NEW YORK — Would you like to spend quality time with George Clooney as he showers you with compliments? How about walk a red carpet with Meryl Streep or visit the set of “Game of Thrones”? They are all possible: Bono is a launching an all-star campaign featuring “once-in-a-lifetime experiences” that can be won after donating at least $10 to his organization (RED), which raises funds to fight AIDS. The campaign kicks off Tuesday to coincide with World AIDS Day, which is Dec. 1. And Bono isn’t just the face for the movement: The U2 frontman will go on a bike ride with one donor — a year after he was seriously injured in a bike accident in New York’s Central Park that forced him into surgery. Jimmy Kimmel is dedicating his Tuesday late-night show to the campaign. He and Olivia Wilde will host (SHOPATHON), a tongue-incheck play off of home shopping, and the special episode will feature celebrity guests like Tom Brady, who is offering one donor a chance to learn how to pass a football, and Shaquille O’Neal, who will take a photo with a winner for his or her 2016 holiday card. And Kimmel is offering himself up, too: He is willing to give someone’s kid “the talk.”

The singer, whose given name is Alecia Moore, was named a UNICEF Ambassador on Monday to help promote a new effort to encourage physical activity in young children in the United States and at the same time raise money for nutritional, vitamin-rich peanut paste to be delivered to hungry children all over the world. “I got to watch mommas learning how to feed it to their kids,” Moore said during a phone interview from California. “And within a week, you can see the difference in these children. It brings them back to life. It’s amazing.” Moore is the national spokeswoman for the UNICEF Kid Power Band, which is a child-friendly fitness band that encourages exercise through an interactive app. Kids can earn points by doing things like taking 12,000 steps a day or completing a goal. The Kid Power app also teaches children about the countries and cultures they are helping and they can unlock special videos and messages and track their progress online. “They found a brilliant way, and a fun way, to get kids here involved and empowered and motivated,” Moore said. “And they are also turning them into global citizens and they get to be hands-on.” The Grammy-winning singer is a natural role model for a program that encourages physical activity and exercise. Minister of Tourism Arief Yahya recently stated that the amount of foreign exchange earnings through tourism is projected to double in the next five years, reaching as much as IDR 280 trillion. This amount would account for 8 percent of the GDP and employ 13 million people. If this year we received 10 million tourists and IDR 11 billion worth of foreign exchange earnings, by 2019 we could be seeing 20 million tourists and foreign exchange earnings of some IDR 22 billion,” said Arief Yahya. Yahya also said that in order to have world class tourism in Indonesia, the five elements of the ABGCM (academics, business, government, community and media) need to work together. If these five elements coordinate effectively, we can easily achieve the target of attracting 20 million foreign tourists and 275 million domestic tourists by the end of 2019. “It is very possible to reach this goal,” he said. AirAsia plane crash caused by faulty component, crew action
JAKARTA - Faulty equipment and the crew’s “inability to control the aircraft” led an AirAsia A320 to crash into the Java Sea last year, killing all 162 people onboard, a report said on Tuesday. Flight QZ8501 went down in stormy weather on December 28, during what was supposed to be a short flight from the Indonesian city of Surabaya to Singapore. The crash of the Airbus A320200 triggered a huge international search, with ships and aircraft from several nations involved in a lengthy hunt that was hampered by strong currents and bad weather.
The bodies of 56 victims were never recovered. In their final report into the accident released Tuesday, Indonesia’s official National Transportation Safety Committee said a major factor was a fault with a system that helps control the rudder’s movement. Cracked soldering in the component caused it to malfunction and
send repeated warning messages to the pilots. When they received the fourth warning, the pilots pulled circuitbreakers on one of the aircraft’s computers, removing power from the faulty system in a bid to reset it. But in doing so, they also turned off the plane’s autopilot. “Subsequent flight crew action resulted in inability to control the aircraft,” said the report. The plane went into a “prolonged stall condition that was beyond the capability of the crew to recover”, it said. It added the flight data recorders
did not indicate the weather had affected the aircraft. The report said the faulty component, the Rudder Travel Limiter, had suffered 23 problems in the past 12 months, citing maintenance records. A minister previously described how the plane climbed fast and then went into aerodynamic stall, losing lift, before it went down, while an investigator said the warning alarms were “screaming” as the pilots desperately tried to stabilise the aircraft. Plesel, was at the controls of the AirAsia plane in the moments before it crashed, rather than the more experienced pilot, Captain Iriyanto, who had around 20,000 hours of flying time. Suratnata explained that several villages have been establishing tourism awareness groups (Pokdarwis), whose activities include preparing the village layout, and general management. By working together, these tourist destinations can become a source of revenue.However it would appear the the government pays little mind to such efforts. Government supported promotion is only done for specific events in a ceremonial manner with little if any follow-up. Suratnata also added that the enthusiasm of local residents to develop tourism in their areas makes the government’s job a lot easier, and should therefor be given more support. He stressed that support does not necessarily have to be financial but could also be in the form of attention and guidance. “The government should be working hand in hand with Pokdarwis with regular monitoring of progress in the villages, say once a week or once a month. That would be enough. The attention that we expect doesn’t necessarily have to be in the form of funds,” he said. Deputy Chairman of the Bangli House of
Representatives, I Nyoman Basma, said that a lot of local revenue is generated through tourism, and so when local communities take the initiative to develop tourism in their area, the government should take notice. There needs to be more than the occasional ceremonial event but guidance related to tourism management should be provided. Also there should be some sort of help forthcoming to find solutions to the problems experienced by the villagers,” said Basma. He continued, saying that the local government should be ashamed of giving so little support to communities who show so much spirit and that budgetary setbacks are no excuse for the tourism development to stagnate. District governments need to take notice of the fact that funding is not the primary obstacle in managing tourism -technical or expert knowledge is what is required. “Government agency’s have access to the technical knowledge needed by those who are managing tourism. Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

“Businesss and hotels are given priority for beach access, and when new hotels are built, fishermen’s boats have to be moved. We are asking that fishermen be given legal protection,” said I Nengah Manumudhita, Chairman of the Fishermen Association of Indonesia (HNSI), Bali, accompanied by hundreds of fishermen who paid a visit to Bali’s Parliamentary Building on Monday (Nov. 30). Manumudhita added that there is often talk of about Bali’s concept of ‘sea-mountain’ that says that life starts in sea goes to the mountain and then back to the sea. However, in its implementation, only the ‘mountain’ has given birth to traditional institutions like the subak (irrigation associations), subak abian (non-irrigated field associations) and customary villages, while the ‘sea’ has not given birth to any organization to support the krama bendega or fishermen, even though they play an equally vital function. Fishermen therefore need to be recognized through a regional bylaw of the Province of Bali Province and the districts / municipalities. “We hope that a bylaw (Perda) can be created to legally protect the rights of fishing communities. For example, for every 100 meters of beach, we ask that 50 be set aside for traditional fishing boats to dock. Today, when a hotel is built, local wisdom is ignored and fishing boats are simply moved off the beach,” he said. The demands of the fishermen

For countless generations there have been fishermen in Bali who rely on the beach to earn their livelihood every day.
“Our current task is to follow up on the proposed bylaw, so that one day they will have the same rights as the other customary components. DENPASAR - Denpasar Police are making serious preparation for the simultaneous regional leader elections in Denpasar and Badung. Last minute checks were is by Chief of the Denpasar Police, Anak Agung Made Sudana, on Monday (Nov. 30), including making sure that 1,135 police was ready and that the condition of water canons and tactical vehicles are ready. The Bali Police also have 200 troops standing by. “Water cannons and tactical and other operational vehicles will be at the ready at the office of the Denpasar Electoral Commission. Should

Our personnel are divided in different task groups for the election,” said Sudana. “We will secure 983 polling stations in total, with one or two troops per station and more for areas that are prone to being problematic” he said. Coast Guard officials said Tuesday they have found at least 11 shoddy boats carrying the bodies of unknown nationality since late October. They have also found fishing equipment and nets on board and signs written in Korean, suggesting they came from North Korea. Unfortunately, no action is taken to overcome the problem. The liquid waste pile has now been parallel to the backfill soil and even looked hardened. Actually the channel of hundreds of meters long is waste puddle. When being stoned, the water will emerge proving that it is a puddle. Other than the waste looking to harden, the waste around the water channel also mixed with garbage of residents. Headman of Pengambengan, Samsul Anam, told reporters recently that the waste location gets buried and garbage was at Tegal Badeng Barat village. Other than due to waste, the water irrigation also looked to harden because of getting mixed with garbage. Nevertheless, it also has an impact on residents. Therefore, he has requested to the PPN and the factories around the location of the channel, but there has been no response. Besides, Headman of Tegal Badeng Barat, I Made Sudiana, suspected if the waste accumulating at his village territory bordering with the PPN is residue of the factories located around the channel. Likewise, the garbage dumped carelessly at the location is alleged to have been committed by irresponsible residents. On that account, he proposed that the garbage in containers to be transported to landfill. All this time, he said that no one questioned about the waste puddle behind a number of factories. He added that PPN will backfill the area for the expansion of the fish factory. On the other hand, the PPN Pengambengan cannot be asked for its confirmation. TOKYO - Japan’s public pension fund -- the world’s biggest -- lost a whopping $64 billion in the July-September quarter, according to a new report, as global equity markets plunged this summer on fears over China’s economy. The drop in the 135 trillion yen ($1.1 trillion) Government Pension Investment Fund (GPIF) -- the worst quarterly fall since 2008 -came after it decided last year to double the amount of equities in its bond-heavy portfolio to generate higher returns. The move was aimed at dealing with Japan’s soaring number of retirees who depend on the mammoth pension, but the quarterly loss highlights the risks of that strategy. In a report on Monday, the pension fund said its total value declined by 5.6 percent, or 7.89 trillion yen in the three months to September, as Japanese and overseas share prices plunged due to fears over a sharp slowdown in China. Beijing shocked equity markets worldwide in August with a devaluation of its currency, the yuan, setting off a precipitous drop on bourses across the globe. The pension fund said its Japanese equity investments dropped 13 percent in the last quarter, while its international stock holdings fell 11 percent in value. Last year, the fund announced it would move to double its stock
holdings from 24 percent to 50 percent. The fund previously had over 70 percent of its assets invested in lower-yielding domestic government and foreign bonds. Chief Cabinet Secretary Yoshihide Suga, the Japanese government’s top spokesman, on Monday waved off concerns about the drop, noting that shares prices have rallied since the summer. “They (fund officials) will see some criticism for this,” Ayako Sera, a market strategist at Sumitomo Mitsui Trust, told Bloomberg News. But “the liabilities of public pensions have an extremely long duration, so it’s best not to carve it up into three-month periods. However, from a long-term perspective, it’s necessary to continue monitoring whether the timing of last year’s allocation was good or not”. Morgan Stanley plans hundreds of layoffs
NEW YORK - Morgan Stanley plans to cut hundreds of jobs in its debt and currencies division because of a drop in revenue, the Wall Street Journal reported late Monday. Altogether, a quarter of the staff at this division of the US investment bank could be made redundant, particularly in London and to a lesser degree in New York, the newspaper said, quoting people familiar with the matter. The debt market is declining mainly because of lower interest rates, which have led many banks to cut staff. Two weeks ago Colm Kelleher, president of Morgan Stanley’s investment banking and securities businesses, said it was grappling with the size of its fixed-income branch in the face of a shrinking supply of trading business. Morgan Stanley posted a 42 percent fall in fixed-income trading revenue in the third quarter. Steven Chubak, an analyst with Nomura Holdings, told the Journal that Morgan Stanley’s fixed-income division would post a five percent return on equity this year, compared to nine percent for the company overall. Papua battles AIDS epidemic
WAENA, Indonesia - Fifteen-year-old Adina curls up in bed under a sheet, her body ravaged by AIDS, one of many caught up in an epidemic sweeping Indonesia’s eastern Papua region. The teen, who only gave her first name, contracted HIV from an infected boyfriend and is one of 10 AIDS patients receiving free care at a hostel run by Agustinus Adil, a Catholic brother. The patients include children and adults, with some whose cases are less advanced still able to walk around but others skeletal figures, who are almost blind and confined to bed. Some ended up in the hostel in Waena village after being thrown out of home when their relatives found out they had HIV, as the virus still carries a strong stigma in deeply

The prevalence of HIV in Papua is 2.3 percent of the population, compared to a national figure of 0.47 percent, health ministry data showed. While the number of new HIV infections worldwide has fallen by 35 percent over the past 15 years, according to UN figures, in Papua the figure has remained stubbornly high. JAKARTA - Prominent Papua activist Filep Karma, released this month after more than a decade behind bars, promised on Monday to reinvigorate the movement for independence from Indonesia and said he was prepared to go back to prison if necessary. President Joko Widodo wants to open up the impoverished region after decades of conflict and neglect but he needs the backing of the military and separatists as well as the Indonesian parliament. Skirmishes with armed separatists in resource-rich Papua has forced Indonesia to keep armed soldiers in the region to guard mines, including Freeport McMoRan’s Grasberg copper and gold complex and BP’s Tangguh LNG plant. Karma said he did not think Widodo had enough power over the military and police to really decide Papua’s future. “I trust Jokowi as a person, but I do not trust him as a president,” Karma said, referring to the president by his nickname. “As president and the highest commander, he has no influence over the military and police.” Papua province makes up the western half of an island north of Australia, with independent Papua New Guinea to the east. “We are in high spirits to fight for our freedom because our struggle can be heard globally as Papua has been opened up to foreign journalists,” Karma, who was one of Papua’s most high-profile political prisoners, said. “In the past, people said that our struggle for independence was only a dream. But now, people ... say that it is something certain,” he said in a telephone interview from Papua’s capital of Jayapura, without elaborating on his strategy. Karma was arrested in December 2004 for taking part in a ceremony raising the pro-independence Morning Star flag. A court sentenced him to 15 years in prison, sparking protests from Amnesty International and other human rights groups. Indonesian authorities approved his early release months ago, but Karma refused to admit his guilt. Authorities in the end agreed to release him for good behaviour. US Marine found guilty of killing transgender Filipino
OLONGAPO, Philippines — A Philippine court on Tuesday convicted a U.S. Marine of killing a Filipino last year after he discovered she was a transgender woman in a hotel while he was on a break after participating in joint military exercises in the country. Lance Cpl. Joseph Scott Pemberton was convicted of homicide by first strangling Jennifer Laude and then dunking her head into a toilet bowl in the hotel they had checked into after meeting in a disco bar in October 2014 in Olongapo, a city northwest of Manila. He was sentenced to 6-12 years in jail and credited with time already spent in detention, said court clerk Gerry Gruspe. The court also ordered Pemberton, who has been detained at a Philippine military camp for about a year, to pay Laude’s family 4.6 million pesos ($98,000) in damages. Laude’s mother, Julita, said that while she was happy the verdict detailed everything that had transpired, she was not pleased with the length of the jail term because she had hoped Pemberton would be found guilty of murder, a more serious crime than homicide. “But the important thing is he will be jailed,” she said, crying. “My son’s life is not wasted.” The Laude family’s private law-

Pemberton, an anti-tank missile operator from New Bedford, Massachusetts, was one of thousands of American and Philippine military personnel who participated in the joint exercises last year. He and a group of other Marines were on leave after the exercises and met Laude and her friends at a bar in Olongapo, a city known for its nightlife located outside Subic Bay, a former U.S. Navy base. At least two witnesses testified that Laude was a sex worker. Pemberton and Laude left the bar and checked in together at a nearby hotel. About 30 minutes later, Pemberton walked out, leaving the room’s door ajar, according to hotel staff. Pemberton testified in August that he had choked Laude during a fight that erupted when he discovered she was a transgender woman, but said she was still alive when he left her in a shower, according to his lawyer, Rowena Garcia Flores. Lawyers for Laude’s family, however, said Laude was dead when Pemberton left her. Police have said that Laude had apparently been drowned in a toilet. In the decision, Regional Trial Court Judge Roline Ginez-Jabalde ordered Pemberton temporarily jailed at the New Bilibid Prison, a national penitentiary in suburban Muntinlupa City. Roque, the Laude’s lawyer, said a meeting was going on at the court to sort out confusion over where to detain Pemberton. Roque said that police wanted to bring Pemberton to the national penitentiary, but that Pemberton’s lawyers were asking the judge to have him brought to Philippine military headquarters in suburban Quezon City, where he was earlier detained, as agreed to by the two governments. In her decision, the judge said the two governments’ agreement was ambiguous and failed to state where Pemberton would be detained and which government would have supervision, so she ordered that he be brought to the national penitentiary, in accordance with local laws, until it is decided where he should be permanently held. KATHMANDU, Nepal — A shortage of medicine, fuel and other supplies has put millions of Nepalese children in danger of illness, malnourishment and even death, child rights groups warned. Yet the supply crisis — hitting some of the Himalayan country’s most vulnerable — shows no signs of easing after more than two months of negotiations between the government and ethnic protesters who are blockading the southern border to demand constitutional change. With thousands of cargo trucks stalled at the Indian border, Nepalese gas stations say they’ve received only 15 percent of regular fuel supplies. Doctors say stockpiles of lifesaving drugs including antibiotics and medical supplies like saline solution are at critical lows. “The risk to children with chronic diseases is really high,” said Sumnima Tuladhar of the Kathmandu-based child rights group CWIN Nepal. With fuel shortages crippling the country’s vehicles, some parents have been unable to
reach hospitals for treatment. Children in hard-to-reach rural areas are a particular worry, especially those still living in temporary shelters after a set of devastating earthquakes in April and May destroyed tens of thousands of homes in the Himalayan country. With schools closed due to the fuel shortage, some children are even seeking work to help their families get by, Tuladhar said. “Children are not getting enough cooked food, and the risk of malnutrition among children is also high,” she said. French PM says Benzema has no place on national team
PARIS — The French prime minister joined in the criticism of Karim Benzema on Tuesday, saying the Real Madrid striker “has no place” on the France team at the European Championship in the wake of a blackmail scandal. Benzema is one of France’s key players as it gets ready to host the Euro 2016 tournament, but the forward faces charges of conspiracy to blackmail relating to an extortion scam over a sex tape. He is suspected of having played an active role in pressuring France teammate Mathieu Valbuena, a case that has badly damaged his reputation. “A great athlete should be exemplary,” Prime Minister Manuel Valls told French radio Europe 1. “If he is not, he has no place within the France team.” The investigation, centering on wiretap evidence, started when Valbuena took legal action after being contacted by a man claiming to possess an incriminating sex tape.
In a case that could drag on for months, Benzema’s involvement has not yet been fully determined. But investigators who charged him in October believe he was approached by a childhood friend to act as an intermediary and convince Valbuena to deal directly with the blackmailers. “If a minister was handed preliminary charges, he would no longer be part of the government,” Valls said. Benzema denies any wrongdoing but his arguments were undermined last week when Valbuena spoke directly about his attempts to pressure him in an interview with Le Monde newspaper. The French football federation has also joined the case as plaintiff. “There are so many kids, so many youngsters in our suburbs that relate to great athletes,” Valls said. “They wear the blue jersey, the colors of France, which are so important in these moments.” Preliminary charges under French law mean magistrates have strong
reason to believe a crime was committed, and allow time for further investigation. The charges may later be dropped. In 2010, Benzema was handed preliminary charges for soliciting an underage prostitute but was acquitted in a case that lasted more than three years and tarnished his reputation. Benzema’s image was further dented last month when he spat on the pitch after the national anthem was played at Real Madrid’s Santiago Bernabeu stadium in a tribute to the 130 fatalities of the Paris attacks ahead of a match against Barcelona. Benzema’s action ignited a wave of criticism on social media, prompting his lawyers to issue a statement in which they condemned “the scandalous interpretation” of the incident. Manchester City gets $400M Chinese investment deal LONDON — Manchester City announced Tuesday that a Chinese consortium is investing $400 million to buy 13 percent of the Premier League club’s umbrella organization in a deal that values the business at $3 billion. Abu Dhabi’s Sheikh Mansour bin Zayed bin Sultan Al Nahyan bought City in 2008 for around $400 million and since then the club has expanded to create the City Football Group that includes
teams in New York, Melbourne and Yokohama. China Media Capital Holdings and CITIC Capital are investing in the group after six months of talks and the deal remains subject to regulatory approval in some countries, City said. City’s injection of funding comes after Chinese President Xi Jinping visited the club during a four-day state visit to Britain in October. During Xi’s visit, former
City defender Sun Jihai, who made 130 appearances for the club between 2002 and 2008, was inducted to the Manchester-based National Football Museum’s Hall of Fame. He was also appointed a club ambassador in China in September. Though long overshadowed in Manchester by the more illustrious United, City’s value as a business is now closer to its neighbor following the Chinese investment. United, which is listed on the New

Benzema is one of France’s key players as it gets ready to host the Euro 2016 tournament, but the forward faces charges of conspiracy to blackmail relating to an extortion scam over a sex tape. He is suspected of having played an active role in pressuring France teammate Mathieu Valbuena, a case that has badly damaged his reputation. “A great athlete should be exemplary,” Prime Minister Manuel Valls told French radio Europe 1. “If he is not, he has no place within the France team.” The investigation, centering on wiretap evidence, started when Valbuena took legal action after being contacted by a man claiming to possess an incriminating sex tape.
In a case that could drag on for months, Benzema’s involvement has not yet been fully determined. But investigators who charged him in October believe he was approached by a childhood friend to act as an intermediary and convince Valbuena to deal directly with the blackmailers. “If a minister was handed preliminary charges, he would no longer be part of the government,” Valls said. Benzema denies any wrongdoing but his arguments were undermined last week when Valbuena spoke directly about his attempts to pressure him in an interview with Le Monde newspaper. The French football federation has also joined the case as plaintiff. “There are so many kids, so many youngsters in our suburbs that relate to great athletes,” Valls said. “They wear the blue jersey, the colors of France, which are so important in these moments.” Preliminary charges under French law mean magistrates have strong
reason to believe a crime was committed, and allow time for further investigation. The charges may later be dropped. In 2010, Benzema was handed preliminary charges for soliciting an underage prostitute but was acquitted in a case that lasted more than three years and tarnished his reputation. Benzema’s image was further dented last month when he spat on the pitch after the national anthem was played at Real Madrid’s Santiago Bernabeu stadium in a tribute to the 130 fatalities of the Paris attacks ahead of a match against Barcelona. Benzema’s action ignited a wave of criticism on social media, prompting his lawyers to issue a statement in which they condemned “the scandalous interpretation” of the incident. Manchester City gets $400M Chinese investment deal LONDON — Manchester City announced Tuesday that a Chinese consortium is investing $400 million to buy 13 percent of the Premier League club’s umbrella organization in a deal that values the business at $3 billion. Abu Dhabi’s Sheikh Mansour bin Zayed bin Sultan Al Nahyan bought City in 2008 for around $400 million and since then the club has expanded to create the City Football Group that includes
teams in New York, Melbourne and Yokohama. China Media Capital Holdings and CITIC Capital are investing in the group after six months of talks and the deal remains subject to regulatory approval in some countries, City said. City’s injection of funding comes after Chinese President Xi Jinping visited the club during a four-day state visit to Britain in October. During Xi’s visit, former
City defender Sun Jihai, who made 130 appearances for the club between 2002 and 2008, was inducted to the Manchester-based National Football Museum’s Hall of Fame. He was also appointed a club ambassador in China in September. Though long overshadowed in Manchester by the more illustrious United, City’s value as a business is now closer to its neighbor following the Chinese investment. United, which is listed on the New

US Marine found guilty of killing transgender Filipino
OLONGAPO, Philippines — A Philippine court on Tuesday convicted a U.S. Marine of killing a Filipino last year after he discovered she was a transgender woman in a hotel while he was on a break after participating in joint military exercises in the country. Lance Cpl. Joseph Scott Pemberton was convicted of homicide by first strangling Jennifer Laude and then dunking her head into a toilet bowl in the hotel they had checked into after meeting in a disco bar in October 2014 in Olongapo, a city northwest of Manila. He was sentenced to 6-12 years in jail and credited with time already spent in detention, said court clerk Gerry Gruspe. The court also ordered Pemberton, who has been detained at a Philippine military camp for about a year, to pay Laude’s family 4.6 million pesos ($98,000) in damages. Laude’s mother, Julita, said that while she was happy the verdict detailed everything that had transpired, she was not pleased with the length of the jail term because she had hoped Pemberton would be found guilty of murder, a more serious crime than homicide. “But the important thing is he will be jailed,” she said, crying. “My son’s life is not wasted.” The Laude family’s private law-
yer, Harry Roque, said that “this is a bittersweet victory because it is not murder,” adding that “if what he did isn’t cruelty, I don’t know what is.” Witnesses had testified that Pemberton squeezed Laude’s neck, dragged her to the toilet and dunked her head into the bowl. Two of Pemberton’s U.S. Marine colleagues testified that Pemberton told them, “I think I killed a he/she.” The killing sparked anger in the Philippines and reignited calls by left-wing groups and nationalists for an end to America’s military presence in the country at a time when the U.S. is reasserting its dominance in Asia and Manila has turned to Washington for support amid an escalating territorial dispute with China. Half a block from the court, dozens of left-wing protesters rejoiced after the verdict was announced by burning an effigy of Uncle Sam and yelling “Justice for Jennifer!” Police, fire trucks and iron railings were used to prevent them from getting closer to the courthouse.

Pemberton, an anti-tank missile operator from New Bedford, Massachusetts, was one of thousands of American and Philippine military personnel who participated in the joint exercises last year. He and a group of other Marines were on leave after the exercises and met Laude and her friends at a bar in Olongapo, a city known for its nightlife located outside Subic Bay, a former U.S. Navy base. At least two witnesses testified that Laude was a sex worker. Pemberton and Laude left the bar and checked in together at a nearby hotel. About 30 minutes later, Pemberton walked out, leaving the room’s door ajar, according to hotel staff. Pemberton testified in August that he had choked Laude during a fight that erupted when he discovered she was a transgender woman, but said she was still alive when he left her in a shower, according to his lawyer, Rowena Garcia Flores. Lawyers for Laude’s family, however, said Laude was dead when Pemberton left her. Police have said that Laude had apparently been drowned in a toilet. In the decision, Regional Trial Court Judge Roline Ginez-Jabalde ordered Pemberton temporarily jailed at the New Bilibid Prison, a national penitentiary in suburban Muntinlupa City. Roque, the Laude’s lawyer, said a meeting was going on at the court to sort out confusion over where to detain Pemberton. Roque said that police wanted to bring Pemberton to the national penitentiary, but that Pemberton’s lawyers were asking the judge to have him brought to Philippine military headquarters in suburban Quezon City, where he was earlier detained, as agreed to by the two governments. In her decision, the judge said the two governments’ agreement was ambiguous and failed to state where Pemberton would be detained and which government would have supervision, so she ordered that he be brought to the national penitentiary, in accordance with local laws, until it is decided where he should be permanently held. The case has revived a debate over which government should have custody of U.S. military personnel who run afoul of local laws under a Visiting Forces Agreement the two allies signed in 1998. (ap)

KATHMANDU, Nepal — A shortage of medicine, fuel and other supplies has put millions of Nepalese children in danger of illness, malnourishment and even death, child rights groups warned. Yet the supply crisis — hitting some of the Himalayan country’s most vulnerable — shows no signs of easing after more than two months of negotiations between the government and ethnic protesters who are blockading the southern border to demand constitutional change. With thousands of cargo trucks stalled at the Indian border, Nepalese gas stations say they’ve received only 15 percent of regular fuel supplies. Doctors say stockpiles of lifesaving drugs including antibiotics and medical supplies like saline solution are at critical lows. “The risk to children with chronic diseases is really high,” said Sumnima Tuladhar of the Kathmandu-based child rights group CWIN Nepal. With fuel shortages crippling the country’s vehicles, some parents have been unable to
reach hospitals for treatment. Children in hard-to-reach rural areas are a particular worry, especially those still living in temporary shelters after a set of devastating earthquakes in April and May destroyed tens of thousands of homes in the Himalayan country. With schools closed due to the fuel shortage, some children are even seeking work to help their families get by, Tuladhar said. “Children are not getting enough cooked food, and the risk of malnutrition among children is also high,” she said. The United Nations’ children agency warned Monday that, as the harsh winter approaches, more than 3 million Nepalese children under the age of 5 are at risk of death or disease. It also said a rising dependence on firewood, in place of cooking gas, was increasing indoor air pollution and raising the risk of lung diseases like pneumonia. TOKYO - Japan’s public pension fund -- the world’s biggest -- lost a whopping $64 billion in the July-September quarter, according to a new report, as global equity markets plunged this summer on fears over China’s economy. The drop in the 135 trillion yen ($1.1 trillion) Government Pension Investment Fund (GPIF) -- the worst quarterly fall since 2008 -came after it decided last year to double the amount of equities in its bond-heavy portfolio to generate higher returns. The move was aimed at dealing with Japan’s soaring number of retirees who depend on the mammoth pension, but the quarterly loss highlights the risks of that strategy. In a report on Monday, the pension fund said its total value declined by 5.6 percent, or 7.89 trillion yen in the three months to September, as Japanese and overseas share prices plunged due to fears over a sharp slowdown in China. Beijing shocked equity markets worldwide in August with a devaluation of its currency, the yuan, setting off a precipitous drop on bourses across the globe. The pension fund said its Japanese equity investments dropped 13 percent in the last quarter, while its international stock holdings fell 11 percent in value. Last year, the fund announced it would move to double its stock
holdings from 24 percent to 50 percent. The fund previously had over 70 percent of its assets invested in lower-yielding domestic government and foreign bonds. Chief Cabinet Secretary Yoshihide Suga, the Japanese government’s top spokesman, on Monday waved off concerns about the drop, noting that shares prices have rallied since the summer. “They (fund officials) will see some criticism for this,” Ayako Sera, a market strategist at Sumitomo Mitsui Trust, told Bloomberg News. But “the liabilities of public pensions have an extremely long duration, so it’s best not to carve it up into three-month periods. However, from a long-term perspective, it’s necessary to continue monitoring whether the timing of last year’s allocation was good or not”. NEW YORK - Morgan Stanley plans to cut hundreds of jobs in its debt and currencies division because of a drop in revenue, the Wall Street Journal reported late Monday. Altogether, a quarter of the staff at this division of the US investment bank could be made redundant, particularly in London and to a lesser degree in New York, the newspaper said, quoting people familiar with the matter. The debt market is declining mainly because of lower interest rates, which have led many banks to cut staff. Two weeks ago Colm Kelleher, president of Morgan Stanley’s investment banking and securities businesses, said it was grappling with the size of its fixed-income branch in the face of a shrinking supply of trading business. Morgan Stanley posted a 42 percent fall in fixed-income trading revenue in the third quarter. Steven Chubak, an analyst with Nomura Holdings, told the Journal that Morgan Stanley’s fixed-income division would post a five percent return on equity this year, compared to nine percent for the company overall. WAENA, Indonesia - Fifteen-year-old Adina curls up in bed under a sheet, her body ravaged by AIDS, one of many caught up in an epidemic sweeping Indonesia’s eastern Papua region. The teen, who only gave her first name, contracted HIV from an infected boyfriend and is one of 10 AIDS patients receiving free care at a hostel run by Agustinus Adil, a Catholic brother. The patients include children and adults, with some whose cases are less advanced still able to walk around but others skeletal figures, who are almost blind and confined to bed. Some ended up in the hostel in Waena village after being thrown out of home when their relatives found out they had HIV, as the virus still carries a strong stigma in deeply

The human immunodeficiency virus (HIV), which can lead to AIDS, is mostly spread through unsafe sex in Papua, in particular due to the growth of prostitution in major cities. The prevalence of HIV in Papua is 2.3 percent of the population, compared to a national figure of 0.47 percent, health ministry data showed. While the number of new HIV infections worldwide has fallen by 35 percent over the past 15 years, according to UN figures, in Papua the figure has remained stubbornly high. JAKARTA - Prominent Papua activist Filep Karma, released this month after more than a decade behind bars, promised on Monday to reinvigorate the movement for independence from Indonesia and said he was prepared to go back to prison if necessary. President Joko Widodo wants to open up the impoverished region after decades of conflict and neglect but he needs the backing of the military and separatists as well as the Indonesian parliament. Skirmishes with armed separatists in resource-rich Papua has forced Indonesia to keep armed soldiers in the region to guard mines, including Freeport McMoRan’s Grasberg copper and gold complex and BP’s Tangguh LNG plant. Karma said he did not think Widodo had enough power over the military and police to really decide Papua’s future. “I trust Jokowi as a person, but I do not trust him as a president,” Karma said, referring to the president by his nickname. “As president and the highest commander, he has no influence over the military and police.” Papua province makes up the western half of an island north of Australia, with independent Papua New Guinea to the east. “We are in high spirits to fight for our freedom because our struggle can be heard globally as Papua has been opened up to foreign journalists,” Karma, who was one of Papua’s most high-profile political prisoners, said. “In the past, people said that our struggle for independence was only a dream. But now, people ... say that it is something certain,” he said in a telephone interview from Papua’s capital of Jayapura, without elaborating on his strategy. Karma was arrested in December 2004 for taking part in a ceremony raising the pro-independence Morning Star flag. A court sentenced him to 15 years in prison, sparking protests from Amnesty International and other human rights groups. Indonesian authorities approved his early release months ago, but Karma refused to admit his guilt. Authorities in the end agreed to release him for good behaviour. Coast Guard officials said Tuesday they have found at least 11 shoddy boats carrying the bodies of unknown nationality since late October. They have also found fishing equipment and nets on board and signs written in Korean, suggesting they came from North Korea. Officials say dozens of wrecked boats drift toward Japan’s northwestern coasts facing the Sea of Japan every year. Actually the channel of hundreds of meters long is waste puddle. When being stoned, the water will emerge proving that it is a puddle. Other than the waste looking to harden, the waste around the water channel also mixed with garbage of residents. Headman of Pengambengan, Samsul Anam, told reporters recently that the waste location gets buried and garbage was at Tegal Badeng Barat village. Other than due to waste, the water irrigation also looked to harden because of getting mixed with garbage. Nevertheless, it also has an impact on residents. Therefore, he has requested to the PPN and the factories around the location of the channel, but there has been no response. Besides, Headman of Tegal Badeng Barat, I Made Sudiana, suspected if the waste accumulating at his village territory bordering with the PPN is residue of the factories located around the channel. Likewise, the garbage dumped carelessly at the location is alleged to have been committed by irresponsible residents. On that account, he proposed that the garbage in containers to be transported to landfill. All this time, he said that no one questioned about the waste puddle behind a number of factories. He added that PPN will backfill the area for the expansion of the fish factory. On the other hand, the PPN Pengambengan cannot be asked for its confirmation. “Businesss and hotels are given priority for beach access, and when new hotels are built, fishermen’s boats have to be moved. We are asking that fishermen be given legal protection,” said I Nengah Manumudhita, Chairman of the Fishermen Association of Indonesia (HNSI), Bali, accompanied by hundreds of fishermen who paid a visit to Bali’s Parliamentary Building on Monday (Nov. 30). Manumudhita added that there is often talk of about Bali’s concept of ‘sea-mountain’ that says that life starts in sea goes to the mountain and then back to the sea. However, in its implementation, only the ‘mountain’ has given birth to traditional institutions like the subak (irrigation associations), subak abian (non-irrigated field associations) and customary villages, while the ‘sea’ has not given birth to any organization to support the krama bendega or fishermen, even though they play an equally vital function. Fishermen therefore need to be recognized through a regional bylaw of the Province of Bali Province and the districts / municipalities. “We hope that a bylaw (Perda) can be created to legally protect the rights of fishing communities. For example, for every 100 meters of beach, we ask that 50 be set aside for traditional fishing boats to dock. Today, when a hotel is built, local wisdom is ignored and fishing boats are simply moved off the beach,” he said. The demands of the fishermen

“Our current task is to follow up on the proposed bylaw, so that one day they will have the same rights as the other customary components. Our personnel are divided in different task groups for the election,” said Sudana. “We will secure 983 polling stations in total, with one or two troops per station and more for areas that are prone to being problematic” he said. When asked about the polling station that are prone to being problematic Sudana was reluctant to point them out for feat of creating a comontion, but did say that they conducted extensive mapping of problem areas and reported the findings to the National Police

Suratnata explained that several villages have been establishing tourism awareness groups (Pokdarwis), whose activities include preparing the village layout, and general management. By working together, these tourist destinations can become a source of revenue.However it would appear the the government pays little mind to such efforts. Government supported promotion is only done for specific events in a ceremonial manner with little if any follow-up. Suratnata also added that the enthusiasm of local residents to develop tourism in their areas makes the government’s job a lot easier, and should therefor be given more support. He stressed that support does not necessarily have to be financial but could also be in the form of attention and guidance. “The government should be working hand in hand with Pokdarwis with regular monitoring of progress in the villages, say once a week or once a month. That would be enough. The attention that we expect doesn’t necessarily have to be in the form of funds,” he said. Deputy Chairman of the Bangli House of
Representatives, I Nyoman Basma, said that a lot of local revenue is generated through tourism, and so when local communities take the initiative to develop tourism in their area, the government should take notice. There needs to be more than the occasional ceremonial event but guidance related to tourism management should be provided. Also there should be some sort of help forthcoming to find solutions to the problems experienced by the villagers,” said Basma. He continued, saying that the local government should be ashamed of giving so little support to communities who show so much spirit and that budgetary setbacks are no excuse for the tourism development to stagnate. District governments need to take notice of the fact that funding is not the primary obstacle in managing tourism -technical or expert knowledge is what is required. “Government agency’s have access to the technical knowledge needed by those who are managing tourism. It would be enough if this was shared. Funding is not the main obstacle,” he concluded. (kmb45)

Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

The singer, whose given name is Alecia Moore, was named a UNICEF Ambassador on Monday to help promote a new effort to encourage physical activity in young children in the United States and at the same time raise money for nutritional, vitamin-rich peanut paste to be delivered to hungry children all over the world. “I got to watch mommas learning how to feed it to their kids,” Moore said during a phone interview from California. “And within a week, you can see the difference in these children. It brings them back to life. It’s amazing.” Moore is the national spokeswoman for the UNICEF Kid Power Band, which is a child-friendly fitness band that encourages exercise through an interactive app. Kids can earn points by doing things like taking 12,000 steps a day or completing a goal. After oil, gas, coal and palm oil, tourism yields the next greatest contributions to the GDP. Minister of Tourism Arief Yahya recently stated that the amount of foreign exchange earnings through tourism is projected to double in the next five years, reaching as much as IDR 280 trillion. This amount would account for 8 percent of the GDP and employ 13 million people. If this year we received 10 million tourists and IDR 11 billion worth of foreign exchange earnings, by 2019 we could be seeing 20 million tourists and foreign exchange earnings of some IDR 22 billion,” said Arief Yahya. Yahya also said that in order to have world class tourism in Indonesia, the five elements of the ABGCM (academics, business, government, community and media) need to work together. AirAsia plane crash caused by faulty component, crew action
JAKARTA - Faulty equipment and the crew’s “inability to control the aircraft” led an AirAsia A320 to crash into the Java Sea last year, killing all 162 people onboard, a report said on Tuesday. Flight QZ8501 went down in stormy weather on December 28, during what was supposed to be a short flight from the Indonesian city of Surabaya to Singapore. The crash of the Airbus A320200 triggered a huge international search, with ships and aircraft from several nations involved in a lengthy hunt that was hampered by strong currents and bad weather.
The bodies of 56 victims were never recovered. In their final report into the accident released Tuesday, Indonesia’s official National Transportation Safety Committee said a major factor was a fault with a system that helps control the rudder’s movement. Cracked soldering in the component caused it to malfunction and
send repeated warning messages to the pilots. When they received the fourth warning, the pilots pulled circuitbreakers on one of the aircraft’s computers, removing power from the faulty system in a bid to reset it. But in doing so, they also turned off the plane’s autopilot. “Subsequent flight crew action resulted in inability to control the aircraft,” said the report. The plane went into a “prolonged stall condition that was beyond the capability of the crew to recover”, it said. It added the flight data recorders
did not indicate the weather had affected the aircraft. The report said the faulty component, the Rudder Travel Limiter, had suffered 23 problems in the past 12 months, citing maintenance records. A minister previously described how the plane climbed fast and then went into aerodynamic stall, losing lift, before it went down, while an investigator said the warning alarms were “screaming” as the pilots desperately tried to stabilise the aircraft.
