The concert was organized by the Bono-backed Red campaign to mark a decade since the United States dramatically ramped up support for fighting AIDS. lipstick -- that cost the 40 US cents required to provide daily treatment. “Two pills a day is what it takes to stay alive if you’re HIV positive,” Bono said. Former US president Bill Clinton, who explained that Bono asked him to address the concert, said that 2014 marked the first time that more people around the world received life-saving drugs than were newly diagnosed with HIV. “Twenty-six years ago, we could never have had an event like this on World AIDS Day because to be diagnosed with AIDS was a death sentence,” said Clinton, referring to the start of the annual commemoration. “We are going to win this fight,” Clinton said. Clinton pointed to US anti-AIDS efforts as an example of cooperation across political lines. His successor George W. Bush spearheaded the socalled PEPFAR program, which now supports anti-retroviral medication for 7.7 million people, in large part in sub-Saharan Africa.
“Especially for the MSMEs, the literacy rate reaches 16 percent of the 56 million units of businesses where 55 million units belong to micro businesses. It is very low,” said the Board of Commissioner Member for the OJK Education and Consumer Protection, Kusumaningtuti S. Setiono, not long ago. She said the financial access received by the MSMEs was still not comparable to their role in support-
ing the domestic economy. To that end, the financial literacy was also very important for the MSMEs. “Contribution of the MSMEs to the economy accounted for 59 percent of the Gross Domestic Product. This figure is quite large, so that it is very important for the increase in financial literacy of the MSMEs,” she said. According to her, the contribution of the MSMEs to employment
absorption in Indonesia must be taken into account. Of the 56 million units of existing businesses, they had been able to provide employment for 107 million people or 78 percent of the total population of Indonesia. On the other hand, the lineup of banking institutions considered the MSMEs an open market for loan distribution. However, most of the MSME players were
afraid of accessing the institutions because they did not have collateral. “Many MSMEs do not dare to go to bank because they do not have collateral. Actually, there are loans without requiring collateral as long as the business runs well,” said Taufik Hakim, Director of Bank Pundi. He said that his party placed the account officer in each region to attract MSMEs in need of working capital loans. “An account officer has a task to make approach to the MSMEs being feasible to be helped without having to own collateral,” he said.
Non-collateral loans, according to him, were designed for the small and micro entrepreneurs in order they could obtain capital. Nevertheless, the management of the noncollateral loans was recognized to require attention and special team so that the quality could be well maintained. “More than 120,000 borrowers from Aceh to Papua have become our customers. Our products are diverse, ranging from the loans with collateral to the one without collateral. We provide credit ranging from IDR 5 million to IDR 50 million,” he explained. (kmb27)

The sympathetic action of students in Buleleng was intentionally held in a series of the celebration of the World AIDS Day falling every December 1 each year. Other than the action of the students, a number of employees of community health centers in Buleleng held a series of social action for the World AIDS Day this year. Their activities were filled with free counseling, blood checkup and blood donation. Meanwhile, on Monday afternoon until the evening, the celebration of the World AIDS Day was concentrated on the Singaraja Urban Park Square. In the activity, the residents and local government agreed to jointly combat the transmission of HIV/AIDS. It happened because the HIV/AIDS case in Northern Bali was very worrying, and always in the top three of HIV cases in the Bali Province. Chairman of the AIDS Mitigation Commission (KPA) of Buleleng, Nyoman Sutjidra, said the current HIV case was estimated to reach 2,200 across the Buleleng area. Meanwhile, the formally registered HIV case in Buleleng reached 2,173 cases per September 2014. Sutjidra doubling as deputy regent of Buleleng said the high incidence of HIV in Buleleng happened due to misunderstanding among the youth. Moreover, of the thousands of cases, 47 percent of which affected teen-
agers. To that end, the KPA would continue to launch socialization targeting school-age youth. From the socialization made, it was found misconception that the first sexual intercourse would not have the potential to transmit sexual diseases, including HIV/AIDS. “Such understanding is wrong because sexual intercourse whether the first, the second or the umpteenth time can be potentially infected by sexually transmitted diseases. To that end, we will intensify this socialization because we also found HIV cases in teenager of 16 years,” he said. Meanwhile, the Regent of Buleleng, Putu Agus Suradnyana, who attended the event last Monday, invited all the schools to require the participation of all students in the Student Group Caring for AIDS and Drugs (KSPAN) activity from January 2015 or the next semester. The effort was taken to educate and protect young people in Northern Bali from the spread of HIV/ AIDS. “Based on the visible phenomenon, the cases reached 47 percent, while the undiscovered can even be greater. Now, let’s educate the students whether they are junior high school or high school students through the KSPAN extracurricular activities at schools,” he said. (kmb38)

MIT engineers have high hopes for cheetah robot Associated Press
CAMBRIDGE, Massachusetts — It’s a robot unlike any other, inspired by the world’s fastest land animal and controlled by video game technology. The robot, called the cheetah, can run on batteries at speeds of more than 10 mph (16 kph), jump about 16 inches (40 centimeters) high, land safely and continue running for at least 15 minutes — all while using less power than a microwave oven. It’s the creation of researchers at the Massachusetts of Technology, who had to design key elements from zero because of a lack of, or shortcomings in, existing technology. That includes powerful, lightweight motors, electronics that control power for its 12 motors and an algorithm that determines the amount of force a leg should exert during the split second that it spends on the ground while running. That’s the key to helping the robot maintain balance and forward momentum. An onboard computer organizes data from various sensors and sends commands to each motor. “This is kind of a Ferrari in the robotics world, like, we have to put all the expensive components and make it really that instinctive,” said MIT Professor Sangbae Kim, who heads the school’s Biomimetic Robotics Lab that designed the robot. “That’s the only way to get that speed.”
Insight gleaned from the prototype could have real-world applications, including the design of revolutionary prosthetics, wearable technologies, all-terrain wheelchairs and vehicles that can travel efficiently in rough terrain much like animals do, Kim said. There are hopes the robot will be able to be used in search and rescue operations in hazardous or hostile environments where it’s too risky to send a human rescuer. “When the robot is running, at every step, we calculate the appropriate amount of the force to the legs so that the robot can balance itself,” said MIT research scientist Hae-Won Park, who wrote the complex algorithm used to control the cheetah, which weighs around 70 pounds (31 kilograms)— about the same as one of its female feline counterparts. The project is funded by the U.S. Department of Defense’s Defense Advanced Research Projects Agency. The military research arm is also funding a similar robot being developed by Boston Dynamics. The company says its version is powered by an off-board hydraulic pump and uses a boom-like device to keep it running in the center of a treadmill. Crafting the cheetah robot took five years of work and plenty of confidence to ignore those who said electric motors aren’t strong enough to propel a running mechanical cheetah powered by batteries.

A forecast by the research firm IDC indicates smartphone sales of 1.5 billion units in 2015, a rise of 12.2 percent from the current year’s
estimate. That would mean growth falling by more than half from the 26 percent pace of 2014. Even, the recent data issued by the Central Statistics Agency (BPS) of Klungkung indicated if Klungkung had the highest percentage of poverty rate in Bali. As the latest data reported by the official website of BPS Klungkung, the percentage of poverty rate of Klungkung in 2013 reached 7.01 percent or the poor amounted to 12,210 families. The number of poor population is almost the same as that of Bangli reaching 12,000. However, the percentage of poor people in Bangli is much lower namely 5.45 percent. Even, Klungkung is still inferior to Karangasem having the percentage of poor population of 6.88 percent and Buleleng of 6.31 percent. The number of poor people in Klungkung increased from the previous year where the percentage of poor people reached 5.37 percent or 9,400 people. Likewise, the data in 2011 indicated 6.10 percent, where the number of poor people as reported by BPS Klungkung reached 10,700 families. Seeing
the latest number of poor people in Klungkung, the figure 12,210 is also higher than the other data sources such as the data of the Social Protection Program (PPLS) in 2012 and the target household (RTS) or the so-called poor households (RTS) coming to 11,445. The Head of Klungkung Development Planning Board (Bappeda), Gusti Ngurah Putra, when contacted on Monday (Dec 1) claimed to have seen the latest data of the BPS Klungkung. All this time, his party still used the data of PPLS 2012. It was a combination of the population census data with 14-variable approach and poverty line approach processed by the proxy mean test. “I will immediately make coordination with the BPS Klungkung,” he said. Meanwhile, the Head of BPS Klungkung, Made Antarayasa, could not be asked for his response.
When contacted for several times on Monday, he preferred not to give any responses regarding the data of his institution. When contacted at his office, one of his officers said that he had a meeting in the meeting room. The Poverty Reduction Team Leader of Klungkung, Made Kasta, was surprised by the data of BPS Klungkung. Although the data reflected the previous government, Kasta doubling as Deputy Regent of Klungkung would immediately take steps. Soon he would make coordination with the Social Welfare, Manpower and Resettlement Agency. DENPASAR - The subsidized fuel price hike has triggered to price surge in basic necessities in Denpasar. Based on the results of price monitoring in November 2014, the inflation occurred at 1.62 percent with Consumer Price Index (CPI) of 114.17. “Inflation happened due the fuel price hike as indicated by the increase in the index of the six groups of expenditure,” said the Head of the Central Statistics Agency (BPS) of Bali, Panusunan Siregar, in Denpasar. The six groups of expenditure triggering inflation, as described by Siregar, included the group of transportation, communication and financial services by 3.88 percent; foodstuff group (3.16 percent); housing, water, electricity, gas and fuel group (0.97 percent); health group (0.43 percent); education, recreation and sport group (0.16 percent); and processed food, beverage, cigarette and tobacco group (0.08 percent). “Galungan, Christmas and New Year will also have an impact on inflation this month (December— Ed). We do hope the domino effect due to the fuel price hike can be muted, so that the inflation in December can be controlled,” he said. He explained that a group of expenditure showed a deflation namely clothing group by 0.23 percent. Meanwhile, the commodities showing a price hike included the gasoline, electricity, water of the Municipal Waterworks (PDAM), cayenne pepper,
red chili, rice, beans and green mustard. Meanwhile, some commodities undergoing price decline comprised the airline ticket, gold jewelry, snapper, boiled tuna, mackerel, wet shrimp and watermelon. “The groups of commodity giving contribution to inflation in November comprised the transportation, communications and financial service group (0.7364 percent); foodstuff group (0.5853 percent); housing, water, electricity, gas and fuel group (0.2563 percent); health group (0.0254 percent); education, recreation and sport group (0.0140 percent) and processed food, beverage, cigarette and tobacco group (0.0119 percent),” he explained. According to him, local government should take strategic steps to minimize the impact of the surge in inflation due to the fuel price hike. The surge in inflation would have an impact on the rising interest rates and decline in purchasing power. “Inflation will have an impact on interest rate and 23 percent of Balinese people have the potential to become poor. To that end, the inflation must be held so that the low-income people will not fall into poverty,” he said. He added that among the 82 cities recorded, all the cities experienced inflation. The highest inflation occurred in Padang (3.44 percent), while the lowest occurred in Manokwari (0.07 percent). When ranked from the highest inflation, Denpasar was ranked 25th of the 82 cities experiencing inflation. (kmb27)

MANGUPURA - Senior politician Zainal Bintang claimed the implementation of the Golkar Party National Congress IX in Nusa Dua was the worst. The statement was made responding to his ban from entering the Mangupura Room at Westin Hotel, where the national congress took place, Monday (Dec 1). Zainal came to the national congress based on the mandate of the Golkar founder, the Musyawarah Kekeluargaan Gotong Royong (MKGR) mass organization. In the letter signed by Chairman of the MKGR central executive board, AS Suryonegoro and Secretary General Bejo Rudiantoro, Zainal was mandated to be a co-delegate with Indra Muchlis Adnan and Bejo Suryonegoro. Besides, there were also other delegates including Kostia Permana, Mathilda Ingkiriwang and Nova Christalia mandated as observer. Despite carrying the mandate letter, Zainal could not enter the area of the national congress because there was another letter of the MKGR signed by Deputy Secretary General of Golkar Party, Roem Kono. “I come to the national congress because I do not want to see if the Golkar falls apart. After the presence of the rescue forum (Presidium of Golkar Party Rescue—Ed), I realized that Golkar has really fallen apart because the rescue forum will organize a national congress in January (Jan 2015—Ed),” said Deputy Chairman of the Advisory Council to MKGR central executive board. Zainal also wanted the Golkar elite to come together and made the National Congress IX in Bali to last elegantly and peacefully as well as became a means of reconciliation. Zainal himself wanted to put up as candidate of the Golkar Party chairman for the subsequent period. Moreover, there was an indication if the chairman election would be directed to choose back the incumbent chairman Aburizal Bakrie. “As the rescue party cannot come, do not want to come and is not allowed to come in, it means the number of chairman candidate will diminish. If the candidate of chairman decreases, I think Aburizal Bakrie must not be allowed to put up alone and there must be a balance. Now, I come here to declare myself as one of the chairman candidates,” he said. Zainal hoped his presence in the chairman candidate election could provide an alternative choice for the national congress delegates, so that it would not just focus on a single candidate. If there was only one candidate for the election, it meant the election would be carried out by acclamation. Meanwhile, Zainal assessed that such a method would damage democracy. “In fact, the implementation of this national congress is the worst since the committee closed its eyes on the existing truth, while it accommodates a legitimacy that is actually not correct as in the case of the MKGR. I worry that a number of county executive boards (DPD 2) are also likely to express their frustration. Hopefully, it will not happen so that it can run smoothly,” he continued. Zainal asserted that the attitudes of the national congress committee that prevented and made pressure as experienced by the MKGR mass organization in the field was contradictory to the speech of Aburizal Bakrie at the opening of the national congress, Sunday night. “His speech was very nice as inviting us to unite and combine all the disagreements. Then, he invited us to develop the Golkar Party in the future. It was really a nice speech, but did Aburizal Bakri (ARB) know if the committee hampered and gave pressure, such as the ban experienced by the MKGR?” questioned this senior Golkar Party politician. Meanwhile, the Session Coordinator, Hisjam Ridwan, said that Zainal Bintang could not get into the room because there was a dualistic mandate in the internal MKGR organization. His party was still doing clarification related to the dualistic mandate. “Indeed, we get difficulties related to the dualistic mandates. Since the mandate was from the MKGR organization, a mandate mentioned Mr. Zainal, while another did not. So, now we are still clarifying, but the most important thing, when this (Zainal Bintang— Ed) can be resolved, he can get in. KUALA LUMPUR — Malaysian police said Tuesday that they have detained another three men, including two civil servants, suspected of being linked to the militant Islamic State group. The detentions bring the number of people held for suspected militant links to 43 this year. National police chief Khalid Abu Bakar said the three were detained Nov. 27-28 in operations in Kuala Lumpur and in northern Kedah state. Khalid said in a
statement that a 36-year-old suspect had joined militant groups in Syria since Dec. 28 last year and returned to Malaysia on April 8. Another two, both civil servants in their 20s, were believed to have been channeling funds to several Malaysians who want to go to Syria to join the Islamic State terror group, he said. The spread of the Islamic state ideology has worried Prime Minister Najib Razak, who recently warned that it can cause chaos and conflict in the country. He said the government would introduce a
new anti-terrorism law next year to combat the security threat. No details have been given on the new law, but officials said it may include preventive measures such as detention without trial. Critics have urged the government not to revive the Internal Security Act, which allowed indefinite detention without trial. It was abolished in 2012 as part of political reforms. The government said they have identified 39 Malaysians fighting in Syria and Iraq, including five who had died.

ATHENS — Greece’s negotiations with rescue lenders on the future of the country’s bailout program could last for another two months, the country’s deputy prime minister said Monday. Athens is in talks on how to finance itself once the rescue loans from fellow eurozone countries end this year. It has accepted to shift from regular loans to a so-called precautionary credit line. But it wants easier austerity terms, arguing its economy is doing better. Evangelos Venizelos told a conference in Athens that talks with lenders would be concluded before parliament elects a new Greek president in February — a vote that could topple the coalition government and that has revived anxiety in markets and eurozone governments. “Without a doubt, the political uncertainty is the factor that is affecting the negotiations the most,” Venizelos said.
“Our aim is to conclude this process as quickly as possible,” he said. The hope would be to get a deal by next week’s meeting of eurozone finance ministers. At the latest, he said, an agreement is needed before the next presidential elections. Greece failed to reach a deal last week at talks in Paris with representatives of the “troika” — the European Commission, European Central Bank and International Monetary Fund. “Corruption in Indonesia is systematic, structured, and massive and therefore we have to adopt progressive methods to deal with it. Harsh, preventive, and repressive actions must be taken; otherwise, more corruption cases will happen and the administration will come to a halt,” he said at a national conference here on corruption eradication. The chief of the Corruption Eradication Commission (KPK) stated that repressive action alone will not reduce corruption cases significantly and therefore it should be integrated with repressive measures. He emphasized that the KPK’s actions were not only aimed at individuals but also at the system. “We must understand that corruption involves two factors, namely individuals and the system. Corruption among individuals depends on qualities such
as morality and integrity. A person might be good, but if the system allows corruption to happen and he/she falls for it, what will that say about the person. Therefore, we are combining preventive and repressive measures,” he explained. The KPK, which has won the people’s respect for its capability to bring to book corrupt officials, is now focusing on food security, fisheries, agriculture, health, education, energy, and state income sectors, Samad pointed out. “We will improve the state’s income from tax revenue by increasing transparency and public participation in our anti-corruption drives,” he stressed. Speaking at the conference, VicePresident Jusuf Kalla cited opportunity and authority as the two main reasons for corruption. The event was also attended by a number of cabinet ministers.

Canadian teacher on trial for child abuse

JAKARTA — A Canadian teacher and an Indonesia teaching assistant went on trial Tuesday accused of sexually abusing a kindergartner on the campus of a prestigious international school. Neil Bantleman and Ferdinant Tjiong, who have been in detention since July, maintain their innocence as do fellow teachers and the principal at the Jakarta International School. Around 60 teachers and parents of pupils at the school
protested outside the South Jakarta District Court in support of the pair. “Free the innocents. We are here for you Neil and Ferdi. We believe in you,” they shouted. The men are being tried separately in closed-door sessions. A judge read the charges out against them in Tuesday’s session. They were not required to enter a plea. Five janitors at the school are being tried over the same allegations. A sixth died in custody. Supports of Bantleman and
Tjiong say the victim, who was six at the time the alleged abuse occurred, was subject to suggestive questioning by inexperienced police. The abuse was alleged to have happened at a room in the school during teaching hours. The family of the victim is suing the school for $130 million. The school in southern Jakarta is attended by the children of foreign diplomats, businesspeople and Indonesia’s elite. It has 2,400 students aged 3 to 18 from about 60 countries.
Indonesia to boost oil reserves, refineries in bid to tackle graft

JAKARTA - Indonesia’s new administration plans a major expansion of oil storage and will construct more refineries as part of sweeping energy reforms that will also help in cracking down on corruption in the state oil trader. Sworn in just six weeks ago, President Joko Widodo launched the overhaul of the scandal-tainted oil and gas sector last Friday by sacking the entire board of state oil giant Pertamina and pledging a comprehensive audit of its trading arm, Petral. When completed, the plan to increase storage and refining capacity will allow Southeast Asia’s largest economy to shift from buying gasoline and diesel on the opaque spot market to stable long-term contracts with foreign producers. That would also reduce opportunities for graft at Petral. “With limited storage, all you can do is buy on the spot market and then you are at the mercy of the market,” Ari Soemarno, a presidential adviser and former head of Pertamina, told Reuters. Energy Minister Sudirman Said told reporters last week: “Every transaction that is hidden definitely has that potential (for corruption). Direct deals reduce that potential... and reduce the role of intermediaries.” Indonesia plans to add a minimum of 9.4 million barrels of new fuel storage capacity by 2019, an increase of around 40
percent, at a cost of $2.44 billion, Pertamina officials said. The country, which is expected to become the world’s largest gasoline importer by 2018, wants to increase its operational reserves to 30 days worth of fuel, up from the current 18-23 days. In the longer term, Pertamina is looking to upgrade its six refineries to increase capacity to 1.5 million barrels per day from the current 1 million bpd. It is also considering investing in new refineries, despite not having built one since 1994. The refinery and storage development plans are not new under President Widodo but have been held back for years by vested interests who profit from fuel imports, officials have said. Indonesia’s oil and gas sector is the largest contributor to state income, making up an estimated 12 percent of state revenue this year. The president’s plan will also likely sideline Hong Kong-based Pertamina Energy Trading Limited (Petral). The company, which conducts its trading business from Singapore, holds a near monopoly on the trading of billions of dollars worth of crude and oil products in and out of the former OPEC member. Petral reported revenue of $31.5 billion and net profit of $47 million in 2011, the latest data provided on the company’s website. Petral regularly buys gasoline, diesel and jet fuel from
Malaysia’s Petronas, Chinese oil trader Unipec, Royal Dutch Shell, and others. But the lack of transparency from its oil trades has raised concerns that transactions can be easily manipulated by what the president calls the oil mafia, which is believed to steal as much as $400 million a year, according to presidential adviser Soemarno. Petral officials were not immediately available for comment. Oil traders in Singapore said they had not seen any major changes in Petral’s operations. “It is not in the interest of the current Indonesian government to have either outflows or inflows disrupted, unless there is evidence that a particular shipment is directly tainted and for now, there is none,” said Thomson Reuters Oil Research & Forecasts (Asia) in a report. Last week, State Enterprises Minister Rini Soemarno, who is the sister of Ari Soemarno, said she would consider relocating Petral to Indonesia from its offices in Hong Kong and Singapore, a move that could allow for better government oversight of the company. The energy ministry and the country’s main anti-graft w atchdog, the Corruption Eradication Commission, are planning separate audits of Petral to ensure no wrongdoing. “So far, we have no conclusion about Petral. We are still waiting for recommendations,” Energy Minister Said told Reuters on Monday.

“Over the last 120 years, the Nationalist Party has encountered countless failures, but has never been categorically defeated and each time we pick ourselves back up again,” Ma said in the statement. “Let us take today’s loss and turn it into a new victorious beginning.” Ma said he would formally tender his resignation at Wednesday’s meeting of the party’s Central Standing Committee. He is halfway through his second and final fouryear term as president. The Nationalists lost nine city and county elections on Saturday, including in longtime strongholds Taipei, the capital, and the major central city of Taichung. The main opposition Democratic Progressive Party picked up seven of those seats, with independents winning two others.
The results showed widespread anxiety about Ma’s moves to integrate Taiwan’s economy with China’s, seen by many as a further step toward Beijing’s goal of eventual political unification between the sides. China claims Taiwan as part of its territory and has vowed to take control of the island by force if necessary. Young Taiwanese blame competition from China for suppressing wages, and there is little enthusiasm here for merging the island’s vibrant democracy with Beijing’s authoritarian one-party system. Niu Jun, a Taiwan expert at China’s Peking University, said the trend of closer economic ties across the Taiwan Strait probably is irreversible. But he said the election results reveal the
discontent among young voters and those in basic industries over their failure to share in the fruits of Ma’s policy of strengthening ties with China. “So it is a question whether the benefits of the cross-Strait relations have been shared by the whole society, and Ma failed to take enough notice of that,” Niu said. LISBON — Portugal’s national airline is enduring its fifth walkout this year, with a 24-hour strike by cabin crew grounding around 200 flights. The Civil Aviation Cabin Crew Union announced Tuesday’s strike in October, allowing TAP Air Portugal to move thousands of passengers onto flights with other airlines or switch their day of travel. The flag carrier says it has lost millions of euros (dollars) due to stoppages this year by pilots, cabin crew and airport service staff. Australian Open tweaks extreme heat policy Associated Press
MELBOURNE, Australia — Australian Open organizers have tweaked the extreme heat policy for 2015 in the wake of complaints from players about dangerous conditions during a heat wave in Melbourne during the last tournament. Tournament direct Craig Tiley said the decision on implementing the policy will take into account the weather forecast once the temperature exceeds 40 degrees Celsius (104 degrees Fahrenheit) and the Wet Bulb Global Temperature — a measurement that accounts for humidity, wind direction and the temperature — exceeds a reading of 32.5. “We believe this update will clarify and streamline the communications process for both players and support staff,” Tiley said. “We’ve consulted the playing group and this is seen as
the fairest way to implement the policy by many of the top players.” The tournament referee still has the absolute discretion on whether or not to apply the extreme heat policy, organizers said, although setting the parameters will help players and coaches preparing for matches. In the other change, matches in progress when the extreme heat policy is invoked will be suspended at the end of an even number of games in that set or at the completion of a tiebreaker. With the recent opening of the remodeled Margaret Court Arena, the Australian Open has three courts with retractable roofs for 2015. Organizers said that will help weatherproof the tournament. The temperature topped 40 degrees C (104 degrees F) for four consecutive days during the tournament in January, the longest heat wave in the city in a century, but the extreme heat policy was rarely implemented.

MELBOURNE, Australia — Australian Open organizers have tweaked the extreme heat policy for 2015 in the wake of complaints from players about dangerous conditions during a heat wave in Melbourne during the last tournament. Tournament direct Craig Tiley said the decision on implementing the policy will take into account the weather forecast once the temperature exceeds 40 degrees Celsius (104 degrees Fahrenheit) and the Wet Bulb Global Temperature — a measurement that accounts for humidity, wind direction and the temperature — exceeds a reading of 32.5. “We believe this update will clarify and streamline the communications process for both players and support staff,” Tiley said. “We’ve consulted the playing group and this is seen as
the fairest way to implement the policy by many of the top players.” The tournament referee still has the absolute discretion on whether or not to apply the extreme heat policy, organizers said, although setting the parameters will help players and coaches preparing for matches. In the other change, matches in progress when the extreme heat policy is invoked will be suspended at the end of an even number of games in that set or at the completion of a tiebreaker. With the recent opening of the remodeled Margaret Court Arena, the Australian Open has three courts with retractable roofs for 2015. Organizers said that will help weatherproof the tournament. The temperature topped 40 degrees C (104 degrees F) for four consecutive days during the tournament in January, the longest heat wave in the city in a century, but the extreme heat policy was rarely implemented.

The results showed widespread anxiety about Ma’s moves to integrate Taiwan’s economy with China’s, seen by many as a further step toward Beijing’s goal of eventual political unification between the sides. China claims Taiwan as part of its territory and has vowed to take control of the island by force if necessary. Young Taiwanese blame competition from China for suppressing wages, and there is little enthusiasm here for merging the island’s vibrant democracy with Beijing’s authoritarian one-party system. Niu Jun, a Taiwan expert at China’s Peking University, said the trend of closer economic ties across the Taiwan Strait probably is irreversible. But he said the election results reveal the
discontent among young voters and those in basic industries over their failure to share in the fruits of Ma’s policy of strengthening ties with China. “So it is a question whether the benefits of the cross-Strait relations have been shared by the whole society, and Ma failed to take enough notice of that,” Niu said. ATHENS — Greece’s negotiations with rescue lenders on the future of the country’s bailout program could last for another two months, the country’s deputy prime minister said Monday. Athens is in talks on how to finance itself once the rescue loans from fellow eurozone countries end this year. It has accepted to shift from regular loans to a so-called precautionary credit line. But it wants easier austerity terms, arguing its economy is doing better. Evangelos Venizelos told a conference in Athens that talks with lenders would be concluded before parliament elects a new Greek president in February — a vote that could topple the coalition government and that has revived anxiety in markets and eurozone governments. “Without a doubt, the political uncertainty is the factor that is affecting the negotiations the most,” Venizelos said.
“Our aim is to conclude this process as quickly as possible,” he said. The hope would be to get a deal by next week’s meeting of eurozone finance ministers. At the latest, he said, an agreement is needed before the next presidential elections. Greece failed to reach a deal last week at talks in Paris with representatives of the “troika” — the European Commission, European Central Bank and International Monetary Fund. They disagree over the Greek government’s near-zero budget deficit forecast for next year. The conservative-led coalition government needs support from opposition lawmakers to elect a new president. “Corruption in Indonesia is systematic, structured, and massive and therefore we have to adopt progressive methods to deal with it. Harsh, preventive, and repressive actions must be taken; otherwise, more corruption cases will happen and the administration will come to a halt,” he said at a national conference here on corruption eradication. The chief of the Corruption Eradication Commission (KPK) stated that repressive action alone will not reduce corruption cases significantly and therefore it should be integrated with repressive measures. He emphasized that the KPK’s actions were not only aimed at individuals but also at the system. “We must understand that corruption involves two factors, namely individuals and the system. Corruption among individuals depends on qualities such
as morality and integrity. A person might be good, but if the system allows corruption to happen and he/she falls for it, what will that say about the person. Therefore, we are combining preventive and repressive measures,” he explained. The KPK, which has won the people’s respect for its capability to bring to book corrupt officials, is now focusing on food security, fisheries, agriculture, health, education, energy, and state income sectors, Samad pointed out. “We will improve the state’s income from tax revenue by increasing transparency and public participation in our anti-corruption drives,” he stressed. Speaking at the conference, VicePresident Jusuf Kalla cited opportunity and authority as the two main reasons for corruption. The event was also attended by a number of cabinet ministers.

Canadian teacher on trial for child abuse

JAKARTA — A Canadian teacher and an Indonesia teaching assistant went on trial Tuesday accused of sexually abusing a kindergartner on the campus of a prestigious international school. Neil Bantleman and Ferdinant Tjiong, who have been in detention since July, maintain their innocence as do fellow teachers and the principal at the Jakarta International School. Around 60 teachers and parents of pupils at the school
protested outside the South Jakarta District Court in support of the pair. “Free the innocents. We are here for you Neil and Ferdi. We believe in you,” they shouted. The men are being tried separately in closed-door sessions. A judge read the charges out against them in Tuesday’s session. They were not required to enter a plea. Five janitors at the school are being tried over the same allegations. A sixth died in custody. Supports of Bantleman and
Tjiong say the victim, who was six at the time the alleged abuse occurred, was subject to suggestive questioning by inexperienced police. The abuse was alleged to have happened at a room in the school during teaching hours. The family of the victim is suing the school for $130 million. The school in southern Jakarta is attended by the children of foreign diplomats, businesspeople and Indonesia’s elite. It has 2,400 students aged 3 to 18 from about 60 countries.
Indonesia to boost oil reserves, refineries in bid to tackle graft

JAKARTA - Indonesia’s new administration plans a major expansion of oil storage and will construct more refineries as part of sweeping energy reforms that will also help in cracking down on corruption in the state oil trader. Sworn in just six weeks ago, President Joko Widodo launched the overhaul of the scandal-tainted oil and gas sector last Friday by sacking the entire board of state oil giant Pertamina and pledging a comprehensive audit of its trading arm, Petral. When completed, the plan to increase storage and refining capacity will allow Southeast Asia’s largest economy to shift from buying gasoline and diesel on the opaque spot market to stable long-term contracts with foreign producers. That would also reduce opportunities for graft at Petral. “With limited storage, all you can do is buy on the spot market and then you are at the mercy of the market,” Ari Soemarno, a presidential adviser and former head of Pertamina, told Reuters. Energy Minister Sudirman Said told reporters last week: “Every transaction that is hidden definitely has that potential (for corruption). Direct deals reduce that potential... and reduce the role of intermediaries.” Indonesia plans to add a minimum of 9.4 million barrels of new fuel storage capacity by 2019, an increase of around 40
percent, at a cost of $2.44 billion, Pertamina officials said. The country, which is expected to become the world’s largest gasoline importer by 2018, wants to increase its operational reserves to 30 days worth of fuel, up from the current 18-23 days. In the longer term, Pertamina is looking to upgrade its six refineries to increase capacity to 1.5 million barrels per day from the current 1 million bpd. It is also considering investing in new refineries, despite not having built one since 1994. The refinery and storage development plans are not new under President Widodo but have been held back for years by vested interests who profit from fuel imports, officials have said. Indonesia’s oil and gas sector is the largest contributor to state income, making up an estimated 12 percent of state revenue this year. The president’s plan will also likely sideline Hong Kong-based Pertamina Energy Trading Limited (Petral). The company, which conducts its trading business from Singapore, holds a near monopoly on the trading of billions of dollars worth of crude and oil products in and out of the former OPEC member. Petral reported revenue of $31.5 billion and net profit of $47 million in 2011, the latest data provided on the company’s website. Petral regularly buys gasoline, diesel and jet fuel from
Malaysia’s Petronas, Chinese oil trader Unipec, Royal Dutch Shell, and others. But the lack of transparency from its oil trades has raised concerns that transactions can be easily manipulated by what the president calls the oil mafia, which is believed to steal as much as $400 million a year, according to presidential adviser Soemarno. Petral officials were not immediately available for comment. Oil traders in Singapore said they had not seen any major changes in Petral’s operations. “It is not in the interest of the current Indonesian government to have either outflows or inflows disrupted, unless there is evidence that a particular shipment is directly tainted and for now, there is none,” said Thomson Reuters Oil Research & Forecasts (Asia) in a report. The statement was made responding to his ban from entering the Mangupura Room at Westin Hotel, where the national congress took place, Monday (Dec 1). Zainal came to the national congress based on the mandate of the Golkar founder, the Musyawarah Kekeluargaan Gotong Royong (MKGR) mass organization. In the letter signed by Chairman of the MKGR central executive board, AS Suryonegoro and Secretary General Bejo Rudiantoro, Zainal was mandated to be a co-delegate with Indra Muchlis Adnan and Bejo Suryonegoro. Besides, there were also other delegates including Kostia Permana, Mathilda Ingkiriwang and Nova Christalia mandated as observer. Despite carrying the mandate letter, Zainal could not enter the area of the national congress because there was another letter of the MKGR signed by Deputy Secretary General of Golkar Party, Roem Kono. “I come to the national congress because I do not want to see if the Golkar falls apart. After the presence of the rescue forum (Presidium of Golkar Party Rescue—Ed), I realized that Golkar has really fallen apart because the rescue forum will organize a national congress in January (Jan 2015—Ed),” said Deputy Chairman of the Advisory Council to MKGR central executive board. Zainal also wanted the Golkar elite to come together and made the National Congress IX in Bali to last elegantly and peacefully as well as became a means of reconciliation. Zainal himself wanted to put up as candidate of the Golkar Party chairman for the subsequent period. Moreover, there was an indication if the chairman election would be directed to choose back the incumbent chairman Aburizal Bakrie. “As the rescue party cannot come, do not want to come and is not allowed to come in, it means the number of chairman candidate will diminish. If the candidate of chairman decreases, I think Aburizal Bakrie must not be allowed to put up alone and there must be a balance. Now, I come here to declare myself as one of the chairman candidates,” he said. Zainal hoped his presence in the chairman candidate election could provide an alternative choice for the national congress delegates, so that it would not just focus on a single candidate. Meanwhile, Zainal assessed that such a method would damage democracy. “In fact, the implementation of this national congress is the worst since the committee closed its eyes on the existing truth, while it accommodates a legitimacy that is actually not correct as in the case of the MKGR. I worry that a number of county executive boards (DPD 2) are also likely to express their frustration. Hopefully, it will not happen so that it can run smoothly,” he continued. Zainal asserted that the attitudes of the national congress committee that prevented and made pressure as experienced by the MKGR mass organization in the field was contradictory to the speech of Aburizal Bakrie at the opening of the national congress, Sunday night. “His speech was very nice as inviting us to unite and combine all the disagreements. Then, he invited us to develop the Golkar Party in the future. It was really a nice speech, but did Aburizal Bakri (ARB) know if the committee hampered and gave pressure, such as the ban experienced by the MKGR?” questioned this senior Golkar Party politician. Meanwhile, the Session Coordinator, Hisjam Ridwan, said that Zainal Bintang could not get into the room because there was a dualistic mandate in the internal MKGR organization. KUALA LUMPUR — Malaysian police said Tuesday that they have detained another three men, including two civil servants, suspected of being linked to the militant Islamic State group. The detentions bring the number of people held for suspected militant links to 43 this year. National police chief Khalid Abu Bakar said the three were detained Nov. 27-28 in operations in Kuala Lumpur and in northern Kedah state. Khalid said in a
statement that a 36-year-old suspect had joined militant groups in Syria since Dec. 28 last year and returned to Malaysia on April 8. Another two, both civil servants in their 20s, were believed to have been channeling funds to several Malaysians who want to go to Syria to join the Islamic State terror group, he said. The spread of the Islamic state ideology has worried Prime Minister Najib Razak, who recently warned that it can cause chaos and conflict in the country. He said the government would introduce a
new anti-terrorism law next year to combat the security threat. No details have been given on the new law, but officials said it may include preventive measures such as detention without trial. Critics have urged the government not to revive the Internal Security Act, which allowed indefinite detention without trial. It was abolished in 2012 as part of political reforms. The government said they have identified 39 Malaysians fighting in Syria and Iraq, including five who had died.

MIT engineers have high hopes for cheetah robot Associated Press
CAMBRIDGE, Massachusetts — It’s a robot unlike any other, inspired by the world’s fastest land animal and controlled by video game technology. The robot, called the cheetah, can run on batteries at speeds of more than 10 mph (16 kph), jump about 16 inches (40 centimeters) high, land safely and continue running for at least 15 minutes — all while using less power than a microwave oven. It’s the creation of researchers at the Massachusetts of Technology, who had to design key elements from zero because of a lack of, or shortcomings in, existing technology. That includes powerful, lightweight motors, electronics that control power for its 12 motors and an algorithm that determines the amount of force a leg should exert during the split second that it spends on the ground while running. That’s the key to helping the robot maintain balance and forward momentum. An onboard computer organizes data from various sensors and sends commands to each motor. “This is kind of a Ferrari in the robotics world, like, we have to put all the expensive components and make it really that instinctive,” said MIT Professor Sangbae Kim, who heads the school’s Biomimetic Robotics Lab that designed the robot. “That’s the only way to get that speed.”
Insight gleaned from the prototype could have real-world applications, including the design of revolutionary prosthetics, wearable technologies, all-terrain wheelchairs and vehicles that can travel efficiently in rough terrain much like animals do, Kim said. There are hopes the robot will be able to be used in search and rescue operations in hazardous or hostile environments where it’s too risky to send a human rescuer. “When the robot is running, at every step, we calculate the appropriate amount of the force to the legs so that the robot can balance itself,” said MIT research scientist Hae-Won Park, who wrote the complex algorithm used to control the cheetah, which weighs around 70 pounds (31 kilograms)— about the same as one of its female feline counterparts. The project is funded by the U.S. Department of Defense’s Defense Advanced Research Projects Agency. The military research arm is also funding a similar robot being developed by Boston Dynamics. The company says its version is powered by an off-board hydraulic pump and uses a boom-like device to keep it running in the center of a treadmill. Crafting the cheetah robot took five years of work and plenty of confidence to ignore those who said electric motors aren’t strong enough to propel a running mechanical cheetah powered by batteries.

As the latest data reported by the official website of BPS Klungkung, the percentage of poverty rate of Klungkung in 2013 reached 7.01 percent or the poor amounted to 12,210 families. The number of poor population is almost the same as that of Bangli reaching 12,000. However, the percentage of poor people in Bangli is much lower namely 5.45 percent. Even, Klungkung is still inferior to Karangasem having the percentage of poor population of 6.88 percent and Buleleng of 6.31 percent. The number of poor people in Klungkung increased from the previous year where the percentage of poor people reached 5.37 percent or 9,400 people. Likewise, the data in 2011 indicated 6.10 percent, where the number of poor people as reported by BPS Klungkung reached 10,700 families. Seeing

DENPASAR - The subsidized fuel price hike has triggered to price surge in basic necessities in Denpasar. Based on the results of price monitoring in November 2014, the inflation occurred at 1.62 percent with Consumer Price Index (CPI) of 114.17. “Inflation happened due the fuel price hike as indicated by the increase in the index of the six groups of expenditure,” said the Head of the Central Statistics Agency (BPS) of Bali, Panusunan Siregar, in Denpasar. The six groups of expenditure triggering inflation, as described by Siregar, included the group of transportation, communication and financial services by 3.88 percent; foodstuff group (3.16 percent); housing, water, electricity, gas and fuel group (0.97 percent); health group (0.43 percent); education, recreation and sport group (0.16 percent); and processed food, beverage, cigarette and tobacco group (0.08 percent). “Galungan, Christmas and New Year will also have an impact on inflation this month (December— Ed). We do hope the domino effect due to the fuel price hike can be muted, so that the inflation in December can be controlled,” he said. He explained that a group of expenditure showed a deflation namely clothing group by 0.23 percent. Meanwhile, the commodities showing a price hike included the gasoline, electricity, water of the Municipal Waterworks (PDAM), cayenne pepper,
red chili, rice, beans and green mustard. Meanwhile, some commodities undergoing price decline comprised the airline ticket, gold jewelry, snapper, boiled tuna, mackerel, wet shrimp and watermelon. “The groups of commodity giving contribution to inflation in November comprised the transportation, communications and financial service group (0.7364 percent); foodstuff group (0.5853 percent); housing, water, electricity, gas and fuel group (0.2563 percent); health group (0.0254 percent); education, recreation and sport group (0.0140 percent) and processed food, beverage, cigarette and tobacco group (0.0119 percent),” he explained. According to him, local government should take strategic steps to minimize the impact of the surge in inflation due to the fuel price hike. The surge in inflation would have an impact on the rising interest rates and decline in purchasing power. “Inflation will have an impact on interest rate and 23 percent of Balinese people have the potential to become poor. To that end, the inflation must be held so that the low-income people will not fall into poverty,” he said. He added that among the 82 cities recorded, all the cities experienced inflation. The highest inflation occurred in Padang (3.44 percent), while the lowest occurred in Manokwari (0.07 percent). Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

NEW YORK - Bruce Springsteen and Coldplay’s Chris Martin tried to replace Bono’s legendary vocal cords Monday in a surprise U2 concert in New York to rally support for fighting AIDS. U2, which has played only select shows since a 2009-2011 tour, announced the free show in Times Square with several hours of notice to raise awareness and funding on World AIDS Day. But with frontman Bono injured in a bicycle incident last month, the Irish superstars offered the microphone to two of the rare vocalists who rival U2 in celebrity. “Dreams come true for all old and young people alike,” a humbled Coldplay frontman Martin said on the stage set up underneath Times Square’s famous flashing screens on a rainy night. Martin, who has long cited U2 as an influence on his work, joined The Edge and the rest of the band to perform “With or Without You” and
“A Beautiful Day” -- staying faithful to Bono’s lyrics and style while struggling to match his range. Closing the hour-long concert, Springsteen summoned the depths of his emotional force to sing “Where the Streets Have No Name” before a more understated rendition of “I Still Haven’t Found What I’m Looking For.” Leaving behind his usual guitar, Springsteen cast a surprisingly similar physical appearance to Bono as he grabbed the microphone, with The Edge audibly driving the music. Also performing were country singer Carrie Underwood and hip hop star Kanye West, who energetically blended hits such as “Stronger” and “Touch the Sky” -- while noting that he had to condense his set for the sake of television viewers. The concert was organized by the Bono-backed Red campaign to mark a decade since the United States dramatically ramped up support for fighting AIDS. Bono appeared briefly in a video at the concert in which celebrities listed items -- such as French fries and
lipstick -- that cost the 40 US cents required to provide daily treatment. “Two pills a day is what it takes to stay alive if you’re HIV positive,” Bono said. Former US president Bill Clinton, who explained that Bono asked him to address the concert, said that 2014 marked the first time that more people around the world received life-saving drugs than were newly diagnosed with HIV. “Twenty-six years ago, we could never have had an event like this on World AIDS Day because to be diagnosed with AIDS was a death sentence,” said Clinton, referring to the start of the annual commemoration. “We are going to win this fight,” Clinton said. Clinton pointed to US anti-AIDS efforts as an example of cooperation across political lines. His successor George W. Bush spearheaded the socalled PEPFAR program, which now supports anti-retroviral medication for 7.7 million people, in large part in sub-Saharan Africa.
“Especially for the MSMEs, the literacy rate reaches 16 percent of the 56 million units of businesses where 55 million units belong to micro businesses. It is very low,” said the Board of Commissioner Member for the OJK Education and Consumer Protection, Kusumaningtuti S. Setiono, not long ago. She said the financial access received by the MSMEs was still not comparable to their role in support-
ing the domestic economy. To that end, the financial literacy was also very important for the MSMEs. “Contribution of the MSMEs to the economy accounted for 59 percent of the Gross Domestic Product. This figure is quite large, so that it is very important for the increase in financial literacy of the MSMEs,” she said. According to her, the contribution of the MSMEs to employment
absorption in Indonesia must be taken into account. Of the 56 million units of existing businesses, they had been able to provide employment for 107 million people or 78 percent of the total population of Indonesia. On the other hand, the lineup of banking institutions considered the MSMEs an open market for loan distribution. However, most of the MSME players were
afraid of accessing the institutions because they did not have collateral. “Many MSMEs do not dare to go to bank because they do not have collateral. Actually, there are loans without requiring collateral as long as the business runs well,” said Taufik Hakim, Director of Bank Pundi. He said that his party placed the account officer in each region to attract MSMEs in need of working capital loans. “An account officer has a task to make approach to the MSMEs being feasible to be helped without having to own collateral,” he said.
Non-collateral loans, according to him, were designed for the small and micro entrepreneurs in order they could obtain capital. Nevertheless, the management of the noncollateral loans was recognized to require attention and special team so that the quality could be well maintained. “More than 120,000 borrowers from Aceh to Papua have become our customers. Our products are diverse, ranging from the loans with collateral to the one without collateral. We provide credit ranging from IDR 5 million to IDR 50 million,” he explained. (kmb27)
