DENPASAR — A 14-year-old Australian boy charged with possessing marijuana during a vacation with his parents on Indonesia’s resort island of Bali went on trial Tuesday, prosecutors and the boy’s lawyer said.

The boy, wearing a mask to protect his identity, arrived at Denpasar District Court with his mother for a brief, closed-door hearing. Prosecutor I Gusti Putu Gede Atmaja later told reporters that the teen from Morisset Park, Australia, faces up to 12 years in prison if found guilty of buying 3.6 grams of marijuana on Oct. 4 while on vacation with

his parents and a 13-year-old friend. He said two community guards saw him pull the drugs out of his pockets after his arrest. The boy’s lawyer, Muhammad Rifan, said because he’s a minor and appeared to have been purchasing the drug for personal use, not distribution, he could escape jail time. Continued on page 6

LONDON — Prince Charles will keep his little-known veto over some planned laws, a power that dates back to the Middle Ages, after the British government said Monday it was not going to rewrite ancient constitutional rules. New evidence that the heir to the throne has been playing an active political role has touched a nerve among anti-monarchists, but Prime Minister David Cameron’s office said it did not plan reforms. Parliamentary records show that Prince Charles has been consulted over at least 12 different planned laws over the last six years, with his consent sought over proposals on subjects including gambling, road safety, London’s 2012 Olympics and housing. Concern was raised after The Guardian newspaper published a letter obtained under a freedom of information request showing that Parliamentary officials had reminded a House of Lords member that a proposed law would need consent from the prince. Since around the mid-1330s, the Prince of Wales — who was then Edward of Woodstock, also known as the Black Prince — has been asked to approve legislation that could affect the Duchy of Cornwall, the 136,000-acre (55,000-hectare) estate established by Edward III to provide income for the heir to the throne. Cameron’s office said constitutional law dictates that Charles is currently consulted over laws that could potentially have an impact on the duchy, or on his interests in Wales or Chester. Charles is Prince of Wales, Duke of Cornwall and the Earl of Chester. “If it is something that is specific to the Principality of Wales, the Earldom of Chester or the Duchy of Cornwall, then that consent is required and it’s long been the case,” a spokeswoman for Cameron said, speaking on customary condition of anonymity in line with policy. Queen Elizabeth II — who has a ceremonial role in granting approval to every law passed by Parliament — must also offer consent to legislation that affects her personal property or hereditary revenues, Britain’s Cabinet Office said. Neither Cameron’s spokesman nor Prince Charles’ office would say whether the prince had vetoed any planned legislation or demanded alterations. “This is not about seeking the personal views of the prince but rather it is a long-standing convention in relation to the Duchy of Cornwall, which would have applied equally to his predecessors,” the prince’s office said in a statement. TUNIS - Tunisian authorities issued an international arrest warrant for Suha Arafat, widow of late Palestinian leader Yasser Arafat, as part of a corruption probe into Tunisia’s former first family, the justice ministry said on Monday. Suha Arafat used to spend much of her time in Tunisia and was for many years close to the wife of former President Zine al-Abidine Ben Ali, who was forced to flee by the north African country’s revolution in January. “Tunisia issued an arrest warrant against Mrs Arafat on suspicion of involvement in cases of financial corruption with the family of Ben Ali’s wife,” said Shokri Nafti, a spokesman for the justice ministry. In Malta, Arafat said she

had received no official notice of the warrant but was surprised by it, describing herself as a victim of the old Tunisian regime. “I have not been informed officially of any warrant, and I am badly astonished because I was a victim of the Tunisian dictatorship and now I am an accused,” she told Maltese website timesofmalta.com. Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Illegal migrants found dead in West Java Antara

CIAMIS - At least six illegal immigrants from Afghanistan and Iran were found dead by fishermen at Palawangan beach in Ciamis district, West Java, on Tuesday morning. Pangandaran Water Tourism Rescue Agency (Balawista) spokesman Asep Udel said the fishermen found the six dead immigrants and rescued 14 other survivors. He said the illegal immigrants from Afghanistan and Iran were on their way to Christmas island in Australia but the boat they were sailing on capsized after being hit by big waves at Pangadaran waters. “Six bodies of four women and two children, and 14 other wounded survivors were washed ashore to Palawangan beach before they were discovered by the fishermen,” Asep said. But Asep added that he did not know the exact number of the illegal

immigrants who were on board the ill-fated boat. He said the 14 wounded survivors were being treated at Pangandaran clinic, while the Balawista and police personnel, assisted by local fishermen, as of Tuesday afternoon still combing the Pangandaran waters to find out other survivors of the ill-fated boat. Earlier on Sunday, the police in Ponorogo, East Java, arrested 11 Afghan and Turkish illegal immigrants when they were traveling in a car. “We arrested them because they did not have the required immigration documents,” Ponorogo police chief Adjunct Senior Commissioner Yudha Gustawan said.

Yudha said none of the 11 illegal immigrants who were suspected to go to Christmas island in Australia had complete immigration papers. According to him, the illegal immigrants from Afghanistan and Turkey did have passports issued by the immigration office of their respective countries, but they did not have any document such as residence visas or tourist visas from the Indonesian immigration office. “Because they illegally entered Indonesia without visa, we arrested them and then sent to immigration detention in Madium,” Yudha said. He added that there were actually 12 people in a mini van but one of them fled when the police attempted to arrest them. After being detained for a while in Madium immigration detention house, they were transported by a tourist bust to the East Java provincial capital city of Surabaya.

JAKARTA - A non-governmental organization (NGO) here has urged the government to conduct an audit on PT Freeport Indonesia`s finances in connection with the company`s failure to care for the welfare of its employees and local community members. “I recommend an immediate audit of PT Freeport Indonesia by a presidential team or a team from the House of Representatives (DPR) as this problem is very serious in view of the number of employees that reaches 22,000 excluding their family members that reach tens of thousands. My proposal is to set up a special committee to ensure the serious handling of the problem,” the coordinator of the Commission for Missing Persons and Victims of Violence (Kontras), Hariz Azhar, said here on Monday. He said not only Freeport workers but also local community members especially the six tribes living in the Timika region had experienced injustices and not enjoyed any welfare. Therefore, he said an “extraordinary” team needed to be set up to evaluate and find out why PT Freeport Indonesia had failed to improve its workers welfare and to meet its social corporate responsibility obligations. He said the team was also expected to be able to determine why security authorities had failed to unveil the many shooting incidents that had happened in the region and caused insecurity among the local people as well as Freeport workers. The team should also be able to ascertain whether Freeport had paid been paying its taxes properly considering that convicted tax man Gayus Tambunan had mentioned the company`s name in his case. “That must be uncovered and the investigation must be continued,” he said.

The Freeport case has happened many times raising a question if the government really wants to settle it, he said. “Seeing the sheer number of its workers and their family members this is a national problem, a patriotism problem. So if the government wants to prove its nationalism, support the workers,” he said. Kontras along with TLBHI and the Cooperation Forum of Papua Non-Governmental Organizations had earlier condemned PT Freeport for having used the police as a shield against its own workers. It also criticized the company for refusing to sign a new collective labor agreement with the workers and also ridiculed the police for giving an ultimatum to the workers to stop their strike. He said the strike was called because the workers wished to improve their welfare by changing provisions in the collective labor agreement including raising their wages, YLBHI deputy chairman Alvon Kurnia Palma said. Based on Law Number 21 of 2000 labor unions have the right to conclude collective labor agreements with employers and Article 27 states labor unions are obliged to protect and defend their members from human rights violations and fight in their interest and the welfare of their members and families. Alvon said the profits made by the company had been very huge while only a small part of it had been given to the workers. In view of that it was logical that the workers had asked for a raise. The Mimika police chief, Deny Edward Siregar, had ordered the Freeport workers to stop their strike at Check Point I at Mile 28, Mile 27 and Gorong-gorong in Timika and open access so far blocked by the workers.

Manusia Purba Museum IBP

Museum Manusia Purba is a small prehistoric museum with significant collections of prehistoric artifacts and prehistoric human’s bones. This unique museum is located in the west tip of Bali, in Gilimanuk, Jembrana regency. Manusia Purba Museum houses collection of prehistoric bones and artifacts which were found by R.P. Soejoeno of Bali Archaeological Service during great excavation in 1962, in the village of Cekik, where the museum finally located. Cekik site is one of the biggest necropolises found in Indonesia. In this site, the archeologists found various artifacts such as jewelries, bronze equipments, glass beads, pottery and sarcophagus, 100 complete prehistoric human skeletons adult were also found in an ancient graveyard in this excavation area. The artifacts and the bones

which were found in Cekik excavation site are exhibited in this museum in a modest display. The prima ballerina of Manusia Purba Museum is two sarcophaguses which form a set of double jar burial, it is a unique burial system in which the second jar contains a skeleton in a position of a man which his hand were tied in the back, which suggest that this unfortunate person was buried alive against his will to accompany the deceased person in the first sarcophagus. Manusia Purba Museum of Gilimanuk houses a complete collection of early civilization in this island which provides useful information on the life and culture of ancient inhabitants of the last paradise; magnificent and important collections for a small and modest museum which is frequently unnoticed by the Balinese and the visitors. LOS ANGELES - One of the biggest movie stars in the world suffered one of the biggest boxoffice flops of his career this weekend. Even with Johnny Depp, the Hunter S. Thompson-themed “Rum Diary” couldn’t scrape up more than $5 million at 2,272 North American locations. Considering the movie had a budget of about $45 million, that’s a tough opening for the FilmDistrict release. The movie was also poorly received by filmgoers who did pay to see it, garnering a soft “C” score in post-screening surveys conducted by Cinemascore. Certainly Depp, who has driven Disney’s “Pirates of the Caribbean” franchise and its “Alice in Wonderland” to multibillion-dollar heights, has had other disappointments. Last year’s “The Tourist,” which also starred Angelina Jolie, grossed $67.3 million domestically and $278.3 mil-

lion worldwide -- an impressive number, except the movie cost an estimated $100 million to make. His 2009 film “The Imaginarium of Doctor Parnassus” opened to a shabby $1.6 million. It went on to gross $7.6 million domestically and $61.8 worldwide on a $30 million budget. And his 2006 “The Libertine” fared far worse. It opened to $2.2 million and grossed $4.8 million in North America and $10.8 million worldwide. The film was shot on a modest budget of around $20 million. And of course, Depp has played Thompson -- who he counted as a close personal friend -- before, in 1998’s “Fear and Loathing in Las Vegas.” That movie was made for an estimated $18.4 million and grossed only $10.6 million domestically. Going into the weekend, FilmDistrict had modest expectations for “Rum Diary.” The distributor figured that Depp’s appeal and Thompson’s cult status would help the movie gross between $9 million - $11 million.

The final draft of the report from a panel of the world’s top climate scientists paints a wild future for a world already weary of weather catastrophes costing billions of dollars. The report says costs will rise and perhaps some locations will become “increasingly marginal as places to live.” The report from the Nobel Prizewinning Intergovernmental Panel on Climate Change will be issued in a few weeks, after a meeting in Uganda. BEIJING — China’s unmanned spacecraft Shenzhou 8 blasted off Tuesday morning, in the latest step in what will be a decade-long effort by the country to place a manned permanent space station in orbit. The spacecraft took off from a base in the far western city of Jiuquan, the official Xinhua News Agency said. Minutes later, Xinhua cited Chang Wanquan, who leads China’s space program, as announcing the launch a success. China launched its own space station program after being rebuffed in its attempts to join the 16-nation International Space Station, largely on objections from the United States. The U.S. is wary of the Chinese program’s military links and the sharing of technology with its chief economic and political competitor. Earlier Chinese news reports

did not specify a launch date for Shenzhou 8. Chinese space officials rarely speak to foreign media. The Shenzhou 8 will attempt to dock with an experimental module, carrying out maneuvers to couple with the Tiangong 1 module now in orbit. The 8.5ton, box car-sized Tiangong 1 launched last month. Following Shenzhou 8, two more missions — at least one of them manned — are to meet up with the module next year for further practice, with astronauts staying for up to one month. Car giant Toyota on Tuesday unveiled nursing and healthcare robots aimed at helping the frail and the elderly, as the company seeks to capitalise on Japan’s ageing society. The four robots are designed to help people who have difficulty walking and to give nurses a helping hand with lifting immobile patients. Toyota, one of the world’s biggest automakers, said it had applied technology developed in cars, such as precise control of motors at high speeds, in the design of the robots.

“Everyone is thinking it’s hard to predict the future, but definitely the future is an ageing society,” said Eiichi Saito, professor at Fujita Health University, which jointly developed the robots. “These kind of robots will help people who might have trouble being mobile on their own to be independent.” The Independent Walk Assist robot is strapped to the user’s leg and uses sensors to predict movements and augment their power and strength. The Walk Training Assist robot is designed to help those who have suffered a stroke or injury to regain

the use of their legs in a natural way. The Patient Transfer Assist, which combines weight-supporting arms and a mobile platform, is intended to help caregivers lift patients into and out of bed, with arms that act in a similar way to human limbs, Toyota said. The two-wheeled Balance Training Assist robot is aimed at rehabilitation, allowing patients to play sports such as tennis or football as part of their therapy. Toyota is looking to launch the products commercially in 2013 and is initially looking only at the Japanese market.

Red Bull says Vettel is not taking risks Red Bull Racing has faith that Sebastian Vettel is not taking too many risks in his pursuit of fastest laps - even though the team admits it does not like the world champion pushing so hard for the accolade. Vettel set the fastest lap of the Indian Grand Prix right at the very end of the race – just a fortnight after telling his bosses that he would not push for such a feat again. Red Bull Racing team principal Christian Horner said that the team was not in favour of the pursuit of fastest laps, but reckoned that Vettel was intelligent enough not to throw away a race result to chase them. When asked if Vettel had asked for permission to set the fastest lap at the end of the GP, Horner said: “Of course not because he knows we don’t like it. “We had done our best to manage it, we had turned all the engine modes down, KERS off, and short of putting a cow on the circuit there was not a lot else we could do.

“At the end of the day we have complete trust in him. I am sure he still had the margin in there, and the main aim for him is to win the race. He knows there are no points for fastest laps, but he likes those little statistics to complete a perfect weekend.” Horner mentioned the fastest lap over the radio to Vettel after the chequered flag, having had talks about the matter in Korea. “We spoke about it after the last race and he apologised and said, ‘sorry, it won’t happen again.’ And two weeks later here we are. “But he is a sensible boy, he knows. Formula 1 to consider qualifying changes FORMULA 1 chiefs are to consider a change to the tyres rules for qualifying, AUTOSPORT has learned, following controversy about cars not running in Q3 this year. Sources have revealed that a plan to increase the allocation of tyres for the final round of qualifying has been added to the agenda for this week’s Formula One Commission meeting that takes place in Geneva on Thursday. It comes on the back of questions being raised about the spectacle of qualifying being ruined by teams deliberately not running in the final grid shoot-out session because they want to keep fresher tyres for the race. Interestingly, the idea to add the Q3 tyre issue to the F1 Commission did not come from tyre supplier Pirelli, which held talks with team representatives in India last week to discuss the issue. that Pirelli and the teams agreed that the current tyre regulations are fine as they are - with both parties understanding why Q3 tyre-saving had become common practice. Speaking to AUTOSPORT about the outcome of those talks in India, Pirelli’s director of motorsport Paul Hembery said: “We had a good collaborative meeting with the teams, and at the moment their opinion is that there is nothing wrong with Q3. They feel it adds a strategic element to Q3. Plus, with teams battling in that mid ground there, the margins are very fine and they feel that it is a new element of qualifying. “If they are happy there is not a lot we can do, and we have to go along with their wishes. What we have said, however, is that if that view changes or the sport feels there has to be a change, then we will support any change as we need to. “We will see what happens at the F1

We will see what everyone has to say when we have the opportunity to work together.” Hembery said that there were numerous ways that the Q3 situation could be resolved - but felt it better the matter was discussed properly at the F1 Commission. “We have been through millions of permutations, which can include just substituting the sets of Q3 tyres overnight. There are all sorts of different ways of doing it, but at the moment we are not being asked to come up with any solutions as teams are happy with where it is.” When asked if Pirelli was happy for it to stay the same, Hembery said: “As long as teams explain why there is that tactical intrigue, so fans can understand it better. You can imagine a lot of people think we write the tyre rules, so we get caught up in that.”
