DENPASAR - For the umpteenth time the blue sky over Padanggalak Beach, Sanur, was embellished by thousands of colorful kites of various types and sizes. This scene was seen in the 33rd Kites Festival on Padanggalak Beach, Sanur. Putu Budiasa, the Head of Denpasar Government Tourism Office, representing the Mayor of Denpasar along with other invitees, was pleased to officially open the festival marked by the flying of balloon kite in the form of toddler on Friday (Jul 29). The competition held annually took place on July 29-31, 2011 said Nyoman Adnyana, the second chairman of the Kites Festival 2011 when reading the report. He explained the kite competition held for the umpteenth time aimed to encourage young people to keep preserving the cultural heritage and raising their innovation and creativity. By doing so, the competition was expected to advance the sense of unity among them considering such an event implied togetherness, discipline, tolerance, compassion and others. For competition of this time, participants were divided into two categories namely traditional kites
such as bebean, pecukan and janggan as well as creation type appearing in various shapes and materials. More encouragingly, the number of participant in this kites festival increased where last year it only reached under one thousand, but this time it reached 1,121 participants and they were mostly dominated by teenagers and children, he said. High participation of teenagers and even dominated by younger generation should be proud of. Australia set to restart Indonesia cattle exports Associated Press Writer
The first shipment of Australian cattle to Indonesia following the lifting of a cruelty-linked ban will arrive in the second week of August, major exporter Elders said Friday. The 3,000-head consignment was approved under a strict new licensing scheme implemented after a graphic TV documentary of cruelty in Indonesian abattoirs prompted a month-long ban on shipments to the Asian nation. Elders said it had received a third-quarter import permit from Jakarta and got the green light from Australian authorities after demonstrating it could meet stringent animal health and welfare standards.
“Due to the availability of shipping and other logistics, Elders now anticipates the shipment will be completed in the second week of August,” the agribusiness giant said. Managing director Malcolm Jackman said Elders, which accounts for about 60 percent of the live cattle trade with Indonesia, was keenly awaiting the resumption of shipments. “The granting of these necessary approvals is another important step towards that goal,” Jackman said. “Northern Australia is desperately awaiting recovery in the trade and it is vital that volumes can be increased as rapidly as a sustainable solution will permit.” Continued on page 6

Bali News Suspected Dog Bitten, Private Driver Died Mohammad Ismail, aged around 30, from Lumajang who works as a private driver was found dead on his boss’ house at Saturday (30/6) around 7 am at Teras Ayung Estate with a ripped wound on the chin and neck. According to one of the housekeeper, Ni Luh Putu Asih Arniasih, her boss has four dogs where one of them sleeps with Ismail. It is still unclear if this dog is the cause of his death. Ismail’s body is still at the Sanglah Corpse Room and according to Head of Sanglah Hospital Forensic Sec-

Rare LPG Gas,Tobacco Farmers Uneasy Singaraja (Bali Post)-
Hundred tobacco farmers in Buleleng lately have felt uneasy with the raring LPG gas situation in Bali as for the coming harvest the need of LPG gas will increase for drying the sugar leaves in Buleleng and doubted companies they depend on wouldn’t fulfil it, stated by Head of Bali Province Indonesia Sugar Farmers Association (APTI), Putu Oka, last Friday (29/7). “There is no other choice than using LPG gasses for this season’s harvest,” he clarified. Some of the gas tube has been placed on stove installation such as the join work of farmers under Gudang Garam (GD) Company when each year farmers rent it for IDR 1 million and can be used by farmers for the next five years including an insurance if there are any accidents such as fire or others caused by the stoves. Yet farm-
ers still doubt the situation as around 500 oven units needs at least 6,000 gas tubes where one unit used up 12 50 kg gas tubes. “We’re worried if the suppliers will have that many tubes on the coming harvest time as if they don’t then it will cause loss to us,” Oka explained. Similar statements also revealed by another tobacco farmer, Agung Adnyana. He explained in bridging this unease he hoped companies and LPG suppliers to give a guarantee also to document that guarantee so it’s officially evidenced and explained that they will facilitate it to optimise the tobacco production this year. Besides that he asked the company and technical institutes involved to give guidance in this LPG powered ovens usage as this is the first time Buleleng farmers are using it. Though still in resting period before planting season, farmers in Subak Tohpati, Banjarangkan, Klungkung, start to be harassed by anxiety. The most serious is anxiety over the threat of brown plant hopper and brown spot attack, not to mention the rat attack. On seeing this condition, farmers hoped the provincial and regency government to intervene by helping farmers in terms of pest management. “One of the helps we expect is guidance,” said Chief of Subak
Tohpati, Nengah Sudana, Friday (Jul 29). According to Sudana, at the moment was indeed the resting period for local farmers before entering the next planting season. Such anxiety arose because the rice farmers in other subak (irrigation cooperative) were also attacked by the pest. Admittedly, the rat was not really too much. Instead, about 80 local farmers came down to rice field for driving out the rats by undertaking a mass rat hunt not long ago.
Mass hunt by means of torches deliberately put into the rat holes was intended to drive the rats out of their nest. “Unfortunately, we find difficulty to eradicate the brown plant hopper and brown spot, whereas they are attacking more areas,” he said. When the mass hunt was undertaken, several representatives of Bali Province also attended the event. Sanglah Hospital Helipad Functioned, Visitor Shocked Denpasar (Bali Post) –
Sanglah Hospital has its helipad for a long time yet it was never used maximally due to many problems. Yet last Friday (29/7) it was used at last for a BO 105 helicopter to transit. A number of reactions of shock, finding safe place, and amaze revealed by a number of patient visitors or guiders accompanied by a number of leaves and rubbishes flying nearby the helipad ground. One
visitor, I Nengah Murjana, admitted was really shocked as there are no warnings which he suggested there should be. “This was only a trial to see if it is suitable or not as it is rarely used. Until now it’s only used twice where its first took place at 1992,” Head of Sanglah Hospital Environmental Safety and Order Installation, Fery Dwiyanto SKM, explained. The trial was due to the Interna-
tional Hospital accreditation will take place soon and if the helipad is suitable to be used then it will be very helpful in the future for emergency situations. “Especially for big events in Bali, if there are emergency situation, patients can be brought here by helicopter,” he explained. To invoke prosperity of life
Timbrah residents offer thousands of roasted suckling pigs THOUSANDS of roasted suckling pigs were offered by Timbrah Customary Village, Karangasem Subdistrict on the usabha sumbu ritual in the temple of local village on Wednesday night (Jul 28). According to local customary apparatus, usabha sumbu was organized to appeal for health, prosperity, longevity as well as fertility of crops and livestock. Since local residents frequently offered roasted suckling pigs, said the advisor to local village, Nengah Sudarsa, Saturday (Jul 30), they were finally working diligently. Almost every household bred at least two pigs. It was intended to anticipate the future need of pig so they were not necessary to purchase at expensive price. They would stay to slaughter the existing pig that had been enough to meet the ritual need. Residents of one of the old villages also actively worked including in the informal sector as done by hundreds of residents by becoming the sellers of seafood satay until outside of the village such as Besakih Temple and other regions during the implementation of temple anniversaries. Local villagers offered up to thousands of roasted pigs at least for two times within a year. On that account, it was often called ngusaba guling or ngusaba of roasted suckling pig. On the temple anniversary in the Kelod Temple, it was called ngusaba guling. Meanwhile, in the ngusaba sumbu the worship was held to venerate Ida Bathara Rambut Sedana and say prayers in the Kaja clan temple. In total, the residents of Timbrah Customary Village reached 750 families and each family delivered at least one roasted suckling pig, even there were families offering two or three. Aside from local villagers, especially women who married to resident outside the village, at that time also came home to offer approximately 100 roasted pigs for paying their vow. Therefore, the total number could reach thousands of roasted pigs. Due to a large amount, the existing pavilions were unable to accommodate them, so they were put on five piles. Advisor to local village, I Nengah Sudarsa, said that since the ritual was held almost for two times within a year, every household at least presented a roasted suckling pig. Virtually all households at the village bred some pigs or at least two pigs. Sudarsa also said the series of usabha sumbu at the local village took place on July 24 and the peak was on Wednesday (Jul 28) evening. He added that such usabha ritual was held once a year coinciding with the Sasih Kasa (first month in Balinese calendar) in the clan or Panti Kaler, Panti Tengah and Panti Kelod Kangin
Temple. Other than invoking prosperous life and longevity, the usabha ritual was also meant to appeal the blessing of nature symbolized by the quest for Tirta Amertha or holy water of immortal life. The essence of usabha was the making of ceremonial axis (sumbu) symbolizing the mountain. Then, the mountain served as the source of water and prosperity. The axis was made in five pieces with the height around 15 meters. “From time immemorial up to now, the mountain has been considered as a sacred place, central orientation of worship for Hinduism in Bali as well as the source of water. On that account, forest preservation of the mountain should be maintained sustainably,” said Sudarsa. The sumbu ritual paraphernalia were prepared by the youth of local village. Sumbu posed a symbol of Mount Mandara Giri. Adhiparva chapter in the great Mahabharata epic mentioned the gods and giants struggled for churning the milky ocean because it contained Tirtha Amertha causing the life to last forever. Mount Mandara Giri was churned by means of Basuki dragon as the rope. The gods held the tail of the dragon, while the giants held its head. In the end, the gods could acquire the Tirta Amertha and drank it together in heaven. As a result, the gods could attain eternal life. One of the giants, Kala Rahu, heard if the gods were drinking the Tirta Amertha. He then disguised as a god and successfully participated in the drinking party. Unfortunately, when the holy water reached his throat, the Lord Indra knew it and shot him by his chakra. As consequence, the neck of Kala Rahu was broken. Since the holy water of immortality had passed through the throat of Kala Rahu, his head could be alive. At that time, Kala Rahu conveyed his oath to gobble the gods during the full moon. At the peak of ngusabha sumbu, the axis was rotated together and underneath the axis stood a local resident bringing a jug containing holy water. It was then invoked and sprinkled after the execution of five prayers in order to appeal the safety for the entire residents and the success for the agricultural crops of the villages. (bud)

Arrears of film tax reach IDR 25 billion Jakarta (Bali Post)—

After the two films, several other Hollywood blockbusters had already lined up and
would be followed by other films. “My appeal is that although Hollywood blockbusters have started to enter again, please keep watching Indonesian films whose quality has started to improve,” he said. Wacik said that his party continued to find solutions to make the imported films able to come into Indonesia again even though there was still a tug of war. He argued that national film industry including theaters in Indonesia whose number now reaching 676 screens should be given support with more film supplies. Capacity of the national film was currently still around 100 titles so that it remained to need more film titles to fill in those screens. He expressed his concern if the potential audience of the Hollywood films in Indonesia reaching one million people would flee to neighboring countries like Singapore to satisfy their hobby of watching films. On that account, there was a potential loss of foreign exchange from tourism sector.

ISTANBUL — In past decades, the Turkish military showed displeasure with civilian leaders by overthrowing them. This time, the upset generals quit, a move that only strengthened the hand of an elected government that has in turn been accused of targeting opponents at the expense of democracy. The decline of military clout in Turkey, a NATO member with a robust economy and an activist foreign policy, is welcome for many Turks who believe any political role for commanders is a throwback to the era of coups and instability that once sullied their international image. It’s also key to Turkey’s bid to join the European Union, though the candidacy is adrift because of mutual skepticism on a host of issues. “The military has been largely pushed to the side. They’re not going to be able to implement a coup d’etat,” said Howard Eissenstat, a Turkey expert at St. Lawrence University in the United States.
“The police force is thoroughly under the control of the (ruling party) and has been militarized over the last 10 years, and the opposition is weak and divided.” President Abdullah Gul said Saturday that the sudden resignations a day earlier of the nation’s top four military commanders, who were troubled by the arrests of dozens of generals in alleged coup plots, would not cause a crisis even if their departure was unprecedented. The subtext of his message was: the government is in firm control and there’s no danger of a coup. The government sought to gloss over the controversy, saying the generals had merely asked for retirement, but some observers speculated the brass miscalculated by believing their radical step could force their civilian masters to make concessions. Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

GEORGETOWN, Guyana — Flight 523 from New York had just touched down and passengers were applauding the pilot’s landing in the South American country Saturday when something suddenly went wrong. The Boeing 737-800 slid off the end of a rainy runway, crashed through a chain-link fence and broke in half just short of a deep ravine. Yet all 163 people on board survived. Officials were starting to probe the cause of the crash even as they marveled at the lack of fatalities. “We must be the luckiest country and luckiest set of people in the world to escape so lightly,” said Health Minister Leslie Ramsammy, who said more than 30 people were taken to the hospital. Only three of those had to be admitted for a broken leg, bumps, cuts and bruises. The Caribbean Airlines plane had left John F. Kennedy International Airport Friday evening and made a stop in Trinidad before landing in Guyana. The airline said it was carrying 157 passengers and six crew members. MANILA, Philippines — The Philippine coast guard and fishermen rescued 168 people who were on board a passenger ship that tilted for three hours before sinking early Sunday in the central Philippines, officials said. The steel-hulled M/V Asia Malaysia was heading from the central Cebu region to Iloilo province on an overnight trip when it began to tilt to its right, or starboard side, at dawn Sunday, coast guard chief Admiral Ramon Liwag said. The cause of the problem was not immediately clear. The ship’s captain sent a distress call to the coast guard and ordered all passengers and his crewmen to abandon the 2,400ton vessel, which tilted about four miles (six kilometers) from its destination before sinking amid rain, coast guard spokesman Lt. Commander Algier Ricafrente said. Coast guard vessels, fishermen and two passenger ships saved 168 passengers and crewmen from the ship, which had a capacity of 550 people, Ricafrente said. It was unclear how many people the M/V Asia Malaysia was carrying. A coast guard helicopter was scouring the area for other possible survivors and to check whether there was an oil slick from the ship, he said. Although the weather has improved, rains were still battering the area, Ricafrente said. Tropical Storm Nock-ten lashed the central and northeastern Philippines last week, leaving 52 people dead and 27 others missing. Another storm, Muifa, blew in from the Pacific Ocean on Thursday but did not hit land. Muifa later strengthened into a powerful typhoon. JAKARTA - A criminologist said it was the US that would be the determinant with regard to further investigation of Umar Patek, an Indonesian terrorist suspect caught in Pakistan some time ago. “Indeed there is now a tug of war with regard to the further handling of Umar Patek,” the criminologist, Prof. Adrianus Meliala from state University of Indonesia, said when contacted to comment on the issue here on Sunday. He said Indonesia actually wished the suspect in the Bali bombings could be tried in the country and the chance for it was big because Indonesia‘s relations with Pakistan was very good.
He said there was also an opportunity for a joint investigation. But what is not clear yet is the stance of the US which is also interested in investigating him as Patek is closely related with the Al Qaeda. “Indonesia seems not to object if it has to leave Umar Patek to the US in view of “its debt” to that country and also because the strength of the Jamaah Islamiyah is already known,” he said. Regarding Pakistan, he said, it had clearly signalled that it would follow what the US wished. Adrianus said that there was still a tug of war over the Umar Patek issue with Indonesia still thinking of how the process of extradition could be carried out well and what concessions it would seek if the US wished to handle Umar Patek.

The United States and the European Union expressed strong misgivings while local rights groups and international watchdogs issued condemnations and calls for action to address rising intolerance in the mainly Muslim country. But religious affairs ministry spokesman Zubaidi said the sentences of three to six months for the men accused of leading the murderous assault on the Ahmadiyah sect members in February were the result of a fair trial. “As an executive body, we can-
not interfere in the legal system. We believe in the law enforcers. They have the right to come up with the sentences,” he told AFP. “Whether the sentences are light or harsh, how it’s perceived is relative.” Indonesian President Susilo Bambang Yudhoyono, often held up by the United States and others as a champion of pluralism and democracy, made no comment on the sentences. Foreign ministry officials were unavailable to comment. Human rights activists said pros-

PALEMBANG - A landslide triggered by torrential rain has killed four children who were playing under a cliff in western Indonesia. Sutopo Purwo Nugroho of the government’s Disaster Management Agency says the children were buried when mud gushed down from surrounding hills Friday in Kembahang Lama Village on Sumatra Island. The victims ranged in age from 7 to 10. Nugroho says their bodies were found late Friday and early Saturday beneath tons of mud and rocks. Two other children were brought to a hospital with injuries. Seasonal downpours cause dozens of landslides and flash floods each year in Indonesia, a vast chain of 17,000 islands where millions of people live in mountainous areas or near fertile flood plains.

DENPASAR - Implementation of infrastructural development during the first half reached over IDR 1 trillion. This figure was the highest if compared to poverty eradication programs realized at IDR134 billion, education and health at over IDR 852 billion as well as food security at IDR 23 billion. “In the fiscal year 2011, Bali Government receives fund allocation from central government at the amount of over IDR 6 trillion,” said the Head of Bali Development Planning Agency (Bappeda), Tjok Pemayun, in Coordinative Meeting on the First Half Program Evaluation in Wiswa Sabha Building on Friday (Jul 29). On that occasion, Tjok Pemayun also reported the progress of development in the first half. Such coordinative meeting posed a moment of evaluation so that each program could be on target and promote the sustainable development in the region. Meanwhile, Governor of Bali Made Mangku Pastika said that Coordinative Meeting on the First Half Program Evaluation involved vertical agencies in the Bali Province. The meeting was intended to prevent the occurrence of overlapping and redundant programs. “There are quite a lot of vertical institutions assisting the development of Bali, namely at least 81 vertical institutions,” he said.
Considering there were numerous vertical institutions existing in Bali, Governor deemed it necessary to coordinate, supervise and synergize the programs so as not to overlap with what provincial and regency/city undertook. “All programs should be synergized to achieve the development goals namely improving the welfare of the community,” he added. According to him, the coordinative meeting posed a moment of evaluation so that each program could reach the target and promote the sustainable development in the region. Vertical institution and regional government were also asked to remain consistent to the plan that had been orderly designed in the administration. With such evaluation, it would be known the deficiencies in the implementation of each program. “Those shortages should be observed objectively so it could be addressed. Community - Based Conservation in Bali It is generally accepted that each nation of the world, have their own history, which depends on the local situation and condition, as proved by their archeological and historical remains. In this connection, Indonesia for example, has so many interesting monuments, which could be found nearly in the whole of the archipelago namely in Sumatera, Java, Bali, Sulawesi and Eastern Indonesian Island. Among them are belonged to prehistoric and historic period, which consist of movable and immovable monuments, and made of tangible and intangible material. Based on the function when the monuments were discovered, our monuments could be classified into two groups namely the dead monu-
ments, which were not used any more by local people. The second one is the living monuments, which until now is still used for religious purpose by the local people as seen in Bali. It is a matter of facts that only a very few of our monuments have been removed to the government museum to protect them from further deterioration. The facts mean that most of them are still in its original places, standing alone struggle against all kind of dangers, which are coming from environment and human activities. Indonesian governments are aware to protect our archaeological remains, because of its values for: 1). Reconstructing our national from the very early time covering the live of our ancestors;
2). Increasing and strengthening our cultural identity as the basic foundation for our development plans facing the forthcoming modern world; 3). Increasing cultural appreciation and responsibility for the young generations through the education systems; 4). Supporting cultural tourism and cultural diplomacy to build up a peaceful world based on cultural understanding. It should be very easy to understand that not any nations would like to lose their national cultural roots and so it is a national task to protect the archaeological heritage. This important task is not only because of its value as mentioned above, but actually also due to a number of factors which could damage the
monuments, namely: 1). The very old age of the monuments; 2). The natural effect such as climate, humidity, etc; 3). Human activities e.g. graffiti, vandalism, illegal excavation etc; 4). Modernization, industrialization and development project; 5). Tourism facilities, etc. Now it should be very clear that any archaeological protection trough preservation and conservation should be regarded: 1). To protect the monuments as a national cultural property bearing national pride; 2). To protect the archeological environment for keeping the beauty and the attractions of the monuments as a unity of ecosystems; 3). To keep the cultural values of the monuments in their people mind for-
ever. Facing the problem of archeological protections in Indonesia, the Dutch have issued Monuments Ordinance (Monumenten Ordonnantie, Stb. No. 238, 1931), which is not suitable any more for us, and then recently our government have declared the new one called Law Concerning Items of Cultural Property (Undangundang No.5, 1992 tentang Benda Cagar Budaya). In our modern world today, not any nations would like to sacrifice their culture, because it is very natural to have the national spirit, which have been built through a very long history. Each nation should regard their national spirit as the very important power for today and facing the future.

The largest of the Under 16 groms in the final, Ediana put on a masterful display of aggressive surfing in the small and challenging low tide conditions, using his stature and power to rip some big turns on the 1-2 foot reef break that was being blasted by strong offshore winds. “I’m a bit surprised that I won, because I’m bigger than the other guys and the waves were kind of small,” said Ediana back on the boat after the final. “I was most worried that Andre would take it out, because he was ripping so hard coming into the final. But I just kept doing my best and trying to choose the best waves, and it worked out for me. I’m so happy to win here at my home break on my island. Thanks Billabong for bringing the contest here!” The remaining four heats of Round One and one heat of the Quarterfinals of the Pro Junior Under 21 Division were run today before the tide bottomed out at just after 2:00 pm, so tomorrow will see the completion of the event and the crowning of the Billabong Pro Junior 2011 Under 21 champion. The highlight the day came in Heat 5 of the Pro Junior Under 21 Division as Sumbawa’s Oney Anwar and Bali’s Darmaputra Tonjo put on an insane aerial dual in the small low tide waves, with Anwar posting the highest score of the day and of the event, a massive 8.5 points (out of a possible 10), for a big air reverse after already chalking up a 6.5 the wave before. Tonjo was not far behind with first a 7.5 and then a 7.25 for two of his three aerial maneuvers. The heat finished with Anwar collecting a total of 15 points (out of a possible 20) and Tonjo coming in with a close 14.75. Judge Leon Suandhi was grinning and shaking his head at the conclusion of the heat, saying, “That was
hands down the best heat of the competition so far, those boys were just going off out there. It was even more incredible because the waves were small and not that easy to surf, so I’m very impressed and looking forward to seeing more of the same tomorrow for the final day.” Anwar was missing in action when the call for his heat went out, but Contest Director Wayan Wirtama elected to hold off on the start for a few extra minutes, for which Anwar was very thankful. “I was just finishing my lunch on the beach when Putra (Hermawan) came running up and told me they were waiting for me. I had to get a canoe out to the big boat to get my rashie and then paddle like crazy to get out into the lineup. * 350 grams rice flour * some water * 150 grams all purpose flour * 200 grams fermented cassava / tapioca (tape singkong) * 400 grams sugar * 200 cc warm water * 2 Tsp baking soda * 250 cc club soda * 1 Tsp vanilla * food coloring (your choice of 3 or 4 colors) * salt to taste Directions Add enough water to the rice flour so that its weight increases to 500 grams. Add the all purpose flour to the rice flour mixture and stir well. Add the fermented tapioca and sugar. Mix well. Add the warm water and work the dough for about 10 minutes.-Add the baking soda, the club soda and vanilla. Mix until everything is evenly distributed. Finally, add the food coloring and blend until smooth. Warm the cup molds for about 5 minutes and fill it for about 4/5 full. Put in a steamer with the water already at a rolling boil. Multilayered Butter Cake (Lapis Legit) Ingredients * 570cc or 30 egg yolks * 525-600 g butter, whipped or melted * 100 g flour, sifted * 300 g granulated sugar * 3 Tbs. sweetened condensed milk * 1 Tbs. special layer cake extract (optional) * 15 g powdered milk * ½ tps powdered vanilla extract
Directions Place the egg yolks, granulated sugar and vanilla into mixing bowl. Beat to very high soft peak. Stir in the layer cake extract, flour and butter. The batter should be very thick. Place wax paper at the bottom of a 8x8x8 inch buttered baking pan. Spread butter on top of the wax paper as well. Pour 3-4 Tbs. of batter into the wax covered pan and bake in a preheated 350°F oven (gas oven is better than electric oven) for 5 minutes. Remove from oven and press the cake evenly and then spread butter (not too much, just for flavoring) on cake top. Pour another 3-4 Tbs. of batter and bake it again for five minutes. BUSINESS White House, GOP discuss potential debt limit pact Associated Press Writer
WASHINGTON — White House officials and congressional Republicans are reaching toward a potential end to their bitter debt limit showdown, raising hopes that a deal could be in place by Tuesday to avert a possible federal default. After weeks of strident partisan conflict, the two sides were discussing an accord that would raise the government’s borrowing authority in two steps by about $2.4 trillion and cut federal spending by slightly more, according to knowledgeable officials. Congress would also have to vote on a constitutional amendment requiring a balanced federal budget, a topflight GOP goal. Unlike a bill approved Friday by the Republican-run House, none of the debt limit increase would be tied to congressional approval of that amendment. Details of a possible accord began emerging Saturday night after Senate Majority Leader Harry Reid, R-Nev., said on the Senate floor that the two sides were trying to nail down loose ends and complete an agreement. “I’m glad to see this move toward cooperation and compromise, and hope it bears fruit,” he said. A Democratic official said that while bargainers were not on the cusp of a deal, one could gel quickly. A Republican said there was consensus on general concepts but cautioned there were no guarantees of a final handshake. Both spoke on condition of anonymity to reveal details of confidential talks. Any pact would have to quickly pass both chambers of Congress after a rancorous period that has seen the two parties repeatedly belittle each other ’s efforts to end the standoff. Even so, the deal under discussion offers wins for both sides. Republicans and their tea party supporters would get spending cuts at least as large as the amount the debt ceiling would grow and avoid any tax increases. For President
Barack Obama and Democrats, there would be no renewed battle over extending the borrowing limit until after next year’s elections. Under the possible compromise, the debt limit would rise by an initial $1 trillion. A second, $1.4 trillion increase would be tied to a specially created congressional committee that would have to suggest deficit cuts of a slightly larger amount. If that panel did not act — or if Congress rejected their recommendations — automatic spending cuts would be triggered that could affect Medicare and defense spending, two of the most politically sacrosanct programs. Obama and Democrats have been insisting on a one-shot debt ceiling increase of around $2.4 trillion, enough to last until 2013. Bowing to GOP pressure, they eventually agreed to include an equal amount of spending cuts and dropped their earlier bid for tax increases. In a bill the House approved Friday — and the Senate rejected — Republicans would initially extend federal borrowing authority by $900 billion, accompanied by $917 billion in spending cuts. They would tie a second $1.6 trillion debt limit boost to spending cuts of up to $1.8 trillion and approval of the balanced budget amendment. The government has exhausted its $14.3 trillion borrowing limit and has paid its bills since May with money freed up by accounting maneuvers. The Treasury Department has said it will run out of available cash on Tuesday. The administration has warned that an economy-shaking default would follow that could balloon interest rates and wound the world economy.

NEW YORK - The crisis over raising the debt ceiling may have been manufactured by politicians, as many on Wall Street charge, but its effect on consumers and the broader economy is likely to prove very real. Fear that Congress may not raise the government’s $14.3 trillion legal borrowing limit by August 2, inviting a credit rating downgrade or default, has already made it more costly for banks and companies to borrow short-term money. If that persists, consumers and small businesses may also find it harder to access credit. Those who can get loans will likely pay more for them. Companies, meanwhile, are hardly likely to ramp up hiring if funding costs are on the rise. That’s just about the last thing the U.S. economy needs after it grew at a plodding 1.3 percent pace in the second quarter and produced nearly flat growth in the first quarter. “What this debt ceiling debate has done has created an unintended tightening,” said Jim Caron, head of interest rate strategy at Morgan Stanley. “It’s given providers of capital another reason not to lend.” Congress has refused to raise the debt ceiling without a longterm deficit reduction plan. With the August 2 deadline looming, Republicans and Democrats had yet to agree on spending cuts and tax increases. “If it’s dragged out, that would be the point where it hurts the consumer. We could see companies hoarding cash out of uncertainty,” said Gennadiy Goldberg, fixed income analyst at 4Cast Ltd in New York. Most on Wall Street think Treasury will avoid defaulting on its debt and will come up with a way to meet interest payments
due in early August. But lenders are taking no chances. Rates on $91 billion of Treasury bills due August 4, the first to mature after the August 2 deadline, spiked to 28 basis points on Friday, the highest rate the bills have paid since they were issued in February. Analysts say money market funds have been increasingly wary of holding such bills or lending against them in the repurchase, or repo market, where large Wall Street banks raise short-term funds. The funds themselves, large providers of short-term loans, have lost $37.5 billion in withdrawals in the latest week as investors, worried about their exposure to Treasuries, have sought safety in traditional bank accounts. That means they need to keep more cash on hand to meet further redemptions. Unlike deposit accounts, money market funds are not insured. In 2008, the Reserve Primary Fund imploded after plowing more than 1 percent of assets in Lehman Brothers Holdings Inc. When the bank collapsed, the fund suffered a flood of redemptions. The worst case scenario for markets and consumers would be a rerun of 2008, when Lehman’s failure caused credit to seize up across the globe and brought world markets to the edge of collapse. The U.S. economy fell into its worst recession since World War Two. Most analysts think that’s not likely this time. Yet even if the country avoids default, a downgrade from at least one of the big three credit ratings agencies is increasingly likely. That could force banks to pay more to finance short-term loans with Treasuries and could ratchet up the borrowing costs for companies in the commercial paper market. If it costs General Motors or General Electric more to borrow in short-term markets, “they will pass that on to the consumer” looking for a car or appliance loan, said
Roseanne Briggen, analyst at IFR, a unit of Thomson Reuters. Over time, it could also push up longer-term borrowing costs. Lawrence White, a professor at New York University, said Treasury yields could rise by a quarter percentage point over time, dragging up mortgages and student loan costs. “It’s certainly not good news,” he told Reuters Insider. “Every quarter percentage point matters in a weak economy. One saving grace may be that firms have cut back reliance on commercial paper markets after getting burned when Lehman Brothers failed. At the close of the second quarter, GE Capital, a unit of General Electric had $40.7 billion in commercial paper outstanding, down from $105 billion in early 2008. That move away from shortterm borrowing is one reason the largest U.S. conglomerate has made its peace with having lost its once-coveted “AAA” credit rating in 2009. It has also vastly boosted the amount of cash it holds on its books over that time. At the quarter’s end, the largest U.S. conglomerate had about $91 billion in cash on hand, up from $16 billion at the start of the financial crisis. “With $90 billion in cash, we’re prepared for a liquidity disruption if there were one,” Chief Financial Officer Keith Sherin said in a July 22 interview. “It’s just a dramatically different liquidity profile for the company.” Caterpillar Inc, which has a smaller finance arm that is focused on financing purchases of the company’s heavy equipment, had about $4 billion in commercial paper outstanding at the close of the first quarter, according to a filing with the U.S. Securities and Exchange Commission.

SARAJEVO, Bosnia-Herzegovina — Angelina Jolie attended the closing ceremony of the eight-day Sarajevo Film Festival in Bosnia’s capital Saturday and organizers presented her with a special award for bringing attention to refugees from the country’s 1992-95 war. The award, called “The Heart of Sarajevo,” was handed to Jolie by festival director, Miro Purivatra, who said it was being given to her not only for her great impact in the movie industry, but also “for persisting in her active engagement in the complexities in the real world we live in.” Jolie visited Bosnia several times last year as UNHCR ambassador and drew attention to the plight of 117,000 people who haven’t able to return to their homes even though the Bosnia war ended 16 years ago. Accompanied by Brad Pitt, she visited several refugee camps. The visit resulted in a U.S. government donation that provided housing for the last 15 people living in one of the rundown facilities. “I told Brad in the car I was afraid I was going to cry,” she said with tears in her eyes as the audience gave her a standing ovation at the Sarajevo National Theater. Jolie said she experienced the “warmth and hospitality” of the city during her visits and was honored to receive the award — a sil-
ver heart she took out of the box and pressed against her chest. “There is no greater example of the strength of artists than a festival that begun during the war and grows stronger every year. I find it remarkable,” she said. Jolie and Pitt later watched a film about refugees by Oscar-winning Bosnian director Danis Tanovic. The Sarajevo Film Festival started in 1994 in the besieged city, as its founders tried to offer citizens some sense of normal life. Residents braved mortar shells raining on the city to gather in a downtown basement and watch Quentin Tarantino’s “Pulp Fiction,” sometimes unsure whether the sounds of shooting came from the soundtrack or battles outside. The next year, filmmakers shipped boxes of videotapes to Sarajevo along with food deliveries. Now, thousands from the region flock to Sarajevo every year to spend several days watching movies in more than 10 locations, and nights partying at concerts and other after-screening events.

BEVERLY HILLS, Calif. — Oprah Winfrey is repackaging her now-ended daytime talk show to make it a key part of the lineup for OWN, her struggling cable channel. Winfrey said Friday she will host the new series that will recycle episodes of “The Oprah Winfrey Show” as a “classroom” intended to help viewers improve their lives. The show, titled “Own Your Life,” will air weekdays at 8 p.m. ET starting Oct. 10. Appearing at a session of the Television Critics Association to announce the revamped series and introduce Rosie O’Donnell and her new OWN show, Winfrey took the opportunity to reinforce her commitment to the channel. Friends ask, “Are you enjoying your time in the Mediterranean?” Winfrey said. But she’s not on holiday, she said, “I’m here,” and working in the Los Angeles offices of OWN. It was announced earlier this month that Winfrey was expanding her role at OWN beyond the position of chairman, taking on the additional roles of chief executive officer and chief creative officer. Winfrey is claiming the title once held by Christina Norman, the former CEO who was dismissed in May in the wake of disappointing ratings for the channel. Norman’s position has been filled in the interim by Peter Liguori, the chief operating
officer for Discovery Communications. OWN, which premiered Jan. 1, is a joint venture of Discovery and Winfrey’s Harpo Inc. Russia’s vast permafrost areas may shrink by a third by the middle of the century due to global warming, endangering infrastructure in the Arctic zone, an emergencies ministry official said Friday. “In the next 25 to 30 years, the area of permafrost in Russia may shrink by 10-18 percent,” the head of the ministry’s disaster monitoring department Andrei Bolov told the RIA Novosti news agency. “By the middle of the century, it can shrink by 15-30 percent, and the boundary of the permafrost may shift to the north-east by 150-200 kilometres,” he said. The temperature of the zones of frozen soil in
oil and gas-rich western Siberia territories will rise by up to two degrees Celsius to just three or four degrees below zero, he predicted. Permafrost, or soil that is permanently frozen, covers about 63 percent
of Russia, but has been greatly affected by climate change in recent decades. Continued thawing of permafrost threatens to destabilise transportation, building, and energy extraction infrastructure in Russia’s colder regions. “The negative impact of permafrost degradation on all aboveground transportation infrastructure is clear,” Bolov added. Scientists have said that permafrost thawing will set off another problem because the process will release massive amounts of greenhouse gas methane currently trapped in the frozen soil.
GERMAN luxury carmaker BMW presented two electric models on Friday, signalling its arrival to a segment that is key to the industry’s fortunes. The all-electric i3 is aimed at the urban car market and should hit dealerships in 2012. The hybrid i8 is due for delivery in 2014 and is more geared towards high-performance auto enthusiasts. “This is an important new milestone in BMW’s history,” chief executive Norbert Reithofer declared as the vehicles were shown to media. “As the leading premium auto manufacturer in the world, we wanted to offer clients automobiles that were made to order, with an electric motor,” he added. The i8 combines electric and gas-powered engines to allow for long-distance travel, while the compact i3 is clearly designed for city use. Both have a lightweight aluminium chassis and a reinforced carbon-fibre body to compensate
for the weight of the batteries. The cars are to be made at a plant in Leipzig where the company plans to invest some 400 million euros ($575 million) and create 800 jobs by 2013. German automakers, known mainly for powerful vehicles, are trying to catch up with companies like Toyota that got an early start with hybrid cars. The companies must also meet stricter European Union emissions levels starting from next year. BMW did not provide details on how much the cars would cost or how many would be made, but the company reiterated that premium car owners were targeted. German media reports have spoken of 30,000 vehicles per year, which would be well below full-scale production levels, while analysts have warned the cars would not sell well if overpriced. BMW finance director Friedrich Eichiner pledged however that the models presented Friday would “make a contribution” to thegroup’s earnings.

A federal appeals court ruled in favor of Myriad Genetics after a legal battle over whether the US company could keep its patent on genes linked to an inherited form of breast cancer. The ruling overturns a lower court’s decision and allows the Utahbased company to maintain its patents on the isolated genes, known as BRCA1 and BRCA2, despite complaints from rights groups who say it creates an unfair monopoly and limits women’s health choices. The US Court of Appeals for the Federal Circuit decided such patents on isolated DNA molecules could be held, in accordance with the “longstanding
practice” of the Patent and Trademark Office (PTO), over the past 29 years. The 2-1 court ruling also said the company cannot patent five broadly framed processes of comparing or analyzing DNA sequences because they were “abstract mental processes.” However, a Myriad spokeswoman said that aspect of the ruling did not hurt the company’s ability to test for the isolated genes. “Our intellectual property position today is no different than before the ACLU (American Civil Liberties Union) even brought this case,” Rebecca Chambers, head of investor relations, told AFP. She said the company still has 232 method claims, or steps that explain exactly how to test, “as part of 23 pat-
ents which describe how we go about doing the BRAC analysis test that were not even part of this lawsuit.” Backed by pharmaceutical company Eli Lilly, Myriad obtained a series of US patents in the mid-1990s on two genes — BRCA1 and BRCA2 — strongly associated with hereditary forms of breast and ovarian cancer in women. According to the National Cancer Institute, 12 percent of women in the general population will develop breast cancer in their lifetimes, compared to 60 percent of women who have inherited a mutation in BRCA1 or BRCA2. With ovarian cancer, 1.4 percent of women may be diagnosed in their lifetimes but the number rises to 15-40 percent of women with the BRCA1 or BRCA2 mutation.

The U.S. and Jamaica will be joined by two teams in Group A. Those teams will come from preliminary qualifying matches featuring Haiti, Guatemala, the U.S. Virgin Islands and five other nations. Mexico is in Group B with Costa Rica, while Cuba and Honduras are in Group C. All three group winners and runners-up will advance to a final qualifying round, beginning February 2013.

Lochte leaves Shanghai swim worlds with 5 golds Associated Press Writer
SHANGHAI — Ryan Lochte’s victory in the 400-meter individual medley on the final night of the swimming world championships was emblematic of the way the American has dominated this meet — outshining Michael Phelps in the process. Lochte took his fifth gold Sunday with a time of 4 minutes, 7.13 seconds — a massive four seconds in front of silver medalist and teammate Tyler Clary. Lochte was already in the lead by the time he surfaced following his initial dive off the starting block. He had a one-second lead after the opening butterfly leg and expanded that to two seconds over the backstroke and breaststroke legs before powering home in the freestyle to win by about two body lengths. As he exited the pool deck, Lochte tossed his two swim caps into an appreciative crowd at the Oriental Sports Center. Clary took silver in 4:11.17 and Yuya Horihata of Japan got bronze in 4:11.98. Lochte won all four of his individual events — beating Phelps in two of them — and also broke the only world record of the eight-day meet. He took another gold, plus a bronze, with the U.S. relay teams. However, Lochte wasn’t included on the U.S. squad for the fi-
nal relay of the meet, the 4x100 medley later. Phelps was swimming the relay, attempting to add to his haul of three golds, two silvers and a bronze thus far. Lochte also beat Phelps in two events at last year’s U.S. championships, then won six golds to Phelps’ five at the Pan Pacific Championships in 2010 — prompting Phelps’ coach Bob Bowman to acknowledge that Lochte was the best swimmer last year. Now it’s fair to say Lochte has had the edge over Phelps this year, too, setting up an enticing duel at next year’s London Olympics. There was also an American winner in the women’s 50 breaststroke, with Jessica Hardy reclaiming the title she relinquished to Russia’s Yuliya Efimova in 2009. Hardy missed the 2009 worlds while serving a one-year doping
ban, even though the Court of Arbitration for Sport accepted that she was not at fault for consuming a contaminated dietary supplement. Hardy won in 30.19, Efimova took the silver and another American, Rebecca Soni, got bronze. Four-time Olympian Therese Alshammar of Sweden won the women’s 50-meter free in 24.14 ahead of two Dutch swimmers — Ranomi Kromowidjojo clocked 24.27 to take silver and Marleen Veldhuis earned the bronze in 24.49. Defending champion and world record holder Britta Steffen of Germany withdrew earlier in the meet. More finals were scheduled for later, highlighted by the attempt of China’s Sun Yang to break the longest-standing world record in the sport — Australian great Grant Hackett’s 1,500-meter mark from 2001.

STANFORD, California Comeback queen Serena Williams crushed Germany’s Sabine Lisicki 6-1 6-2 to move into the final of the Stanford Classic on Saturday. Williams will meet ninth ranked Marion Bartoli in the final, who advanced when Slovakia’s Dominica Cibulkova was forced to withdraw due to a left abdominal strain. After destroying Maria Sharapova 6-1 6-3 in the quarter-finals, Williams lifted another gear against Wimbledon semi-finalist Lisicki, dominating her from the backcourt, serving more accurately and pouncing on the German’s second serves. It was only Williams’s 10th match since her comeback from a yearlong battle with injuries and illness. “This just continues my jour-

sets. “I was praying for confidence because this comeback is totally different than any other comeback that I ever had,” she said. “There are still shots I’m not going for and making that I will be able to make when I get more confident and more match play.” Williams holds a 2-1 winning record over the Frenchwoman, but Bartoli called her victory over the 13-times grand slam champion at Wimbledon a career-changing victory. “What I like about her is she doesn’t bow down and fights hard, but I fight hard too,” Williams said. World number 20 Cibulkova said she felt the abdominal injury on and off during the week and had been advised by a doctor not to play lest she worsen the injury. She added that she hoped to play next week’s tournament in San Diego.

Jenson Button says he still has more titles in him Jenson Button is confident that he has the capability to win another world championship before he leaves Formula 1, having celebrated his 200th grand prix start in Hungary this weekend. The milestone achievement makes Button the eighth most experienced driver in F1 history, and the fourth among the current field, behind Rubens Barrichello, Michael Schumacher and Jarno Trulli. Having spent a long time in midfield equipment before his breakthrough world championship season with Brawn in 2009, Button’s career path has been unusual compared to most title-winners. He said that championship campaign had totally changed his outlook on F1. “Since I won the
world championship I have enjoyed racing a hell of a lot,” Button admitted. “It is not the pressure other people put on you, it is the pressure you put on yourself to win. I still, obviously, would love to win another world championship and that is why I am here, to win another
world championship.” Asked if he felt he had another title win in him, Button replied: “Definitely, 100 per cent. I don’t think any driver who wins a world championship suddenly isn’t interested in fighting for a victory or another world championship, or isn’t capable. There has only been one world champion since me.” The McLaren driver said he did not attach too much significance to anniversaries like this weekend’s, beyond them being a chance to take stock of his career so far, and did not have any particular ambition for
how many grands prix he would ultimately contest. “I am not going to aim for 300, 200 is just a number but because it is a milestone in most people’s eyes it is good because you can ask questions about our past,” said Button. “You look back and you remember the good, the bad and the ugly of what you have been through. “I don’t think we do that enough; we are always living in the moment or looking forward too much. Especially in the world of Formula 1, every year rolls into the next. So it is nice to take a step back and look
back at what I have achieved.” Asked if he suspected his next F1 contract would be his last, Button replied: “I don’t know. You might say it is but when you get to the end of it you might think ‘Wow, that’s it then. What am I going to do now?’ “There are lots of possibilities but nothing quite like racing in Formula 1. Maybe I’ll start my own team, what do you reckon? That worked well for so many other people! Wherever I am they will have to pay me a lot more than I am on now, if I could afford to run a team...”

Teams want rethink on revised 2012 calendar FORMULA 1 teams are set to ask Bernie Ecclestone to rethink his plans for the 2012 calendar amid fears that the end of season run of races will prove a logistical nightmare. As AUTOSPORT exclusively revealed earlier this weekend, Ecclestone has undertaken a major reshuffle of the original schedule that was published by the FIA in June. As well as Bahrain moving to the tail end of the season and Turkey being dropped, the United States Grand Prix in Austin is set to become the penultimate round of the season as part of a back-to-back with Brazil. Ecclestone submitted his idea for the calendar to the teams ahead of this weekend’s Hungarian Grand Prix to get their feedback, and it understood there is some concern about the final flyaway portion of the calendar. In particular, the teams are worried about there being seven races at the end of the season in just 10 weekends - with the back-to-back events in Japan/Korea, Abu Dhabi/Bahrain and the United States/Brazil all taking place in quick succession on different continents. Renault team principal Eric Boullier has revealed that teams now plan to ask Ecclestone to reconsider the plans to make it easier for the teams “We plan actually to ask for a rethink for the logistics,” he told AUTOSPORT. “It is to make it a little bit easier for the task force and a bit cheaper by way of moving logistics differently.” Boullier declined to talk about the details of what
the teams want to see, but said that they had formulated a plan. “We have a thought between us already and we would like to suggest a couple of ideas,” he said. “We are not involved in the final decision of the calendar, but I understand it is not definite so we have room to ask for discussion and to make suggestions.” McLaren boss Martin Whitmarsh added: “The calendar is tough, but I understand it is going to change again. So, until we have the final calendar, there is no point complaining about a provisional one.”
