DiCaprio and Pitt team up for new Quentin Tarantino movie LOS ANGELES - Leonardo DiCaprio and Brad Pitt -- two of Hollywood’s biggest stars -- are teaming up for Quentin Tarantino’s next project, a movie set in the 1969 Hollywood hippy era around the Charles Manson murders. Movie studio Sony Pictures said on Wednesday that the film was called “Once Upon a Time in Hollywood” and will feature DiCaprio as the former star of a Western TV series, and Pitt as his longtime stunt double. It’s the first time the two actors have starred in a feature film together. “Both are struggling to make it in a Hollywood they don’t recognize anymore. But Rick (DiCaprio) has a very famous next-door neighbor ... Sharon Tate,” Sony Pictures said in a statement. Tate, the pregnant actress wife of director Roman Polanski, was murdered in 1969 by followers of Manson, one of America’s most notorious criminals. Manson died in November 2017 at the age of 83 while serving a life sentence. The movie is to be released on
Aug. 9, 2019, exactly 50 years after Tate and four friends were stabbed or shot dead. Tarantino said he had been working on the script for five years and had lived in the Los Angeles area for most of his life, “including in 1969, when I was seven years old.” “I’m very excited to tell this story of an LA and a Hollywood that don’t exist anymore. And I couldn’t be happier about the dynamic teaming of DiCaprio and Pitt,” he said in a statement. EDINBURGH/DUBLIN - Snow storms from Siberia blasted Britain and Ireland on Thursday with the worst weather since 1991, trapping several hundred motorists on roads in Scotland, closing thousands of schools and grounding planes. With up to 90 cm of snow and temperatures as low as minus 10.3 Celsius in Scotland, Britain and Ireland issued their most severe red warnings which advise people to stay at home as travel is too dangerous. The Balinese cultural wonder that is Mandara Nawanatya III will be taken place again this year starting with the Bali Art Carnival’ on March 3rd. This year however the carnival parade starting from the area of Jayasabha leading to the Denpasar Art Center will show off a variety of costumes made from upcycled materials. “No less than 100 artists from Bali and a few a few invited guests from other regions will showcase various carnival costumes prepared by designers with the theme of Tri Buana Kertih or harmony of the three layers of the universe”, explained Head of the Bali Culture Agency, Dewa Putu Beratha, in Denpasar on Wednesday (Feb. 28). The Bali Art Carnival will start at 15:00 on Saturday (Mar. 3) and art groups taking part include: the Penggak Men Mersi Foundation, Bali Mandara Senior High School, Kisrama Production-Singaraja, Fortuna Management-Singaraja, the Pancer Langiit Art Community and the Banyuwangi Ethno Carnival. “All the costumes will be made from upcycled and recycled materials such as newspaper, plastic and so on. A few weeks ago, the Culture Agency organised a carnival costume making workshop”, added Beratha. Recycled and upcyled materials are
also featured in the art exhibitions taking place during the third edition of the Bali Mandara Nawanatya. The Jepun Putih Studio will present a special art works made using plastic waste as a medium with the theme Trash as Source of Inspiration for Painting. This unique art works will be on display until May. “In September, October and November, arts works that are made of a variety of recycled and upcycled materials combined in a harmonious manner will be presented”, said Beratha. The Bali Mandara Nawanatya, continued Beratha will also include a carnival costume contest for high schools and vocational school students in Bali, enlivened by accompanying music performed by 100 musician from the Okokan Brahma Diva Kencana art troupe from Tabanan, Voice from SMANSA Denpasar, a marching band, and performances by the Babaiswara Baleganjur troupe and the Pancer Langiit Art Community. After the grand opening there will be ongoing events until the end of the year. Each month will have a different theme: musical parade (March), contemporary janger parade (April), theatre (May), modern cak a cappella (September), art creativity (October), and Bali Creative Performance (November). “In addition to monthly thematic art performances, every Friday there will be workshops, art competitions, performances by kindergartens and elementary school students as well as the creative students art show and performances every Saturday and Sunday”, he added. 112 new cases of HIV in Tabanan

Tabanan recorded 112 new cases of HIV in 2017 consisting of 64 men and 48 women bringing the grand total to 1,048 people in Tabanan who are infected with HIV. Head of the Tabanan Health Agency, Nyoman Suratmika, said on Wednesday (Feb. 28) that the having every health clinic in Tabanan able to run HIV tests allowed them to find the new cases. Also HIV tests are now done on every pregnant woman who comes to the health centers because the risk of transmission amongst heterosexuals is quite high. According to date from December 2017, the 1084 cases of people infected with HIV are broken down into the following age groups: 348 people between the ages of 30-29 and 183 people between the ages of 40-49. Given that so many productive age people are infected with HIV, the prevention of HIV transmission is considered to be urgent. Suratmika not only do health centers test for HIV but healthy family surveys are also taken in the field which involve health officers proving health services, counselling and case detection directly in people’s homes. Suratmika added that they try to find people with advanced stages of five major diseases: tuberculosis, HIV, hypertension, diabetes and mental disorders. “The team goes to people’s home to provide health services and mainly target the elderly, children and pregnant women”, he said. When they find people suffering form these five diseases, the health officers direct them to seek follow-up treatment in a public health center or hospital. They also provide health education about the importance of clean and healthy living behaviour (PHBS) as well as the importance of taking medication and implementing preventive measures. The results of these surveys are incorporated into the central government data server so that public health issues can become known and appropriate measures can be taken to overcome these problems. A number of sacred arts from Karangasem need to be revived if they are to survive. Head of Karangasem Culture, I Putu Arnawa, said on Wednesday (Feb. 28) that in 2017, Karangasem’s culture agency took steps to revive Gambuh Jung Sri and Gambuh Pedesahan and that this year they will focus on the wayang wong from Subagan. “We also plan to work on reviving sacred arts like the baris that are performed as offerings for religious ceremonies so that they do not dissapear from our culture”, he said. Arnawa explained that the survival of the wayang wong faces many challenges as it is increasingly hard to find dancers who can perform it and the costumes needed are quite expensive. Without assistance from the government in purchasing the costumes, it will be very difficult for this heritage to be maintained. “While there are still orders for the performance of the arja operetta and mask dance there are nearly no requests for wayang wong so the dancers of this unique art have no income and thus cannot buy costumes. They need government assistance”, he said. The budget for reviving are on the verge of disappearing is the same as last year, namely IDR 80 million. This amount will allow the government to support the revival of two art form this year. “We will definitely be reviving the wayang wong of Subagan, while the other art from has yet to be decided”, said Arnawa who added that the Karangasem Culture Agency will continue to support the revival of different arts in the future.(kmb41)

Kendang mebarung created from resistance spirit of West Bali
KENDANG mebarung is one of the Jembrana’s special arts remaining to survive until these days. This typical attraction of West Bali has developed since hundreds of years ago. As the name implies, this art uses kendang (two-sided traditional drum) instrument. The drum used in this attraction is large and even classified to be a giant drum. It looks like a traditional musical instrument flourishing in Asia, Wadaiko in Japan or Bedug in Java for example. However, kendang mebarung has a peculiarity both in terms of sound and the resulting sound. Like other typical musical instruments in Jembrana, the formation of kendang mebarung art is based on a sense of ‘resistance’ showed off by Jembrana community to the art norms in the area of East Bali, where the Jembrana community originates from. A cultural expert of Jembrana, I.B. Dharma Santika Putra, said that historically the origin of the emergence of kendang mebarung is from the edge of the Sombang jungle, Tukadaya, Melaya. This instrument is made by the residents at that time as a form of resistance against the art norms in their place of origin. The material made also goes up against the gamelan art generally existing in Bali. At that time, the people of Jembrana utilized the existing materials such as wood and bamboo. “More precisely, the attraction or musical instruments are made from existing materials to produce a minor sound and went up against the
art norms of East Bali,” said the man familiarly addressed as DS Putra. The people living on the periphery of the forest were the ‘dispossessed’ from the kingdom where at that time they were not allowed to play the arts of their origin. Other than the material (metal) was difficult to obtain, the public at that time was embarrassed and creative with the existing materials. Before the area was densely populated as what we see today, virtually most of the village areas in Jembrana were jungle (jimbarwana). So, people could still encounter big trees that could be used as the material when making bigger drum. Now, it is very difficult to get such wood in the forest, so that some surviving art troupes (sekaa) should find materials to the Borneo Island. Compared to similar traditional musical instruments, kendang mebarung is poorer in variety. This art is also one of the old arts. Not all villages in
Jembrana have this kind of kendang mebarung art troupe. A bit like Jegog, kendang mebarung actually resembles to gamelan consisting of kendang, gangsa and reong instruments. However, the size of kendang is very large and produces a great sound as well. Herein lays the resistance, a loud and indefinite sound producing distinctive tone. Kendang mebarung is often staged in a memorable community activity for fun, primarily in the activities related to manusa yadnya or human lifecycle rite. Some villages have kendang mebarung art troupe such as in Dangin Tukadaya village. Both the kendang and sekaa still exist and hold performance at certain moments. According to the elders at this village, kendang mebarung has come into Dangin Tukadaya for a long time. It has a large size so this becomes one of the difficulties when making performance outside the village.
Members of the art troupe need extra effort to transport the instrument when played outside the village. An art troupe may comprise about 20 to 25 members. Six people play drum with a length of 2 meters and a diameter of up to 1.5 meters. These 6 people played the drum alternately because to play such large drum will require a lot of energy chiefly when the kendang is in the position of mebarung or contest with other kendang art troupe on stage. They will compete to generate the loudest sounds. Large-sized kendang also requires extra maintenance. It is often repaired after making a performance. Over time, this art is rarely staged for commercial use. Currently, this art is only performed at certain moments such as cremation or wedding ceremony. Sometimes to keep the giant drum in order to be durable, the performance is changed by simply using the gangsa and reong instrument. The gamelan composition was also adapted to the development of the contemporary gamelan music. This musical instrument is a cultural heritage rich in uniqueness. Although the wood is old enough
on all sides of the drum, nothing is eaten by termites or damaged. One of the kendang mebarung art troupe members at Lelateng village, Negara, I Wayan Sutarma, said the origin of kendang mebarung is quite simple. It is not much different from the emergence of mekepung or buffalo race tradition in Jembrana. But in truth, initially the size of kendang mebarung is not as big as the current one. Since it puts emphasis on mutual repetition and the production of increasingly higher sound, people then sought after the larger size of materials for the kendang. Though the drum has larger size, the way to beat must remain flexible. Typically, this tool used to beat must be made from horns, rattan, wood or rock shells. Among the few gamelan troupes remaining to exist with their traditional musical instruments, most players have been old enough. People believe if the sound of the giant drum can be used as a therapy and heal the longing for the past time. The art troupe members hoped that kendang mebarung should not be extinct and there will be regeneration from their children to preserve it. (olo)

Bank rejects credit repayment by coins NEGARA — A credit customer in one of the bank branches in Jembrana complained about the rejection to repayment of his credit just because of using coins. Actually, the amount of coins paid has been in accordance with the value of credit installment billed. Incidentally, the billing is the last (repayment). Putu Krishna Adi, 35, a resident of Pasar hamlet, Yehembang village, Mendoyo, confirmed on Wednesday (Feb. 28) about the rejection of repayment by using coins and he had protested against the bank. The credit paid off is on behalf of his wife, Alit Windari. Coincidentally at the time of the
repayment, his wife was busy. The recent repayment was made with the group, with a bill of IDR 110,000. When collected, Putu Krisna Adi who paid the repayment using coins with denomination of IDR 1,000 was rejected. The loan was borrowed in group and on behalf of his wife worth IDR 5 million with the installment period of 1.5 years. The loans are disbursed by the bank in groups, while the payment of each bank installment is collected to the house of the group leader. The bank officers collecting the payment reasoned if the coin is not acceptable in the bank. Krisna Adi also had a protest and
explained that coin is a legal means of payment. The collecting officer insisted on not accepting it and had a tension. This event was also witnessed by other group members that were present during the loan repayment. Finally, one of the group members exchanged the coins for banknotes so the repayment was eventually acceptable. Seeing such response, Krisna Adi admitted to be very annoyed and deplored the policy of the bank as rejecting the payment by coins. S.Korean president lashes Japan over wartime use of ‘comfort women’
SEOUL - South Korean President Moon Jae-in described Japan’s wartime use of “comfort women” as a “crime against humanity” on Thursday in some of his strongest comments yet, sparking an immediate protest from his key ally in containing North Korea. Moon said during a speech marking a national holiday commemorating Korean resistance to Japanese occupation - his first since taking office last year - that Japan was in no position to declare the emotionally charged issue settled. “To resolve the comfort women issue, the Japanese Government, the perpetrator, should not say the matter is closed,” Moon said. “The issue of a crime against humanity committed in time of war cannot be closed with just a word. A genuine resolution of unfortunate history is to remember it and learn a lesson from it.” His comments drew an immediate rebuke from Tokyo. Japanese Chief Cabinet Secretary Yoshihide Suga described Moon’s comments as “extremely regrettable”. Suga, speaking at a regular briefing, also urged cooperation between South Korea and Japan to tackle the
threat posed by North Korea. The two Koreas have pursued a thaw in relations that began ahead of last month’s Winter Olympics in South Korea, but Seoul remains a key part of the international push to increase pressure on Pyongyang to abandon its nuclear weapons and ballistic missile programmes. Japan and South Korea share a bitter history that includes Japan’s 1910-45 colonisation of the peninsula and the use of “comfort women”, Japan’s euphemism for women - many of them Korean - forced to work in its wartime brothels. Japan apologised to the women and provided a 1 billion yen ($9.4 million) fund to help them under a 2015 deal with Moon’s conservative predecessor, but South Korea has recently sought to revisit the issue. “These details were agreed by South Korea and Japan and we find it unacceptable and extremely regrettable,” Suga said.
HISTORIC TENSIONS Moon, speaking at the site of a former jail where Korean independence fighters were imprisoned by Japanese forces, said South Korea was not looking for “special treatment” from Tokyo. However, he hoped Japan pursued “sincere self-reflection” and “squarely face the truth of history and justice with the universal conscience of humanity”. Japan also formally complained on Monday after South Korea’s foreign minister raised the issue at the top U.N. rights body, warning that it should not be allowed to harm bilateral relations at a critical time in East Asia. MANILA - Any potential deals between Manila and Beijing on energy exploration in the South China Sea should be agreed with a company and not the Chinese government, a senior Philippine official said on Thursday. China claims most of the South China Sea, a key trade route and home to areas that are believed to hold large quantities of oil and natural gas. Along with China, parts of the South China Sea are subject to competing claims from Brunei, Malaysia, Taiwan, Vietnam and the Philippines. “We might enter into an agreement with a Chinese-owned corporation, not the Chinese state itself,” Harry Roque, the spokesman for President Rodrigo Duterte, told ANC news channel. The two countries last month agreed to set up a special panel to work out how they can jointly explore offshore oil and gas in areas both sides claim, without needing to address the touchy issue of sovereignty. Pursuing a joint project would be extremely complex and sensitive, as sharing oil and gas reserves could be seen as endorsing the other countries’ claims. “We are not entering into a sovereign agreement for exploration. It will be an agreement, if we do, between two corporate entities,” Roque said. Duterte said late Wednesday that China had proposed joint exploration that was “like co-ownership”
and better than the two fighting over it. Roque on Thursday stressed during a news briefing that the issue was about joint exploration and exploitation as a practical solution for the Philippines to access resources without conflicts over sovereignty. He said Duterte was using coownership as an analogy to try to simplify the issue. The Philippines suspended exploration in the Reed Bank in 2014 to pursue a legal challenge to China’s territorial claims. Included in a 2016 ruling by the Permanent Court of Arbitration in the Hague was a clarification of Manila’s sovereign right to access offshore oil and gas fields, including the Reed Bank, within its 200 mile Exclusive Economic Zone. Negotiations are ongoing with a Chinese state-owned company, Roque said, declining to name the entity. T h e P h i l i p p i n e s , C h i n a ’s CNOOC Ltd and state-owned PetroVietnam jointly surveyed the Reed Bank in 2003 to 2008. BUSINESS China’s vigour surprises, strong regional currencies hinder Asian exporters
HONG KONG - Manufacturing data painted a mixed picture of economic activity in Asia, with strong currencies hurting exporters in South Korea, Japan and Taiwan, while China surprisingly showed resilience amid fears tighter regulations may slow growth. The Lunar New Year holidays disrupted activity, suggesting that the slowdown in some of the economies could be temporary. There were worries remained that the dollar’s broad weakness could hinder the regions export-driven economies, though manufacturing surveys in the United States and Europe later on Thursday were expected to confirm the strong momentum in global trade. Also, the full impact of China’s crackdown on risky financing is likely yet to be seen. Japanese manufacturing expanded at a slightly slower pace in February as a stronger yen weighed on new export orders and Taiwan’s factory growth was the slowest in four months, although both economies still posted relatively solid numbers. South Korea’s export growth slowed in February to its weakest in more than a year. The Japanese yen is currently trading around its strongest in more than a year, the Korean won in more than three years and the Taiwanese dollar in more than five. “For Asia, the strength of the currencies will have some impact but generally how growth in the G3 economies fares is more important,” said Khoon Goh, head of Asia research at ANZ. “We should continue to see a strong momentum in exports going into the second half, when base effects come into play,” Goh said, cautioning against reading to much into the holiday-distorted numbers. In the absence of any signs of an acceleration in growth, however, markets remain of the view that central banks in Asia will significantly lag the Federal Reserve in hiking rates this year. Fed chief Jerome Powell, in his first public
appearance since talking the helm at the U.S. central bank, said this week that he aimed to prevent the economy from overheating, cementing market expectations for three or four interest rate increases this year. Chances for rate hikes in Asia are far fewer. Bank of Japan board member Goushi Kataoka cautioned on Thursday against a premature exit from the BOJ’s ultra-loose monetary policy and called for a ramping up of the bank’s massive stimulus programme. CHINA’S SURVEY DIVERGENCE In China, a private survey showed on Thursday factory growth at a six-month high, but the findings were largely at odds with downbeat official activity readings on Wednesday, which raised concerns that tighter regulations may lead to a sharper slowdown in the world’s second biggest economy. The divergence might be explained by the fact that the private survey captures more of the activity of small and medium firms in the private sector, while the official survey focuses more on large state-owned enterprises, analysts say. The state-owned firms service the domestic demand more and their weaker showing may point to weakness stemming from property-cooling measures, higher interest rates and tougher rules against risky financing, factors which are expected to weigh throughout the year. Government measures to reduce pollution over the winter have also led to cuts in production, economists said.

UK factory activity and consumer lending slow in early 2018
LONDON - Britain’s economy kept on its steady but slow course at the start of 2018, just over a year before the country is due to leave the European Union, as growth across factories cooled to an eight-month low and lending to consumers slowed. The IHS Markit/CIPS manufacturing purchasing managers’ index (PMI) inched down to 55.2 in February from 55.3 in January, its second-lowest reading since June 2016’s Brexit vote, though a shade above the average forecast of 55.0 in a Reuters poll. Manufacturing was a relative bright spot for Britain’s economy late last year, when year-on-year growth for the economy as a whole was the weakest among the G7 group of rich
nations, partly due to weaker consumer demand caused by higher inflation after June 2016’s Brexit vote. Separate figures from the Bank of England on Thursday showed annual growth in unsecured consumer lending fell to 9.3 percent in January from December’s 9.5 percent, despite the biggest monthly increase in net credit card lending since January 2005. However, the number of mortgages approved by lenders rose to a six-month high after its biggest monthly jump in nearly three years, suggesting the housing market perked up slightly. But the BoE said the number of mortgages approved for house purchase rose to 67,478 in January from a one-year low of 61,692 in December, the sharpest monthly rise since April 2015 and far above economists’ average forecast of 62,000 in a Reuters poll. Nevertheless, playing traditional games is not a form of offering, but an activity to fulfill the desire to interact with other children, relieve stress and saturation as well as grow creativity. More importantly, children can learn in their own environment. “Children of the past made the natural surroundings into a medium of their game. Before the use of banknotes, sesari of canang used folded betel leaf completed with lime, tobacco, gambier, and betel nut. “Formerly, the folded betel leaf was used as sesarin canang, symbolizing a prostration of the community. Although currently using banknotes, the use of folded betel leaf can still be found in several places,” she said. He told that according to the
story of her senior figure, before using banknotes as we find today people used perforated coin. In 1963, the sesari in use included ringgit, rupiah (silver), as well as other coins of several denominations applied at that time. After that, the use of perforated coin began and lasts until now and the use of banknotes also develops. “Using rupiah money as sesari is indeed legitimate. However, the most important is the sincerity of people,” she explained. She hoped and reminded that as devotees both as people doing devotional services and general public, sesari is an offering. U.S. Senate passes Taiwan travel bill that has angered China WASHINGTON - The U.S. Senate on Wednesday passed a bill promoting closer U.S. ties with Taiwan, which China has warned could threaten stability in the Taiwan Strait, but drew praise from the selfruled island which pledged to deepen cooperation. Beijing considers democratic Taiwan to be a wayward province and integral part of “one China”, ineligible for state-to-state relations, and has never renounced the use of force to bring the island under its control. The Senate passed the Taiwan Travel Act by unanimous consent. It passed the House of Representatives in January, also without opposition. The legislation only needs President Donald Trump’s signature to become law. The bill says it should be U.S. policy to allow officials at all levels to travel to Taiwan to meet their Taiwanese counterparts, permit high-level Taiwanese officials to enter the United States “under respectful conditions” and meet with U.S. officials, and encourage Taiwanese economic and cultural representatives to conduct business in the United States. White House officials did not immediately respond when asked if Trump planned to sign the legislation. It would be unusual for a president to veto a measure that passed unanimously. China’s Foreign Ministry did not immediately respond to a request for comment on the Senate’s passing of the bill. Taiwan’s Foreign Ministry thanked the United States for the unanimous support for the bill and for the U.S. government’s increasingly friendly and open attitude towards Taiwan. “The Foreign Ministry will keep developing an even more substantive cooperative relationship with the United States, to promote both sides’ joint values and mutually-beneficial interests,” it said. Taiwan’s Presidential Office said the United States was its most important international ally, and that it would discuss the matter with the United States and further strengthen relations. The United States has no formal ties with Taiwan but is bound by law to help it defend itself and is the island’s main source of arms. China regularly says Taiwan is the most sensitive issue in its ties with Washington. China has become increasingly hostile to Taiwan since the election as president of Tsai Ing-wen from the pro-independence Democratic Progressive Party in 2016. China suspects Tsai wants to push for formal independence, a red line for Communist Party leaders in Beijing, though she has said she wants to maintain the status quo and is committed to ensuring peace. PORT-AU-PRINCE - A diplomatic row has erupted between the Haitian government and the United Nations over comments made by a senior U.N. official cheering an investigation into the alleged misuse of Venezuela-sponsored Petrocaribe funds by previous administrations. Haiti recalled its ambassador to the U.N. on Tuesday, and summoned Susan D. Page, the special representative and head of the United Nations Mission for Justice Support in Haiti (MINUJUSTH), to explain comments she reportedly made applauding a criminal probe into the alleged siphoning of Petrocaribe money. Haiti’s foreign minister, Antonio Rodrigue, said in a statement on Tuesday that Page had exceeded her authority and that her comments reflect an “attitude harmful to the political and institutional stability acquired during the past few years.” The case is the latest example of governments across the Americas - including Guatemala and Honduras - chafing at criticisms
by U.N. bodies, which have highlighted lackluster efforts to tackle corruption, human rights abuses or impunity. Haiti has a long tradition of corruption, and international partners and anti-graft watchdogs have often blamed Haitian politicians for failing to crack down on the scourge. Last weekend, local media reported that Page said the U.N.’s Haitian justice mission welcomed the assignment of judges to probe possible acts of corruption with Petrocaribe funds during the administrations of former presidents Rene Preval and Michel Martelly, between 2008 and 2016. Their actions demonstrate that the population defends accountability and justice.” Venezuela’s Petrocaribe scheme, launched in 2005, has furnished about 12 Caribbean states with oil supplies under a flexible credit mechanism, obliging them to pay cash for part of every shipment and finance the rest at low interest rates, or buy it with goods like food and clothing. Indonesia police question luxury yacht crew in 1MDB probe
JAKARTA - Indonesian police on Thursday questioned the captain and crew of a luxury yacht seized in Bali at the request of U.S. authorities, probing alleged money laundering at a Malaysian state fund, they said. The yacht was impounded in Bali on Wednesday amid a multi-billion dollar corruption investigation launched by the U.S. Department of Justice (DOJ) and tied to Malaysian state fund 1Malaysia Development Berhad (1MDB). Police seized the yacht, Equanimity, after receiving a letter on Feb. 21 from the U.S. Federal Bureau of Investigation (FBI) requesting help to enforce a court order, Indonesian National Police Spokesman Muhammad Iqbal Abduh said. Police had questioned the captain and crew and would check their immigration papers and see if there was any evidence of a crime being committed, Abduh said in a statement. Citing information provided by the FBI, he said the yacht’s Automated Identification System (AIS) had been switched off several times in waters around the Philippines and Singapore. The AIS system uses satellites to pinpoint locations and switching it off would make it harder to detect the vessel. Over the past 180 days, the Equanimity sailed from the northeast to the northwest of Malaysia and Singapore, and then from the Indonesian island of Bali to Papua and back again, according to shipping data on Thomson Reuters Eikon. There
are several points where its movements are unclear. 1MDB is at the centre of money-laundering probes in at least six countries, including the United States, Switzerland and Singapore. A total of $4.5 billion was misappropriated from 1MDB by high-level officials of the fund and their associates, according to civil lawsuits filed by the DOJ in the past two years. Malaysian Prime Minister Najib Razak set up 1MDB in 2009 and previously served as chairman of its advisory board. He and the fund have denied any wrongdoing. In August 2017, the DOJ asked for a stay on its civil lawsuits seeking to seize more than $1.7 billion in assets allegedly bought with stolen 1MDB funds because it was conducting a related criminal probe. Among the assets sought is Equanimity, cited as a $250 million luxury yacht bought by Malaysian financier Jho Low, named as a key figure in the U.S. lawsuits. JAKARTA - Indonesia’s antiterrorism agency on Wednesday held a controversial meeting of 124 former Islamic militants and 51 survivors of a string of attacks in the country, including the deadly Bali bombings. The gathering was part of a broader deradicalisation push by authorities in the world’s biggest Muslim-majority country, which has pioneered new initiatives to tackle the problem. Chusnul Kotimah, who was badly burned in the 2002 Bali nightclub bombings, which killed 202 people, said she was prepared to forgive those behind the at-
tacks. “I can accept the situation. I can forgive them,” she told Reuters at the event in a central Jakarta hotel, adding that she had told former militants that as a fellow Muslims there was no justification for such terror. Nonetheless, the head of a survivors’ group who decided not to go criticised holding a mass meeting under the glare of the media. LONDON - British long jumper Greg Rutherford has pulled out of this week’s world indoor championships in Birmingham, British Athletics said on Wednesday. Rutherford, a gold medalist at the 2012 London Olympics, won the British indoor title in Birmingham last week and also competed at the Indoor Grand Prix in Glasgow on Sunday. As he continues his comeback from ankle and groin surgery, Rutherford has decided to miss the global event to regain full fitness ahead
of the European Championships in Berlin in August. “My performance from the British championships to the Indoor Grand Prix in Glasgow at the weekend showed improvement but it was still not at the level I demand of myself,” the 31-year-old said in a statement. “It has not been an easy decision but I have therefore chosen to withdraw from the world indoor championships. “I am committed to becoming the first long jumper to win three

Antonio Conte’s outgoing champions look vulnerable in fifth place and by the time they kick off against runaway leaders Manchester City at the Etihad Stadium on Sunday a worrying gap could have opened up immediately above them. Juergen Klopp’s Liverpool take on Newcastle United on Saturday after fourth-placed Tottenham, in equally impressive form, host Huddersfield Town at Wembley. Should they both win Liverpool would have 60 points, temporarily going ahead of Manchester United into second, and Tottenham would have 58. Chelsea have 53. United are at injury-hit Crystal Palace on Monday when victory would give them 62 points. So the pressure could be on Chelsea when they take on a City side playing their second game in four days after they face sixth-placed Arsenal in a re-arranged match on Thursday. Victory for City over an Arsenal side they outclassed in third gear in last week’s League Cup final would restore their 16-point lead at the top of the table and leave the finishing line clearly in sight with 10 games remaining. With the Champions League title a huge target for City this season he will demand his players keep their foot firmly on the gas to sew up the domestic title as soon as

The Bundesliga’s youngest-ever coach when he was appointed at the age of 28, Nagelsmann has impressed with his innovative training methods, tactical nous and ability to revive the careers of players who had previously lost their way. A former defender whose own career was cut short by a knee injury at the age of 20, Nagelsmann immediately led the former village team to safety after they had been flirting with relegation. Last season, he led them to fourth place in the Bundesliga, their best-ever performance, notching their first-ever win over Bayern Munich along the way. Although they were beaten by Liverpool for a place in the Champions League group stage in August, Hoffenheim looked set to continue where they left off when they quickly rose to second in the Bundesliga early this season. But it hasn’t quite worked out like that.
Nagelsmann saw last year’s team picked apart as defender Niklas Suele and midfielder Sebastian Rudy joined Bayern Munich and were followed by Sandro Wagner in January while rightback Jeremy Toljan joined Borussia Dortmund. That was followed by an unsuccessful foray into the Europa League where they failed to progress from a group featuring Ludogorets Razgrad, Braga and Istanbul Basaksehir. Meanwhile, both the coach and club were distracted by talk that Nagelsmann was being lined up by Bayern Munich as a future long-term coach. “Every couple of days, I’m getting about 14 press enquiries, enough is enough,” he said at one point. It’s more important what is happening with the team and the club than my personal opinion,” Guardiola told reporters on Wednesday. “I think it’s not going to happen but if they ask that, I am going to accept that. They are the bosses... “But my personal opinion is not a political opinion. When men and women put on a red (pink) ribbon it’s because of the support for the breast cancer initiative. “The same as when I wear the prostate cancer badge. The idea is the same... Of course, I

BERN - Banned former FIFA president Sepp Blatter said on Thursday that the World Cup should not be used as an occasion to experiment with video replay technology. Blatter’s comment on Twitter followed a series of confusing incidents involving the Video Assistant Referee (VAR) system which is being trialled in Italy’s Serie A, the English FA Cup, Germany’s Bundesliga, the Portuguese league and other competitions around the world. The sport’s law-making body IFAB is due to decide on Saturday whether to approve VAR on a permanent basis and FIFA has already said it intends to use the system at the World Cup in Russia in June and July. “A personal appeal to IFAB the Guardians of the Laws of the Game: FIFA WC cannot be used as experiment for such a fundamental change: VAR,” said Blatter. The latest confusion involving VAR was at Wednesday’s English FA Cup match between Tottenham Hotspur and Rochdale, where the London side had an early goal disallowed and a penalty later awarded by the VAR. Afterwards, Tottenham manager Mauricio Pochettino said VAR risked killing emotion in the sport, echoing a sentiment which has already been expressed by some Serie A coaches. BERN - Banned former FIFA president Sepp Blatter said on Thursday that the World Cup should not be used as an occasion to experiment with video replay technology. Blatter’s comment on Twitter followed a series of confusing incidents involving the Video Assistant Referee (VAR) system which is being trialled in Italy’s Serie A, the English FA Cup, Germany’s Bundesliga, the Portuguese league and other competitions around the world. The sport’s law-making body IFAB is due to decide on Saturday whether to approve VAR on a permanent basis and FIFA has already said it intends to use the system at the World Cup in Russia in June and July. “A personal appeal to IFAB the Guardians of the Laws of the Game: FIFA WC cannot be used as experiment for such a fundamental change: VAR,” said Blatter. The latest confusion involving VAR was at Wednesday’s English FA Cup match between Tottenham Hotspur and Rochdale, where the London side had an early goal disallowed and a penalty later awarded by the VAR. LONDON - British long jumper Greg Rutherford has pulled out of this week’s world indoor championships in Birmingham, British Athletics said on Wednesday. Rutherford, a gold medalist at the 2012 London Olympics, won the British indoor title in Birmingham last week and also competed at the Indoor Grand Prix in Glasgow on Sunday. As he continues his comeback from ankle and groin surgery, Rutherford has decided to miss the global event to regain full fitness ahead
of the European Championships in Berlin in August. “My performance from the British championships to the Indoor Grand Prix in Glasgow at the weekend showed improvement but it was still not at the level I demand of myself,” the 31-year-old said in a statement. “It has not been an easy decision but I have therefore chosen to withdraw from the world indoor championships. “I am committed to becoming the first long jumper to win three

U.S. Senate passes Taiwan travel bill that has angered China WASHINGTON - The U.S. Senate on Wednesday passed a bill promoting closer U.S. ties with Taiwan, which China has warned could threaten stability in the Taiwan Strait, but drew praise from the selfruled island which pledged to deepen cooperation. Beijing considers democratic Taiwan to be a wayward province and integral part of “one China”, ineligible for state-to-state relations, and has never renounced the use of force to bring the island under its control. The Senate passed the Taiwan Travel Act by unanimous consent. It passed the House of Representatives in January, also without opposition. The legislation only needs President Donald Trump’s signature to become law. The bill says it should be U.S. policy to allow officials at all levels to travel to Taiwan to meet their Taiwanese counterparts, permit high-level Taiwanese officials to enter the United States “under respectful conditions” and meet with U.S. officials, and encourage Taiwanese economic and cultural representatives to conduct business in the United States. White House officials did not immediately respond when asked if Trump planned to sign the legislation. It would be unusual for a president to veto a measure that passed unanimously. China’s Foreign Ministry did not immediately respond to a request for comment on the Senate’s passing of the bill. Taiwan’s Foreign Ministry thanked the United States for the unanimous support for the bill and for the U.S. government’s increasingly friendly and open attitude towards Taiwan. “The Foreign Ministry will keep developing an even more substantive cooperative relationship with the United States, to promote both sides’ joint values and mutually-beneficial interests,” it said. Taiwan’s Presidential Office said the United States was its most important international ally, and that it would discuss the matter with the United States and further strengthen relations. The United States has no formal ties with Taiwan but is bound by law to help it defend itself and is the island’s main source of arms. China regularly says Taiwan is the most sensitive issue in its ties with Washington. China has become increasingly hostile to Taiwan since the election as president of Tsai Ing-wen from the pro-independence Democratic Progressive Party in 2016. China suspects Tsai wants to push for formal independence, a red line for Communist Party leaders in Beijing, though she has said she wants to maintain the status quo and is committed to ensuring peace. PORT-AU-PRINCE - A diplomatic row has erupted between the Haitian government and the United Nations over comments made by a senior U.N. official cheering an investigation into the alleged misuse of Venezuela-sponsored Petrocaribe funds by previous administrations. Haiti recalled its ambassador to the U.N. on Tuesday, and summoned Susan D. Page, the special representative and head of the United Nations Mission for Justice Support in Haiti (MINUJUSTH), to explain comments she reportedly made applauding a criminal probe into the alleged siphoning of Petrocaribe money. Haiti’s foreign minister, Antonio Rodrigue, said in a statement on Tuesday that Page had exceeded her authority and that her comments reflect an “attitude harmful to the political and institutional stability acquired during the past few years.” The case is the latest example of governments across the Americas - including Guatemala and Honduras - chafing at criticisms
by U.N. bodies, which have highlighted lackluster efforts to tackle corruption, human rights abuses or impunity. Haiti has a long tradition of corruption, and international partners and anti-graft watchdogs have often blamed Haitian politicians for failing to crack down on the scourge. Last weekend, local media reported that Page said the U.N.’s Haitian justice mission welcomed the assignment of judges to probe possible acts of corruption with Petrocaribe funds during the administrations of former presidents Rene Preval and Michel Martelly, between 2008 and 2016. Current President Jovenel Moise, who is from the same party as Martelly, has faced criticism for not
pursuing corruption as actively as he had vowed to. Page was quoted as saying she saluted “the initiative and active role of Haitian citizens and civil society engaged in the fight against corruption and impunity. Their actions demonstrate that the population defends accountability and justice.” Venezuela’s Petrocaribe scheme, launched in 2005, has furnished about 12 Caribbean states with oil supplies under a flexible credit mechanism, obliging them to pay cash for part of every shipment and finance the rest at low interest rates, or buy it with goods like food and clothing. Indonesia police question luxury yacht crew in 1MDB probe
JAKARTA - Indonesian police on Thursday questioned the captain and crew of a luxury yacht seized in Bali at the request of U.S. authorities, probing alleged money laundering at a Malaysian state fund, they said. The yacht was impounded in Bali on Wednesday amid a multi-billion dollar corruption investigation launched by the U.S. Department of Justice (DOJ) and tied to Malaysian state fund 1Malaysia Development Berhad (1MDB). Police seized the yacht, Equanimity, after receiving a letter on Feb. 21 from the U.S. Federal Bureau of Investigation (FBI) requesting help to enforce a court order, Indonesian National Police Spokesman Muhammad Iqbal Abduh said. Police had questioned the captain and crew and would check their immigration papers and see if there was any evidence of a crime being committed, Abduh said in a statement. Citing information provided by the FBI, he said the yacht’s Automated Identification System (AIS) had been switched off several times in waters around the Philippines and Singapore. The AIS system uses satellites to pinpoint locations and switching it off would make it harder to detect the vessel. Over the past 180 days, the Equanimity sailed from the northeast to the northwest of Malaysia and Singapore, and then from the Indonesian island of Bali to Papua and back again, according to shipping data on Thomson Reuters Eikon. There
are several points where its movements are unclear. 1MDB is at the centre of money-laundering probes in at least six countries, including the United States, Switzerland and Singapore. A total of $4.5 billion was misappropriated from 1MDB by high-level officials of the fund and their associates, according to civil lawsuits filed by the DOJ in the past two years. Malaysian Prime Minister Najib Razak set up 1MDB in 2009 and previously served as chairman of its advisory board. He and the fund have denied any wrongdoing. In August 2017, the DOJ asked for a stay on its civil lawsuits seeking to seize more than $1.7 billion in assets allegedly bought with stolen 1MDB funds because it was conducting a related criminal probe. Among the assets sought is Equanimity, cited as a $250 million luxury yacht bought by Malaysian financier Jho Low, named as a key figure in the U.S. lawsuits. The lawsuits said Low used proceeds diverted from 1MDB to buy Equanimity, which it described as

JAKARTA - Indonesia’s antiterrorism agency on Wednesday held a controversial meeting of 124 former Islamic militants and 51 survivors of a string of attacks in the country, including the deadly Bali bombings. The gathering was part of a broader deradicalisation push by authorities in the world’s biggest Muslim-majority country, which has pioneered new initiatives to tackle the problem. Chusnul Kotimah, who was badly burned in the 2002 Bali nightclub bombings, which killed 202 people, said she was prepared to forgive those behind the at-
tacks. “I can accept the situation. I can forgive them,” she told Reuters at the event in a central Jakarta hotel, adding that she had told former militants that as a fellow Muslims there was no justification for such terror. Nonetheless, the head of a survivors’ group who decided not to go criticised holding a mass meeting under the glare of the media. Other survivors said they needed more support and medical help from authorities. “The mass reconciliation by BNPT (Indonesia’s anti-terrorism agency) is too risky for the vic-
tims, in terms of their mental state and psychology, and for their trauma,” said Sucipto Hari Wibowo, co-founder of the Indonesian Survivors Foundation and a survivor of the 2004 Australian embassy attack in Jakarta. But Indonesia’s chief security minister, Wiranto, who uses one name like many Indonesians, said he wanted such events to be held regularly. Also attending were the country’s social, higher education and manpower ministers, who pledged to help survivors with health care and employment. understand the suffering of attack victims. “I think this is the most effective way of deradicalization, because in the past there were some terrorists who (until they met the victims) were not aware that their deeds were wrong,” said Sofyan Tsauri, who was convicted of supplying weapons to a militant training camp in the province of Aceh. Indonesia has suffered a series of major militant attacks over the years, the worst of which was the 2002 Bali bombing, which spurred Western nations offer help in forming an elite counter-terrorism unit that
has proved effective. But recent years have seen a resurgence in home-grown militancy, largely inspired by Islamic State. Hundreds of Indonesians are believed to have travelled to Syria to join the group, but many have returned as it has lost territory. BUSINESS China’s vigour surprises, strong regional currencies hinder Asian exporters
HONG KONG - Manufacturing data painted a mixed picture of economic activity in Asia, with strong currencies hurting exporters in South Korea, Japan and Taiwan, while China surprisingly showed resilience amid fears tighter regulations may slow growth. The Lunar New Year holidays disrupted activity, suggesting that the slowdown in some of the economies could be temporary. There were worries remained that the dollar’s broad weakness could hinder the regions export-driven economies, though manufacturing surveys in the United States and Europe later on Thursday were expected to confirm the strong momentum in global trade. Also, the full impact of China’s crackdown on risky financing is likely yet to be seen. Japanese manufacturing expanded at a slightly slower pace in February as a stronger yen weighed on new export orders and Taiwan’s factory growth was the slowest in four months, although both economies still posted relatively solid numbers. South Korea’s export growth slowed in February to its weakest in more than a year. The Japanese yen is currently trading around its strongest in more than a year, the Korean won in more than three years and the Taiwanese dollar in more than five. “For Asia, the strength of the currencies will have some impact but generally how growth in the G3 economies fares is more important,” said Khoon Goh, head of Asia research at ANZ. “We should continue to see a strong momentum in exports going into the second half, when base effects come into play,” Goh said, cautioning against reading to much into the holiday-distorted numbers. In the absence of any signs of an acceleration in growth, however, markets remain of the view that central banks in Asia will significantly lag the Federal Reserve in hiking rates this year. Fed chief Jerome Powell, in his first public
appearance since talking the helm at the U.S. central bank, said this week that he aimed to prevent the economy from overheating, cementing market expectations for three or four interest rate increases this year. Chances for rate hikes in Asia are far fewer. Bank of Japan board member Goushi Kataoka cautioned on Thursday against a premature exit from the BOJ’s ultra-loose monetary policy and called for a ramping up of the bank’s massive stimulus programme. CHINA’S SURVEY DIVERGENCE In China, a private survey showed on Thursday factory growth at a six-month high, but the findings were largely at odds with downbeat official activity readings on Wednesday, which raised concerns that tighter regulations may lead to a sharper slowdown in the world’s second biggest economy. The divergence might be explained by the fact that the private survey captures more of the activity of small and medium firms in the private sector, while the official survey focuses more on large state-owned enterprises, analysts say. The state-owned firms service the domestic demand more and their weaker showing may point to weakness stemming from property-cooling measures, higher interest rates and tougher rules against risky financing, factors which are expected to weigh throughout the year. Government measures to reduce pollution over the winter have also led to cuts in production, economists said.

LONDON - Britain’s economy kept on its steady but slow course at the start of 2018, just over a year before the country is due to leave the European Union, as growth across factories cooled to an eight-month low and lending to consumers slowed. The IHS Markit/CIPS manufacturing purchasing managers’ index (PMI) inched down to 55.2 in February from 55.3 in January, its second-lowest reading since June 2016’s Brexit vote, though a shade above the average forecast of 55.0 in a Reuters poll. Manufacturing was a relative bright spot for Britain’s economy late last year, when year-on-year growth for the economy as a whole was the weakest among the G7 group of rich
nations, partly due to weaker consumer demand caused by higher inflation after June 2016’s Brexit vote. Separate figures from the Bank of England on Thursday showed annual growth in unsecured consumer lending fell to 9.3 percent in January from December’s 9.5 percent, despite the biggest monthly increase in net credit card lending since January 2005. However, the number of mortgages approved by lenders rose to a six-month high after its biggest monthly jump in nearly three years, suggesting the housing market perked up slightly. The PMI suggested factory output growth so far this year has slowed to a three-monthly rate of 0.4 percent
compared with a robust 1.3 percent in the last three months of 2017, IHS Markit said. “Growth in the manufacturing sector is moderating, now that the recovery in the euro zone has started to lose a little pace and more than 18 months have elapsed since sterling’s huge depreciation,” Pantheon Macroeconomics economist Samuel Tombs said. February’s growth slowdown was broad, affecting firms producing consumer, investment and intermediate goods, at a time when manufacturers in most of Europe are enjoying a strong upswing from a recovery in global demand, the survey showed. Nevertheless, playing traditional games is not a form of offering, but an activity to fulfill the desire to interact with other children, relieve stress and saturation as well as grow creativity. Before the use of banknotes, sesari of canang used folded betel leaf completed with lime, tobacco, gambier, and betel nut. “Formerly, the folded betel leaf was used as sesarin canang, symbolizing a prostration of the community. Although currently using banknotes, the use of folded betel leaf can still be found in several places,” she said. He told that according to the
story of her senior figure, before using banknotes as we find today people used perforated coin. In 1963, the sesari in use included ringgit, rupiah (silver), as well as other coins of several denominations applied at that time. After that, the use of perforated coin began and lasts until now and the use of banknotes also develops. “Using rupiah money as sesari is indeed legitimate. However, the most important is the sincerity of people,” she explained. She hoped and reminded that as devotees both as people doing devotional services and general public, sesari is an offering. To commemorate the anniversary, the district government of Buleleng held a series of activities having been regularly held every year. One of the activities is the Cultural Parade. Each subdistrict in Buleleng is participating in this year’s parade. Nine subdistricts will become participants making appearance at the peak of the anniversary falling on March 30. the previous years. The prominent difference is that each subdistrict is obliged to perform megoak-goakan dance. This dance is staged in turn in front of the honorary stage with the involvement of hundreds dancers from each subdistrict. Each subdistrict will perform the same dance, so it can be ascertained the dancers and gamelan players will massively show off the game created by the
founder of Singaraja town (Ki Anglurah Panji Sakti). In addition to preserving the heritage of the creator, this effort also provides information and education for the community in order to know and love the Magoak-Goakan Dance itself. “This is a difference between the parades after accommodating the input from the artists, humanists and public figures, so that we call this mass performance,” he said.

Bank rejects credit repayment by coins NEGARA — A credit customer in one of the bank branches in Jembrana complained about the rejection to repayment of his credit just because of using coins. Actually, the amount of coins paid has been in accordance with the value of credit installment billed. Incidentally, the billing is the last (repayment). Putu Krishna Adi, 35, a resident of Pasar hamlet, Yehembang village, Mendoyo, confirmed on Wednesday (Feb. 28) about the rejection of repayment by using coins and he had protested against the bank. The credit paid off is on behalf of his wife, Alit Windari. Coincidentally at the time of the
repayment, his wife was busy. The recent repayment was made with the group, with a bill of IDR 110,000. When collected, Putu Krisna Adi who paid the repayment using coins with denomination of IDR 1,000 was rejected. The loan was borrowed in group and on behalf of his wife worth IDR 5 million with the installment period of 1.5 years. The loans are disbursed by the bank in groups, while the payment of each bank installment is collected to the house of the group leader. The bank officers collecting the payment reasoned if the coin is not acceptable in the bank. Krisna Adi also had a protest and
explained that coin is a legal means of payment. The collecting officer insisted on not accepting it and had a tension. This event was also witnessed by other group members that were present during the loan repayment. Finally, one of the group members exchanged the coins for banknotes so the repayment was eventually acceptable. Seeing such response, Krisna Adi admitted to be very annoyed and deplored the policy of the bank as rejecting the payment by coins. S.Korean president lashes Japan over wartime use of ‘comfort women’
SEOUL - South Korean President Moon Jae-in described Japan’s wartime use of “comfort women” as a “crime against humanity” on Thursday in some of his strongest comments yet, sparking an immediate protest from his key ally in containing North Korea. Moon said during a speech marking a national holiday commemorating Korean resistance to Japanese occupation - his first since taking office last year - that Japan was in no position to declare the emotionally charged issue settled. “To resolve the comfort women issue, the Japanese Government, the perpetrator, should not say the matter is closed,” Moon said. “The issue of a crime against humanity committed in time of war cannot be closed with just a word. A genuine resolution of unfortunate history is to remember it and learn a lesson from it.” His comments drew an immediate rebuke from Tokyo. Japanese Chief Cabinet Secretary Yoshihide Suga described Moon’s comments as “extremely regrettable”. Suga, speaking at a regular briefing, also urged cooperation between South Korea and Japan to tackle the
threat posed by North Korea. The two Koreas have pursued a thaw in relations that began ahead of last month’s Winter Olympics in South Korea, but Seoul remains a key part of the international push to increase pressure on Pyongyang to abandon its nuclear weapons and ballistic missile programmes. Japan and South Korea share a bitter history that includes Japan’s 1910-45 colonisation of the peninsula and the use of “comfort women”, Japan’s euphemism for women - many of them Korean - forced to work in its wartime brothels. Japan apologised to the women and provided a 1 billion yen ($9.4 million) fund to help them under a 2015 deal with Moon’s conservative predecessor, but South Korea has recently sought to revisit the issue. “These details were agreed by South Korea and Japan and we find it unacceptable and extremely regrettable,” Suga said.
HISTORIC TENSIONS Moon, speaking at the site of a former jail where Korean independence fighters were imprisoned by Japanese forces, said South Korea was not looking for “special treatment” from Tokyo. However, he hoped Japan pursued “sincere self-reflection” and “squarely face the truth of history and justice with the universal conscience of humanity”. MANILA - Any potential deals between Manila and Beijing on energy exploration in the South China Sea should be agreed with a company and not the Chinese government, a senior Philippine official said on Thursday. China claims most of the South China Sea, a key trade route and home to areas that are believed to hold large quantities of oil and natural gas. Along with China, parts of the South China Sea are subject to competing claims from Brunei, Malaysia, Taiwan, Vietnam and the Philippines. “We might enter into an agreement with a Chinese-owned corporation, not the Chinese state itself,” Harry Roque, the spokesman for President Rodrigo Duterte, told ANC news channel. The two countries last month agreed to set up a special panel to work out how they can jointly explore offshore oil and gas in areas both sides claim, without needing to address the touchy issue of sovereignty. Pursuing a joint project would be extremely complex and sensitive, as sharing oil and gas reserves could be seen as endorsing the other countries’ claims. “We are not entering into a sovereign agreement for exploration. It will be an agreement, if we do, between two corporate entities,” Roque said. Duterte said late Wednesday that China had proposed joint exploration that was “like co-ownership”
and better than the two fighting over it. Roque on Thursday stressed during a news briefing that the issue was about joint exploration and exploitation as a practical solution for the Philippines to access resources without conflicts over sovereignty. He said Duterte was using coownership as an analogy to try to simplify the issue. The Philippines suspended exploration in the Reed Bank in 2014 to pursue a legal challenge to China’s territorial claims. Included in a 2016 ruling by the Permanent Court of Arbitration in the Hague was a clarification of Manila’s sovereign right to access offshore oil and gas fields, including the Reed Bank, within its 200 mile Exclusive Economic Zone. Negotiations are ongoing with a Chinese state-owned company, Roque said, declining to name the entity. Kendang mebarung created from resistance spirit of West Bali
KENDANG mebarung is one of the Jembrana’s special arts remaining to survive until these days. This typical attraction of West Bali has developed since hundreds of years ago. As the name implies, this art uses kendang (two-sided traditional drum) instrument. The drum used in this attraction is large and even classified to be a giant drum. It looks like a traditional musical instrument flourishing in Asia, Wadaiko in Japan or Bedug in Java for example. However, kendang mebarung has a peculiarity both in terms of sound and the resulting sound. Like other typical musical instruments in Jembrana, the formation of kendang mebarung art is based on a sense of ‘resistance’ showed off by Jembrana community to the art norms in the area of East Bali, where the Jembrana community originates from. A cultural expert of Jembrana, I.B. Dharma Santika Putra, said that historically the origin of the emergence of kendang mebarung is from the edge of the Sombang jungle, Tukadaya, Melaya. This instrument is made by the residents at that time as a form of resistance against the art norms in their place of origin. The material made also goes up against the gamelan art generally existing in Bali. At that time, the people of Jembrana utilized the existing materials such as wood and bamboo. “More precisely, the attraction or musical instruments are made from existing materials to produce a minor sound and went up against the
art norms of East Bali,” said the man familiarly addressed as DS Putra. The people living on the periphery of the forest were the ‘dispossessed’ from the kingdom where at that time they were not allowed to play the arts of their origin. Other than the material (metal) was difficult to obtain, the public at that time was embarrassed and creative with the existing materials. Before the area was densely populated as what we see today, virtually most of the village areas in Jembrana were jungle (jimbarwana). So, people could still encounter big trees that could be used as the material when making bigger drum. Now, it is very difficult to get such wood in the forest, so that some surviving art troupes (sekaa) should find materials to the Borneo Island. Compared to similar traditional musical instruments, kendang mebarung is poorer in variety. This art is also one of the old arts. Not all villages in
Jembrana have this kind of kendang mebarung art troupe. A bit like Jegog, kendang mebarung actually resembles to gamelan consisting of kendang, gangsa and reong instruments. However, the size of kendang is very large and produces a great sound as well. Herein lays the resistance, a loud and indefinite sound producing distinctive tone. Kendang mebarung is often staged in a memorable community activity for fun, primarily in the activities related to manusa yadnya or human lifecycle rite. Some villages have kendang mebarung art troupe such as in Dangin Tukadaya village. Both the kendang and sekaa still exist and hold performance at certain moments. According to the elders at this village, kendang mebarung has come into Dangin Tukadaya for a long time. It has a large size so this becomes one of the difficulties when making performance outside the village.
Members of the art troupe need extra effort to transport the instrument when played outside the village. An art troupe may comprise about 20 to 25 members. Six people play drum with a length of 2 meters and a diameter of up to 1.5 meters. These 6 people played the drum alternately because to play such large drum will require a lot of energy chiefly when the kendang is in the position of mebarung or contest with other kendang art troupe on stage. They will compete to generate the loudest sounds. Large-sized kendang also requires extra maintenance. It is often repaired after making a performance. Over time, this art is rarely staged for commercial use. Currently, this art is only performed at certain moments such as cremation or wedding ceremony. Sometimes to keep the giant drum in order to be durable, the performance is changed by simply using the gangsa and reong instrument. The gamelan composition was also adapted to the development of the contemporary gamelan music. This musical instrument is a cultural heritage rich in uniqueness. Although the wood is old enough
on all sides of the drum, nothing is eaten by termites or damaged. One of the kendang mebarung art troupe members at Lelateng village, Negara, I Wayan Sutarma, said the origin of kendang mebarung is quite simple. It is not much different from the emergence of mekepung or buffalo race tradition in Jembrana. But in truth, initially the size of kendang mebarung is not as big as the current one. Since it puts emphasis on mutual repetition and the production of increasingly higher sound, people then sought after the larger size of materials for the kendang. Though the drum has larger size, the way to beat must remain flexible. Typically, this tool used to beat must be made from horns, rattan, wood or rock shells. Among the few gamelan troupes remaining to exist with their traditional musical instruments, most players have been old enough. People believe if the sound of the giant drum can be used as a therapy and heal the longing for the past time. The art troupe members hoped that kendang mebarung should not be extinct and there will be regeneration from their children to preserve it. (olo)

The Balinese cultural wonder that is Mandara Nawanatya III will be taken place again this year starting with the Bali Art Carnival’ on March 3rd. This year however the carnival parade starting from the area of Jayasabha leading to the Denpasar Art Center will show off a variety of costumes made from upcycled materials. “No less than 100 artists from Bali and a few a few invited guests from other regions will showcase various carnival costumes prepared by designers with the theme of Tri Buana Kertih or harmony of the three layers of the universe”, explained Head of the Bali Culture Agency, Dewa Putu Beratha, in Denpasar on Wednesday (Feb. 28). The Bali Art Carnival will start at 15:00 on Saturday (Mar. 3) and art groups taking part include: the Penggak Men Mersi Foundation, Bali Mandara Senior High School, Kisrama Production-Singaraja, Fortuna Management-Singaraja, the Pancer Langiit Art Community and the Banyuwangi Ethno Carnival. “All the costumes will be made from upcycled and recycled materials such as newspaper, plastic and so on. A few weeks ago, the Culture Agency organised a carnival costume making workshop”, added Beratha. Recycled and upcyled materials are
also featured in the art exhibitions taking place during the third edition of the Bali Mandara Nawanatya. The Jepun Putih Studio will present a special art works made using plastic waste as a medium with the theme Trash as Source of Inspiration for Painting. This unique art works will be on display until May. “In September, October and November, arts works that are made of a variety of recycled and upcycled materials combined in a harmonious manner will be presented”, said Beratha. Each month will have a different theme: musical parade (March), contemporary janger parade (April), theatre (May), modern cak a cappella (September), art creativity (October), and Bali Creative Performance (November). “In addition to monthly thematic art performances, every Friday there will be workshops, art competitions, performances by kindergartens and elementary school students as well as the creative students art show and performances every Saturday and Sunday”, he added. 112 new cases of HIV in Tabanan

Tabanan recorded 112 new cases of HIV in 2017 consisting of 64 men and 48 women bringing the grand total to 1,048 people in Tabanan who are infected with HIV. Head of the Tabanan Health Agency, Nyoman Suratmika, said on Wednesday (Feb. 28) that the having every health clinic in Tabanan able to run HIV tests allowed them to find the new cases. Also HIV tests are now done on every pregnant woman who comes to the health centers because the risk of transmission amongst heterosexuals is quite high. According to date from December 2017, the 1084 cases of people infected with HIV are broken down into the following age groups: 348 people between the ages of 30-29 and 183 people between the ages of 40-49. Given that so many productive age people are infected with HIV, the prevention of HIV transmission is considered to be urgent. Suratmika not only do health centers test for HIV but healthy family surveys are also taken in the field which involve health officers proving health services, counselling and case detection directly in people’s homes. Suratmika added that they try to find people with advanced stages of five major diseases: tuberculosis, HIV, hypertension, diabetes and mental disorders. “The team goes to people’s home to provide health services and mainly target the elderly, children and pregnant women”, he said. When they find people suffering form these five diseases, the health officers direct them to seek follow-up treatment in a public health center or hospital. They also provide health education about the importance of clean and healthy living behaviour (PHBS) as well as the importance of taking medication and implementing preventive measures. The results of these surveys are incorporated into the central government data server so that public health issues can become known and appropriate measures can be taken to overcome these problems. A number of sacred arts from Karangasem need to be revived if they are to survive. Head of Karangasem Culture, I Putu Arnawa, said on Wednesday (Feb. 28) that in 2017, Karangasem’s culture agency took steps to revive Gambuh Jung Sri and Gambuh Pedesahan and that this year they will focus on the wayang wong from Subagan. “We also plan to work on reviving sacred arts like the baris that are performed as offerings for religious ceremonies so that they do not dissapear from our culture”, he said. Arnawa explained that the survival of the wayang wong faces many challenges as it is increasingly hard to find dancers who can perform it and the costumes needed are quite expensive. Without assistance from the government in purchasing the costumes, it will be very difficult for this heritage to be maintained. “While there are still orders for the performance of the arja operetta and mask dance there are nearly no requests for wayang wong so the dancers of this unique art have no income and thus cannot buy costumes. They need government assistance”, he said. The budget for reviving are on the verge of disappearing is the same as last year, namely IDR 80 million. This amount will allow the government to support the revival of two art form this year. “We will definitely be reviving the wayang wong of Subagan, while the other art from has yet to be decided”, said Arnawa who added that the Karangasem Culture Agency will continue to support the revival of different arts in the future.(kmb41)

DiCaprio and Pitt team up for new Quentin Tarantino movie LOS ANGELES - Leonardo DiCaprio and Brad Pitt -- two of Hollywood’s biggest stars -- are teaming up for Quentin Tarantino’s next project, a movie set in the 1969 Hollywood hippy era around the Charles Manson murders. Movie studio Sony Pictures said on Wednesday that the film was called “Once Upon a Time in Hollywood” and will feature DiCaprio as the former star of a Western TV series, and Pitt as his longtime stunt double. It’s the first time the two actors have starred in a feature film together. “Both are struggling to make it in a Hollywood they don’t recognize anymore. But Rick (DiCaprio) has a very famous next-door neighbor ... Sharon Tate,” Sony Pictures said in a statement. Tate, the pregnant actress wife of director Roman Polanski, was murdered in 1969 by followers of Manson, one of America’s most notorious criminals. Manson died in November 2017 at the age of 83 while serving a life sentence. The movie is to be released on
Aug. 9, 2019, exactly 50 years after Tate and four friends were stabbed or shot dead. Tarantino said he had been working on the script for five years and had lived in the Los Angeles area for most of his life, “including in 1969, when I was seven years old.” “I’m very excited to tell this story of an LA and a Hollywood that don’t exist anymore. And I couldn’t be happier about the dynamic teaming of DiCaprio and Pitt,” he said in a statement. Siberian blizzards blast Britain and Ireland, drivers trapped in Scotland
EDINBURGH/DUBLIN - Snow storms from Siberia blasted Britain and Ireland on Thursday with the worst weather since 1991, trapping several hundred motorists on roads in Scotland, closing thousands of schools and grounding planes. With up to 90 cm of snow and temperatures as low as minus 10.3 Celsius in Scotland, Britain and Ireland issued their most severe red warnings which advise people to stay at home as travel is too dangerous.
