Bali News Former Head of Tapem allegedly withholds IDR 252 Million Administrators’ Reimbursement Bangli (Bali Post) —
Former Head of Governance and Development (Tapem) Secretariat Bangli, I Made Sukarma Adiputra, seems have to deal with a matter of morality and be in contact with the law. During his leadership period, he was hiding 13 village secretaries’ (Sekdes) severance reimbursement in Bangli for nearly two years. The funds then liquidated in 2008 and were paid in December 2009. The 13 Sekdes who could not be appointed as civil servants for failing to fulfill the requirements according to Act No. 32 of 2004 and Government Regulation No. 72 of 2005 must be dismissed. To compensate the dismissing, the local government of Bangli prepared a severance payment of IDR 20 million for each person. It turned out that the big severance payments have been budgeted and disbursed in the 2008 budget year. Unfortunately instead of directly given to their rightful receiver, the 252 million fund was deposited. There was one deceased Sekdes for he was only given severance payment of 13 million. The
fund was just given in December 2009 after the Sekdes was transferred to a Bangli Learning Center. Bizarrely, when asked of confirmation on Tuesday (23 / 2) yesterday, Sukarma argue that the funds did not enter his account, but kept in the Tapem’s safety box. When a number of Tapem employees were asked for confirmation of their former leader reasoning, they acknowledged that there was a safe in Tapem. However, it has hackneyed and has no keys. Recognition stated by former officials and general administrative staff of Tapem causes allegation of the funds being deliberately deposited into Sukarma’s personal account. Out of the 68 Sekdes, only 49 people were eligible to become civil servant. Now, 19 people have been appointed as civil servants, and 20 other are waiting for the return of the Regent from India. Meanwhile, the rest of the accepted officials are waiting for their pending formal employee registration
number from the central government. Out of the 19 ineligible Sekdes, 13 people who were directly retiring should have been paid their reimbursement in the same year. Because there has been no submission regarding the payment, the retirees had tried to coordinate. Now, the fund has been delivered to its rightful owners. ‘’Regarding any fund settlements, I do not know exactly. Please ask the question to the related parties. While regarding the budget, it has been given by the government through the 2008 budget year,’’ he said. Central Government Referral
Former Head of Tapem, I Made Sukarma Adiputra, when asked for confirmation said there was no intention to neglect the budget distribution. He recalled that the funds have been disbursed through the regional treasury in December 2008. The funds were kept in Tapem’s safe.
Based on the results of coordination with the central government, Head of BPMD, Head of BKD Bangli at that time said, the providing of new severance payments are prompted after everything else is complete. In Bangli, until now there are six Sekdes experiencing the issue. Meanwhile, when asked about the reason behind the delayed severance payment for the 13 Sekdes who were dismissed in 2008, ‘’If I was found responsible, I am ready to take risks. But, it was already distributed according to the direction I received when consulting with the central government,’’ he said defending themselves. Meanwhile, Prebekel Abang Batu Dinding Kintamani, I Wayan Muliana, admitted that former Sekdes in the region have received severance payments. that a new tourism region needs to be built because of Bali’s extraordinary potency. The weakness of the new area is only the inadequate infrastructure. For that, the government should take role along with the private sector and is expected to build a new area. One way to realize it is to form a consortium of private sectors with government’s assistance. Government attention in the new areas is important, it we cannot afford to wait until they feel abandoned. ‘’Provincial Government should not ‘play’ around the developed areas of Badung and Denpasar anymore, because tourists who travel outside Badung and Denpasar could be boycotted,’’ he said. Head of Bali Provincial Government’s Public Relations, Drs Ketut Teneng, M.Si. expressed the idea of the Governors have departed from the limitations of hotel revenue sources and utilization of local assets. ‘’What more could be done to explore new revenue sources?,’’ explained Teneng. If the regional income increases, the scope of gov-
ernment services will increase through more widespread education and health welfare. Prof. Dr. Gde Sri Darma asserted that the formation of the consortium is one way to break the deadlocked investment into North and East of Bali. Sri Darma and Budiana both asserted that the formation of a consortium also requires mobilization and catalyzing to accelerate the equalizing of social welfare for the people of Bali as a whole. In other words, the business built by local governments must prioritize development of underdeveloped areas in Bali. As an example: the development should not be centered around hotels in Badung regency where competition for tourism business is very strict. In addition, the businesses to be developed do not have to be focused on tourism sector alone, but also targeting other potential fields and possessed characteristics of each region. ‘’Building and giving welfare to the Balinese are not necessarily had to be passed by tourism sector alone. There are many opportunities in
other fields that can be developed and optimized by the local government to improve the society welfare,’’ Budiana affirmed. In relation to governor’s obsession to build a hotel owned by provincial government, Sri Darma and Budiana pleaded do not want to be dissolved in the pros and cons. However, they remind related parties to do their research on the matter properly. This includes gathering positive and negative effects upon the realization of the idea and predicting the prospects of the business when developed by the Provincial Government of Bali in increasing Balinese social welfare. ‘’If the business operations become a burden and wasting provincial budgets instead, the obsession is better delayed. The most important thing, more than just an obsession, is to improve Bali’s welfare, and this should not be done at random by ignoring local wisdom, and destructing natural, cultural and other local environment of Balinese society,’’ reminded Sri Darma. Four times out of jail did not make Badowi alias Ahmad Dwi, 34, resident of Jalan Pelita Gang Gurita, Sesetan, South Denpasar repent. Proven, the suspect returned to repeat his evil deeds by breaking the glass and grubbing up the car of victims. His action was known by one of the residents, so that the suspect was arrested by detective police of South Kuta Sector Police. Even, the suspect’s right leg was rewarded with a shot because attempted to flee when asked to show evidence. The suspect was arrested after breaking a car’s glass belonging to foreign tourist in front of the Hotel Nikko Bali Resort, Sawangan Hamlet, Benoa, South Kuta, last Sunday (Feb 21) afternoon. Action of the suspect was seen by one of the local hotel employees and then reported the case to the South Kuta Sector Police. “Our member drove to the scene, and the suspect was arrested,” said Chief of South Kuta Sector Police Nanang Prihasmoko last Tuesday (Feb 23).
Chief Nanang Prihasmoko said, the suspect claimed to have acted at 11 crime scenes spreading throughout the jurisdiction territory of Denpasar Metro Police. Among them, in front of the Hotel Nikko (3 times), around the Mumbul graveyard (2 times), Circle K Uluwatu (2 times) and in front of the Jimbaran Baru Building Material Shop (1 time). Not only that, the suspect also confessed to have acted in front of the store in front of material building store near SLB Jimbaran (1 time) , in front of Jimbaran Clinic (1 time) and in the area of Amphitheater (1 time). Action of the suspect has been done since he got out of Kerobokan Jailhouse. Suspect was out on November 17, 2009. “Earlier, the suspect was also convicted in
similar cases (breaking glass and grubbing up the car—ed),” explained Chief Nanang to journalists last Tuesday while saying that another perpetrator with initial A, was still being pursued. Meanwhile, in the development of case by the suspect from Banyuwangi, the police asked the suspect to show the existing evidence. The residence of the suspect was frisked and police found evidence alleged as the results of his crime. Such evidences consisted of two IPods, four handphones of different brands, a watch and cash worth IDR 1 million. “One of these evidences belonged to Anselma Diah Kartika Hadi, 31. The car of victim was grubbed up by the suspect on last December 18, 2009,” he explained. (kmb21)
Loto’s Family Goes to Bali Police
Semarapura (Bali Post)— Residents of Losan Village, Takmung, Banjarangkan through the Losan Hamlet Head, Ketut Suetana, and the Village Head of Takmung, Wayan Sukadana, protested to public order officers (Satpol PP) of Klungkung Regency, last Tuesday (Feb 23). Their protests related to raids against cafe girls, last Monday (Feb 22). Residents felt the officers have libeled the reputation of their hamlet because it mentioned the cafe girls were ensnared at boarding house of Losan Hamlet. “In fact, the five women ensnared did not stay at boarding house at our area (Losan). They stayed at boarding house at Takmung Village, Banjarangkan,” said Suetana. Given, residents of Losan did not agree to allow cafe girl boarders in the region. It was intended to avoid negative effects such as noise or fights. “For instance, two months ago, the existence of cafe girl boarders in our area (Losan) caused trouble. They triggered fights among the youths,” asserted Suetana while mentioning disturbances occurring due to the cafe girls received guests at night and kindled offense which occurred to guests of averagely younger age. On that account, he along with Village the Head of Takmung Village, Wayan Sukadana, visited the Office

of Satpol PP of Klungkung Regency to clarify the statement that those girls ensnared at the cafe stayed at a boarding house at Losan. “We do not want our residents turning nervous that later on could trigger tension at Losan,” he added. The five café girls ensnared by Satpol PP comprised Ocky Yuli Sulasta, 26, from Blitar, Ramadhania, 22, from Selong, Mistri Anah, 28, from Malang, Ismawati, 23 and Amie, 21, both from Kerajan, Jember, East Java. They only owned ID card issued at their place of origin and did not have identity of their current residence. In their statements before the Civil Servant Investigators (PPNS), they claimed to stay at Losan boarding area. “Therefore, we also noted because they said so. If they actually did not stay at Losan Hamlet but Takmung, we are ready to clarify it,” asserted a member of PPNS, Komang Sutawi. Previously, Satpol PP organized a raid at several places of boarding house suspected to accommodate café girls. The raid was intended for the sake of orderly administration of the residence. In the midst of the raid, in addition to capturing the five café girls who did not have the local identity, Satpol PP also captured a couple of love affairs, namely Wayan Sud, 41, from Tojan and Ni Ketut Sur, 32, from Gelgel who married to the village of Dawan Kaler. Family of murder ’s victim Kadek Karuna alias Loto, came again to Bali Police on last Tuesday (Feb 23). At least, 70 people dressed in middle traditional costumes questioned the performance of Bali Police related to murder case experienced by Loto. It’s been two years the murder occurred, but the mastermind is untouched by the police until now. Therefore, the family and other residents denoting supporters of Loto, assessed the performance of police was weak. Moreover, the family has complained for four times to the Bali Police and said that it would set up a special team to handle the case of Loto. However, the special team formed has not showed any results. “When Mr. Ashikin served as Chief of Bali Police, he promised to form a special team. But until now, the special team does not indicate their results. Mastermind of perpetrators is untouched until now,” said Made Wiriyasa, 47, one of the demonstrators who was
also representative the family of the victim at the Office of Bali Police, last Tuesday (Feb 23). The police had said that the investigation toward the mastermind of the murder of Loto, has reached 85 percent. In other words, the police have performed the investigation to a person suspected as the mastermind. However, the investigation reaching 85 percent suddenly disappeared. In fact, there was no conclusion. They did not know why there was no clarity from the police until these days, he explained. Their arrival for the fifth time especially complained to Department of Profession and Security of Bali Police. Of course, the complaints were related to the formation of a special team established by former Bali Police Chief T. Ashikin. Similarly, the complaint was addressed to the investigators handling the murder case of Loto. “We complained about it. Hopefully, this case could be followed up soon by Department of Profession and Security,” he hoped. Wiriyasa said he and several other families were not satisfied
with the police’s performance. So were the verdict given to the five defendants. He considered the verdict was too light. The five defendants were only being snared with article of persecution by 1-2 years imprisonment. “Meanwhile, the article 388 of Criminal Code on murder was even ignored by the judges”, he explained. Meanwhile, the arrival of the victim’s family was received Division Head of Profession and Security, Bali Police, Darmawan. After several hours of making coordination, the demonstrators finally returned to their home. “We’ve met Chief of Profession and Security. He promised to follow up immediately our complaint,” he added. Just for information, Kadek Karuna alias Lotto, resident of Mundukan Yeh Alang Hamlet, Tunjung Village Kubutambahan subdistrict, Buleleng, died because of attacked by a number of people. In order to curb the turmoil among taxi drivers coalesced into the association of tourism services, the Bali House insisted on proposing to the executive the delay of the issuance for 600 operational permits. It was mentioned by the Head of Commission I, Made Arjaya, after the meeting with the executives last Tuesday (Feb 23) at Renon. Initially, Bali Provincial Government issued 930 principle permits in 2008. Of these numbers, 330 taxi operating permits have been issued. The remaining numbers have not been issued up to these days following the wave of protests by hundreds of taxi drivers to the Bali House and executive. A number of taxi operators expected the taxi operating permits could be issued soon. However, Arjaya still expected their operational licenses to be pending to ease the turmoil among the drivers coalesced into tourism services. His party considered that the 330 taxi operating licenses were enough. “Never again see the pre-
vious studies mentioning the quota of 3,500 taxis were worth operating in Bali,” he said. “Okay, 3,500 operational licenses for Bali are feasible but they must be spread throughout the regencies in Bali,” he added. On that account, not all taxi operations are focused in Badung and Denpasar, moreover if they are concentrated in Kuta, Ngurah Rai Airport, Nusa Dua and Sanur. On the other hand, to suppress the unrest among the taxi drivers, in terms of juridical aspect, there should be law enforcement on the use of the logo and the name of the cab company. “There has been the Decree of Minister of Transportation regulating the use of the name and logo of the company,” he said while hoping that the executive could discipline this through justiciary team established. This should be obvious. Therefore, the violation against the use of logos of Bali Taxi must be followed up. “In essence, in terms of juridical aspect it should be clear. If using Bali Taxi, it should be clear not to put the logo of Blue Bird,” he said. (029)

Australians protest with ‘vindaloo against violence’ AFP
MELBOURNE (AFP) – Politicians, police and thousands of ordinary Australians sat down at Indian restaurants across the nation Wednesday for “Vindaloo Against Violence”, a mass dining protest against racial attacks. More than 17,000 people registered to participate in the grassroots campaign, which went viral — and global — from humble beginnings as a 100-person event on social networking site Facebook. Organiser Mia Northrop, 35, said she’d received event notifications from as far afield as Tajikistan, with people set to down a curry in Tokyo, Amsterdam, New York and Stockholm in solidarity with the cause. “I’m really thrilled that this got the support that it did, there’s no way that I could have imagined it would end up to be this big,” Northrop, a digital media designer, told AFP. “I’m really happy that it meant so much to so many people,” she added, remarking that feedback had been “phenomenally positive”. The campaign was designed to be a show of support for Australia’s 450,000-strong Indian community in the wake of a series of attacks against Indian students.
At least 400 Indian restaurants across Australia were taking part and Melbourne’s curry-courier service Tiffins was forced to close its website after experiencing its busiest day on record. “It is so busy we have four vans helping our fleet of five bikes to make 1,000 deliveries during lunch today,” said owner Mikhil Kotak. Too early to declare swine flu peak over, WHO confirms Agence France-Presse
GENEVA - It is too early to declare that the peak of the global swine flu pandemic is over, the World Health Organisation said Wednesday, as infections are still rising in regions such as western Africa. “The director-general decided that it was appropriate not to make any changes in the current pandemic phases right now,” said Keiji Fukuda, special advisor to WHO chief Margaret Chan on pandemic influenza. The decision comes a day after the WHO’s emergency committee of experts recommended against the UN health agency declaring that the peak of the pandemic is over. A post-peak phase would not mean that the pandemic is over, but that it is in a transition phase. Had such a transition phase been declared, the WHO could revise the recommendations it has made to its 193 member states on what precautions — such as vaccination — they should take. Explaining the decision of the 15-member emergency committee, Fukuda said that a decline in flu cases had not seen worldwide. While countries such as the United States are reporting fewer infections, others such as Mauritania and Senegal are seeing an increase, he said. “In terms of epidemiology, pandemic activity is in different places in different parts of the world,” said Fukuda. Experts were also concerned that winter — when flu cases typically increase — is nearing in the southern hemisphere. In addition, the emergency committee took a cautious view that its advice “should not harm the efforts of countries in dealing with influ-
enza activity,” said Fukuda. “On this basis, the emergency committee provided the view to the director-general that it was really too early to conclude that the pandemic is in the post-peak period in many countries,” he said. The emergency committee is ex-
pected to review the situation in the “next couple of weeks.” Nearly 16,000 people have died worldwide from the A(H1N1) strain after it spread into 212 countries and territories since it was uncovered in Mexico and the United States in April 2009, WHO data shows.

TOKYO (AFP) – Japan has offered to enrich uranium for Iran to allow it access to nuclear power while allaying international fears it might be seeking an atomic weapon, the Nikkei business daily reported Wednesday. Tehran had not yet given a concrete response, but the issue was expected to be discussed Wednesday in Tokyo by Iran’s parliament speaker Ali Larijani and Japanese Foreign Minister Katsuya Okada,
the daily said in an online report. World powers suspect Iran is enriching uranium to make nuclear weapons under cover of its civilian energy programme, a charge Tehran denies. Iran is at loggerheads with world powers for not accepting a deal drafted by the International Atomic Energy Agency that would supply it with nuclear fuel for a research reactor if it transfers the bulk of its low-enriched uranium. Iran has so far failed to take up the IAEA offer under which Russia
would enrich its uranium and France would process it, and Tehran this month said it had itself begun enriching uranium to a higher level. The Nikkei daily, without citing sources, reported that the proposal for Japan to enrich uranium for Iran was floated in December, with US approval, when Iran’s top nuclear negotiator Saeed Jalili visited Tokyo. Japan, the only country to have been attacked with atomic bombs, has strongly supported efforts for nuclear non-proliferation and disarmament.

RIYADH (AFP) – Ailing Nigerian President Umaru Yar’Adua has returned to Nigeria after three months in a Saudi hospital, the country’s ambassador to Riyadh confirmed Wednesday. “Yes he has returned to Nigeria. His condition has improved tremendously,” Nigeria’s ambassador to Saudi Arabia, Abdullah Aminchi, told AFP. Earlier an AFP correspondent noted two planes land in succession — one of them believed to be an air amubulance — amid heavy security at the presidential wing of the international airport in Abuja. A white ambulance and several SUVs with black tinted windows drove to meet the plane, several hours after sources in Saudi Arabia said President Umaru Yar’Adua had left Jeddah and was on his way back to Nigeria. ThisDay newspaper said the aircraft “were unusually parked on the runway — virtually in the bush — instead of the parking area for a very long time”.
“Exactly three months after he left for medical treatment ... Yar’Adua, in a most dramatic twist, returned to the country in the early hours of today”, the newspaper said. “Yar’Adua was secretly flown back this morning,” said Business Day, while The Nation said: “The President returned ...this morning — 93 days after he left for medical reasons”. Armed soldiers were deployed at strategic points along the airport road and a bus parked nearby bore the “brigades of guard” inscription denoting the elite military unit that guards the head of state. Journalists were denied access to the presidential wing of the airport, but among several of Ya’Adua’s close aides, was Minister of the Federal Capital
Adamu Aliero, seen entering the VIP wing minutes before the planes landed. A convoy of 23 vehicles — including the ambulance — accompanied by a full presidential escort left the airport and was seen driving towards the direction of the Yar’Adua’s official residence, Aso Rock Villa. Yar’Adua has been receiving treatment for a serious heart condition in hospital abroad. The 58-year-old leader was taken ill last November and flown out to Jeddah’s King Faisal clinic for treatment for pericarditis, an inflammation of the membrane covering and protecting the heart. He has not been seen in public since then and there has been no official report on his health condition.
Cuba dissident dies after hunger strike AP
HAVANA – An opposition political activist imprisoned since 2003 died Tuesday after a lengthy hunger strike, members of Cuba’s human rights community said. Orlando Zapata Tamayo, who was jailed on charges including disrespecting authority, died at a clinic at Havana’s Combinado del Este prison, according to Vladimiro Roca, a leading dissident who said he spoke to Zapata Tamayo’s family. Zapata Tamayo, 42, was not among the island’s best-known dissidents. He was arrested in 2003 on charges of disrespecting authority, said Elizardo Sanchez, head of the Havana-based, independent Cuban Commission on Human Rights and National Reconciliation. He was sentenced to three years in prison, which Sanchez said was length-
ened to 25 years, in part because of his political activism while behind bars. Sanchez said Zapata Tamayo staged a hunger strike for weeks before his death. His family first announced last week that prison doctors said he was gravely ill. Relatives were transporting Zapata Tamayo’s remains to his hometown in Holguin province, said Roca, a former fighter pilot and son of a legendary communist leader who served nearly five years in prison himself for his opposition political beliefs. Word of Zapata Tamayo’s death was first reported on Cuban exile radio stations in southern Florida, which broadcast an interview with his mother, Reina Luisa Tamayo. Rep. About 1,000 rescuers including police and soldiers were involved in the search for those buried on the oncepicturesque plantation near Ciwidey village, about 35 kilometres (22 miles) southwest of Bandung city. Saudi man stands trial over Indonesia bombing Agence France-Presse
JAKARTA - A Saudi man went on trial in Indonesia Wednesday accused of financing twin suicide bombings on luxury hotels in Jakarta last year that killed seven people. Al Khelaiw Ali Abdullah, 54, “provided assistance and facilities to the terrorists by way of giving or lending money, things, or other wealth,” according to the indictment. Prosecutor Totok Bambang said the defendant, who was arrested shortly after the July 17 attacks on the JW Marriott and Ritz-Carlton hotels, provided the funding that pushed the plot into an operational phase. Attack ringleader Noordin Mohammed Top, who was killed by police in September, told one of the suicide bombers to prepare for death after the money arrived from the Middle East, the indictment says. Ali Abdullah strongly rejected the allegations as he arrived at the South Jakarta courthouse, saying he had wanted to start an Internet business in Indonesia and had no intention of funding terrorism. “I’m not a terrorist and I don’t know any terrorists,” he told AFP outside the court. “I came to Indonesia to relax, be healthy and to start a computer business. I don’t know anything about Al-Qaeda. Many of my relatives in Saudi Arabia are police and we fight terrorists.” Wearing a pink shirt and walking with a cane, he said he had given 54
million rupiah (5,800 dollars) to a man called Iwan Herdiansyah to start an Internet cafe and computer retail shop. He admitted to meeting Syaifudin Zuhri, the alleged operational commander of the hotel attacks who was killed by police in October, but denied giving him any money or knowing anything about the bomb plot. The indictment says Iwan gave 2.8 million rupiah of the Saudi’s money to Zuhri in four installments. If found guilty he faces up to 15 years’ jail. Defence lawyer Asludin Hatjani said the prosecution had no evidence and called for the charges to be thrown out. “Does it mean that anyone who opens a business here to make a profit is said to be assisting in a terrorist act? The defendant had no intention to assist in a terrorist act,” he said in response to the charges. Police have said they are investigating whether funding for the attacks came from Al-Qaeda, which has allegedly financed previous attacks linked to Noordin and regional terror group Jemaah Islamiyah (JI). Analysts believe Al-Qaeda would be a likely source if the funding came from abroad but police have not confirmed any connection between the

Aceh police arrest alleged members of armed group Antara
BANDA ACEH - Police in Aceh on Tuesday arrested three men believed to be members of an armed group involved in a firefight with the police in a forest in Jantho, Aceh Besar, recently. Aceh regional police chief Inspector General Adityawarman said here on Tuesday the three arrested men are ZR (27), IH (40) from Pandeglang, Banten and YZ (27) from Banda Aceh. From them the police confiscated knives, telescopes, uniforms and VCDs as evidence. They also confiscated shirts with words written on them “Abu Mush’ab” and “Makhab Aly Wahdah Makassar” and a million rupiah in cash money. Around 50 armed men are believed to have conducted training in the Jantho forest on the slope of Mt Seulawah bordering with several districts in Aceh. The police have conducted surveillance for the past few months but only on Wednesday did the police come across with the three. During the firefight two civil-

National police Chief General Bambang Hendarso Danuri meanwhile said that the police had arrested three people believed to be involved in a terrorism case. He declined to tell the identities of them and their involvement in terrorism. SEMARAPURA - The absence of the economic improvement of seaweed farmers in Nusa Penida apparently began to harass the people’s representatives. After Ketut Panca, a member of Klungkung House from Nusa Penida raising firm voice some time ago, later it was the turn for other legislators highlighting the importance of the formation to propose regional regulation on seaweed cultivation. Actually, the results of seaweed are far greater than that of overland agricultural production. “Ideally, it is very potential to boost the Regionally Generated Revenue (PAD) of Klungkung Regency,” said Deputy Head of Klungkung House, Putu Tika Winawan. As potential treasury to boost the PAD, standardization of seaweed should be completed with legal foundation. Thus, the government could regulate it overall. With notes, the government must prepare the market share and standard of price so that farmers would not always suffer from debt bondage system poked fun by middlemen. “In advance, it is necessary to study on the seaweed quality and certification,” added Wayan
Mastra while mentioning as the maritime zones, the areas now controlled by farmers for the benefit of the seaweed plant were owned by local government. Those zones should be regulated, associated with the area and duration of control by the farmers. So that it could be clearly calculated the amount of contributions that could be taken to strengthen the PAD. “Farmers could have controlled for ever, but calculation must be clear. How the seaweed is capable of lifting the economic condition of farmers, as well as giving a positive impact on increasing the PAD,” he said. Seaweed of Nusa Penida has its own characteristic required by the market. But in reality, seaweed production is difficult to encour-
age the economy and living standard of farmers because the price of production is always poked fun by brokers. Farmers do not have a strong bargaining position to determine their own pricing. Establishing a cooperative is one of the steps that can be taken by the government. However, the surest is to make its legal foundation. Poking fun on price

and Spinosum. Their superiority has already been recognized by the market rather than variety belonging to other regions, especially in terms of fiber content. Unfortunately, farmers can only enjoy a small portion of the crop. Averagely, they earn IDR 6,500/ kg for Cottoni and IDR 2,200/kg for Spinosum variety. With an average of land management amounting to 300 square meters, farmers can obtain 75 kg / month or about IDR 500,000 per month with operational costs from planting until harvest at IDR 250,000, including the carrying cost, tying cost and other costs. ICOPE 2010 discuss environmental friendly palm oil plantation IBP
DENPASAR - International Conference on Oil Palm and Environment (ICOPE) 2010 that being held on three days (23 - 25 February) at Grand Hyatt Hotel, Bali will discuss the environmental friendly palm oil plantation. The conference that attended by 400 participants from 14 countries was initiated by Sinar Mas Agribusiness Resources and Technology Research Institute (SMARTRI) Indonesia, Center for International Development (CIRAD) and World Wildlife Fun (WWF). According to Agricultural Minister Suswono on Tuesday, the palm oil production in Indonesia should be increased. Indonesia, he said, have the opportunity to become the largest palm oil producer in the world if it increase the plantation productivity. Suswono stated that from the 9.7 million hectares of plantation that Indonesia have right now, around 40 percent being manage by private sector, 50 percent managed by small enterprises, and only 10 percent of it being managed by government. The production of small enterprise and government, according to Suswono, only around 2 to 4 million tonnes per
hectare. Meanwhile the ones that managed by private sector able to produce around 6 millions ton per hectare. The head of Palm Oil Council Association Franky O Widjaja said that today Indonesia already lead on term of palm oil production. land. But luckily the accusation is not working because the national palm oil industry always try to walk side by side with the conservation effort,” he said. Add, chicken stock, lemon grass, salam leaves, lemon leaves and bring to boil and simmer for 5 minutes. Add coconut cream, bring to boild, season with salt and pepper. Add chickens and simmer until three-quarters cooked, turning chicken frequently. Remove from fire and cool chicken in the sauce to room temperature. Remove chicken from sauce and dry well in open airy place for 30 minutes. Grill over charcoal until dark golden brown. Grilled chicken tastes best when served with peanut sauce, steamed rice and vegetables.

LONDON - The British government said Wednesday that it will lift a state guarantee for all savings deposits held at the nationalised Northern Rock bank, which came close to collapse three years ago. “The Treasury has announced that the guarantees for retail deposits in Northern Rock plc will be lifted three months from today on close of business, 24 May,” the government announced in a statement. After this date, customers will receive the same level of protection which is offered to all British savers in case a bank fails, under the Financial Services Compensation Scheme. The Treasury added that the news was “an important milestone... in Northern Rock’s return to independent, commercial strength”. The government currently insures the first 50,000 pounds (57,045 euros, 77,170 dollars) of savings held by every saver in Britain. The guarantee applies to each financial institution where a customer has savings. Northern Rock was taken into public ownership in early 2008 after it ran into severe funding problems because of the credit crunch. The troubled group was plunged into crisis in mid-September 2007 when it was forced to seek emergency help from the Bank of England. That sparked the first rush in a British bank in living memory, as customers withdrew
cash en masse. To avert meltdown, the government agreed in December 2007 to guarantee all customer deposits held at the struggling group. “The government’s actions to stabilise Northern Rock protected the savings of millions of families and the jobs of thousands of workers,” added Britain’s financial services minister Paul Myners on Wednesday. “The guarantee of retail deposits was a vital step that restored confidence in Northern Rock’s operations when its customers were worried about its soundness.” He added: “Today’s announcement shows how far we have come. Depositors can have confidence in Northern Rock.” Earlier this year, Northern Rock was broken up into two parts — a so-called “good bank” that continues its economic activities, and a “bad bank” management company to run down the remaining assets. The “good” part of the bank is widely expected to be sold to the private sector at some stage, while the “bad” part is likely to remain in public hands.

KUALA LUMPUR - Malaysia’s economy has recovered from the global crisis and could expand by 5.0 percent this year, premier Najib Razak said Wednesday after announcing strong growth in the three months to December. The fourth quarter expansion of 4.5 percent was much healthier than expected, and represented a rebound after three consecutive quarters of contraction. “Overall, the Malaysian economy has turned around and recovered from the implications of the global crisis,” Najib told a press conference. The premier credited stronger external and domestic demand, stimulus spending, measures to ensure access to financing and “accommodative” monetary policy for the resumption of growth. “For the year 2009, the economy contracted by 1.7 percent, lower than negative three or four percent that was projected earlier,” he said. “The accelerated implementation of the government’s two stimulus packages has been a key factor in contributing to the economic recovery.”
Asked whether Malaysia can achieve 5.0 percent growth for 2010, Najib replied “Yes”. “We are quite bullish about it. Earlier we forecast 4.0 percent, I hope we can achieve 1.0 to 2.0 percent above it. I’m going all-out to generate confidence and speedy implementation of projects,” he said. Najib said that Malaysia’s exports, which the economy is reliant on, recovered to expand by 5.1 percent in the fourth quarter compared to a 22.4 percent contraction in the previous quarter. The central bank said the country’s economy is benefiting from an improvement in external demand, particularly from regional economies, and stronger commodity prices. “The improvement experienced in the second half of 2009 is expected to strengthen in 2010,” Bank Negara said in a statement. “Higher domestic demand, particularly private consumption spending, is expected given the stable labour market conditions, improved consumer and business confidence, and continued access to financing. “Further improvements in external demand, following the gradual recovery in the global economy, are also expected to provide further impetus to the domestic economy.”

ATHENS - A general strike in Greece on Wednesday shut down ministries, the public sector and transport amid protests against the Socialist government’s austerity plans to resolve the country’s debt crisis. Greece’s two largest unions and the main Communist syndicate have prepared street demonstrations in Athens, Thessaloniki and other cities to reject the government’s two-pronged crisis plan to raise revenue through new taxes and save money through public sector benefit cuts and hiring freezes. “Our people and their needs are above markets and profits,” the General Confederation of Greek Workers (GSEE), which represents around a million members, said in its demonstration call. The ADEDY civil servants union, whose 300,000 members are seen as the main target of the government’s cost-cutting drive, are supporting the action which has shut down schools, government offices and courtrooms, with disruption to banks, hospitals and stateowned companies. Both unions are led by Socialist cadres. The national journalists’ union also agreed to back the strike, raising the prospect of a news blackout on the action. Athens metro and bus lines were due to run a skeleton service to allow strikers to get to the street demonstrations planned in the city centre. The general strike is the first to hit the Socialists after their election in October on an economy salvation ticket. It hit the government amid talks with the European Union and European Central Bank on its plan to slash four points off its budget deficit, currently over quadruple the allowed EU level at 12.7 percent of output, and to limit debt of around 300 billion euros (407 billion dollars). But with Greece in a deepening recession, there are doubts in Brussels that the cor-
nered Socialists will meet their targets. Ratings agency Fitch on Tuesday voiced its scepticism with a credit downgrade on Greece’s top banks, arguing that the measures needed to rectify Greek public finances “will have a significant effect on the real economy, affecting loan demand and putting additional pressure on asset quality”. It was the last thing the Athens administration needed in a week experts from the European Commission, the European Central Bank and the International Monetary Fund visited to assess its crisis plan. The international teams arrived on Tuesday and were expected to stay until Thursday for talks with senior government officials. Greece’s high debt and a collapse in confidence on financial markets over its ability to finance itself have put government bonds under pressure, weakened the euro and pushed the eurozone into crisis. But Athens says it is not solely responsible for the turmoil. The Greek government spokesman argued on Tuesday that better surveillance from Brussels might have spotted the warning signals far sooner. “The European Commission had the duty to know, to carry out checks, and I am very sure that they knew the statistics,” government spokesman George Petalotis told Kanali 1 radio. In Brussels, a European Commission spokesman rejected the charge. “Since 2005, we have expressed our concerns on five occasions” on the public deficit data provided by the Greek authorities, commission spokesman Amadeu Altafaj Tardio told AFP. “To say there was a lack of vigilance on our part does not correspond with reality,” he added. CBS fights ’04 Jackson ‘wardrobe malfunction’ fine AFTER six years of legal wrangling and one Supreme Court review of Janet Jackson’s infamous Super Bowl “wardrobe malfunction,” CBS argued anew Tuesday that it should not be held responsible for the half-second of nudity. The 3rd Circuit Court of Appeals in Philadelphia had thrown out the FCC’s $550,000 fine against CBS as arbitrary, only to have the U.S. Supreme Court kick it back down for review. The Supreme Court pointed to its ruling in a Fox Television-led challenge, when it said the FCC could threaten fines over the use of a

single curse word on live TV. The FCC argued Tuesday that CBS was duly warned that its 2004 halftime performers might add some shock value to the act. Jackson’s choreographer had promised as much, FCC lawyer Jacob Lewis said. During the act, singer Justin Timberlake ripped off Jackson’s bustier, exposing her breast for nine-sixteenths of a second. “There were considerable alarm bells about deviating from the script,” Lewis told the 3rd Circuit panel. “CBS had a duty to investigate.” CBS complained that the FCC had previously applied the same decency standards to words and images — and excused fleeting instances of both. Judge Marjorie Rendell seemed to agree, noting that the FCC could have stated in its rules that nudity was another thing entirely from bad language. “(The FCC) had the opportunity to say nudity is different. They didn’t,” she said. “I’m trying to figure out how CBS or anyone else can be put on notice ... when the FCC does not draw any distinction at all between the two fleeting things.” Lewis replied that the duration of the offense is not the only factor, but must be weighed along with the content of the material, in this case Jackson’s bare breast. “They have no argument that the image was not indecent,” he said. “While fleeting, it was patently offensive.” The threejudge panel is the same one that heard CBS’ original appeal of the FCC fine, siding with the network in 2008.
Sheen takes break from ‘Two and a Half Men’ CBS is temporarily halting production of television’s top-rated comedy, “Two and a Half Men,” following news from Charlie Sheen’s publicist that the actor is in rehab and is taking a break from the show. Publicist Stan Rosenfield announced Tuesday that Sheen has entered a rehab facility “as a preventative measure.” He asked for privacy for Sheen, 44, but did not specify why the embattled actor was seeking treatment. Sheen’s bosses expressed support for the actor in a statement that said they were temporarily stopping production of the show. “CBS, Warner Bros. Television and (Executive Producer) Chuck Lorre support Charlie Sheen in his decision today to begin voluntary inpatient care at a treatment center,” the statement said. “We wish him nothing but the best as he deals with this personal matter.” The statement offered no timetable for when the show would resume taping. The decision comes roughly two months after Sheen was arrested after a fight with his wife at his Aspen, Colo., home. Prosecutors later charged the ac-
tor with felony menacing and misdemeanor charges of third-degree assault and criminal mischief. The most serious charge carries a maximum three-year prison term. Sheen has not entered a plea and is due back in court on March 15. Assistant District Attorney Arnold Mordkin said Tuesday he hadn’t heard that Sheen had entered rehab and couldn’t discuss what bearing it might have on the case. She was on stage for two-and-a-half hours dancing, singing, running. Was she a little out of breath on a couple of songs? Yes, she was. But I don’t apologize for that, she had a red-hot go.” And McManus admits Houston was “surprised” by her fans’ disappointment - because she put her best effort into the gig. He adds, “There were 9,500 people there (and) 9,000 gave her a standing ovation. There were so many happy faces - that’s what she saw from the stage. So she’s surprised by the negativity the morning after. She went to bed after the show giving a two-and-a-half hour solid performance. She was proud of it. She thought she gave her all and did a strong performance and I agreed with her. This was the first night of a tour after a long flight; she hasn’t played for a while.” Houston is next due to appear at the Acer Arena in Sydney on Wednesday.

SALT LAKE CITY – Fossils of a previously undiscovered species of dinosaur have been found in slabs of Utah sandstone that were so hard that explosives had to be used to free some of the remains, scientists said Tuesday. The bones found at Dinosaur National Monument belonged to a type of sauropod — long-necked plant-eaters that were said to be the largest animal ever to roam land. The discovery included two complete skulls from other types of sauropods — an extremely rare find, scientists said. The fossils offer fresh insight into lives of dinosaurs some 105 million years ago, including the evolution of sauropod teeth, which reveal eating habits and other information, said Dan Chure, a paleontologist at the monument that straddles the Utah-Colorado border. “You can hardly overstate the significance of these fossils,” he said. Of the 120 or so known species of sauropods, complete skulls have been found for just eight. That’s mostly because their skulls were made of thin, fragile bones bound by soft tissue that were easily destroyed after death. “This is absolutely No. 1 in terms of projects I’ve had the opportunity to work on,” said Brooks Britt, a Brigham Young University paleon-
tologist who co-authored a study on the fossils along with University of Michigan researchers. The new species is called Abydosaurus mcintoshi. Researchers say it’s part of the larger brachiosaurus family, hulking fourlegged vegetarians that include sauropods. The findings are being published this week in the peer-reviewed science journal Naturwissenschaften. The bones came from a quarry known as DNM 16. It was discovered in 1977, but intensive excavations didn’t get started until the late 1990s. The skulls were found in 2005. Tantalized researchers, though, were stymied by rocks around the bones that were so hard that workers were unable to break through, even with use of a jackhammers and concrete saws.
Last year, a blasting crew from Rocky Mountain National Park in Colorado spent three days at the quarry detonating handset explosives that loosened the rock but didn’t damage the bones. That allowed scientists to pluck out other fossils, including leg bones, shoulder blades and other parts. Paleontologists believe they have the remains of at least four dinosaurs at the site. All appear to be juveniles and were likely around 25 feet long, Britt said. “We don’t know how much bigger they could get,” Britt said. The skulls — including one that’s complete and intact and another that’s complete but in pieces — offer new clues about how sauropods ate their food. They didn’t chew it. They just grabbed it and swallowed it,” Britt said.
JERUSALEM – An Israeli archaeologist said Monday that ancient fortifications recently excavated in Jerusalem date back 3,000 years to the time of King Solomon and support the biblical narrative about the era. If the age of the wall is correct, the finding would be an indication that Jerusalem was home to a strong central government that had the resources and manpower needed to build massive fortifications in the 10th century B.C. That’s a key point of dispute among scholars, because it would match the Bible’s account that the Hebrew kings David and Solomon ruled from Jerusalem around that time. While some Holy Land archaeologists support that version of history — including the archaeologist behind the dig, Eilat Mazar — others posit that David’s monarchy was largely mythical and that there was no strong government to speak of in that era. Speaking to reporters at the site Monday, Mazar, from the Hebrew University of Jerusalem, called her find “the most significant construction we have from First Temple days in Israel.”
“It means that at that time, the 10th century, in Jerusalem there was a regime capable of carrying out such construction,” she said. Based on what she believes to be the age of the fortifications and their location, she suggested it was built by Solomon, David’s son, and mentioned in the Book of Kings. The fortifications, including a monumental gatehouse and a 77-yard (70-meter) long section of an ancient wall, are located just outside the present-day walls of Jerusalem’s Old City, next to the holy compound known to Jews as the Temple Mount and to Muslims as the Noble Sanctuary. According to the Old Testament, it was Solomon who built the first Jewish Temple on the site. That temple was destroyed by Babylonians, rebuilt, renovated by King Herod 2,000 years ago and then destroyed again by Roman legions in 70 A.D. The compound now houses two important Islamic buildings, the golden-capped Dome of the Rock and the Al-Aqsa mosque. Archaeologists have excavated the fortifications in the past, first in the 1860s and most recently in the 1980s.

The French videogame powerhouse announced a partnership with Penguin Group to make “Assassin’s Creed Renaissance” available here beginning Tuesday as a “stand-alone adventure novel” incorporating videogame characters and storyline. The book went on sale in Britain shortly after the November release of “Assassin’s Creed II,” a sequel to a 2007 videogame that has sold more than nine million copies. “The book
deal with Penguin, along with the recent ‘Assassin?s Creed Lineage’ short film Ubisoft produced, is part of an ambitious strategy to bring the ‘Assassin’s Creed’ franchise to multiple entertainment media,” said Ubisoft senior director of consumer products Andy Swanson. “We believe that these projects developed in tandem with the games themselves provide the player with a truly immersive experience into the ‘Assassin’s Creed’ world.” The videogame sequel is a swirl of treachery, swordplay, history, and artistry set in scenic Renaissance Italy. Ubisoft backed its faith in the convergence of videogames and movies with the creation of “Assassin’s Creed: Lineage” short films that tell a story of events setting the stage for the sequel. “We?re incredibly excited to be partnering with Ubisoft on a tie-in novel to ‘Assassin’s Creed II’,” said Penguin Group USA president of mass market paperbacks Leslie Gelbman. Davydenko and Cilic win in Dubai Reuters -
DUBAI - Fourth seed Nikolay Davydenko overcame an early fright to beat France’s Florent Serra 6-7 6-4 6-1 on Tuesday in an errorstrewn first-round battle at the Dubai Championships. Sixth seed Marin Cilic had an easier time, thriving in the sweltering conditions to power past Frenchman Arnaud Clement 6-2 6-4. Fifth seed Jo-Wilfried Tsonga had just won the first set 7-6 when his opponent, fellow Frenchman and last week’s Marseille Open winner Michael Llodra, pulled out with a hamstring injury. Bryant recorded 32 points, seven rebounds and six assists in his first appearance since missing five games with an injured ankle. His winning three-pointer came with 4.3 seconds remaining, after he had tied the game with another three-pointer with 54 seconds left on the clock. The Grizzlies had a final opportunity to win the game but guard O.J. Mayo missed a jump shot at the
buzzer. “I’ve spent time and time again shooting thousands of shots. OKLAHOMA CITY, Oklahoma Jason Richardson’s last-second basket completed a stunning Phoenix comeback as the Suns rallied from 10 points down in the final minutes to beat Oklahoma City Thunder 104-102 on Tuesday. Amare Stoudemire scored a teamhigh 30 points for the Suns and Richardson finished with 20, including two game-tying free throws with 40 seconds left, as Phoenix snapped the Thunder’s nine-game winning streak. LONDON - Two Wayne Rooney headers led Manchester nited to a 3-0 win over West Ham United at Old Trafford on Tuesday, taking the champions within a point of Chelsea at the top of the Premier League. Kubica pins hopes on Renault upgrade ROBERT Kubica is hopeful his Renault team will take a significant step forward when it introduces some planned upgrades to this car for this week’s test in Barcelona. “I would say we will have some upgrades,” Kubica said following last week’s test at Jerez, where the Pole was second quickest overall. “I don’t know how big it will be. We hope for sure it will be big enough to come closer to the top teams, but we don’t know how they will improve so it is a bit of guessing. We are trying to do the best that we can, and then we will find out in Bahrain whether it is enough or not. But to be honest it is never enough, so we are pushing very hard and trying to work as hard as possible in these tests, which are quite crucial for the first few races, and we hope to be ready in Bahrain.” Kubica, who has joined Renault from BMW Sauber this year, insisted he has been very happy with the progress made by the team since the start of testing. “I am never 100 per cent happy, but to be honest we are working well, we have improved the car quite a lot compared to Valencia when we started testing and started working together, so overall I am very happy,” he added. The Pole, who will be partnered by Russian rookie Vitaly Petrov, also played down talk of him being the team leader despite his greater experience. “I don’t think there is really a leader,” he said. “Of course Vitaly has never driven in F1 before, so he will need a bit of time to adapt and gain experience.

Ferrari slams FIA’s new team ‘holy war’ FERRARI has attacked the FIA’s push to bring new teams into Formula 1, in the wake of the problems currently surrounding Team US F1 and Campos Meta. With neither outfit yet having a car ready to run, and US F1 hoping to miss the first few races of the season, the sport is facing up to the fact that it will probably not have as full a grid as it had hoped to have for 2010. And in a column published on Ferrari’s official website on Tuesday, the team has openly attacked the FIA’s policy of encouraging new teams - labelling it as a ‘holy war’ – and suggests the sport may have been better off looking after manufacturers like Toyota and BMW, who walked away. “Of the thirteen teams who signed up, or were induced to sign up, for this year’s Championship, to date only eleven of them have heeded the call, turning up on track, some later than others, and while some have managed just a few hundred kilometres, others have done more, but at a much reduced pace,” the Ferrari column titled ‘the Horse Whisperer’ claimed. “As for the twelfth team, Campos Meta, its shareholder and management structure has been transformed, according to rumours which have reached the Horse Whisperer through the paddock telegraph, with a sudden cash injection from a munificent white knight, well used to this sort of last minute rescue deal. However, the beneficiaries of this generosity might find the knight in question expects them to fulfil the
role of loyal vassal. All this means, it is hard to imagine the Dallara-designed car showing its face at the Catalunya Circuit, with Sakhir a more likely venue to witness the return of the Senna name to a Formula 1 session.” “The thirteenth team, US F1, appears to have gone into hiding in Charlotte, North Carolina, to the dismay of those like the Argentinian, Lopez, who thought he had found his way into the Formula 1 paddock, (albeit with help from chairwoman Kirchner, according to the rumours) and now has to start all over again.
