. and other countries in a diplomatically awkward position, forcing them to take sides for or against, and has stepped up pressure on the international community to chart out a resolution of the conict. The Israeli government would not say Sunday what its concerns were, saying only that it would raise them “at the appropriate time.â€? However, Israeli ofďŹ cials have expressed reservations about the Quartet’s timetable for the discussion of speciďŹ c issues. A senior Palestinian ofďŹ cial, Saeb Erekat, dismissed the Israeli government’s
statement as disingenuous, noting that Israel has previously rejected key provisions of the Quartet proposal, including a freeze of Israeli settlement building on occupied land. Last week, the Palestinians said the Quartet’s plan contained “encouraging elements� but that they would not return to talks unless Israel freezes settlement building and accepts the pre-1967 war frontier as a baseline for talks. The Palestinians, like the Israelis, seem wary of being perceived as the party blocking any resumption of negotiations. The Quartet plan calls for a speedy resumption of peace talks, with the goal of reaching a comprehensive agreement by the end of 2012. In the meantime, it urges both sides to avoid “provocative actions.� On Sunday, senior Israeli Cabinet ministers discussed the Quartet’s pro-
posal. The international police agency said the notice was issued in response to a request by the Libya’s National Transitional Council, which has assumed leadership of the North African nation. Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

“The president has prepared a list of his new ministers,” said the ruling Democratic Party general chairman Anas Urbaningrum. Besides, Anas also said that the Democratic Party is ready to support the president`s lists of new ministers. Anas said that President Susilo Bambang Yudhoyono previously said that he would refresh the cabinet and allowed the Democratic Party to select the appropriate figures to replace the old cabinet. “The cabinet will be reshuffled to improve its performance,” he said. SINGAPORE/JAKARTA - A plunge in Indonesia’s cocoa exports spotlights a flagging battle against disease and adverse weather, but the country’s supply disruptions could allay fears of another global surplus and stem a seven-month slide in prices. Although the outlook for world grindings may be clouded by the threat of recession, shrinking output in third-largest cocoa producer Indonesia will help balance the market in the next crop year after supply exceeded demand by 450,000 tons this year. “Indonesia is clearly the one bullish point that we expect in the cocoa market,” said Kona Haque, a commodity strategist at Macquarie Bank in London. “Everything else right now is slightly on the bearish side, including grindings demand, which is probably going to be weaker than expected, and equally West African production could be higher than expected.” Indonesia launched a $350 million program in 2009 to boost production to more than 600,000 tons within 4 to 5 years, but it has yet to show results, with bad weather, growers’ failure to follow advice on planting techniques and mismanagement working against the campaign.
Instead of rising, output is likely to plunge more than 30 percent to around 400,000 tons this year, but that will be enough to meet demand from the Indonesia’s thriving grinding sector. Wet weather wreaked havoc on the crop this year and brought back the Vascular-streak Dieback (VSD) disease to plantations across the main growing island of Sulawesi, killing trees and curbing exports since at least March. “The fact that Indonesia is struggling is a very supportive factor. VSD is a killer. There is no cure for it, you can’t spray -- the only thing they can do is cut down the trees and re-plant,” said Gary Mead, editor at WorldCrops. “We might be in a structural period where Indonesia just gets a lot of rainfall for the next few years, and that would be pretty diabolical for the cocoa sector.” The International Cocoa Organization expects the cocoa market to be in balance or possibly see a small surplus in the next crop year to September 2012 -- bucking the market consensus view of a small deficit. The ICCO estimated a surplus of 325,000 tons in the crop year ending this month -- a bearish factor which caused cocoa futures to fall from a 32-year high at $3,775 a ton in March to current levels around $2,700. But supply constraints in Indonesia, which may last through next year if erratic weather persists, could force traditional buyers such as Malaysia, the United States and Brazil to turn to West Africa, where beans are plentiful after a bumper crop, and ease supply there. Indonesia’s falling output had contributed to a global supply shortage in the crop year to September 2009. Cocoa exports from Sulawesi tumbled 76.7 percent in August to 8,421.50 tons on the year, and the country’s total shipments could fall 40 percent to 200,000 tons in 2011, their lowest in at least seven years. VSD is the latest in a series of pest and disease risks Indonesia has battled for years to eradicate, among them the cocoa pod borer, which has persisted since the 1980s. The revitalization program launched two years ago aimed to fix the problem by handing out free fertilizer to boost the productivity of cocoa trees over an area of 145,000 hectares, the replanting of old trees and the production of better seeds. “The general perception is this program has made the parties in the middle richer -- I mean those
who are contracted to provide seeds and so on. The money hasn’t gone down to the farmers,” said an exporter in Makassar, the provincial capital of South Sulawesi. “There’s no news of an increase in production.” Government officials said the program was on track despite minor glitches such as farmers mishandling the seeds or young cocoa trees which are to be planted to replace old ones. “The program is still going on and I heard it will be extended to 2014,” said Soetanto Abdoellah, research head at the state-sponsored Indonesian Coffee and Cocoa Research Institute. “We also focus on quality improvement. We have started working on bean quality improvement, involving many farmers.” About 90 percent of Indonesian cocoa growers are smallholders, which has crimped expansion for decades. The main crop in Sulawesi, which was badly hit by disease, is over. The market has turned its attention to the smaller crop due to start next month and so far progressing smoothly. Farmers and grinders hope the heavy rain of the dreaded La Nina weather phenomenon does not return. Indonesian grinders are forecast to process 400,000 tons of beans into chocolate ingredients
in 2012, up 43 percent from this year’s 280,000 tons, to meet growing demand from consumers in Asia at a time when demand in Europe and the United States may falter. Indonesia is also attracting companies such as U.S. giant Cargill , which plans to invest $113 million to set up a cocoa grinding plant in Sulawesi. “Cocoa bean exports from Indonesia will tend to fall because of rising domestic demand estimated at more than 400,000 tons in 2012,” said Piter Jasman, chairman of the Indonesian Cocoa Industry Association. He expected strong consumption to help prices stabilize at $3,000 a ton, and production to eventually reach 600,000 tons a year. Global cocoa consumption has been growing at about 1.5 percent each year, analysts say, with total global net production estimated at 3.736 million tons and global grindings at 3.829 million for the 2011-2012 season. So the supply worries won’t go away any time soon. “The industry has been plagued with concerns about disease and the quality of the crop,” said Abah Ofon, commodities analyst at Standard Chartered Bank in Singapore. “That is going to put pressure on supply in the next harvest now.”

The Butterfly Park in Tabanan is one of the smaller attractions within reach for people in the Kuta area. Tabanan is one of the 8 kabupaten (districts ) of Bali and its main town is also called Tabanan. The Butterfly Park (Taman Kupu Kupu) is located 7kms north of the town of Tabanan, at Wanasari, on the road to Penebel. The ride takes about an hour from Kuta. The museum is located 50 meters off the road, but is easy to find, due to the massive sign outside. The neat grounds and parking lot, lead into the souvenir shop and ticket office. These keysrings had a bug attached, the perfect gift for those relatives you hate. I was surprised that the cost of admission was 40,000rp. That’s a bit steep for Bali. The entrance to the museum is close by, and after passing through a couple of doors, and a set of hanging chains, you are inside the net-covered garden. Immediately you’ll see large yellow and black butterflies fluttering around, like bar girls at a Seminyak nightclub. Butterfly watching is a strange hobby, if you aren’t used to it, as these little creatures like to hide. It’s not like walking through the monkey forest, with hoards of friendly animals spilling out. At least a butterfly won’t try to steal your water bottle. In the center of the garden is a section, that contains cages with a variety of butterflies and insects, including this stick insect and leaf insect (those are my scientific terms). The gardens contain ponds and a variety of bushes and plants. The Bali Butterfly Park covers 3,500m sq, making it the largest park of its kind in SE Asia. The park provides an environment for butterfly preservation and study.IBP/Net

NEW YORK — Andy Rooney insisted he’s not retiring. He’s a writer, and a writer never stops being a writer. Even so, he delivered his final weekly essay on “60 Minutes” Sunday night, his last in his 33 years with the newsmagazine. It was a moment, he said he has dreaded. “I wish I could do this forever. I can’t, though,” he said. CBS News announced last week that the 92year-old Rooney would be stepping down from his well-entrenched berth on “60 Minutes” after delivering his 1,097th commentary. “I probably haven’t said anything here that you didn’t already know or have already thought,” he said. “That’s what a writer does. A writer’s job is to tell the truth.” Rooney began his long career by writing the words for people to say who were on TV or radio. Then when he began his weekly “A Few Minutes with Andy Rooney” in 1978, he began saying them on camera himself, though not as a television personality, but as “a writer who reads what he’s written.” Rooney said in his farewell piece
that he has lived a lucky life, luckier than most. But befitting his trademark crotchety nature, he voiced one parting complaint: He doesn’t like being famous, nor does he like being bothered by fans. “I spent my first 50 years trying to become well known as a writer,
and the next 30 trying to avoid being famous,” he said. “I walk down the street now or go to a football game and people shout, ‘Hey, Andy!’ And I hate that.” So if you see him in a restaurant, Rooney said as he signed off, “please, just let me eat my dinner.”

An ozone hole ďŹ ve times the size of California opened over the Arctic this spring, matching ozone loss over Antarctica for the ďŹ rst time on record, scientists said on Sunday. Formed by a deep chill over the North Pole, the unprecedented hole at one point shifted over eastern Europe, Russia and Mongolia, exposing populations to higher, but unsustained, levels of ultra-violet light. Ozone, a molecule of oxygen, forms in the stratosphere, ďŹ ltering out ultraviolet rays that damage vegetation and can cause skin cancer and cataracts. The shield comes under seasonal attack in both polar regions in the local winter-spring. Part of the source comes from manmade chlorine-based compounds, once widely used in refrigerants and consumer aerosols, that are being phased out under the UN’s Montreal Protocol. But the loss itself is driven by deep cold, which causes water vapour and molecules of nitric acid to condense into clouds in the lower stratosphere. These clouds in turn become a “bedâ€? where atmospheric chlorine molecules convert into reactive compounds that gobble up ozone. Ozone loss over the Antarctic is
traditionally much bigger than over the Arctic because of the far colder temperatures there. In the Arctic, records have -- until now -- suggested that the loss, while variable, is far more limited. Satellite measurements conducted in the 2010-2011 Arctic winter-spring found ozone badly depleted at a height of between 15 and 23 kilometres (9.3 and 14.3 miles). The biggest loss -- of more than 80 percent -- occurred between 18 and 20 kms (11.25 and 12.5 miles). “For the ďŹ rst time, sufďŹ cient loss occurred to be reasonably be described as an Arctic ozone hole,â€? says the study, appearing in the British science journal Nature. The trigger was the polar vortex, a large-scale cyclone that forms every winter in the Arctic stratosphere but which last winter was born in ex-
tremely cold conditions, Gloria Manney, of the Jet Propulsion Laboratory in California, told AFP in email. “The ozone destruction began in January, then accelerated in late February and March, so that ozone values in the polar vortex region were much lower than usual from early March through late April, after which the polar vortex dissipated. “Especially low total column ozone values (below 250 Dobson Units) were observed for about 27 days in March and early April. “The maximum area with values below 250 Dobson Units was about two million square kilometres (772,000 square miles), roughly ďŹ ve times the area of Germany or California.â€? This was similar in size to ozone loss in Antarctica in the mid1980s. In April, the vortex shifted over more densely populated parts of Russia, Mongolia and eastern Europe for about two weeks. Measurements on the ground showed “unusually high valuesâ€? of ultra-violet, although human exposure was not constant as the vortex shifted location daily before eventually fading, said Manney.

Stoner left to rue cost of off-track excursion Casey Stoner was left to rue the cost of an early off-track excursion after admitting he had the bike to win at Motegi. Having taken a brilliant pole, Stoner had already built a gap of more than 1s in the first three laps when he hit bumps on the back straight of the Japanese circuit, unsettling him and his bike just as he arrived at the Turn 11 braking point. Stoner was able to stand the bike up, run through the gravel and return in seventh, from where he set about fighting back to eventually finish third. Despite limiting the damage done by Jorge Lorenzo to his championship lead, he said he was disappointed not to have achieved more. “It’s really disappointing as we had the bike to win here today, but in the end I guess I should be thankful that we were able to climb back up to a podium spot after other people’s misfortunes and mistakes on track,” Stoner said. “The whole weekend had gone so
well for us and even the start of the race we got a great start and everything felt good in the first laps and I was able to pull a small advantage. “As I came out of the back straight I got a wobble on the bike, we hit the big bump and as the front came down it practically shook the bars out of my hands, I was lucky to hold on. “I went for the brakes and there was nothing there so I had to pump them up a couple of times, when I pumped it the second time if flicked me up over the front and I was lucky to stay on the bike. Radio broadcast stokes Massa and Hamilton controversy THE controversy over Felipe Massa and Lewis Hamilton’s collision in the Singapore Grand Prix has taken a fresh twist with the release of new footage from the race. The official highlights video posted on Formula 1’s own website includes a radio message from Massa’s engineer Rob Smedley which was not included in the live television broadcast. In the clip, Smedley is heard to say to Massa: “Hold Hamilton as much as we can. Destroy his race as much as we can. Come on, boy...” It is not clear from the footage when
the message was sent. Hamilton came up behind Massa, who was running fifth, while recovering from a messy first lap, catching him on lap eight. He stayed close behind the Ferrari until they pitted together on lap 11. They then collided on their out-lap, with Hamilton clipping the Ferrari, giving it a puncture and breaking his McLaren’s front wing. Hamilton also received a drive-through penalty for the incident. After the race, Massa confronted Hamilton in the television interview area - sarcastically congratulating him on his

The Brazilian was highly critical of Hamilton, who has not commented on the incident in public, and the race day collision followed another row between them that had been prompted by a near-miss in qualifying. “My thoughts are that, again, I told you yesterday that he cannot use his mind,” said Massa after the race. “Even in qualifying, so you can imagine in the race.
