China coal mine explosion kills 17 workers Agence France-Presse
BEIJING - An explosion at a colliery in central China has killed 17 workers, a provincial official said Sunday, in the latest deadly accident to hit the nation’s notoriously dangerous mining industry. The blast happened on Saturday in Hunan province’s Rucheng County, an official with the provincial work safety bureau, who refused to be named, told AFP. “Rescue work has ended,” he said, without providing further details. According to the official Xinhua news agency, the explosion happened inside the pit where dynamite was being stored and there was also a build-up of poisonous gas. A total of 18 people were working underground at the time, and one survived with injuries, Xinhua said.
Police and work safety officials are investigating the cause of the blast, the report said. Around 2,600 people were killed last year in China’s vast mining industry due mainly to lax regulation, corruption and inefficiency, according to official figures. Earlier this month, 21 workers were killed in a gas blast at a colliery in the southwestern province of Guizhou. In March, a flood at the huge, unfinished Wangjialing mine in the northern province of Shanxi left 153 workers trapped underground. A total of 115 were recovered alive in a rare successful rescue for the industry. Zhao Tiechui, head of the State Administration of Coal Mine Safety, said in February that China would need at least 10 years to “fundamentally improve” safety. Continued on page 6

Bali News Bali to Inoculate Domestic Cats Bali - The provincial government of Bali is considering introducing mass vaccination for cats after initial reports of a rabies death in Buleleng, North Bali, tied to a young girl bitten by a cat. Follow-up reports, however, have discounted those reports, linking the death to a non-rabiesrelated infection of the brain. Bertiabali.com quotes the spokesman of the Bali provincial government, Ketut Teneng, who says that if clinical studied find that rabies have infected domestic cats then local authorities would have to weigh the merits of exterminating stray cats and vaccinating those kept as pets. Teneng said such measure might become necessary for Bali
to meet its goal of becoming rabies free by 2012. The Bali spokesman said what matters most at the present time is for the general population to understand the importance of providing the proper care to household pets, such as dogs, cats and monkeys. Reviewing government efforts to date, Teneng said 280,000 dogs
have been vaccinated in Bali and 78,000 stray dogs have been exterminated. He also revealed that since the outbreak of rabies began in Bali in late 2009 there have been an estimated 44,000 dog bite incidents. Those who have died following dog bite in Bali is put at 57 people, 26 of which were clinically shown to have died due to rabies.
Violations still haunted Bali’s RTRWP Bali Post
AMLAPURA - From the past time, Bali was never wellordered, despite it had regulations on provincial spatial layout plan (RTRWP) and regulation of detailed spatial layout plan (RDTR) for each regency/ city. However, the regulations were only like toothless lion. Violation by violation was disregarded so the conditions of spatial layout became unorganized as today. It was announced by parliament member of Karangasem, I Nyoman Sadra, last Saturday (May 29), in Karangasem, in response to the unobvious implementation of regulations of RTRWP Bali after the rejection made by Regent/Mayor in Bali. Now, it seems the RTRWP is left in the status quo. Sadra who is also an environmental activist, exemplified the violations in Karangasem, which until now were allowed, namely the construction of hotels in Bukit Mimba, Padangbai. The project was standstill and threatened to be left unorganized. The same violation occurred on the southeastern slopes of the Bukit Gumang, Bugbug Village. In-
deed, for the case of mega project on Bukit Mimba, the regency government violated its own laws on regional RDTR where the Candidasa also belonged to Padangbai tourism area and the local regulations mentioned the area as protected green area functioned as agricultural work, but in the Regent Regulation of Karangasem No. 1/2008 concerning with RDTR, one of the articles had been amended where it declared Bukit Mimba as exclusive tourist area. Today, Sadra said, the enforcement of the new regulation on RTRWP Bali would make everything into difficult situation or dilemma. Regional regulation on RTRWP was difficult to enforce, let alone the Regent/Mayor expressed their objection. If executed by force, those who objected were arguing that some clauses were difficult to be implemented such the matter related to radii of the sanctity of sad kahyangan temple having the length of 2.5 km from the temple’s compound wall and prohibited the existence of commercial buildings such as tourist accommodation. As consequence, it threatened many hotels and restaurant buildings that had to be dismantled if the laws were applied retroactively. Furthermore, the authority of Karangasem Regency claiming to
have many sad kahyangan temples said to fear because it could not build because its space ran out as all existed within the radii of the temple’s sanctity and coastal border of 100 meters. “If so, it would be difficult for investment of tourism accommodation in Karangasem in years to come in due to limited land availability. In fact, regionally generated revenue (PAD) is mostly contributed by tourism,” he said. The solution, said Sadra, the development of hotels and restaurants in Karangasem was indeed necessary to terminate. Further, it should be reviewed first, how many hotel rooms already existed and correctly calculated how many foreign and domestic tourists visited Karangasem that would really like to stay. According to him, the development should meet the exact needs of hotel rooms and restaurants. “If they are sufficient even more, the development should be stopped. Please do not ever think the more new hotels or hotel rooms built, the higher local revenue will be obtained. Of course, it will not do so if there is no tourist attraction as the aftermath of poor environmental conditions. At the end, tourists will leave the destination as well,” he added. (013)

Theft of sacred effigy relapses:
Pura Dalem temple of Dakdakan burglarized by thief Bali Post
TABANAN - Pura Dalem temple of Dakdakan, Abiantuwung Village, Kediri was burglarized by a thief. A number of sacred objects were vanished due to burglarized by a thief. The incident was just known by local temple priest last Friday (May 28) afternoon and it was reported to Kediri Police later on. At least, four sacred objects were missing from the two buildings in the temple with a loss estimated to reach IDR 25 million. Such old aged sacred objects were known to have vanished at around 12:00 am Local Time. Local temple priest named Men Wetri, 65, came to the temple to serve the existing resident who would like to invoke holy water. In fact, the door of shrine building was damaged due to pried off. Having been checked inside carefully, in fact, the content of the buildings was in a mess. It was immediately notified to priest of merajapati (graveyard) temple, Wayan Jarna, 51. Later on, the report was resumed to customary village head of Kelaci Kelod, Dakdakan Hamlet, Wayan Reka Arnata, 50. The information immediately spread out to some local villagers. As consequence, they thronged to see the condition of the two buildings. At least, four types of sacred paraphernalia disappearing from these two buildings. A brown-sugar-colored horse effigy lost from the penataran dalem building. Meanwhile, other sacred effigies in the form of red lion, silver bowls and 800 perforated coins also lost from the kahyangan dalem building. The authority of customary village reported the incident to Kediri Po-
lice. Immediately, police made investigation to crime scene. As a result of the crime scene investigation and information of witnesses, allegedly the theft took place at night or early morning. It was discernible from the damage of MCB circuit causing the lightings at the Pura Dalem temple to go out. At that time, the condition was very quiet because from the night until early morning incessant rain engulfed the area. In the meantime, Head of Kelaci Kelod Customary Village, Wayan Reka Arnata, when met at the temple revealed that the material loss due to the theft of sacred effigies reached IDR 25 million. According to him, the loss was only in material. To replace the sacred effigies, his party would require greater funds for the cost of ritual procession. But more importantly, he said, was the non-material losses because they denoted consecrated objects and the theft were carried out at the sanctum. It was said the sacred objects were mostly of decades old and have been existed around since 1940. Meanwhile, police are currently performing intensive investigation to the case. (kmb14)

DENPASAR - Rheumatism or osteoarthritis poses a disease causing pain and movement disability in the circle of the elderly. Prevalence for the age above 65 years old is 60-90 percent. At the age below 45 years, men and women had the same possibility of suffering from the same disease and at the age above 55 years more cases happen to women. According to I Gede Pande Sastrawan, one of the internist team at the Kasih Ibu Hospital said that women had greater chances of suffering from rheumatism because women underwent a pregnancy. “Women are prone to rheumatism due to undergo a pregnancy process that is directly experiencing the addition of weight becoming one of the risk factors for the occurrence of rheumatism,” said Pande. In addition, women also experienced menopause causing osteoporosis and finally resulting in rheumatic pain. For prevention,
Pande suggested that women should more frequently consume supplements containing calcium in the form of food, tablets or milk. Moreover, women should also remain active in conducting the activity or sport. Basically, rheumatism denoted a disease of degenerative joints. The damage was caused by the loss of cartilaginous joint and the formation of new bone or osteogenesis at the joint space. This caused pain and stiffness in the joints, where it sometimes resulted in crackling sound in the joints, swelling, limited joint movement, pain at the joints when moved and pain if there was a change in temperature. Several factors triggering rheumatoid factors other than age were overweight, metabolic abnormalities, trauma, gender, genetics and inflammation. “Arthritis does not only attack the old age. Even, younger people can also be affected by this disease. Its factor could be caused by excessive weight, experiencing trauma or metabolic disorders,” said Pande.
Metabolic disorders might be, for instance, ureic acid disorder up to triggering rheumatism at early stage. Rheumatism was usually more focused on the joint motion. Hwever, it could also affect other joints. “For those who are overweight will usually result in arthritis in the joint motion like knee because this part is supporting more bodily weight,” added Pande. Then how to cure rheumatism? Pande proceeded that there were two ways to do so, namely by using drugs and non-drugs such as physiotherapy. “But for severe case, it can be overcome by surgery up to joint replacement,” he said. Rheumatism itself could happen repeatedly even though the patient was doing joint replacement surgery. “Risk factors such as excessive body weight and uric acid can not disappear at all. So, to prevent from the rapid recurrent, keeping and maintaining the health through consumption patterns remains to become a major solution,” he concluded. (kmb24)

BANGALORE - At least 30 people, including 10 children, were burnt alive on Sunday when a bus bound for the southern Indian city of Bangalore ploughed into a roadblock and caught fire, police said. The state-owned vehicle veered off a small bridge after colliding with the roadblock in the dark and fell into a ditch, local superintendent of police Labhu Ram told AFP from the accident site by phone. “The bus caught fire when the diesel tank exploded on impact,” he said. The bus had 64 passengers on board and was on its way from Surpur in southern Karnataka state to the IT hub of Bangalore, 600 kilometres (400 miles) away. At least three surviving passengers were in a serious condition. State transport minister R. Ashok, who visited the accident site, told reporters that preliminary reports suggested the driver was at fault. “Negligent driving is suspected to have caused the accident as the bus was speeding and hit a road barrier on the bridge and skidded into the ditch,” Ashok said. Police had registered a case against the driver, who survived the accident, Ram added. India has the highest annual road death toll in the world, bigger than the more populous China, according to the World Health Organization, with accidents caused by speeding, bad roads, overcrowding and poor vehicle maintenance. Police figures show that nationwide more than 110,000 people die annually on the roads.

GAZA CITY - A convoy of ships containing pro-Palestinian activists and aid destined for the blockaded Gaza Strip on Sunday prepared to steam south from Cyprus towards Israeli naval vessels determined to stop them. The five ships, carrying more than 700 passengers, are readying for the last leg of a high-profile mission to deliver tonnes of aid to Gaza, which has been subjected to a crippling Israeli blockade since 2007. Audrey Bomse, legal adviser to the Free Gaza Movement that organised the flotilla, earlier told AFP the convoy had set sail heading south at 5:00 am (0200 GMT) on Thursday. She said it was expected to reach Gaza territorial waters some time after 4:00 pm (1300 GMT). But the group’s Greta Berlin later said the ships had moved just 25 nautical miles. “We looked at the little blue bubble this morning and saw that it had moved 25 nautical miles, so we thought they had set off,” she told AFP, referring to the flotilla’s website http:// witnessgaza.com/ which marks its position with a blue arrow every time it moves. “But nobody was answering because their satellite are blocked,” she said. “We have only just got hold of them via radio phone.” She said the convoy had apparently taken a strategic decision to change position because it was “dangerous to stay in the same place.” AFP was also unable to reach any of the activists on board. Israel has slammed as “illegal” the convoy’s attempt to break its blockade on Gaza, and has naval forces at the ready to intercept the ships and detain the pro-Palestinian activists on board. Several Israeli warships could be seen massing off the Gaza coast, an AFP photographer said. Jamal Al-Khudari, an independent Palestinian MP who heads the Gazabased Committee to Lift the Siege, said the convoy would stop just outside Gaza’s territorial waters and only try to dock early on Monday. Hamas’s refusal to release Shalit is cited by Israel as one of the main reasons for imposing the economic blockade on Gaza in 2007 “Their refusal to do so clearly indicates that humanitarian issues were not their goal. We will not allow the flotilla to enter Gaza, as this is an infringement of Israel’s sovereignty,” Ayalon said. Pro-Palestinian activists have landed in Gaza five times, with another three unsuccessful attempts since their first such voyage in August 2008. The latest is their biggest operation. To date, the amount of aid has been largely symbolic, but organisers say this convoy is laden with 10,000 tonnes of supplies, ranging from prefabricated homes to pencils.

KOLKATA - Indian rescue workers completed search operations on Sunday after pulling out 146 bodies from the site of a train wreck blamed on Maoist saboteurs, a state minister said. The crash occurred on Friday when a Mumbai-bound high-speed passenger express from Kolkata veered off the tracks into the path of an oncoming freight train in a remote part of West Bengal state. If confirmed as a Maoist strike, it would be the deadliest attack by the rebels in recent memory. The government has recently been severely criticised for its handling of the worsening left-wing insurgency. “Teams have pulled 146 bodies from the damaged carriages of the train. Now we are concentrating on hospitals because more than 200 injured are still there,” West Bengal civil defence minister Srikumar Mukherjee told AFP. Relief and rescue workers rushed
to the site — a Maoist stronghold around 135 kilometres (85 miles) west of Kolkata — and used mechanical cutters to reach the injured and the dead inside the badly mangled carriages. The precise cause of the derailment was still unclear. Railways Minister Mamata Banerjee initially said Maoists had blown up the track with explosives, while police pointed to evidence that a section of rail had been manually removed. The Times of India on Sunday said police believed a “rogue Maoist gang” was behind the carnage. Mukherjee said many of the bodies were badly dismembered and identification of the remains by relatives was proving to be a big chal-
lenge. “We have urged the next of kin of the victims to donate blood to the Central Forensic Laboratory in Kolkata so that the bodies can be identified” by DNA testing, he said. The Indian Railways Board responded to the disaster by cancelling nighttime services in a number of Maoist-affected areas until further notice. The rebels say they are fighting for the rights of landless tribespeople and farmers left behind by India’s rapid economic expansion. The Maoist rebellion, which Prime Minister Manmohan Singh has labelled the biggest threat to the country’s internal security, began in West Bengal in 1967 and has since spread to 20 of India’s 29 states.

About 9,000 homes are without
power while emergency officials have received about 160 calls for help, including from home owners whose roofs have been ripped off. Officials said the storm could intensify later Sunday. “The communities will have an impact of heaving rain or wind or both, then there may be a lull, then there may be a follow on after that,” a State Emergency Services’ spokesman told ABC radio.
KATHMANDU - Nepal’s three main parties held talks on Sunday to try to hammer out a new coalition government after the prime minister agreed to resign to avert a political crisis. Madhav Kumar Nepal said he would step down in a last-minute deal to secure support of Maoist lawmakers for a bill to extend parliament’s term, which was due to expire Friday, leaving the country without a functioning legislature. The opposition Maoists won 2008 elections, but their government fell last year in a disagreement over the integration of their former fighters into the national army, and they have been agitating for a return to power ever since. “Leaders of the Nepali Congress, Communist Party of Nepal (UML) and the Maoists are in deep discussions on how to take Friday’s agreement forward,” UML leader Pradeep Gyawali told AFP. “They are also discussing the PM’s resignation and they hope to create a workplan on the next possible steps.” As the largest party in parliament the Maoists are likely to take a lead role in the next power-sharing government, but the prime minister’s office said that many issues needed to be addressed first. The Maoists fought a decadelong civil war against the state before agreeing to lay down their arms in a 2006 peace agreement. However four years later, many of the terms of that deal remain unfulfilled. These include the integration of thousands of former Maoist fighters into the national army and the disbanding of the party’s armed youth wing, the Young Communist League (YCL), which rival parties say is an obstacle to last-
ing peace. The prime minister had been in discussions with many of the country’s smaller parties which made up the coalition government that ruled since May 2009, his spokesman Bishnu Rijal told AFP. “They agreed that army integration, YCL disbandment and the appointment of a new leader to head the national unity government are urgent,” Rijal said on Sunday. “The prime minister’s resignation will come only after all this is agreed.” Analysts said that although the extension of the parliament, or “Constituent Assembly”, had averted a political crisis, there now was a risk of further paralysis. “All sides are battling it out,” Prashant Jha, a political analyst, told AFP. “Until there is compromise on an alternative candidate (for prime minister), the political deadlock will continue.” Karin Landgren, representative of the UN Secretary-General to Nepal, welcomed the extension of the Constituent Assembly as it “secures the continuation of the peace process.” She urged the parties to continue in the spirit of compromise to draft Nepal’s new constitution and to seek solutions to peace process issues such as a “dignified” resolution of the future of the Maoist army. Maoist leader Pushpa Kamal Dahal, who is better known as Prachanda, led the rebel insurgency before 2006 and earlier this month he brought the country to a standstill by holding a nationwide general strike to press the party’s demands. JAKARTA - A new video of a smoking Indonesian toddler has emerged to shock health experts and provide further graphic illustration of the Southeast Asian country’s growing addiction to tobacco. The parents of a two-year-old boy seen smoking in a clip posted on The Sun newspaper’s website are to be investigated, Indonesian officials said after the video drew worldwide attention. Chubby Ardi Rizal laughs and responds to the adults around him as he sits on his plastic tricycle and inhales deeply from frequent drags on a cigarette. His father reportedly gave him his first cigarette when he was 18 months old and now he smokes 40 a day. His mother says he beats his head against the wall unless he gets nicotine, but his father insists he is “healthy”. Child Protection Ministry official Heru Kasidi said the family would be investigated for what would be considered a clear case of child abuse in many countries. It’s the second time this year Indonesia has been embarrassed by such media coverage. Another video was posted on the Internet last month showing an Indonesian boy aged about four puffing on a locally made clove cigarette, blowing smoke rings and swearing with the encouragement of adults. Weak regulations — Indonesia is the only country in Southeast Asia not to have signed the Framework Convention on Tobacco Control —

US singer Kelly Clarkson dropped tobacco sponsorship for her Jakarta concert in April after anti-smoking groups protested on the grounds that she was effectively encouraging her young fans to smoke. Other artists such as Jamiroquai, Anggun, Incubus and James Blunt have allowed their Indonesian shows to be used as vehicles for tobacco marketing. Anti-smoking activists and health experts say Indonesia is a paradise for the tobacco industry, which has been aggressively expanding sales in the country of about 240 million people. “The regulations on the tobacco industry in Indonesia are weak. They protect the shareholders in the industry more than the people,” activist Kartono Mohamad said. “The people in Indonesia are fighting alone against the tobacco industry, the government and the policy makers. It’s one against three.” According to the World Health Organisation, cigarette consumption in the Southeast Asian archipelago soared 47 percent in the 1990s. Almost 70 percent of men over 20 years of age smoke, and regular smoking among boys aged 15 to 19
increased from 36.8 percent in 1997 to 42.6 percent in 2000. But anti-smoking initiatives have floundered in the face of the powerful local tobacco industry, which employs scores of thousands of people and generates more than six billion dollars a year for the government. A bill establishing tobacco as an addictive substance was about to be signed into law last year when officials realised the pertinent clause had been mysteriously deleted. The case is under investigation. The government has increased excise taxes but prices remain extremely low by international standards, with a pack of 20 costing little more than a dollar. Even so, studies have shown that poor families spend more on cigarettes than on books and education. In another blow to anti-tobacco activists, lawmakers have strongly opposed a plan to cut cigarette production by five percent to about 248 billion sticks this year on the grounds that it would hurt local producers. Foreign makers like British American Tobacco and Philip Morris have long recognised the opportunities in Indonesia. In March, Philip Morris’s local unit, PT HM Sampoerna, the country’s largest producer, announced a net profit increase of 31 percent to 5.08 trillion rupiah (548.64 million dollars) last year. In the absence of tough government regulations Muslim clerics recently issued a fatwa against smoking.

square kilometres (almost three square miles) and 20 metres (66 feet) thick — it is now visible from space, and geologists say “Lusi” could continue gushing sludge for centuries. But the victims who lost their homes after the mud began oozing from the bowels of the earth on May 29, 2006 are still waiting for the compensation they have been promised by President Susilo Bambang Yudhoyono. “President Yudhoyono hasn’t been able to do the best thing for the mud victims. The fact is that up to today we’re still living in a disaster area,” victim Gatot Wiyono said. The mud — a hot, bubbling, grey substance the consistency of wet concrete — has already wiped out 12 villages, killed 13 people and displaced more than 42,000. Independent foreign experts have concluded that haphazard gas exploration drilling by Lapindo Brantas, a company linked to powerful Golkar party chief Aburizal Bakrie, was almost certainly responsible. Lapindo and the government blame an earthquake that struck days
before about 280 kilometres away, a theory discredited by foreign scientists. Even so, Yudhoyono ordered the company to pay about 400 million dollars for mud containment efforts and compensation to over 10,000 families. Analysts believe the total cleanup, if it is ever done, will cost many billions. Victims are angry that Bakrie enjoys privileges as a key leader of Yudhoyono’s coalition, and is seen as a possible presidential candidate in 2014. “I just can’t imagine what will happen if Aburizal Bakrie becomes president. As a leader he’s unfair, he failed to fulfil our rights,” said mud victim Azis. Many were disgusted when Yudhoyono acted as a witness at the lavish wedding of Bakrie’s son in January. “We were heartbroken when we saw the wedding reception for his son on television. The wedding must have been very expensive but we’ve been living in this shelter on an abandoned toll road for four years,” said
housewife Sita, whose home was buried beneath the mud. Lapindo has blamed the global financial crisis for delays in disbursement of the compensation. It promised to complete the payments by the end of 2009 but many victims say they are still waiting for their full share. Yudhoyono enraged victims further when, during a rare visit to the area in March, he suggested the disaster zone could be turned into a tourist attraction. “With good layout and good concepts, we can turn this place into something useful for the community, whether as a geological tourist attraction, fishery or for other public activities,” he said. “If it’s managed well, I have confidence this will be an attractive place and bring good to the local community.” Mud victim Mantep said the president did not seem to understand the people’s pain. “I don’t want this area to be transformed into a tourist spot. That’s not equal to our suffering,” he said.

With the subak system inherited from some a thousand years ago, they cultivate their land with regular irrigation. The system can survive because it adopts modern techniques, too. Both go hand in hand in keeping with the modernization. Mechanization and agricultural technology are in one side, while ancient tradition in another side. It was Mpu Kuturan who introduced the ritual guidance for subak through his famous palmleaf manuscript Darmaning Pemaculan featuring the preparation of seedlings up to storing the postharvest husked rice in granary. In essence, local farmers do not have a habit to kill the annoying birds. They just dismiss them by eco-friendly methods such as by generating sounds manually, by wind or even water. OVERVIEW: There are about as many different ways of preparing Nasi Goreng in Bali, as there are cooks. The only constant ingredient is rice; everything else is determined by the cook’s taste or the availability of ingredients. Please be certain to use only cold rice, as warm rice will stick to the wok. INGREDIENTS: 6 tbsp oil 6 shallots, peeled, halves length wise and sliced 6 cloves garlic, peeled and sliced 200 gr (6 ½ oz) chicken meat, sliced 150 gr (5 oz) medium size shrimp, peeled ¼ small white cabbage, shredded 4 eggs, beaten 2 tbsp sambal tomat 700 gr (1 ½ lb) cold cooked rice 2 tsp salt 1 tsp sliced bird’s eye chilies 2 tbsp fried shallot PREPARATION: 1. Heat vegetable oil in wok or heavy fry pan until very hot. 2. Add shallots and garlic and fry for 1 minute until golden yellow. 3. Add chicken and shrimp and fry for 1 minute, and then add cabbage and fry for 1 minute. Add sambal and mix well. 4. Add eggs and continuously stir for 30 seconds before adding rice and salt. Increase to very high heat and fry for 3 more minute, stir continuously. 5. Add chilies, mix well and serve immediately, garnished with fried shallots. Note: Throughout Bali there are as many different ways of preparing Nasi Goreng as there are ingredients of chef’s.

SEOGWIPO - South Korea, Japan and China agreed Sunday to speed up an investment accord and research on a trilateral free trade pact. The announcement came after a summit of South Korean President Lee Myung-Bak, Japanese Prime Minister Yukio Hatoyama and Chinese Premier Wen Jiabao on the South Korean resort island of Jeju. “By 2012, we will endeavor to complete the joint study for a free trade agreement among China, Japan, and South Korea,” the leaders said in a joint statement. The three countries agreed at their summit in 2009 to push for research on the free trade pact aimed at eventually creating a single economic bloc. Last weekend, the trade ministers of South Korea, China and Japan con-
firmed they would complete a feasibility study within two years on creating a free trade bloc grouping their three countries. The three leaders also called for the early conclusion of a trilateral accord on investment and agreed to establish a cooperation secretariat in Seoul next year. South Korea has for years been in separate free trade talks with China and Japan, but with little progress. Seoul and Beijing agreed Friday to hold preliminary talks on sensitive sectors such as agriculture before starting full-fledged negotiations on a free trade pact.
China has emerged as South Korea’s largest trading partner, absorbing some 24 percent of its total exports in 2009. South Korea has been actively pushing for free-trade agreements worldwide to bolster its export-dominated economy. It already has such agreements with Chile, Singapore, India, the European Free Trade Association and the Association of Southeast Asian Nations. A free-trade pact was signed with the European Union in October 2009 and awaits ratification. A deal signed with the United States in 2007 is also awaiting ratification.
India’s auto-rickshaws eyed as driving force in advertising They are synonymous with India and are the country’s most common form of transport, used by everyone from schoolchildren and housewives to office workers and tourists. But despite buzzing around the streets of virtually every village, town and city, the auto-rickshaw has not been widely exploited for its advertising potential. At least not until now. Three college graduates in India’s financial and entertainment capital Mumbai are trying to change that and use the nippy three-wheel taxis to help sell products from financial services to cinema tickets. The result is India’s first auto-rickshaw magazine, “Meter Down”, a reference to the lever on the mechanical box on the driver’s cab that is pushed at the start of every journey to calculate the fare. The first edition of the monthly, 24page magazine came out in March, combining adverts and listings with articles on fashion and celebrities, a feature on fake goods and a look at India’s growing coffee shop culture. Some 500 drivers plying the crowded, dusty streets of Mumbai’s northern suburbs have agreed to carry the free, English-language magazine for a small, undisclosed fee, with those behind it banking on a captive audience.
“The drivers say it’s a nice idea if passengers are getting something to read because people get fed up in traffic jams,” Mulchand Dedhia told AFP. “This helps them pass the time.” Distraction, though, is only one part of the exercise. Dedhia, 25, and his colleagues Ishan Mehta and Simi Sailopal, both 23, conducted research that suggested that huge numbers of people in Mumbai spend 15 to 20 minutes every day in an auto-rickshaw. “There’s no other medium that can capture a passenger’s attention for 15 to 20 minutes,” said Dedhia. “That gives you time to engage a brand’s audience,” he added. Advertising is a rapidly growing industry in India, where liberalisation of the country’s economy from the early 1990s has led to a rise in disposable incomes and a burgeoning, Western-style consumer culture in big cities. The sector is expected to grow by 12 percent in 2010 to 246.9 billion rupees (5.2 billion dollars), according to a recent KPMG report on India’s media and entertainment industry. Television and print media currently account for the biggest share of advertising spending, with the out-of-home sector — billboards, bus shelters, pavement posters or public transport — accounting for just over six percent. Spending on out-of-home and print advertising is projected to fall slightly by 2014 as Internet and television advertising takes off, KPMG said in the study for the Federation of Indian Chambers of Commerce and Industry (FICCI). But the “Meter Down” trio believe
that a new combination of print and outof-home advertising could be a winning formula, complementing television and radio commercials — but targeting specific consumers at a local level. With 160,000 registered auto-rickshaws in Mumbai alone and the city seen as a benchmark for advertisers keen to get brand exposure in the Indian market, the young entrepreneurs believe they have a sustainable business model. “Bombay is huge,” said Mehta, who like many English-speakers still uses the city’s former name. “Even if you aim to tap 10 percent of the auto-rickshaws in Bombay, that in itself is quite big.” Dedhia, Mehta and Sailopal, who each contributed 25,000 rupees of their own money to get the start-up off the ground, say they are initially just trying to cover their costs. But they plan to expand into outlying suburbs and customise auto-rickshaws with internal and external advertising well beyond existing examples such as website addresses on vehicle hoods. Other language versions of the magazine are a possibility, as is launching across India. Publicity has already led to enquiries from the capital, New Delhi, which has about 55,000 registered auto-rickshaws, and generated interest in the cities of Pune, Hyderabad and Bhopal, they said. The team also believes the high-visibility scheme would work in rural areas, which have been seen as hard to reach for advertisers. Maharashtra state, of which Mumbai is the capital, has 700,000 auto-rickshaws. “Auto-rickshaws can be a 360-degree brand solution,” said Dedhia. (Agence France-Presse)
WASHINGTON - The luxury goods market is rebounding from the slump caused by the global recession, but analysts say upscale sellers will be facing a hard slog due to changing demographics and lingering consumer caution. Global luxury goods industry sales are expected to grow four percent in 2010 to 158 billion euros (195 billion dollars) after a painful 8.0 percent decline in 2009, according to the consulting firm Bain & Company. Much of that growth is expected in the first half of the year, with more sluggish trends returning in the second half, according to Bain’s Luxury Goods Worldwide Market Study. In the United States, retail sales in the luxury segment in April jumped 15.5 percent year-over-year in April after a 22.7 percent surge in March, helped by comparison with weak sales a year earlier, according to MasterCard SpendingPulse. Upscale retailer Saks swung to a record profit in the past quarter after a loss a year earlier, with sales up 6.1 percent. At rival Tiffany, it was a similar story with global sales up 17 percent in the most recent quarter and profit up nearly fourfold. French luxury giants Hermes and LVMH also reported strong growth in sales in the first quarter boosted largely by rise in Asia excluding Japan as buyers snap up watches, jewelry and other upscale goods after months of economic gloom. But it may be too early to break out the champagne for the luxury sector, analysts warn. In the US market, consulting firm Unity Marketing reports that much of the growth is coming from super-rich households with incomes of 250,000 dollars a year — the top two percent of Americans. This group hiked spending by 22.6 percent in the past quarter. The so-called “aspirational affluents” with incomes between 100,000 and 249,999 dollars increased their spending by only 1.9 percent from fourth quarter of 2009 to first quarter of 2010, the survey found. “The ultra-affluents are returning to spending at prerecession levels, while the aspirational consumers are holding back,” says Unity president Pam Danziger. “But even with their exuberant amounts of spending, the ultra-affluents can’t sustain recovery in the luxury market.” Danziger said the market for luxury cars, jewelry and other goods is now relying on a smaller slice of the ultrarich population. Prior to the recession that began in 2007, this market had been boosted by the so-called wealth effect with rising home prices and stock prices fueling spending by the “Henrys” (high earners, not yet rich). This is a large group of nearly 23 million Americans with incomes between 100,000 and 250,000 dollars a year. But Danziger says that even if the stock market rebounds and the economy steadies, the luxury market will be hurt by the aging of the US population: he baby-boom generation that fueled the big surge in spending is entering retirement and “Generation X” is not a big enough group to pick up the slack. All this means a narrower market for luxury and some brands and stores expanding downmarket. Some luxury retailers are expanding their outlet stores to be more accessible to upper middle-class shoppers. Some of these store “are demanding that these (luxury) brands come in with more reasonable price points,” said Danziger. Neiman Marcus, the upmarket department store, is testing a retail concept for shoppers who fled its stores during the recession.

LONDON – It was black and strapless, with a sassy sequined flounce at the bodice and a gloriously full, swishy skirt. The dress was, Lady Diana Spencer thought, so grown-up, just right for her first official engagement after the announcement she was to marry Prince Charles. But when photographs emerged of the then 19-year-old Diana emerging from a limousine at a March, 1981 charity event — all creamy shoulders and ample decolletage — there was a minor scandal over the revealing cut. According to Elizabeth Emanuel, who designed the ball gown with her husband David, they didn’t realize the furor the dress would cause. “She just looked fantastic. At that time, she was curvy. Not fat in any way, but she had cleavage — we love cleavage. And she looked great in this dress,” Emanuel said in an interview Friday. “We in no way expected there to be such a reaction. And I think from that moment on, Diana became a fashion icon.” The dress had been missing for years until David Emanuel recently discovered it in a plastic bag at his home. Along with other garments worn by Diana and designed by the Emanuels, it is to be auctioned off June 8 in a sale that includes the silk chiffon blouse chosen for the Princess of Wales’ official engagement portrait by Lord Snowdon, and the calico prototype used to fit her famous ivory wedding gown. Prince Charles reportedly didn’t like the ballgown she wore to the charity event, because he thought black was for people in mourning. Diana thought it was tres chic, and anyway, she had nothing else to wear. “She was unsophisticated at that point, and when I look at the wedding dress and the black ballgown I can see a young girl’s dream of the ultimate party dress or romantic dress,” said auctioneer Kerry Taylor, whose eponymous firm is handling the sale. “So there’s an innocence about these early pieces. “Later on she became very svelte, very sophisticated, very elegant,” Taylor said. “But here we see just a very
beautiful, innocent young girl, and the clothes reflect that.” For the editors of Britain’s voracious press, the dress — and the snaps of Diana in it — would kick off a long love affair with the princess. “Up until that point, they’d seen her as a floppy-haired puppy,” said Christopher Wilson, a seasoned observer who has written extensively on the royals. “And that’s the moment Fleet Street fell in love with her. “It all stretches back to that one picture.” Taylor and Elizabeth Emanuel are hopeful the collection will go to a museum — the black dress is expected to fetch between 30,000 and 50,000 pounds ($44,000 to $73,000) and the prototype of the wedding dress between 8,000 and 12,000 pounds ($12,000 to $17,000) — but understand that Diana’s legacy means there’s a strong chance a private collector may snap up the garments. Elizabeth Emanuel said she doesn’t know what happened to the second version. The collection up for sale includes sketches, notes, invoices — one shows Diana’s mother paid 1,000 guineas for the wedding party’s dresses, which was the equivalent of 1,050 pounds — and even the handbag that Elizabeth Emanuel carried to the wedding at St. Paul’s Cathedral on July 29, 1981. It still has the smelling salts the designer brought along in case her famous client felt faint. (She didn’t, Emanuel said, describing Diana as the epitome of calm.) “Diana was just fantastic. From the moment we first met her, she was just like a regular client. She was lovely, down-to-earth, very sweet, very calm, very friendly. LOS ANGELES – Dennis Hopper, who brought the counterculture to Hollywood with “Easy Rider” and led a career marked by successes, failures and comebacks, has died at age 74. Hopper, who was twice nominated for Oscars and earned a star this year on the Walk of Fame, died Saturday at his home in the Venice neighborhood of Los Angeles, family friend Alex Hitz said. Hopper had been diagnosed with prostate cancer in 2009. “We rode the highways of America and changed the way movies were made in Hollywood,” Peter Fonda, his “Easy Rider” co-star, said in comments carried by several news outlets. “I was blessed by his passion and friendship.” The success of “Easy Rider” and failure of his next film, “The Last Movie,” fit the pattern for the talented but wild Hopper, who also had parts in such favorites as “Rebel Without a Cause,” “Apocalypse Now,” “Blue Velvet” and “Hoosiers.” Other tributes were posted on celebrities’ websites and Twitter feeds.

NEW YORK – You’re at the front lines shooting Nazis before they shoot you. Or you’re a futuristic gladiator in a death match with robots. Either way, you’re playing a video game — and you may be improving your vision and other brain functions, according to research presented Thursday at a New York University conference on games as a learning tool. “People that play these fast-paced games have better vision, better attention and better cognition,” said Daphne Bavelier, an assistant professor in the department of brain and cognitive science at the University of Rochester. Bavelier was a presenter at Games for Learning, a daylong symposium on the educational uses of video games and computer games. The event, the first of its kind, was an indication that electronic games are gaining legitimacy in the classroom. President Barack Obama recently identified the creation of good educational software as one of the “grand challenges for American innovation,” and the federal Department of Education’s assistant deputy secretary for the Office of Innovation and Improvement, Jim Shelton, attended Thursday’s conference. Panelists discussed how people
learn and how games can be engineered to be even more educational. “People do learn from games,” said J. Dexter Fletcher of the Institute for Defense Analyses. Sigmund Tobias of the State University of New York at Albany said an Israeli air force study found that students who played the game “Space Fortress” had better rankings in their pilot training than students who did not. He added that students who played “pro-social” games that promote cooperation were more likely than others to help out in real-life situations like intervening when someone is being harassed. Bavelier’s research has focused on so-called first-person shooter games like “Unreal Tournament” and “Medal of Honor,” in which the player is an Allied solder during World War II. “You have to jump into vehicles, you have to crouch and hide,” said Tammy Schachter, a spokeswoman for game developer Electronic Arts Inc. But the effort failed, and when asked specifically why, Suttles had no direct answer. “We don’t know that for certain,” he said. The announcement marks the latest failure for BP, which despite a series of high-tech operations over the past month has appeared powerless to bring the disaster to heel since an explosion on the BPleased Deepwater Horizon oil rig April 20 which killed 11 workers. The rig sank two days later. The British energy giant had stressed that “top kill” was the best chance at stopping the leak other than drilling an entirely new relief well, a process that has already begun but is expected to take another two months. “Obviously, we’re very disappointed in today’s announcement and I know all of you are anxious to see this well secured,” US Coast Guard Rear Admiral Mary Landry told the briefing. Efforts will now focus on severing the damaged riser pipes that lay crumpled on the ocean floor, then installing a containment device that could capture the leaking oil and syphon it to the surface.

WASHINGTON – A group of US paleontologists said Friday it has unearthed a new species of dinosaurs standing some six feet tall and weighing up to 4.5 tonnes, with the longest horns of all. The 72-million-year-old herbivore, now named Coahuilaceratops magnacuerna, has two large horns above its eyes measuring up to an impressive four feet (1.22 meters) long — the largest of any other species, providing fresh insight into the history of western North America. Scientists uncovered fossils belonging to both an adult and a juvenile of the rhino-sized tubby creature at the Cerro del Pueblo Formation in Coahuila, Mexico. It measured about 22 feet (6.7 meters) long
as an adult, standing six to seven feet (1.8 to two meters) tall at the shoulder and hips. “We know very little about the dinosaurs of Mexico, and this find increases immeasurably our knowledge of the dinosaurs living in Mexico during the Late Cretaceous,” said the study’s lead author Mark Loewen, a paleontologist with the Utah Museum of Natural History. His team is to release a book next week detailing the find, which took place during expeditions in 2002 and 2003 in the Coahuila desert. The study was funded by the National Geographic Society and the University of Utah. When dinosaurs lived in this corner of Mexico, it was a lush, humid estuary where ocean water mixed with fresh water from rivers, similar to the US Gulf Coast today.

PHOENIX – Get ready, Boston, for a rematch with Kobe Bryant and his Los Angeles Lakers. Bryant wrapped up a magnificent series with 37 points, Ron Artest added 25 and the Lakers held off the Phoenix Suns 111-103 on Saturday night to win the Western Conference finals. The Lakers and Celtics, the NBA’s premier teams for much of the league’s history, will meet in the finals for the 12th time with Game 1 Thursday night in Los Angeles. They are the NBA champions each of the last two years — Boston beat the Lakers two years ago, and Los Angeles topped Orlando last season. “We’ll see how much we matured,” Bryant said. “They challenged us extremely well in the finals a couple years ago. Now is a chance to see how much we’ve grown.” Bryant scored nine points in the final 2 minutes, including what looked like an impossible 23footer with Grant Hill in his face and 34 seconds to play. The basket put Los Angeles up 107-100 and the scrappy Suns were finished. The Lakers will be in search of their 16th NBA championship in their 31st finals appearance.
Amare Stoudemire, in what may have been his last game with the Suns, scored 27 points but struggled to a 7-of-20 shooting night. He can opt out of the final year of his contract and has said chances are “5050” that he will play elsewhere next season. Steve Nash added 21 points and nine assists in his 118th playoff game, the most for anyone who has never reached the finals. Bryant, with his 10th 30-point performance in his last 11 postseason games, moved ahead of Jerry West and into a tie with Kareem AbdulJabbar for second-most 30-point playoff games at 75. He has a ways to go for the record of 109 held by Michael Jordan. PARIS – Former runner-up Elena Dementieva of Russia cruises into the quarterfinals of the French Open by beating qualifier Chanelle Scheepers 6-1, 6-3. The fifth-seeded Dementieva committed five double faults in the first set Sunday but took advantage of her opponent’s sluggish start to break her four times.
She broke again in the 6th game of the second set after Scheepers missed two consecutive forehands. Dementieva, who reached the final in Paris in 2004, will next play either American Venus Williams or Nadia Petrova of Russia. The 131st-ranked Scheepers was the first South African woman to make it this far at the French Open since Amanda Coetzer in 1997.

BERLIN – Vitali Klitschko beat challenger Albert Sosnowski by technical knock-out Saturday, ending the Pole’s bid to become his country’s first heavyweight champion. Towering over his lighter opponent, Klitschko clinched a successful defense of his WBC title when the fight was stopped in the 10th round. The 38-year-old Ukrainian dominated the fight, with the younger Sosnowski forced to work to the body after failing to connect to the head. “Albert gave everything ... but experience played an important
role,” Klitschko told some 60,000 spectators after the contest in Schalke 04’s soccer stadium in Gelsenkirchen, Germany. Keeping Sosnowski at bay with an outstretched left arm throughout much of the bout, Klitschko baited the challenger before hammering the shorter man down to the canvas with an explosive combination that ended the fight. Klitschko may now turn his attention to Britain’s David Haye, who holds the WBA title. Vitali’s brother Vladimir holds the WBO, IBF and IBO belts. “I have plenty of dry power left to fire,” Klitschko said from the ring. “I hope the next fight will be soon. INNSBRUCK, Austria – An injury-time goal from substitute Fernando Llorente saved Spain blushes on Saturday with a last-gasp 3-2 victory over Saudi Arabia in a pre-World Cup friendly here. The Saudis had taken the surprise lead over the European champions when Osama Hawsawi found the net with a header after 16 minutes. Spain poured into attack with David Villa (30) and Xabi Alonso (58) putting Vicente Del Bosque’s side back in control before an Mohammed Al-Sahlawi equaliser looked set to upset a team who are among the World Cup favourites. Athletic Bilbao striker Llorente, however, found the net two minutes into extra time to give Del Bosque’s side a victory in the first of three friendlies ahead of the World Cup finals. “They (Saudis) played well. We were sluggish in our ball handling. If we’d been more alert we could have won by a bigger margin,” said Del Bosque. Saudi Arabia’s Portuguese coach Jose Peseiro added: “They deserved to win. They had more chances and we needed a bit of luck.” Midfielder Xavi Hernandez said that Spain were finding their rhythm two weeks ahead of the World Cup. “The team felt comfortable together despite conceding two goals,” he said. “These games are good to find our rhythm.” Spain had dominated early play with Sergio Ramos heading a corner just wide after 13 minutes. In the last quarter of an hour, Spain continued to push for the winner, with Llorente, a 70th-minute replacement for Villa, hitting wide in the 83rd minute. The Saudis finally cracked with Llorente heading in an Alonso’s corner to give Spain their 14th consecutive victory.

Webber: I’ve had worse pressure Mark Webber is unconcerned by McLaren’s pace at Istanbul Park, despite Red Bull not opting to run its version of the F-duct. Turkish Grand Prix polesitter Mark Webber insists that he is feeling confident after claiming a third straight pole position and aiming for a rare personal hat-trick on Sunday afternoon. Admitting in the build-up to the race that he could not remember the last time he won three races in succession, the Australian shrugged off the problems that plagued him throughout free practice to see off both team-mate Sebastian Vettel and McLaren’s Lewis Hamilton in qualifying. Having converted top spot in both Barcelona and Monaco into victories that propelled him into a share of the championship lead, Webber insisted that he was not fazed by Istanbul Park’s reputation of gifting wins to its own polesitters. “I have had worse pressure,” he conceded, after being reminded that only Jenson Button, in 2009, has managed to break the run, “I think it was nine from nine in Barcelona and I made it ten from ten. It is a nice place to start the race but, potentially, it is one of the more interesting races tomorrow. It is a long race, and the tyres go with different people here and there, but we are optimistic that we can get a good result from [pole]. “I’ve been very lucky, during my time, to meet a lot of successful sportsmen and women, and I don’t think it matters what you’ve done in the past in your career and in the future, [pressure] is what sport is about.
That’s why we love turning up to test ourselves and there is always an element of pressure to perform and do well in any sport.” The pole was Red Bull Racing’s seventh in as many races this season, with Webber now edging Vettel 4-3, but the Australian admitted that he had not been quite so confident about achieving top spot as he toiled with various engine, hydraulic and handling problems during free practice. “It hasn’t been the smoothest of weekends for us in terms of getting the running in,” he acknowledged, “Obviously, Friday was a little bit disrupted, but not massively to be honest. If you could ever have a problem with the engine, it is probably the right time to have it. This morning, we were not having the easiest P3, but getting ready for qualifying, things started to get a bit better. “I was a little bit on the back foot going into it, but I knew I could dig deep, keep going and get something out of it. In the end, it turned out okay. To be honest, I am more comfortable with [the race] tomorrow than I am on out-and-out pace, but at least I am starting in the right place. It was a tight fight between all of us, and Seb had a bit of a problem with his car, but, apart
from that, we are all very close. “I had a very, very poor long run in P2, but we know why, and we know everyone will start on the option [tyre], get on with it. We had an interesting feel with the gap to Lewis in Barcelona. They are a bit more competitive here, but we certainly still had something up our sleeve, so we will see how it goes.” Hamilton’s McLaren was clocking higher numbers through the speed traps than the Red Bull cars, but Webber insisted that he was comfortable with the decision not to run with RBR’s version of the F-duct this weekend. “We are achieving similar lap times in a different way, no question about it,” he mused, “On certain parts of the track, they are strong, but there are certain parts [where] we are strong so, on the stopwatch, it is pretty close. “We went in with our eyes wide open [as the F-duct] is a pretty special project to get right. McLaren got the jump on everyone, and fair play to them., but we have got some fantastic people in our team, knowing what we need to do in the future. We have more to lose than to gain by taking any risks. We are not exactly in a situation like a team that is fifth or sixth quickest. We are in the hunt, so let’s consolidate and, inch by inch, we can introduce things. We have never put stuff on the car to make it slower, so we are not going to start now.”
Hamilton: Australia ‘loving’ my driving charge LEWIS Hamilton has hit out at the police in Australia and according to reports by the Daily Telegraph has suggested that the authorities out there are ‘milking’ what happened back in March prior to the race at Albert Park. The F1 2008 world champion was stopped by police shortly after leaving the paddock after being seen performing a burnout for fans on the side of the street. His Mercedes was impounded and the Briton later apologised for what he called a ‘silly’ incident. Hamilton was officially charged by police recently with intentionally losing control of vehicle with a court hearing scheduled for 24 August. Although the 25-year-old is expected to escape with just a minimal fine, he reckons they are intentionally making more of it than is really necessary. “I have not paid much attention to it,” Hamilton said ahead of the Turkish Grand Prix, where he will start second in his McLaren. “Other people are dealing with it. It is all in the past for me. A fine is a fine but they are loving it at the moment. “I guess they need the publicity. The country is so far away I guess they don’t get much attention from us.” Hamilton meanwhile has confirmed that he will not attend the hearing, which takes place a few days before the Belgian Grand Prix at Spa-Francorchamps. “I don’t need to go,” he added. “I have people dealing with it. It was a tough weekend but I have moved on from it. “I have learnt from it and I have not thought about it ever since. It doesn’t really bother me.”
