NEW YORK - Grammy Award-winning singer Mariah Carey shrugged off a botched New Year’s Eve show in New York’s Times Square, telling fans and critics on Sunday that life does not always go as planned. “Shit happens,” Carey, the world’s million-selling female singer, wrote on Twitter. “Have a happy and healthy new year everybody! Here’s to making more headlines in 2017.” Carey, named the Grammy’s Best New Artist in 1991, was the final musical act on ABC’s “Dick Clark’s New Year’s Rockin’ Eve with Ryan Seacrest,” taking the stage just before midnight. In addition to the television au-
dience, the program was watched in person by the hundreds of thousands of people who gathered in what is called the “Crossroads of the World” to mark the beginning of 2017. Carey’s opening song, a rendition of Robert Burns’ “Auld Lang Syne,” seemed to go as planned. But then the singer, surrounded by dancers and a sea of humanity, appeared flustered and complained of technical difficulties.
“We can’t hear,” she said, as the music from her 1991 hit song “Emotions” began to play. “It is what it is,” she said. “Let the audience sing, OK?” But the awkwardness persisted, prompting Carey to say: “I want a holiday, too. Can I not have one? I’m trying to be a good sport here.” The next song, “We Belong Together,” Carey’s 2005 hit, went awry as well. Indonesian boat captain to be prosecuted for negligence after deadly fire

JAKARTA - Indonesia plans to prosecute the captain of a tourist boat for negligence after a fire ripped through the vessel on New Year’s Day, killing at least 23 people and injuring dozens, police said on Tuesday. The boat was carrying about 250 people before it was engulfed by flames shortly after leaving Jakarta. Authorities were still searching the waters around the port for victims, while bodies retrieved from the charred ship were still being identified, said Hendra Sudirman, head of Jakarta’s Search and Rescue agency. After questioning, the captain had been named a suspect, police said. “We have detained the captain of the boat since the incident. His status is now a suspect based on information from the crew, the passengers,” Argo Yuwono, a spokesman for Jakarta’s Metro Police, said on Tuesday.
Under the shipping law, if a captain causes deaths by sailing a ship knowing it is not seaworthy he can be jailed for up to 10 years. Negligence causing death under the criminal code is punishable by up to five years in jail. Sea accidents are frequent in Indonesia, a sprawling archipelago, with vessels often overloaded, poorly maintained or having too few life jackets. off Seribu Island, killing 23 passengers, had a fake manifest. While conveying condolences to the families of the dead and injured victims, Kurniawan expressed his disappointment and concern over the incident. “This false (passenger) manifest has been repeatedly revealed during shipwrecks. This is a matter of concern for the Indonesian shipping world,” Kurniawan said by phone on Monday. Some investors get interested in Suwung landfill
DENPASAR - Waste management at Suwung landfill remains to become a homework that has not been resolved until these days. Moreover, after the failure of PT NOEI (Navigat Organic Energy Indonesia) to process waste into electrical energy, the cooperation with PT NOEI was finally terminated. Today, the handling of waste at the Suwung landfill becomes the priority of the Denpasar Environment and Sanitation Agency (DLHK). The Head of the DLHK Denpasar, I Ketut Wisada, said on Monday (Jan. 2) that when entering 2017, the issue getting the attention from the DLHK is the management of Suwung landfill. Moreover, after the issuance of the Mayoral Regulation No.11/2016 about waste management, the DLHK is now focused on handling waste from depot to landfill. In the meantime, the handling of waste at household level is carried out with independent management pattern. Related to the management of Suwung landfill, Wisada said that there are dozens of investors submitting the application for the management. He said that approximately 20 potential investors are interested in managing the landfill. “Currently, those potential
investors are being selected. Hopefully, there has been definitive investor in 2017. In short, the selection is very tightly performed because we do not want the case of PT NOEI will happen again,” said Wisada. As reported earlier, PT NOEI that managed the waste at Suwung landfill ended with contract termination. In the agreement with the Sarbagita (Denpasar, Badung, Gianyar and Tabanan) sanitation management agency (BPKS), PT NOEI has been authorized to manage the waste at Suwung landfill for 20 years. The waste processed would produce electricity with the capacity of 9 MW. Unfortunately, in the realization PT NOEI failed, so that the cooperation signed on April 2, 2004 was terminated in the middle of contract period. Chief of the BPKS, I Made Sudarma, accompanied by Deputy Mayor of Denpasar IGN Jaya Negara in the meeting room of the Denpasar mayor’s office said that the agreement termination was signed on Thursday (Jun. 09, 2016) in Jakarta. Termination of this cooperation was done by consensus because both parties equally realized the problems faced. There are many complaints, mainly from the tourism sector concerning illegal tour guides. Surveillance remains to be carried out by a team involving the manpower agency, police authority, public prosecutor and immigration office. “We at the manpower agency have 24 manpower inspectors. It supervises both local and foreign workers. As the name implies, the illegal workers are indeed very difficult to arrest. If people happen to encounter the indications of illegal foreign workers, please report it either to immigration office or manpower agency. Bali Manpower Agency not to issue new IMTA
DENPASAR - The foreign worker employment permit (IMTA) in Bali remains approximately 1,433 in the province and 660 in the district. The Head of the Bali Manpower Agency, I Ketut Wija, said that both provincial and district level do not issue the new IMTA. However, it is only limited to the handling of extension. “We in the district and the province do not issue new IMTA, but the extension only. The number of foreign workers particularly in Bali tends to stable from year to year reaching around 2,100. There is no significant increase despite there is implementation of the ASEAN Economic Community. It remains around that number with slight fluctuation,” he said in Denpasar on Monday (Jan. 2). Wija added that the IMTA is issued by the Ministry of Manpower on the submission of the company that will hire the foreign workers. Companies must create a foreign worker utilization plan for any job or expertise. Ministry of Manpower then issues the work permit in accordance with terms of foreign workers. “It can be valid for 6 months, 1 year, 2 years or 3 years. Having been issued, every year it has to be extended. For foreign workers working across the provinces, the extension of the IMTA will be issued by central government, while the IMTA of cross-district workers will be extended in the province. SpaceX aims for Jan. 8 return to flight with Falcon rocket
CAPE CANAVERAL - Elon Musk’s SpaceX plans to resume flying rockets next week following an investigation into why one of them burst into flames on a launch pad four months ago, the company said on Monday. In a statement, SpaceX said it expected to launch a Falcon 9 rocket from California’s Vandenberg Air Force Base on Jan. 8 to put 10 satellites into orbit for Iridium Communications Inc . SpaceX had suspended flights after the same model rocket went up in a blaze on Sept. 1 as it was being fueled for a routine pre-launch test in Florida. The explosion at Cape Canaveral Air Force Station in Florida destroyed the $62 million rocket and a $200 million communications satellite. Space X, owned and operated by Tesla Motors Inc. Chief Executive Officer Musk, has a backlog of more than 70 missions for NASA and commercial customers, worth more than $10 billion. The company statement said that accident investigators concluded that a canister of helium inside the rocket’s upper-stage oxygen tank had exploded.

In the short term, SpaceX plans to revamp its fueling procedures so that the super-cold liquid oxygen will not build up between the helium tank’s liner and its outer covering, it added. SpaceX said accumulation of oxygen in a void or buckle in the liner most likely led to the explosion. “In the long term, SpaceX will implement design changes to the (helium canisters) to prevent buckles altogether,” the statement said. The company did not say when new helium canisters would be ready to fly, but that using warmer temperature helium and a slower fueling operation will prevent them from bursting. “Iridium is pleased with SpaceX’s announcement on the results of the September 1 anomaly as identified by their accident investigation team, and their plans to target a return to flight,” company spokeswoman Diane Hockenberry said in a statement. SpaceX has not said how much damage the Sept. 1 accident did to its primary Florida launch pad, nor when a new second pad in Florida, located at NASA’s Kennedy Space Center, will be put into service. WASHINGTON — As Barack Obama began preparing to leave office, the first smartphone-toting U.S. president ordered his team to upgrade the White House’s aging technology for his successor. New computers were purchased and faster internet was installed. Not included in the modernization plans? A courier service. But that delivery method of a bygone era may be in for a comeback under Donald Trump. Despite his voracious use of Twitter, the president-elect appears to be leaning toward old tech to ensure the security of sensitive messages. “It’s very important, if you have something really important, write it out and have it delivered by courier, the old-fashioned way because I’ll tell you what, no computer is safe,” Trump told reporters Saturday in response to questions about Russia’s alleged hacking of Democrats during the presidential election. Trump, who doesn’t email or surf the internet, said days earlier that computers “have complicated lives very greatly.” Trump’s skepticism of some technology marks a sharp contrast from the president he’ll replace on Jan. 20. DENPASAR - Until the end of 2016, the economy of Bali remains to show remarkable resilience. It is proved by several indicators such as the indicator of economic growth, where the Bali province stays above the national economic growth, around 6.26 percent. Until the end of 2016, it can still grow in the range of 6.15 percent to 6.55 percent.
“This shows that Bali is strong enough to face the world and national economic situation,” said Causa Iman Karana, Chief Representative Office of Bank Indonesia for Bali Region. In terms of inflation, it is well under control. Previously, the inflation of Bali was always above six percent,
but with the establishment of regional inflation control team (TPID) of Bali, the inflation of Bali was then in the range of 2 to 3 percent. It is estimated that until the end of 2016, the inflation will remain within the government target namely 3.14 percent plus minus 1. Another indicator is welfare. The

MANGUPURA - The Penet drinking water treatment system (SPAM) located at Penet River, Cemagi village, Mengwi, is actually able to process water with a capacity of 300 liters per second. The water will be distributed to meet the water needs in Badung and Denpasar with the distribution of respectively 150 liters per second. However, so far the water distributed only reached
30 liters per second. Chief of drinking water development performance (PKPAM) of Bali, Ida Bagus Lanang Suardana, reasoned that it happened due to the tapping workmanship has not accomplished. Royal heritages stored in the Netherlands
IF the original palm-leaf manuscripts remain available in Bali, it is different from the objects of royal cultural heritages of Bali. Some heritages like kris dagger, sculpture and original gold jewelries are stored in Leiden, the Netherlands. Such historic objects were trafficked to the Netherlands during the colonial period because they were considered valuable. “The state’s wealth denoting
cultural property may not be sold. If wishing to get back (to Indonesia), it needs cooperation of the government. If possible, well ... it needs a negotiation,” said the historian I Gde Parimartha in Denpasar on Sunday (Jan. 1). Palm-leaf manuscripts that actually pose the copies, added Parimartha, cannot be easily taken back to Indonesia. They can be taken back, but possibly it is accompa-
nied with a certain process that equally benefits both countries. “In my opinion, the Netherlands may not want to easily give the palm-leaf manuscripts that would like to be returned to Indonesia. Definitely, they will be copied or given in soft copy or electronic format because they have been stored in digital format. Maybe they could be returned because they are valuable and each researcher will be
looking over there,” he explained. In the meantime, the Head of the Bali Culture Agency, Dewa Putu Beratha, said the efforts to restore historical heritages to Indonesia, especially Bali, has been initiated during the administration of Governor Dewa Beratha. There was a messenger of Bali delegated to the Netherlands, and now it just needs to be continued with the MoU. “Now, it surely has to be started
from the beginning again. It is impossible to take back for granted, there must be a process,” he explained. Beratha added that Bali is ready to receive such cultural heritages if the Dutch government wants to return. SINGARAJA - Recently, heavy rains often hit several regions in Buleleng. It has severe consequences for the agricultural sector. Pest attack to horticultural crops is on the rise. Likewise, many flowers of coffee fall out. Such conditions cause farmers to complain.
A farmer of Asah Munduk hamlet, Munduk, Banjar, Gustibia, explained that the recent bad weather caused an increasing environmental humidity. It has a quite negative impact on her cabbage plants. Since a few weeks old, the growth is not normal and the leaves look slightly yellow. In addition, the pest attack is unavoidable. “The weather is quite influential in the agricultural sector, especially vegetables,” she said on Sunday (Jan. 1). She added that when faced with such conditions, the harvest is ascertained to plummet around 50 percent. Conditions of the copied manuscripts messed up and some were still left in Singaraja while some others were already in Denpasar. On that account, the government should pay attention to this matter to detect the missing and scattered manuscripts. “It is important that all the missing ones should be tracked. Many manu-
scripts are scattered and have not been recorded. So, Balinese linguists need to track and study the unregistered manuscripts,” he explained. Parimartha appreciated to the data collection of palm-leaf manuscripts carried out by Balinese language extension officers at villages. Such efforts need to be followed up by the experts or graduates of master and doctoral program of Balinese language by further reviewing the contents of the palm-leaf manuscripts. Thus, the values of local wisdom carried in the manuscripts could be disseminated to the public. It also includes the classification which one belongs to healing, chronicle or mythology. “It is meant to further study them in-depth, get literary reviews, values and history. They also have historical
values and not only about Balinese language. After that, good values in the manuscripts can be explored. When having been understood by the community, they can become guidelines of education materials for Balinese people,” he added. The Head of the Bali Culture Agency, Dewa Putu Beratha, said that Balinese language extension officers will be provided with training on palm-leaf manuscripts conservation. On the other hand, people who have manuscripts are also encouraged to entrust theirs in the Culture Agency, primarily those who can no longer take care of the manuscripts. “In order that the palm-leaf manuscripts will not getting more damaged and neglected, it could be done so if they wish,” he said. BRASILIA - Drug gangs sparked a prison riot that killed 56 people, with decapitated bodies thrown over prison walls in the bloodiest violence in more than two decades in Brazil’s overcrowded penitentiary system, officials said on Monday. Sergio Fontes, the security chief for Amazonas state, told reporters several decapitated bodies were thrown over the wall of the prison in the Amazon city of Manaus, with most of those killed coming from the Sao Paulo-based First Capital Command (PCC) drug gang. “This was another chapter in the silent and ruthless war of drug trafficking,” he said. Pedro Florencio, the Amazonas state prison secretary, said the massacre was a “revenge killing” in a feud between criminal gangs in Brazil. The violence began late Sunday and was brought under control by around 7 a.m. AMT (1100 GMT) on Monday, Fontes said. Just as the riot began in one unit of the Anisio Jobim prison complex, dozens of prisoners in the second unit started a mass escape in what authorities said was a coordinated effort to distract guards. Overcrowding is extremely common in Brazil’s prisons, which
suffer endemic violence and what rights groups call medieval conditions with food scarce and cells so packed that prisoners have no space to lie down. The Anisio Jobim prison complex currently houses 2,230 inmates despite having a capacity of only 590. Hours after the Anisio Jobim prison revolt ended, prisoners at an adjoining detention center began a riot and attempted to escape. Authorities said the situation was quickly brought under control. Watchdog groups sharply criticize Brazil for its prisons, where deadly riots routinely break out. “These massacres occur almost daily in Brazil,” said Father Valdir Silveira, director of Pastoral Carceraria, a Catholic center that monitors prison conditions in Brazil. “Our prisons were built to annihilate, torture and kill.” A total of 184 inmates escaped, with 40 recaptured by Monday afternoon.
The violence was the latest clash between inmates aligned with PCC, Brazil’s most powerful drug gang, and a Manaus criminal group known as the North Family. The Manaus-based gang is widely believed to be attacking PCC inmates at the behest of the Rio de Janeiro-based Red Command (CV) drug gang, Brazil’s second largest. “This is part of a nationwide movement. It has happened in Roraima, in Acre, in Porto Velho, in parts of northeast Brazil and now it has happened here,” Amazonas Governor José Melo de Oliveira said at a news conference, referring to other clashes between rival criminal factions. Oliveira met on Monday with Justice Minister Alexandre de Moraes and other federal security officials over the riot. Speaking at the same news conference, Moraes said that once identified, inmates who spearheaded the revolt will be transferred to federal prisons. SEOUL - North Korea has been working through 2016 on developing components for an intercontinental ballistic missile (ICBM), making the isolated nation’s claim that it was close to a test-launch plausible, international weapons experts said on Monday. North Korea has been testing rocket engines and heat-shields for an ICBM while developing the technology to guide a missile after re-entry into the atmosphere following a lift-off, the experts said. While Pyongyang is close to a test, it is likely to take some years to perfect the weapon. Once fully developed, a North Korean ICBM could threaten the continental United States, which is around 9,000 km (5,500 miles) from the North. ICBMs have a minimum range of about 5,500 km (3,400 miles), but some are designed to travel 10,000 km (6,200 miles) or further. North Korea’s state media regularly threatens the United States with a nuclear strike, but before 2016 Pyongyang had been assumed to be a long way from being capable of doing so. “The bottom line is Pyongyang is much further along in their missile development than most people realise,” said Melissa Hanham, a senior research associate at the U.S.-based Middlebury Institute of International Studies at Monterey, California. She said the North’s test in April of a large liquid-fuel engine that could propel an ICBM was a major development. “The liquid engine test was astounding,” Hanham said. “For years, we knew that North Korea had a Soviet R-27 missile engine design. They re-engineered the design of that engine to double its propulsion”. North Korea has said it is capable of mounting a nuclear warhead on a ballistic missile but it claims to be able to miniaturise a nuclear device have never been independently verified. The isolated nation has achieved this progress despite U.N. Security Council imposed sanctions for its nuclear tests and long-range rocket launches dating back to 2006. The sanctions ban arms trade and money flows that can fund the country’s arms programme. Few people seen selling yuan for dollars on first day of China’s forex quota re-set
BEIJING/SHANGHAI - China’s authorities have sounded the alarm in recent weeks over the risk of capital outflows from the economy, but there was little evidence at Beijing and Shanghai banks on Tuesday that Chinese individuals were rushing to lock in 2017 quotas to buy foreign exchange. Only a trickle of people at banks were seen selling yuan for dollars on the first business day of the new year, when buyers in theory could have made use of their quotas. Under China’s capital controls, individuals are permitted to buy up to $50,000 in foreign exchange a year, and data shows January is typically a standout month for onshore foreign currency deposits. The yuan shed nearly 7 percent against the dollar last year, its poorest showing since 1994, as policymakers struggled to contain capital outflows and preserve foreign exchange reserves in the face of a slowing economy and resurgent dollar. Authorities have tightened monitoring of foreign exchange transactions out of concern over capital outflows. China’s currency regulator this week began requiring Chinese individuals who want to buy foreign currencies to specify the purpose of the purchase and provide additional information, and said it would monitor transactions more closely and frequently as well as punish rule-breakers.
At major bank branches in two of China’s biggest cities, there were no queues on Tuesday, and the few individuals who changed money reported doing so with relative ease. SMOOTH AND QUICK “The whole process of changing money was pretty smooth and quick,” said an office worker surnamed Xu, who withdrew $500 from an ICBC branch in Beijing on Tuesday for a coming vacation in the United States. Several other customers at banks in the two cities reported similar ease when changing amounts of money well below the quota. However, it is unclear how much foreign currency exchange was being conducted online on Tuesday. Central bank data shows onshore foreign exchange deposits rose by almost 32 percent in the first 11 months of 2016, propelled in part by the yuan’s fall to eightyear lows. Survey compiler IHS Markit said the survey was consistent with manufacturing output rising at a quarterly pace of around 1.5 percent. “The boost to competitiveness from the weak exchange rate has undoubtedly been a key driver of the recent turnaround, while the domestic market has remained a strong contributor to new business wins,” said Rob Dobson, senior economist at IHS Markit. Dobson added that higher costs were the flip side of the pound’s fall since June’s Brexit vote, which has left it down around 10 percent on a trade-weighted basis. “Of the companies citing a cause of higher costs, 75 percent linked the increase to the exchange rate,” Dobson said.

The taxation directorate general (DJP) said declaration of assets, previously not reported, reached Rp4,292 trillion including Rp1,013 trillion abroad, and Rp141 trillion repatriated. JAKARTA - The Indonesian Consumers Institution (YLKI) has urged the Ministry of Transportation to review safety standards and licensing of ferries operating in the country. “If ferries operating in Jakarta can meet with an accident like this (catch fire), what about those operating outside Jakarta?” YLKI Chairman Tulus Abadi said in a press statement made available to ANTARA here on Monday. He also called on the Jakarta regional government to consider the incident as the consequence of inadequate public transportation services. Tulus Abadi argued that

The Transportation Ministry plans to implement a ferry service to Thousand Islands using vessels owned by state-owned ship operators PT Pelayaran Nasional Indonesia (Pelni) and ASDP Indonesia Ferry in response to the accident involving the KM Zahro Express. Transportation Minister Budi Karya Sumadi said while it was awaiting the National Transportation Safety Commission (KNKT) report on the incident, the ministry will take action to prevent similar incidents from happening in future. New U.S. Congress prepares to undo Obamacare, weigh Trump personnel picks
WASHINGTON - A new, Republicancontrolled U.S. Congress convenes on Tuesday eager to repeal major portions of President Barack Obama’s healthcare law and roll back environmental and financial industry regulations, but could quickly become embroiled in fights over President-elect Donald Trump’s Cabinet choices.
Despite his promise to unite a deeply divided country, Trump will be sworn in on Jan. 20 leading a Republican Party that early on will push legislation through Congress without significant - or any - Democratic support. According to a Gallup poll released on Monday, Trump will take office with less than half of Americans confident in his ability to handle an international crisis, use military force wisely or prevent major ethics lapses in his administration. Leading Democrats on Monday warned of a fierce fight over Obamacare, which is expected to have 13.8 million people enrolled in the program that aims to provide health insurance to economically disadvantaged people and to expand coverage for others. Obama is scheduled to meet on Wednesday with congressional Democrats to discuss strategies for fending off Republican attacks on Obamacare. Vice President-elect Mike Pence will meet with his fellow House Republicans the same day to rally them on repealing Obamacare, Politico reported. Republicans in coming weeks will try to steer legislation through Congress using procedures that would

not require Democratic cooperation. Islamic State claims Istanbul attack, gunman remains at large
ISTANBUL - Islamic State claimed responsibility on Monday for a New Year’s Day mass shooting in a packed Istanbul nightclub that killed 39 people, an attack carried out by a lone gunman who remains at large. It described the Reina nightclub, where many foreigners as well as Turks were killed, as a gathering point for Christians celebrating their “apostate holiday”. The attack, it said, was revenge for Turkish military involvement in Syria. “The apostate Turkish government should know that the blood of Muslims shed with airplanes and artillery fire will, with God’s permission, ignite a fire in their own land,” the Islamic State declaration said. At a news conference in Ankara, Turkish government spokesman Numan Kurtulmus made no reference to the claim but said it was clear Turkey’s military operations in Syria had annoyed terrorist groups and those behind them. “This attack is a message to Turkey against its decisive operations across the border,” Kurtulmus said, adding that the offensive in Syria would continue until all threats to Turkey were removed. The authorities are close to fully identifying the gunman, Kurtulmus said, after gathering fingerprints and information on his basic appearance, and had detained eight other people. NATO member Turkey is part of the U.S.-led coalition against Islamic State and launched the incursion into neighbouring Syria in August to drive the radical Sunni militants, as well as Kurdish militia fighters, away from its borders. Napoli have completed the signing of striker Leonardo Pavoletti from Genoa, the Serie A club has said. No financial details of the transfer were released but local media reports said Napoli paid 18 million euros ($18.75 million) to sign Pavoletti from Genoa. New U.S. Congress prepares to undo Obamacare, weigh Trump personnel picks
WASHINGTON - A new, Republicancontrolled U.S. Congress convenes on Tuesday eager to repeal major portions of President Barack Obama’s healthcare law and roll back environmental and financial industry regulations, but could quickly become embroiled in fights over President-elect Donald Trump’s Cabinet choices.
Despite his promise to unite a deeply divided country, Trump will be sworn in on Jan. 20 leading a Republican Party that early on will push legislation through Congress without significant - or any - Democratic support. According to a Gallup poll released on Monday, Trump will take office with less than half of Americans confident in his ability to handle an international crisis, use military force wisely or prevent major ethics lapses in his administration. Leading Democrats on Monday warned of a fierce fight over Obamacare, which is expected to have 13.8 million people enrolled in the program that aims to provide health insurance to economically disadvantaged people and to expand coverage for others. Obama is scheduled to meet on Wednesday with congressional Democrats to discuss strategies for fending off Republican attacks on Obamacare. Vice President-elect Mike Pence will meet with his fellow House Republicans the same day to rally them on repealing Obamacare, Politico reported. Republicans in coming weeks will try to steer legislation through Congress using procedures that would

Islamic State claims Istanbul attack, gunman remains at large
ISTANBUL - Islamic State claimed responsibility on Monday for a New Year’s Day mass shooting in a packed Istanbul nightclub that killed 39 people, an attack carried out by a lone gunman who remains at large. It described the Reina nightclub, where many foreigners as well as Turks were killed, as a gathering point for Christians celebrating their “apostate holiday”. The attack, it said, was revenge for Turkish military involvement in Syria. “The apostate Turkish government should know that the blood of Muslims shed with airplanes and artillery fire will, with God’s permission, ignite a fire in their own land,” the Islamic State declaration said. At a news conference in Ankara, Turkish government spokesman Numan Kurtulmus made no reference to the claim but said it was clear Turkey’s military operations in Syria had annoyed terrorist groups and those behind them. “This attack is a message to Turkey against its decisive operations across the border,” Kurtulmus said, adding that the offensive in Syria would continue until all threats to Turkey were removed. The authorities are close to fully identifying the gunman, Kurtulmus said, after gathering fingerprints and information on his basic appearance, and had detained eight other people. NATO member Turkey is part of the U.S.-led coalition against Islamic State and launched the incursion into neighbouring Syria in August to drive the radical Sunni militants, as well as Kurdish militia fighters, away from its borders. Few people seen selling yuan for dollars on first day of China’s forex quota re-set
BEIJING/SHANGHAI - China’s authorities have sounded the alarm in recent weeks over the risk of capital outflows from the economy, but there was little evidence at Beijing and Shanghai banks on Tuesday that Chinese individuals were rushing to lock in 2017 quotas to buy foreign exchange. Only a trickle of people at banks were seen selling yuan for dollars on the first business day of the new year, when buyers in theory could have made use of their quotas. Under China’s capital controls, individuals are permitted to buy up to $50,000 in foreign exchange a year, and data shows January is typically a standout month for onshore foreign currency deposits. The yuan shed nearly 7 percent against the dollar last year, its poorest showing since 1994, as policymakers struggled to contain capital outflows and preserve foreign exchange reserves in the face of a slowing economy and resurgent dollar. Authorities have tightened monitoring of foreign exchange transactions out of concern over capital outflows. China’s currency regulator this week began requiring Chinese individuals who want to buy foreign currencies to specify the purpose of the purchase and provide additional information, and said it would monitor transactions more closely and frequently as well as punish rule-breakers.
At major bank branches in two of China’s biggest cities, there were no queues on Tuesday, and the few individuals who changed money reported doing so with relative ease. SMOOTH AND QUICK “The whole process of changing money was pretty smooth and quick,” said an office worker surnamed Xu, who withdrew $500 from an ICBC branch in Beijing on Tuesday for a coming vacation in the United States. Several other customers at banks in the two cities reported similar ease when changing amounts of money well below the quota. However, it is unclear how much foreign currency exchange was being conducted online on Tuesday. Central bank data shows onshore foreign exchange deposits rose by almost 32 percent in the first 11 months of 2016, propelled in part by the yuan’s fall to eightyear lows. Survey compiler IHS Markit said the survey was consistent with manufacturing output rising at a quarterly pace of around 1.5 percent. “The boost to competitiveness from the weak exchange rate has undoubtedly been a key driver of the recent turnaround, while the domestic market has remained a strong contributor to new business wins,” said Rob Dobson, senior economist at IHS Markit. The taxation directorate general (DJP) said declaration of assets, previously not reported, reached Rp4,292 trillion including Rp1,013 trillion abroad, and Rp141 trillion repatriated. JAKARTA - The Indonesian Consumers Institution (YLKI) has urged the Ministry of Transportation to review safety standards and licensing of ferries operating in the country. “If ferries operating in Jakarta can meet with an accident like this (catch fire), what about those operating outside Jakarta?” YLKI Chairman Tulus Abadi said in a press statement made available to ANTARA here on Monday. He also called on the Jakarta regional government to consider the incident as the consequence of inadequate public transportation services. Tulus Abadi argued that

The Jakarta Transportation Service does not provide adequate means of public transportation to cater the mobility of the Thousand Islands residents. What is available is a large number of taxi boats with minimum safety standards, managed by individuals (not by a corporate body). The owner of the taxi ferries are only grouped as a cooperative, just like the mikrolet minibus cooperatives, while the Ministry of Transportation has the responsibility of certifying them and
supervising their operations. The Transportation Ministry plans to implement a ferry service to Thousand Islands using vessels owned by state-owned ship operators PT Pelayaran Nasional Indonesia (Pelni) and ASDP Indonesia Ferry in response to the accident involving the KM Zahro Express. Transportation Minister Budi Karya Sumadi said while it was awaiting the National Transportation Safety Commission (KNKT) report on the incident, the ministry will take action to prevent similar incidents from happening in future. Conditions of the copied manuscripts messed up and some were still left in Singaraja while some others were already in Denpasar. On that account, the government should pay attention to this matter to detect the missing and scattered manuscripts. “It is important that all the missing ones should be tracked. Many manu-
scripts are scattered and have not been recorded. So, Balinese linguists need to track and study the unregistered manuscripts,” he explained. Parimartha appreciated to the data collection of palm-leaf manuscripts carried out by Balinese language extension officers at villages. Such efforts need to be followed up by the experts or graduates of master and doctoral program of Balinese language by further reviewing the contents of the palm-leaf manuscripts. Thus, the values of local wisdom carried in the manuscripts could be disseminated to the public. It also includes the classification which one belongs to healing, chronicle or mythology. “It is meant to further study them in-depth, get literary reviews, values and history. They also have historical
values and not only about Balinese language. After that, good values in the manuscripts can be explored. When having been understood by the community, they can become guidelines of education materials for Balinese people,” he added. The Head of the Bali Culture Agency, Dewa Putu Beratha, said that Balinese language extension officers will be provided with training on palm-leaf manuscripts conservation. On the other hand, people who have manuscripts are also encouraged to entrust theirs in the Culture Agency, primarily those who can no longer take care of the manuscripts. “In order that the palm-leaf manuscripts will not getting more damaged and neglected, it could be done so if they wish,” he said. BRASILIA - Drug gangs sparked a prison riot that killed 56 people, with decapitated bodies thrown over prison walls in the bloodiest violence in more than two decades in Brazil’s overcrowded penitentiary system, officials said on Monday. Sergio Fontes, the security chief for Amazonas state, told reporters several decapitated bodies were thrown over the wall of the prison in the Amazon city of Manaus, with most of those killed coming from the Sao Paulo-based First Capital Command (PCC) drug gang. “This was another chapter in the silent and ruthless war of drug trafficking,” he said. Pedro Florencio, the Amazonas state prison secretary, said the massacre was a “revenge killing” in a feud between criminal gangs in Brazil. The violence began late Sunday and was brought under control by around 7 a.m. AMT (1100 GMT) on Monday, Fontes said. Just as the riot began in one unit of the Anisio Jobim prison complex, dozens of prisoners in the second unit started a mass escape in what authorities said was a coordinated effort to distract guards. Overcrowding is extremely common in Brazil’s prisons, which
suffer endemic violence and what rights groups call medieval conditions with food scarce and cells so packed that prisoners have no space to lie down. The Anisio Jobim prison complex currently houses 2,230 inmates despite having a capacity of only 590. Hours after the Anisio Jobim prison revolt ended, prisoners at an adjoining detention center began a riot and attempted to escape. Authorities said the situation was quickly brought under control. Watchdog groups sharply criticize Brazil for its prisons, where deadly riots routinely break out. “These massacres occur almost daily in Brazil,” said Father Valdir Silveira, director of Pastoral Carceraria, a Catholic center that monitors prison conditions in Brazil. “Our prisons were built to annihilate, torture and kill.” A total of 184 inmates escaped, with 40 recaptured by Monday afternoon.
The violence was the latest clash between inmates aligned with PCC, Brazil’s most powerful drug gang, and a Manaus criminal group known as the North Family. The Manaus-based gang is widely believed to be attacking PCC inmates at the behest of the Rio de Janeiro-based Red Command (CV) drug gang, Brazil’s second largest. “This is part of a nationwide movement. It has happened in Roraima, in Acre, in Porto Velho, in parts of northeast Brazil and now it has happened here,” Amazonas Governor José Melo de Oliveira said at a news conference, referring to other clashes between rival criminal factions. Oliveira met on Monday with Justice Minister Alexandre de Moraes and other federal security officials over the riot. Speaking at the same news conference, Moraes said that once identified, inmates who spearheaded the revolt will be transferred to federal prisons. SEOUL - North Korea has been working through 2016 on developing components for an intercontinental ballistic missile (ICBM), making the isolated nation’s claim that it was close to a test-launch plausible, international weapons experts said on Monday. North Korea has been testing rocket engines and heat-shields for an ICBM while developing the technology to guide a missile after re-entry into the atmosphere following a lift-off, the experts said. While Pyongyang is close to a test, it is likely to take some years to perfect the weapon. Once fully developed, a North Korean ICBM could threaten the continental United States, which is around 9,000 km (5,500 miles) from the North. ICBMs have a minimum range of about 5,500 km (3,400 miles), but some are designed to travel 10,000 km (6,200 miles) or further. North Korea’s state media regularly threatens the United States with a nuclear strike, but before 2016 Pyongyang had been assumed to be a long way from being capable of doing so. “The bottom line is Pyongyang is much further along in their missile development than most people realise,” said Melissa Hanham, a senior research associate at the U.S.-based Middlebury Institute of International Studies at Monterey, California. SpaceX aims for Jan. 8 return to flight with Falcon rocket
CAPE CANAVERAL - Elon Musk’s SpaceX plans to resume flying rockets next week following an investigation into why one of them burst into flames on a launch pad four months ago, the company said on Monday. In a statement, SpaceX said it expected to launch a Falcon 9 rocket from California’s Vandenberg Air Force Base on Jan. 8 to put 10 satellites into orbit for Iridium Communications Inc . SpaceX had suspended flights after the same model rocket went up in a blaze on Sept. 1 as it was being fueled for a routine pre-launch test in Florida. The explosion at Cape Canaveral Air Force Station in Florida destroyed the $62 million rocket and a $200 million communications satellite. Space X, owned and operated by Tesla Motors Inc. Chief Executive Officer Musk, has a backlog of more than 70 missions for NASA and commercial customers, worth more than $10 billion. The company statement said that accident investigators concluded that a canister of helium inside the rocket’s upper-stage oxygen tank had exploded.

In the short term, SpaceX plans to revamp its fueling procedures so that the super-cold liquid oxygen will not build up between the helium tank’s liner and its outer covering, it added. SpaceX said accumulation of oxygen in a void or buckle in the liner most likely led to the explosion. “In the long term, SpaceX will implement design changes to the (helium canisters) to prevent buckles altogether,” the statement said. The company did not say when new helium canisters would be ready to fly, but that using warmer temperature helium and a slower fueling operation will prevent them from bursting. “Iridium is pleased with SpaceX’s announcement on the results of the September 1 anomaly as identified by their accident investigation team, and their plans to target a return to flight,” company spokeswoman Diane Hockenberry said in a statement. SpaceX has not said how much damage the Sept. 1 accident did to its primary Florida launch pad, nor when a new second pad in Florida, located at NASA’s Kennedy Space Center, will be put into service. New computers were purchased and faster internet was installed. Not included in the modernization plans? A courier service. But that delivery method of a bygone era may be in for a comeback under Donald Trump. Despite his voracious use of Twitter, the president-elect appears to be leaning toward old tech to ensure the security of sensitive messages. “It’s very important, if you have something really important, write it out and have it delivered by courier, the old-fashioned way because I’ll tell you what, no computer is safe,” Trump told reporters Saturday in response to questions about Russia’s alleged hacking of Democrats during the presidential election. DENPASAR - Until the end of 2016, the economy of Bali remains to show remarkable resilience. It is proved by several indicators such as the indicator of economic growth, where the Bali province stays above the national economic growth, around 6.26 percent. Until the end of 2016, it can still grow in the range of 6.15 percent to 6.55 percent.
“This shows that Bali is strong enough to face the world and national economic situation,” said Causa Iman Karana, Chief Representative Office of Bank Indonesia for Bali Region. In terms of inflation, it is well under control. Previously, the inflation of Bali was always above six percent,
but with the establishment of regional inflation control team (TPID) of Bali, the inflation of Bali was then in the range of 2 to 3 percent. It is estimated that until the end of 2016, the inflation will remain within the government target namely 3.14 percent plus minus 1. Another indicator is welfare. The

Some investors get interested in Suwung landfill
DENPASAR - Waste management at Suwung landfill remains to become a homework that has not been resolved until these days. Moreover, after the failure of PT NOEI (Navigat Organic Energy Indonesia) to process waste into electrical energy, the cooperation with PT NOEI was finally terminated. Today, the handling of waste at the Suwung landfill becomes the priority of the Denpasar Environment and Sanitation Agency (DLHK). The Head of the DLHK Denpasar, I Ketut Wisada, said on Monday (Jan. 2) that when entering 2017, the issue getting the attention from the DLHK is the management of Suwung landfill. Moreover, after the issuance of the Mayoral Regulation No.11/2016 about waste management, the DLHK is now focused on handling waste from depot to landfill. In the meantime, the handling of waste at household level is carried out with independent management pattern. Related to the management of Suwung landfill, Wisada said that there are dozens of investors submitting the application for the management. He said that approximately 20 potential investors are interested in managing the landfill. “Currently, those potential
investors are being selected. Hopefully, there has been definitive investor in 2017. In short, the selection is very tightly performed because we do not want the case of PT NOEI will happen again,” said Wisada. As reported earlier, PT NOEI that managed the waste at Suwung landfill ended with contract termination. In the agreement with the Sarbagita (Denpasar, Badung, Gianyar and Tabanan) sanitation management agency (BPKS), PT NOEI has been authorized to manage the waste at Suwung landfill for 20 years. The waste processed would produce electricity with the capacity of 9 MW. Unfortunately, in the realization PT NOEI failed, so that the cooperation signed on April 2, 2004 was terminated in the middle of contract period. Chief of the BPKS, I Made Sudarma, accompanied by Deputy Mayor of Denpasar IGN Jaya Negara in the meeting room of the Denpasar mayor’s office said that the agreement termination was signed on Thursday (Jun. 09, 2016) in Jakarta. Termination of this cooperation was done by consensus because both parties equally realized the problems faced. There are many complaints, mainly from the tourism sector concerning illegal tour guides. Surveillance remains to be carried out by a team involving the manpower agency, police authority, public prosecutor and immigration office. “We at the manpower agency have 24 manpower inspectors. It supervises both local and foreign workers. As the name implies, the illegal workers are indeed very difficult to arrest. If people happen to encounter the indications of illegal foreign workers, please report it either to immigration office or manpower agency. Bali Manpower Agency not to issue new IMTA
DENPASAR - The foreign worker employment permit (IMTA) in Bali remains approximately 1,433 in the province and 660 in the district. The Head of the Bali Manpower Agency, I Ketut Wija, said that both provincial and district level do not issue the new IMTA. However, it is only limited to the handling of extension. “We in the district and the province do not issue new IMTA, but the extension only. The number of foreign workers particularly in Bali tends to stable from year to year reaching around 2,100. There is no significant increase despite there is implementation of the ASEAN Economic Community. It remains around that number with slight fluctuation,” he said in Denpasar on Monday (Jan. 2). Wija added that the IMTA is issued by the Ministry of Manpower on the submission of the company that will hire the foreign workers. Companies must create a foreign worker utilization plan for any job or expertise. Ministry of Manpower then issues the work permit in accordance with terms of foreign workers. “It can be valid for 6 months, 1 year, 2 years or 3 years. Having been issued, every year it has to be extended. For foreign workers working across the provinces, the extension of the IMTA will be issued by central government, while the IMTA of cross-district workers will be extended in the province. Indonesian boat captain to be prosecuted for negligence after deadly fire

JAKARTA - Indonesia plans to prosecute the captain of a tourist boat for negligence after a fire ripped through the vessel on New Year’s Day, killing at least 23 people and injuring dozens, police said on Tuesday. The boat was carrying about 250 people before it was engulfed by flames shortly after leaving Jakarta. Authorities were still searching the waters around the port for victims, while bodies retrieved from the charred ship were still being identified, said Hendra Sudirman, head of Jakarta’s Search and Rescue agency. After questioning, the captain had been named a suspect, police said. “We have detained the captain of the boat since the incident. His status is now a suspect based on information from the crew, the passengers,” Argo Yuwono, a spokesman for Jakarta’s Metro Police, said on Tuesday.
