Bali News Never make C-class excavation site in Karangasem as another ‘Gunaksa’ Location and potential of C-class excavation areas in Karangasem should not be let become like the former C-class excavation of Gunaksa, Klungkung. After excavation activities and sandstone materials have run out, diggers or investors went away as they liked it. Open land space as former excavation sites leaves puddles or swamps that are prone to mosquito breeding. As consequence, they may result in a greater damage or loss in the long term. Concerns with the location of Cclass excavation site on Lava Land (Karangasem) might be in the same boat with Gunaksa was once revealed by a legislator of Karangasem House from Kubu, Nyoman Oka Antara, IGA Mas Sumatri and the Head of Karangasem House, I Gede Dana. Oka Antara exemplified the former location of C-class excavation that was first exploited by PT SIP at the area of Sukadana Village, Kubu. Excavations by PT SIP were over and closed a few years ago. Volume or sand-gravel reserves are estimated to reach 16,108,906.25 m3. Such land sand is available in the area of 1,000 hectares with a volume of 40 million m3. From such amount of potential, how many had been excavated is not mentioned. However, it is only mentioned the excavation activities situated at Selat Subdistrict with 100 locations and created job opportunity for 160 people, Rendang has 38 lo-
cations with job opportunity for 173 people, Abang Subdistrict has 5 locations of rock stone excavation at Ababi, at Kubu subdistrict with 245 excavation sites with job opportunity for 437 workers, and at Bebandem has 141 locations absorbing 390 workers. Gede Dana and Oka said the upfront fee of investor was too small namely IDR 5 million if compared to the profit obtained in the C-class excavation. It was impossibly enough for reclamation of the mining sites. Gede Dana also realized that if calculated in long-term view, the profit or regionally generated revenue (PAD) of the excavation was not comparable to the losses incurred in the long term, such as environmental damage. excavation had to be selective and limited by considering environmental security. “Please do not let the illegal Cclass excavation operate at banned areas because the slopes of land, such as hills located on the foot or slope of mountain that becomes the infiltration of rain water. Should there be any illegal or unlicensed C-class excavation within the protected forests, such as at the rural areas of Pempatan or Besakih, had to be firmly closed. Residents digging at the location should be aware of the importance of maintaining the environment, especially the forest as the area of rain water catchment,” he asserted. Dokale Dance from NTT jazzes up BAF VISITORS Bali Arts Festival (BAF) had been served with many art performances by Balinese artists and those (participants) from outside of Bali. Having been inaugurated by President of the RI on last Saturday (Jun 12) at the Ardha Candra amphitheater, the 32nd BAF taking the theme Sudamala had presented some art performances both of traditional and contemporary arts on stages existing at the Denpasar Art Center as well as at campus of Indonesia Institute of Arts (ISI) Denpasar. Similarly, on the eleventh day, Tuesday (Jun 22), visitors of BAF were presented with typical art performance of East Nusa Tenggara (NTT) by the Department of Culture and Tourism of the NTT Province. As shown at Ayodya Stage, last Tuesday noon, the artists from NTT presented a number of typical regional dances namely musical dance accompanied with Sasando Rendo Teo music, Dudung Baluk Dance, Dokale Dance, Waleka Dance, Soko Ale Dance and Kumusu Dance. Begun with a Sasando musical performance singing some songs, including typical songs of NTT, it was followed by traditional dances and development dance. Art performances by the province having 21 regencies were delayed for about 40 minutes. Nevertheless, the audience remained faithful to wait their performance on the seat of the stage. of audiences until the end of the show. Teo Rendo Dance describes the hospitality of community in entertaining guests. This dance symbolizes the hospitality of Ndao Rote community. On last Monday (Jun 22) at 10:00 am Local Time, the victim’s daughter-in-law was surprised to
find her father-in-law did not move at all in his room. Witness was rushed to find help. Unfortunately, the life of resident from Kanagawa City, Japan, could not be saved. At the end, victim’s body was taken to Sanglah Hospital, Denpasar, for an autopsy. In the meantime, the death case of Goto was reported to the South Kuta Police Headquarters by witness. Is there any indication of violence? Chief Nanang explained, provisional results of investigation told that Goto’s death was alleged to be caused by illness. Another consideration, Goto has been old enough. “In accordance with information of witness, the victim had a record of suffering from stroke. Allegedly, Goto’s death was due to such disease,” said Nanang while adding that there were no signs of violence found on the victim’s body. HONG KONG (AFP) – Hundreds of protestors chanting slogans and blowing vuvuzelas faced off Wednesday as Hong Kong legislators debated a controversial plan to enact limited political reforms in the Chinese territory. Police surrounded the legislature with barricades and scores of officers kept apart pro-democracy and pro-Bejing activists as lawmakers inside thrashed out the plan, which would give voters a bigger say in Hong Kong’s running. After weeks of tense political manoeuvring, the reform plan is likely to be adopted by the legislature although critics complain it does not go far enough and are calling for full democracy for the city of seven million people. “Officials say the vote will mark a historic moment for Hong Kong. But how come Hong Kong people are not involved in this historic moment? How come they are not consulted?” pro-democracy lawmaker Lee Cheuk-yan said. “The government insists on pressing ahead with the vote because it was given the green light by Beijing,” he said. While the financial and trading hub in southern China has some direct democracy, power ultimately rests in the hands of a Beijing-backed chief executive and business elites. The opposition camp is split on the Hong Kong government’s plan, with enough moderate pro-democrats intending to vote for it to ensure passage. Harder-line lawmakers, insistent on a firm timetable for universal suffrage, called for the vote to be postponed, arguing that the government had given them only two days to digest its latest revisions to the plan. “This is an unprecedented breach of legislative procedural rules by the government. TOKYO (AFP) – Japan’s Prime Minister Naoto Kan pledged Wednesday to reduce “the burden” of US bases on Okinawa as the island marked 65 years since the end of a major World War II battle there. Kan was on his first visit to the southern island since he took office on June 8 to attend a ceremony to remember the 83-day bloodbath which killed more than 200,000 people, half of them civilians, in 1945. His predecessor Yukio Hatoyama stepped down this month largely because he had mishandled a dispute over the relocation of an unpopular
US airbase on the island, triggering local protests and souring ties with Washington. Kan noted that the US presence on Okinawa had contributed to peace in the Asia-Pacific region but added: “I promise to continue to seriously tackle the reduction of the burden in connection with US military bases.” Kan said the island still hosts more than half of the 47,000 US troops in Japan. The bases have long drawn the ire of Okinawans because of aircraft noise, pollution, the risk of accidents and crime. “On behalf of all of our people, I apologise for the burden,” Kan said.
Futenma and other US bases were established as American forces took the island in one of the bloodiest battles of World War II. Towards the end, Japanese troops forced many residents to kill themselves “honourably” rather than face capture, according to local accounts. “I sincerely express my heartfelt sorrow for the dead,” Kan told an audience of more than 5,000 Okinawans who held a minute-long prayer. After the war, Okinawa stayed under US occupation until 1972 and has since then remained the strategic US military keystone in the Pacific. The world’s two largest econo-
mies have been key security partners, and Wednesday also marked the 50th anniversary of the Japanese ratification of a US-Japan security treaty which both sides had signed on January 19, 1960. Anti-base protests have flared in recent months after Hatoyama first pledged to move the contentious Futenma airbase off Okinawa, than reneged on the promise following protests from the United States. Kan has pledged to follow an accord reached in May under which the base would be relocated within Okinawa as first agreed in 2006, from a crowded city area to the island’s coastal Henoko region.

KINGSTON, Jamaica – Hunted by security forces across Jamaica, reputed drug baron Christopher “Dudus” Coke sought out a preacher’s advice and tried to turn himself in to U.S. marshals. He was caught by police at a highway checkpoint before he could get there. Now, Jamaica’s top police officer is appealing for cool heads, urging Coke’s gangland supporters to allow the law to take its course following his arrest Tuesday. Last month, fighting between security forces and gunmen loyal to the man dubbed by U.S. authorities as one of the world’s most dangerous drug lords killed 76 people. “I would like to appeal to the families, friends and sympathizers of Christopher Coke to remain calm,” Police Commissioner Owen Ellington said after the capture of Jamaica’s No. 1 fugitive, who eluded the bloody police offensive in his West Kingston slum stronghold. Security forces “are taking every step possible to ensure his safety and well-being while he is in our custody,” Ellington said Tuesday night, adding that legal proceedings against Coke should get under way quickly.

CHEORWON, South Korea – South Korean and Japanese activists flew hundreds of thousands of leaflets toward the border with North Korea on Wednesday to condemn the country’s government amid tensions over the deadly sinking of a South Korean warship.
MEXICO CITY – Authorities in northern Mexico say assailants sprayed a town hall with gunfire, killing at least three police officers. The Nuevo Leon state attorney general’s office says police found 200 shell casings from assault and semiautomatic rifles outside the Los Herreras municipal office, which also houses the town’s police force.
South Koreans critical of North Korea and some North Korean defectors living in the South regularly float leaflets across the heavily armed frontier via balloon in a campaign to urge North Koreans to rise up against leader Kim Jong Il’s authoritarian regime. The leaflets sent Wednesday, also by balloon, criticized North Korea’s late founding father Kim Il Sung for starting the Korean War and blamed the current regime led by his son Kim Jong Il for a botched currency reform and the downing of the ship — which killed 46 sailors. The sending of the leaflets comes amid North Korea’s threats to launch an all-out strike against any South Korean government propaganda facilities at the border such as loudspeakers. The groups originally planned to send 100 balloons carrying a total of 6 million leaflets, but less-thanideal wind conditions at the launch site near the border reduced the total to nine balloons and 540,000 leaflets, organizers said. It was unclear
whether the balloons would actually reach North Korea. They plan to send the rest later this week. “We’d like to punish the Kim Jong Il government by spreading the truth written on these leaflets,” said Seo Jung-gab, president of the National Action Campaign, one of the participating groups. Also among groups participating was the National Association for the Rescue of Japanese Kidnapped by North Korea, a group supporting the families of Japanese abducted by Pyongyang’s agents in the 1970s and ’80s. The leaflets contained a message to the abductees and contact information for organizations in Japan and China working to assist them. “North Korean citizens don’t even know that their government kidnapped people worldwide,” said Tsutomu Nishioka, chairman of the group. North Korea has admitted to kidnapping 13 Japanese citizens, and has allowed five to return home, saying the other eight died. Tokyo has demanded proof of the deaths and a
probe into other suspected kidnapping cases. Besides the five who returned to Japan, the government has identified 12 other citizens it says were abducted. The two Koreas ended decades of propaganda campaigns against each other in 2004 as relations improved following a 2000 summit. However, South Korea resumed propaganda radio broadcasts as part of steps to punish the North for allegedly sinking the warship with a torpedo in March. South Korea has asked the U.N. Security Council to punish the North over the sinking. As part of retaliatory measures, Seoul installed 11 loudspeakers this month along the border to blare propaganda, but has so far stopped short of starting broadcasts or flying leaflets. A multinational investigation led by South Korea concluded last month that North Korea was responsible. The North has denied responsibility and threatened to respond to South Korean retaliatory measures with war.
The 42-year-old Coke, who faces trial in New York on drugtrafficking and gunrunning charges, is said to fear suffering the same fate as his father, a gang leader who died in a prison fire in 1992 while awaiting extradition to the U.S. on drug charges. Ellington said Coke was caught by police manning a vehicle checkpoint along a highway, but added that other “circumstances of (Coke’s) arrest are being investigated.” He said police were acting on intelligence. The Rev. Al Miller, an influential evangelical preacher who facilitated the surrender of Coke’s brother earlier this month, told The Associated Press that Coke was heading to surrender to authorities at the U.S. Embassy in Kingston when police stopped his convoy on a highway outside the capital. “A contact was made on his behalf that he wanted to give himself in,” Miller said. “I therefore made arrangements with his lawyers because he wanted to go ahead with the extradition process, so we communicated with the U.S. Embassy because that’s where he would feel more comfortable.” Miller said police took Coke to the nearby Spanish Town police headquarters, then flew him to Kingston.
Such weapons are often used by drug cartel hitmen. Prosecutors said Tuesday a vehicle found at the scene had “Z-40” and “Z” painted on its windows — apparent references to the Zetas drug gang. Authorities blame fighting between the Gulf cartel and the Zetas for a recent surge in violence in Nuevo Leon, which is close to Mexico’s border with Texas. The attack happned around midnight Monday.

JAKARTA - The detention of scores of political prisoners often in abusive and inhumane conditions is an “ugly stain” on Indonesian democracy, Human Rights Watch (HRW) said Wednesday. A new report by The New Yorkbased watchdog urged Indonesian President Susilo Bambang Yudhoyono to immediately release more than 100 Papuan and Moluccan political prisoners and revoke the laws under which they were jailed. “Imprisoning activists for peacefully voicing their political views is an ugly stain on Indonesia’s recent improvements in human rights,” HRW deputy Asia director Phil Robertson said in a statement. “It’s out of step with Indonesia’s growing aspirations as a democratic and rights-respecting country.” The report titled “Prosecuting Political Aspiration” said contin-
ued persecution of peaceful political activists undermined democratic reforms since the fall of military strongman Suharto in 1998. When it came to independence activists from Papua or the southern Moluccas — restive regions where separatist tensions have simmered for decades — Suharto-era practices of “lumping together peaceful activists and armed militants” persisted, along with torture and abuse. The report profiles 10 prominent political prisoners from Papua and the Moluccas, all of whom complained of ill-treatment and abuse including beatings with wooden bats
and cables. “I was tortured for 14 days in Tantui (prison), day and night. They picked me up in the morning and returned me, bleeding, to my cell in the evening,” Moluccan activist Reimond Tuapattinaya was quoted as saying in the report. Many of the prisoners were convicted under draconian laws which set heavy punishments for displaying outlawed separatist symbols such as the Papuan Morning Star and the South Moluccan rebel flags. HRW called on the European Union to take up the issue when it launches a human rights dialogue with Indonesia in Jakarta next Tuesday. It also called on Australia and the United States to stop providing training assistance to the counterterror police force known as Detachment 88, blamed for some of the worst abuses in the Moluccas.

The soft loan for the climate change program will be charged with a 0.15 percent interest a year with a return period of 15 years and a grace period of five years.
JAKARTA - Indonesia’s National Narcotics Agency (BNN) has chosen Miangas Island as the information center for halting transnational drug trafficking activities. “We have made Miangas our eyes and ears because that island has a potential to be used as drug traffickers as their basis,” BNN Chief Gories Mere told newsmen here Tuesday. Miangas is an Indonesian island, which directly borders with the Philippines. It belongs to the North Sulawesi Province. Gories Mere said, due to its geographical condition, Miangas was vulnerable to such trans-national crimes as terrorism as well as drug trafficking and arms smuggling. In halting drug trafficking activities through the island, BNN had public awareness campaigns through the 2010 Miangas Caring Action Program, he said. Besides the Philippines, Miangas Island was also vulnerable to drug trafficking from China and Thailand, he said. Gories Mere said Miangas Island was closer to the Philippines than to North Sulawesi city of Manado. That island, he said, was only
four hour-voyage from the nearest coastal area of Philippines but it was 18 hours away from Manado. Therefore, making the people of Miangas well aware of the danger of the transnational drug trafficking was important. It was part of BNN’s agenda for commemorating the International Anti-Drug Day, which fell on June 26, he said. Indonesia is among a number of Asian countries being seriously threatened by drug smuggling syndicates. The BNN reported there were 3.6 million drug users in Indonesia in 2008. On Tuesday, a Singaporean had attempted to smuggle 2,060 grams of Shabu-Shabu from Hong Kong to Jakarta through the SoekarnoHatta International Airport, Tangerang, Banten Province. But the airport’s customs officers successfully detected the methamphetamine the suspect had hidden in two plastic tea packs. The customs officers arrested the 24-year-old suspect, identified as DCD, inside the airport’s arrival terminal after he got off a China Airlines aircraft with flight number CI-O679. The market price of Shabu-Shabu that DCD brought could reach Rp2.12 billion.
President signs decree on Jimly’s resignation Antara
JAKARTA - President Susilo Bambang Yudhoyono has signed a presidential decree (Kepres) on the resignation of Jimly Asshiddiqie from the Presidential Advisory Board (Wantimpres). Jimly resigned from Wantimpres membership because he has registered as an applicant for the post of Corruption Eradication Commission (KPK) chief with the government-appointed selection committee. “The president has signed the decree on Jimly Asshiddiqie’s resignation from Wantimpres membership because the latter is making a bid to be selected for the post of KPK leader,” presidential spokesman Julian Aldrin Pasha said here on Wednesday. He said President Yudhoyono signed the letter on Tuesday, June 22, 2010, a day after the head of state received a letter from Jimly about the latter’s request to resign from Watimpres membership. According to Julian, the decree was effective on the date it was signed by the president and therefore, “Jimly is now no longer a member of Watimpres.” Julian said members of Presidential Advisory Board were appointed
and suspended by the president through a presidential decree but he made no mention if Jimly’s dismissal was temporary or permanent. Jimly was a former chairman of the Constitutional Court before being sworn in as member of Watimpres in January this year to deal with legal and state structure matters. Jimly said he would resign to heed President Susilo Bambang Yudhoyono’s wish. The president said earlier he would ask Jimly to resign after he entered the KPK chief selection process. President Yudhoyono said he had to do it to avoid suspicion that Jimly had been asked by the president to apply for the KPK top job. “In compliance with the president’s hope, I will submit my resignation letter on Monday,” Jimly said on Saturday. DENPASAR – Ungasan Village in Badung regency held an event entitled “Ungasan Festival 2010” which is an art and culture promotion event. There is also a unique culinary called “sambal adam” I Wayan Sugita Putra, the head of Ungasan Village, said “the event is being held until June 27th 2010. We carry out the event to develop tourism in Ungasan because the village is very close to Nusa Dua area.” The first ever festival is supported by 13 banjar in the village and also by hotels, villas and restaurants owners throughout the village. Sugita said that the rapid development of tourism in Bali has made every parts of the island can be developed into tourism sites. The rich art and culture and also the beautiful scenery become the extra value for the tourists. “There is a lot of interesting activities in the festival such as culinary and sport competition. We have many

kinds of unique foods and every banjar has its own food,” Sugita said. One of the unique culinary from Ungasan is “sambal adam”. The sauce is made from local beans planted by the locals called “kacang cicih”. The sauce is usually baeing eat with rice but it can not serve more than 20 minutes because it will turn dark and doesn’t taste good. The festival which last for 6 days is divided into three categories which are art events such as dance, traditional music and songs, and paintings. Second is culinary competition and the third is sport competition. There is great hope that the festival will give positive effect on the development of tourism in the village as well as developing the local potentials in Ungasan.

Keep Bali holy and hold purity of conscience EACH year the implementation of Bali Arts Festival (BAF) is always designed with central theme and subthemes. Such central theme is expected to cover the implementation of BAF and then interpreted and implemented practically in daily life. The 32nd BAF 2010 has a central theme “Sudamala: Deepening the purity of conscience,” meanwhile its parade themed Bhuana Kerthi: Sanctification of Universe; Performance of BAF themed Mana Wibawa: Sincere Dedication. Meanwhile, competitions and parades themed Paras Paros Upasraya: Vying in togetherness; workshop themed Dharmatula Subhaprawerti: Considering a wise measures and exhibition themed Silvahita Karana: Skill as a source of blessing.” What can be understood from the theme Sudamala? A humanist, Prof. Dr. Wayan Dibia said in the contemporary context the theme of 32nd BAF namely Sudamala: To deepen the purity of conscience should be able to encourage all parties to explore or dive into the purity of our conscience as a Balinese. The purities of conscience of Balinese people comprised honesty, sincerity and determination (of faith). Honesty and sincerity were necessary to put forward in preserving and maintaining the values of the Balinese culture, nature preserve and to empower Balinese residents in various fields— namely improving the quality of human resources through education, improved healthcare and increasing community economy. “In maintaining the nature of Bali,
preserving the culture and empowering the residents of Bali, we should always adhere to the values of honesty and sincerity or seriousness. Honesty, sincerity and seriousness are part of the purity of our conscience,” said Dibia who is also a professor at the Indonesia Institute of Arts (ISI) Denpasar. In maintaining Bali, we must hold fast to the purity of conscience. How do we have to guard the values of honesty, sincerity and faith, actually could be observed from colossal ballet directed by ISI Denpasar exploring the title Anggada Envoy that was also watched by President of the RI on opening the 32nd BAF, last Saturday (Jun 12), at Ardha Candra, Denpasar Art Center. As an envoy holding a noble responsibility—asking Ravana to hand over Dewi Shita, the wife of Lord Rama—Anggada was demanded to have firmness of faith because Anggada had been prompted by Ravana in order not to take side with Rama. If he did not have the firmness of faith, incitement of Ravana would be able to reverse his mind. In the story, Ravana was told to have incited or flipped the mind of Anggada in order not to take sides with Rama because Anggada’s father, namely Subali, was killed by Rama himself. However, the agitation did not work. Sri Rama was able to bring Anggada. “Here, it is considered important to have a purity of conscience, so that we are not easily shaken by incitement of others,” he said. Suarka, said the theme Sudamala was designed far in advance. Through the theme, Bali was expected to keep on guarding its purity. Bali must be sudamala namely remaining pure and clean. Meanwhile, in the context of BAF, Sudamala theme should be implemented in art composition, and thematically Sudamala stood for the concepts of purification and cleansing. “In the art composition, sudamala can be the subject matter of the show. As a name, it can be attached to designation of tirtha sudamala, klakat sudamala, nyuh sudamala and so forth,” said the professor at Faculty of Letters, Udayana University. In the context of keeping Bali holy and clean, the theme sudamala should be embodied in practical or real action. In the condition of Bali’s nature that has been like this, we should be able to restore Bali into sudamala condition. In this regard, how we should keep the area sacred all the times. In every corner of Bali, the real concept of tri mandala should be socialized and well maintained. However, nista mandala in the courtyard of the house has undergone a transfer of functions. Formerly, nista mandala (back garden) was used as a place to manage waste, making organic fertilizers and activities having landfill nuance. Since its function changed, we do not have a landfill. Of course, the rubbish was finally disposed in any place, which made Palemahan or courtyard area became unclean. Balinese Culture Tanah Lot Arts Festival 2010:
Highlighting the theme ‘Poleng’ Tanah Lot Arts Festival (TLAF) as a Balinese cultural extravaganza will be held again in this year 2010. More than 3,000 local artists are ensured to be involved in the event. TLAF of this year takes the theme Poleng or literally means checkered that is trusted as guardian of the Pura Tanah Lot temple or nothing else than Duwe (Holy Sea Snakes) which has been known since its foundation. I Made Sujana, Manager of Tanah Lot Tourism Object Management said, TLAF would last for seven days, starting from July 26 until August 1, 2010 at 9:00 am Local Time to around 10:00 pm. “Artists throughout Tabanan Regency will show off a variety of arts and entertain visitors at Tanah Lot,” he said. In outline, Sujana explained that TLAF cultural activities would be commenced by cultural parade as a sign of opening session. This cultural parade would be followed by contingents from 10 subdistricts in Tabanan marked by opening dance telling about the meaning of Poleng philosophy at Tanah Lot. The ten participants would present artistic potential of each region along with diverse forms of composition characterizing the regions. The parade itself would be graced
by 1,000 artists. Then, there will be various kinds of art performance like Balinese classical dance as a venue for the introduction to classical dance of Tabanan rarely shown to tourists. For example, Barong Rentet, Baris Memedi, Joged Bumbung dance in pair, Classical Arja operetta, Baris Gede in combinations with Tektekan, Leko Dance, Bebarongan, Prembon and Telek Dance. In addition, Classical Gamelan Music performance will also enliven the TLAF event. Such appearances denoted an arena of introduction to classical music in Tabanan that was rarely shown to tourist like Selonding, Ketungan, Gong Kebyar, including Bleganjur. Uniquely, the TLAF of this year will feature “Klepon Festival” as typical culinary festival of Tanah Lot. Each year, participants of the kite festival always soar, so that for this year is limited to 700 participants only. Tanah Lot Arts Festival of this year also features music creation of teenagers denoting a distinctive means for teenagers of Tabanan in the form of Music Parade. And, during the organization of TLAF, it will be jazzed up by art products exhibition consisting of handicrafts, paintings and other performing arts. WASHINGTON - The US Federal Reserve is expected to keep US interest rates at historic lows when it meets later Wednesday, as it tries to keep a languishing recovery on track. The Fed’s top rate-setting body is widely expected to keep its main rate of borrowing at between zero and 0.25 percent to help spur economic growth. Faced with reams of data showing the recovery is still fragile, the debate over whether the Fed should quickly raise rates to stave off inflation has all but disappeared in recent months. Many now believe the central bank could wait as long as next year to act, as it continues a pledge to keep current policy in place “for an extended period.” But the Fed’s announcement will still be keenly watched as investors look for any hint that a double-dip recession is on the way, or that the worst of the danger has passed. “There was once a time when the intrigue surrounding the... meeting had everything to do with the eventual decision on interest rates,” said Patrick O’Hare, chief market analyst for Briefing Research. “Now, it hinges on other items like what adjectives are used in the directive, dissenting votes, and the inclusion of leading phrases like ‘an extended period.’”

BEIJING - China has announced it will remove tax rebates on some exports next month in a bid to rein in overcapacity, a move analysts say could ease trade tensions ahead of a G20 summit. Export tax rebates on 406 goods including some steel products, non-ferrous metals, corn starch and chemicals will be scrapped from July 15, the Ministry of Finance said in a statement posted on its website Tuesday. The move is intended to reduce excess capacity in the sectors by discouraging exports and comes after Beijing said last week it would ban any new capacity expansion plans in the steel industry until the end of 2011. Concerns about overcapacity are rising after China powered out of the global crisis on the back of a 586-billion-dollar stimulus package and state-sanctioned bank lending that nearly doubled loans in 2009. Analysts said the move Tuesday was the first time China had removed stimulative tax
measures for exports since the outbreak of the crisis in September 2008, as the country’s foreign shipments stabilised this year. They noted that Chinese steelmakers and other raw-material producers expedited shipments this year — with steel exports tripling last month year-on-year — in anticipation of a potential exit of favourable tax policies. The move could temper tensions with major trade partners including the United States, which has imposed punitive duties on various China-made steel products, citing unfair subsidies, the analysts said. “The cut of export tax rebates, together with an appreciating RMB (the yuan) and a coming slowdown of export growth going forward, could help ease China’s trade tensions with the US,” Bank of America Merrill Lynch analysts said in a research note. Beijing vowed at the weekend to make the yuan more flexible and has allowed the Chinese currency to float more freely in the past few days, a step widely seen as a bid to head off rancour at this weekend’s G20 summit.

Buzz is back in Singapore convention and expo business The buzz is back in Singapore’s convention and exhibition industry as AsiaPacific economies rebound and new casinos attract more visitors to one of the region’s favourite meeting destinations. From telecom and hotel trade shows to Christian prayer meetings and home-decor fairs, conference centres are enjoying robust demand from event organisers along with rising attendance numbers. Convention centres have already sealed contracts for events in 2011 and 2012, with Singapore Expo, located close to Changi Airport, hosting a tenth of all business-related events. “The big conventions and exhibitions sector is starting to bounce back,” said its deputy general manager Chandran Nair. “A significant number of associations and organisations have stopped playing a wait-and-see game.” Singapore hosts some 6,000 business events annually, accounting for a quarter of such meetings held in Asia in 2008, according to official figures, but the global recession hit the industry in 2009. In 2008, Singapore welcomed three million business travellers including convention participants, said Melissa Ow, assistant chief executive at the Singapore Tourism Board in charge of business travel and conventions. The segment contributed six billion Singapore dollars (4.4 billion US) or about 40 percent of total tourism revenues in 2008, Ow said. Total visitor arrivals including tourists and business travellers slipped 4.3 percent to 9.7 million in 2009, but the STB forecasts visitor arrivals for 2010 could range from 11.5 to 12.5 million. The target is 17 million arrivals by 2015 — more than three times the current population of Singapore.
The turnaround of the local economy despite lingering US weaknesses and the recent financial shocks in Europe is also boosting demand for meetings and display space at convention centres. Economists expect Singapore’s output to expand 9.0 percent in 2010 after contracting 1.3 percent last year, and the government has been pushing service industries to reduce dependence on manufacturing in the long term. Chua Chor Hoon, the head of research for Southeast Asia at realty consultancy DTZ Debenham Tie Leung, told AFP that growing the convention industry is key to achieving the target. “With the global economies recovering from last year’s recession, the outlook for (the business meetings industry) in 2010 is good as companies are more willing to spend again,” Chua said. For conventioneers, Singapore offers a central location and extensive airline connections as well as a safe, business-friendly and English-speaking environment. All convention centres are connected to the mass transit system, and many offer integrated hotel, entertainment and dining facilities, with accommodation generally cheaper than in Hong Kong, its arch rival. “What is unique to Singapore is our usercentricity, which means that experiences are built around the visitor, with the visitor’s needs and preferences in mind,” said the tourism board’s Ow. The addition of two massive casino complexes earlier this year — one on Sentosa island, the other right next to the banking district — is another incentive to hold regional and world conferences in Singapore Both properties began operations earlier this year and have already signed close to 200 events contracts each, according to company officials. Judge extends Nicole Richie’s DUI probation Associated Press Writer
GLENDALE, Calif. – Court records show a judge has extended Nicole Richie’s probation until March to give her more time to complete alcohol education classes. Richie was not present in court Tuesday when the order was made. She will have to complete the classes by February. Richie’s attorney, Shawn Chapman Holley, did not immediately return a phone message and e-mail seeking comment. Richie was arrested in December 2006 after witnesses reported seeing her black Mercedes-Benz sport utility vehicle headed the wrong way on a freeway in Burbank. She later pleaded guilty to a misdemeanor driving under the influence charge and spent 82 minutes in jail. A former star of the television series “The Simple Life,” Richie is engaged to longtime boyfriend and rocker Joel Madden.

WASHINGTON – Rapper Tupac Shakur’s song “Dear Mama,” Bill Cosby’s second comedy album and rare battle sounds from World War II are among 25 recordings the Library of Congress is preserving for their cultural significance. Selections for the 2009 National Recording Registry are being announced Wednesday. They must be at least 10 years old and be culturally, historically or aesthetically significant. The combination of Cosby — an outspoken critic of profanity and violence in hip-hop culture — with work from a rapper who was shot and killed in 1996 is notable, but organizers said Tupac’s “Dear Mama” was a heartfelt homage to mothers struggling with addiction
and poverty. It’s also a “relatively tame” recording, and the cultural impact of hip-hop is undeniable, program coordinator Steve Leggett said. Tupac is the third rapper inducted, following Grandmaster Flash and Public Enemy. In announcing the registry, Librarian of Congress James Billington said the list “showcases the diverse beauty, humanity and artistry found in the American soundscape.”
The new additions include performances by Little Richard, Willie Nelson, REM, Patti Smith and the 1923 recording “Canal Street Blues” by King Oliver’s Creole Jazz Band for epitomizing the sound of New Orleans. Organizers chose Cosby’s second album, “I Started Out as a Child,” over his first simply because they thought it was better overall, Leggett said. The World War II recording is from the second Battle of Guam in which the U.S. forces retook the island from the Japanese. Nominations come from a Library of Congress preservation board and online suggestions from the public. The selections for 2009 bring the registry’s total to 300.

However, the Catholic Church and powerful conservative crusaders have struck back with a high-profile campaign to shut down the project, saying it breaks the nation’s religionbased moral codes. “Sex education in schools is not the answer to our population problem and poverty,” Eric Manalang, head of the conservative political party Ang Kapatiran (The Brotherhood), told AFP on Monday.
“It promotes promiscuity among children... it does not promote the proper values that we want our children to receive in schools and we believe sex education should strictly remain a family affair.” Manalang said his party and church had filed a petition in court on Monday requesting an injunction to stop the programme. He said the chances of the legal bid succeeding were high with the Catholic Bishops Conference of the Philippines, as well as various parent groups, supporting the fight. Their legal bid claims the programme impinges on parents’ con-
stitutional right to educate their children based on their religious beliefs. “Issues that are not for children should not be taught in schools,” the bishops’ conference said in a statement. While Ang Kapatiran is only a small political party, conservative religious forces led by the Church hold a lot of sway in the Philippines, where more than 80 percent of the nation’s 90-million people are Catholic. The bishops last year succeeded in blocking a proposed law in parliament that would have made it easier for the public to access statefunded contraceptives. Nevertheless, the education department has so far held firm. It says the programme is aimed at curbing a population growth rate of over two percent, among the highest in Asia, and does not promote out-of-marriage sex.
TOKYO/LOS ANGELES – Apple Inc’s hot-selling next-generation iPhone sports chips from Samsung Electronics, Micron Technology and STMicroelectronics, according to an early teardown, or disassembly analysis by technology firm iFixit. The well-reviewed iPhone 4 goes on sale on Thursday in five of the world’s biggest economies — China and its guarded telecoms sector being a notable exception — and consumers hoping to score the device are expected to throng stores. Apple moved 600,000 of the slimmer and better-equipped $199 iPhone 4 last week in its first day of pre-sales, a deluge of interest that jammed ordering systems and squeezed carrier partner AT&T’s inventory. But iFixit, one of the betterknown among so-called teardown firms hired by clients to provide data and competitive intelligence, said it obtained one of the phones from a Silicon Valley employee who got it in the mail two days early, amid multiple Web reports of similar shipments ahead of time.

STMicro, Europe’s top semiconductor maker, provided accelerometer and gyroscope chips used for orienting the phone, iFixit told Reuters. CAPE CANAVERAL, Fla. – Mercury astronaut John Glenn wants NASA’s space shuttles to keep flying until a reliable replacement is ready, no matter how long it takes. Glenn joined the national debate Monday over America’s future in space and became the latest ex-astronaut to speak out on the matter. He issued a nine-page statement in which he questioned the decision to retire the shuttle fleet and rely on Russia to take astronauts to the International Space Station. “We have a vehicle here, why throw it away? It’s working well,” the first American to orbit Earth said in a tele-
phone interview with The Associated Press. Glenn said he’s against paying the Russians $55.8 million per person to fly U.S. astronauts to the space station and back. That’s the price for a single ticket starting in 2013; right now, it’s costing NASA $26.3 million and will jump to $51 million next year. Glenn doesn’t believe the general public realizes what’s happening on the space front. “Going to Russia and being, in effect, under control of Russia for our space program just doesn’t sit right with me and I don’t think it sits well with the American people, or won’t, either,” said Glenn, a former U.S. senator who rode the shuttle into orbit in 1998 at age 77.
He turns 89 next month. Glenn said little if any money will be saved by canceling the shuttle program, considering all the millions of dollars going to Russia for rocket rides. At least two shuttle flights a year could keep the station going and the work force employed, until something new comes along, he said. The former astronaut wonders what will happen if there’s an accident and Soyuz rockets are grounded. He supposes the space station — a $100 billion investment — would have to be abandoned. He also worries scientific research at the station will take a hit if experiments have to be launched from Russia and have no way of getting back to Earth in bulk.

But the Manchester United defender, dropped for the final match of his country’s doomed campaign, pledged not to hold back on revealing the inside secrets of how France’s World Cup fell apart in a storm of resentment and rage. “I share the pain of all France. Tonight is the time for apologies. It’s an apology that could have been made yesterday, but I was banned from doing so by the coach,” said Evra, one of the ringleaders of the players strike on Sunday which was called to protest the expulsion of teammate Nicolas Anelka. His part in that disastrous public exercise was punished by embattled coach Raymond Domenech who dropped him from the team’s 2-1 defeat to South Africa on Tuesday. “Now is not the time to settle scores. All of France will have the time to have explanations for this disaster. I will give them. I will talk about what has happened. I will tell the truth. I
have nothing to hide.” France, the 1998 champions and 2006 runners-up, ended their illstarred South African adventure at the bottom of Group A having lost to Mexico and South Africa and scraping a 0-0 draw with Uruguay. They went home with one point, one goal and with the unwanted title of laughing stock of the football world. Aware of the public fury, Evra said his teammates would not claim the bonuses owed to them from lucrative marketing deals. “We will not accept a single cent from sponsors. We will refuse all the bonuses,” said Evra. According to the agreement signed with the French Football Federation (FFF) the players would not receive any extra money for failing to reach the second round, but were liable to benefit from lucrative marketing revenues generated by the squad. The Manchester United star refused to admit that the strike on Sunday, described as “unspeakably stupid” by Domenech and which saw the players refuse to train, had been a mistake. “Our pain wasn’t exaggerated. We communicated our reasons for what happened,” he said. “Tonight I was dropped from the team without a valid reason. These are difficult times.”

Nadal was joined in the second round by British fourth seed Andy Murray, who overcame a slow start to thrash the Czech Republic’s Jan Hajek 7-5, 6-1, 6-2. MILWAUKEE – Seeking a scoring threat and willing to take on a significant contract, the Milwaukee Bucks acquired forward Corey Maggette in a trade with the Golden State Warriors on Tuesday. The Bucks also got a secondround draft pick from the Warriors, giving up guard Charlie Bell and center Dan Gadzuric in return. Maggette played in 70 games with 49 starts for Golden State last season, averaging 19.8 points per game. He will be expected to provide offense for a team that may lose John Salmons, who can opt out of his contract and become a free agent. “Corey has been a consistent scorer throughout his career,” Bucks general manager John

Hammond said in a statement. “He shoots a solid percentage from the field and has shown the ability to get to the free throw line. We’re looking forward to having him in a Bucks uniform.” Tuesday’s deal leaves the Bucks with three selections in the second round of Thursday night’s NBA draft. Maggette, an 11-year veteran, ranked 19th in the league in field goal percentage (.516) last season and had the league’s highest scoring average for a player who logged fewer than 30 minutes per game. He has three years and approximately $31 million remaining on his contract. Bell played in 71 games with 39 starts for Milwaukee last season, averaging 6.5 points, 1.5 assists and 1.9 rebounds per game. Gadzuric appeared in 32 games with six starts, and averaged 2.8 points and 2.9 rebounds in 9.8 minutes per game. “Charlie and Dan are two highcharacter veterans who can provide us with some of the intangibles that we need on our squad,” Warriors general manager Larry Riley said in a statement. “They are both experienced veterans who will be wel-

Additionally, while we certainly wish Corey well and thank him for his outstanding contributions the last two years, this will help alleviate a log-jam that we have at small forward and, more importantly, power forward, where we expect both Brandan Wright and Anthony Randolph to return from injuries and play an increased role on our team next season.” Gadzuric will make $7.2 million in the final year of a massive contract that Hammond inherited from the team’s previous front office. Earlier this year, he was benched in Game 7 of the Bucks’ playoff series against Atlanta for disciplinary reasons. Bell also bristled when the Bucks matched an offer sheet from the Miami Heat in 2007. Bell thanked Bucks fans in a post to his Twitter account, writing, “Thanks Bucks fans for all your support over the years. We had our good times and bad but I will always love the city of Milwaukee.”

Hamilton: I’ve got unfinished business in Valencia!
As the driver in-form with arguably now the best car underneath him heading into the forthcoming European Grand Prix, F1 2010 World Championship leader Lewis Hamilton has warned his rivals that he has ‘some unfinished business’ in Valencia – and that he plans to finish it off.

Hamilton has taken the chequered flag as runner-up around the harbourside streets of the Spanish city in both editions so far, even setting pole position in 2009 only to find himself pipped to the highest step on the podium by Brawn GP rival Rubens Barrichello. Twelve months on, however, and nobody has been able to knock the 25-year-old down from his pedestal since the Turkish Grand Prix, with back-toback triumphs in Istanbul and Montreal vaulting the 2008 F1 World Champion to the top of the title standings – and he makes it very clear that with his McLaren-Mercedes MP4-25 improving by the race and tipped to be in its element in Valencia, he is chasing both a hat-trick of victories and third time lucky this weekend. “I’m really looking forward to racing in Valencia,” Hamilton confessed. “I had a great, attacking race there last year – but I’ve finished second for the past two seasons, so I feel like I have some unfinished business! “I also think it’s good for IBP/ist the championship to have a
Lorenzo set to tie Pedrosa, Gibernau VICTORY for Jorge Lorenzo in last Sunday’s British Grand Prix means he is now on the verge of equalling the number of premier-class wins by fellow Spaniards Dani Pedrosa and Sete Gibernau. Both Pedrosa and Gibernau are on nine victories, making them the joint second most successful Spanish riders after Alex Criville - Spain’s only 500cc/MotoGP world champion, who won the crown in 1999 and claimed 15 premier-class wins. Lorenzo’s British Grand Prix win was also his 29th victory in all GP classes, the same number as Loris Capirossi. There are now only two current GP riders with more victories than Lorenzo: Valentino Rossi with 104 and Pedrosa with 32. In the 18 races Lorenzo has finished since the start of last season, he has been off the podium once - a fourth place at the 2009 Malaysian Grand Prix when he started from the back of the grid after problems with his bike. Lorenzo will get his first chance to match Gibernau and Pedrosa this Saturday at Assen. Lorenzo has won three of the five races so far this season, with Pedrosa taking one 2010 win. Rossi, now absent with a broken leg, won the other.

variety of circuits – we’ve just come from a fast, flowing road course in Canada, to a tight street track in Valencia, and next month we’ll be at Silverstone – one of the fastest tracks of the year, and a circuit with incredible history. As a driver, that sort of variety makes the racing exciting and unpredictable, which is all you can really ask for. “The last few grands prix have had some fantastic racing – it would be great for all the Spanish fans if we can have a great race here too. It’s not a circuit where we’ve seen too much passing in the past, but I think this year could be different – the grid is so tight and there were battles all through the field in Montreal last week, so I think we could have a close and exciting race this year.” Hamilton’s enthusiasm for what lies ahead is shared by team-mate and title-winning successor Jenson Button, who sits just three markers adrift of his countryman in the points table after finishing a close second to him in both Turkey and Canada. The Frome-born ace’s record in Valencia is on paper substantially less impressive – with a lowly and distant seventh place there last season the highlight – but now fully in possession of the tools to do the job, the 30-year-old expects to put up a strong fight this weekend.
