NEW YORK — The National Board of Review has named the rollicking apocalyptic adventure “Mad Max: Fury Road” the best film of 2015. George Miller’s latest installment in the 1970s-born franchise was a radical and unconventional curveball from the National Board of Review, one of the oldest awards bodies in movies. But the group, founded in 1909, has recently tried to shed its stodgy image, previously naming J.C. Chandor’s “A Most Violent Year” and Spike Jonze’s “Her” its top movies. In the awards announced Tuesday, the science-fiction hit “The Martian” came away with the most wins, taking best actor for Matt Damon, best director for Ridley Scott and best adapted screenplay for Drew Goddard. Brie Larson won best actress for her performance as a captive mother in “Room.” (ap)

Indonesia’s commitment was conveyed by President Widodo during a meeting of the heads of state and government at the 21st session of the Conference of the Parties (COP-21). The commitment was presented along with 17 other countries: Australia, Brazil, Canada, Colombia, Congo, Ethiopia, France, Gabon, Germany, Indonesia, Japan, Liberia, Mexico, Norway, Peru, the United Kingdom, and the United States. The promise was delivered by the president as the lives of one billion people are directly related to the forests, while six billion are indirectly affected by forest-related issues. With regard to the use of renewable energy, President Jokowi stressed Indonesia’s commitment to accelerate the use of renewable energy. “Indonesia has a clear policy direction on the use of renewable energy,” he noted. The president urged developed countries to reduce emissions and increase international cooperation as well as to contribute on climate change issues. On the sidelines of the conference, President Widodo held bilateral meetings with 13 heads of state and government from the Netherlands, Norway, Serbia, Peru, Vietnam, Iran,

Thirdly, the government is also obliged to slow down the rate at which agricultural lands are converted into other usages by providing subsidies and tax relief to farmers as incentive to not sell their land. Fourthly, the current subsystem of farm management needs to be converted into industry-oriented agricultural management so that farmers are not just selling their raw products but also participate in processing their crop yields into products that can be sold at a higher price. Fifthly, the government must absolutely increase the budget allotted to agricultural innovations a way to empower this sector and increase the likelihood of breakthrough ideas. “Indeed there the
agricultural sector needs to be revolutionized if we want farmers to be independent and have their products remain competitive,” said Wirawan. Furthermore, Wirawan also urged local governments to protect local agricultural products from the invasion of imported products. He added that the majority of imported agricultural products are of lower quality but are also sold for less than local products are. This makes it easy for imported products to become strong competitors for local agricultural products. “Indeed we cannot prevent imported products from entering Bali, but we can decrease the amount of products that are being imported by improving quality standards on imported goods. THE GOVERNMENT of Gianyar is committed to the development of Indonesian fruit agrotourism. Apart from contributing to an increase in the income that farmers earn, agro-tourism is also considered a strategic way of slowing down the rate at which farmlands are being converted into buildings.

Head of the Gianyar Agriculture Agency, IGA Dewi Hariani, said that there are however some obstacles in developing fruit agrotourism. Certain specific commodities require technology and expert assistance in order to develop agriculture in Gianyar. She cited the cultivation of the Selayar variety of tangerines grown in Payangan, Tegallalang and Tampaksiring as an example. Selayar tangerine have a unique color and flavor, that could become a Gianyar District fruit brand, said Hariani but that for the moment the cultivation of this fruit is spread out in different regions and that the quality still varies. Tegallalang grows tangerines on 1,362 hectares, Tampaksiring on 210 hectares and Payangan on 218 hectares. “The areas grow several varieties of tangerines, not just Selayar tangerines,” explained Hariani. The government of Gianyar has been cooperating with Bogor Agricultural University (IPB), in an effort to make developments in the agricultural sector. On Saturday (Nov. 28), after reading the declaration of commitment for the Orchard Scale Integrated Indonesian Fruit Development Area (5-50 ha), the Regent of Gianyar A.A. Gde Agung Bharata, signed an MoU with
the Rector of the IPB Prof. Herry Suhardiyanto wherein both parties agreed to cooperate in the development of agriculture in general. Dewi Hariani revealed, her agency hopes that based on this MoU, experts from IPB can provide technological assistance to farmers in Gianyar so that they can make Selayar tangerines become a local fruit brand. With the appropriate expert technology, the quality of Selayar tangerines is expected to increase in terms of both taste and harvest yields. “Cooperation in terms of technology is not only focused on tangerines but also on various other commodities,” she said. Development of Indonesian fruit agro-tourism areas is one of the central government’s priorities and the district of Gianyar has a lot of potential for such development. Regent of Gianyar, Agung Bharata recently stated that the commitment to developing Indonesian fruit agro-tourism could be supported by the use of appropriate technology. Technological advancements in agriculture, he said, will have a positive impact on the welfare of farmers and thus on the development of agro-tourism which will in turn work strategically to reduce the amount of farmlands in Gianyar, being converted into buildings in Gianyar. Target of increasing tourist arrivals

DENPASAR - The target of increasing the number of tourist arrivals to Bali every year has dire consequences, including putting a strain on the availability of water, increasing traffic congestion and creating security issues. The government needs to pay attention to these and other factors in creating their policies. Chairman of the Tourism Studies Departement at Udayana University, Prof. Komang Gde Bendesa recently stated: “research conducted by my colleagues, indicates that Bangli is the only area of Bali that has a surplus of water and that traffic congestion -especially in Denpasar and southern Badung is getting worse. Problems will result if if the government does not intervene to address these issues”. Bendesa said that Bali is already congested. Denpasar for example has a population density of 6,200 people per square kilometer, and a vehicle density of 8,000 motorized vehicles per square kilometer. If

the target of reaching ten million tourists per year is met, conditions are bound to get worse. “Tourism should be managed in terms of quality not only just in terms of quantity and preparations need to be made. By 2030, there will be 2.8 billion middle-class Asians who will be travelling and one of their destinations is Indonesia - including Bali,” he said. Bendesa continued that to prevent Bali from becoming over-crowded tourism in eastern Indonesia such as Lombok, Sumbawa and Sumba, needs to be developed. There should be government support for the creation of infrastructure and
access by air. East Java should also be developed “so that travelers will have more options and not all be focused on Bali,” he said. According to Bendesa, the government also needs re-evaluate tourism prices. Currently Indonesian tourism is ranked third cheapest in the world, but as Bendesa said this is not necessarily an advantage for Indonesia but can in fact be a bad thing as in the case of Bali that is now treated like a cheap destination. “It is not good for us. Other tourist destinations like Paris, for example are visited by many travelers, despite being very expensive -Paris is listed as 139th of 140 of the worlds cheapest designations. Ardhana, said that cheaply-priced tourism correlates with a reduced length of stay. In the 1990s, the average length of stay of visitors to Bali was 12 to 15 days. Currently, the average length of stay has been reduced to 5 to 8 days. The reduced amount of time that tourists spend here is exacerbated by the lack of promotion of tourist destinations carried out by Bali. “In terms of quality tourism, a destination needs to be good and well promoted. A simple example can be seen by comparing Jogja with Bali. When people go to Jogja, they do not know which hotel they will stay in, whereas tourists visiting Bali, know where they will be staying. This shows that the industry plays an more dominant role in promotion campaigns,” said Ardhana. Another factor that affects tourism in Bali is the hotel price wars that have been going on. Ardhana
and others worry that will prices continually dropping that in the long run people will not want to visit Bali as a place that offers cultural distinctiveness. In fact the potential that Bali’s culture has for drawing tourists is still very large and can be made the most of if al stakeholders are willing to make this potential accessible by having infrastructure developed on different parts of the island. “If our infrastructure is worked on then Bali’s potential can be explored and promoted. We could even promote a new destination every year. But if conditions are neglected, it is clear that culture-based tourism in Bali will go bankrupt. Local tourism players will be eliminated as a tourism industry backed by large capital from outside of Bali will gradually erode Bali’S culture and the tourism potential that it holds,” he concluded. WASHINGTON — Alternating the promise of cures for intractable diseases with anxiety about designer babies and eugenics, hundreds of scientists and ethicists from around the world began debating the boundaries of a revolutionary technology to edit the human genetic code.
CRISPR tool is pretty precise, it sometimes cuts the wrong section of DNA. Tuesday, CRISPR pioneer Feng Zhang of the Broad Institute at MIT and Harvard reported tweaking the tool’s molecular scissors to significantly lower chances of those “off-target” editing errors — an improvement that could have implications both for developing therapies, and for germline research. The biggest ethical quandary arises over using those same tools to perform what scientists call “germline” editing, manipulating reproductive cells — sperm, eggs or embryos — to spread gene changes to future generations rather than trying, for example, to fix a defect only in one patient’s blood-producing cells and thus cure his or her sickle cell disease. “We sense that we are close to being able to alter human heredity,” Nobel laureate David Baltimore of the California Institute of Technology said Tuesday in opening an international summit to examine what he called “deep and disturbing questions.” It’s an issue that gained urgency after Chinese researchers made the first attempt at altering genes in human embryos, a laboratory experiment that didn’t work well but did raise the prospect of one day performing genetic engineering that goes far beyond helping one sick person — and could pass modified genes on to future generations. “This is a technology that could
have profound implications for permanent alteration of the human genome,” molecular biologist Jennifer Doudna of the University of California, Berkeley, wrote this week in the journal Nature. Doudna co-invented the most-used gene-editing tool, and her calls for scientists, policymakers and the public to determine the right balance in how it’s eventually used led to this week’s gathering. At issue are tools to edit precisely genes inside living cells, finding specific sections of DNA to slice and repair or replace, much like a biological version of cut-and-paste software. There are a few methods but one with the wonky name CRISPR-Cas9

Water crisis, hundreds of hectares of land in Klungkung lie fallow

SEMARAPURA - The drought affecting many areas of Bali, can clearly be seen in the hundreds of hectares of farmlands in the area of Banjarangkan, Klungkung that lie fallow, as a result of water scarcity. Chief of Subak Tohpati, Nengah Sudana said that the drought has been going on for 8 months, and that farmers have been relying on irrigation water from Tembuku, Bangli. However, water from Tembuku has also been diminishing and no longer reaches Tohpati. Sudana added that all that he and the other subak members can do is hope that it rains soon. The 75 hectares of Subak Tohpati’s land that is normally planted with rice paddy has largely been left fallow for lack of water and the string beans that they planted have all died. Areas of Banjarangkan such as the Sema Agung and the region of Takmung also have many hectares of neglected farmlands. Headman of Takmung, Nyoman Mudita, said that the disconnected irrigation channel is now functional but that the water discharge remains very small,so farmers have been force to delay planting. “Due to the shortage of water, the planting season at Subak Losan, Subak Takmung and Subak Lepang has been delayed,” he explained. Head of the Klungkung Agriculture and Forestry Agency, Wayan Durma, said that despite some areas experiencing drought, Klungkung has still managed to reduce a surplus of some 742 tons of rice, with a total production of 19,591 tons of rice for 2015. “With a population of 175,107 people consuming an average of 28 kilograms per person per year, Klungkung is left with 742 tons of rice,” he explained. TABANAN - Although counseling and information campaigns about what HIV is and how it is transmitted and treated, have often been conducted, many people apparently remain ignorant about this disease. Fear about the HIV virus causes many who suffer from it to become victims of discrimination as a couple living with HIV/AIDS in Tabanan have experienced. Despite having been tested negative for HIV, their child is still discriminated against and has been forced to leave school. When met at their residence on Tuesday (Dec. 1), the couple living with HIV/AIDS who will be reffered to as AW and PT here, were sitting relaxingly in front of their simple house. AW said that if he and his wife were been diagnosed with HIV in 2013 and confessed
that he contracted the virus before he was married. The couple is said that they are sad and increasingly depressed because of the discriminatory treatment that their only daughter has been receiving. in trying to start school. “My daughter is already old enough to go to preschool. Head of the Tabanan Health Agency, Nyoman Suratmika, admitted that discrimination continues to occur within the community as
fear of HIV still lurks about due to a lack of public understanding about the virus and how it is transmitted. “This despite the fact that information has been provided to all sectors of society, ranging from school aged youths through the KSPANA and village cadres and even though information has also frequently been disseminated through health centers and NGOs,” he said. Suratmika asserted that HIV/ AIDS is not easily transmitted and that infection can only occur though the exchange blood or genital secretions. “Also the virus can only enter the body through a wound. Without a wound the virus cannot enter the body,” he explained. HIV is mostly transmitted through sexual intercourse and sharing intravenous needles. The point of entry of the virus -being the
wound, and blood liquid or genital fluids are two risk factors. “Sexual intercourse can cause injury during penetration and although it may be small, this can become the entry point of the virus into the body. Sharing needles is another way to transit the virus,” explained Suratmika. Based on existing data, between 2001 and July 2015 the number of HIV / AIDS patients in Tabanan amounted to 738 people. The risk factor for 664 of these cases was based on heterosexual activity, birth or the mother to baby infection accounted for 38 cases, IDUs (injection drug users) accounted for 21 cases, homosexual activity accounted for 9 cases, there were 2 cases of bisexuals who transmitted the disease and 4 cases of unknown cause. Suu Kyi meets Myanmar’s outgoing president
NAYPYITAW, Myanmar — Nearly a month after her party’s resounding election win, Nobel laureate Aung San Suu Kyi held closed-door talks with Myanmar’s outgoing president Wednesday to discuss what both said they hope will be a smooth transition of power. Because it took so long for the two to meet, there were some concerns the still powerful military would not easily accept the results. Suu Kyi met later Wednesday with Gen. Min Aung Hlaing, the military commander-in-chief. The Southeast Asian nation started moving from a half-century of dictatorship toward democracy in 2011, when military rulers inexplicably agreed to hand over power to a nominally civilian government headed by President Thein Sein, a general turned reformist. Suu Kyi’s National League for Democracy easily won the Nov. 8 elections, securing enough seats in both the lower and upper houses of Parliament to form a government. A clause in the 2008 militarydirected constitution bars her from the presidency, but she has vowed to rule by proxy.
Presidential spokesman Ye Htut said the meeting at Thein Sein’s residence in the sprawling capital, Naypyitaw, lasted about 45 minutes. “The main point was to talk about a smooth transition and transfer of power to the newly elected government and to discuss mutual cooperation in the future,” he said. Another goal, he said, was to “ease people’s concerns.” Despite the NLD’s landslide victory, most analysts agree it will be almost impossible for it to govern without the support of the military establishment. By law, the military still controls a quarter of the seats in Parliament, giving it veto power over all constitutional amendments. It also has a grip on all key security portfolios. The victory is a sweet second chance for the party, which also won a landslide victory in the first election it contested, in 1990, only to see the results annulled by the military and many of its leading members harassed and jailed. LE BOURGET, France — With world leaders back home, it’s time for the hardcore climate negotiators to work on the more mundane guts of a deal. Generally climate negotiations follow a certain rhythm, veteran negotiators and observers say. Wednesday is the middle of the nitty-gritty time when the building blocks of a deal start to form. “It’s like seeing an action movie,” said former U.S. climate negotiator Nigel Purvis, who is now president of Climate Advisers. “There’s generally a plot, bad guys come to threaten the world. Eventually humanity rallies together and overcomes. That’s the kind of thing that happens here.” For the next two days negotiators will be working to get the less controversial subjects finished and explore possible compromises on the bigger sticking points, all before work gets kicked up to higher levels. The lower-level negotiators have a Thursday night deadline to come up with language for a new text of a deal that narrows the options to something the big guns start with, according to negotiations experts. “It’s a pretty important day to make progress where they can make progress,” said Alden Meyer, strategy and policy director at the Union of Concerned Scientists. “In some ways it’s really the guts of the regime. It’s really the key building blocks you have to have to make it work. It’s not necessarily the headline-grabbing elements.” Jennifer Morgan, global climate program director for World Resources Institute, said the thousands of lower-level negotiators are in smaller groups where they have to narrow options on each issue from, say, six to two for the higher-level officials to peruse. Negotiators talk formally and informally, including on the bus rides back to the hotel. “It’s pretty clear that if this level doesn’t deliver something that’s much more streamlined, it just makes it much more hard for the ministers to negotiate,” Morgan said. The language negotiators are now using is “wonky and acronym laden” Meyer said. “But it’s important; without it you couldn’t get the ingredient.” While it is tense, Morgan said it’s not time for yelling — yet. That comes later in the higher negotiations, Purvis said. “It does get worse before it gets better,” Purvis said. He said experienced negotiators know there will be some kind of “crisis” where all appears lost, and then a solution is found. “It may seem like there’s a breakdown on the outside of the negotiations, but there’s usually a lot of patience and perseverance on the inside,” Purvis said. Out in public, there may be theatrics, but at times it is just for show, Purvis said. Other times an impasse can be solved in an unusual way. Purvis gave an example in 2008 of an issue that boiled into public worries, but was solved by the insertion of a single comma — “a magic comma” — in the language of the deal. “Once this magic comma was inserted, then peace ruled and we were able to move forward,” Purvis said.(ap)

Yahoo board to discuss sale of core business
SAN FRANSISCO - Yahoo’s board will meet to discuss whether it should sell its core business instead of its Alibaba stake, according to a report Tuesday in The Wall Street Journal. Yahoo board members will hold a marathon series of meetings from Wednesday through Friday to hash out whether it would be best to go ahead with a plan to spinoff its multibillion-dollar stake in Alibaba or shift gears and sell its core business, the Journal said, citing unnamed people close to the matter. Yahoo told AFP it would not comment on the Journal’s report. A hedge fund with a stake in Yahoo urged the Internet giant last month to drop its planned spinoff of its stake in China’s Alibaba and instead sell the “core” search business. The call by hedge fund Starboard Value came with Yahoo on track to set up a new corporate entity holding the Alibaba stake in coming months that would be spun off. But that spinoff plan has been clouded by concerns that it may not get tax-free status from US authorities, resulting in a hefty tax bill for Yahoo shareholders. Starboard said in a letter to Yahoo’s board and chief executive Marissa Mayer that the spinoff of the entity called Aabaco Holdings “is not Yahoo’s best alternative” and argued that “instead, you should be exploring a sale of Yahoo’s core search and display advertising businesses.” This proposal, Starboard said, would leave the existing Yahoo corporate entity holding stakes in Alibaba and Yahoo Japan. The hedge fund was worried about the plan to transfer the Alibaba stake to the new company and distributing stock in what could amount to a taxable gift of some $30 billion to shareholders. Starboard would prefer that Yahoo, instead, split off its own Internet operations in a technical move apparently aimed at avoiding a tax bill. Starboard said that even if the Alibaba spinoff is ruled tax-free, the market value for the rest of Yahoo is minimal or even negative. Lack of a long-awaited turnaround at Yahoo has put pressure on Mayer to prove she has what it takes to revive the faded Internet pioneer. General Motors’ sales rose 1.5 percent over last November, while Toyota and Fiat Chrysler’s each saw 3 percent sales gains. Hyundai’s sales jumped 12 percent, while Nissan’s were up 4 percent. Ford’s sales were flat. Honda’s sales fell 5 percent, hurt by lower CR-V sales. But the biggest sales declines were at Volkswagen. VW’s U.S. sales plummeted almost 25 percent, hurt by the company’s admission that its diesel vehicles cheated on emissions tests. Similar complaints have been heard regarding the fountain at Lumintang Field and so Ariewanga has asked reelvant agencies to have the fountains run full-time, particularly at noon so as to provide coolness. “We hope that the DKP can address this matter,” said Ariewangsa. Head of the DKP -Denpasar, I Ketut Wisada however explained that the fountains are deliberately made to not run all day long. “Operation of the fountains at Catur Muka statue and Lumintang Field are controlled by a computerized timer that has them start and stop every hour” (between 07:00 and 21:00 every day). Wisada explained that this is also true of the fountain located on Jalan Sudirman and the one on Bypass Ngurah Rai in Sanur. This is done to extend the life of the machinery of the fountains. “If we have the fountains run all day long, the machinery can heat up and stop working. We want these fountains to adorn the city and entertain people despite only operating every odd hour,” explained Wisada. The Fountain located at Lumintang Field, added Wisada, provides entertainment and a cool breeze to the park that also functions as an vehicle education centre for kids and said that the government plans to build a skatepark here too. “If this can be realized, Lumintang Field will become a one-stop park providing a space for recreation, education and exercise,” concluded Wisada. He described that in the 1990s, fish population in the irrigation channel was still very much. Catching fish in traditional manner does not cause population reduction quickly. However, with the development of time, some people begin
to implement extreme measures in catching fish such as by the use of fish stunner and chemicals like potassium. It causes the fish population to reduce drastically. Moreover, some fish species have already been extinct. “Catching fish by using fish stunner or chemicals does not only kill the parent of fish, but also causes their eggs to be unable to hatch,” he explained when accompanied by the Head of the Livestock and Fisheries Agency I Nyoman Widiada and fisheries extension officer Sang Putu Dirga. He added that the fish extinction also happens due to the repair of irrigation channel that lasts for long enough. So, to restore the fish population, his agency does restocking in several irrigation channels. For Kawan village area, the number of
restocking reached 34,000 heads. “We continuously restock tilapia fish. This effort is meant to maintain the extinct biological resources,” he said while adding that the fish restocking activity is also associated with the 44th anniversary of the civil servant organization (KORPRI). He said that to compensate for the efforts made, his agency will continue to intensify the dissemination to the public. He suggested no to catch fish by using extreme methods. To provide a deterrent effect, sanctions will be imposed. “Do not let people catch fish by using improper methods,” he affirmed. Hearings begin in battle over relocating US base on Okinawa
TOKYO — Japan’s government has violated the rights of Okinawa’s residents for decades by allowing a heavy presence of American troops on the tiny southern island, Okinawa’s governor told a court hearing Wednesday, the start of a legal battle over plans to relocate a U.S. air base. The dispute over the air base escalated into a legal battle after Japan’s government filed a lawsuit against Okinawan Gov. Takeshi Onaga, seeking to overturn his cancellation of an earlier local approval for land reclamation needed for the base’s relocation. The long-stalled plan would move the U.S. Marine Air Station Futenma from a densely populated neighborhood to the island’s seaside Henoko Bay. But many residents want the base moved out of the prefecture, and have picketed the area, trying to prevent construction equipment from entering. Onaga said in court on Wednesday that the lawsuit is not just about the legality of his revocation of the land reclamation approval, but
about democracy and Okinawans’ human rights, according to the text of his statement. About 74 percent of the space used by the U.S. military in Japan is concentrated on Okinawa, which is only 0.6 percent of Japan’s land area. “Does local autonomy or democracy exist in Japan? The current national security forces the burden (of hosting U.S. bases) on Okinawa alone. Is it normal? I want to ask all Japanese people,” he said. Onaga noted that following Japan’s defeat in World War II, U.S. occupation forces confiscated land from residents on Okinawa, and that the island was under U.S. occupation until 1972, 20 years longer than the rest of Japan. Indonesian boat captain testifies about ‘turn-back payment’ ROTE ISLAND - The captain of an asylum-seeker boat allegedly intercepted by the Australian navy has told a court how he negotiated a hefty payment to take the migrants back to Indonesia to avoid going home “empty-handed”. Indonesian captain Yohanis Humiang, 35, is standing trial on charges of people-smuggling after Australian officials allegedly stopped his boat in May and paid him and his crew $32,000 to return to Indonesia. Five crew members are also being tried in a separate trial on Rote Island, eastern Indonesia. All six face a minimum of five years in jail and maximum of 15 if found guilty. Claims that Australia paid to turn the asylum seekers back to Indonesia renewed tensions over the issue of migrant boats, which has long been a flashpoint between the neighbours. Humiang told the court how his boat, carrying 65 mostly Sri Lankan migrants, was intercepted as it tried to head to New Zealand, and he was taken aboard an Australian navy ship. “I was interrogated,” Humiang told the court on Tuesday, adding that he negotiated for 30 minutes with officials before the payment was agreed. “The money was given to us to take the migrants back to Indonesia, and to be honest, I need the money -- that’s the very reason I took this job.” “I can’t go home empty-handed,” he added. Humiang said he and one senior crew member got $6,000 each, while $20,000 was divided between the four other crew members. The captain added that he took the money and agreed to take the migrants back to Indonesia, as he had not yet been paid by the peoplesmuggler who had arranged for him to take the group to New Zealand. In June, after his arrest, Humiang had told how the crew and migrants were not allowed to make the return journey in their own boat, which was seized by the Australians, but were put into two “unseaworthy” wooden vessels. The crew and migrants arrived on a small island near Rote after being turned back. Australia’s hardline policy of turning back boats has largely stemmed the flow of vessels, but some still try to make the journey. MANGUPURA - The rulers of Mengwi were famous for the temples they built. The oldest of these is Sada Temple, a few hundred meters south of the main road in Kapal, about 15 km to the northwest of Denpasar. The name sada may derive from the Old Javanese and Sanskrit term prasada, meaning a tower temple. There is indeed a huge shrine in the shape of a tiered tower in the inner conrt. The local inhabitants call this temple a candi, meaning a funerary monument for a deceased king. According to the chronicles of the rulers of Mengwi, the son of the first Cokorda or Lord of Mengwi, I Gusti Agung Panji, received a shrine in this temple after his death around 1710. The divinity of the temple is Bhatara Jayengrat, the Divine World Conqueror. At present the complex is venerated and maintained by the people of Kapal, irrespectiv of their caste or kin group. It was Severly damaged during the earthquake of 1917 and was restored by the Archaeological Survey in 1948-49. The leader of the team of Balinese craftsmen was I Made Nama and is said that the construction of the tall tower was quite a challenge for him and his men. The forecourt of the temple is large and spacious. A big tree grows at the center. The temple complex is surrounded by a wall of red brick constructed in the traditional way without mortar. By rubbing one stone agains the other, a fine powder crumbles from the surface layers. When water is added to it, the stones can be simply stuck together. A split gateway on the west side leads to the central courtyard. A second, closed gateway with a three-tiered roof on the west gives way to the inner court, in which 16 shrines are to be seen. Right in front of the gateway is the prasada and behind it a square pedestal with 54 little stone seats. These are shrines for the satya, the servants, and facing them in one shrine together in the south are the three mekel satya, their leaders. The following story is connected with them: A long time ago, when a king of Majapahit in East Java died, he was cremated and his ashes were carried by 54 men towards the sea in a bamboo tower (bukur) with a tiered roof. The tower was placed on a little boat (kapal), on which were seated the 54 followers (patih) of the deceased and three leaders (makel). The boat, however, was stranded at sea. This episode has been transposed to the temple and is symbolized in the stone tower at the center and in the pedestals with the 54 and 3 stone seats. The tower is in fact, a replica of the bamboo cremation structure. Close to it, to the south, is a shrine with an 11-tiered roof, called little garden with a pond” (taman). During the temple festival on Tumpek Kuningan, its ‘water’ is used to bathe the god of the tower. This is very convenient, because then a long tour outside the temple to a bathing place is not necessary.

McLaren ended its troubled Formula 1 season with the fastest time in Pirelli’s Abu Dhabi tyre test, set by GP2 champion Stoffel Vandoorne. The Belgian completed 99 laps in the last outing for the McLaren-Honda MP4-30, setting a best time of 1m44.103s, 0.353 seconds ahead of Ferrari’s Kimi Raikkonen. The Finn was one of nine 2015 race drivers in action during the 12hour test, as Pirelli looks to bring a tyre performance ‘cliff’ back to F1 next year. Pirelli trialled “several different potential variations” of the new ultra-soft compound along with new front and rear constructions of other compounds.
Teams were banned from trying new parts. “We had one shot when it came to testing tyres for next season, and we can be satisfied by what we’ve achieved in this test, even if we have to fully analyse the data,” Pirelli’s Paul Hembery said. “We’ve tested different versions of the new ultra-soft compound for 2016, which was one of the targets for this session. “The ultra-soft’s target for 2016 is to introduce a compound softer than the super-soft and mainly designed as aggressive choice for street circuits: with better performance than the latest version of the super-soft tyre and faster degradation, in order to allow the teams to take a more aggressive approach to

The players accuse interim president Laureano Gonzalez of mistreatment and slander, following recent allegations that several players were conspiring to oust Sanvicente. “We accept criticism of our performances and, as a team, take responsibility for the results, but in no way do we accept that we were preparing a movement to get the national coach out,” the players said. “We are upset
and disillusioned by the lack of support from the national team’s coaching staff over these accusations. “Our integrity isn’t negotiable, and the damage done can only be repaired renewing the federation’s leadership. SINGAPORE — Singapore businessman Dan Tan has been re-arrested just a week after being released following more than two years in detention on suspicion of coordinating a global soccer matchfixing syndicate. Singapore police said Wednesday that 51-year-old Tan, also known as Tan Seet Eng, was arrested late Tuesday for “involvement in criminal activities.” He was previously released from jail
last Wednesday when the country’s highest court ruled he was being held unlawfully. “The police confirmed that they have arrested Dan Tan on Dec. 1 for investigations into suspected involvement in criminal activities. Investigations are ongoing,” the police statement said. Hamidul Haq, one of Tan’s Lawyers, told The Associated Press he was yet to learn of the specific charges relating to the new arrest.
“We are still finding out what the next steps are,” Haq told The Associated Press. “We will want to try to see him to take instructions. I don’t know if the police will allow that.” Singapore Home Affairs and Law Minister, Kasiviswanathan Shanmugam, told a media conference that investigations into Tan “are ongoing.” “A decision will be made — one way or another — on what is to

MANGUPURA - The rulers of Mengwi were famous for the temples they built. The oldest of these is Sada Temple, a few hundred meters south of the main road in Kapal, about 15 km to the northwest of Denpasar. The name sada may derive from the Old Javanese and Sanskrit term prasada, meaning a tower temple. There is indeed a huge shrine in the shape of a tiered tower in the inner conrt. The local inhabitants call this temple a candi, meaning a funerary monument for a deceased king. According to the chronicles of the rulers of Mengwi, the son of the first Cokorda or Lord of Mengwi, I Gusti Agung Panji, received a shrine in this temple after his death around 1710. The divinity of the temple is Bhatara Jayengrat, the Divine World Conqueror. At present the complex is venerated and maintained by the people of Kapal, irrespectiv of their caste or kin group. It was Severly damaged during the earthquake of 1917 and was restored by the Archaeological Survey in 1948-49. The leader of the team of Balinese craftsmen was I Made Nama and is said that the construction of the tall tower was quite a challenge for him and his men. The forecourt of the temple is large and spacious. A big tree grows at the center. The temple complex is surrounded by a wall of red brick constructed in the traditional way without mortar. By rubbing one stone agains the other, a fine powder crumbles from the surface layers. When water is added to it, the stones can be simply stuck together. A split gateway on the west side leads to the central courtyard. A second, closed gateway with a three-tiered roof on the west gives way to the inner court, in which 16 shrines are to be seen. Right in front of the gateway is the prasada and behind it a square pedestal with 54 little stone seats. These are shrines for the satya, the servants, and facing them in one shrine together in the south are the three mekel satya, their leaders. The following story is connected with them: A long time ago, when a king of Majapahit in East Java died, he was cremated and his ashes were carried by 54 men towards the sea in a bamboo tower (bukur) with a tiered roof. The tower was placed on a little boat (kapal), on which were seated the 54 followers (patih) of the deceased and three leaders (makel). The boat, however, was stranded at sea. This episode has been transposed to the temple and is symbolized in the stone tower at the center and in the pedestals with the 54 and 3 stone seats. The tower is in fact, a replica of the bamboo cremation structure. Close to it, to the south, is a shrine with an 11-tiered roof, called little garden with a pond” (taman). During the temple festival on Tumpek Kuningan, its ‘water’ is used to bathe the god of the tower. This is very convenient, because then a long tour outside the temple to a bathing place is not necessary.

McLaren ended its troubled Formula 1 season with the fastest time in Pirelli’s Abu Dhabi tyre test, set by GP2 champion Stoffel Vandoorne. The Belgian completed 99 laps in the last outing for the McLaren-Honda MP4-30, setting a best time of 1m44.103s, 0.353 seconds ahead of Ferrari’s Kimi Raikkonen. The Finn was one of nine 2015 race drivers in action during the 12hour test, as Pirelli looks to bring a tyre performance ‘cliff’ back to F1 next year. Pirelli trialled “several different potential variations” of the new ultra-soft compound along with new front and rear constructions of other compounds.
Teams were banned from trying new parts. “We had one shot when it came to testing tyres for next season, and we can be satisfied by what we’ve achieved in this test, even if we have to fully analyse the data,” Pirelli’s Paul Hembery said. “We’ve tested different versions of the new ultra-soft compound for 2016, which was one of the targets for this session. “The ultra-soft’s target for 2016 is to introduce a compound softer than the super-soft and mainly designed as aggressive choice for street circuits: with better performance than the latest version of the super-soft tyre and faster degradation, in order to allow the teams to take a more aggressive approach to

Hearings begin in battle over relocating US base on Okinawa
TOKYO — Japan’s government has violated the rights of Okinawa’s residents for decades by allowing a heavy presence of American troops on the tiny southern island, Okinawa’s governor told a court hearing Wednesday, the start of a legal battle over plans to relocate a U.S. air base. The dispute over the air base escalated into a legal battle after Japan’s government filed a lawsuit against Okinawan Gov. Takeshi Onaga, seeking to overturn his cancellation of an earlier local approval for land reclamation needed for the base’s relocation. The long-stalled plan would move the U.S. Marine Air Station Futenma from a densely populated neighborhood to the island’s seaside Henoko Bay. But many residents want the base moved out of the prefecture, and have picketed the area, trying to prevent construction equipment from entering. Onaga said in court on Wednesday that the lawsuit is not just about the legality of his revocation of the land reclamation approval, but
about democracy and Okinawans’ human rights, according to the text of his statement. About 74 percent of the space used by the U.S. military in Japan is concentrated on Okinawa, which is only 0.6 percent of Japan’s land area. “Does local autonomy or democracy exist in Japan? The current national security forces the burden (of hosting U.S. bases) on Okinawa alone. Is it normal? I want to ask all Japanese people,” he said. Onaga noted that following Japan’s defeat in World War II, U.S. occupation forces confiscated land from residents on Okinawa, and that the island was under U.S. occupation until 1972, 20 years longer than the rest of Japan. He said that

Indonesian boat captain testifies about ‘turn-back payment’ ROTE ISLAND - The captain of an asylum-seeker boat allegedly intercepted by the Australian navy has told a court how he negotiated a hefty payment to take the migrants back to Indonesia to avoid going home “empty-handed”. Indonesian captain Yohanis Humiang, 35, is standing trial on charges of people-smuggling after Australian officials allegedly stopped his boat in May and paid him and his crew $32,000 to return to Indonesia. Five crew members are also being tried in a separate trial on Rote Island, eastern Indonesia. All six face a minimum of five years in jail and maximum of 15 if found guilty. Claims that Australia paid to turn the asylum seekers back to Indonesia renewed tensions over the issue of migrant boats, which has long been a flashpoint between the neighbours. Humiang told the court how his boat, carrying 65 mostly Sri Lankan migrants, was intercepted as it tried to head to New Zealand, and he was taken aboard an Australian navy ship. “I was interrogated,” Humiang told the court on Tuesday, adding that he negotiated for 30 minutes with officials before the payment was agreed. “The money was given to us to take the migrants back to Indonesia, and to be honest, I need the money -- that’s the very reason I took this job.” “I can’t go home empty-handed,” he added. Humiang said he and one senior crew member got $6,000 each, while $20,000 was divided between the four other crew members. The captain added that he took the money and agreed to take the migrants back to Indonesia, as he had not yet been paid by the peoplesmuggler who had arranged for him to take the group to New Zealand. In June, after his arrest, Humiang had told how the crew and migrants were not allowed to make the return journey in their own boat, which was seized by the Australians, but were put into two “unseaworthy” wooden vessels. The crew and migrants arrived on a small island near Rote after being turned back. Australia’s hardline policy of turning back boats has largely stemmed the flow of vessels, but some still try to make the journey. Last week 16 asylum seekers arrived in Indonesia after being turned back by the Australian navy, Indonesian police said. (afp)

Yahoo board to discuss sale of core business
SAN FRANSISCO - Yahoo’s board will meet to discuss whether it should sell its core business instead of its Alibaba stake, according to a report Tuesday in The Wall Street Journal. Yahoo board members will hold a marathon series of meetings from Wednesday through Friday to hash out whether it would be best to go ahead with a plan to spinoff its multibillion-dollar stake in Alibaba or shift gears and sell its core business, the Journal said, citing unnamed people close to the matter. Yahoo told AFP it would not comment on the Journal’s report. A hedge fund with a stake in Yahoo urged the Internet giant last month to drop its planned spinoff of its stake in China’s Alibaba and instead sell the “core” search business. The call by hedge fund Starboard Value came with Yahoo on track to set up a new corporate entity holding the Alibaba stake in coming months that would be spun off. But that spinoff plan has been clouded by concerns that it may not get tax-free status from US authorities, resulting in a hefty tax bill for Yahoo shareholders. Starboard said in a letter to Yahoo’s board and chief executive Marissa Mayer that the spinoff of the entity called Aabaco Holdings “is not Yahoo’s best alternative” and argued that “instead, you should be exploring a sale of Yahoo’s core search and display advertising businesses.” This proposal, Starboard said, would leave the existing Yahoo corporate entity holding stakes in Alibaba and Yahoo Japan. The hedge fund was worried about the plan to transfer the Alibaba stake to the new company and distributing stock in what could amount to a taxable gift of some $30 billion to shareholders. Starboard would prefer that Yahoo, instead, split off its own Internet operations in a technical move apparently aimed at avoiding a tax bill. Starboard said that even if the Alibaba spinoff is ruled tax-free, the market value for the rest of Yahoo is minimal or even negative. Car buying site Edmunds.com predicted sales of new cars and trucks will hit 1.33 million, eclipsing the previous November record set in 2001. General Motors’ sales rose 1.5 percent over last November, while Toyota and Fiat Chrysler’s each saw 3 percent sales gains. Hyundai’s sales jumped 12 percent, while Nissan’s were up 4 percent. Ford’s sales were flat. Honda’s sales fell 5 percent, hurt by lower CR-V sales. But the biggest sales declines were at Volkswagen. VW’s U.S. sales plummeted almost 25 percent, hurt by the company’s admission that its diesel vehicles cheated on emissions tests. Gede Putra Ariewangsa said: “I have received many complaints from residents about the fact that the fountain does not run continuously all day long”. Similar complaints have been heard regarding the fountain at Lumintang Field and so Ariewanga has asked reelvant agencies to have the fountains run full-time, particularly at noon so as to provide coolness. “We hope that the DKP can address this matter,” said Ariewangsa. Head of the DKP -Denpasar, I Ketut Wisada however explained that the fountains are deliberately made to not run all day long. “Operation of the fountains at Catur Muka statue and Lumintang Field are controlled by a computerized timer that has them start and stop every hour” (between 07:00 and 21:00 every day). BANGLI - The existence of fish in irrigation channel is getting hard to find. Some kinds of fish have even gone extinct. It is the impact of people’s behavior catching fish using fish stunner and chemicals as well as the improvement of irrigation channel. It was disclosed by the Head of the Bangli Livestock and Fisheries Agency, I Wayan Sukartana, when restocking of fish in the irrigation channel at Kawan village with farmers, the Agriculture Agency and Public Works, Tuesday (Dec. 1). He described that in the 1990s, fish population in the irrigation channel was still very much. Catching fish in traditional manner does not cause population reduction quickly. However, with the development of time, some people begin
to implement extreme measures in catching fish such as by the use of fish stunner and chemicals like potassium. It causes the fish population to reduce drastically. Moreover, some fish species have already been extinct. “Catching fish by using fish stunner or chemicals does not only kill the parent of fish, but also causes their eggs to be unable to hatch,” he explained when accompanied by the Head of the Livestock and Fisheries Agency I Nyoman Widiada and fisheries extension officer Sang Putu Dirga. He added that the fish extinction also happens due to the repair of irrigation channel that lasts for long enough. So, to restore the fish population, his agency does restocking in several irrigation channels. For Kawan village area, the number of
restocking reached 34,000 heads. “We continuously restock tilapia fish. This effort is meant to maintain the extinct biological resources,” he said while adding that the fish restocking activity is also associated with the 44th anniversary of the civil servant organization (KORPRI). He said that to compensate for the efforts made, his agency will continue to intensify the dissemination to the public. He suggested no to catch fish by using extreme methods. To provide a deterrent effect, sanctions will be imposed. “Do not let people catch fish by using improper methods,” he affirmed. SEMARAPURA - The drought affecting many areas of Bali, can clearly be seen in the hundreds of hectares of farmlands in the area of Banjarangkan, Klungkung that lie fallow, as a result of water scarcity. Chief of Subak Tohpati, Nengah Sudana said that the drought has been going on for 8 months, and that farmers have been relying on irrigation water from Tembuku, Bangli. However, water from Tembuku has also been diminishing and no longer reaches Tohpati. Sudana added that all that he and the other subak members can do is hope that it rains soon. The 75 hectares of Subak Tohpati’s land that is normally planted with rice paddy has largely been left fallow for lack of water and the string beans that they planted have all died. Areas of Banjarangkan such as the Sema Agung and the region of Takmung also have many hectares of neglected farmlands. Headman of Takmung, Nyoman Mudita, said that the disconnected irrigation channel is now functional but that the water discharge remains very small,so farmers have been force to delay planting. “Due to the shortage of water, the planting season at Subak Losan, Subak Takmung and Subak Lepang has been delayed,” he explained. Head of the Klungkung Agriculture and Forestry Agency, Wayan Durma, said that despite some areas experiencing drought, Klungkung has still managed to reduce a surplus of some 742 tons of rice, with a total production of 19,591 tons of rice for 2015. “With a population of 175,107 people consuming an average of 28 kilograms per person per year, Klungkung is left with 742 tons of rice,” he explained. TABANAN - Although counseling and information campaigns about what HIV is and how it is transmitted and treated, have often been conducted, many people apparently remain ignorant about this disease. Fear about the HIV virus causes many who suffer from it to become victims of discrimination as a couple living with HIV/AIDS in Tabanan have experienced. Despite having been tested negative for HIV, their child is still discriminated against and has been forced to leave school. When met at their residence on Tuesday (Dec. 1), the couple living with HIV/AIDS who will be reffered to as AW and PT here, were sitting relaxingly in front of their simple house. AW said that if he and his wife were been diagnosed with HIV in 2013 and confessed
that he contracted the virus before he was married. The couple is said that they are sad and increasingly depressed because of the discriminatory treatment that their only daughter has been receiving. in trying to start school. “My daughter is already old enough to go to preschool. However, her friends have threatened not to attend school if my daughter goes to school,” said AW. Finally the school rejected his daughter, preventing her from attending school. The discrimination that his daughter faced die to the fact that her parents are living with HIV/AIds, makes him think hard about his daughter’s future. “My daughter has undergone lab tests twice and twice been declared negative,” he said. He just hopes that she will be able to go to school and
have a future. AW added that he and his wife themselves are subject to discrimination every time they try to participate in community activities. However he accepts his fate and continues to work as a coconut picker, and despite the mediocre income that this provides he and his wife continue to work diligently. Every day, AW and his wife take their ARV medication as recommended by their doctor and their quality of life as greatly improved as a result. The HIV virus that suppresses their body’s immunity, is kept in check by the drug, which means that they no longer get sick easily. Head of the Tabanan Health Agency, Nyoman Suratmika, admitted that discrimination continues to occur within the community as
fear of HIV still lurks about due to a lack of public understanding about the virus and how it is transmitted. “This despite the fact that information has been provided to all sectors of society, ranging from school aged youths through the KSPANA and village cadres and even though information has also frequently been disseminated through health centers and NGOs,” he said. Suratmika asserted that HIV/ AIDS is not easily transmitted and that infection can only occur though the exchange blood or genital secretions. “Also the virus can only enter the body through a wound. Without a wound the virus cannot enter the body,” he explained. HIV is mostly transmitted through sexual intercourse and sharing intravenous needles. The point of entry of the virus -being the
wound, and blood liquid or genital fluids are two risk factors. “Sexual intercourse can cause injury during penetration and although it may be small, this can become the entry point of the virus into the body. Sharing needles is another way to transit the virus,” explained Suratmika. Based on existing data, between 2001 and July 2015 the number of HIV / AIDS patients in Tabanan amounted to 738 people. The risk factor for 664 of these cases was based on heterosexual activity, birth or the mother to baby infection accounted for 38 cases, IDUs (injection drug users) accounted for 21 cases, homosexual activity accounted for 9 cases, there were 2 cases of bisexuals who transmitted the disease and 4 cases of unknown cause. Suu Kyi meets Myanmar’s outgoing president
NAYPYITAW, Myanmar — Nearly a month after her party’s resounding election win, Nobel laureate Aung San Suu Kyi held closed-door talks with Myanmar’s outgoing president Wednesday to discuss what both said they hope will be a smooth transition of power. Because it took so long for the two to meet, there were some concerns the still powerful military would not easily accept the results. Suu Kyi met later Wednesday with Gen. Min Aung Hlaing, the military commander-in-chief. The Southeast Asian nation started moving from a half-century of dictatorship toward democracy in 2011, when military rulers inexplicably agreed to hand over power to a nominally civilian government headed by President Thein Sein, a general turned reformist. Suu Kyi’s National League for Democracy easily won the Nov. 8 elections, securing enough seats in both the lower and upper houses of Parliament to form a government. A clause in the 2008 militarydirected constitution bars her from the presidency, but she has vowed to rule by proxy.
Presidential spokesman Ye Htut said the meeting at Thein Sein’s residence in the sprawling capital, Naypyitaw, lasted about 45 minutes. “The main point was to talk about a smooth transition and transfer of power to the newly elected government and to discuss mutual cooperation in the future,” he said. Another goal, he said, was to “ease people’s concerns.” Despite the NLD’s landslide victory, most analysts agree it will be almost impossible for it to govern without the support of the military establishment. By law, the military still controls a quarter of the seats in Parliament, giving it veto power over all constitutional amendments. It also has a grip on all key security portfolios. Ye Htut told reporters the meeting between Suu Kyi and Thein Sein was amicable. The president congratulated

The victory is a sweet second chance for the party, which also won a landslide victory in the first election it contested, in 1990, only to see the results annulled by the military and many of its leading members harassed and jailed. Suu Kyi was put under house arrest prior to the 1990 election and spent 15 of the next 22 years mostly confined to her lakeside villa in Yangon. LE BOURGET, France — With world leaders back home, it’s time for the hardcore climate negotiators to work on the more mundane guts of a deal. Generally climate negotiations follow a certain rhythm, veteran negotiators and observers say. Wednesday is the middle of the nitty-gritty time when the building blocks of a deal start to form. “It’s like seeing an action movie,” said former U.S. climate negotiator Nigel Purvis, who is now president of Climate Advisers. “There’s generally a plot, bad guys come to threaten the world. Eventually humanity rallies together and overcomes. That’s the kind of thing that happens here.” For the next two days negotiators will be working to get the less controversial subjects finished and explore possible compromises on the bigger sticking points, all before work gets kicked up to higher levels. The lower-level negotiators have a Thursday night deadline to come up with language for a new text of a deal that narrows the options to something the big guns start with, according to negotiations experts. “It’s a pretty important day to make progress where they can make progress,” said Alden Meyer, strategy and policy director at the Union of Concerned Scientists. “In some ways it’s really the guts of the regime. It’s really the key building blocks you have to have to make it work. It’s not necessarily the headline-grabbing elements.” Jennifer Morgan, global climate program director for World Resources Institute, said the thousands of lower-level negotiators are in smaller groups where they have to narrow options on each issue from, say, six to two for the higher-level officials to peruse. Negotiators talk formally and informally, including on the bus rides back to the hotel. “It’s pretty clear that if this level doesn’t deliver something that’s much more streamlined, it just makes it much more hard for the ministers to negotiate,” Morgan said. The language negotiators are now using is “wonky and acronym laden” Meyer said. “But it’s important; without it you couldn’t get the ingredient.” While it is tense, Morgan said it’s not time for yelling — yet. That comes later in the higher negotiations, Purvis said. “It does get worse before it gets better,” Purvis said. He said experienced negotiators know there will be some kind of “crisis” where all appears lost, and then a solution is found. “It may seem like there’s a breakdown on the outside of the negotiations, but there’s usually a lot of patience and perseverance on the inside,” Purvis said. Out in public, there may be theatrics, but at times it is just for show, Purvis said. Other times an impasse can be solved in an unusual way. Purvis gave an example in 2008 of an issue that boiled into public worries, but was solved by the insertion of a single comma — “a magic comma” — in the language of the deal. “Once this magic comma was inserted, then peace ruled and we were able to move forward,” Purvis said.(ap)

DENPASAR - The target of increasing the number of tourist arrivals to Bali every year has dire consequences, including putting a strain on the availability of water, increasing traffic congestion and creating security issues. The government needs to pay attention to these and other factors in creating their policies. Chairman of the Tourism Studies Departement at Udayana University, Prof. Komang Gde Bendesa recently stated: “research conducted by my colleagues, indicates that Bangli is the only area of Bali that has a surplus of water and that traffic congestion -especially in Denpasar and southern Badung is getting worse. Problems will result if if the government does not intervene to address these issues”. Bendesa said that Bali is already congested. Denpasar for example has a population density of 6,200 people per square kilometer, and a vehicle density of 8,000 motorized vehicles per square kilometer. If

Bendesa continued that to prevent Bali from becoming over-crowded tourism in eastern Indonesia such as Lombok, Sumbawa and Sumba, needs to be developed. There should be government support for the creation of infrastructure and
access by air. East Java should also be developed “so that travelers will have more options and not all be focused on Bali,” he said. According to Bendesa, the government also needs re-evaluate tourism prices. Currently Indonesian tourism is ranked third cheapest in the world, but as Bendesa said this is not necessarily an advantage for Indonesia but can in fact be a bad thing as in the case of Bali that is now treated like a cheap destination. “It is not good for us. Other tourist destinations like Paris, for example are visited by many travelers, despite being very expensive -Paris is listed as 139th of 140 of the worlds cheapest designations. Currently, the average length of stay has been reduced to 5 to 8 days. The reduced amount of time that tourists spend here is exacerbated by the lack of promotion of tourist destinations carried out by Bali. “In terms of quality tourism, a destination needs to be good and well promoted. A simple example can be seen by comparing Jogja with Bali. When people go to Jogja, they do not know which hotel they will stay in, whereas tourists visiting Bali, know where they will be staying. This shows that the industry plays an more dominant role in promotion campaigns,” said Ardhana. Another factor that affects tourism in Bali is the hotel price wars that have been going on. Ardhana
and others worry that will prices continually dropping that in the long run people will not want to visit Bali as a place that offers cultural distinctiveness. In fact the potential that Bali’s culture has for drawing tourists is still very large and can be made the most of if al stakeholders are willing to make this potential accessible by having infrastructure developed on different parts of the island. “If our infrastructure is worked on then Bali’s potential can be explored and promoted. We could even promote a new destination every year. But if conditions are neglected, it is clear that culture-based tourism in Bali will go bankrupt. Local tourism players will be eliminated as a tourism industry backed by large capital from outside of Bali will gradually erode Bali’S culture and the tourism potential that it holds,” he concluded. WASHINGTON — Alternating the promise of cures for intractable diseases with anxiety about designer babies and eugenics, hundreds of scientists and ethicists from around the world began debating the boundaries of a revolutionary technology to edit the human genetic code.
CRISPR tool is pretty precise, it sometimes cuts the wrong section of DNA. Tuesday, CRISPR pioneer Feng Zhang of the Broad Institute at MIT and Harvard reported tweaking the tool’s molecular scissors to significantly lower chances of those “off-target” editing errors — an improvement that could have implications both for developing therapies, and for germline research. The biggest ethical quandary arises over using those same tools to perform what scientists call “germline” editing, manipulating reproductive cells — sperm, eggs or embryos — to spread gene changes to future generations rather than trying, for example, to fix a defect only in one patient’s blood-producing cells and thus cure his or her sickle cell disease. “We sense that we are close to being able to alter human heredity,” Nobel laureate David Baltimore of the California Institute of Technology said Tuesday in opening an international summit to examine what he called “deep and disturbing questions.” It’s an issue that gained urgency after Chinese researchers made the first attempt at altering genes in human embryos, a laboratory experiment that didn’t work well but did raise the prospect of one day performing genetic engineering that goes far beyond helping one sick person — and could pass modified genes on to future generations. “This is a technology that could
have profound implications for permanent alteration of the human genome,” molecular biologist Jennifer Doudna of the University of California, Berkeley, wrote this week in the journal Nature. Doudna co-invented the most-used gene-editing tool, and her calls for scientists, policymakers and the public to determine the right balance in how it’s eventually used led to this week’s gathering. At issue are tools to edit precisely genes inside living cells, finding specific sections of DNA to slice and repair or replace, much like a biological version of cut-and-paste software. Head of the Gianyar Agriculture Agency, IGA Dewi Hariani, said that there are however some obstacles in developing fruit agrotourism. Certain specific commodities require technology and expert assistance in order to develop agriculture in Gianyar. She cited the cultivation of the Selayar variety of tangerines grown in Payangan, Tegallalang and Tampaksiring as an example. Selayar tangerine have a unique color and flavor, that could become a Gianyar District fruit brand, said Hariani but that for the moment the cultivation of this fruit is spread out in different regions and that the quality still varies. Tegallalang grows tangerines on 1,362 hectares, Tampaksiring on 210 hectares and Payangan on 218 hectares. “The areas grow several varieties of tangerines, not just Selayar tangerines,” explained Hariani. The government of Gianyar has been cooperating with Bogor Agricultural University (IPB), in an effort to make developments in the agricultural sector. On Saturday (Nov. 28), after reading the declaration of commitment for the Orchard Scale Integrated Indonesian Fruit Development Area (5-50 ha), the Regent of Gianyar A.A. Gde Agung Bharata, signed an MoU with
the Rector of the IPB Prof. Herry Suhardiyanto wherein both parties agreed to cooperate in the development of agriculture in general. Dewi Hariani revealed, her agency hopes that based on this MoU, experts from IPB can provide technological assistance to farmers in Gianyar so that they can make Selayar tangerines become a local fruit brand. With the appropriate expert technology, the quality of Selayar tangerines is expected to increase in terms of both taste and harvest yields. “Cooperation in terms of technology is not only focused on tangerines but also on various other commodities,” she said. Development of Indonesian fruit agro-tourism areas is one of the central government’s priorities and the district of Gianyar has a lot of potential for such development. Regent of Gianyar, Agung Bharata recently stated that the commitment to developing Indonesian fruit agro-tourism could be supported by the use of appropriate technology. Technological advancements in agriculture, he said, will have a positive impact on the welfare of farmers and thus on the development of agro-tourism which will in turn work strategically to reduce the amount of farmlands in Gianyar, being converted into buildings in Gianyar. Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. NEW YORK — The National Board of Review has named the rollicking apocalyptic adventure “Mad Max: Fury Road” the best film of 2015. George Miller’s latest installment in the 1970s-born franchise was a radical and unconventional curveball from the National Board of Review, one of the oldest awards bodies in movies. But the group, founded in 1909, has recently tried to shed its stodgy image, previously naming J.C. Chandor’s “A Most Violent Year” and Spike Jonze’s “Her” its top movies. In the awards announced Tuesday, the science-fiction hit “The Martian” came away with the most wins, taking best actor for Matt Damon, best director for Ridley Scott and best adapted screenplay for Drew Goddard. JAKARTA - Indonesia is committed to managing forests sustainably and accelerating the use of renewable energy, President Joko Widodo stated. “The use of renewable energy is expected to reach 23 percent by 2025, and electrification in rural areas will reach 100 percent in 2019,” President Widodo stated on Wednesday.

Indonesia’s commitment was conveyed by President Widodo during a meeting of the heads of state and government at the 21st session of the Conference of the Parties (COP-21). The commitment was presented along with 17 other countries: Australia, Brazil, Canada, Colombia, Congo, Ethiopia, France, Gabon, Germany, Indonesia, Japan, Liberia, Mexico, Norway, Peru, the United Kingdom, and the United States. The promise was delivered by the president as the lives of one billion people are directly related to the forests, while six billion are indirectly affected by forest-related issues. With regard to the use of renewable energy, President Jokowi stressed Indonesia’s commitment to accelerate the use of renewable energy. “Indonesia has a clear policy direction on the use of renewable energy,” he noted. The president urged developed countries to reduce emissions and increase international cooperation as well as to contribute on climate change issues. On the sidelines of the conference, President Widodo held bilateral meetings with 13 heads of state and government from the Netherlands, Norway, Serbia, Peru, Vietnam, Iran,
