Animation, sequels and superheroes propel box office record
LOS ANGELES — A forgetful fish, infighting superheroes and some intergalactic rebels led the North American box office in 2016, which, with an estimated $11.2 billion in earnings to date, has become the highest grossing year of all time — slightly surpassing last year’s $11.1 billion record. Those top three films, “Finding Dory,” ‘’Captain America: Civil War,” and “Rogue One: A Star Wars Story,” all had the common thread of being under the Walt Disney Studios banner, which had its own records to celebrate. Shooter kills 11, himself in Brazil New Year’s party rampage
RIO DE JANEIRO - A gunman stormed a house party and killed 11 people, including his former wife and 8-year-old son, before shooting himself in the head during a New Year’s party in the southeastern Brazilian city of Campinas late on Saturday. Police in the state of São Paulo said the shooter, identified as 46year-old Sidnei Ramis de Araújo, is believed to have been angry over a split with his wife, Isamara Filier, 41, and their son João Victor. Three other people remain hospitalized, police said, while four people survived the attack unharmed, including one party attendee who managed to flee to a bathroom and phone the police
when the shooting began. Survivors, according to a police spokesman, said that just before midnight, the shooter jumped over a fence surrounding the house, burst through a door and began firing even as he berated Filier for taking their son. Araújo possibly sought to take advantage of the commotion of New Year’s Eve to disguise the shooting, police said.
One neighbor told local television that he and his family heard shots, but had thought they might be fireworks until one of the wounded ran to their property, bleeding and pleading for help. Despite high rates of crime and violence in Brazil, including significant problems with assaults against women, the attack alarmed Latin America’s biggest country on a holiday associated with family gatherings. Gun deaths are common in heists, holdups and in confrontations among police, drug gangs and other criminals in Brazil, but
targeted mass shootings are rare. Police said Araújo, reported by local media to be a laboratory technician, used a 9 mm pistol and carried two additional clips, extra ammunition, a knife and unspecified but unused explosives. Investigators are analyzing the explosives in addition to a cell phone and audio recorder found in a car he parked outside the home to determine whether Araújo left any sort of message about his attack. Police said they did not yet know if Araújo had a history of violence, or whether he had been known to physically harm or
threaten his former wife before the attack. Campinas, an industrial and university city of over 1 million residents, is located about 100 kilometers (60 miles) northwest of the city of São Paulo, Brazil’s biggest metropolis. MANGUPURA - Western monsoon flowing at year-end caused the overlay of white sand along Kuta Beach to be unsightly. Beauty of the famous beach to the rest of the world is now wrapped in plastic waste, in addition to organic waste and remnants of New Year’s Eve celebration. The Head of the Badung Sanitation and Landscaping Agency (DKP), Putu Eka Merthawan, when confirmed on Sunday (Jan. 1) justified that the piles of stranded marine debris on Kuta mostly consists of plastic. “This waste is carried by the wind to accumulate along the Kuta Beach,” he said. According to him, his agency deployed at least 700 personnel including sweeping officers, drivers and others to take overtime in dealing with the marine debris. They were also in charge of cleaning up the remnants of the year-end celebrations. “We have deployed approximately 700 personnel to take full overtime at year-end and after the New Year celebration to handle the waste,” he said. He explained that volume of western monsoon waste this month reached 1,510 tons. In the meantime, the volume of waste on Friday (Dec. 30) amounted to 46 tons. Details of the waste handled are as follows: Zone I (North Kuta) from Canggu Beach to Loloan Yeh Poh reached 6 tons; Zone II (North Kuta) from Loloan Yeh Poh to BMG area reached 14 tons; Zone III (Kuta) from BMG area to Camplung area reached 8 tons; Zone IV

He explained that the volume of waste on beaches in Badung region also increased in this New Year. Now, the total waste volume of the New Year remnants reached about 50 tons. It is composed of plastic waste, shells, fireworks, leaves and other organic waste. “The waste is abundant and almost reaches 50 tons. Kuta Beach area has the highest waste volume,” he complained. Regent of Badung, I Nyoman Giri Prasta, admitted that the marine debris overwhelmed the beaches in Badung are still going on. Actually the government of Badung has already done movement to address it. Moreover, not half-heartedly the government will purchase the device that will be used to handle the marine debris. “We’ve done the movement, studied and purchased facilities. So, in the future the existence of waste could be quickly handled,” he said. Giri Prasta added that such marine debris is actually a natural disaster. Prediction of security in 2017 overshadowed by terrorism
DENPASAR - As an international tourist destination, Bali has side impact of becoming the target of terrorists. According to the Chief of Bali Police, Sugeng Prayitno, Bali security in 2017 is predicted to still become the target of terrorists. Therefore, vigilance against terrorist acts should be strengthened. “Occurrence of the bombing in several places in Indonesia is very likely to occur in other regions, including Bali. On that account, the action needs to get special attention from the authorities,” he said during a press conference on Thursday (Dec. 29).
Related to the appointment of Petrus R. Golose as the new Bali police chief, Sugeng Priyanto hoped the anticipation against terror could be done more seriously to save Bali from bombs. Moreover, Petrus is a senior in the terrorism mitigation national agency

China says space programme must help protect national security
BEIJING - China’s space programme must help protect the country’s national security, but China is dedicated to the peaceful use of space and opposes a space arms race, the government said in a policy paper issued on Tuesday. President Xi Jinping has called for China to establish itself as a space power, and it has tested anti-satellite missiles, in addition to its civilian aims China has repeatedly said its space programme is for peaceful purposes, but the U.S.
Defense Department has highlighted its increasing capabilities, saying it was pursuing activities aimed to prevent adversaries from using space-based assets in a crisis. In its policy paper, the government said the space programme was an important part of the country’s overall development strategy. “China always adheres to the principle of the use of outer space for peaceful purposes, and opposes the weaponisation of or an arms race in outer space,” it said. The programme must also “meet the demands of economic, scientific and tech-
nological development, national security and social progress”, the paper added, without elaborating on the security part. However it included past weapons tests as part of the history of its space programme, in which the military has all along been deeply involved with. “Over the past 60 years of remarkable development since its space industry was established in 1956, China has made great achievements in this sphere, including the development of atomic and hydrogen bombs, missiles, man-made satellites, manned spaceflight and lunar probes,” it said.
China completed its longest manned space mission to date last month, when two astronauts spent 30 days aboard the Tiangong 2 space laboratory, or “Heavenly Palace 2”, which China is using to carry out experiments ahead of a longer-range plan to have a permanent manned space station around 2022. The white paper also repeated a plan to launch its first Mars probe by 2020 and to land the first probe ever on the dark side of the moon in 2018, but gave no details about a previously mooted goal of landing a Chinese person on the moon by 2036. Anthropologists to examine mummified body found in Detroit garage
DETROIT - A body that had decomposed to the point of mummification was found in a car in the garage of a Detroit home, and medical examiners have called for an anthropologist to conduct a special autopsy of the remains, authorities said on Friday. The desiccated corpse was discovered by a man who was house shopping and ventured into the home’s garage on Thursday afternoon, spotting the body
inside an early 1990s-model Plymouth sedan, police and coroner’s officials said. How long the body had been in the garage and the circumstances of the individual’s death remained unknown, said Lloyd Jackson, a spokesman for the Wayne County Medical Examiner’s Office. “It was there for a long period of time,” Jackson said. “It’s mummified, so it’s probably been
over a year, at least.” Medical examiners visually inspected the corpse, which was found dressed in a shirt, sweater and pants. But the advanced state of decomposition, in which exposed tissue has turned brown, taking on the appearance of tanned leather, precludes a conventional autopsy, even obscuring whether the person was male or female, Jackson said.
Coroners hope to resolve much of the mystery once an anthropologist from the University of Michigan arrives next week to conduct a special examination, including measurements of the hip bones to determine its gender. Jackson said investigators expect the anthropological autopsy will also reveal the approximate age of the individual, as well as something about the manner,
cause and time of death. For now, there is too little information to know whether foul play was involved, and the case remains an open investigation, authorities said. The home where the body turned up was being rented by tenants who told police they never used the garage and knew nothing about the body’s presence, Detroit police spokesman Dan Donakowski said. Crime rate decreases in 2016
DENPASAR - As usual, by year-end the Bali Police released the results of performance evaluation and disruption of social security and order. Chief of Bali Police, Sugeng Prayitno, claimed that crime rate throughout 2016 decreased 3,347 cases when compared to 2015 recorded to reach 3,730 cases. It showed a decline of 383 cases. He told on Thursday (Dec. 29), the unresolved cases throughout 2016 reached a total of 1,078 cases, while the resolved cases amounted to 2,269 cases. In terms of the rank of crime insecurity, Denpasar Police is ranked first with
1,405 cases and followed by Gianyar Police with 341 cases. Then, the Klungkung Police has the lowest insecurity when compared to other regions, namely 131 cases. Sugeng said that motorcycle theft case and special theft are the most cases occurred when compared to severe persecution, murder and theft with violence. This year, the special theft cases decreased, but motorcycle theft increased 12.46 percent namely 451 cases, while in 2015 amounted to 401 cases. “Motorcycle theft remains high. On average, if we calculate a year consists of 360 days, there is
one to two missing motorcycle each day,” he said. In the meantime, the ethical code violations by Bali Police personnel also decreased. In 2015, there were 26 violations committed by police officers, while this year only amounted to 14 cases. Next, the disclosure of drug cases decreased 18 percent. Disclosure in 2015 amounted to 981 cases, while in 2016 amounted to 807 cases. In terms of the number of suspect arrested, it reached 884 people, while in 2015 amounted to 1,028 people. “I do hope this could be further enhanced
next year. Combating drugs should be made by all components of society,” he said. Director of Bali Police Narcotic Investigation, M. Arief Ramdani, said the evidence secured amounted to 0.78 gram of heroin, 6,601.09 grams of crystal meth, 9,080 pills and 10.09 grams of ecstasy, 10,876.1 grams of marijuana and three marijuana trees. In addition, police also seized 20.366 grams of hashish, 150 bottles of nimetazepam, 24.44 grams of cocaine, 8,216.64 liters and 1,049 bottles of alcohol, 6,370.3 grams of mushroom, 6,370.3 grams of MDMA, 1,491 drugs and cash worth IDR 68,194,000. Determinant of progress According to him, there are three main factors determining the progress of a country, namely the mastery of innovation containing creativity (45 percent), control of networking (25 percent) and mastery of technology (20 percent) as well as a wealth of natural resources (10 percent). Reflecting to these, the education sector in Indonesia, including Bali, should be able to yield human resources mastering the three major
capabilities namely the innovation, networking and technology to improve the nation’s progress. Referring to this, the government should be able to set up special schools in accordance with requirements in the field of employment. For example, they can be school of agriculture, school of animal husbandry, school of fishery, school of architecture, school of mechanical engineering and so on. The schools must be truly able to equip the graduates with the competencies to innovate and build networking including the mastery of the ever growing technology. Competence of innovating can be made by improving various skills. The skills can be pursued quickly because the students will be taught how to work creatively and innovatively. Then, competence of building a network can be done with the development of attitudes and management of human resources such as leadership, teamwork and communication. “In this context, the government should have expanded the establishment of vocational schools (SMK) tailored to the potential owned by
each region. Currently, the composition of our schools at secondary level remains to be emphasized on high school. Later, the composition should be changed to 70 percent of vocational school versus 30 percent of high school so that most graduates of secondary education are really conditioned to be ready to enter the working environment according to their competence. Similarly, in higher education, the government should lead the vocational education institutions to meet the demand of global market,” he said. Similar opinion was also expressed by the Head of PGRI Bali, Gede Wenten Aryasuda. In addition to increasing vocational schools and vocational higher education institutions, he said that increasing the role of government in resolving the problems of education also becomes significant in improving the quality of human resources. New UN chief urges New Year’s resolution: ‘Put Peace First’
UNITED NATIONS — Antonio Guterres took the reins of the United Nations on New Year’s Day, promising to be a “bridgebuilder” but facing an antagonistic incoming U.S. administration led by Donald Trump who thinks the world body’s 193 member states do nothing except talk and have a good time. The former Portuguese prime minister and U.N. refugee chief told reporters after being sworn-in as secretary-general on Dec. 12 that he will engage all governments — “and, of course, also with the next government of the United States” — and show his willingness to cooperate on “the enormous challenges that we’ll be facing together.” But Trump has shown little interest in multilateralism, which Guterres says is “the cornerstone” of the United Nations, and a great attachment to the Republicans’ “America First” agenda. So as Guterres begins his five-year term facing conflicts from Syria and Yemen to South Sudan and Libya and global crises from terrorism to climate change, U.S. support for the United Nations remains a question mark. And it matters because the U.S. is a veto-wielding member of the U.N. Security Council and pays 22 percent of the U.N.’s regular budget
and 25 percent of its peacekeeping budget. Immediately after the United States allowed the Security Council to condemn Israeli settlements in the West Bank on Dec. 23 in a stunning rupture with past practice, Trump warned in a tweet: “As to the U.N., things will be different after Jan. 20th,” the day he takes office. Trump followed up three days later with another tweet questioning its effectiveness. “The United Nations has such great potential but right now it is just a club for people to get together, talk and have a good time. So sad!” John Bolton, a conservative Republican and former U.S. ambassador to the United Nations, said in an interview with The Associated Press that Guterres would be well advised “especially given the incoming Trump administration” to follow the model of his predecessor, Ban Ki-moon, and do what member governments want.
If he tries to follow what Ban’s predecessor, Kofi Annan, did as secretary-general and try to be the world’s top diplomat and what some called “a secular pope,” Bolton said, “I think especially in the Trump administration, he would run into big trouble very quickly.” Guterres has made clear that his top priority will be preventing crises and promoting peace. In the first minute after taking over as U.N. chief on Sunday, Guterres issued an “Appeal for Peace.” He urged all people in the world to make a shared New Year’s resolution: “Let us resolve to put peace first.” “Let us make 2017 a year in which we all — citizens, governments, leaders — strive to overcome our differences,” the new secretary-general said. He has said there is enormous difficulty in solving conflicts, a lack of “capacity” in the international community to prevent conflicts, and the need to develop “the diplomacy for peace,” which he plans to focus on. Guterres has said he will also strive to deal with the inequalities that globalization and technological progress have helped deepen,
creating joblessness and despair especially among youth. “Today’s paradox is that despite greater connectivity, societies are becoming more fragmented. More and more people live within their own bubbles, unable to appreciate their links with the whole human family,” he said after his swearing-in. Guterres said the values enshrined in the U.N. NEW YORK/SAN FRANCISCO Wall Street’s rally could be derailed by renewed worries about President-elect Donald Trump’s policies, a resurgent dollar or potential wild-card events like cyber attacks or a trade war, investors say as they look to 2017. Stocks are at record highs on optimism Trump will boost the economy, and strategists in a recent Reuters poll expect more gains next year. But they also worry about what could derail the market as a surprising 2016 wraps up and an uncertain 2017 awaits. Here are some potential roadblocks to more gains:
TRUMP AND TRADE Underscoring investor worries about Trump’s threats to renegotiate trade deals, retail shares fell 3.5 percent on Dec. 22 on reports he is considering import tariffs as high as 10 percent. A day earlier, Trump named Peter Navarro, an economist who has urged a hard line on trade with China, to head a newly formed White House National Trade Council. Tariffs on goods from countries like China and Mexico would bump up costs on imported goods for U.S. consumers. THE DOLLAR CRIMPS EARNINGS Further strength in the dollar, which has gained nearly 5 percent since the election, could hobble sales of U.S. multinationals. “Companies are saying, ‘You know, we’ve got this higher dollar that’s making our business overseas a little more difficult,” Doll said. A year-long U.S. profit recession has just ended, but earnings growth needs to pick up or stocks will get too expensive. JAKARTA - Fugitive Iyus Pane, one of the thieves in Polomas robbery and mass murder case in East Jakarta, was arrested in Medan, North Sumatra, on Sunday morning. “Yes, it is true (he has been arrested),” Jakarta Police Spokesman Sr Comr Argo Yuwono said here on Sunday. Information obtained earlier said that Iyus Pane, alias Ridwan Sitorus alias Marihot Sitorus, was arrested by a joint police team at the Antar Lintas Sumatera (ALS) bus pool, on Jalan Sisingamangaraja, Medan, North Sumatra, at 7.45 local time on Sunday. The Iyus Pane arrest was led by the head of East Jakarta Polices criminal department, Adjunct Senior Commissioner Sapta Maulana Marpaung. After the arrest, police are taking the suspect from Medan to the East Jakarta Police for further investigation. Iyus Pane, together with Ramlan Butar Butar, Erwin Situmorang and Alfin Bernius, is an actor of the robbery and mass murder case in Polumas, East Jakarta, last week. During the robbery, the four thieves allegedly locked up Dodi Triono (59) owner of the house and 10 others, including Dodis daughters, house maids and drivers, in a small bathroom on Monday (Dec 26). When they were found on Tuesday morning (Dec 27), six of the 11 in the locked bathroom were dead; only five survived. The following day on Wednesday police arrested Erwin Simatupang in Bekasi, West Java, and fatally shot Ramlan Butar Butar for resisting the arrest. He died. “Two alleged murderers were arrested, one died of loss of blood after being shot for resisting police arrest in Bekasi, West Java,” Indonesian National Police (Polri) Chief General Tito Karnavian told a press conference following the arrest. Alfin Barnius was arrested in the evening of the same day, also in Bekasi.(ant)

Spread by trade and climate, bugs butcher America’s forests
PETERSHAM — In a towering forest of centuries-old eastern hemlocks, it’s easy to miss one of the tree’s nemeses. No larger than a speck of pepper, the Hemlock woolly adelgid spends its life on the underside of needles sucking sap, eventually killing the tree. The bug is one in an expanding army of insects draining the life out of forests from New England to the West Coast. Aided by global trade, a warming climate and drought-weakened trees, the invaders have become one of the greatest threats to biodiversity in the United States. Scientists say they already are driving some tree species toward extinction and are causing billions of dollars a year in damage — and the situation is expected to worsen. “They are one of the few things that can actually eliminate a forest tree species in pretty short order — within years,” said Harvard University ecologist David Orwig as he walked past dead hemlocks scattered across the university’s 5.8-square-mile research forest in Petersham. This scourge is projected to put 63 percent of the country’s forest at risk through 2027 and carries a cost of several billion dollars annually in dead tree removal, declining property values and timber industry losses, according to a peer-reviewed study this year in Ecological Applications.
That examination, by more than a dozen experts, found that hundreds of pests have invaded the nation’s forests, and that the emerald ash borer alone has the potential to cause $12.7 billion in damage by 2020. Insect pests, some native and others from as far away as Asia, can undermine forest ecosystems. For example, scientists say, several species of hemlock and almost 20 species of ash could nearly go extinct in the coming decades. Such destruction would do away with a critical sponge to capture greenhouse gas emissions, shelter for birds and insects and food sources for bears and other animals. Dead forests also can increase the danger of catastrophic wildfires. Today’s connected world enables foreign invaders to cross oceans in packing materials or on garden plants, and then reach American forests. Once here, they have rapidly expanded their ranges. While all 50 states have been attacked by pests, experts say forests in the Northeast, California, Colorado and parts of the Midwest, North Caro-

lina and Florida are especially at risk. Forests in some states, like New York, are close to major trade routes, while others, like in Florida, house trees especially susceptible to pests. Others, like New Hampshire, Massachusetts and Maine, are experiencing record warming. “The primary driver of the invasive pest problem is globalization, which includes increased trade and travel,” Andrew Liebhold, a Forest Service research entomologist in West Virginia. “But there are cases where climate change can play an important role. As climates warm, species are able to survive and thrive in more northerly areas.” The emerald ash borer, first found in 2002 in Michigan, is now in 30 states and has killed hundreds of millions of ash trees. The gypsy moth, discovered in 1869 in Boston, is now found in 20 states and has reached the northern Great Lakes, according to the U.S. Department of Agriculture. Native bark beetles have taken advantage of warming conditions and a long western drought to rapidly range from Mexico into Canada. An outbreak in Colorado spread across 3.4 million acres of forest from 1996 to 2013, according to the Forest Service, and in California 100 million-plus trees have died in the Sierra Nevada since 2010. Though small, bugs can easily overwhelm big trees with sheer numbers. “They drain the resin that otherwise defends the tree,” said Matt Ayres, a Dartmouth College ecologist who worked on the Ecological Applications study. “Then, the tree is toast.” Forest pests in the era of climate change are especially concerning for timberland owners, said Jasen Stock, executive director of the New Hampshire Timberland Owners Association. “We’re dealing with pests we’ve never been around before, never had to manage around before,” Stock said. “It’s something we’re going to be dealing with forever.” Urban forests, too, are at risk from outbreaks. In Worcester, Massachusetts, a city of about 180,000, an Asian longhorned beetle infestation in 2008 resulted in the removal of 31,000 trees. “You would leave for work with a tree-lined street, and you come back and there was not a tree in sight,” recalled Ruth Seward, executive director of the nonprofit Worcester Tree Initiative. Queen Elizabeth II misses church due to ‘heavy cold’ LONDON — Queen Elizabeth II missed a traditional New Year’s Day church service Sunday because of the effects of a lingering cold. Buckingham Palace said the queen “does not yet feel ready to attend church as she is still recuperating from a heavy cold.” There was no indication she is suffering from a more serious illness. It was unusual for Elizabeth not to attend the service, long part of her New Year’s Day routine. The inclement weather may have been a contributing factor in her decision to stay indoors. It was cold with a steady rain in the Norfolk area 110 miles (175 kilometers) north of London where the queen maintains a private estate called Sandringham. Elizabeth also missed the Christmas church service last week for the first time in decades. She is recuperating out of the public eye in one of her favorite homes. The 90-year-old queen, the longest reigning monarch in Brit-
ish history, had earlier delayed her departure for Sandringham for the Christmas holidays because both she and her husband, Prince Philip, were suffering from intense colds. She traveled one day later than planned and used a helicopter rather than a train to shorten the travel time. Her prolonged illness has raised some concerns because colds and flus can be dangerous for elderly people. The queen has generally been in good health in recent years, although she has cut down somewhat on her traveling and public appearances. Philip, 95, has also reduced his schedule, but managed to attend more than 100 public events in 2016. He and other members of the royal family attended the New Year service Sunday at the church on the grounds of Sandringham estate. Philip was driven to the church in a royal Range Rover. Spread by trade and climate, bugs butcher America’s forests
PETERSHAM — In a towering forest of centuries-old eastern hemlocks, it’s easy to miss one of the tree’s nemeses. No larger than a speck of pepper, the Hemlock woolly adelgid spends its life on the underside of needles sucking sap, eventually killing the tree. The bug is one in an expanding army of insects draining the life out of forests from New England to the West Coast. Aided by global trade, a warming climate and drought-weakened trees, the invaders have become one of the greatest threats to biodiversity in the United States. Scientists say they already are driving some tree species toward extinction and are causing billions of dollars a year in damage — and the situation is expected to worsen. “They are one of the few things that can actually eliminate a forest tree species in pretty short order — within years,” said Harvard University ecologist David Orwig as he walked past dead hemlocks scattered across the university’s 5.8-square-mile research forest in Petersham. This scourge is projected to put 63 percent of the country’s forest at risk through 2027 and carries a cost of several billion dollars annually in dead tree removal, declining property values and timber industry losses, according to a peer-reviewed study this year in Ecological Applications.
That examination, by more than a dozen experts, found that hundreds of pests have invaded the nation’s forests, and that the emerald ash borer alone has the potential to cause $12.7 billion in damage by 2020. Insect pests, some native and others from as far away as Asia, can undermine forest ecosystems. For example, scientists say, several species of hemlock and almost 20 species of ash could nearly go extinct in the coming decades. Such destruction would do away with a critical sponge to capture greenhouse gas emissions, shelter for birds and insects and food sources for bears and other animals. Dead forests also can increase the danger of catastrophic wildfires. Today’s connected world enables foreign invaders to cross oceans in packing materials or on garden plants, and then reach American forests. Once here, they have rapidly expanded their ranges. While all 50 states have been attacked by pests, experts say forests in the Northeast, California, Colorado and parts of the Midwest, North Caro-

lina and Florida are especially at risk. Forests in some states, like New York, are close to major trade routes, while others, like in Florida, house trees especially susceptible to pests. Others, like New Hampshire, Massachusetts and Maine, are experiencing record warming. “The primary driver of the invasive pest problem is globalization, which includes increased trade and travel,” Andrew Liebhold, a Forest Service research entomologist in West Virginia. “But there are cases where climate change can play an important role. As climates warm, species are able to survive and thrive in more northerly areas.” The emerald ash borer, first found in 2002 in Michigan, is now in 30 states and has killed hundreds of millions of ash trees. The gypsy moth, discovered in 1869 in Boston, is now found in 20 states and has reached the northern Great Lakes, according to the U.S. Department of Agriculture. Native bark beetles have taken advantage of warming conditions and a long western drought to rapidly range from Mexico into Canada. An outbreak in Colorado spread across 3.4 million acres of forest from 1996 to 2013, according to the Forest Service, and in California 100 million-plus trees have died in the Sierra Nevada since 2010. Though small, bugs can easily overwhelm big trees with sheer numbers. “They drain the resin that otherwise defends the tree,” said Matt Ayres, a Dartmouth College ecologist who worked on the Ecological Applications study. “Then, the tree is toast.” Forest pests in the era of climate change are especially concerning for timberland owners, said Jasen Stock, executive director of the New Hampshire Timberland Owners Association. “We’re dealing with pests we’ve never been around before, never had to manage around before,” Stock said. “It’s something we’re going to be dealing with forever.” Urban forests, too, are at risk from outbreaks. In Worcester, Massachusetts, a city of about 180,000, an Asian longhorned beetle infestation in 2008 resulted in the removal of 31,000 trees. “You would leave for work with a tree-lined street, and you come back and there was not a tree in sight,” recalled Ruth Seward, executive director of the nonprofit Worcester Tree Initiative. Queen Elizabeth II misses church due to ‘heavy cold’ LONDON — Queen Elizabeth II missed a traditional New Year’s Day church service Sunday because of the effects of a lingering cold. Buckingham Palace said the queen “does not yet feel ready to attend church as she is still recuperating from a heavy cold.” There was no indication she is suffering from a more serious illness. It was unusual for Elizabeth not to attend the service, long part of her New Year’s Day routine. The inclement weather may have been a contributing factor in her decision to stay indoors. It was cold with a steady rain in the Norfolk area 110 miles (175 kilometers) north of London where the queen maintains a private estate called Sandringham. Elizabeth also missed the Christmas church service last week for the first time in decades. She is recuperating out of the public eye in one of her favorite homes. The 90-year-old queen, the longest reigning monarch in Brit-
ish history, had earlier delayed her departure for Sandringham for the Christmas holidays because both she and her husband, Prince Philip, were suffering from intense colds. She traveled one day later than planned and used a helicopter rather than a train to shorten the travel time. Her prolonged illness has raised some concerns because colds and flus can be dangerous for elderly people. The queen has generally been in good health in recent years, although she has cut down somewhat on her traveling and public appearances. Philip, 95, has also reduced his schedule, but managed to attend more than 100 public events in 2016. He and other members of the royal family attended the New Year service Sunday at the church on the grounds of Sandringham estate. Philip was driven to the church in a royal Range Rover. NEW YORK/SAN FRANCISCO Wall Street’s rally could be derailed by renewed worries about President-elect Donald Trump’s policies, a resurgent dollar or potential wild-card events like cyber attacks or a trade war, investors say as they look to 2017. Stocks are at record highs on optimism Trump will boost the economy, and strategists in a recent Reuters poll expect more gains next year. But they also worry about what could derail the market as a surprising 2016 wraps up and an uncertain 2017 awaits. Here are some potential roadblocks to more gains:
TRUMP AND TRADE Underscoring investor worries about Trump’s threats to renegotiate trade deals, retail shares fell 3.5 percent on Dec. 22 on reports he is considering import tariffs as high as 10 percent. A day earlier, Trump named Peter Navarro, an economist who has urged a hard line on trade with China, to head a newly formed White House National Trade Council. Tariffs on goods from countries like China and Mexico would bump up costs on imported goods for U.S. consumers. THE DOLLAR CRIMPS EARNINGS Further strength in the dollar, which has gained nearly 5 percent since the election, could hobble sales of U.S. multinationals. “Companies are saying, ‘You know, we’ve got this higher dollar that’s making our business overseas a little more difficult,” Doll said. JAKARTA - Fugitive Iyus Pane, one of the thieves in Polomas robbery and mass murder case in East Jakarta, was arrested in Medan, North Sumatra, on Sunday morning. “Yes, it is true (he has been arrested),” Jakarta Police Spokesman Sr Comr Argo Yuwono said here on Sunday. Information obtained earlier said that Iyus Pane, alias Ridwan Sitorus alias Marihot Sitorus, was arrested by a joint police team at the Antar Lintas Sumatera (ALS) bus pool, on Jalan Sisingamangaraja, Medan, North Sumatra, at 7.45 local time on Sunday. The Iyus Pane arrest was led by the head of East Jakarta Polices criminal department, Adjunct Senior Commissioner Sapta Maulana Marpaung. After the arrest, police are taking the suspect from Medan to the East Jakarta Police for further investigation. Iyus Pane, together with Ramlan Butar Butar, Erwin Situmorang and Alfin Bernius, is an actor of the robbery and mass murder case in Polumas, East Jakarta, last week. During the robbery, the four thieves allegedly locked up Dodi Triono (59) owner of the house and 10 others, including Dodis daughters, house maids and drivers, in a small bathroom on Monday (Dec 26). When they were found on Tuesday morning (Dec 27), six of the 11 in the locked bathroom were dead; only five survived. The following day on Wednesday police arrested Erwin Simatupang in Bekasi, West Java, and fatally shot Ramlan Butar Butar for resisting the arrest. He died. “Two alleged murderers were arrested, one died of loss of blood after being shot for resisting police arrest in Bekasi, West Java,” Indonesian National Police (Polri) Chief General Tito Karnavian told a press conference following the arrest. Alfin Barnius was arrested in the evening of the same day, also in Bekasi.(ant)

Therefore no one should make a controversy of
it,” Bambang, who is minister for national development planning, said in a year-end discussion here on Saturday. The national Capital Integrated Coastal Development (NCICD) has been in the center of controversy following corruption case involving the city councilor and a developer. Bambang said he has submitted
to President Joko Widodo a report about calculation and comprehensive analysis of the project. He said the project become urgent as the city is sinking faster than previously expected. “We are confronted with a situation of the city sinking faster than originally estimated. Not only Jakarta but all coastal areas of Java tend to sink,” he said.
Semarang of Central Java has even flooded with sea water, he added. “Jakarta sinks much faster than previously estimated because of much use of ground water, therefore, we have to address this problem immediately,” he said. The capital city, one of the worlds most densely populated cities, sits on a swampy plain and
is sinking at a faster rate than any other city in the world. The first phase of building the giant sea wall that will cost around Rp10 trillion is to keep Jakarta from caving in until 2025, he said. In addition the city administration has to control the use of ground water by improving the drinking water supply system, he said.

If there is regional division combined with school transport, it will reduce traffic in Denpasar. There will be no longer students passing over the area such as from North Denpasar to South Denpasar. We also have started designing school transport. Gradually we build the school needs with the amenities, he said. In addition, the government will also concentrate on the problem of poverty. Moreover, it will be established a technical implementer unit (UPT). It will be tasked to deal with the problems of poverty, house refurbishment, their mental development, empowerment and the like. In other words, the poverty handling will be done specifically and in integrated manner.
In the meantime, the handling of social problems such as people with mental disorders, Denpasar will build an empowerment house. This house functions to provide guidance and education, so that such people can be empowered. For instance, they are able to wash motorcycle, paint as well as undertake other positive activities. This is inclusive development which has not been touched that will be created and finalized in 2017, he said. Talking about achievement, Denpasar has got many awards from central government. As has just received, Denpasar was rewarded for achieving the highest tourism index at national level. The smart city also reached the top five in Indonesia. It also got a reward from the corruption eradication commission (KPK) in the matter of wealth report of state officials. The other rewards are the children- and women-friendly city as an appreciation from central government. Sindhu Market at Sanur also becomes a trend in Southeast Asia. Talking about the problem and hope, he will increase local competitiveness in the future. Denpasar mayor does not want his citizens are like ducks dying in their cage. In order to face the ASEAN Economic Community (AEC), education institutions in Indonesia, including in Bali, are demanded to prepare skilled, sensitive and critical human resources to face challenges and changes that will occur in the education sector. There is no other choice, the education sector of Bali as the ‘training camp’ for human resources of Bali should immediately improve itself if it does not want the Bali human resources to be knocked out of the global competition arena. The statement was confirmed by Chairman of the Indonesia Teachers Association (PGRI) of Bali Dr. I Gede Wenten Aryasuda, Rector of the Udayana University Prof. Dr. Ketut Suastika and education observer Prof. Dr. Putu Rumawan Salain to Bali Post, Tuesday (Dec. 27). Rumawan Salain said that education is one of the most crucial things to prepare competitive human resources in achieving success in the era of globalization.

Besides, the labor market is flooded with foreign workers. “The ASEAN free trade era shall be addressed quickly by the education sector in Bali so that Balinese human resources are ready to face the increasingly tight competition against other countries,” he said.
Determinant of progress According to him, there are three main factors determining the progress of a country, namely the mastery of innovation containing creativity (45 percent), control of networking (25 percent) and mastery of technology (20 percent) as well as a wealth of natural resources (10 percent). Reflecting to these, the education sector in Indonesia, including Bali, should be able to yield human resources mastering the three major
capabilities namely the innovation, networking and technology to improve the nation’s progress. Referring to this, the government should be able to set up special schools in accordance with requirements in the field of employment. For example, they can be school of agriculture, school of animal husbandry, school of fishery, school of architecture, school of mechanical engineering and so on. The schools must be truly able to equip the graduates with the competencies to innovate and build networking including the mastery of the ever growing technology. Competence of innovating can be made by improving various skills. The skills can be pursued quickly because the students will be taught how to work creatively and innovatively. Then, competence of building a network can be done with the development of attitudes and management of human resources such as leadership, teamwork and communication. “In this context, the government should have expanded the establishment of vocational schools (SMK) tailored to the potential owned by
each region. Currently, the composition of our schools at secondary level remains to be emphasized on high school. Later, the composition should be changed to 70 percent of vocational school versus 30 percent of high school so that most graduates of secondary education are really conditioned to be ready to enter the working environment according to their competence. Similarly, in higher education, the government should lead the vocational education institutions to meet the demand of global market,” he said. Similar opinion was also expressed by the Head of PGRI Bali, Gede Wenten Aryasuda. In addition to increasing vocational schools and vocational higher education institutions, he said that increasing the role of government in resolving the problems of education also becomes significant in improving the quality of human resources. New UN chief urges New Year’s resolution: ‘Put Peace First’
UNITED NATIONS — Antonio Guterres took the reins of the United Nations on New Year’s Day, promising to be a “bridgebuilder” but facing an antagonistic incoming U.S. administration led by Donald Trump who thinks the world body’s 193 member states do nothing except talk and have a good time. The former Portuguese prime minister and U.N. refugee chief told reporters after being sworn-in as secretary-general on Dec. 12 that he will engage all governments — “and, of course, also with the next government of the United States” — and show his willingness to cooperate on “the enormous challenges that we’ll be facing together.” But Trump has shown little interest in multilateralism, which Guterres says is “the cornerstone” of the United Nations, and a great attachment to the Republicans’ “America First” agenda. So as Guterres begins his five-year term facing conflicts from Syria and Yemen to South Sudan and Libya and global crises from terrorism to climate change, U.S. support for the United Nations remains a question mark. And it matters because the U.S. is a veto-wielding member of the U.N. Security Council and pays 22 percent of the U.N.’s regular budget
and 25 percent of its peacekeeping budget. Immediately after the United States allowed the Security Council to condemn Israeli settlements in the West Bank on Dec. 23 in a stunning rupture with past practice, Trump warned in a tweet: “As to the U.N., things will be different after Jan. 20th,” the day he takes office. Trump followed up three days later with another tweet questioning its effectiveness. “The United Nations has such great potential but right now it is just a club for people to get together, talk and have a good time. So sad!” John Bolton, a conservative Republican and former U.S. ambassador to the United Nations, said in an interview with The Associated Press that Guterres would be well advised “especially given the incoming Trump administration” to follow the model of his predecessor, Ban Ki-moon, and do what member governments want.
If he tries to follow what Ban’s predecessor, Kofi Annan, did as secretary-general and try to be the world’s top diplomat and what some called “a secular pope,” Bolton said, “I think especially in the Trump administration, he would run into big trouble very quickly.” Guterres has made clear that his top priority will be preventing crises and promoting peace. In the first minute after taking over as U.N. chief on Sunday, Guterres issued an “Appeal for Peace.” He urged all people in the world to make a shared New Year’s resolution: “Let us resolve to put peace first.” “Let us make 2017 a year in which we all — citizens, governments, leaders — strive to overcome our differences,” the new secretary-general said. DENPASAR - As an international tourist destination, Bali has side impact of becoming the target of terrorists. According to the Chief of Bali Police, Sugeng Prayitno, Bali security in 2017 is predicted to still become the target of terrorists. Therefore, vigilance against terrorist acts should be strengthened. “Occurrence of the bombing in several places in Indonesia is very likely to occur in other regions, including Bali. BEIJING - China’s space programme must help protect the country’s national security, but China is dedicated to the peaceful use of space and opposes a space arms race, the government said in a policy paper issued on Tuesday. President Xi Jinping has called for China to establish itself as a space power, and it has tested anti-satellite missiles, in addition to its civilian aims China has repeatedly said its space programme is for peaceful purposes, but the U.S.
Defense Department has highlighted its increasing capabilities, saying it was pursuing activities aimed to prevent adversaries from using space-based assets in a crisis. In its policy paper, the government said the space programme was an important part of the country’s overall development strategy. “China always adheres to the principle of the use of outer space for peaceful purposes, and opposes the weaponisation of or an arms race in outer space,” it said. The programme must also “meet the demands of economic, scientific and tech-
nological development, national security and social progress”, the paper added, without elaborating on the security part. However it included past weapons tests as part of the history of its space programme, in which the military has all along been deeply involved with. “Over the past 60 years of remarkable development since its space industry was established in 1956, China has made great achievements in this sphere, including the development of atomic and hydrogen bombs, missiles, man-made satellites, manned spaceflight and lunar probes,” it said.
China completed its longest manned space mission to date last month, when two astronauts spent 30 days aboard the Tiangong 2 space laboratory, or “Heavenly Palace 2”, which China is using to carry out experiments ahead of a longer-range plan to have a permanent manned space station around 2022. The white paper also repeated a plan to launch its first Mars probe by 2020 and to land the first probe ever on the dark side of the moon in 2018, but gave no details about a previously mooted goal of landing a Chinese person on the moon by 2036. Anthropologists to examine mummified body found in Detroit garage
DETROIT - A body that had decomposed to the point of mummification was found in a car in the garage of a Detroit home, and medical examiners have called for an anthropologist to conduct a special autopsy of the remains, authorities said on Friday. The desiccated corpse was discovered by a man who was house shopping and ventured into the home’s garage on Thursday afternoon, spotting the body
inside an early 1990s-model Plymouth sedan, police and coroner’s officials said. How long the body had been in the garage and the circumstances of the individual’s death remained unknown, said Lloyd Jackson, a spokesman for the Wayne County Medical Examiner’s Office. “It was there for a long period of time,” Jackson said. “It’s mummified, so it’s probably been
over a year, at least.” Medical examiners visually inspected the corpse, which was found dressed in a shirt, sweater and pants. But the advanced state of decomposition, in which exposed tissue has turned brown, taking on the appearance of tanned leather, precludes a conventional autopsy, even obscuring whether the person was male or female, Jackson said.
Coroners hope to resolve much of the mystery once an anthropologist from the University of Michigan arrives next week to conduct a special examination, including measurements of the hip bones to determine its gender. Jackson said investigators expect the anthropological autopsy will also reveal the approximate age of the individual, as well as something about the manner,
cause and time of death. For now, there is too little information to know whether foul play was involved, and the case remains an open investigation, authorities said. The home where the body turned up was being rented by tenants who told police they never used the garage and knew nothing about the body’s presence, Detroit police spokesman Dan Donakowski said. DENPASAR - As usual, by year-end the Bali Police released the results of performance evaluation and disruption of social security and order. Chief of Bali Police, Sugeng Prayitno, claimed that crime rate throughout 2016 decreased 3,347 cases when compared to 2015 recorded to reach 3,730 cases. It showed a decline of 383 cases. He told on Thursday (Dec. 29), the unresolved cases throughout 2016 reached a total of 1,078 cases, while the resolved cases amounted to 2,269 cases. In terms of the rank of crime insecurity, Denpasar Police is ranked first with
1,405 cases and followed by Gianyar Police with 341 cases. Then, the Klungkung Police has the lowest insecurity when compared to other regions, namely 131 cases. Sugeng said that motorcycle theft case and special theft are the most cases occurred when compared to severe persecution, murder and theft with violence. This year, the special theft cases decreased, but motorcycle theft increased 12.46 percent namely 451 cases, while in 2015 amounted to 401 cases. “Motorcycle theft remains high. On average, if we calculate a year consists of 360 days, there is
one to two missing motorcycle each day,” he said. In the meantime, the ethical code violations by Bali Police personnel also decreased. In 2015, there were 26 violations committed by police officers, while this year only amounted to 14 cases. Next, the disclosure of drug cases decreased 18 percent. Disclosure in 2015 amounted to 981 cases, while in 2016 amounted to 807 cases. MANGUPURA - Western monsoon flowing at year-end caused the overlay of white sand along Kuta Beach to be unsightly. Beauty of the famous beach to the rest of the world is now wrapped in plastic waste, in addition to organic waste and remnants of New Year’s Eve celebration. The Head of the Badung Sanitation and Landscaping Agency (DKP), Putu Eka Merthawan, when confirmed on Sunday (Jan. 1) justified that the piles of stranded marine debris on Kuta mostly consists of plastic. “This waste is carried by the wind to accumulate along the Kuta Beach,” he said. According to him, his agency deployed at least 700 personnel including sweeping officers, drivers and others to take overtime in dealing with the marine debris. They were also in charge of cleaning up the remnants of the year-end celebrations. “We have deployed approximately 700 personnel to take full overtime at year-end and after the New Year celebration to handle the waste,” he said. He explained that volume of western monsoon waste this month reached 1,510 tons. In the meantime, the volume of waste on Friday (Dec. 30) amounted to 46 tons. Details of the waste handled are as follows: Zone I (North Kuta) from Canggu Beach to Loloan Yeh Poh reached 6 tons; Zone II (North Kuta) from Loloan Yeh Poh to BMG area reached 14 tons; Zone III (Kuta) from BMG area to Camplung area reached 8 tons; Zone IV

It is composed of plastic waste, shells, fireworks, leaves and other organic waste. “The waste is abundant and almost reaches 50 tons. Kuta Beach area has the highest waste volume,” he complained. Regent of Badung, I Nyoman Giri Prasta, admitted that the marine debris overwhelmed the beaches in Badung are still going on. Actually the government of Badung has already done movement to address it. Moreover, not half-heartedly the government will purchase the device that will be used to handle the marine debris. “We’ve done the movement, studied and purchased facilities. So, in the future the existence of waste could be quickly handled,” he said. Giri Prasta added that such marine debris is actually a natural disaster. Shooter kills 11, himself in Brazil New Year’s party rampage
RIO DE JANEIRO - A gunman stormed a house party and killed 11 people, including his former wife and 8-year-old son, before shooting himself in the head during a New Year’s party in the southeastern Brazilian city of Campinas late on Saturday. Police in the state of São Paulo said the shooter, identified as 46year-old Sidnei Ramis de Araújo, is believed to have been angry over a split with his wife, Isamara Filier, 41, and their son João Victor. Three other people remain hospitalized, police said, while four people survived the attack unharmed, including one party attendee who managed to flee to a bathroom and phone the police
when the shooting began. Survivors, according to a police spokesman, said that just before midnight, the shooter jumped over a fence surrounding the house, burst through a door and began firing even as he berated Filier for taking their son. Araújo possibly sought to take advantage of the commotion of New Year’s Eve to disguise the shooting, police said.
One neighbor told local television that he and his family heard shots, but had thought they might be fireworks until one of the wounded ran to their property, bleeding and pleading for help. Despite high rates of crime and violence in Brazil, including significant problems with assaults against women, the attack alarmed Latin America’s biggest country on a holiday associated with family gatherings. Gun deaths are common in heists, holdups and in confrontations among police, drug gangs and other criminals in Brazil, but
targeted mass shootings are rare. Police said Araújo, reported by local media to be a laboratory technician, used a 9 mm pistol and carried two additional clips, extra ammunition, a knife and unspecified but unused explosives. Investigators are analyzing the explosives in addition to a cell phone and audio recorder found in a car he parked outside the home to determine whether Araújo left any sort of message about his attack. Police said they did not yet know if Araújo had a history of violence, or whether he had been known to physically harm or
threaten his former wife before the attack. Campinas, an industrial and university city of over 1 million residents, is located about 100 kilometers (60 miles) northwest of the city of São Paulo, Brazil’s biggest metropolis.
