Ben Affleck is not directing Batman, but will produce, star
LOS ANGELES — Ben Affleck is no longer directing the Batman standalone movie for Warner Bros. In a statement Monday, Affleck said it “has become clear that I cannot do both jobs to the level they require” and that he and the studio are looking for a new director.

“There are certain characters who hold a special place in the hearts of millions,” Affleck said in the statement. “Performing this role demands focus, passion and the very best performance I can give.” Affleck made his debut as the superhero for the studio last summer in “Batman v Superman: Dawn of Justice,” and he had been attached to write and direct the Batman standalone movie for about a year. He attended Comic-Con this summer with his fellow DC Universe directors, like “Wonder Woman’s” Patty Jenkins, “Justice League’s” Zack Snyder, and Rick Famuyiwa, who this past fall also stepped away from directing “The Flash.” The studio in a statement said that it “fully supports” his decision and “remains committed to working with him to bring a standalone Batman picture to life.” Warner Bros. and Affleck have had a longstanding relationship. This past fall alone, Affleck made a cameo as Batman/Bruce Wayne in “Suicide Squad,” starred in “The Accountant,” and wrote, directed and starred in the period drama “Live by Night.” Speaking to The Associated Press in December , Affleck said he was taking his time with the script for Batman, which he called an “exhilarating” challenge, “like jumping out of an airplane.” Warner Bros. has had a rocky start kicking off its expanded universe of DC Comics films. Both “Batman v Superman” and “Suicide Squad” were savaged by critics, but they still managed to be decently profitable. Affleck will appear next as Batman in “Justice League,” which comes out on Nov. 17. The Batman standalone doesn’t yet have an official title or release date, but it was tentatively pegged for 2018. “I am still in this, and we are making it,” Affleck’s statement continued. “I remain extremely committed to this project, and look forward to bringing this to life for fans around the world.”(ap)

Philippines police behave like “criminal underworld” in drugs war
MANILA - Police prosecuting the war on drugs in the Philippines have behaved like the criminal underworld they are supposed to be suppressing, taking payments for killings and delivering bodies to funeral homes, according to a report released on Wednesday. Amnesty International’s report said the wave of drugs-related killings since President Rodrigo Duterte came to power in mid2016 appeared to be “systematic, planned and organised” by authorities and could constitute crimes against humanity. Responding to the findings, presidential spokesman Ernesto Abella defended the Philippine National Police (PNP), saying no extra-judicial killings were statesponsored and investigations by Senate committees had proved that.
“There is no state-sponsored policy of extra-judicial deaths and that there is relentless effort on the part of the PNP to carry out the campaign properly and within legal processes,” he said. In a series of reports last year, Reuters showed that the police had a 97-percent kill rate in their drug operations, the strongest proof yet that police were summarily shooting drug suspects. The Reuters reports also found that low-level officials in poor neighbourhoods helped police assemble “watch lists” of alleged
drug users and pushers that were effectively hit lists, with many of the people named ending up dead. Duterte used exaggerated and flawed data, including the number of drug users in the Philippines, to justify his anti-narcotics crackdown, according to a Reuters investigation. The release of Amnesty’s investigation, which was based on 59 killings in 20 cities and towns, comes amid uncertainty over the crackdown after the government suspended all anti-drug operations by police on Monday due to rampant corruption. The Philippine Drugs Enforcement Agency (PDEA) has now been given the lead role in the campaign. Duterte made the decision after a security meeting on Sunday trig-
gered by the kidnap and killing of a South Korean businessmen by drugs squad police. He said the incident, which took place at the national police headquarters, had embarrassed the country and tarnished the image of the police.
‘RELENTLESS PRESSURE’ Amnesty said the vast majority of the killings it investigated “appear to have been extra-judicial killings - unlawful and deliberate killings carried out by government order or with its complicity or acquiescence”. “The Duterte administration’s relentless pressure on the police to deliver results in anti-drug operations has helped encourage these abusive practices,” the report said.
A senior police officer told Amnesty that police are “paid by the encounter”, receiving the equivalent of at least $160 per killing and received nothing for making arrests. Amnesty reported that some police are rewarded by undertakers for sending dead bodies their way, police steal from victims’ homes, and paid killers are on the police payroll.

All the villagers share a meal in usaba muhu-muhu
THERE is a unique moment that only occurs once a year in Timbrah customary village, Karangasem, it is known by the inhabitants of this old village as usaba muhu-muhu. This caru ritual brings everyone together with the sharing of a meal known as megibung. This unique tradition involves setting up more than 100 portions of food for everyone in the village to partake in.
This year, the unique event took place on Friday (Jan. 27). Before the sacred meal, people from four of the villages hamlets had been busy since morning preparing and processing a wide range of spices. Every hamlet has its respective duties including processing seasonings, grating coconut, preparing caru oblations, and slicing and grilling beef. Completing the caru oblations paraphernalia for the caru and other ceremonial needs is done by the undagi group. Throughout the day, the community of four hamlets and two sesabu hamlets are busy with the preparations before the implementation of the joint prayers at the main Dalem Temple. Chief of Timbrah customary village, Wayan Sukerta, said that prior to the implementation of the shared meal, female villagers give pajegan offerings and pray together in the temple. Meawhile the male villagers carry drinking water from their homes for the shared meal. “This tradition has been ongoing for generations and is a way to foster a sense of togetherness”, said Sukerta. This year however there was a slight change to the way the meal took olace. Whereas in previsou years, the shared meal took lace in four separate pavillions ( the meeting pavilion, the gamelan troue pavilion, the long pavilion and the studio pavilion, this year everyone was gathered together in the wantilan hall of the customary youth club. These shared meals are processed from the leftover meat from the caru oblations. This event is eagerly awaited by local residents who still live in the village and those who have moved away bt come back especially so they can share a meal with their kinfolk.
More than 100 portions of this shared meal are prepared by residents serving as saya and malun saya in cooperation with the village apparatus. Each gibungan or portion of this shared meals is eaten by six to eight people. “We all eat together after praying together in the central Dalem Temple” said Sukerta. What about residents who abstain from consuming beef? This is likelyhood is anticipated and so six portions of chicken gibungan are also prepared. “Everyone is expected to enjoy the food offerings called ngelungsur that have been presented. So chicken gibungan is also prepared”, he said. The usaba muhu-muhu ritual is done as a form of village wide caru in order to transform bhuta kala into bhuta hita so that local residents can always live in harmony with the universe. This traditional event starts with the nyaga ritual. Three days before the usaba-muhu muhu, residents carry out this ritual to transform bhuta kala at a smaller level, so athat people’S courtyards will not be distrurbed. This ritual is also called metuun buah. During the usaba muhumuhu, a nyomia ritual is performed at a higher level by the customary village using caru oblation made of buffalo as the sacrificial animal. The Undagi procession that involves the slaughering of a cow for the caru, always draws great attention from surrounding residents. The cow is tied to a concrete pole and is pacified with the indangi procession. However when slaughtered the cow thrashes about makign everyine a little tense. This procession is however safer than a similar ritual known as usaba kaulu that takes place at Asak village, where the cow is released into the village. The beast is then attacked with swords, machetes and other sharp weapons. Usaba Kaulu will be held on Wednesday (Feb. 1). Sources in the village say that the usaba muhu-muhu tradition is considered as the application of the Shiva Purana scripture, in which Dewi Dhurgha goes up against the demon Mahisasura in the form of cow or buffalo. In recent times, this ritual is commemorated as a moment to conduct introspection, exercise self-control and to avoide letting ones animal nature take over. (gik)
DENPASAR - Texture of Bali beef is indeed not as tender as wagyu beef imported from Japan. This reason also makes Bali beef Bali unable to meet the international market demand. Nevertheless, the pure Bali cow must still be maintained. It does not need to do crossbreeding with wagyu cattle in order to get tender meat. “If only oriented to calf of Bali cattle, it will not be able to become wagyu. But the regulation does not allow the crossbreeding. We shall also consider our regulations because it contains germplasm preservation of Bali cattle,” said Deputy Governor of Bali I Ketut Sudikerta when receiving Kamichiku Holdings, a Japanese cattle company at Prajasabha meeting room, the office of the Governor of Bali, on Tuesday (Jan. 31). On the other hand, continued Sudikerta, Bali must also deal with the dynamics in harmony with the changing times. Pursuant to the solutions offered by Japanese businessmen, a crossbreeding must be done to improve the quality of Bali beef. However, it does not necessarily mean the government will soon revise the existing regulation. It needs further study about the matter. “Indeed, we need it (crossbreeding), but can only be performed outside Bali. It cannot be carried out in Bali, so the solution is to improve the quality of beef in Bali by accelerating the slaughter age as well as improving the quality of their feed,” he explained. Chairperson of the Center for Bali Cattle Studies, Udayana University, Prof. Dr. Ni Ketut Suwiti, considered that Bali cattle actually have a tremendous advantage when compared to other beef in Indonesia in terms of meat quality. Therefore, the pure Bali cattle should be maintained. Actually, so far there has been no improvement carried out to Bali cattle, including the application of technology from the beginning to post-harvest.

“Do not make crossbreeding first, please preserve first the Bali pure cattle germplasm in Bali. We must improve it and please wait for the results until one or two years. So, it’s not like eating spicy chili that straightly tastes spicy,” she said. Suwiti explained that at the initial stage is required to apply feed management and application of technology for one year. Then, Bali cattle are raised by paying attention to the aspects of animal health. After 1.5 or 2 years, it can be slaughtered in appropriate with the standard operating procedures (SOP) of international slaughter. Finally, post-harvest handling should be done properly. “Hopefully, one day Bali cattle can approach the quality of foreign beef,” added this professor of the Faculty of Animal Husbandry. She added that the current slaughter age is between five and six years old and the weight must reach 350 kg in appropriate with the regulations concerning Bali cattle. This happened because the cattle are raised as they are without feed management and application of technology. By and large, farmer community has not owned business orientation. “Improvement of cattle weight only reaches 0.3 kg for male cow and 0.29 kg for female cow per day. It is very low compared to wagyu reaching 2 kg per cow per day. Then, my research proved that by feeding with a formulation, we are able to increase the weight up to 0.8 kg per head per day, almost 1 kg. In 1.5 years, it can reach 350 kg,” he explained. Suwiti claimed to have conducted a research for two years and found an integrated feed formulation to accelerate the age of beef cattle. It can be done by providing feed taken from surrounding areas like grass coupled with additional formulation of 0.5 kg of bran and 0.5 kg of maize plus mineral mixture. (kmb32)

TOKYO - Wrapped up from head to toe in a white bag and gently rocking from side to side, five Japanese mothers are hopeful Tokyo’s latest health trend can cure their postpregnancy aches and pains.

According to its exponents, Otonamaki, which translates as “adult wrapping”, was devised by a Kyoto midwife who thought replicating how children are swaddled at birth could help mothers overcome post labour shoulder and hip pain. The five mothers at a recent session in Tokyo lay on their backs with their knees on their chests bundled up in white cloths. Staff then helped them rock over cushions. “It felt warm and there was this feeling with my body,” said one mother who tried the 20 minute session. “I have never experienced this before so its quite hard to describe properly.” Not everyone is a fan. Chiropractor Shiro Oba was sceptical about its powers of healing and encouraged mothers with back pain to visit a physician. “There may be cases where people with asthma may find it easier to breath (in that position), but once the cloth is off it’s the same thing,” said Oba. “But apart from that, I just can’t think of how people can benefit from this even as a form of reflexology or exercise.” (rtr)
Skipping breakfast may be bad for your heart, doctors say
NEW YORK- Planning meals and snacks in advance and eating breakfast every day may help lower the risk of cardiovascular disease, new guidelines from U.S. doctors say. Eating more calories earlier in the day and consuming less food at night may also reduce the odds of a heart attack, stroke or other cardiac or blood vessel diseases, according to the scientific statement from the American Heart Association. “When we eat may be important to consider, in addition to what we eat,” said Marie-Pierre St-Onge, chair of the group that wrote the guidelines and a nutrition researcher at Columbia University Medical Center in New York. As many as 30 percent of U.S. adults may routinely skip breakfast, a habit that has become more common in recent years as more people snack throughout the day instead of sitting down for three traditional meals, St-Onge and colleagues note in the journal Circulation. When people do eat breakfast daily, they’re less likely to have risk factors for cardiovascular disease like high cholesterol and elevated blood pressure. And people who skip this morning meal are more likely to have risk factors like obesity, poor nutrition and diabetes or high blood sugar. That’s because meal timing may affect health by impacting the body’s internal clock. We may not
process sugars as well at night as we do during the day, and studies of shift workers have linked this schedule with a greater risk of obesity and heart disease than a typical day job, St-Onge said by email. “We know from population studies that eating breakfast is related to lower weight and healthier diet, along with lower risk of cardiovascular disease,” St-Onge said. “However, interventions to increase breakfast consumption in those who typically skip breakfast do not support a strong causal role of this meal for weight management, in particular,” St-Onge cautioned. “Adding breakfast, for some, leads to an additional meal and weight gain.” It’s possible that some people who add breakfast aren’t eating the right things or cutting back on what they eat later in the day, resulting in more calories but not necessarily good nutrition. A healthy diet is heavy on fruits and vegetables, whole grains, lowfat dairy, poultry and fish, according to the guidelines. Eating well also means limiting red meat, salt and foods high in added sugars. Plotting out what to eat ahead of time, especially for busy people who eat on the go, can help create a diet that’s better for heart health, St-Onge said. “Planning ahead and making healthy, carry-on foods is important,” St-Onge suggested. “This
could be a homemade smoothie or whole grain muffin or cereal bar for breakfast; packing a sandwich or leftovers for those times when time is tight.” Advance thought can also help people eat the right amount of food throughout the day and eat at the right time, said Samantha Heller, a nutritionist at New York University Langone Medical Center who

and an easy way to add unnecessary calories and pack on the pounds over time because people snack when in front of TV, computer and tablet screens.” Heller’s advice: “Once dinner is finished, the kitchen should be closed. SINGARAJA - Dozens of students of SDN 5 Ringdikit elementary school from Lokapaksa, Seririt, are back to school as usual. The children have returned to their school after police officers of Seririt pick up and drop off them through highway. They get shuttle service by using patrol car of Seririt subdistrict police. Police give them shuttle service through detour of Lokapaksa, passing Seririt village and Ringdikit village. The concern of police is carried out because they do not want the students and their parents to be burdened by worries if they are desperate to cross Saba River. Moreover, since the bridge built provincial government is damaged again due to floods, students get trouble to cross the river when going to school. Chief of Seririt police, Anak Agung Wiranata Kusuma, with permission of Buleleng Police chief, Made Suka Wijaya, explained on Tuesday (Jan. 31) that shuttle assistance for
students of SDN 5 Ringdikit is provided until the government repairs the floated emergency bridge or there is a permanent handling for the bridge. Every day he assigns his personnel and a patrol car to provide shuttle service for dozens of students from Lokapaksa village. With this effort, parents are expected to be peaceful and no longer worried about the student safety and no longer unencumbered when going to school. When the water recedes, the shuttle service will be stopped. Police will be back to help students cross the river by providing a rope having been installed. “After we get permission from the leadership, we will provide shuttle service for students until there is a repair or the permanent bridge is made. We do this because we have a pity on the students whose safety is at risk if forced to cross raging river and such damaged bridge,” he said. On the other hand, he added although his institution will be ready to provide shuttle service for the students as the best short-term solution, the district and provincial government are
expected to take prompt efforts to address the problems. Probably, the effort can be the repair to the floated emergency bridge or the making of emergency bridge in other construction. “Hopefully, there is a repair or the making of a new bridge as soon as possible. The access of crossing the river is shorter than by passing the road through Lokapaksa village, then to Seririt village and southward to Ringdikit village,” he explained. As reported earlier, dozens of students of SDN 5 Ringdikit from Lokapaksa, Seririt, were forced to take day-off on Monday (Jan. 30). They were prohibited to go to school by their parents because they cannot cross the river. Floods on Sunday (Jan. 29) cut off the newly completed emergency bridge eight days before. Joints of the concrete pier column of the bridge came off because the hollow were clogged by rubbish and hit by pieces of driftwood washed away by twometer deep flood. TABANAN - The Saturday reading program plan echoed by the Tabanan Education Agency received appreciation from the circles of the Education Council and Education Clinic. However, both education-observing institutions even viewed that the program cannot run maximally because the results of their monitoring indicate that a number of libraries at primary schools and junior high schools in Tabanan are in unkempt conditions. “We appreciate to the idea of the Education Agency in the effort to increase reading interest among
the students. However, there is still a problem where the library rooms are less well maintained and so are the collection of books on display,” said Chairman of the Education Council, Wayan Madra Suartana, on Tuesday (Feb. 1). Results of their monitoring indicated that condition of many libraries at elementary and junior high school is less well maintained. Moreover, he acknowledged there are library rooms that are always locked. At the same time, a number of books that should be displayed instead look well-wrapped and stacked away
in the corner of the room. Previously, the data reported by the Education Agency indicated that of 328 elementary schools in Tabanan district, only 185 schools already have owned a library. To comply with minimum service standards (SPM) at primary schools, the Education Agency will continue to boost the provision of library room at each school. In keeping with the effort of the education agency, added Madra, next March his council will hold a workshop for librarians. This activity aims to
set up a representative library room that can attract students to visit, readiness of the librarians to serve the borrowing and setting up the books. “Arrange the library in accordance with contemporary look so that it can attract the interest of students to spend their resting hours in the library,” he concluded. Similar ideas were also expressed by Chief of Education Clinic, I Wayan Kawi. He said that in 2016 the Education Council and Education Clinic already distributed books of Balinese
story telling at each school and this program will be resumed in 2017. Distribution of books on Balinese story telling is also a support for education given by education observers to increase the number of student visiting library. As reported previously, the Tabanan Education Agency makes a breakthrough named the Saturday reading program. On the occasion, Regent of Badung, Giri Prasta, explained that government of Badung is ready to become the spearhead to realize the Bali Tourism, from Badung building Bali. “One of them is supporting the Bali ring railway, where Badung is ready to become the starting point of the railway line,” he said.
Badung government is also ready to build an underpass at the Statue of Ngurah Rai to reduce congestion from the airport to Gianyar, ring road, shortcut to overcome bottlenecks and West Benoa ring road. “Congestion is a major problem to tourism and it needs concrete measure to resolve it,” he said. Related to waste problem, Badung district already has a waste management program at each village in Badung. “Currently, the Badung district has been trying to
reduce the supply of waste to Suwung landfill by sorting the waste at village into fertilizer for organic waste, while the inorganic one is brought to waste bank,” he said. The United States has listed both the LeT and the charity as “foreign terrorist” organisations and has a $10 million reward for information leading to Saeed’s arrest. Europe’s recovery gains speed in turbulent year
FRANKFURT — Europe’s economic recovery is on more solid ground ahead of what could be a turbulent political year. Official figures showed clear signs of improvement in the 19 countries that share the euro currency. Statistics agency Eurostat said Tuesday that eurozone growth accelerated in the fourth quarter to 0.5 percent from 0.4 percent in the previous three-month period. As a result, the eurozone economy grew by 1.7 percent in 2016. That solid — if unspectacular — growth helped unemployment drop 0.1 percentage point in December to 9.6 percent. That is the lowest since May 2009, before a financial implosion in Greece that year set off a debt crisis that almost shattered the eurozone. The growth and unemployment figures offer a boost to supporters of the European Union and the euro currency after years of crisis management. Eurozone governments have had to bail out Greece, Portugal, Ireland and Cyprus, and set up new banking regulations aimed at preventing future crises. A perceived emphasis on controlling deficits over promoting growth fueled resentment in bailed-out countries. One of the most striking numbers from Eurostat showed inflation across the eurozone rising sharply in January to 1.8 percent from 1.1 percent the month before — a jump that will likely encourage critics
who think it’s time for the European Central Bank to start withdrawing its stimulus programs. Inflation was the highest since February 2013 and now — on paper anyway — at the ECB’s goal of just below 2 percent. The upturn is unlikely to quell populist resentment of the EU in a year that will see challenges from nationalist and populist anti-EU parties. LONDON - The dollar was on course for its worst start to a year in more than a decade on Tuesday after a trade adviser to President Donald Trump added to signs the new administration may be trying to talk its currency down. Suggestions by the head of Trump’s new National Trade Council, Peter Navarro, that Germany was benefiting from a “grossly undervalued” exchange rate drove the euro 0.6 percent higher and sparked a broader fall in the dollar. Already down 1 percent this week against the yen after Trump’s ordering of a ban on travelers from seven mainly Muslim states spurred protests worldwide and across the United States, the dollar fell another half percent in the European morning. Navarro’s words, quoted by the Financial Times,
followed comments by both the president and his Treasury nominee Steven Mnuchin on the strength of the dollar in relation to other trade partners in recent weeks. “I don’t think this is a dollar debasement policy,” said Stephen Gallo, head of European FX strategy with Bank of Montreal. “But they are trying to go into talks (on trade deals) with a strong hand which says: you guys have been debasing your currencies, we think you owe us something.” Gallo, like many in markets since Trump’s election last November, expects the dollar to benefit from a push to encourage repatriation of corporate capital to the United States and other moves to support growth.(rtr)
Unique Nyekar Tradition in Sawan, Buleleng
VIRTUALLY all districts in Bali have unique tradition. One of which is Buleleng district. More uniquely, Buleleng is rich in traditions and religious rituals that cannot be encountered in other regions. Three customary villages in Sawan subdistrict namely the Kerobokan, Kloncing and Sinabun regularly hold nyekar tradition. This ritual is a heritage that must be undertaken by villagers by staying up all night on Kerobokan Beach. This tradition is in a series of pakelem ritual held amid high seas. It involved the apparatus of customary village, head of the family or representative of family head and family members together. Unavoidably, the beach is thronged by villagers. Aside from rituals, the moment is also taken advantage to have a recreation with family.
Villagers come and bring along their offerings to be sacrificed, while lunch will be enjoyed together on the beach. Therefore, they are willing to come to the beach early just to take pleasure in beautiful sunset and pounding waves while enjoying lunch having brought from home. From previous morning, the
main road access of the nyekar tradition has been crowded by pacing residents. They bring bamboo of various sizes to build a kind of tent on the beach with a tarpaulin roof and stay up from the morning. In addition, there are also residents building tent using fabric or parachute roof. After that, residents take a rest inside while waiting for the starting time of ritual procession of the nyekar tradition. After passing 21:00, residents were busy preparing for the nyekar procession or delivering pakelem ritual to the open sea. Pakelem ritual usually takes place about 03:00 or before sunrise. All the ritual paraphernalia are placed on
banana midribs having been arranged in such a way. A number of ritual paraphernalia commonly called sekah are washed out to the sea. A temple priest of Kerobokan customary village, Jro Made Mangku Sudirtha, told that nyekar ritual is an expression of gratitude to God because the ceremony implemented in the territory of customary village has run successfully. People have confidence that this ritual serves as a proclamation of the errors occurred during the ritual. After this ritual, the next day becomes the starting point to live a new life at the customary village. According to Sudirtha, the
nyekar ritual procession has been carried out for generations. Even though time has evolved, people still very enthusiastically involve in the nyekar procession until the end. However, the development of time has also affected how the procession takes place. Before the rapid development of transportation means, the customary villagers usually walked to Kerobokan Beach. Now, they can take advantage of transportation means like car or motorcycle. “The development of time indeed brings in a change, but the meaning of this ritual has not changed,” he explained. (kmb)

The one who usually make rice could make it because the process is quite similar. The main material is waluh or pumpkin, coconut, sticky rice, salt and pandanus leaf. If you want a sweeter taste, you can add sugar. The sticky rice must be washed and then keep overnight. Next, boil it until medium then mix it with pandanus leaf and salt. Put the pumpkin into the dough and cut it in the shape of square. After that boil it until it is ready to be served. BADUNG - Gunung Payung Beach, otherwise referred to locally as Pantai Gunung Payung, is one of the ‘hidden beaches’ on Bali’s southern coast, where you can find a remote and quiet setting over great seascapes. Approaching the cliff edge after the temple, you’re immediately welcomed to soaring ocean views and sounds of the waves below. The beach is quite an effort to reach, only for the fit and determined – down a steep flight of stairs that locals claim to total around 300. The deep green patches in the clear waters are growing grounds of local seaweed farmers, and upon reaching the base, you’ll discover deep and coarse sand with calm waters great for snorkelling. The remoteness and effort required to discover the beach keeps it untouched by vendors. Therefore, it’s good to bring your own drinking water and perhaps some snacks to replenish once you get down here. The natural reef barriers also means calm and swimmable waters most of the time, but beware of spiny sea urchins that grow around these southern coasts and high tide conditions, as there are no lifeguards around. Also, midday trips are recommended when the seascape is clearer and the water warmer. A rapidly growing Japanese hotel chain operator, APA Group, has faced criticism in China and elsewhere over a history book written by its owner which says the 1937 Nanjing Massacre involving Japanese soldiers was fabricated. Copies of the book are placed in the guestrooms at most of APA’s nearly 400 hotels across Japan. Japanese organizers and the hotel said they have agreed that all printed materials, including the book, will be removed from guestrooms at APA’s Sapporo hotel during the Feb. 19-26 event. Yasushi Suzuki, an official in charge of accommodations at the organizing committee, said it reminded the hotel on Monday to remove all printed materials unrelated to the games from its guestrooms, a condition the hotel agreed to last year ahead of the history book flap. APA said on its website Tuesday it will comply with the request. BERLIN - Russian Olympic bobsleigh champion Dmitriy Trunenkov has been banned from his sport for four years after violating anti-doping rules, Russia’s anti-doping agency (RUSADA) said on Tuesday. “The Bobsleigh Federation of Russia, following the materials provided by RUSADA Disciplinary anti-doping committee, rendered a decision that made athlete Trunenkov Dmitriy ineligible for four years... the period commencing on April 19, 2016,” RUSADA said. It did not say what specific violation Trunenkov, who won the gold medal as part of the four-man team at the Sochi 2014 winter Olympics, had committed.

LONDON - After selling Dimitri Payet to Olympique de Marseille for 25 million pounds ($31.2 million), West Ham United are offering fans a cut-price deal to get the French forward off their backs as well.
“Bring back your Payet shirt to any of the club shops & you will get a new replacement for 25 pounds,” the Premier League club’s vice-chairman Karen Brady said on Twitter on Monday in response to a query. Basic short-sleeved 2016-17 West Ham team shirts without a player’s name on the back usually retail at 55 pounds each but are currently reduced to 36.66 in a sale at the club’s online store. French international Payet, who stood out for the host nation at Euro 2016, had become a fan favourite at the Hammers after he joined from Marseille in 2015 for a reported 10.7 million pounds. The relationship broke down when he told the East Londoners he no longer wanted to play for them and sought a return to Marseille in the current transfer window. “(This move) is what I wanted. BERLIN - Russian Olympic bobsleigh champion Dmitriy Trunenkov has been banned from his sport for four years after violating anti-doping rules, Russia’s anti-doping agency (RUSADA) said on Tuesday. “The Bobsleigh Federation of Russia, following the materials provided by RUSADA Disciplinary anti-doping committee, rendered a decision that made athlete Trunenkov Dmitriy ineligible for four years... the period commencing on April 19, 2016,” RUSADA said. It did not say what specific violation Trunenkov, who won the gold medal as part of the four-man team at the Sochi 2014 winter Olympics, had committed.

Europe’s recovery gains speed in turbulent year
FRANKFURT — Europe’s economic recovery is on more solid ground ahead of what could be a turbulent political year. Official figures showed clear signs of improvement in the 19 countries that share the euro currency. Statistics agency Eurostat said Tuesday that eurozone growth accelerated in the fourth quarter to 0.5 percent from 0.4 percent in the previous three-month period. As a result, the eurozone economy grew by 1.7 percent in 2016. That solid — if unspectacular — growth helped unemployment drop 0.1 percentage point in December to 9.6 percent. That is the lowest since May 2009, before a financial implosion in Greece that year set off a debt crisis that almost shattered the eurozone. The growth and unemployment figures offer a boost to supporters of the European Union and the euro currency after years of crisis management. Eurozone governments have had to bail out Greece, Portugal, Ireland and Cyprus, and set up new banking regulations aimed at preventing future crises. A perceived emphasis on controlling deficits over promoting growth fueled resentment in bailed-out countries. One of the most striking numbers from Eurostat showed inflation across the eurozone rising sharply in January to 1.8 percent from 1.1 percent the month before — a jump that will likely encourage critics
who think it’s time for the European Central Bank to start withdrawing its stimulus programs. Inflation was the highest since February 2013 and now — on paper anyway — at the ECB’s goal of just below 2 percent. The upturn is unlikely to quell populist resentment of the EU in a year that will see challenges from nationalist and populist anti-EU parties. Elections in France, the Netherlands, Germany and possibly Italy will give such forces a chance to test their support. French presidential candidate Marine Le Pen of the Front National, for example, wants a referendum on leaving the EU, which she has compared to the Soviet Union. Polls suggest she could make it past the first round of voting in April but would lose in the May runoff. Europe’s recovery remains uneven. Germany, benefiting from strong exports and domestic demand, has an unemployment rate of only 3.9 percent, according to Eurostat. Greece, which has struggled to get its finances under control despite three rounds of bailout loans from its euro partners and the International Monetary Fund, remains mired in economic misery. Unique Nyekar Tradition in Sawan, Buleleng
VIRTUALLY all districts in Bali have unique tradition. One of which is Buleleng district. More uniquely, Buleleng is rich in traditions and religious rituals that cannot be encountered in other regions. Three customary villages in Sawan subdistrict namely the Kerobokan, Kloncing and Sinabun regularly hold nyekar tradition. This ritual is a heritage that must be undertaken by villagers by staying up all night on Kerobokan Beach. This tradition is in a series of pakelem ritual held amid high seas. It involved the apparatus of customary village, head of the family or representative of family head and family members together. Unavoidably, the beach is thronged by villagers. Aside from rituals, the moment is also taken advantage to have a recreation with family.
Villagers come and bring along their offerings to be sacrificed, while lunch will be enjoyed together on the beach. Therefore, they are willing to come to the beach early just to take pleasure in beautiful sunset and pounding waves while enjoying lunch having brought from home. From previous morning, the
main road access of the nyekar tradition has been crowded by pacing residents. They bring bamboo of various sizes to build a kind of tent on the beach with a tarpaulin roof and stay up from the morning. In addition, there are also residents building tent using fabric or parachute roof. After that, residents take a rest inside while waiting for the starting time of ritual procession of the nyekar tradition. After passing 21:00, residents were busy preparing for the nyekar procession or delivering pakelem ritual to the open sea. Pakelem ritual usually takes place about 03:00 or before sunrise. All the ritual paraphernalia are placed on
banana midribs having been arranged in such a way. A number of ritual paraphernalia commonly called sekah are washed out to the sea. A temple priest of Kerobokan customary village, Jro Made Mangku Sudirtha, told that nyekar ritual is an expression of gratitude to God because the ceremony implemented in the territory of customary village has run successfully. People have confidence that this ritual serves as a proclamation of the errors occurred during the ritual. After this ritual, the next day becomes the starting point to live a new life at the customary village. According to Sudirtha, the
nyekar ritual procession has been carried out for generations. Even though time has evolved, people still very enthusiastically involve in the nyekar procession until the end. However, the development of time has also affected how the procession takes place. Before the rapid development of transportation means, the customary villagers usually walked to Kerobokan Beach. Now, they can take advantage of transportation means like car or motorcycle. “The development of time indeed brings in a change, but the meaning of this ritual has not changed,” he explained. (kmb)

Badung government is also ready to build an underpass at the Statue of Ngurah Rai to reduce congestion from the airport to Gianyar, ring road, shortcut to overcome bottlenecks and West Benoa ring road. “Congestion is a major problem to tourism and it needs concrete measure to resolve it,” he said. Related to waste problem, Badung district already has a waste management program at each village in Badung. “Currently, the Badung district has been trying to
reduce the supply of waste to Suwung landfill by sorting the waste at village into fertilizer for organic waste, while the inorganic one is brought to waste bank,” he said. This official from Pelaga, Petang, said that Badung government will team up with tourism stakeholders for tourism promotion. been holding regular news conferences to denounce a security crackdown in the Indian-controlled part of the divided Kashmir region. “If they believe that they can throw the Kashmir issue into the background through our arrests and our confinement, that is not possible,” Saeed said as he was being led away by police.
U.S. PRESSURE, CHINESE PERSUASION Saeed accused the government of bowing to pressure from Indian Prime Minister Narendra Modi and the United States. “This is taking place because of Modi’s insistence, Trump’s pressure and Pakistan’s helplessness,” Saeed told reporters. The United States has listed both the LeT and the charity as “foreign terrorist” organisations and has a $10 million reward for information leading to Saeed’s arrest. The Pakistani government has not officially commented on why it acted now. A senior defence min-
istry official said the government had not been contacted by the new U.S. administration, but it had been feeling American pressure on the issue. “Trump is taking hard decisions against Muslim countries, there is open talk of actions against Pakistan also. So yes, this was a consideration,” said the official, who declined to be identified. Several other government officials have said recently that longtime ally China has been working to persuade Pakistan to act against wanted militants such as Saeed. Officials in Beijing did not respond to queries on Tuesday, which falls during the Lunar New Year holiday. According to its exponents, Otonamaki, which translates as “adult wrapping”, was devised by a Kyoto midwife who thought replicating how children are swaddled at birth could help mothers overcome post labour shoulder and hip pain. The five mothers at a recent session in Tokyo lay on their backs with their knees on their chests bundled up in white cloths. Staff then helped them rock over cushions. “It felt warm and there was this feeling with my body,” said one mother who tried the 20 minute session. “I have never experienced this before so its quite hard to describe properly.” Not everyone is a fan. Chiropractor Shiro Oba was sceptical about its powers of healing and encouraged mothers with back pain to visit a physician. “There may be cases where people with asthma may find it easier to breath (in that position), but once the cloth is off it’s the same thing,” said Oba. “But apart from that, I just can’t think of how people can benefit from this even as a form of reflexology or exercise.” (rtr)

NEW YORK- Planning meals and snacks in advance and eating breakfast every day may help lower the risk of cardiovascular disease, new guidelines from U.S. doctors say. Eating more calories earlier in the day and consuming less food at night may also reduce the odds of a heart attack, stroke or other cardiac or blood vessel diseases, according to the scientific statement from the American Heart Association. “When we eat may be important to consider, in addition to what we eat,” said Marie-Pierre St-Onge, chair of the group that wrote the guidelines and a nutrition researcher at Columbia University Medical Center in New York. As many as 30 percent of U.S. adults may routinely skip breakfast, a habit that has become more common in recent years as more people snack throughout the day instead of sitting down for three traditional meals, St-Onge and colleagues note in the journal Circulation. When people do eat breakfast daily, they’re less likely to have risk factors for cardiovascular disease like high cholesterol and elevated blood pressure. And people who skip this morning meal are more likely to have risk factors like obesity, poor nutrition and diabetes or high blood sugar. That’s because meal timing may affect health by impacting the body’s internal clock. We may not
process sugars as well at night as we do during the day, and studies of shift workers have linked this schedule with a greater risk of obesity and heart disease than a typical day job, St-Onge said by email. “We know from population studies that eating breakfast is related to lower weight and healthier diet, along with lower risk of cardiovascular disease,” St-Onge said. “However, interventions to increase breakfast consumption in those who typically skip breakfast do not support a strong causal role of this meal for weight management, in particular,” St-Onge cautioned. “Adding breakfast, for some, leads to an additional meal and weight gain.” It’s possible that some people who add breakfast aren’t eating the right things or cutting back on what they eat later in the day, resulting in more calories but not necessarily good nutrition. A healthy diet is heavy on fruits and vegetables, whole grains, lowfat dairy, poultry and fish, according to the guidelines. Eating well also means limiting red meat, salt and foods high in added sugars. Plotting out what to eat ahead of time, especially for busy people who eat on the go, can help create a diet that’s better for heart health, St-Onge said. “Planning ahead and making healthy, carry-on foods is important,” St-Onge suggested. “This

SINGARAJA - Dozens of students of SDN 5 Ringdikit elementary school from Lokapaksa, Seririt, are back to school as usual. The children have returned to their school after police officers of Seririt pick up and drop off them through highway. They get shuttle service by using patrol car of Seririt subdistrict police. Police give them shuttle service through detour of Lokapaksa, passing Seririt village and Ringdikit village. The concern of police is carried out because they do not want the students and their parents to be burdened by worries if they are desperate to cross Saba River. Moreover, since the bridge built provincial government is damaged again due to floods, students get trouble to cross the river when going to school. Chief of Seririt police, Anak Agung Wiranata Kusuma, with permission of Buleleng Police chief, Made Suka Wijaya, explained on Tuesday (Jan. 31) that shuttle assistance for
students of SDN 5 Ringdikit is provided until the government repairs the floated emergency bridge or there is a permanent handling for the bridge. Every day he assigns his personnel and a patrol car to provide shuttle service for dozens of students from Lokapaksa village. With this effort, parents are expected to be peaceful and no longer worried about the student safety and no longer unencumbered when going to school. When the water recedes, the shuttle service will be stopped. Police will be back to help students cross the river by providing a rope having been installed. “After we get permission from the leadership, we will provide shuttle service for students until there is a repair or the permanent bridge is made. We do this because we have a pity on the students whose safety is at risk if forced to cross raging river and such damaged bridge,” he said. On the other hand, he added although his institution will be ready to provide shuttle service for the students as the best short-term solution, the district and provincial government are
expected to take prompt efforts to address the problems. Probably, the effort can be the repair to the floated emergency bridge or the making of emergency bridge in other construction. “Hopefully, there is a repair or the making of a new bridge as soon as possible. The access of crossing the river is shorter than by passing the road through Lokapaksa village, then to Seririt village and southward to Ringdikit village,” he explained. As reported earlier, dozens of students of SDN 5 Ringdikit from Lokapaksa, Seririt, were forced to take day-off on Monday (Jan. 30). They were prohibited to go to school by their parents because they cannot cross the river. Floods on Sunday (Jan. 29) cut off the newly completed emergency bridge eight days before. Joints of the concrete pier column of the bridge came off because the hollow were clogged by rubbish and hit by pieces of driftwood washed away by twometer deep flood. Due to difficulty of crossing, parents then forbade their children to go to school and suggested them to wait until the river water recedes. (kmb38)

TABANAN - The Saturday reading program plan echoed by the Tabanan Education Agency received appreciation from the circles of the Education Council and Education Clinic. However, both education-observing institutions even viewed that the program cannot run maximally because the results of their monitoring indicate that a number of libraries at primary schools and junior high schools in Tabanan are in unkempt conditions. “We appreciate to the idea of the Education Agency in the effort to increase reading interest among
the students. However, there is still a problem where the library rooms are less well maintained and so are the collection of books on display,” said Chairman of the Education Council, Wayan Madra Suartana, on Tuesday (Feb. 1). Results of their monitoring indicated that condition of many libraries at elementary and junior high school is less well maintained. Moreover, he acknowledged there are library rooms that are always locked. At the same time, a number of books that should be displayed instead look well-wrapped and stacked away
in the corner of the room. Previously, the data reported by the Education Agency indicated that of 328 elementary schools in Tabanan district, only 185 schools already have owned a library. To comply with minimum service standards (SPM) at primary schools, the Education Agency will continue to boost the provision of library room at each school. In keeping with the effort of the education agency, added Madra, next March his council will hold a workshop for librarians. This activity aims to
set up a representative library room that can attract students to visit, readiness of the librarians to serve the borrowing and setting up the books. “Arrange the library in accordance with contemporary look so that it can attract the interest of students to spend their resting hours in the library,” he concluded. Similar ideas were also expressed by Chief of Education Clinic, I Wayan Kawi. He said that in 2016 the Education Council and Education Clinic already distributed books of Balinese
story telling at each school and this program will be resumed in 2017. Distribution of books on Balinese story telling is also a support for education given by education observers to increase the number of student visiting library. As reported previously, the Tabanan Education Agency makes a breakthrough named the Saturday reading program. All the villagers share a meal in usaba muhu-muhu
THERE is a unique moment that only occurs once a year in Timbrah customary village, Karangasem, it is known by the inhabitants of this old village as usaba muhu-muhu. This caru ritual brings everyone together with the sharing of a meal known as megibung. This unique tradition involves setting up more than 100 portions of food for everyone in the village to partake in.
This year, the unique event took place on Friday (Jan. 27). Before the sacred meal, people from four of the villages hamlets had been busy since morning preparing and processing a wide range of spices. Every hamlet has its respective duties including processing seasonings, grating coconut, preparing caru oblations, and slicing and grilling beef. Completing the caru oblations paraphernalia for the caru and other ceremonial needs is done by the undagi group. Throughout the day, the community of four hamlets and two sesabu hamlets are busy with the preparations before the implementation of the joint prayers at the main Dalem Temple. Chief of Timbrah customary village, Wayan Sukerta, said that prior to the implementation of the shared meal, female villagers give pajegan offerings and pray together in the temple. Meawhile the male villagers carry drinking water from their homes for the shared meal. “This tradition has been ongoing for generations and is a way to foster a sense of togetherness”, said Sukerta. This year however there was a slight change to the way the meal took olace. Whereas in previsou years, the shared meal took lace in four separate pavillions ( the meeting pavilion, the gamelan troue pavilion, the long pavilion and the studio pavilion, this year everyone was gathered together in the wantilan hall of the customary youth club. These shared meals are processed from the leftover meat from the caru oblations. This event is eagerly awaited by local residents who still live in the village and those who have moved away bt come back especially so they can share a meal with their kinfolk.
More than 100 portions of this shared meal are prepared by residents serving as saya and malun saya in cooperation with the village apparatus. Each gibungan or portion of this shared meals is eaten by six to eight people. “We all eat together after praying together in the central Dalem Temple” said Sukerta. What about residents who abstain from consuming beef? This is likelyhood is anticipated and so six portions of chicken gibungan are also prepared. “Everyone is expected to enjoy the food offerings called ngelungsur that have been presented. So chicken gibungan is also prepared”, he said. The usaba muhu-muhu ritual is done as a form of village wide caru in order to transform bhuta kala into bhuta hita so that local residents can always live in harmony with the universe. This traditional event starts with the nyaga ritual. Three days before the usaba-muhu muhu, residents carry out this ritual to transform bhuta kala at a smaller level, so athat people’S courtyards will not be distrurbed. This ritual is also called metuun buah. During the usaba muhumuhu, a nyomia ritual is performed at a higher level by the customary village using caru oblation made of buffalo as the sacrificial animal. The Undagi procession that involves the slaughering of a cow for the caru, always draws great attention from surrounding residents. The cow is tied to a concrete pole and is pacified with the indangi procession. However when slaughtered the cow thrashes about makign everyine a little tense. This procession is however safer than a similar ritual known as usaba kaulu that takes place at Asak village, where the cow is released into the village. The beast is then attacked with swords, machetes and other sharp weapons. Usaba Kaulu will be held on Wednesday (Feb. 1). Sources in the village say that the usaba muhu-muhu tradition is considered as the application of the Shiva Purana scripture, in which Dewi Dhurgha goes up against the demon Mahisasura in the form of cow or buffalo. In recent times, this ritual is commemorated as a moment to conduct introspection, exercise self-control and to avoide letting ones animal nature take over. (gik)
DENPASAR - Texture of Bali beef is indeed not as tender as wagyu beef imported from Japan. This reason also makes Bali beef Bali unable to meet the international market demand. Nevertheless, the pure Bali cow must still be maintained. It does not need to do crossbreeding with wagyu cattle in order to get tender meat. “If only oriented to calf of Bali cattle, it will not be able to become wagyu. But the regulation does not allow the crossbreeding. We shall also consider our regulations because it contains germplasm preservation of Bali cattle,” said Deputy Governor of Bali I Ketut Sudikerta when receiving Kamichiku Holdings, a Japanese cattle company at Prajasabha meeting room, the office of the Governor of Bali, on Tuesday (Jan. 31). On the other hand, continued Sudikerta, Bali must also deal with the dynamics in harmony with the changing times. Pursuant to the solutions offered by Japanese businessmen, a crossbreeding must be done to improve the quality of Bali beef. However, it does not necessarily mean the government will soon revise the existing regulation. It needs further study about the matter. “Indeed, we need it (crossbreeding), but can only be performed outside Bali. It cannot be carried out in Bali, so the solution is to improve the quality of beef in Bali by accelerating the slaughter age as well as improving the quality of their feed,” he explained. Chairperson of the Center for Bali Cattle Studies, Udayana University, Prof. Dr. Ni Ketut Suwiti, considered that Bali cattle actually have a tremendous advantage when compared to other beef in Indonesia in terms of meat quality. Therefore, the pure Bali cattle should be maintained. Actually, so far there has been no improvement carried out to Bali cattle, including the application of technology from the beginning to post-harvest.

“Do not make crossbreeding first, please preserve first the Bali pure cattle germplasm in Bali. We must improve it and please wait for the results until one or two years. So, it’s not like eating spicy chili that straightly tastes spicy,” she said. Suwiti explained that at the initial stage is required to apply feed management and application of technology for one year. Then, Bali cattle are raised by paying attention to the aspects of animal health. After 1.5 or 2 years, it can be slaughtered in appropriate with the standard operating procedures (SOP) of international slaughter. Finally, post-harvest handling should be done properly. “Hopefully, one day Bali cattle can approach the quality of foreign beef,” added this professor of the Faculty of Animal Husbandry. She added that the current slaughter age is between five and six years old and the weight must reach 350 kg in appropriate with the regulations concerning Bali cattle. This happened because the cattle are raised as they are without feed management and application of technology. By and large, farmer community has not owned business orientation. “Improvement of cattle weight only reaches 0.3 kg for male cow and 0.29 kg for female cow per day. It is very low compared to wagyu reaching 2 kg per cow per day. Then, my research proved that by feeding with a formulation, we are able to increase the weight up to 0.8 kg per head per day, almost 1 kg. In 1.5 years, it can reach 350 kg,” he explained. Suwiti claimed to have conducted a research for two years and found an integrated feed formulation to accelerate the age of beef cattle. It can be done by providing feed taken from surrounding areas like grass coupled with additional formulation of 0.5 kg of bran and 0.5 kg of maize plus mineral mixture. (kmb32)

Ben Affleck is not directing Batman, but will produce, star
LOS ANGELES — Ben Affleck is no longer directing the Batman standalone movie for Warner Bros. In a statement Monday, Affleck said it “has become clear that I cannot do both jobs to the level they require” and that he and the studio are looking for a new director.

“There are certain characters who hold a special place in the hearts of millions,” Affleck said in the statement. “Performing this role demands focus, passion and the very best performance I can give.” Affleck made his debut as the superhero for the studio last summer in “Batman v Superman: Dawn of Justice,” and he had been attached to write and direct the Batman standalone movie for about a year. He attended Comic-Con this summer with his fellow DC Universe directors, like “Wonder Woman’s” Patty Jenkins, “Justice League’s” Zack Snyder, and Rick Famuyiwa, who this past fall also stepped away from directing “The Flash.” The studio in a statement said that it “fully supports” his decision and “remains committed to working with him to bring a standalone Batman picture to life.” Warner Bros. and Affleck have had a longstanding relationship. This past fall alone, Affleck made a cameo as Batman/Bruce Wayne in “Suicide Squad,” starred in “The Accountant,” and wrote, directed and starred in the period drama “Live by Night.” Speaking to The Associated Press in December , Affleck said he was taking his time with the script for Batman, which he called an “exhilarating” challenge, “like jumping out of an airplane.” Warner Bros. has had a rocky start kicking off its expanded universe of DC Comics films. Both “Batman v Superman” and “Suicide Squad” were savaged by critics, but they still managed to be decently profitable. Affleck will appear next as Batman in “Justice League,” which comes out on Nov. 17. The Batman standalone doesn’t yet have an official title or release date, but it was tentatively pegged for 2018. “I am still in this, and we are making it,” Affleck’s statement continued. “I remain extremely committed to this project, and look forward to bringing this to life for fans around the world.”(ap)

Philippines police behave like “criminal underworld” in drugs war
MANILA - Police prosecuting the war on drugs in the Philippines have behaved like the criminal underworld they are supposed to be suppressing, taking payments for killings and delivering bodies to funeral homes, according to a report released on Wednesday. Amnesty International’s report said the wave of drugs-related killings since President Rodrigo Duterte came to power in mid2016 appeared to be “systematic, planned and organised” by authorities and could constitute crimes against humanity. Responding to the findings, presidential spokesman Ernesto Abella defended the Philippine National Police (PNP), saying no extra-judicial killings were statesponsored and investigations by Senate committees had proved that.
“There is no state-sponsored policy of extra-judicial deaths and that there is relentless effort on the part of the PNP to carry out the campaign properly and within legal processes,” he said. In a series of reports last year, Reuters showed that the police had a 97-percent kill rate in their drug operations, the strongest proof yet that police were summarily shooting drug suspects. The Reuters reports also found that low-level officials in poor neighbourhoods helped police assemble “watch lists” of alleged
drug users and pushers that were effectively hit lists, with many of the people named ending up dead. Duterte used exaggerated and flawed data, including the number of drug users in the Philippines, to justify his anti-narcotics crackdown, according to a Reuters investigation. The release of Amnesty’s investigation, which was based on 59 killings in 20 cities and towns, comes amid uncertainty over the crackdown after the government suspended all anti-drug operations by police on Monday due to rampant corruption. The Philippine Drugs Enforcement Agency (PDEA) has now been given the lead role in the campaign. Duterte made the decision after a security meeting on Sunday trig-
gered by the kidnap and killing of a South Korean businessmen by drugs squad police. He said the incident, which took place at the national police headquarters, had embarrassed the country and tarnished the image of the police.
‘RELENTLESS PRESSURE’ Amnesty said the vast majority of the killings it investigated “appear to have been extra-judicial killings - unlawful and deliberate killings carried out by government order or with its complicity or acquiescence”. “The Duterte administration’s relentless pressure on the police to deliver results in anti-drug operations has helped encourage these abusive practices,” the report said.
A senior police officer told Amnesty that police are “paid by the encounter”, receiving the equivalent of at least $160 per killing and received nothing for making arrests. Amnesty reported that some police are rewarded by undertakers for sending dead bodies their way, police steal from victims’ homes, and paid killers are on the police payroll.
