Beyonce’s surprise twins announcement goes viral
LOS ANGELES - Pop superstar Beyonce said on Wednesday that she and her husband, rap star and entrepreneur Jay Z, were expecting twins, sending social media into a meltdown. “We would like to share our love and happiness,” Beyonce, 35, posted on her Instagram page. “We have been blessed two times over. We are incredibly grateful that our family will be growing by two, and we thank you for your well wishes.” The announcement came with a photo of the “Crazy in Love” singer stripped down to her lingerie, caressing a noticeable baby bump, and wearing a veil over her head. UK lawmakers back bill to trigger EU exit talks
LONDON — Britain moved closer to leaving the European Union Wednesday as lawmakers backed a bill authorizing divorce proceedings and kept alive the government’s plan to trigger Brexit talks within weeks.
The House of Commons decisively backed the bill by 498 votes to 114, sending it on for committee scrutiny. The result was a victory for the Conservative government, which had fought in court to avert the vote out of fear Parliament would impede its Brexit plans. Lawmakers also defeated a “wrecking amendment” proposed by the Scottish National Party that sought to delay Britain’s exit talks with the EU because the British government has not disclosed detailed plans for its negotiations. During two days of debate in the House of Commons, many legisla-
tors — Euroskeptic and Europhile alike — said they would back the bill out of respect for voters’ June 23 decision to leave the EU. But opposition parties will try to insert more amendments during the next stages of the parliamentary process. They are seeking to prevent an economy-shocking “hard Brexit,” in which Britain loses full access to the EU’s single market and faces restrictions or tariffs on trade. After committee consideration, the bill is due to return to the House of Commons for a final vote next week before moving on to Parliament’s upper chamber, the House
of Lords. The government was forced to introduce the legislation after a Supreme Court ruling last week torpedoed Prime Minister Theresa May’s effort to start the process of leaving the 28-nation bloc without a parliamentary vote.

Use of house music forbidden in ogoh-ogoh parade
DENPASAR - Creating public order and comfort at the night of pengerupukan, the government of Denpasar bans all the customary youth clubs and communities to play house music. The ban has been delivered and disseminated to all customary youth clubs, communities and community leaders some time ago. This was expressed by acting Head of the Denpasar Culture Agency, Wayan Sujati, when met on Wednesday (Feb. 1) at her office.
Sujati further added that the use of house music is not appropriate with the norms of Balinese culture and vulnerable to bring in disastrous and non-conducive situation as well as can cause friction among residents. As a cultured city, Sujati invited all the people in Denpasar especially customary youth clubs that will participate in ogoh-ogoh (papier mâché demon) parade to maintain public order and security. “Let us use the spirit of Nyepi or day of silence for introspection and self-control, so as not to fall to do negative things that can provoke the arising of less harmonious atmosphere. Let’s keep together and parade the ogoh-ogoh orderly so as not to cause friction among the bearers of ogoh-ogoh, so it does not tarnish the sanctity of Nyepi,” she said.

She hoped the ogoh-ogoh parade is accompanied with Balinese gamelan orchestra and may use sound system, but plays Balinese gamelan music, so that the procession can run solemnly and orderly. To that end, the role of hamlet chief, chief of customary village, pecalang (customary security guard) and headman is expected to participate in supervising their people so that the implementation of ogoh-ogoh parade and pengerupukan night can run orderly and smoothly. “We do hope the role of customary leaders in helping and supervising the procession in addition to police officers, municipal police and the transportation agency officers in Denpasar,” he said. When all parties have complied with the rules and appeal having been stipulated it can be ascertained to bring in peaceful atmosphere in accordance with the meaning of Nyepi feast celebration. Other than in parading ogoh-ogoh, Sujati also hoped not to get out of respective customary village to avoid undesirable things. Here, the role of all stakeholders from the local customary village, community leaders, municipal police, pecalang, police and the military are expected to help bring in comfort in a series of welcoming the Nyepi celebration. “We hope that all parties carry out their respective roles to create public order in celebrating the Nyepi next March,” she said. Bali starling population in TNBB goes up
NEGARA - Population of Bali starling (Leucopsar rothschildi) in the West Bali National Park (TNBB) has currently reached 81 heads. That number has continued to increase within the past five years. Reintroduction of this protected bird is also carried out in some parts of the region in the TNBB, so that the population spreads out. Subdivision Head of TNBB Administrative Affairs, Wiryawan, explained on Wednesday (Feb. 1) that since 2012 the population of Bali starling in TNBB has increased. They are in the Bali starling breeding center (UPKPJB) as well as in the wild of the national park. The number of endemic birds at Tegalbunder breeding center, West Bali, in 2016 reached 197 heads. It shows an increase compared to the beginning of 2012 only reaching 50 heads. Meanwhile, there are 81 heads in the wild of the TNBB region. From the beginning of 2012, there are only 15 heads. According to Wiryawan, there are five sites used to release the birds all this time. They include Labuan Lalang, Tanjung Gelap, Brumbun, Lampu Merah or Segara Rupek and Cekik. Previously, the
release was carried out at particular site only. West Bali National Park area now has a dome sanctuary for the Bali starling. Inside the dome designed like its native habitat will be filled with Bali starling so that it can multiply like in the wild. It is functioned as an education that describes the habitat of Bali starling. “Currently, it remains in the process of selecting individual birds and matchmaking, while the dome will be in operation in February,” he explained. Indeed, added Wiryawan, other than the results of bird breeding center in the TNBB, there is an obligation for zoo or individual breeders to return to the results to their habitat. “Until now, there has been no contribution,” said Wiryawan. Actually, individual breeders or zoos should reimburse their breeding results as much as 10 percent of the second offspring. Bali starling is categorized into wildlife endemic bird species that are rarely found and different from any other types. Its presence is only found in the area of West Bali National Park. “Traffic diversion will be carried out at 23 points in Kuta area. We must dare to make a breakthrough for smoothness in Kuta. Moreover, Kuta is a major tourist destination in Bali,” said Director of Bali Police Traffic Affairs, Anak Agung Made Sudana, accompanied by Denpasar police chief, Hadi Purnomo. TANJUNG Benoa tourist area that is usually crowded by travelers looked quiet on Wednesday (Feb. 1). All boats used for marine tourism activities are just moored on the beach due to bad weather in the past few days. Chairman of the Indonesian Marine Tourism Association (Gahawisri) Badung, I Made Tromat, said that marine tourism activities at Tanjung Benoa have been totally closed within the past few days. “During this monsoonal rain, the entire employees do not do any activity. Some are playing chess and lying down because the weather is less friendly,” he said. Travelers that come to Tanjung Benoa and want to enjoy marine tourism attraction just come and go as such. “Due to strong wind and rain, we cannot say anything because it’s the power of nature. All

People must alert against the current high rainfall and the wind blows up to 45 km per hour. Denpasar Tourism Office holds back Green Hotel assessment
DENPASAR - Denpasar Tourism Office will re-disseminate the Green Hotel program for star and non-star hotels in the region. In addition to dissemination, it will also conduct an assessment against the hotels having been included in the dissemination. This was revealed at the meeting of the Green Hotel 2017 in the Tourism Office at Sewaka Dharma Building, Lumintang, on Tuesday (Jan. 31).

Anti-transnational organized crime squad established
DENPASAR - The Bali Police have put together an anti-transnational organized crime squad whose taks it is to tackle the risk of transnational crimes and other activities that could interfere with security and public order in Bali. “Anyone who dares to play around with drugs or terrorism will have this anti-transnational organized crime squad to deal with”, said. Chief of Bali Police, Dr. Peter R. Golose, as part of the closing words of the squad training in the meeting hall of the mobile brigade’s headquarters in Tohpati on Monday (Jan. 30). The training, said the police chief, aims to enhance the capabilities and skills of the individuale coalesced into the squad that is tasked with combating transnational and other high intensity criminal activity. The squad composed of 88 personnel was trained by 29 instructors with experience in strike force, orientation, investigation and analytical capabilities. In his speech, the police chief asked the newly trained personnel to immediately set out to work directly with their respective duties and functions. These officers are expetcted to put the knowledge that they gained from their instructor to use and to analyse data astutely. “People hope that Bali can remain safe and comfortable. In the meantime, the hotels to be assessed have got dissemination of green hotel in 2016. “Green hotel has become a program of Denpasar municipality that aims to realize green standard-qualifying hotels,” he said. Besides, 30 hotels having followed a similar program last year will be also assessed this year. In the meeting was proposed that after the assessment, there should be a reward given to hotels having thoroughly implemented the concept of Green Hotel. Team members such as Ketut Sumadi and Raka Dalem discussed about the more effective and efficient implementation system. For instance, hotels are divided into three followed by distribution of team that can arrange the assessment schedule in the field. Raka Dalem asserted that hotels having consistently implemented the concept of Green Hotel continually should be given a plus score. Male friend and step son stay at rented house earlier TABANAN - Until the fifth day after the finding of a German’s body in Yeh Ho River, Penebel, on Tuesday (Jan. 31), police still say nothing regarding the result of development on the murder case. A number of high-rank officials both chief of Tabanan police criminal investigation unit and chief of Tabanan police seemed reluctant to give a statement when asked for their confirmation by journalists. However, since the construction of villa is faltered, they decided to extend the contract for three months. “It had been extended for two months, but there has been a case on the missing of Silke,” he said. if Rex and Daniel have ever taken a female friend to the rented house before the arrival of Braun Silke, Nyoman Aryanata Semarabawa said that he never sees. “Never, indeed Daniel and Mr. Rex are always together, yet after the arrival of Mrs. Braun they are always of three,” he said. The owner of rented house also said that the household appliances in the west side of victim’s villa are brought in from Batam and arrived at Kuta Bali hamlet about five months ago. “Daniel said that he previously stayed with Mr. Rex in Batam,” he said. BUSINESS U.S. tax plan would break WTO rules, lawyers say, as EU business frets
LONDON - A proposed U.S. corporate tax reform would almost certainly contravene international trade rules if implemented, lawyers told Reuters, risking the biggest dispute in the history of the World Trade Organization. With signs growing that the United States may become more protectionist under President Donald Trump, European business groups said the tax plan - which could impose de facto import tariffs of up to 20 percent raised the danger of a trade war. Republican (GOP) members of Congress are pushing to replace the existing tax on corporate income with one linked to turnover. This would allow firms to deduct their costs for purchasing goods and services produced in the United States, but would give no such deduction for purchases of imports. Trump has criticised the complexity of the plan but also said such a measure could help to cut the U.S. trade deficit. Kevin Brady, head of the tax-writing House of Representatives Ways and Means Committee, brushed off suggestions that it would fall foul of the World Trade Organization. While there were “1,000 different opinions on whether this is WTO compliant”, Brady said he was confident the reform did comply with the body’s rules. However, six trade lawyers with experience in litigating WTO disputes said they believed the plan would likely be deemed an unlawful subsidy on domestic goods, export subsidy or a de facto tariff on imports. All the lawyers, based in the United States, Britain and continental Europe, said the ‘destination-based cash flow tax’ would fail WTO rules on more than one legal basis. So serious were the breaches that any challenges might be handled under WTO mechanisms that allow legal processes, which normally take years, to be short-cut, they said. “It would be plainly WTO-inconsistent,” said Philippe De Baere, Brussels-based part-

King, who retired from the bank in 2013, told Reuters in an email this week that he still believed the idea had its merits -provided “it does not have to have the impact on imports that seems to be implied by the proposed scheme in the U.S.”. This event is held in a series of piodalan or temple anniversary of Duur Bingin Temple at Tengah hamlet, Tegallalang, on Wednesday (Oct. 12). Hundreds of boys from seven hamlets in Tegallalang village adorned themselves with various colors and knick-knacks used during the procession where this becomes an appeal.
From around 11:00, the local boys with a variety of ornaments have thronged the Duur Bingin Temple. It is done as preparation for the implementation of the ngerebeg ritual. Until 12:00 shortly after the boys gathered in the innermost temple courtyard, a series of the ngerebeg ceremony preparation was performed. It included saying prayers and asking for consumption containing rice and lawar done by megibung or sharing communal meals. Having started in front of the Duur Bingin Temple, the boys carried miniature of penjor made from midrib of snakefruit tree and walked along 10 km to surround Tegallalang village. This procession drew the admiration of tens of travelers happening to witness the event. Moreover, local communities were seen cohesively sitting down in front of their home or art shop to witness the ritual performed every six months. According to chief of Tegallalang customary village, Made Jaya Kusuma, this procession is specially followed by boys from seven hamlets at Tegallalang namely the Penusuan, Tengah, Tegal, Triwangsa, Tegallalang, Gagah and Pejeng Aji. “Even though the supporting devotees of this Duur Bingin Temple actually consist of five hamlets, but especially for children from the Gagah and Pejeng Aji hamlet are also included,” he said. He further explained that this ritual is associated with the presence of Duur Bingin Temple which is different from the others. The deity abiding at this temple is Ida Bhatara Ratu Gede in the form of a couple of Barong Landung (male and female). “So, this ritual has the meaning as expression of gratitude. After these children deliver the offerings in the form of fruits, flowers and others in the morning, in the afternoon they carry out this ritual,” he said. The ngerebeg tradition has been passed down through generations by society of Tegallalang customary village. It is estimated to have been practiced since the thirteenth century and until now people remain to implement. “Aside from children, the adults also participate in the ngrebeg tradition from the beginning to finish. Our residents strongly believe if the ngrebeg ritual is not implemented, it can bring in disasters in the area of Tegallalang customary village,” he said. (kmb)

BERLIN - Iran tested a cruise missile called “Sumar” that is capable of carrying nuclear weapons in addition to test-firing a mediumrange ballistic missile on Sunday, German newspaper Die Welt reported Thursday, citing unspecified intelligence sources. No comment was immediately available from Germany’s BND foreign intelligence agency or from Iranian authorities. The newspaper said the Sumar cruise missile was built in Iran and travelled around 600 km in its first known successful test. The missile is believed to be capable of carrying nuclear weapons and may have a range of 2,000 to 3,000 km, the paper said, citing intelligence sources. Cruise missiles are harder to counter than ballistic missiles since they fly at lower altitudes and can evade
enemy radar, confounding missile defence missiles and hitting targets deep inside an opponent’s territory. But the biggest advantage from Iran’s point of view, a security expert told Die Welt, was that cruise missiles are not mentioned in any United Nations resolutions that ban work on ballistic missiles capable of carrying nuclear weapons. WASHINGTON - The Trump administration wants to revamp and rename a U.S. government program designed to counter all violent ideologies so that it focuses solely on Islamist extremism, five people briefed on the matter told Reuters. The program, “Countering Violent Extremism,” or CVE, would be changed to “Countering Islamic Extremism” or “Countering Radical Islamic Extremism,” the sources said, and would no longer target groups such as white supremacists who have also carried out bombings and shootings in the United States. Such a change would reflect Trump’s election campaign rhetoric and criticism of former President Barack Obama for being weak in the fight against Islamic State and for refusing to use the phrase “radical Islam” in describing it. Islamic State has claimed responsibility for attacks on civilians in several countries. The CVE program aims to deter groups or potential lone attackers through community partnerships and educational programs or countermessaging campaigns in cooperation with companies such as Google and Facebook. Some proponents of the program fear that rebranding it could make it more difficult for the government to work with Muslims already hesitant to
trust the new administration, particularly after Trump issued an executive order last Friday temporarily blocking travel to the United States from seven predominantly Muslim countries. Still, the CVE program, which focuses on U.S. residents and is separate from a military effort to fight extremism online, has been criticized even by some supporters as ineffective. A source who has worked closely with the Department of Homeland Security (DHS) on the program said Trump transition team members first met with a CVE task force in December and floated the idea of changing the name and focus. We hope that all villages across Indonesian territory will have access to the Internet this year,” Indonesian Minister of Village, Disadvantaged Region Development and Transmigration Eko Putro Sandjojo stated after
the launch of an application for discussing ways to develop the village on Tuesday. The application is android based and can be accessed as a forum of communication between village officials and facilitators for rural development. The application was created under cooperation between the ministry and the Australian government. Through the application, village officials and facilitators can share information about the management of the village. As many as four provinces have become models for implementing the application, namely Aceh, West Java, East Java and West Nusa Tenggara, the minister said. “In future, this application will be accessed by the local community, so that they can also monitor the management of the village,” he noted. Sandjojo added that the application was expected to enable the facilitators to provide support and ideas more efficiently and effectively for rural development. The application will particularly provide the latest data and information to the ministry. “Using the right data, it is expected to establish the right policy anyway,” he added. The ministry can also use the application to monitor and analyze problems faced by every village to be discussed further. It will be developed through the gas-steam fueled power plant (PLTGU) Jawa 1 with a designed capacity of 1,760 megawatts (MW). The Power Purchase Agreement (PPA) of the project was signed in Jakarta on Tuesday by Ginanjar, President Director of Pt Jawa Satu Power, in his capacity of the developer of PLTGU Jawa 1, and Sofyan Basyir, President Director of state-owned electricity company PLN, It was witnessed by Pertamina President Director Dwi Soetjipto. During the signing of the agreement, Soetjipto expressed appreciation to PLN for the implementation of the Independent Power Producer (IPP) tender of the PLTGU Jawa 1. The Pertamina president director appreciated the trust given to the Pertamina consortium to win the tender which was held openly, transparently and in a
competitive manner. “This project is a concrete synergy between two large Indonesian state companies, Pertamina as an energy company and PLN as a national electricity firm,” Dwi stated. Pertamina, along with Marubeni Corporation and Sojitz Corporation, has been successful in having signed and won the PPA of the IPP PLTGU Jawa 1 project with a value of about US$1 billion. The IPP project constitutes an international collaboration involving 18 international partners (Indonesia, Japan, South Korea, the United States and Europe) and domestic partners. He noted that the signing of the PPA is an important basis for Pertamina in starting an IPP business and in affirming its position as a world-class energy company. Banyumala waterfall SINGARAJA - Also referred to by locals as Air Terjun Tirta Kuning or ‘Yellow Water Falls’, Banyumala requires quite a trek to get to, located in the green valleys of the Wanagiri village in Buleleng, North Bali. Pathways down to the falls have been constructed over the years to ease visitors, with steps carved out of the hard soil and with bamboo railings and ladders in some areas along the route. Banyumala is a gentle waterfall with steady streams running down its rock face, and two other smaller ones trickling down to its side. TEXAS - If all anyone expected was a duel in the Alamo City between two of the NBA’s erstwhile MVP candidates, San Antonio’s Kawhi Leonard and Oklahoma City’s Russell Westbrook, they might have been disappointed by the way the Spurs’ 108-94 win over the Thunder on Tuesday at the AT&T Center played out. Yes, Leonard (36 points and eight rebounds) and Westbrook (27 points and 14 assists) both led their respective teams in scoring and were spectacular in their own ways. But it was the Spurs’ bench that proved to be the difference, helping to turn the tide at the end of the third and the beginning of the fourth quarters after San Antonio (37-11) squandered an 18-point lead over a horrid seven-minute stretch. The Spurs’ reserves responded by outscoring Oklahoma City 15-2 and, once the starters returned the Thunder had no answer.
Overall, the Spurs’ bench racked up 32 points to 22 for Oklahoma City’s reserves, with most of that damage coming in the pivotal stretch bridging the third and fourth quarters. Leonard scored 30 or more points for the 15th time this season while LaMarcus Aldridge added 23 points and was the only other San Antonio player in double-figure scoring. “We’re fired up just playing against Russ out there, just out there competing every possession,” Leonard said. “The way he’s been playing has been ridiculous, so you definitely want to rise up to the challenge. We lost two games in a row so we were fired up off that just thinking about ourselves.” Westbrook, who is the only player in the NBA averaging a triple-double, had just six rebounds; he has still has never had a tripledouble against San Antonio. “Overall, we played more com-
petitively for more of the 48 minutes than we have recently,” Spurs coach Gregg Popovich said. “We played good defense in the first half and the fourth quarter, but it’s still a 48-minute game. We have to figure that out.” Stephen Adams added 16 points and a game-high 12 rebounds for the Thunder (28-21). Victor Oladipo scored 15 points, Domantas Sabonis hit for 13 and pulled down 10 rebounds and Anthony Morrow tallied 11 points for Oklahoma City. The Thunder had 20 turnovers that led to 24 points for San Antonio. “In the third quarter, we took the lead but we needed more sustainability -- we did what we wanted to do, but we just didn’t do it for long enough,” Thunder coach Billy Donovan said. “There were some positive things we can take from this game but with our margin for error we can’t have a lapse for a half or a bunch of turnovers that are difficult to overcome.” (rtr)

Life goes on for ‘disappointed’ Bolt after losing medal
MELBOURNE - Sprinting great Usain Bolt is refusing to dwell on the disappointment of losing his Beijing Olympics 4x100 metres gold medal after his Jamaican team mate Nesta Carter tested positive for a banned stimulant.
Bolt, who completed a remarkable ‘treble treble’ of 100m, 200m and 4x100m Olympic titles at the 2016 Rio Games, had his 2008 relay gold stripped last month after Carter’s re-tested sample indicated he had taken methylhexaneamine. The International Olympic Committee (IOC) ordered Carter, who has already said he would appeal the decision to the Court of Arbitration for Sport (CAS), and team mates Bolt, Asafa Powell and Michael Frater to return their medals. “Initially (I was) disappointed, of course,” Bolt told reporters at Melbourne Airport as he arrived ahead of the Nitro Athletics series. “But in life, things happen. I’m not sad... I’m just waiting to see what’s going to happen. “But I gave up my medal.” Powell, who served a six-month doping ban for a positive test in 2013, was as phlegmatic as his storied compatriot. “It’s very unfortunate and we have to look to the future,” Powell said. “We’ve accomplished a lot and we just need to be positive about everything right now. “I’m in no position to say what should and should not be (banned). It is what it is. Some things aren’t fair.” Bolt will lead an international team of “All Stars” in the Nitro Athletics series in Melbourne against four other teams representing England, China, New Zealand and Japan. The first meeting is on Feb. 4, with the other two on Feb. 9 and 11. (rtr)
Banyumala waterfall SINGARAJA - Also referred to by locals as Air Terjun Tirta Kuning or ‘Yellow Water Falls’, Banyumala requires quite a trek to get to, located in the green valleys of the Wanagiri village in Buleleng, North Bali. Pathways down to the falls have been constructed over the years to ease visitors, with steps carved out of the hard soil and with bamboo railings and ladders in some areas along the route. Banyumala is a gentle waterfall with steady streams running down its rock face, and two other smaller ones trickling down to its side. BERLIN - Iran tested a cruise missile called “Sumar” that is capable of carrying nuclear weapons in addition to test-firing a mediumrange ballistic missile on Sunday, German newspaper Die Welt reported Thursday, citing unspecified intelligence sources. No comment was immediately available from Germany’s BND foreign intelligence agency or from Iranian authorities. The newspaper said the Sumar cruise missile was built in Iran and travelled around 600 km in its first known successful test. The missile is believed to be capable of carrying nuclear weapons and may have a range of 2,000 to 3,000 km, the paper said, citing intelligence sources. Cruise missiles are harder to counter than ballistic missiles since they fly at lower altitudes and can evade
enemy radar, confounding missile defence missiles and hitting targets deep inside an opponent’s territory. WASHINGTON - The Trump administration wants to revamp and rename a U.S. government program designed to counter all violent ideologies so that it focuses solely on Islamist extremism, five people briefed on the matter told Reuters. The program, “Countering Violent Extremism,” or CVE, would be changed to “Countering Islamic Extremism” or “Countering Radical Islamic Extremism,” the sources said, and would no longer target groups such as white supremacists who have also carried out bombings and shootings in the United States. Such a change would reflect Trump’s election campaign rhetoric and criticism of former President Barack Obama for being weak in the fight against Islamic State and for refusing to use the phrase “radical Islam” in describing it. Islamic State has claimed responsibility for attacks on civilians in several countries. The CVE program aims to deter groups or potential lone attackers through community partnerships and educational programs or countermessaging campaigns in cooperation with companies such as Google and Facebook. Some proponents of the program fear that rebranding it could make it more difficult for the government to work with Muslims already hesitant to
trust the new administration, particularly after Trump issued an executive order last Friday temporarily blocking travel to the United States from seven predominantly Muslim countries. Still, the CVE program, which focuses on U.S. residents and is separate from a military effort to fight extremism online, has been criticized even by some supporters as ineffective. JAKARTA - The Indonesian Ministry of Village, Disadvantaged Region Development and Transmigration stated that approximately 70 percent of more than 74 thousand villages in the country had access to the Internet. “Only 30 percent of the total villages in Indonesia have not had access to the Internet. We hope that all villages across Indonesian territory will have access to the Internet this year,” Indonesian Minister of Village, Disadvantaged Region Development and Transmigration Eko Putro Sandjojo stated after
the launch of an application for discussing ways to develop the village on Tuesday. The application is android based and can be accessed as a forum of communication between village officials and facilitators for rural development. The application was created under cooperation between the ministry and the Australian government. Through the application, village officials and facilitators can share information about the management of the village. As many as four provinces have become models for implementing the application, namely Aceh, West Java, East Java and West Nusa Tenggara, the minister said. “In future, this application will be accessed by the local community, so that they can also monitor the management of the village,” he noted. Sandjojo added that the application was expected to enable the facilitators to provide support and ideas more efficiently and effectively for rural development. The application will particularly provide the latest data and information to the ministry. “Using the right data, it is expected to establish the right policy anyway,” he added. The ministry can also use the application to monitor and analyze problems faced by every village to be discussed further. JAKARTA - State-owned oil and gas Pertaminas consortium, Marubeni Corporation and Sojitz Corporation, is ready to develop a gas-fueled electricity plant, the biggest one in Southeast Asia.
It will be developed through the gas-steam fueled power plant (PLTGU) Jawa 1 with a designed capacity of 1,760 megawatts (MW). The Power Purchase Agreement (PPA) of the project was signed in Jakarta on Tuesday by Ginanjar, President Director of Pt Jawa Satu Power, in his capacity of the developer of PLTGU Jawa 1, and Sofyan Basyir, President Director of state-owned electricity company PLN, It was witnessed by Pertamina President Director Dwi Soetjipto. During the signing of the agreement, Soetjipto expressed appreciation to PLN for the implementation of the Independent Power Producer (IPP) tender of the PLTGU Jawa 1. The Pertamina president director appreciated the trust given to the Pertamina consortium to win the tender which was held openly, transparently and in a
competitive manner. “This project is a concrete synergy between two large Indonesian state companies, Pertamina as an energy company and PLN as a national electricity firm,” Dwi stated. Pertamina, along with Marubeni Corporation and Sojitz Corporation, has been successful in having signed and won the PPA of the IPP PLTGU Jawa 1 project with a value of about US$1 billion. He noted that the signing of the PPA is an important basis for Pertamina in starting an IPP business and in affirming its position as a world-class energy company. BUSINESS U.S. tax plan would break WTO rules, lawyers say, as EU business frets
LONDON - A proposed U.S. corporate tax reform would almost certainly contravene international trade rules if implemented, lawyers told Reuters, risking the biggest dispute in the history of the World Trade Organization. With signs growing that the United States may become more protectionist under President Donald Trump, European business groups said the tax plan - which could impose de facto import tariffs of up to 20 percent raised the danger of a trade war. Republican (GOP) members of Congress are pushing to replace the existing tax on corporate income with one linked to turnover. This would allow firms to deduct their costs for purchasing goods and services produced in the United States, but would give no such deduction for purchases of imports. Trump has criticised the complexity of the plan but also said such a measure could help to cut the U.S. trade deficit. Kevin Brady, head of the tax-writing House of Representatives Ways and Means Committee, brushed off suggestions that it would fall foul of the World Trade Organization. While there were “1,000 different opinions on whether this is WTO compliant”, Brady said he was confident the reform did comply with the body’s rules. However, six trade lawyers with experience in litigating WTO disputes said they believed the plan would likely be deemed an unlawful subsidy on domestic goods, export subsidy or a de facto tariff on imports. All the lawyers, based in the United States, Britain and continental Europe, said the ‘destination-based cash flow tax’ would fail WTO rules on more than one legal basis. So serious were the breaches that any challenges might be handled under WTO mechanisms that allow legal processes, which normally take years, to be short-cut, they said. “It would be plainly WTO-inconsistent,” said Philippe De Baere, Brussels-based part-

Bali never loses its uniqueness. One of them is the ngerebeg tradition. This event is held in a series of piodalan or temple anniversary of Duur Bingin Temple at Tengah hamlet, Tegallalang, on Wednesday (Oct. 12). Hundreds of boys from seven hamlets in Tegallalang village adorned themselves with various colors and knick-knacks used during the procession where this becomes an appeal.
From around 11:00, the local boys with a variety of ornaments have thronged the Duur Bingin Temple. It is done as preparation for the implementation of the ngerebeg ritual. Until 12:00 shortly after the boys gathered in the innermost temple courtyard, a series of the ngerebeg ceremony preparation was performed. It included saying prayers and asking for consumption containing rice and lawar done by megibung or sharing communal meals. Having started in front of the Duur Bingin Temple, the boys carried miniature of penjor made from midrib of snakefruit tree and walked along 10 km to surround Tegallalang village. This procession drew the admiration of tens of travelers happening to witness the event. Moreover, local communities were seen cohesively sitting down in front of their home or art shop to witness the ritual performed every six months. According to chief of Tegallalang customary village, Made Jaya Kusuma, this procession is specially followed by boys from seven hamlets at Tegallalang namely the Penusuan, Tengah, Tegal, Triwangsa, Tegallalang, Gagah and Pejeng Aji. “Even though the supporting devotees of this Duur Bingin Temple actually consist of five hamlets, but especially for children from the Gagah and Pejeng Aji hamlet are also included,” he said. He further explained that this ritual is associated with the presence of Duur Bingin Temple which is different from the others. The deity abiding at this temple is Ida Bhatara Ratu Gede in the form of a couple of Barong Landung (male and female). “So, this ritual has the meaning as expression of gratitude. After these children deliver the offerings in the form of fruits, flowers and others in the morning, in the afternoon they carry out this ritual,” he said. The ngerebeg tradition has been passed down through generations by society of Tegallalang customary village. It is estimated to have been practiced since the thirteenth century and until now people remain to implement. “Aside from children, the adults also participate in the ngrebeg tradition from the beginning to finish. Our residents strongly believe if the ngrebeg ritual is not implemented, it can bring in disasters in the area of Tegallalang customary village,” he said. (kmb)

“Dumb deal” drags Australia-US ties to new low after tense Trump call
SYDNEY - U.S. President Donald Trump labelled a refugee swap deal with Australia “dumb” on Thursday after a Washington Post report of an acrimonious telephone call with Australia’s prime minister threatened a rare rift in ties between the two staunch allies. The Post reported that Trump described the resettlement plan as “the worst deal ever” and accused Australia of trying to export the “next Boston bombers”. It said the call had been scheduled to last an hour but Trump cut it short after 25 minutes when Australian Prime Minister Malcolm Turnbull tried to turn to subjects such as Syria. Turnbull told reporters the call with Trump at the weekend had been frank and candid but refused to give further details. “I do stand up for Australia. My job is to defend Australian interests,” Turnbull said in Melbourne. Turnbull refused to confirm the Post report that Trump, who had earlier spoken to world leaders including Russian President Vladimir Putin and Mexican President Enrique Pena Nieto, had angrily told him that the call was “the worst so far”. “Traffic diversion will be carried out at 23 points in Kuta area. We must dare to make a breakthrough for smoothness in Kuta. Moreover, Kuta is a major tourist destination in Bali,” said Director of Bali Police Traffic Affairs, Anak Agung Made Sudana, accompanied by Denpasar police chief, Hadi Purnomo. Use of house music forbidden in ogoh-ogoh parade
DENPASAR - Creating public order and comfort at the night of pengerupukan, the government of Denpasar bans all the customary youth clubs and communities to play house music. The ban has been delivered and disseminated to all customary youth clubs, communities and community leaders some time ago. This was expressed by acting Head of the Denpasar Culture Agency, Wayan Sujati, when met on Wednesday (Feb. 1) at her office.
Sujati further added that the use of house music is not appropriate with the norms of Balinese culture and vulnerable to bring in disastrous and non-conducive situation as well as can cause friction among residents. As a cultured city, Sujati invited all the people in Denpasar especially customary youth clubs that will participate in ogoh-ogoh (papier mâché demon) parade to maintain public order and security. “Let us use the spirit of Nyepi or day of silence for introspection and self-control, so as not to fall to do negative things that can provoke the arising of less harmonious atmosphere. Let’s keep together and parade the ogoh-ogoh orderly so as not to cause friction among the bearers of ogoh-ogoh, so it does not tarnish the sanctity of Nyepi,” she said.

She hoped the ogoh-ogoh parade is accompanied with Balinese gamelan orchestra and may use sound system, but plays Balinese gamelan music, so that the procession can run solemnly and orderly. To that end, the role of hamlet chief, chief of customary village, pecalang (customary security guard) and headman is expected to participate in supervising their people so that the implementation of ogoh-ogoh parade and pengerupukan night can run orderly and smoothly. “We do hope the role of customary leaders in helping and supervising the procession in addition to police officers, municipal police and the transportation agency officers in Denpasar,” he said. When all parties have complied with the rules and appeal having been stipulated it can be ascertained to bring in peaceful atmosphere in accordance with the meaning of Nyepi feast celebration. Other than in parading ogoh-ogoh, Sujati also hoped not to get out of respective customary village to avoid undesirable things. Here, the role of all stakeholders from the local customary village, community leaders, municipal police, pecalang, police and the military are expected to help bring in comfort in a series of welcoming the Nyepi celebration. “We hope that all parties carry out their respective roles to create public order in celebrating the Nyepi next March,” she said. Bali starling population in TNBB goes up
NEGARA - Population of Bali starling (Leucopsar rothschildi) in the West Bali National Park (TNBB) has currently reached 81 heads. That number has continued to increase within the past five years. Reintroduction of this protected bird is also carried out in some parts of the region in the TNBB, so that the population spreads out. Subdivision Head of TNBB Administrative Affairs, Wiryawan, explained on Wednesday (Feb. 1) that since 2012 the population of Bali starling in TNBB has increased. They are in the Bali starling breeding center (UPKPJB) as well as in the wild of the national park. The number of endemic birds at Tegalbunder breeding center, West Bali, in 2016 reached 197 heads. It shows an increase compared to the beginning of 2012 only reaching 50 heads. Meanwhile, there are 81 heads in the wild of the TNBB region. From the beginning of 2012, there are only 15 heads. According to Wiryawan, there are five sites used to release the birds all this time. They include Labuan Lalang, Tanjung Gelap, Brumbun, Lampu Merah or Segara Rupek and Cekik. Previously, the
release was carried out at particular site only. West Bali National Park area now has a dome sanctuary for the Bali starling. Inside the dome designed like its native habitat will be filled with Bali starling so that it can multiply like in the wild. It is functioned as an education that describes the habitat of Bali starling. “Currently, it remains in the process of selecting individual birds and matchmaking, while the dome will be in operation in February,” he explained. Indeed, added Wiryawan, other than the results of bird breeding center in the TNBB, there is an obligation for zoo or individual breeders to return to the results to their habitat. “Until now, there has been no contribution,” said Wiryawan. Actually, individual breeders or zoos should reimburse their breeding results as much as 10 percent of the second offspring. Bali starling is categorized into wildlife endemic bird species that are rarely found and different from any other types. Its presence is only found in the area of West Bali National Park. This bird is selected to become the faunal icon of Bali Province. (kmb26)

UK lawmakers back bill to trigger EU exit talks
LONDON — Britain moved closer to leaving the European Union Wednesday as lawmakers backed a bill authorizing divorce proceedings and kept alive the government’s plan to trigger Brexit talks within weeks.
The House of Commons decisively backed the bill by 498 votes to 114, sending it on for committee scrutiny. The result was a victory for the Conservative government, which had fought in court to avert the vote out of fear Parliament would impede its Brexit plans. Lawmakers also defeated a “wrecking amendment” proposed by the Scottish National Party that sought to delay Britain’s exit talks with the EU because the British government has not disclosed detailed plans for its negotiations. During two days of debate in the House of Commons, many legisla-
tors — Euroskeptic and Europhile alike — said they would back the bill out of respect for voters’ June 23 decision to leave the EU. But opposition parties will try to insert more amendments during the next stages of the parliamentary process. They are seeking to prevent an economy-shocking “hard Brexit,” in which Britain loses full access to the EU’s single market and faces restrictions or tariffs on trade. After committee consideration, the bill is due to return to the House of Commons for a final vote next week before moving on to Parliament’s upper chamber, the House
of Lords. The government was forced to introduce the legislation after a Supreme Court ruling last week torpedoed Prime Minister Theresa May’s effort to start the process of leaving the 28-nation bloc without a parliamentary vote.
