Formal institutions must participate in implementing a Sustainable Bali
TABANAN - The weaker economic resilience of Balinese people opens the doors for the destruction of Bali. This condition is even more alarming when the flow of urbanization and incoming investments to Bali is not controlled. Public officials have facilitated the domination of Bali’s economy by capital driven forces and has greatly contributed to the marginalisation of Balinese people. Slowly and surely, this is leading to a very threat to the next generation in terms of the continuation of Balinese culture and the preservation of Balinese land. Echoing spirit of Sustainable Bali amid the concern is also expected to become a spirit to preserve Bali. Concern about the fate of Bali has inspired the leading figures of the Tabanan Palace to create concrete measures to save Bali. At the very least they seek to maintain communication with various components of Balinese society so as to encourage the constant implemention of the principle of the Tri Hita Karana (three causes of happiness). The Tabanan Palace reiterated their full support of a sustainable Bali. He added that the economic resilience of Balinese people should be strengthened first,” he said. Wirasana also reminded the people of Bali that they should remain engaged in the agriculture sector. He believes that this is a strategic sector of the economy as evidenced by the large number of people from outside of Bali who seek employment as fair labourers in Bali. Another thought related to the implementation of Sustainable Bali was also outlined by a number of Tabanan royal brotherhood members, including Gusti Made Anom, Gusti Made Sudarsana and a number of other royal figures. In essence, these royal leaders hope that all components of Balinese society will take action to contribute to the preservation of Bali. We must not let Balinese people themselves contribute to the destruction of Bali,” he advised. He reminded the leaders of Bali of the urgent need to immediately map out the carrying capacity of Bali. Balinese culture is also under threat from the massive influx of people into Bali’s urban centers. The fact that the growth of the population is dominated by migrants, indicates a weakness in one of the sustaining pillars of Bali namely, Balinese people. The current condition of Bali’s natural environment is really alarming he said, adding that this has occurred because of many people’s ambitions to exploit Bali for the sole purpose of making as much money as possible at the expense of Bali. Corruptive predators are making Bali gray. He explained that corruptors and dark investors frequently influence one another in creating misguided policies. “They are all too familiar with talking about Bali, but fail to take any concrete action to save Bali. They speak with much eloquence about the rules, while their actions violate these same rules,” he criticized. As evidence, many such figures have spoken about the need to preserve Bali on TV talk shows but finally they are sent to jail for to corruption. This proves that the words of these dark rulers are often not in line with their behaviour. For this reason, Gantang hopes that those in positions of authority will listen to the people. If the authorities turn their backs on their own people, destruction is certain: “The Soul and the body of government management must be line with each other. People are the soul of the rule itself, while the ruler stands as the body. If these two elements do not work together, Bali will move towards the path of destruction,” he warned. Gantang also pointed out that there has been far too much denial about the behaviour of the dark rulers and black investors, these corruptive predators, he said are only money- oriented. Balinese Temple Ceremony
Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Global warming carving changes into Alaska in fire and ice
Fairbanks. “The changes are definitely happening and we’re out in front of the rest of the country.” And what happens in Alaska isn’t staying in Alaska, because weather changes in the Arctic trigger changes in the jet stream and reverberate down south, including the dreaded polar vortex escape that has brought sub-freezing temperatures to great expanses of North America in recent winters, said Martin Jeffries, an Arctic scientist for the U.S. Office of Naval Research. Warming’s effects seem to be speeding up. From 1959 to 1993, Alaska’s glaciers lost 57 billion tons of ice a year, but that jumped to almost 83 billion tons a year since 1994, according to Anthony Arendt, who co-authored a study on the subject this July. And while there may be many factors involved in glacier melt, all but about five of Alaska’s 25,000 glaciers are shrinking, said University of Alaska Fairbanks glacier expert Regine Hock. She’s adamant: “That’s related to climate change.” On the ocean, sea ice in the Arctic in the summer has shrunk by about one-third over three decades, leading to a loss of habitat for walrus and a threatened species listing for polar bears and their main prey, ringed seals. But in Alaska, what really hits hard is the loss of sea ice that’s connected to the coast. That’s the ice that protects villages from the worst of storms and allows both people and animals to hunt more at sea. But that type of ice is disappearing two weeks earlier in the summer and returns two weeks later when compared to the 1970s, said geophysicist Andy Mahoney at the University of Alaska Fairbanks. Meanwhile, Alaska’s wildfires are “more frequent, they’re hotter and they’re more severe,” said Glenn Juday, a professor emeritus of forest ecology at the University of Alaska Fairbanks. Rapid and sustained warming has led to new patterns of insect outbreaks and new pest species affecting trees, he said. One of the chief problems is the spruce bark beetle, which thrive under warmer conditions. By 2006, aerial surveys had found spruce bark beetles had killed mature white spruce trees on 4.4 million acres (1.8 million hectares) following mild winters and hot summers. The acreage has increased since then, though not dramatically. Wildlife has changed, too. George Divoky and others have been tracking how early the black guillemot bird lays its first egg on the far north Cooper Islands. In the 1970s they used to lay their eggs around June 25. The last five years, the average has been June 15 and this year it was June 8. The U.S. Geological Survey has found a host of other animals changing their habits with warmer weather, including pink salmon, trumpeter swans, and caribou. It’s a problem because sometimes the plants and animals don’t quite match up — caribou, for example, born before the plants they eat, according to the USGS. The record warmth this spring has “turned the state into a melting pot, almost literally,” said Jake Weltzin, who runs the USGS program tracking changes in plant and animal timing. “It’s an enormous experiment.” (ap)

Obama leaves Monday for a three-day visit to the 49th state in which he will speak at a State Department climate change conference and become the first president to visit the Alaska Arctic. said on Monday. Despite the global economic slowdown, the number of foreign tourists visiting Bali via Ngurah Rai Airport remained stable in the January-July 2015 period, he said.

President Jokowi distributes thousands of “magic” cards GIANYAR - President Joko Widodo paid an official visit to Tulikup village, Gianyar, on Sunday (Aug. 30). During the visit, Jokowi accompanied by First Lady Mrs. Iriana Joko Widodo, distributed Healthy Indonesia Cards (KIS), Smart Indonesia Cards (KIP) and Safe Family Cards (KKS) to thousands of poor people in the local village. A total of 1,565 health cards, 393 smart cards and 376 welfare cards were distributed to Tulikup villagers. Jokowi also gave out Social Assistance
Cards to a number of residents with disabilities. While symbolically handing over the cards at Tulikup Stadium, Jokowi did not give a special speech about the event. However, each time cards were handed out Jokowi told the receiver that the aid being given to the community should be used appropriately and that otherwise, the cards will be revoked. “This card must be used for useful things,” he said. The President also asked that the government assistance provided
through the smart cards be used by the recipients to meet their school needs. “The money should be used to buy uniforms, books and shoes. It may not be used to purchase mobile phone top ups,” he said. Souvenir market at Tanah Lot eroded by large-scale souvenir operators
TABANAN - Tanah Lot tourist attraction seems to consistently attract both foreign and domestic visitors throughout the year and has become the pride of the community of Tabanan. Unfortunately, the ever increasing number of tourists who visits the site does not always mean a lot of business for souvenir vendors. As witnessed on Sunday (Aug. 30), a number of stalls looked quiet with only a handful of visitors stopping. Lately, there the issue of collusion between travel agencies and the owners of particular souvenir markets has emerged, wherein groups of traveler are directed to shop in these premises. Though such conspiratorial behaviour is compensated with a commission or gratuity, it is rarely revealed. A souvenir trader at Tanah Lot refused to reveal his full name, Wayan, claimed that many large-scale souvenir markets have become stiff competitors for him. As a result, the business he started a long time ago gradually dims. “They are mostly in Denpasar, but the effect is quite noticeable to small vendors,” he said. This resident of Beraban initially thought positive of the emergence of souvenir markets owned by large-capital entrepreneurs. But over time, the souvenir business he opened in a 9 meter square stall at Tanah Lot has become barely able to survive. Some days he does not sell anything at all -especially during the low season. “I believe that fortune spreads everywhere. But in the long run it seems to be getting more difficult,” he complained. Wayan started selling souvenirs seven years ago, although eh had never sold souvenirs before he was no stranger to the tourism industry as he had previously worked as a free lance travel driver. “I have heard that the large souvenir markets cooperate with tour guides or travel agencies so that their guests only shopp there. Whether or not this is true, I cannot say for sure, but based on my experience as a freelance driver, such modes of operation do exist,” he said. “In terms of tourist arrival, indeed it shows an increase, but yes... they are just passing. Moreover, if there are guests shopping, they are just a few,” he said. Assistant Manager of the Tanah Lot tourist attraction, Wayan Sudiana, said there are at least 400 souvenir stalls in the area of Tanah Lot. Sudiana admitted that business has been sluggish in general but added that it is up to each vendor to find innovative ways of to attract customers to their stall. “I see that some vendors cooperate with travel agencies. Actually it is important to come up with creative ways of attracting visitors, otherwise, business will stagnate as seism to be now,” he said. Sudiana explained that in terms of price and quality , there is little to no difference between the products of bigger or smaller stalls. “Creativity is essential in the marketing of their products,” he concluded. Singapore softens ban on HIV-positive visitors
SINGAPORE — Singapore said Monday it has lifted a two-decade ban on HIV-infected people from entering the country, but will limit their stay to a maximum of three months. The Health Ministry said the ban was lifted on April 1, “given the current context with more than 5,000 Singapore residents living
with HIV and the availability of effective treatment for the disease.” The three-month restriction is apparently aimed at preventing long-term residence by foreigners, such as those looking to work in the island-nation or looking to accompany a child studying here. “The policy on the repatriation and permanent blacklisting of

Many still suffer alone, and have trouble securing jobs and health insurance,” said Chan. “We need a supportive environment that does not discriminate a person because he or she is HIV infected. The repeal of the shortterm entry ban is one such example of what we need to do,” he told the AP. According to latest health ministry figures, there were 6,685 HIV-infected Singapore residents in 2014, in a population of 5.3 million, of whom 1,737 have died. Doubts about China’s economic leadership sap confidence WASHINGTON — The fear that gripped financial markets this month is a stark one: That China’s economy might be slipping into a decline that could persist for years.
But the world’s second-largest economy isn’t collapsing — certainly not yet, anyway. What’s really in freefall is confidence in its leaders, once seen as wielding near-mythic power to keep their economy growing at a propulsive pace. Global stock markets have sunk — and gyrated — as investors have wrestled with their doubts. SINGAPORE - Oil prices fell in Asia Monday, coming under pressure as dealers took profits from huge gains in the previous session and tried to gauge the outlook for the US economy and its taste for crude. US benchmark West Texas Intermediate for October delivery eased 61 cents to $44.61 while Brent crude for October fell 74 cents to $49.31 in afternoon trade. WTI jumped $2.66 (6.3 percent) on Friday capping its strongest weekly increase in four and a half years, while Brent surged $2.49 (5.2 percent), after prices plunged on concerns about China’s faltering economy. Dealers said the rebound was largely due to news the US economy grew at an annual rate of 3.7 percent in the second quarter, up from a previous estimate of 2.3 percent, stoking hopes of a pickup in demand from the world’s top oil consumer. “Better-than-expected US GDP numbers and the strong rally of global stock market were some of the contributing factors for the recovery in the price of crude,” said Sanjeev Gupta, head of the Asia-Pacific oil and gas practice at consultancy EY. Oil has been on a roller-coaster ride in recent weeks over fears of a harderthan-expected slowdown in China, the world’s top energy importer, at a time when world markets are awash with supplies. Signs of rising demand in the US have dragged prices up from six-and-a-half year lows, however, and “key manufacturing and unemployment data from the US and ongoing developments in Yemen will set the tone for prices in the coming weeks,” Gupta said. The skepticism is rising just as China is pursuing one of the most daunting transitions in modern economic history — from overheated growth, driven by exports and often-wasteful investment, toward slower and sturdier growth fueled by spending from an emerging middle class. The leadership’s miscues have multiplied, starting with its handling of the stock market. To try to cushion the pain from a slower economy, the government deployed state-run media to promote stocks for inexperienced individual investors. The hope was that Chinese companies could issue shares into a rising market and use the proceeds to finance growth and shrink their heavy debt levels. Untethered from economic reality, Chinese stocks took wing. The Shanghai Composite Index rocketed 150 percent in the year through mid-June, propelled in part by individuals who poured money in, often on borrowed funds, confident that their government wouldn’t steer them wrong. Beijing suddenly looked like something less than omnipotent. Then, on Aug. 11, China devalued the yuan. The government said the move was a
nod to reality: Investors were signaling that the currency was overvalued. And the United States and the International Monetary Fund had long urged China to let market forces play a bigger role in the yuan’s exchange rate. Yet the decision surprised investors and aroused suspicions that it was a bid to drive up exports, which tumbled more than 8 percent in July from a year earlier. (A lower-valued yuan gives Chinese goods a competitive edge overseas.) And Beijing has since sent confusing signals, sometimes intervening to keep the yuan from falling too fast. The episode led investors to take a more skeptical look at the Chinese economy. China’s economic statistics have always been dubious. Local residents only employed as blue-collar workers
SINGARAJA - A total of 90 percent of the workers at Celukan Bawang power plant are foreign workers from the People’s Republic of China (PRC). Head of the Community Empowerment Agency (LPM) of Celukan Bawang village, Mohammad Sadli, said that he was asked to recruit local workers. Indeed, before the Celukan Bawang power plant was opened, there were about 500 local workers set to be employed there. They were residents of Celukan Bawang, Tinga-Tinga, Tukad Sumaga and Pengulon village. Unfortunately, they were all employed as unskilled laborers with a salary of IDR 1.1 million per month. Besides, they work every day of the week without a day off. “Local residents are only employed as blue-collar workers and are not given days off even on official holidays. They work full time, but the salary that they receive is not adequate. In terms of their status, some are contracted while others are daily workers. This September their contract will expire. After that, there are will longer be any local workers at the plant,” said Sadli. There are approximately 125 people from four villages in Gerokgak who were recruited by the Celukan Bawang power plant. However, they were all hired as
laborers. It is not much different from the construction phase. “Other laborers are employed in waste disposal site and as cleaning service,” he explained. The government through the Manpower and Transmigration still refers to Ministerial Regulation No. 16/2015 where the foreign worker employment plan (RPTKA) and ownership of foreign worker employment permit (IMTA) must still be referred to by Celukan Bawang power plant. The request to accommodate local workers has been filed since its establishment. “It includes the provision of opportunities for local manpower in the competence of technicians and machinery expertise. We are waiting for the Ministry of Manpower at the center. In reality, only ten percent of the local workforce is employed and all as blue-collar workers. BANGKOK — Thai police issued two new arrest warrants and released images Monday of more suspects, a Thai woman and a foreign man of unknown nationality, in the widening investigation into Bangkok’s deadly bombing two weeks ago. During a televised statement, police broadcast a photograph of the woman’s Thai identification card showing a young woman in a black headscarf and a sketch of the man whose nationality was unknown. The development came after police arrested a man from an apartment in Bangkok’s outskirts on Saturday and seized bomb-making equipment that included detonators, ball bearings and a metal pipe believed to be a bomb casing. More bomb-making materials were discovered in a second apartment during a raid Sunday in a nearby neighborhood, national police spokesman Prawuth Thavornsiri said Monday. He said the second apartment, in a neighborhood known as Min Buri, was rented by the Thai woman identified as Wanna Suansun and 26 years old. Prawuth described what police found as “important bomb-making materials such as gunpowder, ureabased fertilizer which can be used as explosive powder when mixed with other substances, a remote-controlled car with its controller which can be used as a detonator, nuts and bolts, small light bulbs and digital watches,” among other things. JAKARTA - Minister for Energy and Mineral Resources Sudirman Said expressed optimism to reach the target of developing new power plants with a total capacity of 35,000 megawatts until 2019. “Seeing the progress in preparation, make us optimistic, so is in finance. I have not seen any problem until today,” Sudirman said on Sunday. He said contracts would be signed for development of new power plant with capacity of least 10,000 MW with Independent Power Producer (IPP). Power purchase agreements would be signed by the IPPs and the national utility company PLN, which would buy the power to be generated by the IPP. In addition the capacity of some of the existing power plants would be expanded such as the Cirebon, Tanjung Jati and Cilacap power plants.
Soon a power plant with a capacity of 1,000 MW would be built, the minister said , adding the ground breaking ceremony would take place to mark the construction of 2x650 MW power plant in South Sumatra and another in Cilacap, Central Java. Sudirman said currently construction has been 20 percent completed both for the generating facilities and the transmission system. He said more than 70 percent of the remaining projects under the Fast Track Program (FTP) has been more than 80 percent completed. “This makes me optimistic. The condition in the field convinces me that the target would be reached,” he said. In the coming months there would be more groundbreakings and power purchase agreements would signed, he said. That would come against Coric, a gifted teen from Croatia who won that day in straight sets against a sluggish Nadal. “It was a tough moment of the year for me,” the 14-time Grand Slam champion recalled Saturday. “I don’t remember it very well, but I think I played very bad,” Nadal added, laughing. The two men face off for the second time Monday, and for good reason, U.S. Open organizers believe it could be a compelling match. Atletico Madrid beats Sevilla 3-0 to stay in front in Spain
MADRID — Jorge “Koke” Resurreccion, Gabi Fernandez and substitute forward Jackson Martinez scored a goal each as Atletico Madrid defeated Sevilla 3-0 on Sunday to win its second game in a row and keep pace with Barcelona atop the Spanish league. Atletico and Barcelona are among the only four teams to have won both matches to start the season, along with Celta Vigo and surprising Basque club Eibar. LONDON - Swansea City are becoming a force in the Premier League after maintaining their unbeaten start with am impressive come-frombehind 2-1 victory over Manchester United, manager Garry Monk said. Sunday’s win was Swansea’s third in a row against United and extended an excellent start to the season which began with an opening-day draw at champions Chelsea. “We’re a good team,” Monk told Sky Sports. “We’re a force in this league and when we’re on it and playing our best football we can be unbelievable. “When we weren’t playing our best we can do the other side and that’s the key to being a good team.” The Welsh club were promoted to the Premier League in 2011 and consolidated their top-flight status under first Brendan Rodgers then Michael Laudrup. They won the 2013 League Cup, their first major silverware, but Laudrup was dismissed and replaced by inexperienced Monk in 2014 -- his first managerial role. Monk, however, defied the odds by finishing eighth last season with a club record 56 points and Swansea have started this campaign in eyecatching form. “It’s just the way that we work and the stuff I try put in place with he players on the field and off the field we work a lot on our mentality and
the way we approach games,” said Monk, who has continued the club’s recent tradition of possession-based, neat-passing football. “Today you saw character and the technical side of it. You’ve seen in the games already this season we’ve performed unbelievably well and in different ways and shown every side of us. That’s what a good club should be doing.” Fundamental to the victory over United was their ability to adapt. Monk started the game playing 4-23-1 with limited success but reverted to a diamond formation and turned the game round with two quick goals through Andre Ayew and Bafetimbi Gomis. “We thought they were overloading us a bit in the middle so we went to the diamond for 10 minutes in that second half,” Monk added. “I think that helped us get two quickfire goals and at the end we just made a couple of little changes and saw the game out really well.” Monk’s counterpart Louis van Gaal said his side’s inability to adapt to Swansea’s formation change lost them the game. “They had a shape which they started with and that was 4-2-3-1 and after 1-0 they changed the shape. Atletico Madrid beats Sevilla 3-0 to stay in front in Spain
MADRID — Jorge “Koke” Resurreccion, Gabi Fernandez and substitute forward Jackson Martinez scored a goal each as Atletico Madrid defeated Sevilla 3-0 on Sunday to win its second game in a row and keep pace with Barcelona atop the Spanish league. Atletico and Barcelona are among the only four teams to have won both matches to start the season, along with Celta Vigo and surprising Basque club Eibar. Celta and Eibar finished the second round atop the standings with six points and the same goal difference. Each team scored five goals and conceded one. But a crash when running a close second behind Rossi at a wet Silverstone on Sunday has left him 77 points off the lead with only six races remaining. “We’ve lost our hope of the championship, but we will try to win many, many races - as many as possible from now to the end of the season,” said Marquez. Asked if that meant he would take a win-or-nothing approach to the rest of 2015, Marquez joked: “Not win or zero, though that’s more or less my style...” But he added that he had been riding at the absolute limit in recent races anyway to try to regain ground on the Yamahas following a messy start to the season in which he had appeared on the podium just twice in the opening seven rounds. “I will try to win but when it’s not possible I will try to finish second or third,” he said. “It won’t change my level a lot because I was already taking a lot of risks in these last races.” Rossi and Lorenzo had previously been unwilling to discount Marquez as a title threat even when he was falling behind in the early part of the season. When the two met in the Swiss Indoors last October, Nadal had just decided to undergo season-ending appendix surgery once his run in the tournament ended. That would come against Coric, a gifted teen from Croatia who won that day in straight sets against a sluggish Nadal. “It was a tough moment of the year for me,” the 14-time Grand Slam champion recalled Saturday. “I don’t remember it very well, but I think I played very bad,” Nadal added, laughing. The two men face off for the second time Monday, and for good reason, U.S. Open organizers believe it could be a compelling match. It closes out the night session at Arthur Ashe Stadium as the year’s final Grand Slam tournament begins. Coric just missed out on a seed

Last Titanic lunch menu, saved by survivor, going to auction NEW YORK — The Titanic’s last lunch menu — saved by a passenger who climbed aboard the so-called “Money Boat” before the ocean liner went down — is going to auction, where it’s estimated it will bring $50,000 to $70,000. The online New York auctioneer Lion Heart Autographs is offering the menu and two other previously unknown artifacts from Lifeboat 1 on Sept. 30. The auction marks the 30th anniversary of the wreckage’s discovery at the bottom of the Atlantic Ocean. Abraham Lincoln Salomon was one of a handful of first-class passengers who boarded the lifeboat — dubbed the “Money Boat” or “Millionaire’s Boat” by the press because of unfounded rumors one of them bribed seven crew members to quickly row the boat away from the sinking ship rather than rescue others. The menu, which listed corned beef, dumplings and other savory items, is signed on the back in pencil by another first-class passenger, Isaac Gerald Frauenthal, who escaped on another lifeboat. JAKARTA - Minister for Energy and Mineral Resources Sudirman Said expressed optimism to reach the target of developing new power plants with a total capacity of 35,000 megawatts until 2019. “Seeing the progress in preparation, make us optimistic, so is in finance. I have not seen any problem until today,” Sudirman said on Sunday. He said contracts would be signed for development of new power plant with capacity of least 10,000 MW with Independent Power Producer (IPP). Power purchase agreements would be signed by the IPPs and the national utility company PLN, which would buy the power to be generated by the IPP. In addition the capacity of some of the existing power plants would be expanded such as the Cirebon, Tanjung Jati and Cilacap power plants.
Soon a power plant with a capacity of 1,000 MW would be built, the minister said , adding the ground breaking ceremony would take place to mark the construction of 2x650 MW power plant in South Sumatra and another in Cilacap, Central Java. Sudirman said currently construction has been 20 percent completed both for the generating facilities and the transmission system. He said more than 70 percent of the remaining projects under the Fast Track Program (FTP) has been more than 80 percent completed. “This makes me optimistic. The condition in the field convinces me that the target would be reached,” he said. In the coming months there would be more groundbreakings and power purchase agreements would signed, he said. Doubts about China’s economic leadership sap confidence WASHINGTON — The fear that gripped financial markets this month is a stark one: That China’s economy might be slipping into a decline that could persist for years.
But the world’s second-largest economy isn’t collapsing — certainly not yet, anyway. SINGAPORE - Oil prices fell in Asia Monday, coming under pressure as dealers took profits from huge gains in the previous session and tried to gauge the outlook for the US economy and its taste for crude. US benchmark West Texas Intermediate for October delivery eased 61 cents to $44.61 while Brent crude for October fell 74 cents to $49.31 in afternoon trade. WTI jumped $2.66 (6.3 percent) on Friday capping its strongest weekly increase in four and a half years, while Brent surged $2.49 (5.2 percent), after prices plunged on concerns about China’s faltering economy. Dealers said the rebound was largely due to news the US economy grew at an annual rate of 3.7 percent in the second quarter, up from a previous estimate of 2.3 percent, stoking hopes of a pickup in demand from the world’s top oil consumer. “Better-than-expected US GDP numbers and the strong rally of global stock market were some of the contributing factors for the recovery in the price of crude,” said Sanjeev Gupta, head of the Asia-Pacific oil and gas practice at consultancy EY. Oil has been on a roller-coaster ride in recent weeks over fears of a harderthan-expected slowdown in China, the world’s top energy importer, at a time when world markets are awash with supplies. Signs of rising demand in the US have dragged prices up from six-and-a-half year lows, however, and “key manufacturing and unemployment data from the US and ongoing developments in Yemen will set the tone for prices in the coming weeks,” Gupta said. The skepticism is rising just as China is pursuing one of the most daunting transitions in modern economic history — from overheated growth, driven by exports and often-wasteful investment, toward slower and sturdier growth fueled by spending from an emerging middle class. The leadership’s miscues have multiplied, starting with its handling of the stock market. To try to cushion the pain from a slower economy, the government deployed state-run media to promote stocks for inexperienced individual investors. The hope was that Chinese companies could issue shares into a rising market and use the proceeds to finance growth and shrink their heavy debt levels. Untethered from economic reality, Chinese stocks took wing. The Shanghai Composite Index rocketed 150 percent in the year through mid-June, propelled in part by individuals who poured money in, often on borrowed funds, confident that their government wouldn’t steer them wrong. Beijing suddenly looked like something less than omnipotent. Then, on Aug. 11, China devalued the yuan. The government said the move was a
nod to reality: Investors were signaling that the currency was overvalued. And the United States and the International Monetary Fund had long urged China to let market forces play a bigger role in the yuan’s exchange rate. Yet the decision surprised investors and aroused suspicions that it was a bid to drive up exports, which tumbled more than 8 percent in July from a year earlier. SINGARAJA - A total of 90 percent of the workers at Celukan Bawang power plant are foreign workers from the People’s Republic of China (PRC). Head of the Community Empowerment Agency (LPM) of Celukan Bawang village, Mohammad Sadli, said that he was asked to recruit local workers. Indeed, before the Celukan Bawang power plant was opened, there were about 500 local workers set to be employed there. They were residents of Celukan Bawang, Tinga-Tinga, Tukad Sumaga and Pengulon village. Unfortunately, they were all employed as unskilled laborers with a salary of IDR 1.1 million per month. Besides, they work every day of the week without a day off. “Local residents are only employed as blue-collar workers and are not given days off even on official holidays. They work full time, but the salary that they receive is not adequate. In terms of their status, some are contracted while others are daily workers. This September their contract will expire. After that, there are will longer be any local workers at the plant,” said Sadli. There are approximately 125 people from four villages in Gerokgak who were recruited by the Celukan Bawang power plant. However, they were all hired as
laborers. It is not much different from the construction phase. “Other laborers are employed in waste disposal site and as cleaning service,” he explained. The government through the Manpower and Transmigration still refers to Ministerial Regulation No. 16/2015 where the foreign worker employment plan (RPTKA) and ownership of foreign worker employment permit (IMTA) must still be referred to by Celukan Bawang power plant. The request to accommodate local workers has been filed since its establishment. “It includes the provision of opportunities for local manpower in the competence of technicians and machinery expertise. We are waiting for the Ministry of Manpower at the center. In reality, only ten percent of the local workforce is employed and all as blue-collar workers. Souvenir market at Tanah Lot eroded by large-scale souvenir operators
TABANAN - Tanah Lot tourist attraction seems to consistently attract both foreign and domestic visitors throughout the year and has become the pride of the community of Tabanan. Unfortunately, the ever increasing number of tourists who visits the site does not always mean a lot of business for souvenir vendors. As witnessed on Sunday (Aug. 30), a number of stalls looked quiet with only a handful of visitors stopping. Lately, there the issue of collusion between travel agencies and the owners of particular souvenir markets has emerged, wherein groups of traveler are directed to shop in these premises. Though such conspiratorial behaviour is compensated with a commission or gratuity, it is rarely revealed. A souvenir trader at Tanah Lot refused to reveal his full name, Wayan, claimed that many large-scale souvenir markets have become stiff competitors for him. As a result, the business he started a long time ago gradually dims. “They are mostly in Denpasar, but the effect is quite noticeable to small vendors,” he said. This resident of Beraban initially thought positive of the emergence of souvenir markets owned by large-capital entrepreneurs. But over time, the souvenir business he opened in a 9 meter square stall at Tanah Lot has become barely able to survive. Some days he does not sell anything at all -especially during the low season. “I believe that fortune spreads everywhere. But in the long run it seems to be getting more difficult,” he complained. Wayan started selling souvenirs seven years ago, although eh had never sold souvenirs before he was no stranger to the tourism industry as he had previously worked as a free lance travel driver. “I have heard that the large souvenir markets cooperate with tour guides or travel agencies so that their guests only shopp there. Whether or not this is true, I cannot say for sure, but based on my experience as a freelance driver, such modes of operation do exist,” he said. “In terms of tourist arrival, indeed it shows an increase, but yes... they are just passing. Moreover, if there are guests shopping, they are just a few,” he said. Assistant Manager of the Tanah Lot tourist attraction, Wayan Sudiana, said there are at least 400 souvenir stalls in the area of Tanah Lot. Sudiana admitted that business has been sluggish in general but added that it is up to each vendor to find innovative ways of to attract customers to their stall. “I see that some vendors cooperate with travel agencies. Actually it is important to come up with creative ways of attracting visitors, otherwise, business will stagnate as seism to be now,” he said. Sudiana explained that in terms of price and quality , there is little to no difference between the products of bigger or smaller stalls. “Creativity is essential in the marketing of their products,” he concluded. The Health Ministry said the ban was lifted on April 1, “given the current context with more than 5,000 Singapore residents living
with HIV and the availability of effective treatment for the disease.” The three-month restriction is apparently aimed at preventing long-term residence by foreigners, such as those looking to work in the island-nation or looking to accompany a child studying here. “The policy on the repatriation and permanent blacklisting of

Global warming carving changes into Alaska in fire and ice
Fairbanks. “The changes are definitely happening and we’re out in front of the rest of the country.” And what happens in Alaska isn’t staying in Alaska, because weather changes in the Arctic trigger changes in the jet stream and reverberate down south, including the dreaded polar vortex escape that has brought sub-freezing temperatures to great expanses of North America in recent winters, said Martin Jeffries, an Arctic scientist for the U.S. Office of Naval Research. Warming’s effects seem to be speeding up. From 1959 to 1993, Alaska’s glaciers lost 57 billion tons of ice a year, but that jumped to almost 83 billion tons a year since 1994, according to Anthony Arendt, who co-authored a study on the subject this July. And while there may be many factors involved in glacier melt, all but about five of Alaska’s 25,000 glaciers are shrinking, said University of Alaska Fairbanks glacier expert Regine Hock. She’s adamant: “That’s related to climate change.” On the ocean, sea ice in the Arctic in the summer has shrunk by about one-third over three decades, leading to a loss of habitat for walrus and a threatened species listing for polar bears and their main prey, ringed seals. But in Alaska, what really hits hard is the loss of sea ice that’s connected to the coast. That’s the ice that protects villages from the worst of storms and allows both people and animals to hunt more at sea. But that type of ice is disappearing two weeks earlier in the summer and returns two weeks later when compared to the 1970s, said geophysicist Andy Mahoney at the University of Alaska Fairbanks. Meanwhile, Alaska’s wildfires are “more frequent, they’re hotter and they’re more severe,” said Glenn Juday, a professor emeritus of forest ecology at the University of Alaska Fairbanks. Rapid and sustained warming has led to new patterns of insect outbreaks and new pest species affecting trees, he said. One of the chief problems is the spruce bark beetle, which thrive under warmer conditions. By 2006, aerial surveys had found spruce bark beetles had killed mature white spruce trees on 4.4 million acres (1.8 million hectares) following mild winters and hot summers. The acreage has increased since then, though not dramatically. Wildlife has changed, too. George Divoky and others have been tracking how early the black guillemot bird lays its first egg on the far north Cooper Islands. In the 1970s they used to lay their eggs around June 25. The last five years, the average has been June 15 and this year it was June 8. The U.S. Geological Survey has found a host of other animals changing their habits with warmer weather, including pink salmon, trumpeter swans, and caribou. It’s a problem because sometimes the plants and animals don’t quite match up — caribou, for example, born before the plants they eat, according to the USGS. The record warmth this spring has “turned the state into a melting pot, almost literally,” said Jake Weltzin, who runs the USGS program tracking changes in plant and animal timing. “It’s an enormous experiment.” (ap)

Obama leaves Monday for a three-day visit to the 49th state in which he will speak at a State Department climate change conference and become the first president to visit the Alaska Arctic. There, and in the sub-Arctic part of the state, he will see the damage caused by warming — damage that has been evident to scientists for years.

DENPASAR - The number of foreign tourists visiting the Indonesian resort island of Bali in the first seven months of 2015 rose 10.09 percent to 2,299,995 from the same period last year. “I believe 95 percent of foreign tourists who have expressed intention to visit Bali again will enable tourist arrivals in Bali to exceed the government-set target of four million for 2015,” tourism observer Dewa Nyoman Putraman
said on Monday. Despite the global economic slowdown, the number of foreign tourists visiting Bali via Ngurah Rai Airport remained stable in the January-July 2015 period, he said.
This means that the number of tourist arrivals in Bali over the period reached 2.2 million, he said. The international community still see Bali as a favorite tourist destination, he said. (ant)

President Jokowi distributes thousands of “magic” cards GIANYAR - President Joko Widodo paid an official visit to Tulikup village, Gianyar, on Sunday (Aug. 30). During the visit, Jokowi accompanied by First Lady Mrs. Iriana Joko Widodo, distributed Healthy Indonesia Cards (KIS), Smart Indonesia Cards (KIP) and Safe Family Cards (KKS) to thousands of poor people in the local village. A total of 1,565 health cards, 393 smart cards and 376 welfare cards were distributed to Tulikup villagers. Jokowi also gave out Social Assistance
Cards to a number of residents with disabilities. While symbolically handing over the cards at Tulikup Stadium, Jokowi did not give a special speech about the event. However, each time cards were handed out Jokowi told the receiver that the aid being given to the community should be used appropriately and that otherwise, the cards will be revoked. “This card must be used for useful things,” he said. The President also asked that the government assistance provided
through the smart cards be used by the recipients to meet their school needs. “The money should be used to buy uniforms, books and shoes. It may not be used to purchase mobile phone top ups,” he said. Jokowi explained that the smart cards obtained by students contained different amounts depending on what grease the students are in; elementary school students were given IDR 450,000 per year, junior high school students, IDR 750,000 per year, and high school and vocational school
students get IDR 1 million per year. After the President’s visit, The Regent of Gianyar, Anak Agung Bharata, said that it is an honor for Gianyar County to be part of the launch of the”magic” card program instituted by the President. According to the regent, it will provide psychological motivation for people to keep fighting against poverty. will receive a total of 132,067 “magic” cards and that Tulikup village is the first village in Gianyar to enjoy this assistance. TABANAN - The weaker economic resilience of Balinese people opens the doors for the destruction of Bali. This condition is even more alarming when the flow of urbanization and incoming investments to Bali is not controlled. Public officials have facilitated the domination of Bali’s economy by capital driven forces and has greatly contributed to the marginalisation of Balinese people. Slowly and surely, this is leading to a very threat to the next generation in terms of the continuation of Balinese culture and the preservation of Balinese land. Balinese culture is also under threat from the massive influx of people into Bali’s urban centers. He explained that corruptors and dark investors frequently influence one another in creating misguided policies. “They are all too familiar with talking about Bali, but fail to take any concrete action to save Bali. They speak with much eloquence about the rules, while their actions violate these same rules,” he criticized. As evidence, many such figures have spoken about the need to preserve Bali on TV talk shows but finally they are sent to jail for to corruption. This proves that the words of these dark rulers are often not in line with their behaviour. For this reason, Gantang hopes that those in positions of authority will listen to the people. If the authorities turn their backs on their own people, destruction is certain: “The Soul and the body of government management must be line with each other. People are the soul of the rule itself, while the ruler stands as the body. If these two elements do not work together, Bali will move towards the path of destruction,” he warned. Gantang also pointed out that there has been far too much denial about the behaviour of the dark rulers and black investors, these corruptive predators, he said are only money- oriented. Balinese Temple Ceremony
Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Malaysia PM reasserts command with National Day parade
KUALA LUMPUR - Malaysia’s government reclaimed the streets of the capital Monday after massive weekend protests demanding the premier’s ouster, staging its own show of force with National Day celebrations attended by thousands. With Prime Minister Najib Razak presiding, masses of flagwaving spectators cheered a colourful parade of soldiers, police and civil servants through the city centre, symbolically underlining the government’s clout despite pressure for change.
