‘Glee’ actor Mark Salling, 35, dies before child pornography sentencing LOS ANGELES - Mark Salling, an actor who played a supporting role in the TV show “Glee,” has died at age 35, his attorney said on Tuesday, weeks before his March sentencing on child pornography charges. Salling’s attorney, Michael Proctor, confirmed the death but would not comment on a report on celebrity website TMZ that said law enforcement sources called it an apparent suicide in Los Angeles. Proctor also did not immediately provide the cause of death. “I can confirm that Mark Salling passed away early this morning,” Proctor said in a statement. Police and the Los Angeles County coroner’s office confirmed that a body had been found in Los Angeles but would not immediately identify it. Salling was arrested in 2015 after he showed child pornography on his computer to a girlfriend and she reported it to police, according to the U.S. Department of Justice.
Salling pleaded guilty on Dec. 18 to a federal charge of possessing child pornography, admitting he had downloaded 25,000 sexual images of children onto his computer from the Internet. He was allowed to remain free as his case was heard, and was scheduled to appear in court on March 7 for sentencing. Salling faced a sentence of between four to seven years in prison under the plea agreement he reached with prosecutors, the Justice Department said in December. From 2009 to 2015, Salling appeared in “Glee,” an awardwinning show on Fox. He played Puck, a bully and a football player who showed a softer side when he joined the glee club at his high school. “Mark was a gentle and loving person, a person of great creativity, who was doing his best to atone for some serious mistakes and errors of judgment,” Proctor said. LOS ANGELES - Skywatchers across western North America set their alarms to awaken before dawn on Wednesday to see a rare type of lunar eclipse called a “Super Blue Blood Moon,” with hundreds of expected to view the phenomenon from a Los Angeles mountaintop. As is the case with all total lunar eclipses, the Earth will cast a darkened red-tinted shadow across the face of its natural satellite, hence the term “blood moon,” but two other factors are combining to make Wednesday’s spectacle particularly unusual. The eclipse will unfold during the rare occasion of a second full moon in a single month, otherwise known as a “blue moon,” and during a point in the moon’s orbit at which it has reached its closest position to Earth, thus making it appear larger and brighter in the sky than normal, as a “super moon.” The reddish appearance of the lunar
surface - the moon’s image does not vanish entirely during the eclipse - is due to rays of sunlight passing through Earth’s atmosphere as the moon falls into our planet’s shadow. The last time all three conditions occurred for a single lunar eclipse visible from North America was in 1866, according to the meteorological forecaster AccuWeather.
In Los Angeles, a crowd ranging from 1,000 to 2,000 people was expected to make a pilgrimage in the dark to the Griffith Observatory on Mount Hollywood, where extra telescopes will be set up for them to see the celestial show, Griffith Observatory officials said. “Griffith Observatory is all about having an eyeball to the sky, and so it’s one
thing to learn about this event in a book, but it’s another to see it for yourself,” observatory director Ed Krupp said in a phone interview. Krupp, in an act he has performed during other eclipses, plans to dress up like a wizard and bang pots and pans outside the observatory while the crowd watches. His presentation pays whimsical homage to myths about eclipses dating back to ancient Babylon, when people believed they had to frighten away a mysterious creature swallowing the moon, Krupp said. In western North America, it will be easy to see the eclipse be-
ginning at 3:48 a.m. Pacific Time, according to NASA. But the lunar show will be less noticeable in the Midwest and even more difficult to spot on the East Coast, where the moon is due to set before the eclipse is in full swing, according to NASA. Balinese language and script in public spaces

DENPASAR - Efforts to preserve the Balinese language have been made through the widespread support of traditional arts such as drama gong, arja operetta and puppet shows. So far, regulations on the obligatory use of Balinese script has been limited to Governor Circular that suggests that office name plates and street names use this script. However there is no binding law to require the application of this circular so it is rarely used in daily life. “This regulation was issued 26 years ago. Clearly given current developments it needs to be revised according to current needs in order to preserve the Balinese language, script and literature amongst the
general public, at the community level and in schools”, said Head of the Bali Culture Agency, Dewa Putu Beratha, on Tuesday (Jan 20) when asked for to comment on the revision of Regional Regulation

No.3/992 on Balinese Language, Literature and script. According to Beratha, binding regulations are a necessary part of efforts to preserve Balinese language, script and literature. This includes regulations that require Balinese script to be used in public spaces, offices and hotels as well as the implementation of “speaking Balinese day” once a week. He explained that given the fact that Balinese culture lies at the heart of Balinese tourism, it is important to preserve the Balinese language

as one of the pillars of the culture. “Japan, Korea or China are abel to preserve their scripts, so why shouldn’t we be able to. It is very important to have regulations that oblige the use of Balinese I everyday life. Regional regulations carry sanctions for violations that can be used cohesively”, he explained. Beratha added that some regions such as Denpasar and Badung have already started implementing “speaking Balinese day”. However he added that this needs to be evaluated to see if it is effective and sustainable. The use of Balinese script for office name plates and for street signs is already stipulated in the Gubernatorial Circular and the Culture Agency has a writing manual. “The circular needs to be upgraded to a regional regulation so that it can be more widely applied. When I was still the Head of Public Welfare Bureau, we were successful at the airport. At the arrival terminal, there is Om Swastyastu written in Balinese scripts. At that time, we sent a letter to the airport management asking to have them put it up”, he explained. Chairman of Commission IV of the Bali House of Representatives, Nyoman Parta, said the revised regulation will govern the involvement of private parties and their participating in preserving and developing Balinese language, script and literature. This includes company offices, hotels and other business premises and activities that take place on the Island of the Gods. It will also regulate the use of Balinese spoken language and script on cultural products used by formal and private institutions.
“For example, our building (Bali House of Representatives) does not use Balinese script nor do our street signs. In additino to Latin scpt there must also be Balinese script. This will become mandatory through the rgional regulation”, he said. The education sector in particular, continued Parta, will also be regulated with regards to improvement to the quality and quantity of Balinese language learning at all levels. This will include the Balinese language curriculum, procurement of Balinese language books, Balinese language teachers, the development of Balinese language teaching technique and other such efforts and others. Balinese language instructors who are at the forefront of passing on these skills will also be backed by the new regulation. “After just a year and a half of working on language preservation, there has been good progress. Firstly more than 8,000 palm-leaf manuscripts with various content were found and secondly, it was found that there are Balinese folktales in nearly every village on the island”, explained this PDI-P politician. Parta added that Regional Regulation No.3/1992 actually already address the matter of the Language Institute and Traditional Scripts. Unfortunately, this institution is not operating. With the revision to the regional regulations, the Language Institute and Traditional Scripts is expected to operate as a development and research institution for the preservation of Balinese language, script, and literature. been trouble locals and foreigners. After arresting dozens of muggers and pickpockets, on Monday (Jan 22), gang leaders Komang Devayana Gede Arya were arrested after trying to resist arrest and escape which led to one of them being shot in the foot.. The suspect Arya has been arrested for mugging and was released from his sentence last November. This gang of thugs has mugged at least 13 people for a total of some hundreds of millions of rupiahs. Global cancer survival rates improve, but wide gaps remain

OBESE people who get surgery to lose weight are slightly more likely to attempt suicide than their counterparts who try other approaches to shed excess pounds, a Swedish study suggests. The findings reinforce a need for thorough presurgery mental health assessments of bariatric patients, as well as for providing them with information about the risk of self-harm associated with the procedure and long term follow-up, the study team writes in The Lancet Diabetes & Endocrinology. The researchers examined data from two patient registries of obese individuals who either got bariatric surgery or tried other types of treatment or intensive lifestyle changes to lose weight. In one registry, surgical patients were roughly three times more likely to commit suicide or try to harm themselves than people who used other weight loss approaches, while the risk was 78 percent higher with surgery in the other registry. The absolute risk of suicide was less than 1 percent for both surgical and non-surgical patients in both registries. And the risk of non-fatal self-harm was also low, ranging from less than 1 percent to almost 4 percent. “We believe that the benefits of bariatric surgery, including lower mortality, outweigh our finding of an increased risk of suicide and self-harm,” lead study author Martin Neovius, a researcher at the Karolinska Institute in Stockholm said by email. Globally, 1.9 billion adults are overweight or obese, according to the World Health Organization. Obesity increases the risk of heart disease, diabetes, joint disorders and certain cancers. Previous research has found obese people often struggle to shed excess pounds or keep weight off when they do lose it. Lifestyle changes such as following a healthy diet and getting regular exercise can
often help in the short-term but fail to produce lasting results, particularly among people who have more than 100 pounds to lose before reaching a healthy weight. In the current study, one registry included 2,101 obese patients who underwent bariatric surgery and a control group of 2,037 obese people who received only usual care, such as education on healthy eating and exercise habits. In this registry, half of the patients were followed for at least 18 years. During follow-up, 87 people who had surgery died by suicide or tried to harm themselves, compared with 49 individuals who didn’t get bariatric procedures. A second registry in the study included 20,256 obese patients who had bariatric surgery and a control group of 16,162 people who were treated with intensive lifestyle modifications. The second registry followed half of the patients for almost four years or more. During follow-up, 341 people who had surgery and 84 people who didn’t died by suicide or tried to harm themselves. Patients were more likely to kill or harm themselves if they misused drugs or alcohol, researchers found. But in the first registry, surgery patients were also more likely to have a history of self-harm than people who didn’t receive surgery. The study wasn’t a controlled experiment designed to prove whether or how bariatric surgery might directly impact the odds that patients attempt suicide or try to harm themselves. Another limitation of the study is that none of the patients in the registries had a newer and increasingly more common type of bariatric surgery known as a sleeve gastrectomy, which is less invasive, the authors note. This makes it possible that the results might not reflect what would happen with people getting surgery today. (rtr)
LONDON - Cancer patients’ survival prospects are improving, even for some of the deadliest types such as lung cancer, but there are huge disparities between countries, particularly for children, according to a study published on Wednesday. In the most up-to-date study of cancer survival trends - between 2010 and 2014 - covering countries that are home to two-thirds of the world’s people, researchers found some significant progress, but also wide variations. While brain tumour survival in children has improved in many countries, the study showed that for children diagnosed as recently as 2014, five-year survival is twice as high in Denmark and Sweden, at around 80 percent, as it is in Mexico and Brazil, at less than 40 percent. This gap was most likely due to variations in the availability and quality of cancer diagnosis and treatment services, the researchers said. “Despite improvements in awareness, services and treatments, cancer still kills more than 100,000 children every year worldwide,” said Michel Coleman, a professor at the London School of Hygiene & Tropical Medicine who co-led the research. “If we are to ensure that more children survive cancer for longer, we need reliable data on the cost and effectiveness of health services in all countries, to compare the
impact of strategies in managing childhood cancer.”

For the research, known as the CONCORD-3 study and published in The Lancet medical journal, the scientists analysed patient records from 322 cancer registries in 71 countries and territories, comparing five-year survival rates for 18 common cancers for more than 37.5 million adults and children. For most cancers over the past 15 years, survival is highest in just a few wealthy countries - the United States, Canada, Australia, New Zealand, Finland, Norway, Iceland and Sweden. For women diagnosed with breast cancer in Australia and the United States between 2010 and 2014 for example, five-year survival is 90 percent. That compares to 66 percent for women diagnosed in India. Within Europe, five-year breast cancer survival increased to at least 85 percent in 16 countries including Britain, compared with 71 percent in Eastern Europe. The researchers noted that in some parts of the world, estimation of survival is limited by incomplete data and by legal or administrative obstacles to updating the cancer records with a patient’s date of death. In Africa, they said, as many as 40 percent of patient records did not have full follow-up data, so survival trends could not be systematically assessed. (rtr)

MANGUPURA - The spread of Acquired Immune Deficiency Syndrome (AIDS) in Badung district is quite astonishing. In addition to reaching 2,903 cases, the disease caused by the virus of Human Immunodeficiency Virus (HIV) dominantly happens to productive age namely 20-49 years totally amounting to 90.5 percent. In his first State of the Union speech to the U.S. Congress, Trump’s tough rhetoric underscored persistent tensions despite recent talks between North and South Korea that led to Pyongyang’s agreement to participate in next month’s Winter Olympic games hosted by the South. “North Korea’s reckless pursuit of nuclear missiles could very soon threaten our homeland,” Trump said. “We are waging a campaign of maximum pressure to prevent that from ever happening.” “We need only look at the depraved character of the North Korean regime to understand the nature of the nuclear threat it could pose to America and to our allies,” he said. Trump offered no new prescription or specifics on how he intended to rein in North Korea. Hours before the speech, news broke that Victor Cha, who had expressed concerns about the possibility of a limited U.S. “bloody nose” strike on North Korea, was not longer being considered as the next U.S. ambassador to South Korea.

AMLAPURA — Bad weather in the form of heavy rain accompanied with strong wind is still happening in Karangasem. The strong winds often trigger high waves disrupting the crossing activities. As happened to traditional port of Padangbai, dozens of ships cross under normal circumstances. However, within the past week there is only one ship crossing. This was delivered by Chief of Karangasem Water Police, I Made Wartama, after making marine patrol in the waters of Padangbai to Seraya on Tuesday (Jan. 30). In the morning, the waves are quite calm. However, the waves are getting higher by midday to afternoon. This situation occurred in recent weeks. As a result, many small boats commonly serving the Padangbai-Gili Trawangan crossing decided not to operate. “On the contrary, the crossing route of Padangbai-Lembar can only be served by quite many large ships. If from traditional port, there is only one fast boat in operation,” he said.
One of the fast boats is the Eka Jaya. Every day, there are usually about 15 boats operating in the Padangbai traditional port. Their capacity varies. There is a boat with the capacity of 35 passengers such as Gili Cat II, while others have the capacity of 60 passengers, 175 people and the highest capacity is owned by Eka Jaya 23 with 230 passengers. The capacity of Eka Jaya 23 boat exceeds the capacity of Nusa Jaya Abadi roro ship serving the route of Padangbai-Nusa Penida. These boats serve inter-island crossings within the province, such as to Nusa Penida (Klungkung) and inter-provinces to Gili Trawangan, Lombok. Riding fast boat becomes an option of island crossing because it is considered more practical and fast to arrive at the destination. However, with these situations, small boats are at risk in inter-island crossing. “Smaller boats have not dared to cross,” he said. Despite the bad weather in the
middle of the sea, Karangasem Water Police chose to keep doing regular patrols. Marine patrols are conducted to anticipate security disturbances in the waters of Karangasem. Hawaii civil defense employee mistook drill for actual missile attack The message, issued amid heightened tension over North Korea’s nuclear weapons program, stated: “EMERGENCY ALERT BALLISTIC MISSILE THREAT INBOUND TO HAWAII. SEEK IMMEDIATE SHELTER. THIS IS NOT A DRILL.” It went uncorrected for 38 minutes and triggered hysteria and confusion across the Pacific island state. Oliveira said the employee who activated the false alarm was a 10-year veteran of HEMA with a history of job performance issues, including twice confusing drills with real emergencies. He acknowledged the employee, who had been “counseled and corrected” for past issues, had remained assigned to the warning system team despite misgivings by co-workers over the years. During December’s failure, according to the employee’s written account, he misunderstood a simulated missile notice recorded by a supervisor and played over a speaker phone to mimic an actual call from the U.S. military’s Pacific Command.
Following procedures he thought were correct, he activated the state’s missile launch alert from a “drop-down” computer menu and, believing an attack was imminent, clicked “yes” when a system software prompt asked, “Are you sure that you want to send this Alert?” The simulated missile warning played over the phone included the words: “This is not a drill,” and the repeated phrase, “Exercise, exercise, exercise.” Five others in the center said they heard the “exercise” phrase, which came at the start and end of the message, Oliveira said. The system officer at the terminal said he only heard “This is not a drill.” Moments later, realizing he had done the wrong thing, he “became confused, he froze, and other employees had to take over his responsibilities,” Oliveira said. The Federal Communications Commission (FCC), which oversees all U.S. wireless alert systems, issued its own report on Tuesday, concluding the false alarm stemmed from human errors, confused wording in the drill and lack of adequate supervision. HONG KONG - Hong Kong’s private home prices surged to a fresh peak for the 14th straight month in December, bringing the increase for 2017 to 16.7 percent and likely adding to concerns about housing affordability in the city. A government monthly index shows home prices rose 1.41 percent in December compared to November, extending a marathon trend of price increase that began in April 2016. The provisional annual index
rose 16.7 percent, while the December figure rose 14.8 percent year-on-year. Rents also shattered records for the 10th month, edging up 0.27 percent and rising 7.89 percent year-on-year. The 2017 figure increased 8.56 percent when compared to 2016. Analysts expect the financial hub’s property prices to lift a further 5 to 20 percent in 2018 partly due to high liquidity and a severe supply-demand imbalance. The Asian financial hub has

A portion is used to make fine base genep (complete spice) and another portion to make raw spice. The other spices namely onion and chili are sliced ??thin without frying. Next, prepare a basin and put the base genep into it along with coconut milk and boiled blood. After that, mix them well. Put sliced red onion and chili and add the thinly sliced ??brown sugar. Put the boiled star fruit leaf and then mix together well. Add lime leaves having been sliced ??thinly and salt (to taste). Kemenuh Butterfly Park also serves as a conservation area and as local tour guide Gusdek explained this butterfly is considered a rare sight as they only live for 5 days. There entire like cycle from caterpillar to cocoon to butterfly takes about 2 months. The Kemenuh Butterfly Park consists of a main butterfly garden, an artificial waterfall decorated with a butterfly statue and artificial bridges, as well as a larvae breeding area and butterfly house. The larvae breeding area serves as a shelter for the larvae before they become caterpillars as is only planted with erythrina trees and protected by a giant net. The larvae or worms hang out in the erythrina trees eating their leaves and will continue to do so until they become caterpillars and take refuge in their cocoons. The cocoons are then moved to the
cocoon house to protect them from the rain. “Many cocoons perish during the rainy season, so we made this house to protect them”, said Gusdek. The butterflies also seek refuge in the cocoon house. Most of the visitors to the Kemnenuh Butterfly Park are foregin tourists. When Bali Post visited this tourist attraction, there were visibly more foreingers with only about 5- 10 percent local tourirts. Gusdek added that most visitors are from Europe while Chinese tourists tend to come in groups. Hundreds of butterflies fill the park as as one enters the garden butterflies can be seen fluttering to and fro amongst the flowers. “This is like a giant butterfly house”, said an Arab tourist. After passing through the main garden, visitors arrive at the artificial waterfall. From there a coral path then leads to the breeding area and then the cocoon breeding area where the trees are filled with larvae and coccoon. The area is not too vaste so it is easy to see all the groungs. Upon leaving the area, two large butterflies were seen perched on the edge of their former coocoon indicating that they had just hatched. (kmb)

BARCELONA - Catalonia postponed the election of a new regional president on Tuesday until further notice after Spain’s highest court said the sole nominee, separatist leader Carles Puigdemont, was ineligible while he remains a fugitive from justice in Belgium.
The industrial northeastern region’s drive for a split from Spain has led it to clash with the central government in Madrid and the judiciary, which say a declaration of independence is against the country’s 39-year-old constitution. Puigdemont, speaking in a recorded message from Belgium posted on social networks late on Tuesday, said he was disappointed at the postponed vote and said he was the only possible candidate for regional president. “No other candidate is possible,” he said. Earlier, hundreds of pro-independence protesters broke through a police cordon and climbed over a fence to reach the grounds of the regional parliament in Barcelona chanting “Puigdemont, our president” and “Where are the politicians we voted for?”, many wearing Puigdemont masks. A referendum on secession last October was ruled illegal by the Constitutional Court. Spanish Prime Minister Mariano Rajoy fired the region’s administration when it declared independence, and five cabinet members including Puigdemont fled to Belgium.

In his interview with broadcaster Televisa, Sales said no memorandum of understanding had been signed with the United States, adding that talks to allow U.S. federal marshals in Mexico stretch back years. “They would only be on commercial (U.S.) flights, on (U.S.) airlines, not on Mexican airlines,” he said. “But it’s still not finalized... we’re still in talks.” Mexico has been trying to prove itself a good ally to the United States in the hopes this will help its efforts to renegotiate the North American Free Trade Agreement (NAFTA) in terms that are as favorable as possible. Quizzed by ruling party lawmakers on Tuesday, Foreign Minister Luis Videgaray denied the air marshals were critical to the fraught trade talks. “I can assure you that we’re not going to negotiate NAFTA in exchange for the air marshals,” he said. Videgaray will visit Washington on Wednesday and is scheduled to meet with White House Chief of Staff John Kelly and Jared Kushner,
a senior presidential adviser, the foreign ministry said in a statement late Tuesday. The meetings will focus on immigration, security and trade issues, the statement added. Reuters reported on Monday that the hardest part of the air marshals negotiations would center on allowing U.S. officials to carry arms, given that the use of weapons by foreigners in Mexico is sensitive and tightly regulated. An official document seen by Reuters that mentioned the plan to possibly deploy air marshals said the two countries also seek to negotiate a maritime drug seizures treaty as well as deepen efforts to eradicate opium and marijuana plantations. Sales said he understood that the U.S. federal air marshals would carry stun guns, not lethal weapons, and said they would be undercover, but did not give any further details. It was still not clear if the air marshals would fly on just U.S.bound flights, Mexico-bound flights, or both. The U.S. Department of Homeland Security (DHS) places sharpshooters on certain domestic and international commercial flights to and from the United States to prevent militant attacks. The foreign ministry has pushed hard to defend NAFTA ahead of a July 2018 election in which the ruling Institutional Revolutionary Party (PRI) is currently polling third. Indonesia’s fintech lending boom exploits shortfall in bank loans
JAKARTA - Fintech firms, offering loans of as little as a few hundred dollars, are seeing a spike in lending in Indonesia where tens of millions of people have little or no access to bank credit - helping alleviate a financing shortfall estimated at more than $73 billion. The emergence of these peer-to-peer (P2P) lending platforms has so far been welcomed by Indonesia’s financial regulators which see them as offering a much needed service to cash-strapped businesses and consumers at a time when Southeast Asia’s biggest economy has been hobbled by sluggish bank lending. Wimboh Santoso, head of Indonesia’s financial regulator (OJK), said while the trend was still a drop in the ocean of overall lending, more than 250,000 people had taken out loans through fintech. Around 30 P2P firms had extended 2.6 trillion rupiah ($193.8 million) in lending as of January 2018, compared with just 247 billion rupiah of lending in December 2016. Another 36 more firms were waiting to be approved, he added. P2P lending has helped small businesses access capital. “It is so flexible. I don’t need collateral and I can submit my documents anytime of the day. There’s no bank like that,” said Siyono, a 51-year-old business owner in Jakarta, who stumbled on a P2P platform while browsing on his smartphone and took out a loan at around 16 percent annual interest. Bank loan penetration in Indonesia, where only one in three adults have bank accounts, was around 34 percent of GDP in 2015, among the lowest of Asia Pacific countries. Loan growth has also fallen below 10 percent since the start of 2016, compared with more than 20 percent during the commodity boom years before that. While P2P platforms will help Indonesia progress toward a digital economy, some analysts warn that a more accurate credit assessment process must be developed. “Prudential principles that have been implemented by banks, have to be implemented by these firms too. They may have to be even more prudent, since the credit histories of their borrowers are unknown,” said Damhuri Nasution, an analyst with Danareksa Research Institute in Jakarta.

Court rulings have hampered Puigdemont’s efforts to return to power since pro-independence parties won a slim majority in a December regional election. The Constitutional Court said on Saturday the former journalist could not be elected unless he was physically present in the parliament, with a judge’s permission to attend. These conditions make it hard for Puigdemont to stand, as he is likely to be arrested and tried on charges including sedition and rebellion if he returns to Spain. They carry a potential prison sentence of decades. Police on Tuesday searched border crossings and the entrance to the parliament itself to ensure the former leader did not return to Barcelona, the Catalan capital. He has said he can lead Catalonia from abroad, and on Monday ruled out seeking a judge’s permission to attend the parliament in person. Pro-independence parties would not nominate an alternative candidate, the regional parliament speaker said on Tuesday. Soaring smarthphone ownership, with more than 100 million smartphones sold in the country of around 250 million people, has fuelled the growth of P2P. Financing demand had been “beyond expectation”, said Reynold Wijaya, co-founder and chief executive of Sequoia Capitalbacked ModalKu, which has distributed more than 540 billion rupiah in financing to SMEs in Indonesia within two years of operation. ModalKu accepts less than a fifth of loan applicants to curb the risk of fraud or default. “The biggest reason for default in Indonesia is actually not credit risks, but mostly fraud,” said Wijaya. OJK also wants P2P operators to expand financing to Indonesia’s 40 million farmers. “Agriculture is still also a segment that is underserved and a lot of them have to rely on ‘tengkulak’, and we’d like
to change that,” said Benedicto Haryono, chief executive of KoinWorks, referring to middlemen who buy farmers’ produce and give out short-term loans, often at high interest rates. Koinworks, which aims to lift financing six- to seven-fold this year, is launching pilot agriculture loans this year, and Haryono said this could give farmers a credit history and make them more bankable. Such platforms can also tap overseas funding. KoinWorks, where the minimum amount users can lend is 100,000 rupiah ($7.50), obtains funding from countries such as Germany, Singapore and Australia. Nurhaida, deputy chairman of OJK, told reporters the regulator is working on a roadmap to “regulate and facilitate fintech development”. LONDON - The United States needs to resist protectionist trade measures that could “ruin the world” and destroy progress made in reducing global poverty, Indonesia’s finance minister said on Monday. Sri Mulyani Indrawati told Reuters she remained optimistic recent U.S. tariffs affecting other major Asian economies would not turn into a tit-for-tat trade war as open trade had been the big driver in reducing poverty over the last 30 years. “That is why you don’t want to ruin the world,” Indrawati said about U.S. protectionism. “It could be one or two practices you want to correct, but don’t destroy the achievement that is already remarkable - and that is good for the United States and good for the world.” She also commented on the dollar’s decline. The world’s dominant currency is its biggest slide since 2010-2011 and its fall accelerated last week when U.S. Treasury Secretary
Steve Mnuchin said the weakness had its advantages. “The U.S. dollar, should be reflecting the fundamentals of their economy. It’s not going to be a tool to boosting of their competitiveness,” Indrawati said. Referring back to the issue of trade protectionism she added: “We are hoping, as President Trump said, that ‘America First’ does not mean America alone.” About 16 percent of Indonesia’s trade is directly with the United States, though it also has an indirect exposure through other trading partners like nearby Singapore and Japan. Indrawati was in London to help launch the second “komodo” bond, a rupiah denominated bond sold in international debt markets rather than in Jakarta and named after the large, aggressive lizard found only in Indonesia. This one was from state-owned infrastructure and procurement firm, Wijaya Karya, which raised 5.4 trillion
rupiah ($404.13 million) as part of the government’s plans to get its firms to broaden their sources of financing. Two more state owned enterprises are expected to follow but Jakarta is also a drive to make them more profitable and ensure they do not overstretch themselves by taking on too many large projects, which also crowds out private firms. The minister said the government was bringing in new rules which will prevent state owned enterprises or their subsidiaries bidding on any infrastructure project contract worth under $40 million. She added that Indonesia was working towards a U.S. dollar-denominated “Green”, sukuk bond. “I think it is very good feedback from bond investors and when the time is right we will bring the issue with the right size as well as the right structure.” Asked whether it was imminent, she replied. “We’ll see, we’ll see.” (rtr)

Both fruit gebogan offerings of the management board and merchant group of Alas Kedaton contain local fruits such as red guava, tomatoes, corn, carrots, bananas, rambutan, papaya, mango and beans. Before the parade, it was commenced with thanksgiving ritual in the middle courtyard of Alas Kedaton Temple. After that, it was resumed with praying together, and presented fruit gebogan before God Almighty. After the prayers, it was continued with parading the gebogan in the middle courtyard of Kahyangan Kedaton Temple and in the outermost
courtyard. Ultimately, the gebogan was placed in the outermost courtyard. A flock of monkeys then approached and picked up the fruits presented by the people of Kukuh. People coming with their children took the fruit and distributed it to the flock of monkeys. The fruits were directly invaded by monkeys. They looked tame. After getting the fruits, the monkeys jumped into the tree, while another flock came forward to pick up the fruits. The beautiful moments when people were besieged by monkeys became the target of camera of photographers, including tourists. They were happy to capture the moment of tame monkeys at Alas Kedaton. SEOUL - South Korea will begin a joint training programme at the Masikryong ski resort in North Korea on Wednesday as had been initially planned, the South’s Ministry of Unification said, with a 45-person delegation engaging in a two-day trip. The South Korean delegation, which includes roughly 30 athletes, flew in a chartered Asiana Airlines plane at 0140 GMT on Wednesday from Yangyang International Airport in northeastern South Korea to Kalma Airport in Wonsan, the ministry said. The charter had been set up in order not to conflict with existing sanctions imposed against North Korea by the United States, spokesman Baik Tae-hyun told a regular briefing. Baik said he could not say how Asiana was selected for the charter flight. According to U.S. unilateral
sanctions against North Korea, no ship or aircraft can visit the United States within 180 days of going to North Korea. “Negotiations were made (with the United States) to avoid conflict with sanctions for this time only,” said Baik, adding Washington had given its consent for the flight on Wednesday. The South Korean delegation will be joined on their return trip by North Koreans who will visit the South to prepare for the Pyeongchang Olympics that begin on Feb. 9. North and South Korea launched rare talks early in January to bring North Koreans to the Winter Olympics after the North’s leader, Kim Jong Un, said in a New Year’s address he was willing to open discussions with Seoul. The two Koreas have since agreed on several things, including cultural performances by North
Korea in the South and a unified women’s ice hockey team for the Olympics. They were also scheduled to hold a joint cultural performance in North Korea’s Mount Kumgang resort but Pyongyang decided to call it off late on Monday, blaming South Korean media for encouraging “insulting” public sentiment about the North. His main obstacle to settling in was getting to grips with the Spanish language, which he has since mastered. “Anywhere you go that’s the hardest thing to pick up because if you can’t communicate with anyone it can be a bit difficult but once I learned that everything came smooth,” he said. Just as Moore was settling down at third-tier Huracan Valencia the club were kicked out of the league for financial irregularities, leaving him stranded. He escaped to Real Oviedo’s reserve side, returning to Valencia six months later to sign for Levante.

S.Korea sends athletes for joint training at N.Korean ski resort
SEOUL - South Korea will begin a joint training programme at the Masikryong ski resort in North Korea on Wednesday as had been initially planned, the South’s Ministry of Unification said, with a 45-person delegation engaging in a two-day trip. The South Korean delegation, which includes roughly 30 athletes, flew in a chartered Asiana Airlines plane at 0140 GMT on Wednesday from Yangyang International Airport in northeastern South Korea to Kalma Airport in Wonsan, the ministry said. The charter had been set up in order not to conflict with existing sanctions imposed against North Korea by the United States, spokesman Baik Tae-hyun told a regular briefing. Baik said he could not say how Asiana was selected for the charter flight. According to U.S. unilateral
sanctions against North Korea, no ship or aircraft can visit the United States within 180 days of going to North Korea. “Negotiations were made (with the United States) to avoid conflict with sanctions for this time only,” said Baik, adding Washington had given its consent for the flight on Wednesday. The South Korean delegation will be joined on their return trip by North Koreans who will visit the South to prepare for the Pyeongchang Olympics that begin on Feb. 9. North and South Korea launched rare talks early in January to bring North Koreans to the Winter Olympics after the North’s leader, Kim Jong Un, said in a New Year’s address he was willing to open discussions with Seoul. The two Koreas have since agreed on several things, including cultural performances by North

Catalonia postpones vote for new president in stand-off with Madrid
BARCELONA - Catalonia postponed the election of a new regional president on Tuesday until further notice after Spain’s highest court said the sole nominee, separatist leader Carles Puigdemont, was ineligible while he remains a fugitive from justice in Belgium.
The industrial northeastern region’s drive for a split from Spain has led it to clash with the central government in Madrid and the judiciary, which say a declaration of independence is against the country’s 39-year-old constitution. Puigdemont, speaking in a recorded message from Belgium posted on social networks late on Tuesday, said he was disappointed at the postponed vote and said he was the only possible candidate for regional president. “No other candidate is possible,” he said. Earlier, hundreds of pro-independence protesters broke through a police cordon and climbed over a fence to reach the grounds of the regional parliament in Barcelona chanting “Puigdemont, our president” and “Where are the politicians we voted for?”, many wearing Puigdemont masks. A referendum on secession last October was ruled illegal by the Constitutional Court. Spanish Prime Minister Mariano Rajoy fired the region’s administration when it declared independence, and five cabinet members including Puigdemont fled to Belgium.
The crisis has shaken the confidence of companies in Catalonia, causing thousands to move their registered headquarters elsewhere in Spain, and has deeply divided Catalan society.

Mexico may allow U.S. air marshals to use stun guns on flights MEXICO CITY - Mexico is in talks with the United States on whether to allow U.S. federal air marshals to travel with Taser stun guns on cross-border flights with U.S. airlines, National Security Commissioner Renato Sales said in a TV interview on Tuesday. Sales’ comments come the day after Reuters exclusively revealed that Mexico and the United States were looking into an agreement that could allow armed U.S. federal air marshals to be deployed on commercial cross-border flights. In his interview with broadcaster Televisa, Sales said no memorandum of understanding had been signed with the United States, adding that talks to allow U.S. federal marshals in Mexico stretch back years. “They would only be on commercial (U.S.) flights, on (U.S.) airlines, not on Mexican airlines,” he said. “But it’s still not finalized... we’re still in talks.” Mexico has been trying to prove itself a good ally to the United States in the hopes this will help its efforts to renegotiate the North American Free Trade Agreement (NAFTA) in terms that are as favorable as possible. Quizzed by ruling party lawmakers on Tuesday, Foreign Minister Luis Videgaray denied the air marshals were critical to the fraught trade talks. “I can assure you that we’re not going to negotiate NAFTA in exchange for the air marshals,” he said. Videgaray will visit Washington on Wednesday and is scheduled to meet with White House Chief of Staff John Kelly and Jared Kushner,
a senior presidential adviser, the foreign ministry said in a statement late Tuesday. The meetings will focus on immigration, security and trade issues, the statement added. Reuters reported on Monday that the hardest part of the air marshals negotiations would center on allowing U.S. officials to carry arms, given that the use of weapons by foreigners in Mexico is sensitive and tightly regulated. An official document seen by Reuters that mentioned the plan to possibly deploy air marshals said the two countries also seek to negotiate a maritime drug seizures treaty as well as deepen efforts to eradicate opium and marijuana plantations. Sales said he understood that the U.S. federal air marshals would carry stun guns, not lethal weapons, and said they would be undercover, but did not give any further details. It was still not clear if the air marshals would fly on just U.S.bound flights, Mexico-bound flights, or both. The U.S. Department of Homeland Security (DHS) places sharpshooters on certain domestic and international commercial flights to and from the United States to prevent militant attacks. The foreign ministry has pushed hard to defend NAFTA ahead of a July 2018 election in which the ruling Institutional Revolutionary Party (PRI) is currently polling third. Indonesia’s fintech lending boom exploits shortfall in bank loans
JAKARTA - Fintech firms, offering loans of as little as a few hundred dollars, are seeing a spike in lending in Indonesia where tens of millions of people have little or no access to bank credit - helping alleviate a financing shortfall estimated at more than $73 billion. The emergence of these peer-to-peer (P2P) lending platforms has so far been welcomed by Indonesia’s financial regulators which see them as offering a much needed service to cash-strapped businesses and consumers at a time when Southeast Asia’s biggest economy has been hobbled by sluggish bank lending. Wimboh Santoso, head of Indonesia’s financial regulator (OJK), said while the trend was still a drop in the ocean of overall lending, more than 250,000 people had taken out loans through fintech. Around 30 P2P firms had extended 2.6 trillion rupiah ($193.8 million) in lending as of January 2018, compared with just 247 billion rupiah of lending in December 2016. Another 36 more firms were waiting to be approved, he added. P2P lending has helped small businesses access capital. “It is so flexible. I don’t need collateral and I can submit my documents anytime of the day. There’s no bank like that,” said Siyono, a 51-year-old business owner in Jakarta, who stumbled on a P2P platform while browsing on his smartphone and took out a loan at around 16 percent annual interest. Bank loan penetration in Indonesia, where only one in three adults have bank accounts, was around 34 percent of GDP in 2015, among the lowest of Asia Pacific countries. Loan growth has also fallen below 10 percent since the start of 2016, compared with more than 20 percent during the commodity boom years before that. While P2P platforms will help Indonesia progress toward a digital economy, some analysts warn that a more accurate credit assessment process must be developed. “Prudential principles that have been implemented by banks, have to be implemented by these firms too. They may have to be even more prudent, since the credit histories of their borrowers are unknown,” said Damhuri Nasution, an analyst with Danareksa Research Institute in Jakarta.

Court rulings have hampered Puigdemont’s efforts to return to power since pro-independence parties won a slim majority in a December regional election. The Constitutional Court said on Saturday the former journalist could not be elected unless he was physically present in the parliament, with a judge’s permission to attend. These conditions make it hard for Puigdemont to stand, as he is likely to be arrested and tried on charges including sedition and rebellion if he returns to Spain. They carry a potential prison sentence of decades. Police on Tuesday searched border crossings and the entrance to the parliament itself to ensure the former leader did not return to Barcelona, the Catalan capital. He has said he can lead Catalonia from abroad, and on Monday ruled out seeking a judge’s permission to attend the parliament in person. Pro-independence parties would not nominate an alternative candidate, the regional parliament speaker said on Tuesday. Soaring smarthphone ownership, with more than 100 million smartphones sold in the country of around 250 million people, has fuelled the growth of P2P. Financing demand had been “beyond expectation”, said Reynold Wijaya, co-founder and chief executive of Sequoia Capitalbacked ModalKu, which has distributed more than 540 billion rupiah in financing to SMEs in Indonesia within two years of operation. ModalKu accepts less than a fifth of loan applicants to curb the risk of fraud or default. “The biggest reason for default in Indonesia is actually not credit risks, but mostly fraud,” said Wijaya. OJK also wants P2P operators to expand financing to Indonesia’s 40 million farmers. “Agriculture is still also a segment that is underserved and a lot of them have to rely on ‘tengkulak’, and we’d like
to change that,” said Benedicto Haryono, chief executive of KoinWorks, referring to middlemen who buy farmers’ produce and give out short-term loans, often at high interest rates. Koinworks, which aims to lift financing six- to seven-fold this year, is launching pilot agriculture loans this year, and Haryono said this could give farmers a credit history and make them more bankable. Such platforms can also tap overseas funding. KoinWorks, where the minimum amount users can lend is 100,000 rupiah ($7.50), obtains funding from countries such as Germany, Singapore and Australia. Nurhaida, deputy chairman of OJK, told reporters the regulator is working on a roadmap to “regulate and facilitate fintech development”. LONDON - The United States needs to resist protectionist trade measures that could “ruin the world” and destroy progress made in reducing global poverty, Indonesia’s finance minister said on Monday. Sri Mulyani Indrawati told Reuters she remained optimistic recent U.S. tariffs affecting other major Asian economies would not turn into a tit-for-tat trade war as open trade had been the big driver in reducing poverty over the last 30 years. “That is why you don’t want to ruin the world,” Indrawati said about U.S. protectionism. “It could be one or two practices you want to correct, but don’t destroy the achievement that is already remarkable - and that is good for the United States and good for the world.” She also commented on the dollar’s decline. The world’s dominant currency is its biggest slide since 2010-2011 and its fall accelerated last week when U.S. Treasury Secretary
Steve Mnuchin said the weakness had its advantages. “The U.S. dollar, should be reflecting the fundamentals of their economy. It’s not going to be a tool to boosting of their competitiveness,” Indrawati said. Referring back to the issue of trade protectionism she added: “We are hoping, as President Trump said, that ‘America First’ does not mean America alone.” About 16 percent of Indonesia’s trade is directly with the United States, though it also has an indirect exposure through other trading partners like nearby Singapore and Japan. Indrawati was in London to help launch the second “komodo” bond, a rupiah denominated bond sold in international debt markets rather than in Jakarta and named after the large, aggressive lizard found only in Indonesia. This one was from state-owned infrastructure and procurement firm, Wijaya Karya, which raised 5.4 trillion
rupiah ($404.13 million) as part of the government’s plans to get its firms to broaden their sources of financing. Two more state owned enterprises are expected to follow but Jakarta is also a drive to make them more profitable and ensure they do not overstretch themselves by taking on too many large projects, which also crowds out private firms. The minister said the government was bringing in new rules which will prevent state owned enterprises or their subsidiaries bidding on any infrastructure project contract worth under $40 million. She added that Indonesia was working towards a U.S. dollar-denominated “Green”, sukuk bond. “I think it is very good feedback from bond investors and when the time is right we will bring the issue with the right size as well as the right structure.” Asked whether it was imminent, she replied. “We’ll see, we’ll see.” (rtr)

HONG KONG - Hong Kong’s private home prices surged to a fresh peak for the 14th straight month in December, bringing the increase for 2017 to 16.7 percent and likely adding to concerns about housing affordability in the city. A government monthly index shows home prices rose 1.41 percent in December compared to November, extending a marathon trend of price increase that began in April 2016. The provisional annual index
rose 16.7 percent, while the December figure rose 14.8 percent year-on-year. Rents also shattered records for the 10th month, edging up 0.27 percent and rising 7.89 percent year-on-year. cocoon house to protect them from the rain. “Many cocoons perish during the rainy season, so we made this house to protect them”, said Gusdek. The butterflies also seek refuge in the cocoon house. Most of the visitors to the Kemnenuh Butterfly Park are foregin tourists. When Bali Post visited this tourist attraction, there were visibly more foreingers with only about 5- 10 percent local tourirts. Gusdek added that most visitors are from Europe while Chinese tourists tend to come in groups. Hundreds of butterflies fill the park as as one enters the garden butterflies can be seen fluttering to and fro amongst the flowers. “This is like a giant butterfly house”, said an Arab tourist. After passing through the main garden, visitors arrive at the artificial waterfall. From there a coral path then leads to the breeding area and then the cocoon breeding area where the trees are filled with larvae and coccoon. The area is not too vaste so it is easy to see all the groungs. Upon leaving the area, two large butterflies were seen perched on the edge of their former coocoon indicating that they had just hatched. (kmb)

In his first State of the Union speech to the U.S. Congress, Trump’s tough rhetoric underscored persistent tensions despite recent talks between North and South Korea that led to Pyongyang’s agreement to participate in next month’s Winter Olympic games hosted by the South. “North Korea’s reckless pursuit of nuclear missiles could very soon threaten our homeland,” Trump said. “We are waging a campaign of maximum pressure to prevent that from ever happening.” “We need only look at the depraved character of the North Korean regime to understand the nature of the nuclear threat it could pose to America and to our allies,” he said. Trump offered no new prescription or specifics on how he intended to rein in North Korea. Hours before the speech, news broke that Victor Cha, who had expressed concerns about the possibility of a limited U.S. “bloody nose” strike on North Korea, was not longer being considered as the next U.S. ambassador to South Korea.

AMLAPURA — Bad weather in the form of heavy rain accompanied with strong wind is still happening in Karangasem. The strong winds often trigger high waves disrupting the crossing activities. As happened to traditional port of Padangbai, dozens of ships cross under normal circumstances. However, within the past week there is only one ship crossing. This was delivered by Chief of Karangasem Water Police, I Made Wartama, after making marine patrol in the waters of Padangbai to Seraya on Tuesday (Jan. 30). In the morning, the waves are quite calm. However, the waves are getting higher by midday to afternoon. This situation occurred in recent weeks. As a result, many small boats commonly serving the Padangbai-Gili Trawangan crossing decided not to operate. “On the contrary, the crossing route of Padangbai-Lembar can only be served by quite many large ships. If from traditional port, there is only one fast boat in operation,” he said.
One of the fast boats is the Eka Jaya. Every day, there are usually about 15 boats operating in the Padangbai traditional port. Their capacity varies. There is a boat with the capacity of 35 passengers such as Gili Cat II, while others have the capacity of 60 passengers, 175 people and the highest capacity is owned by Eka Jaya 23 with 230 passengers. The capacity of Eka Jaya 23 boat exceeds the capacity of Nusa Jaya Abadi roro ship serving the route of Padangbai-Nusa Penida. These boats serve inter-island crossings within the province, such as to Nusa Penida (Klungkung) and inter-provinces to Gili Trawangan, Lombok. Riding fast boat becomes an option of island crossing because it is considered more practical and fast to arrive at the destination. However, with these situations, small boats are at risk in inter-island crossing. “Smaller boats have not dared to cross,” he said. Despite the bad weather in the
middle of the sea, Karangasem Water Police chose to keep doing regular patrols. Marine patrols are conducted to anticipate security disturbances in the waters of Karangasem. Hawaii civil defense employee mistook drill for actual missile attack The message, issued amid heightened tension over North Korea’s nuclear weapons program, stated: “EMERGENCY ALERT BALLISTIC MISSILE THREAT INBOUND TO HAWAII. SEEK IMMEDIATE SHELTER. THIS IS NOT A DRILL.” It went uncorrected for 38 minutes and triggered hysteria and confusion across the Pacific island state. Oliveira said the employee who activated the false alarm was a 10-year veteran of HEMA with a history of job performance issues, including twice confusing drills with real emergencies. He acknowledged the employee, who had been “counseled and corrected” for past issues, had remained assigned to the warning system team despite misgivings by co-workers over the years. During December’s failure, according to the employee’s written account, he misunderstood a simulated missile notice recorded by a supervisor and played over a speaker phone to mimic an actual call from the U.S. military’s Pacific Command.
Following procedures he thought were correct, he activated the state’s missile launch alert from a “drop-down” computer menu and, believing an attack was imminent, clicked “yes” when a system software prompt asked, “Are you sure that you want to send this Alert?” The simulated missile warning played over the phone included the words: “This is not a drill,” and the repeated phrase, “Exercise, exercise, exercise.” Five others in the center said they heard the “exercise” phrase, which came at the start and end of the message, Oliveira said. The system officer at the terminal said he only heard “This is not a drill.” Moments later, realizing he had done the wrong thing, he “became confused, he froze, and other employees had to take over his responsibilities,” Oliveira said. The Federal Communications Commission (FCC), which oversees all U.S. wireless alert systems, issued its own report on Tuesday, concluding the false alarm stemmed from human errors, confused wording in the drill and lack of adequate supervision. Global cancer survival rates improve, but wide gaps remain

OBESE people who get surgery to lose weight are slightly more likely to attempt suicide than their counterparts who try other approaches to shed excess pounds, a Swedish study suggests. The findings reinforce a need for thorough presurgery mental health assessments of bariatric patients, as well as for providing them with information about the risk of self-harm associated with the procedure and long term follow-up, the study team writes in The Lancet Diabetes & Endocrinology. The researchers examined data from two patient registries of obese individuals who either got bariatric surgery or tried other types of treatment or intensive lifestyle changes to lose weight. In one registry, surgical patients were roughly three times more likely to commit suicide or try to harm themselves than people who used other weight loss approaches, while the risk was 78 percent higher with surgery in the other registry. The absolute risk of suicide was less than 1 percent for both surgical and non-surgical patients in both registries. And the risk of non-fatal self-harm was also low, ranging from less than 1 percent to almost 4 percent. “We believe that the benefits of bariatric surgery, including lower mortality, outweigh our finding of an increased risk of suicide and self-harm,” lead study author Martin Neovius, a researcher at the Karolinska Institute in Stockholm said by email. Globally, 1.9 billion adults are overweight or obese, according to the World Health Organization. Obesity increases the risk of heart disease, diabetes, joint disorders and certain cancers. Previous research has found obese people often struggle to shed excess pounds or keep weight off when they do lose it. Lifestyle changes such as following a healthy diet and getting regular exercise can
often help in the short-term but fail to produce lasting results, particularly among people who have more than 100 pounds to lose before reaching a healthy weight. In the current study, one registry included 2,101 obese patients who underwent bariatric surgery and a control group of 2,037 obese people who received only usual care, such as education on healthy eating and exercise habits. In this registry, half of the patients were followed for at least 18 years. During follow-up, 87 people who had surgery died by suicide or tried to harm themselves, compared with 49 individuals who didn’t get bariatric procedures. A second registry in the study included 20,256 obese patients who had bariatric surgery and a control group of 16,162 people who were treated with intensive lifestyle modifications. The second registry followed half of the patients for almost four years or more. During follow-up, 341 people who had surgery and 84 people who didn’t died by suicide or tried to harm themselves. Patients were more likely to kill or harm themselves if they misused drugs or alcohol, researchers found. But in the first registry, surgery patients were also more likely to have a history of self-harm than people who didn’t receive surgery. The study wasn’t a controlled experiment designed to prove whether or how bariatric surgery might directly impact the odds that patients attempt suicide or try to harm themselves. Another limitation of the study is that none of the patients in the registries had a newer and increasingly more common type of bariatric surgery known as a sleeve gastrectomy, which is less invasive, the authors note. This makes it possible that the results might not reflect what would happen with people getting surgery today. (rtr)
LONDON - Cancer patients’ survival prospects are improving, even for some of the deadliest types such as lung cancer, but there are huge disparities between countries, particularly for children, according to a study published on Wednesday. In the most up-to-date study of cancer survival trends - between 2010 and 2014 - covering countries that are home to two-thirds of the world’s people, researchers found some significant progress, but also wide variations. While brain tumour survival in children has improved in many countries, the study showed that for children diagnosed as recently as 2014, five-year survival is twice as high in Denmark and Sweden, at around 80 percent, as it is in Mexico and Brazil, at less than 40 percent. This gap was most likely due to variations in the availability and quality of cancer diagnosis and treatment services, the researchers said. “Despite improvements in awareness, services and treatments, cancer still kills more than 100,000 children every year worldwide,” said Michel Coleman, a professor at the London School of Hygiene & Tropical Medicine who co-led the research. “If we are to ensure that more children survive cancer for longer, we need reliable data on the cost and effectiveness of health services in all countries, to compare the
impact of strategies in managing childhood cancer.”

For the research, known as the CONCORD-3 study and published in The Lancet medical journal, the scientists analysed patient records from 322 cancer registries in 71 countries and territories, comparing five-year survival rates for 18 common cancers for more than 37.5 million adults and children. For most cancers over the past 15 years, survival is highest in just a few wealthy countries - the United States, Canada, Australia, New Zealand, Finland, Norway, Iceland and Sweden. For women diagnosed with breast cancer in Australia and the United States between 2010 and 2014 for example, five-year survival is 90 percent. That compares to 66 percent for women diagnosed in India. Within Europe, five-year breast cancer survival increased to at least 85 percent in 16 countries including Britain, compared with 71 percent in Eastern Europe. The researchers noted that in some parts of the world, estimation of survival is limited by incomplete data and by legal or administrative obstacles to updating the cancer records with a patient’s date of death. In Africa, they said, as many as 40 percent of patient records did not have full follow-up data, so survival trends could not be systematically assessed. (rtr)

MANGUPURA - The spread of Acquired Immune Deficiency Syndrome (AIDS) in Badung district is quite astonishing. In addition to reaching 2,903 cases, the disease caused by the virus of Human Immunodeficiency Virus (HIV) dominantly happens to productive age namely 20-49 years totally amounting to 90.5 percent. In view of these conditions, local government has taken rapid measure to disseminate Voluntary Counseling and Testing (VCT) that can be accessed at all health centers, including accessing antiretroviral (ARV) treatment (ARV). Head of the Badung Health Office, Gede Putra Suteja, said that in addition to VCT in all health centers, including accessing antiretroviral treatment (ARV), the agency also provides the officers at each village. VCT service can be done at the health center of Kuta I, Kuta II, Abiansemal I, Mengwi I and South Kuta. “VCT and ARV have reached almost all health centers in Badung and Mangusada Hos-
pital,” said Putra Suteja, on Monday (Jan. 29). These efforts, said Putra Suteja, are meant to provide closer services for people living with HIV/AIDS namely by forming health center ARV satellite. Thus, ARV administration can be done at health center nearby the people living with HIV. It is the strategy to be getting to zero. As is known, a total of 2,902 cases were found in the Badung district health service cumulatively from 1987 to December 2017. They consist of 1,164 cases of AIDS and 1,738 cases of HIV. Of these figures, they are mostly of 20-49 years age group as much as 90.5 percent. “We often disseminate the dangers of HIV/AIDS cases. Besides, we have a Sustainable Comprehensive Institution with the staff on duty at 62 villages in Badung to make data collection,” he said. Earlier, Chairman of the Commission for AIDS Mitigation (KPA) of Badung district, I Ketut Suiasa, said the
virus attacking the immune system is a disease becoming the scourge of society but many people still do not understand what AIDS is. “Within the past few years, the discovery of HIV and AIDS cases has increased sharply,” he said. With the awareness of many people, Suiasa who is also Deputy Regent of Badung, hoped to accelerate the achievement of the HIV epidemic reduction, so that Badung can reach three Zeroes, namely Zero new infection, Zero AIDS death and Zero Stigma and discrimination through prevention of HIV transmission. KPA Badung has made efforts to awaken the community about HIV/ AIDS. For instance, it is done through installation of HIV and AIDS prevention banners at 62 villages in Badung, healthy dissemination activities while eradicating the stigma and discrimination of HIV/AIDS across 547 hamlets in Badung district. Balinese language and script in public spaces

DENPASAR - Efforts to preserve the Balinese language have been made through the widespread support of traditional arts such as drama gong, arja operetta and puppet shows. So far, regulations on the obligatory use of Balinese script has been limited to Governor Circular that suggests that office name plates and street names use this script. However there is no binding law to require the application of this circular so it is rarely used in daily life. “This regulation was issued 26 years ago. Clearly given current developments it needs to be revised according to current needs in order to preserve the Balinese language, script and literature amongst the
general public, at the community level and in schools”, said Head of the Bali Culture Agency, Dewa Putu Beratha, on Tuesday (Jan 20) when asked for to comment on the revision of Regional Regulation

as one of the pillars of the culture. “Japan, Korea or China are abel to preserve their scripts, so why shouldn’t we be able to. It is very important to have regulations that oblige the use of Balinese I everyday life. Regional regulations carry sanctions for violations that can be used cohesively”, he explained. Beratha added that some regions such as Denpasar and Badung have already started implementing “speaking Balinese day”. However he added that this needs to be evaluated to see if it is effective and sustainable. The use of Balinese script for office name plates and for street signs is already stipulated in the Gubernatorial Circular and the Culture Agency has a writing manual. “The circular needs to be upgraded to a regional regulation so that it can be more widely applied. When I was still the Head of Public Welfare Bureau, we were successful at the airport. At the arrival terminal, there is Om Swastyastu written in Balinese scripts. At that time, we sent a letter to the airport management asking to have them put it up”, he explained. Chairman of Commission IV of the Bali House of Representatives, Nyoman Parta, said the revised regulation will govern the involvement of private parties and their participating in preserving and developing Balinese language, script and literature. This includes company offices, hotels and other business premises and activities that take place on the Island of the Gods. It will also regulate the use of Balinese spoken language and script on cultural products used by formal and private institutions.
“For example, our building (Bali House of Representatives) does not use Balinese script nor do our street signs. In additino to Latin scpt there must also be Balinese script. This will become mandatory through the rgional regulation”, he said. The education sector in particular, continued Parta, will also be regulated with regards to improvement to the quality and quantity of Balinese language learning at all levels. This will include the Balinese language curriculum, procurement of Balinese language books, Balinese language teachers, the development of Balinese language teaching technique and other such efforts and others. Balinese language instructors who are at the forefront of passing on these skills will also be backed by the new regulation. “After just a year and a half of working on language preservation, there has been good progress. Firstly more than 8,000 palm-leaf manuscripts with various content were found and secondly, it was found that there are Balinese folktales in nearly every village on the island”, explained this PDI-P politician. Parta added that Regional Regulation No.3/1992 actually already address the matter of the Language Institute and Traditional Scripts. Unfortunately, this institution is not operating. With the revision to the regional regulations, the Language Institute and Traditional Scripts is expected to operate as a development and research institution for the preservation of Balinese language, script, and literature. The suspect Arya has been arrested for mugging and was released from his sentence last November. This gang of thugs has mugged at least 13 people for a total of some hundreds of millions of rupiahs. ‘Glee’ actor Mark Salling, 35, dies before child pornography sentencing LOS ANGELES - Mark Salling, an actor who played a supporting role in the TV show “Glee,” has died at age 35, his attorney said on Tuesday, weeks before his March sentencing on child pornography charges. Salling’s attorney, Michael Proctor, confirmed the death but would not comment on a report on celebrity website TMZ that said law enforcement sources called it an apparent suicide in Los Angeles. Proctor also did not immediately provide the cause of death. “I can confirm that Mark Salling passed away early this morning,” Proctor said in a statement. Police and the Los Angeles County coroner’s office confirmed that a body had been found in Los Angeles but would not immediately identify it. Salling was arrested in 2015 after he showed child pornography on his computer to a girlfriend and she reported it to police, according to the U.S. Department of Justice.
Salling pleaded guilty on Dec. 18 to a federal charge of possessing child pornography, admitting he had downloaded 25,000 sexual images of children onto his computer from the Internet. He was allowed to remain free as his case was heard, and was scheduled to appear in court on March 7 for sentencing. Salling faced a sentence of between four to seven years in prison under the plea agreement he reached with prosecutors, the Justice Department said in December. From 2009 to 2015, Salling appeared in “Glee,” an awardwinning show on Fox. He played Puck, a bully and a football player who showed a softer side when he joined the glee club at his high school. “Mark was a gentle and loving person, a person of great creativity, who was doing his best to atone for some serious mistakes and errors of judgment,” Proctor said. LOS ANGELES - Skywatchers across western North America set their alarms to awaken before dawn on Wednesday to see a rare type of lunar eclipse called a “Super Blue Blood Moon,” with hundreds of expected to view the phenomenon from a Los Angeles mountaintop. As is the case with all total lunar eclipses, the Earth will cast a darkened red-tinted shadow across the face of its natural satellite, hence the term “blood moon,” but two other factors are combining to make Wednesday’s spectacle particularly unusual. The eclipse will unfold during the rare occasion of a second full moon in a single month, otherwise known as a “blue moon,” and during a point in the moon’s orbit at which it has reached its closest position to Earth, thus making it appear larger and brighter in the sky than normal, as a “super moon.” The reddish appearance of the lunar
surface - the moon’s image does not vanish entirely during the eclipse - is due to rays of sunlight passing through Earth’s atmosphere as the moon falls into our planet’s shadow. The last time all three conditions occurred for a single lunar eclipse visible from North America was in 1866, according to the meteorological forecaster AccuWeather.
In Los Angeles, a crowd ranging from 1,000 to 2,000 people was expected to make a pilgrimage in the dark to the Griffith Observatory on Mount Hollywood, where extra telescopes will be set up for them to see the celestial show, Griffith Observatory officials said. “Griffith Observatory is all about having an eyeball to the sky, and so it’s one
thing to learn about this event in a book, but it’s another to see it for yourself,” observatory director Ed Krupp said in a phone interview. Krupp, in an act he has performed during other eclipses, plans to dress up like a wizard and bang pots and pans outside the observatory while the crowd watches. His presentation pays whimsical homage to myths about eclipses dating back to ancient Babylon, when people believed they had to frighten away a mysterious creature swallowing the moon, Krupp said. In western North America, it will be easy to see the eclipse be-
ginning at 3:48 a.m. Pacific Time, according to NASA. But the lunar show will be less noticeable in the Midwest and even more difficult to spot on the East Coast, where the moon is due to set before the eclipse is in full swing, according to NASA.
