Almost Runs Out for Buying VAR Denpasar (Bali Post)—
In the midst of progressively wide spread of rabies disease in almost across Bali, Governor Bali Made Mangku Pastika suddenly gave a surprising statement related to the budget for purchasing anti-rabies vaccine (VAR). “Reserve fund of Bali Province allocated in the Bali Regional Budget 2009 amounting to IDR 10 billion has almost run out used for purchasing VAR,” he said after attending plenary session of pledge and promise taking of Bali House, Wednesday (Oct 21). Due to such minimal reserve, he promptly signaled to propose additional budget for VAR to Bali House. Regarding to VAR that frequently ran out at regional hospital, admittedly it was indeed difficult to obtain. “In Indonesia, there is only one importer of VAR, while in Bali there is only one distributor,” he asserted. For a single dog-bitten patient and needed VAR, at least, the patient should be given four times VAR. Once administration of VAR valued IDR 117,000. With four times vaccine administration and added with anti-tetanus serum and other medicine, a patient needed a cost of IDR 750,000. “Just imagine if there are one hundred patients bitten by dog, how much money they require for purchasing VAR?” he questioned. “However, please do not interpret that government would no longer allocate a fund for the purchase of VAR. We truly concern with rabies disease. No matter how much the money required, we will always prepare it,” he said. However, it would be more advisable to commit preventive measures than curing it. In this context, animal aficionados were also appealed to be responsible. “Do not only protest. If they love their pet dogs, they should take care of their dogs. Give vaccine and never let them roam at large,” affirmed Mangku Pastika. He also appealed the head of customary village to show their concern. “Should there be any wild dog roaming at large, capture and eliminate it,” he requested. Related to the appeal of consulates for their citizens to alert to rabies disease in Bali, this former Chief of Bali Police judged it as a normal appeal. It indicated that rabies case in Bali has turned so serious and hazardous. “They reminded in order that no single tourist in Bali would be bitten by dog,” he said. (029)

To Harness Underground Water 30,000 m3 a month IN REALITY, the underground water is not only sucked in large amount by Municipality Waterworks (PDAM), in Badung Regency also occur industries producing mineral water and soft drink taking advantage of the underground water. Based on the data obtained by Bali Post, one of the trademarks of bottled mineral water, Aqua, used underground water at some 30,000 m3 per month for the sake of its business. Aqua poses the mineral water producer using the largest number of springs in Badung. Based on the data regarding to the withdrawal of underground/surface water per subdistrict up to 2009, Division Head of Mining and Energy, Housing, Planning and Urban Development Services (DCK) of Badung Regency, Putu Wiarka, there were three bottled mineral water companies in Badung. They consisted of PT Tirta Investama with brand name Aqua, PT Wihadi Jaya with brand name Fontana and PT Candra Perkasa Karya with brand name Gopal Ji. PT Tirta Investama located at Mambal, Abiansemal, in September 2009 used underground or surface water amounting to 33,682 m3. This number was fewer than that in July reaching 38,682 m3. Meanwhile, in August its number was 31,260 m3. For PT Wihadi Jaya located at
Penarungan, Mengwi, the number of underground water sucked through artesian well was far fewer than that of Aqua. In September, this company used 748 m3 of underground water. Meanwhile, in July and August, it respectively used 666 m3 and 326 m3. Then, PT Candra Perkasa Karya used underground water coming to 200 m3. Utilization of underground water by such mineral water companies, if compared to the use of large hotels in Badung tourist resorts, in fact it was fewer. If calculated that daily consumption of water by a hotel is 1,300 m3, so within a month the hotel used 39,000 m3 of underground water. According to Putu Wiarka, companies like Aqua and Gopal Ji equally used underground water originating in surface water. On the
contrary, the brand name Fontana took advantage of underground water through artesian well. Furthermore, it was said that underground water should be used by these industries to fulfill their production capacity. Underground water was in use because the water produced should meet the requirement, namely safe to be consumed right away. Its raw water was obtained from underground water and it was re-processed into bottled mineral water that was ready to consume. “This water is categorized into class A,” said Wiarka. He did not know how much the monthly contribution provided by mineral water companies because this matter belonged to the affairs of other institution. Withdrawal of surface spring water reaching some tens thousands m3 would definitely had influence on irrigation system in Badung and Denpasar. Because, before taken by such company, the water emanating from its sprigs was only used for drinking need in fewer numbers by local community, while mostly it was taken advantage for irrigating rice filed. Two kids from Pedahan Village, Kubu, Karangasem with initial name Wayan DV (10) and Wayan SU (10) confessed to have been committed adultery by WF (50) from Germany not long ago. Having carried out inspection to the building of Denpasar Junction Mall (DJM), then Denpasar Permit Services followed up the result of its finding. Due to violation on such building, Permit Services issued an instruction to commit a change and meet any kinds of permit required. As sanction against the violation performed by management of DJM, they were finally given the first reprimand. The reprimand was valid for two weeks for revision toward the height of building and fulfillment of any kinds of permit. Head of Denpasar Permit Services, AA Ray Soryawan, contacted on Wednesday (Oct 21), admitted to have issued a reprimand letter for management of DJM. Such reprimand has been delivered on last Monday (Oct 19).”We give opportunity to management to make revision until the time limit of two weeks. Should there be no good will, we will issue the second reprimand,” he said. Ray Soryawan also acknowledged that the management represented by its Operational Manager
has come to the office of Permit Services. They promised to contact the leasee of that building. According to them, a cinema would be built on upper floor, so it needed coordination first. “It was said that they would make coordination first with the party that would contract the building,” explained Ray Soryawan. Previously, the control and monitoring team of permit implementation of Denpasar City made site inspection, last Monday (Oct 12). The team encountered some violations committed by management of DJM. Some of them were the height of building exceeding the regulation and permits related to its operational were not complete. On knowing the violation, the team consisting of Spatial Layout and Settlement Services, Ease and Orderliness Services and Industry and Trade Services gave firm warning right away in order DJM made adjustment related to the excessive height of building. “There were some parts of the building exceeding the height and it should be adjusted immediately,” said Kusuma
Diputra. As it has been known, building of DJM situated at Jalan Teuku Umar would become a combination of shopping mall, restaurant, cinema and kids games zone. According to Ray Soryawan, pursuant to Regional Legislation No. 6/2006, height of building can be maximally 15 meters or the same height as coconut tree. However, having been measured, the height of DJM was more than 15 meters and then its architectural design did not reflected Balinese style. Meanwhile, Deputy Head of Bali House, Ketut Suwandi, expected the Government of Denpasar City to take firm action toward Denpasar Junction Mall considered to have violated the height of building. “Elements of regional legislation have stipulated the height of building and Spatial Layout of Bali Province has arranged it firmly,” he said, Wednesday (Oct 21). If city government considered that the building has violated regional legislation, it should be taken action for that. “Moreover, it is situated in Denpasar City,” he said. (kmb12/029)

In the victim’s report, perpetrator was alleged to commit adultery to victims since 2007 through October 2009. Its modus, perpetrator pretended to take them as servant. Regularly, perpetrator took 5-6 victims to his house. There, perpetrator asked victims to suck the penis and nipple of perpetrator. Having satisfied with what he wished, victims were then allowed to go home. However, before going
home, perpetrator gave them money of IDR 50,000 as a fee to keep it secret. “In general, victims were committed adultery every two days. On average, victims were asked to suck perpetrator’s penis and nipple,” explained a source at police station. Chief Unit of Criminal Researcher of Denpasar Metro Police, Rendra Radita Dewayana, Wednesday (Oct 21), justified the report on the allegation of sexual harassment to Denpasar Metro Police. Chief Rendra stated that, the case has been handed over to Karangasem Resort Police as the incident ensued in Karangasem. “We just helped capture the perpetrator,” he revealed. (kmb21)
A Baby Born with Intestines Spilling Out Singaraja (Bali Post)—
How unlucky the fate of couple Wayan Samiada (27) and Kadek Adi Parniadi (17) was. They are residents of Rendetin Hamlet, Bontihing Village, Kubutambahan subdistrict. Their first child was born with spilling-out intestines because its abdominal wall was not formed perfectly. Such unnamed baby was born through normal childbirth at a midwife at Kubutambahan, last Tuesday (Oct 20) at 10:15 a.m. Local Time. Since the baby was born abnormally, the midwife then referred the baby to get further intensive treatment at Buleleng Hospital. Since Buleleng Hospital had no specialist of infant surgery, the baby was then referred to Sanglah
Hospital. Director of Buleleng Hospital, Nyoman Mardana, last Wednesday (Oct 21) said that his party has prepared ambulance to transport the baby to Sanglah Hospital. According to him, medical term for baby born from the couple Samiada-Parniadi was gastroschisis namely bowel organ of the baby were outside abdominal cavity. “Such condition can occur because abdominal wall did not grow perfectly,” he said. According to Mardana, all expenses of medical treatment at Buleleng Hospital were covered by hospital. Since Buleleng Hospital had no specialist in infant surgery, the baby was referred to Sanglah Hospital. from being caused by abrasion, the building formerly used as restaurant has no longer been managed. According to information gathered, other than left unused, the building was often harnessed by the young for alcoholic drink party. Their deeds also contributed to the damage of building. “When drunken,
they threw at the parts of building by stones until damaged. This behavior made the Perancak Customary Village disappointed,” said Secretary of Perancak Customary Village, Nengah Midia, not long ago. Ultimately, customary village took action and their parents were willing to be responsible for the damage caused.
Customary Village has no longer managed the building that was originally used for restaurant serving grill seafood. It was established three years ago by Japanese investor. However, since 1.5 years ago, due to lacking for capital the building consisting of some gazebos at beach fringe were disregarded. Gradually, those buildings
were scraped by waves of Perancak. Near those buildings also lay another building that looked unmanaged. According to Midia, the building was used for post of Waters Police. However, since the very beginning when it was established, local resident never saw any single officer in charge there. (sur)

NEW YORK - The election of America’s first black president was trumpeted by the world of fashion and media, but a year on, as the euphoria dims, white faces still dominate the catwalks and glossy magazines. Just months before Barack Obama’s election triumph, top trend-setter Vogue loudly proclaimed that “Black is the new Black” as its Italian edition in July 2008 featured only black models on its fashion pages. In March, First Lady Michelle Obama was featured as the Vogue cover girl wearing a sleeveless magenta dress as she reclined on a sofa, only the second first lady to make the cover after Hillary
Clinton. But the sea-changes, which marked a milestone for African Americans in the fashion and media industries, have failed to turn the tide. “All the ads had white models” in that July 2008 issue, recalled expert Jamie Ambler, who contends that advertisers still prefer white models when designing their campaigns. “There is nothing new. In general when we do the casting the client goes to ‘who buys their stuff,’ as it has always been the case,” said Ambler, creative director at a New York advertising agency. And he told AFP: “On the set it is very rare to see blacks among the production people. Drivers are black, but not art directors, although 90 percent of the ad world voted Obama and consider themselves multicultural. “The disposition towards using the cultural mixity is moving ahead, but it has not changed immensely. Race is still an explosive argument, especially in the US.” Even among Ambler’s 60 plus staff, only four or five are African American. The return of business as usual was pointedly highlighted during fashion week in New York last month when there was only one group of African designers. And black models were hard to find among the sea of white faces on the catwalk.

MOSCOW - Russian Prime Minister Vladimir Putin was Thursday to discuss a gas pipeline seen as a rival to an EU-backed project with his counterparts and close allies from Italy and Turkey. Putin the day earlier received Italian Prime Minister Silvio Berlusconi, who he counts as a close personal friend, in his home city of Saint Petersburg and the pair were due to talk with Turkey’s Recep Tayyip Erdogan by phone. The South Stream pipeline, being developed by Russian gas giant Gazprom and Italy’s Eni, aims to ship Russian gas to Europe via a new route under the Black Sea and into Bulgaria. On Thursday “we will both have the opportunity to talk (about South Stream), with the Turkish prime minister in a conference call,” Putin said in a statement posted on the government website. “Here, there is a clear movement forwards,” he added. Italy is Russia’s main partner on the project and Turkey in August agreed to allow Russia to start surveys in its territorial waters in
the Black Sea. Building the pipeline in Turkish waters would allow Russia to avoid the waters of its ex-Soviet neighbour Ukraine with whom it currently has prickly ties. After reaching Bulgaria, the South Stream pipeline is due to split into two, with one branch heading southwards to Greece and southern Italy and the other northwards through the Balkans towards Austria. By contrast, the EU-backed Nabucco project aims to pump gas from the Caspian region directly to Europe by land through Turkey, completely bypassing Russia in a bid to reduce European dependence on Russian gas. Nabucco’s backers expect construction to start in 2011, with the pipeline starting operations in 2014. Turkey, which boasts of its importance as a key strategic player in the region, has now emerged as a major player in both projects. Italy and Russia are close allies but Berlusconi’s visit has raised eyebrows at home with opponents wondering why the trip has been labelled as a “private” visit.

Lee descended from his airplane to a red carpet at Phnom Penh International Airport, and then received an audience with King Norodom Sihamoni at the capital’s royal palace before talks with premier Hun Sen later in the day. Lee and Hun Sen will witness the signing of an extradition agreement
and a loan package from Seoul, Cambodia’s foreign ministry said in a statement. “The visit by the South Korean president is very important. It will boost economic relations between the two countries to a high level,” government spokesman Khieu Kanharith told reporters.
South Korea is one of the largest foreign investors in Cambodia, mainly in real estate and construction, he said. The Yonhap news agency has reported that South Korean investment in Cambodia increased to nearly 2.5 billion dollars last year from 30 million dollars in 1997. Lee and Hun Sen are also scheduled to visit Cambodia’s famed Angkor Wat temples in the country’s northwest on Friday before leaving for the Association of Southeast Asian Nations summit in Thailand.

KAMPALA - African leaders gathered Thursday in the Ugandan capital for a two-day summit aimed at agreeing a treaty on improving the plight of the continent’s 17 million refugees and displaced. The Convention on the Protection and Assistance of the Displaced People in Africa is the first of its kind aimed at internally displaced people, according to the International Committee of the Red Cross (ICRC). “The summit is aimed at pursuing durable solutions to the root causes and challenges of Africa’s 17 million IDPs and refugees,” Ugandan Minister for Refugees Tarsis Kabwegyere said ahead of the meeting. Political upheaval, conflicts and natural disasters have left Africa with the world’s highest number of refugees and displaced. “Internal displacement is one of the most daunting humanitarian
challenges of our day, and no one would deny that Africa is the hardest-hit continent in terms of numbers of IDPs,” ICRC chief Jakob Kellenberger said in a statement. Somalia’s long-running conflict, instability in DR Congo’s eastern region and recent political violence in Kenya as well as other hotspots such as northern Uganda and south Sudan have caused massive population displacements. Around a third of Somalia’s 10 million people are in need of relief aid due to a prolonged drought that has plunged the Horn of Africa country into its worst humanitarian crisis in 18 years. Close to a sixth of the population is displaced. Even as the summit got under way, at least 17 civilians died in an exchange of mortar and artillery fire in Mogadishu, the latest in a string of such incidents that have sent tens of thousands fleeing the city in recent months.
African Union political affairs commissioner Julia Dolly Joiner called for political and economic stability for the continent’s trouble spots. “Improvements in governance, rapid economic development and more appropriate food security strategies are among the actions that will ensure that the root causes are addressed,” she said. On Wednesday, the AU executive council adopted the draft convention which calls for the prevention of forced displacement, protection of refugees and the internally displaced and helping victims of conflicts and natural disasters. Under the convention, the draft of which was seen by AFP, countries will be required to provide special assistance for IDPs with special needs, including the elderly. Leaders at the Kampala summit will also set up an action plan to implement the resolution which emerges from the meeting.

British postal workers set for two-day strike Agence France-Presse
LONDON - British postal workers were set to strike Thursday in a bitter row over pay, conditions and modernisation, in the first of two days of national action expected to cause widespread disruption. Up to 120,000 staff were expected to walk out during the strike called by the Communication Workers Union, after hopes of a last-minute deal with state-owned postal operator Royal Mail collapsed on Wednesday. Union leaders expressed regret that mail deliveries would be disrupted by the strike, which was due to begin at 4:00 am (0300 GMT) Thursday, but blamed the government and Royal Mail for trying to scupper an agreement. They also warned that the walkout, the first national strike by postal workers since 2007, may not be the last. Royal Mail has branded the action “wholly unjustified”, warning it would drive customers away from the business at a time when it faces growing competition from the private sector. About 42,000 mail centre staff and drivers were due to walk out on Thursday, followed by 78,000 delivery and collection workers on Friday. The strike follows months of negotiations, but CWU deputy general secretary Dave Ward said recent days had seen an attempt to scupper the deal. “What we have seen in the last few days is a deliberate choreograph that tells us that the govern-
ment and the Royal Mail are working hand in hand to avert any chances of reaching a solution,” he said. He said a letter sent Wednesday to the union by Royal Mail’s managing director Mark Higson had “wiped out” progress made during the talks. However, the postal operator rejected these claims, saying it had reached a deal with CWU negotiators but the union’s national executive would not agree. Higson said the union had “yet again failed to honour its commitment to call off strikes in return for a period of no change and has shown again that its intention is to inflict as much damage as it can on the postal service”. Business secretary Peter Mandelson said he regretted the CWU’s decision, saying the government would work to ensure vital services would be maintained. Royal Mail has said it will recruit up to 30,000 temporary staff to cope with the strike and the Christmas holiday rush. “The company and the union must work together to find a long lasting solution and make the progress on modernisation that the Royal Mail desperately needs to survive,” Mandelson added.

BAGHDAD - Baghdad’s AlZawraa zoo is enjoying a boom, and not just in attendance — its Siberian tigers gave birth to twins this summer, part of a rush of new arrivals swelling the park’s population. From the dark days of 2003, in the aftermath of the US-led invasion which left the zoo in shambles, the central Baghdad attraction is enjoying a surge in visitor numbers as security in the capital improves and its animal population soars. “It means a lot to me,” the zoo’s director Adil Salman Mousa says, as the twin tigers, who have not yet been named, prowl and play behind him. “After the war, we reached a point where the US told us to close the zoo because there was nothing left, but we were convinced we could bring it back.” The 53-year-old proudly lists the accomplishments at Al-Zawraa in recent years: in addition to the Siberian tiger babies, who are three months old, the zoo has also seen the birth of a Bengal tiger, now aged two months, as well as bears, gazelles and stags.
Then there are the animals the zoo has received from around the world: two jaguars arrived just days ago and are in quarantine, while other new arrivals include crocodiles and chimpanzees, with zebras due within days and giraffes and elephants on the way next year. In all, Al-Zawraa houses more than 1,000 animals, a far cry from the dozen or so in the immediate aftermath of the invasion, when hundreds of beasts were killed, stolen or died of hunger and thirst in their cages. At the time, shortly after the invasion, Mousa returned to the zoo, once the biggest in the Middle East, at great personal risk to try and save the few surviving animals, and in time, he secured overseas funds and support from international conservationists to build it up again. The growth in animal numbers has paralleled an increase in the number of visitors as Baghdad and Iraq have become safer — a US general told reporters earlier this month that across the country, civilian deaths and injuries as a result of violence have dropped by 90 percent since June 2007.

Analysts agree that cabinet posts in Indonesia are doled out as gifts to coalition party big-wigs in exchange for their cooperation over the five-year term of the government. “There are too many politicians and people from parties instead of professionals,” University of Indonesia analyst Arbi Sanit told AFP. “It seems that SBY wants to have those politicians to be his political coolies,” he added, referring to Yudhoyono by his nickname. Centre for Strategic and International Studies economist Pande Raja Silalahi said Yudhoyono had prioritised stability over effectiveness. “The cabinet shows that for SBY the most important thing is togetherness. There’s no need to quarrel, no need to fight. That’s his priority,” he said. Airlangga University political analyst Daniel Sparingga said Yudhoyono knew that political chaos would jeopardise economic growth, which is forecast to reach six percent in the coming years. “This cabinet reflects permanent and sustainable economic growth, which is realised by the existence of political stability,” he said. KUALA LUMPUR - A Malaysian couple have been arrested for allegedly severely beating their Indonesian maid and leaving her bound and locked up in a toilet for two nights, police said Thursday. Indonesia has put a ban on sending domestic workers to Malaysia while the neighbours attempt to negotiate a deal on salaries and conditions, aimed at ending a string of appalling abuse cases. In the latest incident, a market vendor and his wife are accused of viciously beating their 36-yearold maid Mautik Hani, from Surabaya in Indonesia, who was found, locked up in their house. District police chief Mohamad Mat Yusop said the man, aged in his 30s, surrendered to police on Wednesday while his 29-year-old wife was arrested on Tuesday. Newspaper reports have said that Hani was found, tied up around her hands and legs, by another Indonesian cleaner hired to replace her. She
had noticed a foul smell coming from a locked bathroom. “When she was found, she was in the toilet at the back of the house. Her left eye was swollen, her right leg had a big wound that exposed the bone, and she had bruises all over her body,” Mohamad told AFP. He said she was still being treated in hospital for her injuries. The New Straits Times said that Hani had been abused by her employers almost daily during the two months she worked at their home. Malaysia — one of Asia’s largest importers of labor — depends heavily on domestic workers, mainly from Indonesia, but has no laws governing their working conditions. The government in May announced plans for new laws to protect domestic workers from sexual harassment, non-payment of wages and poor working conditions. Currently Indonesian maids typically work seven days a week for as little as 400 ringgit (113 dollars).

At last month’s G20 meeting in Pittsburgh, US, President Yudhoyono pledged a 26-percent cut in Indonesia’s carbon emissions by 2020 - rising to 41 percent with international support. As part of his presidency, Greenpeace expects President Yudhoyono to turn his G20 commitment into reality by outlining concrete steps to implement a national plan that should ultimately lead to a carbon-neutral, sustainable development with zero deforestation. To relieve this movement, take guava leaf, fresh water, lepas grass, garlic and calamus (Acorus calamus). morning or at night because bathing is suggested after midday by preparing water mixed with ingredients like bangle (Zingiber cassumunar) and sandalwood scrubbed on clay tray. I Nyoman Mudita, the vice chairman of Bali’s Silver Association, said “the markets for Bali’s silver exports are USA and European countries. The demand form those areas were stable during the crisis.” Customers abroad are still very attracted to Bali’s silver handicrafts. In the exhibition joined by craftsmen form Bali, many people always ordered the handicrafts. “The visitors of the exhibition were always looking for handicrafts from Bali. This condition showed that Balinese handicrafts have its own uniqueness,” he added. The increasing number of exports was also because the businessmen found new market in Asia. According to data from Bali’s Tourism Office in Denpasar on Wednesday, the number of European tourist arrivals in June was 46,124, in July 68,782, and in August 67,815, so that the total figure for the three-month period was 383,863. Pomelo may be the greatest member within orange family. It is implied by its Latin name Citrus grandis or Citrus maxima. Grand and maximum equally have connotation of large size. In Balinese house compound, this fruit is usually planted at backyard or in the middle of house yard. In the latter, it is also used as shelter while doing light activities. If available, this pomelo is preferred to fill in the content of oblation for miseh ritual held when rice turn pregnant. Other than consuming its flesh in ordinary manner, it can also be made into rujak by adding weak spices. Ingredient in need is 1 pomelo, while spices consist of ½ cup liquid palm sugar, 200 ml water, ½ tbsp tamarind paste, ½ tsp salt and 1 pc red chili. Mix all sauces by kneading them in a bowl. For safety, chili can be sliced or ground and then added to batter of sauces. Add water and stir them well. Pour the sauces into a glass and give some shredded fleshes of pomelo. Optionally, it can be added with a slice of lemon to get its flavor or just used as garnish. Now, it is ready to serve. (BTN/punia)

Ingredients: 600 gr (1¼ lb) young banana palm stem 6 tbsp salt ½ cup basic spice paste 1.5 lt (6 cups) duck stock 2 salam leaves 1 stalk lemongrass, bruised salt to taste ½ tbsp black peppercorn, crushed fried shallots to garnish Preparation: Peel off hard outside layers of the banana stem, cut in half lengthwise and place flat side on carving board. With a sharp knife cut in thin slices. Sprinkle a flat tray with salt, place sliced banana stem on it and sprinkle generously with salt again. Marinade for 45 minutes. Place slices on top of each and press by hand to extract the juice. Repeat process until stems are very dry and soft. Rinse stems thoroughly under running water. Strain and dry well. Combine duck stock and spice paste and bring to boil. Add salam leaves and lemongrass. Simmer for 5 minutes then add shredded banana stem and bring back to boil. Simmer for one hour until stems are soft, but still crunchy. If using cabbage, the cooking time will be much shorter. Season to taste with salt and pepper and garnish with fried shallots. Japan’s trade surplus hits 18-month high Agence France-Presse
TOKYO - Japan’s trade surplus soared almost six-fold last month from a year earlier, hitting an 18-month high on the back of recovering demand in China and other Asian countries, official figures show. Exports exceeded imports for an eighth straight month, although they remain sharply lower than before the current global economic slump began. Asia’s biggest economy posted a trade surplus of 520.64 billion yen (5.7 billion dollars) in September — the highest figure since March 2008 — up from 90.97 billion yen a year earlier, the finance ministry said. Exports were down 30.7 percent from a year earlier, better than a drop of 36.0 percent in August. Imports fell 36.9 percent due to lower energy costs. The world’s second largest economy is slowly recovering from its worst recession in decades, helped by a rebound in exports and factory output. “Japan is benefiting from recovering demand in Asia. A strong yen suppressed exports figures in value but exports volume is solid,” said Takuji Aida, an economist at the investment bank UBS. Japan’s strong trade ties with the fastgrowing Chinese economy have cushioned the blow from the global economic downturn, which hit the United States and Europe particularly hard. “Asia played the main role” in boosting Japan’s trade surplus, Barclays Capital economist Kyohei Morita said. China said Thursday its economy grew 8.9 percent in the third quarter of 2009
helped by massive government stimulus measures that were brought in to help it fight off the global slump. Japan’s trade surplus with the rest of Asia grew 8.0 percent in September from a year earlier to 723.01 billion yen, the first rise in 13 months, with the deficit with China shrinking 73.4 percent to 66.85 billion yen. The surplus with the United States fell 33.8 percent from a year earlier to 371.27 billion yen while that with the European Union declined 64.3 percent to 132.34 billion yen. Japan’s heavy reliance on foreign markets to drive its economic growth left it highly vulnerable to the recent global recession. Its economy returned to positive growth in April-June, limping out of a yearlong recession as overseas economies picked up. “Exports will continue to support the Japanese economy”, but the effect of Tokyo’s stimulus spending package will start to fade, said Morita. “It’s inevitable for the Japanese economy to grind to a halt from the January-March period as domestic demand runs it course.” But he added: “The economy will pick up again in mid-2010 thanks to the effect of new government policies,” including a child-rearing allowance and an end to motorway tolls, he said.

NEW YORK - Wells Fargo said Wednesday its third-quarter earnings rose to a record 3.2 billion dollars, as the banking giant managed to profit from mortgages and consumer credit despite a weak economy. The profit was up 98 percent from a year ago and amounted to 56 cents a share, far ahead of analyst expectations for earnings of 37 cents per share. Revenues doubled to 22.5 billion dollars, helped by the acquisition of troubled rival Wachovia. The San Francisco-based bank, the fourth-largest US bank by assets, said its integration costs for Wachovia were lower than anticipated, helping overall profits. “Doing what’s right for our customers again proved to be right for our stockholders as our talented team members earned even more of our customers’ business, enabling us to achieve our third consecutive quarter of record earnings,” said president and chief executive John Stumpf. He cited “solid performance across our company — especially among counter-cyclical businesses such as deposits, residential mortgages, debit card and asset-based lending.” The company said it sees credit losses peaking in 2010, with consumer losses potentially peaking in first half of the year and gradually declining, based on current economic pro-
jections. The strong earnings from Wells Fargo came the same day Morgan Stanley beat expectations with third-quarter earnings of 757 million dollars, swinging to profit on improved investment banking operations after three straight quarterly losses. Last week, Bank of America Friday highlighted ongoing economic struggles posting a net quarterly loss of 1.0 billion dollars. Three other major US banks reported healthy third quarter results, suggesting the US financial sector may be slowly recovering from its worst crisis in decades even as the US economy has yet to emerge from recession. Aside from Wells Fargo, most of the banks have been hurting in the mortgage and consumer loan areas but profiting from corporate deals and trading. Wells Fargo said its community banking division that includes most consumer credit operations accounted for an operating profit of 2.66 billion dollars. Wholesale banking earned a profit of 598 million dollars while wealth management, brokerage and retirement accounted for 244 million dollars. “Third quarter results again illustrated the company’s ability to profitably grow, even through the downward cycle despite elevated credit losses,” said chief financial officer Howard Atkins.

“Reports from the 12 Federal Reserve districts indicated either stabilization or modest improvements in many sectors since the last report, albeit often from depressed levels,” said the report, to be used at the November 3-4 policymaking meeting of the US central bank. “Reports of gains in economic activity generally outnumber declines, but virtually every reference to improvement was qualified as either small or scattered.” Leading the positive sectors were residential real estate and manufacturing, the Beige Book said, extending their recent improvement. The report said that “labor markets were typically characterized as weak or mixed, but with occasional pockets of improvement.” It also cited ongoing woes in the financial sector, with soft or declining loan demand in many regions. “Credit quality continued to be a problem, and rising delinquencies were often noted,” it said. The latest official data showed a 0.7 percent pace of output decline in the second quarter, with the economy nearly emerging from the slump that led to a hefty 6.4 percent tumble in the first quarter of
2009. Many analysts see growth returning in the third quarter, but fear that high unemployment may be a continued drag on activity. The jobless rate rose to 9.8 percent in September, a 26-year high. The Beige Book’s mixed outlook could be used to justify an extension of the Fed’s ultralow interest rates aimed at stimulating growth. The federal funds rate has been at a record low range of zero to 0.25 percent since last December The report said inflation and wage pressures remained subdued and that deflationary pressures may still be an issue. “Districts generally reported little or no increase to either price or wage pressures, but references to downward pressures were occasionally noted,” the report said. Minutes from the last Federal Reserve meeting showed officials see a recovery underway from recession but say it will be “restrained” by high unemployment and difficult credit. Elsa Dargent at investment bank Natixis said the information released in the Beige Book “is roughly consistent with our forecast for third quarter economic activity. McCartney to launch Europe tour in Hamburg BEATLES legend Paul McCartney announced his first European tour for five years on Thursday, starting in Hamburg — where the Fab Four cut their teeth — and ending with a Christmas show in London. The Good Evening Europe tour will start in the northern German city on December 2 and end at London’s O2 Arena on December 22 — 46 years to the day after the first Beatles Christmas gig in their hometown, Liverpool. “This is my chance to bring our current show home to where it all began. Starting in Hamburg, ending McCartney in London and rocking everywhere in between,” he said, announcing the seven-date, five-country tour on his website. “I’m very much looking forward to ending the year on a high,” added the 67-year-old, one of the two surviving Beatles. The Europe concerts follow a sold-out US stadium tour this summer and come ahead of the release of live album, Good Evening New York City, recorded at the site of the city’s former Shea Stadium, where the Beatles played in 1965. The show in Hamburg — where the Beatles honed their craft before going on to worldwide fame in the early 1960s — will be McCartney’s first concert there since 2003. Kidman presses US lawmakers on violence against women Bringing a splash of Hollywood glamour to Capitol Hill on Wednesday, Australian movie star Nicole Kidman testified before lawmakers as part of her effort to stop violence against women around the world. ICHMOND, Va. – More than 150 years after Virginia’s last native elk was killed, game officials may try to populate the state’s southwest corner with its bigger, buff-colored cousin — the Rocky Mountain elk. They say bringing back an elk subspecies could offer hunters another big-game animal and boost tourism in rugged southwest Virginia, but farmers fear it also could infect their livestock with diseases and damage crops. As it happens, some elk have already arrived. An estimated 125 to 150 Rocky Montain elk have wandered into Virginia from Kentucky, where a restoration effort is well under way. That state is now home to more than 11,000 of the animals spread over 16 southern and southeastern counties. They graze on the reclaimed remnants of strip mines and attract hunters and tourists who want to glimpse an elk or hear its haunting bugle. Kentucky’s elk restoration success has inspired Virginia to look anew at a man-
agement plan involving the Rocky Mountain species, encouraged by hunters and local officials who are seeking an economic stimulus in the coalfields territory, where unemployment flirts with double digits. “I think there’s a lot of folks who would advocate that elk would enhance tourism and economic activity in the area of southwest Virginia and the coal-mining region,” said Charles Yates, a member of the Board of Inland Game and Fisheries. The proposal, scheduled for an initial hearing Thursday, has stirred opposition from farmers and support from hunters, based on hundreds of comments sent to the Department of Game and Inland Fisheries. Elk restoration could nurture livestock diseases such as tuberculosis and brucellosis, Commissioner Todd S. Haymore of the Virginia Department of Agriculture and Consumer Resources wrote to the department. The last known Eastern elk bagged in Virginia were taken in 1854 and 1855 in Clarke County, in the state’s far northern corner near West Virginia. Their skins are stored in the Smithsonian Institution. The species is now extinct.

NEW YORK – Remember Ida, the fossil discovery announced last May with its own book and TV documentary? A publicity blitz called it “the link” that would reveal the earliest evolutionary roots of monkeys, apes and humans. Experts protested that Ida wasn’t even a close relative. And now a new analysis supports their reaction. In fact, Ida is as far removed from the monkey-ape-human ancestry as a primate could be, says Erik Seiffert of Stony Brook University in New York. He and his colleagues compared 360 specific anatomical features of 117 living and extinct primate species to draw up a family tree. They report the results in Thursday’s issue of the journal Nature. Ida is a skeleton of a 47 million-year-old catsized creature found in Germany. It starred in a book, “The Link: Uncovering Our Earliest Ancestor.” Ida represents a previously unknown primate species called Darwinius. The scientists who formally announced the finding said they weren’t claiming Darwinius was a direct ancestor of monkeys,
apes and humans. But they did argue that it belongs in the same major evolutionary grouping, and that it showed what an actual ancestor of that era might have looked like. The new analysis says Darwinius does not belong in the same primate category as monkeys, apes and humans. Instead, the analysis concluded, it falls into the other major grouping, which includes lemurs. Experts agreed. “This is a rigorous analysis based on many features,” said Eric Sargis, an anthropology professor at Yale. He said he’d found the argument of the
Darwinius researchers unconvincing, so the new result came as no surprise. In fact, it confirms what most scientists think, said David Begun, a paleoanthropologist at the University of Toronto. Jorn Hurum of the Natural History Museum in Oslo, Norway, an author of the Ida paper, said he welcomed the new analysis. Darwinius is an example of a group of primates called adapoids, and “we are happy to start the scientific discussion” about what Ida means for where adapoids fit on the primate family tree, he wrote in an e-mail.

“Every night when I get home and it’s dark, I turn on the lights and I have them to greet me. A lot of them,” said Scholes, an entomologist for Reliable Pest Solutions in Quincy, Ill. Thousands of them have congregated since Sunday outside his home near Hannibal, Mo. Dozens more have weaseled their way inside, he said, “and when they get in my space like that, that’s when they bother me.” Their fate? Scholes’ vacuum cleaner. The beetle swarms tend to be heaviest on warm days after a period of cooler weather, Scholes and other insect experts said. Where the beetles swarm can vary wildly, according to experts. The
bugs have been especially thick in recent weeks in parts of Illinois, possibly because of this year’s abundance of soybean aphids on which the beetles feasted, said Phil Nixon, a University of Illinois extension entomologist. “Based on casual observation, many think we haven’t had this many Asian lady beetles before,” he said. The beetles are particularly drawn to light-colored buildings with sunny exposures as they look for a warm place where they can ride out the winter. “Basically they just shut down,” said Collin Wamsley, an entomologist with the Missouri Department of Agriculture. The ladybugs aren’t venom-
ous but at times bite humans, leaving a red mark as they test a person’s fitness as a possible meal. And “people don’t like them because they smell bad,” the result of their stinky ability to reflexively bleed to ward off birds and other predators, Nixon said. Some accounts of recent infestations resemble something out of an Alfred Hitchcock film. In Lincoln, Mass., Margit Griffith told Boston television station WCVB that just a day after she saw no signs of ladybugs, she returned home Tuesday to find her home teeming with them — on the windows, on the clapboard, under the eaves. “All of a sudden, I
looked out the window and there were about 100 ladybugs — or what I am assuming were ladybugs — on my son’s window,” she said. “So I ran to my daughter’s room and there were about 100 ladybugs there.” Across the border in Canada, Carolyn Weaver did a double-take Tuesday when she checked her mail and saw the bugs clustered outside her home near Toronto. “I thought I was going crazy. I’ve never seen so many of them in a group like that before,” the Toronto Star quoted her as saying. “They just looked so beautiful — like some ladybug conference — because of the red color against my black door.”

STOCKHOLM - Robin Soderling got back to work towards a late place in next month’s season-ending ATP finals with a 6-3, 6-0 defeat of Giovanni Lapentti to reach the second round of the Stockholm Open Wednesday. The top seed, who is playing for the first time in his career as a member of the ATP Top ten, can lift his chances of reaching one of the last two spots in the eight-man World Tour Finals with a title at the weekend. He stands provisional ninth, trailing Russian Nikolay Davydenko and Spain’s Fernando Verdasco in the race to the eight-man wrapup starting November 22. On Monday, Soderling became the first Swede since Jonas Svensson in 1991 to figure in the ranking elite; the 17th from his country in a run began by Bjorn Borg in 1973. LOS ANGELES - Heavy underdog Miguel Cotto will carry the hopes of his native Puerto Rico on his shoulders in next month’s mega fight against Filipino Manny Pacquiao. Unfazed by the long odds against him, the 27-year-old Cotto will be fighting for his place in boxing history in the 145-pound bout November 14 at the MGM Grand hotel and casino. A win over six-time world champion Pacquiao would silence his critics and elevate Cotto to the title of best pound-for-pound fighter in the world, said trainer Joe Santiago. “When that night comes and he wins, everyone will know that Puerto Rico does have the best pound-forpound fighter in the world,” Santiago said from Cotto’s training camp at the Fight Factory Gym in Tampa, Florida. Cotto doesn’t need any more motivation than for people to say he doesn’t have what it takes to beat Pacquiao. “A lot of people are picking Pacquiao to beat him and he is motivated by that,” Santiago said. “Miguel has a little extra because the people don’t think he can win this fight. We know he can and he knows he can but he will have to show everyone what he is capable of doing against this type of opponent. He will come out with a little more fire.” Santiago says Cotto is younger, bigger, stronger and more determined. The pair are fighting at the catch weight of 145 pounds which is WBO welterweight champion Cotto’s natural weight. “Cotto is the first true welterweight that (Pacquiao) will have fought in his career. He
is young and still in his prime so that is what Pacquiao is facing,” Santiago said. “Miguel brings a lot of things that Pacquiao doesn’t have,” said strength trainer Phil Landman. “And we are working on improving those areas.” Said Santiago, “I think that Miguel has shown everybody that he can deal with speed. I think with the type of rhythm that Manny brings to the fight that people don’t think Miguel can stay with that speed. I not only think he can stay with the rhythm but I think he will enjoy fighting that kind of fight. MADRID - Emerging Brazilian star Alexandre Pato outshone compatriot Kaka scoring twice as AC Milan defeated Real Madrid 3-2 in the Group C Champions League match at a rain-soaked Santiago Bernabeu on Wednesday. Kaka was the main attraction as he faced Milan for the first time since leaving the club for Real in the summer but it was the 20year-old Pato, touted as his successor, who took the headlines scoring an 88th minute winner to inflict Real’s first European defeat of the season as Milan joined Real on six points at the top of the group. Real led through Raul’s 19th goal following a terrible howler from Milan goalkeeper Dida, but Milan scored twice in four minutes through Andrea Pirlo (62) and Pato (64) to turn the game on its head. LONDON - Carlo Ancelotti warned his Chelsea stars that only first place will do after Salomon Kalou and Frank Lampard inspired a 4-0 Champions League rout of Atletico Madrid. Ancelotti’s side moved within touching distance of a place in the last 16 thanks to their clinical display against the woeful Spaniards at Stamford Bridge on Wednesday. But, more importantly for Ancelotti, the Blues are top of Group D at the halfway stage and he wants them to stay there as it guarantees a home second leg against one of the group runners-up in the first knockout round. “We are in control of the group now. Our aim is to arrive in first place because it is important for the rest of the Champions League,” Ancelotti said. “That is not certain yet and we need more points. It has not been easy without Didier Drogba but all the players have done well in this competition.” Chelsea travel to Atletico and then Porto in their next two matches before finishing at home to Apoel Nicosia and two wins from those three games would guarantee top spot. Ancelotti will have Drogba back as the Ivory Coast striker has now served his threematch European suspension. But even without the powerful targetman, Chelsea were far too strong for Atletico. Howett: Kobayashi a contender for 2010 Toyota team boss John Howett says that Kamui Kobayashi has definitely moved himself into contention for a 2010 race seat following his impressive Formula 1 debut in the Brazilian Grand Prix. The Japanese driver finished 10th despite a lack of preparation, and caught the eye with a tough wheel to wheel battle with eventual champion Jenson Button and a late pass on Ferrari’s Giancarlo Fisichella. Toyota remains at the centre of the driver market at present, with current drivers Jarno Trulli and Timo Glock both uncertain of their futures and Howett openly admitting that the team is pursuing Kimi Raikkonen. He says Kobayashi can now be added to that shortlist following his Interlagos performance. “He did a fairly good job I think,” said Howett. “He got past Fisi with a really good overtaking move and did a really good job to defend against Button and retake it a couple
of times. Very impressive for a debut.” When asked if that meant Kobayashi was in line for a 2010 seat, Howett replied: “We have to look, but on this performance you have to say you’ve got to give him serious consideration.” But while praising Kobayashi, he did acknowledge that his lack of experience still showed in race conditions. “He was still a little bit off the pace,” said Howett. “He was struggling to keep the tyre to its peak and really hold it there.”
During the Interlagos weekend Trulli said that he had promised team chairman Tadashi Yamashina that he would not make any decisions about his 2010 plans until after Toyota’s crucial board meeting on 15 November, when the parent company will make a final decision about the team’s participation next season and its budget. Howett said he was not aware of this arrangement or of any change in Trulli’s prospects of a 2010 drive. “I don’t know if they’ve spoken or not. I have a fairly close connection with Yamashina-san. I’ve read it in the press, but I don’t know what the discussion was,” he said. “All I know is the position of Toyota towards Jarno: that we don’t exclude the possibility [of retaining him], but there need to be one or two issues that we get straight.”

The 20-year-old Spaniard rode in place of Canepa at Indianapolis and Misano and has already signed a race deal with the squad for next year. He plans to treat the Sepang race as a warm-up for his winter testing programme. Espargaro said: “I am very surprised and happy to be back in MotoGP so early even if I am always sad when a colleague gets hurt. I hope Niccolo gets well as soon as possible and can be at his best for the Valencia race. “I will take this weekend as a pre-season test: I have a lot to learn and this will be a great occasion for me. After the last race at Misano I have constantly trained and I am sure to be in good physical condition even if Sepang is always really hard due to the high temperatures and humidity.” Canepa crashed heavily in the opening practice session for the Australian Grand Prix last Friday and required skin grafts at a Melbourne hospital to enable a deep wound on his arm to close. “I am really sorry I’m not able to ride in Malaysia,” said the Italian. “Doctors have told me not to take any risks as the cut isn’t looking too good and therefore I will be taking a break to be at my best for Valencia next month.”
