TOKYO — When she came to life in 1974, she was a kitty without a name, sitting sideways in blue overalls and a big red bow, on a coin purse for Japanese girls. On Saturday, fans around the world celebrate the 40th anniversary of this global icon of “cute-cool.” That is, Hello Kitty.

Hello Kitty has the looks, and more. “Characters must have certain qualities, like an oversized round face, short limbs and plump body,” said economist Takuro Morinaga, an expert on popular culture. “Kitty follows the basics, yet she has a strong personality.” Innovative design and clever marketing also helped expand her fan base around the world, said Christine Yano, anthropologist and author of “Pink Globalization: Hello Kitty’s Trek Across the Pacific.” Hello Kitty’s company, Sanrio Co., which specializes in designing and making a wide range of products in the booming “cute” business, created her as a character 40 years
ago. According to Sanrio, her real name is Kitty White, born Nov. 1 — no year is given — in the London suburbs. The birthday date was chosen because it is the birthday of her original designer, Yuko Shimizu. Sanrio strives to keep Hello Kitty ahead of the curve, factoring in social and fashion trends and collaborating with other popular characters and fashion brands. Her basic appearance hasn’t changed much, but just about everything else constantly is. Yano said the philosophy of not resting is part of the character’s success. “That makes things very fresh, very new,” she said in a telephone interview from Boston. “She is always the same but always different.”

According to him the Bali province has prepared 25,000 packages of vaccines which are estimated to last until the end of 2014. However Ketut emphasized that people’s active participation were needed to make the program of eradicating rabies in Bali succeed. He called on the local people to give vaccine to their pet dogs and never let loose dogs which were diagnosed of having rabies. Earlier on Friday (Oct 31) a patient, suspectedly being infected with rabies, had died at Denpasar’s Sanglah hospital. The identity of the deceased was not revealed but according to report he or she showed the symptoms similar to rabies sufferer. Rabies turns rampant on these last two month. Recently vaccination team of the Tabanan Livestock Agency conducted a search in the area of Delod Peken Tabanan after receiving a report of rabies positive dog biting three residents for two consecutive days in the area. As a result of the search, the team could vaccinate 52 dogs that had not been vaccinated previously. It was revealed by the Division Head of Animal Health, the Tabanan Livestock Agency, Ayu Ratningsih, representing the Head of Tabanan Livestock Agency. She added that the vaccine for the vaccination was taken from emergency vaccine stock. A 3.5-month-old puppy being positive to rabies, according to Ayu, was taken by the owner from Kerambitan last August. Allegedly, the puppy was infected by rabies in the area of Delod Peken. In other words, schools are required to provide activities outside of the official school hours. “This time can be filled with additional lessons or extracurricular activities. This effort is expected to reduce the opportunity for student to commit negative acts,” he said, Saturday (Nov 01). The Chairman said that culture of creativity would run optimally with the encouragement of parents and the active role of teachers on duty. “Do not let the students, leave their parents for afternoon lessons, only to find they are simply hanging out. Here, the role of teachers on duty must be reactivated. If necessary, please cross-check the absence of students with their parents,” he
explained. His party also feels disappointed when students have to quit school due to extramarital pregnancy, which usually happen by accident. “It is unfortunate and unexpected. We must attend to these youths and give them an understanding and approach to life, because they are at an unstable age. We must also supervise them to prevent them from watching inappropriate shows,” he said. On the topic of extramarital pregnancy amongst students, the Head of the Tabanan Education Agency, Putu Santika, at a separate location said that based on Government Regulation No.17/2010 concerning the management of educational systems, schools were given the authority to set a code of conduct including prohibitions. One of which was dismissing students found to have violated the
rules due to extramarital pregnancy. However, if the students wished to continue their education, they could still have the opportunity to join the Kejar Paket or equality program. The rules set forth by schools also contained the sanctions for those in violation, including the dismissal of students. Moreover, the rules and sanctions, he said, had been disseminated to students and parents. “Meanwhile, college still has tolerance for pregnant students,” he explained. Any accident such as extramarital pregnancy, according to him, should get the attention from other students so that they could keep away from negative influences. “In every coordination meeting, we always warn that the character building education must also be continuously stimulated,” he said. Rampant unofficial parking spaces in the area of Besakih, Karangasem, was highlighted by Regent I Wayan Geredeg in the plenary session. This echoing the viewpoint of other factions and expressed in the discussions of the Karangasem regional budget draft of 2015. Such rampant illegal parking spaces cause the revenue of official ones to be minimal. The cause of the problem was blamed on communities who re-plot the official parking areas. Regent Geredeg stated that the revenue from parking charges, especially in the Besakih area was very minimal. The largest temple in Bali is in fact visited by many people, who go there to say prayers or to sightsee. According to the regent, the lack of parking fees collected is due to some local communities who illegally charge people to park. The levy of parking fees is much smaller in Besakih than what it is in other counties. According to Geredeg, the levy could support the revenue of Karangasem from the tourism sector. “Please compare these levies to other regions. Tabanan County, for example, receives incredible amount of parking revenue,” he said.

The twotenure regent said that the road matter in the area of Besakih was generally a provincial road whose handling should go through the province. According to Geredeg, the government of Karangasem had coordinated with the provincial government for a follow-up. In general, Karangasem is pretty good at building roads. Compared to Singaraja, Karangasem had 820 kilometers of county roads, far above that of Buleleng that only has 600 kilometers. Actually in terms of land area, Buleleng is more extensive than Karangasem. “Most of our local roads were laid using hot mix asphalt. Meanwhile, the macadam penetration had been out of date because it only lasts for two to three years. Besides, the land contour in Karangasem also allows for the application of hot mix,” he concluded. (dwa)

Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

PARIS - A place of fear, legend, inspiration and exploration, Paris’s skull and bone-lined Catacombs still draw thousands of visitors each year, many of whom queue for hours to explore the ghoulish burial site. “Stop! This is the empire of the dead”, reads a sign greeting visitors at the entrance to the two-kilometre (1.2-mile) long tunnels filled with the bones of approximately six million Parisians -- although that figure is still debated. The transfer of human remains from Parisian cemeteries to the tunnels began towards the end of the 18th century when authorities realised that the decomposition of bodies in the city’s cemeteries was not particularly good for public health. “It was said that the wine was turning bad and the milk was curdling,” said Sylvie Robin, the site’s curator. So the city decided to move the skeletal remains to abandoned underground quarries. And never short of a money-spinning idea to attract tourists, the city of light opened up its darkest corners to visitors shortly afterwards. At the entrance of the site at Denfert-Rochereau in the south of Paris is a panel warning in three languages that the visit “is likely to upset especially sensitive people and children”, not surprising considering that 800 metres of the journey is a walk between walls lined entirely with bones. Among the stacked bones are also galleries with pictures and quotes that would give anyone pause to reflect on their own mortality -- “Think in the morning that you might not survive until the evening, and in the evening that you might survive until the morning.” “All of these tibias piled in such a decorative manner pose the question
(of mortality) ... there’s a visual proof that everyone is equal in death that is quite philosophical,” said Valerie Guillaume, museum director. Tourist Antonina Bodak said it was a place like no other. “It’s mysterious, exciting, strange. It has no equal,” said Bodak, who was visiting from Belarus. “I’ve always wanted to see this place.” Only a small portion of the tunnels is open to visitors. The entire length is more than 200 kilometres, and extends beneath a large part of the city. “The term ‘Catacombs’, borrowed from the Roman Catacombs, can be confusing,” said Robin, because it refers to all 800 hectares (nearly 2,000 acres) of quarries and not, contrary to popular belief, one massive cemetery. Robin said the tunnels were originally used by people who wanted to avoid tolls when entering the city, and by smugglers and criminals who wanted to evade authorities. Today, modern-day daredevils, known as “cataphiles”, take exploration into their own hands, and nose around in the off-limits sections of the network of tunnels. Some have gone as far as to hold secret parties deep below the pulsating city or even organise clandestine movie screenings. Exploring the unofficial Catacombs
has been against the law since 1955, and a special police squadron was set up in the 1990s to track down the “cataphiles,” resulting in a macabre game of cat-and-mouse among the bones. Those nabbed roaming the Catacombs without permission are fined a relatively light 40 euros ($50). But the dark, dank passageways came into their own during a heatwave in 2003, with tourists and locals alike scrambling down there to enjoy the relative cool. Authorities were forced to turn desperate people away seeking to escape record high temperatures for the relief of the Catacombs with their mean daily temperature of 15 degrees C (59 degrees F). The Catacombs still exert a powerful influence on popular culture and have given rise to many urban legends, including tales of Masonic meetings, black masses, Nazi gatherings, gang fights, and serial killers. It’s no coincidence that writers like Victor Hugo, Gaston Leroux and Anne Rice all drew inspiration from the famous underground tunnels. And for the visitor, if walking through miles of bone filled halls wasn’t frightening enough already, the museum recently extended its hours from 5:00 pm to 8:00 pm, allowing people to visit the tunnels after sunset.
PERSEPOLIS - At the foot of Persepolis, busloads of foreign tourists gaze in awe at the ancient mud-brick ceremonial capital that Iran hopes will be part of a rebirth of its tourism industry. Although decades of sanctions mean the hotels and infrastructure are not five star, a tentative political thaw with the West is drawing visitors to Iranian attractions steeped in myth and rumour. Persepolis, a jewel of the first Persian empire whose palace and terraces took more than 100 years to build, starting under Darius the Great in 518 BC, is one of the highlights. “Before coming to Iran I knew the vision of this country from the outside was very dark,” says Piotr Chwalba, from Poland, finally looking at Persepolis after thinking for years of visiting. “A place like Iran has two sides -- the one created by the media and the other version, the truth, where everyone helps you when you travel and everyone smiles at you. It’s great.” Sincere as such testimony is, a rise in visitors has more to do with politics than praise. The prospects for tour operators were bleak until recently. The election last year of President Hassan Rouhani and his decision to restart negotiations with the United States and other leading nations about Iran’s nuclear programme has been a catalyst. While seeking to play host to international visitors it also helps that his speeches do not tend to excoriate the West in the same manner that his predecessor Mahmoud Ahmadinejad’s did. “Mr Rouhani’s demeanour, his smile, his positive interaction with the world has created a new sense of ease,” says Ibrahim Pourfaraj, president of Iran’s tour operators association. Thomas, an engineer from Stuttgart, says the nuclear issue is the only thing he hears about Iran in the news back home. “What we see is totally different than what we hear from the outside,” the 29-year-old German says. “The Iranians are very hospitable and very curious.” Shiite pilgrims from Iraq, Kuwait, Lebanon and Pakistan currently make up 60 percent of Iran’s visitors. But the government’s main push is to recapture the spending power of Europe, Asia and America. For Iran -- whose currency, the rial, has been severely depressed by rampant inflation -- tourism offers a foreign exchange windfall. The cities of Isfahan, Shiraz and Yazd, all steeped in culture, are considered Iran’s top attractions, but sites such as Kish Island with its beaches on the Gulf have sought to create a more relaxed holiday. People are coming back. Official figures show that at the end of March, tourist numbers were up 35 percent year-on-year to 4.5 million, bringing in $6 billion. Iran, with 17 UNESCO-listed World Heritage sites, wants 20 million visitors within a decade.

DENPASAR - The Search and Rescue Team of Denpasar, Bali, has been looking for 71year-old German tourist, Bernhard Manfred Erich Lubke, who went missing while snorkeling at Nusa Dua Beach. “The victim’s wife reported that he went missing while snorkeling at the Nusa Dua Beach,” spokesperson of the SAR Office at Denpasar, Rama, said on Friday. In their efforts to find the missing tourist, the SAR team was assisted by personnel from the Water Police and the Balawisata of Nusa Dua. Lubke reportedly went missing at 6 p. m. local time. The victim’s wife notified the security officer of the Nusa Dua Beach Hotel immediately, after which security personnel combed areas a few hundred meters from the shoreline in front of the five-star hotel. However, as the whereabouts of the tourist, whose passport number is C795WVPJC, remained unknown, the hotel security reported the incident to the local police. The missing German national went snorkeling at 4.30 p. m. local time. It is being assumed that he was dragged away by a strong current despite the waters being calm.

Allegedly she escaped from her workplace because she was working illegally. Allegedly she was recruited by mafia. As US Election Day nears, Obama takes center stage
The prolonged dry season is still adversely affecting several villages in Buleleng including residents at Suci hamlet in Tejakula subdistrict who have been facing a water crisis for a few months now. Such conditions mean that the residents can only use water from their cistern. To meet their daily needs, residents use the water in the cistern and bring it home by using buckets or jerry cans. Afterward, they use the water for cooking, bathing and washing clothes. One of the local residents, Ni Wayan Sumerta, admitted that he fetches water from the cistern almost every day. To get water, he has to wait for almost an hour to fill in her five buckets. “Water discharge here is very low. I have to wait for about an hour to fill up a few buckets. Residents often fetch their water here. When there are many people queued up, I only take two buckets of water. Since all we have is this cistern, we frequently share with neighbors,” she said, Saturday (Nov 1). Sumerta said that the cistern was established by the government, nearly 10 years ago, and residents have greatly benefited from it. We have been asking for the authority to be conduct repairs to be handed over Bangli but it hasn’t happened yet.” said the Head of Bangli Culture and Tourism Agency, Wayan Adnyana, when contacted on Friday (Oct 31). Adnyana acknowledges that the conditions of the paving block and other public facilities such as guardrails and the garden at Penelokan were damaged. To be able to repair them, his party has repeatedly tried to request cooperation of the government of Bali. However, this hasn’t happened. “Yesterday, I got in touch with the general affairs related to the submission to see whether there has been an agreement or not. But, I was told that there were still some things needing to be arranged,” he explained. According to this former Head of the Bangli Licensing Office, if authorization had been given to the Bangli County, his
party would repair the damaged public facilities as soon as possible. However, these much-needed repairs would still be tailored according to the existing budget. Meanwhile, the Division Head of General Affairs of the Bangli Regional Secretariat, AA Trisna Wijaya, when asked for his confirmation said that the handover, required for the repair to the public facilities at Penelokan, was still under process. He acknowledged that the provincial government already handed it over to Bangli government. However, since the official report was not in accordance with the damage condition in the field, the county government therefore asked the provincial government to revise the minutes, and include photographs which reflected the real conditions in the field. “The Bali Government Tourism Office has agreed to the revision,” he explained. As reported over the years, the condition of the Penelokan tourist area is increasingly alarming. Other than the slumy conditions caused by the roadside market, the tourist attraction which saw its glory in the 1990s has been degrading due to the conditions of the damaged public facilities. The country’s energy grid was fully restored, and any further problems that may arise would be for “local reasons,” Junior Power Minister Nasrul Hamid told reporters. The blackout was Bangladesh’s most severe since a 2007 cyclone knocked out the national grid for several hours, and once again exposed inefficient and dated infrastructure that has held back development in the South Asian nation. Hamid would not say what exactly had caused the blackout, which hit the country around noon Saturday after what some power officials described as a “technical glitch” in the transmission line that caused a cascade of failures throughout the national power grid, with power plants and substations shutting down automatically. TOKYO - The Bank of Japan shocked global financial markets on Friday by expanding its massive stimulus spending in a stark admission that economic growth and inflation have not picked up as much as expected after a sales tax hike in April. BOJ Governor Haruhiko Kuroda portrayed the board’s tightly-split decision to buy more assets as a preemptive strike to keep policy on track, rather than an admission that his plan to reflate the long moribund-economy had derailed. But some economists wondered if pushing even more money into the financial system would be effective as long as consumer confidence continues to worsen and demand remains weak. “It’s clearly a big surprise given Kuroda’s repeated insistence that policy was on track and assorted politicians have been warning about the negative side of a weak yen currency,” said Sean Callow, a currency strategist at Westpac. “We salute the BoJ for admitting that they weren’t going to reach their goals on inflation or GDP, though we do note that the new policy equates to about $60 billion
of quantitative easing per month. This perspective does raise the question of just how much impact monetary policy is having.” The jolt from the BOJ, which had been expected to maintain its level of asset purchases, came as the government signalled its readiness to ramp up spending to boost the economy and as the government pension fund, the world’s largest, was set to increase purchases of domestic and foreign stocks. “We decided to expand the quantitative and qualitative easing to ensure the early achievement of our price target,” Kuroda told a news conference, reaffirming the BOJ’s goal of pushing consumer price inflation to 2 percent next year. “Now is a critical moment for Japan to emerge from deflation. BANGLI - Local government finally began to repair the SDN 3 Songan elementary school, Kintamani that collapsed due to heavy rain in September last year. The repair process starting last October 16 was targeted to complete at the end of this December. From the next second semester, hundreds of students of the local elementary school that temporarily borrowed the building of the SMPN 4 Kintamani junior high school will be certainly able to come back to learn at their own school. Secretary of the Bangli Education Agency, Made Sudiarsa, accompanied by the Elementary Education Division Head, Danta Haryana, said on Friday (Oct 31) that the repair to the building of the SDN 3 Songan had been started to be worked on. With the special allocation fund (DAK) 2014 worth IDR 329,106,042, the renovation was made to some parts of the damaged building. “The renovation is made to the roof as well as the
damaged walls,” he explained. A total of eight rooms were renovated at the school, where they consisted of six classrooms and two rooms for teachers and principal. Since the installation of roof and wall renovation at the school would not take a long time, or as the agreement of workmanship lasted for 90 days, then in the upcoming second semester the students were ascertained to be able to learn back

Telkomsel saw its digital business grow significantly by 32.5 percent year-on-year while mobile broadband business grew 32.9 percent and digital services jumped 28.4 percent year-onyear. “The growth was across all business lines, both digital business (mobile broadband and digital services) and sound and electronic short message services (SMS),” Telkomsel President Director Alex J Sinaga said in a press statement released. The growth has confirmed the company’s solid financial performance for the third year in a row and enabled it to maintain an income growth of 10 percent, he added. Telkomsel has also managed to maintain its good profitability

However, in 2014 the Gianyar government can only renovate 110 houses spreading across seven subdistricts. Ironically, no physical process could be accomplished until the end of October 2014. Pursuant to the existing data in 2013, in Gianyar there were totally 2,634 poor families having uninhabitable house. The highest number of poor families having no appropriate house occurred in Gianyar subdistrict, namely 527 houses, then it was followed by Payangan (533 houses), Tampaksiring (459 houses), Sukawati (450 houses), Tegallalang (337 houses), Blahbatuh (261 houses) and the least was in Ubud (77 houses). Meanwhile, based on the regional budget 2014, Gianyar government could only renovate 110 uninhabitable houses in seven subdistricts. “Gianyar government made renovation based on proposal from each village. We’ve made selection to the field. Further, the renovation is tailored to the existing fund in the regional budget 2014,” said the Head of Gianyar Social Agency, Wayan Suardana. He said that so far the 110 uninhabitable houses of poor families planned for renovation were underway. Although it only left two months before the end of the year 2014, Wayan Suardana was op-
timistic that the work could be completed on time. “We have done our best for the people of Gianyar, but it indeed took a long process. MOJAVE, California — Investigators looking into what caused the crash of a Virgin Galactic prototype spacecraft that killed one of two test pilots said a 5-mile (8-kilometer) path of debris across the California desert indicates the aircraft broke up in flight. “When the wreckage is dispersed like that, it indicates the likelihood of inflight breakup,” National Transportation Safety Board Acting Chairman Christopher A. Hart said late Saturday. Learning where aircraft parts fell will help investigators determine when and how the breakup occurred, he said. The crash almost certainly dashed founder Richard Branson’s goal of starting commercial suborbital flight next spring, but the mogul said that while he remained committed to civilian space travel “we are not going to push on blindly.” In grim remarks at the Mojave Air and Space Port, where the craft known as SpaceShipTwo was under development, Branson gave no details of Friday’s accident and deferred to the NTSB, whose team began its first day of investigation Saturday. “We are determined to find out what went wrong,” he said, asserting that safety has always been the top priority of the program that envisions taking wealthy tourists six at a time to the edge of space for a brief experience of weightlessness and a view of Earth below. “Yesterday, we fell short,” he said. “We’ll now comprehensively assess
the results of the crash and are determined to learn from this and move forward.” He also criticized early speculation about crash causes. “To be honest, I find it slightly irresponsible that people who know nothing about what they’re saying can be saying things before the NTSB makes their comments.” The pilot killed in the test flight was identified Saturday as Michael Tyner Alsbury, 39, of nearby Tehachapi. The surviving pilot is Peter Siebold, 43, who parachuted to safety and was hospitalized. Both worked for Scaled Composites, the company developing the spaceship for Virgin Galactic. Scaled Composite said Alsbury was the co-pilot for the test flight. Siebold, who was piloting SpaceShipTwo, “is alert and talking with his family and doctors,” the company said in a statement More than a dozen investigators in a range of specialties were forming teams to examine the crash site, collect data and interview witnesses, Hart said. “This will be the first time we have
been in the lead of a space launch (accident) that involved persons onboard,” said Hart, noting that the NTSB did participate in investigations of the Challenger and Columbia space shuttle disasters. Hart said he did not immediately know the answers to such questions as whether the spaceship had flight recorders or the altitude of the accident, but noted that test flights are usually well-documented. Investigators will review video from multiple cameras that were on the spaceship, the mother ship, at nearby Edwards Air Force Base and a chase aircraft, he said. They also have six “nonvolatile” sources of information from the aircraft, and radar data to sift through. Virgin Galactic — owned by Branson’s Virgin Group and Aabar Investments PJS of Abu Dhabi — plans to fly passengers to altitudes more than 62 miles (100 kilometers) above Earth. Rabies is still threatening some regions in Bali, including Jembrana. The Jembrana Agriculture, Livestock and Plantation Agency intensely performed mass vaccination of dogs at each village in Jembrana. A number of rabies dog bite incidents remained to happen and got serious attention from the agency. The Head of Jembrana Agriculture, Livestock and Plantation Agency, Ketut Wiratma there were eight locations of dog bite occurred in March and April. They mostly happened in Mendoyo subdistrict. All the biting dogs were declared positive to rabies based on the results of laboratory test. Currently, the agency was undertaking a mass vaccination program targeting 33,000 dogs. According to him, Jembrana was still vigilant to rabies. He also hoped the low people’s awareness of vaccinating their dog could be increased. Meanwhile, the Head of Jembrana Health Agency, Putu Suasta, said the threat of rabies in Jembrana could happen any time. The increasing incident of dog bite cases should be alerted even though the bite cases by dogs declared positive to rabies had decreased. “Starting this month, land services on Saturday and Sunday are open. The National Land Agency (BPN) across the country will receive services,” Ferry Mursyidan Baldan said on Sunday. However, Ferry warned that people must arrange correspondence by themselves. “The BPN does not serve if the arrangement is still represented,” he emphasized. He pointed out that the BPN officers who works on weekends can replace their off on weekdays. “This is one of the efforts to improve land services. These services will be improved continuosly,” he remarked. Ferry expected that the service can facilitate urban communities in the care of land correspondence. Urban communities usually do not have time to arrange land correspondence on weekdays. “Each office land in Greater Jakarta (Jabodetabek) and province can serve the community on the weekends,” he added.
NU backs subsidized fuel price hike Antara
JAKARTA - The central executive board of the Islamic organization Nahdlatul Ulama (NU) has expressed support to the government’s plan to raise the prices of subsidized fuel oils. “Fuel oil subsidy has been burdensome to the State Budget. We had better divert the subsidy to productive activities,” NU General Chairman KH Said Aqil Siroj said after the conclusion of NU national congress and conference on Sunday. The fuel subsidy which reaches an estimated Rp400 trillion per year should be used to finance activities which directly benefit the low-income people such as farmers and fishermen, he said. Said Aqil stated that NU which is the country’s largest Islamic organization is highly aware that supporting subsidized fuel price hike is not as popular as the government’s decision to slash fuel subsidy. But the organization must take the stand for the benefit of the people at large, he said. “We must think maturely. We know how heavy the burden of the state budget is. The budget fund of Rp400 trillion is more useful to develop and empower the poor,” he said. Coordinating Minister for Economic Affairs Sofyan Djalil has hinted that the new government will increase subsidized fuel prices before January 2015.

WAINGAPU - Umar Marampa is only 14, but he is already a veteran of horse races on an Indonesian island famed for its schoolboy jockeys who compete on sandy circuits with tiny steeds. At a recent training session with a group of other riders in Sumba’s main city of Waingapu, he put his stocky little horse through its paces, galloping around a track at breakneck speed. Marampa began racing aged nine and is now relatively old for a Sumba jockey -- some start as young as five. Some of the youngsters were clearly struggling as they sought to control the feisty animals, which stomped around angrily before racing. “We start by climbing on horses in the hills. We learn by ourselves,” Marampa told AFP, highlighting that horse-riding is deeply ingrained in the local culture of the poor, central Indonesian island, and a source of pride for the young jockeys. Sumba is famous throughout Indonesia for its child jockeys and ‘Sandel’ horses named after the sandalwood that was once exported from the island. The small, fast animals are found
across the island, and are widely believed to be descended from steeds once ridden by the fierce Mongol warriors in war. The influence of horses is everywhere -- one of the focal points of Waingapu is a statue showing boys riding horses, and ceremonial battles on horseback are played out every year, evoking ancient clashes between rival clans on the island. Races are held frequently and are typically riotous affairs, with lots of illegal gambling and frequent fights when one punter’s horse loses. Children occasionally fall from their horses and break limbs, although deaths are rare. Police sometimes have to step in and cancel events but it would be difficult to axe them all. Not only are horses and horse-racing woven into the fabric of the arid island’s local culture, large amounts of money are at stake. Many local people have chosen to invest in racehorses, as cash prizes for important events are as much as 10 million rupiah (about $830) -- a huge amount in a country where many live on less than $2 a day. As competition intensifies, larger horses, cross-breeds with Australian steeds, have started to appear. They tend
to be taller and stronger, and do better. Child rights activists have long been calling for the practice of youngsters racing to be banned but realise they face an uphill battle against local traditions. “The worst part of all of this is that it puts children in danger,” said Arist Merdeka Sirait, chairman of the national commission for child protection. However local residents insist that precautions are taken to ensure the youngsters are well prepared before they start racing. When jockeys reach their late teens, they generally retire, and some go on to train younger riders. The boys are slowly introduced to the race track, said Abraham Endruyan Wunu, a local teacher who assists with the training. A ceremony based on local beliefs is also performed, which is aimed at ensuring they do not feel pain, he added. However, most adults prefer being spectators to taking part. Civil servant Julianus Amahu said that, while he owns a racehorse himself, he would be reluctant to join a band of youngsters galloping with abandon round a track. “I would be scared,” the 42-year-old admitted.

PARIS - Marin Cilic cannot get enough of pursuing his new number one hobby -- polishing the life-size replica U.S. Open trophy that now sits proudly on a mantelpiece in his Zagreb home. “I have to (polish it myself), it’s my friend now. I have to see it every day,” the 26-year-old Croatian told Reuters in an interview as he broke into laughter. That trophy not only realised a dream that had been two decades in the making, it also brought joy to Cilic following a tumultuous 2013 when he served a four-month doping suspension after testing positive for a banned stimulant that had been present in some glucose powder he had ingested. While doping authorities acknowledged the Croatian had ‘inadvertently ingested nikethamide and did not intend to enhance his performance in doing so’, the episode allowed Cilic to re-evaluate his life. “It changed me (as a person). At that time I found out who are my close friends, and those who pretend to be my friends... It made me more aware of what kind of people I have around me,” Cilic said as he stroked his dark beard. “I was very surprised with Novak (Djokovic). He stepped up for me ... I think rarely you’ll see someone at the top of any sport expose themselves like he did. I’ll be very grateful to him for the rest of my life for the ... way he supported me. “It made me stronger inside and I don’t get stressed by some difficult times or some difficult days.” Unsurprisingly, life on the tennis

I felt Croatian people who are not so close to tennis, it changed their life a little bit, they were connected with this huge success that came into their lives, in their daily routine and it made them happy and made them proud to be Croatian,” Cilic said. He is now eager to carry on that form for one final title push this season. A right-arm injury, which he described as “a small problem with the bones”, has prevented Cilic from playing competitively in the three weeks leading up to the London finale but despite that setback he is looking forward to his O2 adventure. “This season I played really, really well and my tennis level rose a couple steps and that gave me a lot of satisfaction,” he said.

I have to see it every day,” the 26-year-old Croatian told Reuters in an interview as he broke into laughter. That trophy not only realised a dream that had been two decades in the making, it also brought joy to Cilic following a tumultuous 2013 when he served a four-month doping suspension after testing positive for a banned stimulant that had been present in some glucose powder he had ingested. While doping authorities acknowledged the Croatian had ‘inadvertently ingested nikethamide and did not intend to enhance his performance in doing so’, the episode allowed Cilic to re-evaluate his life. “It changed me (as a person). At that time I found out who are my close friends, and those who pretend to be my friends... It made me more aware of what kind of people I have around me,” Cilic said as he stroked his dark beard. “I was very surprised with Novak (Djokovic). He stepped up for me ... I think rarely you’ll see someone at the top of any sport expose themselves like he did. I’ll be very grateful to him for the rest of my life for the ... way he supported me. “It made me stronger inside and I don’t get stressed by some difficult times or some difficult days.” Unsurprisingly, life on the tennis

Voting in the main rebel city of Donetsk proceeded Sunday in the presence of gunmen inside three polling stations visited by the AP. Election organizers have cast it as a decisive development in the mainly Russian-speaking regions’ break from Ukrainian rule. Despite a cease-fire agreement being signed in September, fighting continues almost daily between government troops and rebel forces. Russia supports the election, but the UN, EU and the United States say it violates Ukraine’s constitution and the terms of the cease-fire. The eve of the vote saw an intensification of hostilities around Donetsk, but there was little sign of unrest Sunday.

MOJAVE, California — Investigators looking into what caused the crash of a Virgin Galactic prototype spacecraft that killed one of two test pilots said a 5-mile (8-kilometer) path of debris across the California desert indicates the aircraft broke up in flight. “When the wreckage is dispersed like that, it indicates the likelihood of inflight breakup,” National Transportation Safety Board Acting Chairman Christopher A. Hart said late Saturday. Learning where aircraft parts fell will help investigators determine when and how the breakup occurred, he said. NU backs subsidized fuel price hike Antara
JAKARTA - The central executive board of the Islamic organization Nahdlatul Ulama (NU) has expressed support to the government’s plan to raise the prices of subsidized fuel oils. “Fuel oil subsidy has been burdensome to the State Budget. We had better divert the subsidy to productive activities,” NU General Chairman KH Said Aqil Siroj said after the conclusion of NU national congress and conference on Sunday. The fuel subsidy which reaches an estimated Rp400 trillion per year should be used to finance activities which directly benefit the low-income people such as farmers and fishermen, he said. Said Aqil stated that NU which is the country’s largest Islamic organization is highly aware that supporting subsidized fuel price hike is not as popular as the government’s decision to slash fuel subsidy. But the organization must take the stand for the benefit of the people at large, he said. “We must think maturely. We know how heavy the burden of the state budget is. The budget fund of Rp400 trillion is more useful to develop and empower the poor,” he said. WAINGAPU - Umar Marampa is only 14, but he is already a veteran of horse races on an Indonesian island famed for its schoolboy jockeys who compete on sandy circuits with tiny steeds. At a recent training session with a group of other riders in Sumba’s main city of Waingapu, he put his stocky little horse through its paces, galloping around a track at breakneck speed. Marampa began racing aged nine and is now relatively old for a Sumba jockey -- some start as young as five. Some of the youngsters were clearly struggling as they sought to control the feisty animals, which stomped around angrily before racing. “We start by climbing on horses in the hills. We learn by ourselves,” Marampa told AFP, highlighting that horse-riding is deeply ingrained in the local culture of the poor, central Indonesian island, and a source of pride for the young jockeys. Sumba is famous throughout Indonesia for its child jockeys and ‘Sandel’ horses named after the sandalwood that was once exported from the island. The small, fast animals are found
across the island, and are widely believed to be descended from steeds once ridden by the fierce Mongol warriors in war. The influence of horses is everywhere -- one of the focal points of Waingapu is a statue showing boys riding horses, and ceremonial battles on horseback are played out every year, evoking ancient clashes between rival clans on the island. Races are held frequently and are typically riotous affairs, with lots of illegal gambling and frequent fights when one punter’s horse loses. Children occasionally fall from their horses and break limbs, although deaths are rare. Police sometimes have to step in and cancel events but it would be difficult to axe them all. Not only are horses and horse-racing woven into the fabric of the arid island’s local culture, large amounts of money are at stake. Many local people have chosen to invest in racehorses, as cash prizes for important events are as much as 10 million rupiah (about $830) -- a huge amount in a country where many live on less than $2 a day. As competition intensifies, larger horses, cross-breeds with Australian steeds, have started to appear. They tend
to be taller and stronger, and do better. Child rights activists have long been calling for the practice of youngsters racing to be banned but realise they face an uphill battle against local traditions. “The worst part of all of this is that it puts children in danger,” said Arist Merdeka Sirait, chairman of the national commission for child protection. However local residents insist that precautions are taken to ensure the youngsters are well prepared before they start racing. When jockeys reach their late teens, they generally retire, and some go on to train younger riders. The boys are slowly introduced to the race track, said Abraham Endruyan Wunu, a local teacher who assists with the training. A ceremony based on local beliefs is also performed, which is aimed at ensuring they do not feel pain, he added. However, most adults prefer being spectators to taking part. Civil servant Julianus Amahu said that, while he owns a racehorse himself, he would be reluctant to join a band of youngsters galloping with abandon round a track. “I would be scared,” the 42-year-old admitted.

TOKYO - The Bank of Japan shocked global financial markets on Friday by expanding its massive stimulus spending in a stark admission that economic growth and inflation have not picked up as much as expected after a sales tax hike in April. BOJ Governor Haruhiko Kuroda portrayed the board’s tightly-split decision to buy more assets as a preemptive strike to keep policy on track, rather than an admission that his plan to reflate the long moribund-economy had derailed. But some economists wondered if pushing even more money into the financial system would be effective as long as consumer confidence continues to worsen and demand remains weak. “It’s clearly a big surprise given Kuroda’s repeated insistence that policy was on track and assorted politicians have been warning about the negative side of a weak yen currency,” said Sean Callow, a currency strategist at Westpac. “We salute the BoJ for admitting that they weren’t going to reach their goals on inflation or GDP, though we do note that the new policy equates to about $60 billion
of quantitative easing per month. This perspective does raise the question of just how much impact monetary policy is having.” The jolt from the BOJ, which had been expected to maintain its level of asset purchases, came as the government signalled its readiness to ramp up spending to boost the economy and as the government pension fund, the world’s largest, was set to increase purchases of domestic and foreign stocks. “We decided to expand the quantitative and qualitative easing to ensure the early achievement of our price target,” Kuroda told a news conference, reaffirming the BOJ’s goal of pushing consumer price inflation to 2 percent next year. “Now is a critical moment for Japan to emerge from deflation. Today’s step shows our unwavering determination to end deflation.” Kuroda said the BOJ’s easing

damaged walls,” he explained. A total of eight rooms were renovated at the school, where they consisted of six classrooms and two rooms for teachers and principal. Telkomsel saw its digital business grow significantly by 32.5 percent year-on-year while mobile broadband business grew 32.9 percent and digital services jumped 28.4 percent year-onyear. “The growth was across all business lines, both digital business (mobile broadband and digital services) and sound and electronic short message services (SMS),” Telkomsel President Director Alex J Sinaga said in a press statement released. The growth has confirmed the company’s solid financial performance for the third year in a row and enabled it to maintain an income growth of 10 percent, he added. Telkomsel has also managed to maintain its good profitability
rate in which the EBITDA (earnings before interest, taxes, depreciation, and amortization) margin has been consistent at above 55 percent and net income margin at above 28 percent, he noted. However, in 2014 the Gianyar government can only renovate 110 houses spreading across seven subdistricts. Ironically, no physical process could be accomplished until the end of October 2014. Pursuant to the existing data in 2013, in Gianyar there were totally 2,634 poor families having uninhabitable house. The highest number of poor families having no appropriate house occurred in Gianyar subdistrict, namely 527 houses, then it was followed by Payangan (533 houses), Tampaksiring (459 houses), Sukawati (450 houses), Tegallalang (337 houses), Blahbatuh (261 houses) and the least was in Ubud (77 houses). Meanwhile, based on the regional budget 2014, Gianyar government could only renovate 110 uninhabitable houses in seven subdistricts. “Gianyar government made renovation based on proposal from each village. We’ve made selection to the field. Further, the renovation is tailored to the existing fund in the regional budget 2014,” said the Head of Gianyar Social Agency, Wayan Suardana. He said that so far the 110 uninhabitable houses of poor families planned for renovation were underway. Although it only left two months before the end of the year 2014, Wayan Suardana was op-
timistic that the work could be completed on time. “We have done our best for the people of Gianyar, but it indeed took a long process. The prolonged dry season is still adversely affecting several villages in Buleleng including residents at Suci hamlet in Tejakula subdistrict who have been facing a water crisis for a few months now. Such conditions mean that the residents can only use water from their cistern. To meet their daily needs, residents use the water in the cistern and bring it home by using buckets or jerry cans. Afterward, they use the water for cooking, bathing and washing clothes. One of the local residents, Ni Wayan Sumerta, admitted that he fetches water from the cistern almost every day. To get water, he has to wait for almost an hour to fill in her five buckets. “Water discharge here is very low. I have to wait for about an hour to fill up a few buckets. Residents often fetch their water here. When there are many people queued up, I only take two buckets of water. Since all we have is this cistern, we frequently share with neighbors,” she said, Saturday (Nov 1). Sumerta said that the cistern was established by the government, nearly 10 years ago, and residents have greatly benefited from it. The County government argues that the authority to repair the damage is still in the hands of the Provincial government and has yet to be handed over to Bangli government. “It is still the provincial jurisdiction. We have been asking for the authority to be conduct repairs to be handed over Bangli but it hasn’t happened yet.” said the Head of Bangli Culture and Tourism Agency, Wayan Adnyana, when contacted on Friday (Oct 31). Adnyana acknowledges that the conditions of the paving block and other public facilities such as guardrails and the garden at Penelokan were damaged. To be able to repair them, his party has repeatedly tried to request cooperation of the government of Bali. However, this hasn’t happened. “Yesterday, I got in touch with the general affairs related to the submission to see whether there has been an agreement or not. But, I was told that there were still some things needing to be arranged,” he explained. According to this former Head of the Bangli Licensing Office, if authorization had been given to the Bangli County, his
party would repair the damaged public facilities as soon as possible. However, these much-needed repairs would still be tailored according to the existing budget. Meanwhile, the Division Head of General Affairs of the Bangli Regional Secretariat, AA Trisna Wijaya, when asked for his confirmation said that the handover, required for the repair to the public facilities at Penelokan, was still under process. He acknowledged that the provincial government already handed it over to Bangli government. However, since the official report was not in accordance with the damage condition in the field, the county government therefore asked the provincial government to revise the minutes, and include photographs which reflected the real conditions in the field. “The Bali Government Tourism Office has agreed to the revision,” he explained. As reported over the years, the condition of the Penelokan tourist area is increasingly alarming. Other than the slumy conditions caused by the roadside market, the tourist attraction which saw its glory in the 1990s has been degrading due to the conditions of the damaged public facilities. Republicans were hoping to gain the six Senate seats needed to come away with the biggest prize in Tuesday’s election — control of both chambers of Congress during Obama’s final two years in office, which would give them more power to thwart his legislative agenda and block key nominations. DHAKA — Power was back on across Bangladesh on Sunday, a day after the impoverished, energy-starved nation was plunged into a nationwide blackout when the transmission line from neighboring India failed, officials said. The country’s energy grid was fully restored, and any further problems that may arise would be for “local reasons,” Junior Power Minister Nasrul Hamid told reporters. The blackout was Bangladesh’s most severe since a 2007 cyclone knocked out the national grid for several hours, and once again exposed inefficient and dated infrastructure that has held back development in the South Asian nation. Hamid would not say what exactly had caused the blackout, which hit the country around noon Saturday after what some power officials described as a “technical glitch” in the transmission line that caused a cascade of failures throughout the national power grid, with power plants and substations shutting down automatically. For a power grid to work, electricity must be supplied constantly at a rate
equal to demand. “An investigation has been ordered. It could be misleading to talk before getting the findings,” Hamid said. Government officials offered some possible causes. One suggested a Bangladesh substation link to the Indian transmission line may have failed. Two others said there was an unexpected dip in the Indian supply, which at the time accounted for nearly 10 percent of the grid’s 5,000-megawatt load. PARIS - A place of fear, legend, inspiration and exploration, Paris’s skull and bone-lined Catacombs still draw thousands of visitors each year, many of whom queue for hours to explore the ghoulish burial site. “Stop! This is the empire of the dead”, reads a sign greeting visitors at the entrance to the two-kilometre (1.2-mile) long tunnels filled with the bones of approximately six million Parisians -- although that figure is still debated. The transfer of human remains from Parisian cemeteries to the tunnels began towards the end of the 18th century when authorities realised that the decomposition of bodies in the city’s cemeteries was not particularly good for public health. “It was said that the wine was turning bad and the milk was curdling,” said Sylvie Robin, the site’s curator. So the city decided to move the skeletal remains to abandoned underground quarries. And never short of a money-spinning idea to attract tourists, the city of light opened up its darkest corners to visitors shortly afterwards. At the entrance of the site at Denfert-Rochereau in the south of Paris is a panel warning in three languages that the visit “is likely to upset especially sensitive people and children”, not surprising considering that 800 metres of the journey is a walk between walls lined entirely with bones. Among the stacked bones are also galleries with pictures and quotes that would give anyone pause to reflect on their own mortality -- “Think in the morning that you might not survive until the evening, and in the evening that you might survive until the morning.” “All of these tibias piled in such a decorative manner pose the question
(of mortality) ... there’s a visual proof that everyone is equal in death that is quite philosophical,” said Valerie Guillaume, museum director. Tourist Antonina Bodak said it was a place like no other. “It’s mysterious, exciting, strange. It has no equal,” said Bodak, who was visiting from Belarus. “I’ve always wanted to see this place.” Only a small portion of the tunnels is open to visitors. The entire length is more than 200 kilometres, and extends beneath a large part of the city. “The term ‘Catacombs’, borrowed from the Roman Catacombs, can be confusing,” said Robin, because it refers to all 800 hectares (nearly 2,000 acres) of quarries and not, contrary to popular belief, one massive cemetery. Robin said the tunnels were originally used by people who wanted to avoid tolls when entering the city, and by smugglers and criminals who wanted to evade authorities. Today, modern-day daredevils, known as “cataphiles”, take exploration into their own hands, and nose around in the off-limits sections of the network of tunnels. Some have gone as far as to hold secret parties deep below the pulsating city or even organise clandestine movie screenings. Exploring the unofficial Catacombs
has been against the law since 1955, and a special police squadron was set up in the 1990s to track down the “cataphiles,” resulting in a macabre game of cat-and-mouse among the bones. Those nabbed roaming the Catacombs without permission are fined a relatively light 40 euros ($50). But the dark, dank passageways came into their own during a heatwave in 2003, with tourists and locals alike scrambling down there to enjoy the relative cool. Authorities were forced to turn desperate people away seeking to escape record high temperatures for the relief of the Catacombs with their mean daily temperature of 15 degrees C (59 degrees F). The Catacombs still exert a powerful influence on popular culture and have given rise to many urban legends, including tales of Masonic meetings, black masses, Nazi gatherings, gang fights, and serial killers. It’s no coincidence that writers like Victor Hugo, Gaston Leroux and Anne Rice all drew inspiration from the famous underground tunnels. And for the visitor, if walking through miles of bone filled halls wasn’t frightening enough already, the museum recently extended its hours from 5:00 pm to 8:00 pm, allowing people to visit the tunnels after sunset.
PERSEPOLIS - At the foot of Persepolis, busloads of foreign tourists gaze in awe at the ancient mud-brick ceremonial capital that Iran hopes will be part of a rebirth of its tourism industry. Although decades of sanctions mean the hotels and infrastructure are not five star, a tentative political thaw with the West is drawing visitors to Iranian attractions steeped in myth and rumour. Persepolis, a jewel of the first Persian empire whose palace and terraces took more than 100 years to build, starting under Darius the Great in 518 BC, is one of the highlights. “Before coming to Iran I knew the vision of this country from the outside was very dark,” says Piotr Chwalba, from Poland, finally looking at Persepolis after thinking for years of visiting. “A place like Iran has two sides -- the one created by the media and the other version, the truth, where everyone helps you when you travel and everyone smiles at you. It’s great.” Sincere as such testimony is, a rise in visitors has more to do with politics than praise. The prospects for tour operators were bleak until recently. The election last year of President Hassan Rouhani and his decision to restart negotiations with the United States and other leading nations about Iran’s nuclear programme has been a catalyst. While seeking to play host to international visitors it also helps that his speeches do not tend to excoriate the West in the same manner that his predecessor Mahmoud Ahmadinejad’s did. “Mr Rouhani’s demeanour, his smile, his positive interaction with the world has created a new sense of ease,” says Ibrahim Pourfaraj, president of Iran’s tour operators association. Thomas, an engineer from Stuttgart, says the nuclear issue is the only thing he hears about Iran in the news back home. “What we see is totally different than what we hear from the outside,” the 29-year-old German says. “The Iranians are very hospitable and very curious.” Shiite pilgrims from Iraq, Kuwait, Lebanon and Pakistan currently make up 60 percent of Iran’s visitors. But the government’s main push is to recapture the spending power of Europe, Asia and America. For Iran -- whose currency, the rial, has been severely depressed by rampant inflation -- tourism offers a foreign exchange windfall. The cities of Isfahan, Shiraz and Yazd, all steeped in culture, are considered Iran’s top attractions, but sites such as Kish Island with its beaches on the Gulf have sought to create a more relaxed holiday. People are coming back. Official figures show that at the end of March, tourist numbers were up 35 percent year-on-year to 4.5 million, bringing in $6 billion. Iran, with 17 UNESCO-listed World Heritage sites, wants 20 million visitors within a decade.

DENPASAR - The Search and Rescue Team of Denpasar, Bali, has been looking for 71year-old German tourist, Bernhard Manfred Erich Lubke, who went missing while snorkeling at Nusa Dua Beach. “The victim’s wife reported that he went missing while snorkeling at the Nusa Dua Beach,” spokesperson of the SAR Office at Denpasar, Rama, said on Friday. In their efforts to find the missing tourist, the SAR team was assisted by personnel from the Water Police and the Balawisata of Nusa Dua. Lubke reportedly went missing at 6 p. m. local time. The victim’s wife notified the security officer of the Nusa Dua Beach Hotel immediately, after which security personnel combed areas a few hundred meters from the shoreline in front of the five-star hotel. However, as the whereabouts of the tourist, whose passport number is C795WVPJC, remained unknown, the hotel security reported the incident to the local police. The missing German national went snorkeling at 4.30 p. m. local time. It is being assumed that he was dragged away by a strong current despite the waters being calm.

AMLAPURA - An apprenticeship participant in Japan on behalf of Gorsi from Bukit village, Karangasem disappeared about three weeks ago. Allegedly she escaped from her workplace because she was working illegally. Allegedly she was recruited by mafia. In addition, another apprentice from Karangasem was almost sued at IDR 1 billion by his boss. It happened, said the Regent of Karangasem, I Wayan Geredeg, Friday (Oct 31) in Karangasem, because the business premises where the victim worked was on fire.

The rules set forth by schools also contained the sanctions for those in violation, including the dismissal of students. Moreover, the rules and sanctions, he said, had been disseminated to students and parents. “Meanwhile, college still has tolerance for pregnant students,” he explained. Any accident such as extramarital pregnancy, according to him, should get the attention from other students so that they could keep away from negative influences. “In every coordination meeting, we always warn that the character building education must also be continuously stimulated,” he said. Rampant unofficial parking spaces in the area of Besakih, Karangasem, was highlighted by Regent I Wayan Geredeg in the plenary session. This echoing the viewpoint of other factions and expressed in the discussions of the Karangasem regional budget draft of 2015. Such rampant illegal parking spaces cause the revenue of official ones to be minimal. The cause of the problem was blamed on communities who re-plot the official parking areas. Regent Geredeg stated that the revenue from parking charges, especially in the Besakih area was very minimal. The largest temple in Bali is in fact visited by many people, who go there to say prayers or to sightsee. According to the regent, the lack of parking fees collected is due to some local communities who illegally charge people to park. The levy of parking fees is much smaller in Besakih than what it is in other counties. According to Geredeg, the levy could support the revenue of Karangasem from the tourism sector. “Please compare these levies to other regions. Tabanan County, for example, receives incredible amount of parking revenue,” he said.

Compared to Singaraja, Karangasem had 820 kilometers of county roads, far above that of Buleleng that only has 600 kilometers. Actually in terms of land area, Buleleng is more extensive than Karangasem. “Most of our local roads were laid using hot mix asphalt. Meanwhile, the macadam penetration had been out of date because it only lasts for two to three years. Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

The birthday date was chosen because it is the birthday of her original designer, Yuko Shimizu. Sanrio strives to keep Hello Kitty ahead of the curve, factoring in social and fashion trends and collaborating with other popular characters and fashion brands. Her basic appearance hasn’t changed much, but just about everything else constantly is. Yano said the philosophy of not resting is part of the character’s success. “That makes things very fresh, very new,” she said in a telephone interview from Boston. “She is always the same but always different.”

The Bali administration allocated an average of Rp9 Billion every year to finance rabies eradication program in the province.
According to him the Bali province has prepared 25,000 packages of vaccines which are estimated to last until the end of 2014. However Ketut emphasized that people’s active participation were needed to make the program of eradicating rabies in Bali succeed. He called on the local people to give vaccine to their pet dogs and never let loose dogs which were diagnosed of having rabies. Earlier on Friday (Oct 31) a patient, suspectedly being infected with rabies, had died at Denpasar’s Sanglah hospital. The identity of the deceased was not revealed but according to report he or she showed the symptoms similar to rabies sufferer. Rabies turns rampant on these last two month. Recently vaccination team of the Tabanan Livestock Agency conducted a search in the area of Delod Peken Tabanan after receiving a report of rabies positive dog biting three residents for two consecutive days in the area. As a result of the search, the team could vaccinate 52 dogs that had not been vaccinated previously. It was revealed by the Division Head of Animal Health, the Tabanan Livestock Agency, Ayu Ratningsih, representing the Head of Tabanan Livestock Agency. She added that the vaccine for the vaccination was taken from emergency vaccine stock. A 3.5-month-old puppy being positive to rabies, according to Ayu, was taken by the owner from Kerambitan last August. Allegedly, the puppy was infected by rabies in the area of Delod Peken.
