The explosives-packed cars were parked a few hundred yards (meters) apart near a government agency that issues national identification cards, the telephone exchange building and a state-run bank. The nearly simultaneous blasts occurred shortly after 11 a.m. as the area was crowded with people at the start of the work week. Maj. Gen. Qassim al-Moussawi, the main Iraqi military spokesman for Baghdad, said at least 18 people were killed and 42 wounded. Those killed included four policemen and two women, according to police and hospital officials, who confirmed the casualty toll on condition of anonymity because they weren’t authorized to release the information to the media. Persistent bombings in Baghdad and surrounding areas have raised fears that insurgents are stepping up attacks in a bid to foment unrest by exploiting political deadlock following inconclusive March 7 elections. Last week, suspected al-Qaida in Iraq militants stormed the central bank and exchanged gunfire with Iraqi security forces in a standoff that brought part of the capital to a standstill.

Bali News BKPM Disregards Supreme Court Verdict The Dispute about the collaboration and license of Billabong from Australia with its partner in Bali, CV Bali Balance, Kuta, had climbed to the peak phase. In fact, the position of Bali Balance now stronger, following the rejection of Indonesian Supreme Court towards the appeal filed by the Chief of Indonesian Investment Coordinating Board (BKPM), PT Billabong Indonesia and GSM (Operations) Pty. Ltd. That means the operation permit of PT Billabong Indonesia and GSM (Operations) Pty. Ltd., should be revoked or terminated by the law. Supreme Court decision, May 11th, 2010 and, with judges Valerine JL Kriekhoff, Prof., DR, SH, MA, Imam Soebech H, SH, MH, Paul E Lotulung, Prof., DR, SH, all at once affirmed the decision of the State Administrative High Court ( PT TUN) Jakarta, which also affirmed the decision of the Jakarta Administrative Court, which won the CV Bali Balance on the lawsuit filed to the Head of Investment Coordinating Board (BKPM), Indonesia and PT Billabong GSM (Operations) Pty. Edi Rohaedi clarified that the decision’s consideration of the PT TUN that the License Agreement was still exists until it was end in June 2009 because whether CV Bali Balance and Billabong never filed a cancellation of the agreement license through legal channels until the issuance of Foreign Investment (PMA) permit in February 2006 by BKPM RI and for sure that the main problem about the licensing of PT Billabong should be revoked because there is Supreme Court decision that affirmed the decision of the State Administrative High Court of Jakarta, the Jakarta Administrative Court decision No. 182/G/2008/ PTUNJKT dated March 11, 2009, and also Denpasar District Court

decision No: 561/PID.B/2009/ PN.Dps, and the Denpasar High Court No: 15/PID/2010/PT DPS. Harmonious relation between Bali Balance and Billabong which mobilized since 1995, finally led to problem, after the owner of CV Balance Bali Wayan Suwenda, who was also Bali surfing athlete, died in October 2005. It is because, Billabong International was suddenly ending the license of agreement unilaterally. Whereas, the family of the late Suwenda are the one that pioneered and built network of agency and increase the production of Billabong trademark in Indonesia since a dozen years ago, until the Billabong trademark became a wellknown brand in Indonesia and the largest in Southeast Asia. This case was eventually dragged the Sales and Marketing Manager of PT Billabong Wayan Suanda, who determined as the suspect, beside Chris James President Director of Billabong International from Australia, as the main suspect, who is now a fugitive. Suanda convicted committed in the crime of embezzlement Light Boxes promotion tools that belong to CV Bali Balanced and proven guilty in court session in Denpasar District Court, and was sentenced to two years and six months in jail. The Denpasar District Court Decision, December 17th, 2009, No: 561/PID.B/2009/ PN. Dps, is strengthened again by the decision of Denpasar High Court No: 15/PID/2010/PT DPS, dated February 1st, 2010. Agus Setiawan asserted; Related to the Queensland Supreme Court ruling in the case of Light Boxes (Promotion tools); Billabong is less fortunate, because the court REFUSED the Billabong’s lawsuit who claimed the Light Boxes is them and does not belong to CV Bali Balance. In fact, the Court of Queensland decided that the promotional tools Light Boxes are owned by CV Bali Balance. So this strengthens the evidence for unlawful acts done by the Board of Directors of Billabong Indonesia Christopher John James and Marketing Manager of Billabong Indonesia I Wayan Suanda in the territory of the Republic of Indonesia in terms of Light Boxes embezzlement crime.

Two villas burglarized, owners were tied and stoned Gianyar (Bali Post)—

Robbers stay to haunt within the jurisdiction of Gianyar Police. No halfheartedly, within a night the robbers could burglarize two villas at different locations in Gianyar. Both victims were foreigners and they got unpleasant treatment. They were tied up, threatened and pelted with stones until getting injured and needed stitching. The incidents making the police busy occurred at Villa Bali Ayu, Cucukan Hamlet, Medahan Village, Blahbatuh Subdistrict, with the victims Brayen Cowli, 80, from England with his wife, Marni, 43, from Java, while another villa was Villa Celestine’s located at Selukat Beach, Keramas village, Blahbatuh subdistrict with the victim Willem Van Der Loop, 27, from the Netherlands. Both robbery actions took place only a few hours after the first one. At Villa Bali Ayu, the robber took action at around 1:30 am Local Time, while Celestine’s Villa occurred at around 3:00 am. Based on the information compiled at the Villa Bali Ayu, the robbers were estimated to enter the house by jumping over the fence. Then, they came in through bathroom window which is adjacent to the working room downstairs and kitchen. After disorganizing an empty room, the robber left the room to the workplace of victim located on the east side, and took an Acer laptop belonged to victim. The robbers estimated to be more than one

person once came into the kitchen to grab a knife and put an iron pipe. Later on, the robbers climbed up to the second floor via the stairs. In family room, the robbers took a mobile phone belonging to victim’s wife placed above the chest. The robber then entered into the room of Brayen. Their entry into the room generated noises so it woke up the victim’ wife. As soon as getting into the room, the eyes of victim were flashed. When awake, the victim was stoned for twice. It caused the right temple of victim to bleed and needed two stitches, while his chest was pain. Seeing the victim fought back, the robbers immediately ran downstairs and left the villa. Meanwhile, the victim was immediately rushed to hospital for medical treatment. In addition to the victim, a maid at the villa was also becoming the target of the robber’s stones. Based on testimony of Sulikah, 32, from Bayuwangi, she heard her employer calling out and she herself got up to see the victim. Having woken up of the elder sister of her employer, Sulikah once saw the two thieves jumping over the fence of the villa. When shouting, Sulikah was thrown with a stone and hit her stomach and the two robbers ultimately left the villa. The incident was then informed to Pecalang or security of Cucukan customary village, Dewa Kantun, and reported to the police as well. In response to the report, police officers brought animal team to track the perpetrators. (kmb16)

Three motorcycles of residents taken away by thief Denpasar (Bali Post)—

This incident poses a warning to any residents who parked the motorcycle somewhere. Although its handlebar had been already locked, it still demands for more vigilance. For example, parking a motorcycle should choose a busy and secured place. These measures are taken to avoid unlucky experience as undergone by the three victims namely Abdul Basit, 37, Rico Andik Setiawan, 18, and Suwarno, 25. Each motorcycle was known to have been stolen by thieves at different places. The victim Abdul had a motorcycle belonging to Honda Blade type with plate license DK 7214 IH in silver color and was known to vanish when parked in the parking area of Branda project, Mumbul Real Estate Area, Taman Mumbul, Nusa Dua, Kuta Selatan, Badung, last Tuesday (Jun 15). Previously, victim parked the motorcycle at the crime scene. Well, at 6:15 pm Local Time, when waking up from sleep, the victim could not find his motorcycle at location. How surprise he was when knew that incident. Although he was able to carry out searches around the crime scene, it resulted in nothing.

Finally, the victim reported the case to police station and police are now still investigating it. “Allegedly, the victim’s motorcycle was stolen by perpetrator by using counterfeit key. Because, before the motor was left, the victim did not forget to lock the handlebar,” said one of the police officers, last Friday (Jun 18). Similarly, the same incident afflicted Rico, a resident living on Jalan Pulau Moyo Gang Mawar, Denpasar. His beloved motorcycle belonged to Suzuki Satria type with license plate DK 8122 DL was also known to disappear in front of the parking lot of Suwung Kangin Market, Sidakarya, Denpasar, last

No Repair Budget

Until now complains on damaged road and suggestions on repairing it at Bangli Region have been going on almost every day. But the Bangli Region Government shut their ears as there is no budget given from the 2010 Bangli Revenue Expenditure Budget (APBD). And so the roads are still damaged and making new roads became fantasized dreams. Head of Public Works Agency, Cok Gede Wiryatama, when confirmed last Friday admitted that the complaints have been going on but his side could

not do much and is forced to shut their eyes and ears. This is happening as there is no budget owned and there’s none listed for it in the APBD 2010. So he and his colleagues will fight to get the budget injected to the APBD 2010. Besides this, surely Bangli will receive a helping fund from central government that was usually called ibah, but now called fiscal decentralization of regional development planning, as much as IDR 25 billion. Yet until now that fund could not be soluble as there are technical problems and game rules.

The minister’s helping fund for the regional infrastructures as much as IDR 19,3 billion is also not soluble. So the 1.000 kilometer roads, either going to be new roads or fixing the region’s and villages’ roads could not be taken care of. “There is several game rules that are not completed yet which caused the whole budget from the central could not be liquefied. Besides waiting for central’s instructions, efforts in finding an injected budget will be attempted by changing the Bangli APBD year 2010,” Wiryatama stated. (kmb17)

”Bujang Lapuka” ”Rajapala” Story from Riau An art performance by Riau Culture and Tourism Agency at Kalangan Angsoka on Friday (18/6) night had successfully entertained the visitors of the Bali Arts Festival (BAF). On that night, they performed a traditional art performance called Randai Kwantan (similar to theater performance – red.) with the title “Bujang Lapuka”. The story is similar to what Balinese know as “Rajapala” story usually performed in a form of drama dance (sendratari and drama gong) but Riau’s version is simpler, dynamic also with characteristic songs from Kwantan (one of regions in Riau) which made the audience join to dance. The traditional theater Randai Kwantan “Bujang Lapuka” tells an adventure story of a man named Dolah who is searching for a wife. He tried so many things to find one including using spiritualist services.

Yet all the efforts became a waste of time. In the middle of his giving up, he then decided to wander. On his journey, he found five beautiful angels from the celestial taking a bath. As he was under the spell, the bujang lapuk stole one of their scarfs so the angel could not go back. Dolah decided the scarf will be given back if that angel can be his wife. And the angel agreed. But the beautiful angel gave one rule that should not be broken by Dolah and that is not to tell where she is from. Unfortunately, Dolah broke it. Proud of his wife’s beautiful look he told the neighbors that she’s from the celestial. So the angel went back to the celestial and Dolah became a bujang lapuk again. Truly there’s nothing special from the traditional theater Randai Kwantan that was gone in the 70s and was recon-

structed again in the 90s by the Riau Province Government. But the audience that filled up Kalangan Angsoka stayed ‘til the end as the theater is very communicative with them. At every scene changing, the actors would sing and dance in a round position where the audience can freely come to join on stage. According to the performance coordinator, Fahri Semekot, the theater format is purposed to do so. It was stated that the acting and dialogues by the actors are improvised and just goes on. The actors can also respond to what the audience’s naughty remarks so there’s an intensive communication between them. “In our place, the Randai Kwantan theatre was gone for decades. And so we decided to relive it as it is an art that was given by our ancestors which became very valuable,” Semekot said. (ian)

A week’s evaluation of 32nd BAF:

Not well recovered, such chronic disease still becomes a problem IT must be recognized that those appointed to fill in the committee in the 32nd Bali Arts Festival (BAF) had attempted optimally to remove the negative stigma that always accompanied the most grandiose cultural event throughout Bali at the moment. Impression of BAF as trade fairs and night party becoming one of the chronic diseases in every organization of BAF had been earnestly tried to be eliminated. At least, during the first week of the execution of the 32nd BAF, disorganized merchants had been successfully minimized. It was far more orderly than the organization in last year despite must be recognized that it stayed very far from the expectations. Apparently, it was not an easy matter to make the BAF arena really sterile from the presence of street vendors. There were always stubborn hawkers that tried to break into the forbidden area to peddle their goods by taking advantage of security officer’s indifference. But thanks to the firmness of the security officers, those stubborn hawkers could be driven away from any forbidden area. Hopefully, the spirit and firmness of the security guard will continue until the arts festival ends on July 10, 2010. Commendable

Apart from such chronic disease that constantly recurs and remains a problem in every organization of BAF, of course, the commitment of Bali Provincial Government to restore the appearance of BAF as a cultural event should be appreciated. Considering the presence of hawkers was very difficult to be separated from BAF, the committee took the initiative to set up stalls of hawkers in small thatched huts. This tactic was successful enough to minimize the impression of shabby and chaotic. Moreover, all hawkers earning a fortune in the BAF arena were also required to wear traditional Balinese clothing so that it did not hurt the ‘eyes’

of visitors. However, security officers had to remain alert and vigilant. Just a little off guard, then in a split moment the outside hawkers would barge in and the number was ascertained to continuously swell if the officers did not dare to act decisively. In this context, that assertiveness was an absolute thing if BAF would not like to get stuck on classical stigma and slipped into a Trading Arts Festival. Although it was very difficult to completely sterilize the BAF area from the presence of hawkers, of course, it will be very wise if the committee is strictly selecting what kind of merchandise that can be tolerated to be sold in the area. Merchandise generating noises that potentially disrupt the concentration of artists making performance as well as the art lovers fervently enjoying cultural attractions should be removed from the lists of tolerated merchandise. It may not be let cynical comments slipping arts festival into a trading festival. Other than getting in touch with the classical problem of cluttering hawkers, Bali Post also assessed that BAF committee failed to function the public relations division to resound more activities taking place in the BAF event to the public. It was unclear whether the 32nd BAF had officers specifically assigned to portray these functions or not. If they existed, of course it would be very naive because they were appointed to handle public relations affairs but kept a distance from media crews covering the event. Instead, they should be used as working partners for the purpose. In other words, continuity of the coverage on BAF that so far remained featured the daily newspapers published in Bali completely posed the proactive measures of media crews to hunt the BAF activity. Absolutely, it was not due to contribution of public relation officers because the media crews were no longer familiar with them. (ian)

Three Cows Stealer Captured by Police Singaraja (Bali Post)-

After six days chased, the accused cows’ stealer Nengah Suweni (36) was captured by the police. The resident of Banjar Pengumbahan, Pemuteran Village, Gerokgak sub district was suspected to have stolen three cows at the west side of Buleleng. Head of Executive Gerokgak Police Sector, Adjunct Police Commissioner Nyoman Kartika, as permitted by Buleleng Police Department last Friday (18/6) explained the case started with a Gerokgak resident reporting have lost female cows from its cage on 9th of June evening. With that report, the Criminal Detectives Unit members straight away searched the stealer. Information received from a cow merchant at

Beringkit Market it was known that a man was selling three cows at 9th of June with very cheap price. This was then further investigated and directing towards the accused Suweni. After captured at Suweni’s own house, he admitted his action. Until last Friday he is still intensively inspected at Gerokgak Police Sector Station. According to the accused statement, after stealing those cows, he straight away brought it to Beringkit Market using a rented carry car. The three female cows were sold collectively for IDR 9,4 million. The sales revenue was then used to pay motorcycle installment, paying debts and for daily needs. China’s Xi hopes to strengthen Australia ties AFP

MELBOURNE (AFP) – China’s leader-in-waiting Xi Jinping said he hoped his stay in Australia, the first high-level visit since the jailing in Shanghai of a Rio Tinto mining executive, would lead to a stronger bond with the key trade partner. The visit by Vice-President Xi is set to focus on economic issues, including Canberra’s hotly-argued plans for a 40 percent tax on mining profits, a policy that has raised concerns about higher commodity prices in Beijing. “Our two sides should build on our current strong relationship,” Xi said through a translator on Saturday. “In the next few days I look forward to meeting your leaders, senior officials and people from many other sectors for further exchange of views on how best to further advance the China-Australia relationship.” Xi’s visit is the first since Australian-passport holder and Rio Tinto mining executive Stern Hu was jailed in Shanghai in March, and follows the resumption of free-trade agreement talks. But it is the mining tax that is likely to deeply engage Xi, who is tipped to succeed President Hu Jintao in 2013, when he meets with

Mandarin-speaking Prime Minister Kevin Rudd in Canberra on Monday. The tax on so-called “super profits”, which resources companies furiously oppose, has raised concerns that it could increase the price of raw materials such as iron ore, which China needs for its development. “Chinese companies are interested to see the development of the resource tax. Flooding deaths rise to 132 in southern China AP

BEIJING The death toll from flooding this week in southern China rose to 90 Saturday, and 1.4 million people were evacuated as the inundated region prepared for more heavy storms. Fifty people were also missing in nine provinces and regions across China’s south, the state flood control office said. Water levels have surged passed safe levels in dozens of rivers, including the Pearl River in the heart of China’s manufacturing region. China Central Television footage Saturday showed people stranded on rooftops of nearly completely submerged homes. Soldiers waded through raging brown water carrying students from an elementary school in Nanping city, in the eastern province of Fujian. More than 1,000 people were evacuated from the school Saturday morning after being stranded by flooded roads, the report said. As of 8 a.m. Saturday, 5.5 million people had been affected by flooding including injuries sustained and property losses incurred, an official at the flood control office said. He would not give his name, as is common with Chinese officials. The office’s deputy director said more than 1.4 million residents had been moved from low-lying areas

China Daily reported nine local officials in the Guangxi Zhuang Autonomous Region had been punished for dereliction of duty in flood work, including a reservoir monitor caught playing poker. China’s rainy season, which began in May, follows the worst drought in a century for the southern Yunnan, Guizhou and Guangxi regions. Drought affected 61 million people, leaving millions without drinking water and 12 million acres (5 million hectares) barren since last year.

Sheila Williams, a spokeswoman for the British energy giant, said Hayward was spending time with his teenage son at the Isle of Wight boat race after devoting most of the past two months to the oil spill away from his family. LOS ANGELES – A gunman attacked his stepdaughter’s family as they ate lunch at a California restaurant, killing her husband and 6year-old son, wounding the woman and another child, and then fatally shooting himself. Jimmy Schlager, 56, arrived at the Del Taco restaurant in San Bernardino on a bike at about 1 p.m. Saturday, walked over to a table and fired several shots at his 29-year-old stepdaughter, her 33-year-old husband, and their sons, ages 5 and 6, San Bernardino police Lt. Jarrod Burguan said. “There was a very brief exchange of words, then he opened fire on them at near point-blank range,” Burguan said. The woman’s husband was declared dead at the restaurant

and the 6-year-old died at a hospital, San Bernardino Fire Department spokesman Steve Tracey said. The woman and the 5-yearold boy were in critical condition at Loma Linda University Medical Center, Tracey said. The names of the victims were not released. The woman’s mother who was married to Schlager died several years ago, and investigators were trying to determine how well Schlager and his stepdaughter got along as police sought a motive for the shooting, Burguan said. Police said between five and seven employees and several other customers were in the fast food restaurant, but the gunman clearly walked in seeking the four victims and no one else was injured. KOBAGI—In collaboration with French artist Grégoire Gensse, the artists of the Cek Gen art community are displaying Kobagi musical composition in Ksiraarnawa Hall, last Friday (Jun 18).

Kobagi, crazy west-east collaboration It was naughty, wild and crazy. Perhaps, these are very appropriate predicate given to the creative arts presented by artist community that coalesced into the Cek Gen Art Community, Telepud Customary Village, Pujung Kaja, Sebatu, Gianyar in Ksiraarnawa Hall, last Friday (Jun 18) evening. Collaborated with French artist Grégoire Gensse, the art activist I Wayan Sutapa composed a contemporary art music named Kobagi denoting an Indonesian acronym of Community of Crazy Body. Consistent with the name, the Kobagi music composition gave plain and crazy impression. The reason, the contemporary music composition arranged by Grégoire Gensse and I Wayan Sutapa was not born from combination of traditional music and modern instruments. Instead, they used the body as a medium to produce the purely beautiful sounds and bamboo tubes slapped rhythmically on the floor. Apparently, clapping hands, pounding of feet on the floor, striking of hands on the cheeks and the chest were able to create beautiful sounds, rhythmic and dynamic if hit with a pattern of regular and structured balls. Without command, the applauses were cheerful and lively and euphoria of the audience roared welcoming the crazy

but artistic creativity engendered by that art community. Obviously, the use of body and pieces of bamboo as a musical instrument was not the arena to trial and error for the composers. However, it had been already made in mature concept to create melodic sentences induced the drowsiness of their audience. Accompanied by the sounds of bamboo flute played in a single, composition of Kobagi music was fairly successful in exposing new refreshing breath in the world of musical arts, especially performing arts in Bali. Met after the gig, director of Cek Gen Art Community I Wayan Sutapa said that the creation of Kobagi musical composition was born from a combination of two cultures namely the western and eastern culture, especially the culture of Bali. In order to accentuate a more attractive performance, its processing was equipped with traditional songs, kecak and genjek a cappella arranged and adjusted by bodily percussion. Musical instrument in use really belonged to the universal ones. “Kobagi music was created to honor the Balinese culture and western culture. Hopefully, the musical composition I created along with the French artist Grégoire Gensse could be accepted by the art lovers in Bali,” he said. (ian)

DENPASAR – Neka Museum which is located in Ubud, Bali, will publish another book about Indonesian traditional weapon, keris. Currently, the book is being arranged in Yogyakarta. Pande Wayan Suteja Neka, the founder of Neka Museum, said “there is great hope that the book can be published this year.” The book will support the keris collection in Neka Museum. Currently, there are hundreds of keris being collected by the museum. The Neka Museum has 272 keris and 312 paintings and statue collection. Pande Wayan Neka said that publishing books is one of the agenda of the museum and the book is written by Basuki Teguh Yuwono, a lecturer in Indonesian Art Institute (ISI) Solo. “The lecturer has been studying about keris for 13 year and he had been traveling to all

parts of Indoensia,” Neka added. The book will be 300 pages thick and it will describe the history and development of keris in Bali and Indonesia especially those collected by Neka Museum. Every year, the museum launches at least one book and currently it already has 23 titles of books. Among the books are “Neka art Museum in modern Balinese History-Art and The of time” and “Kembali ke Kawitan, Impian jadi kenyataan”. There is also the book about the tourism attraction in Bali which was written by Neil Leiper, a lecturer in The School of Tourism and Hospitality Management Southern Cross University Australia. INGREDIENTS: 1 whole duck, weigh about 2 kg (4 ½ lb) 18 shallots, peeled, cut in half, and sliced 6 cloves garlic, peeled, cut in half, & sliced 3 stalks lemon grass, finely sliced 5 fragrant lime leaves, finely sliced 6 candlenuts, chopped 5 cm (2 in), ginger, peeled and chopped 8 cm (3in) fresh turmeric, peeled, chopped 8 cm (3in) kencur root, peeled, chopped 1 tsp black peppercorns, crushed 5 bird’s-eye chilies, slices 1 tsp coriander seeds, crushed 2 tsp dried shrimp paste, roasted and coarsely crushed 1½ tbsp salt 3 tbsp oil Banana leaves, greaseproof paper or aluminum foil for wrapping PREPARATION: Wipe the duck dry and set aside. Combine all ingredients except banana leafs in a bowl and mix well. Rub the duck outside with this mixture and fill the center of the duck with the remainder. Close open duck with satay skewer. Wrap in several layers of banana leaves, greaseproof paper or foil and steam for 50 minutes. Transfer duck to a moderate oven and bake at 180o C (350o F) for 30 minutes. BUSINESS China’s central bank says no one-off adjustment in currency Agence France-Presse

BEIJING - China’s central bank said Sunday there would not be a one-off adjustment in the yuan exchange rate, in a further sign policymakers intend to keep a tight grip on the value of the currency. The comments made by a spokesman for the People’s Bank of China came a day after policymakers pledged to make the currency more flexible amid growing international pressure on Beijing for a stronger yuan. They also came ahead of the G20 summit in Toronto next weekend where Beijing’s controversial exchange rate policy — which has effectively frozen the yuan against the dollar for the past two years — will be on the agenda. The central bank spokesman said authorities had to maintain control over “exchange rate fluctuations,” signalling that policymakers would not let the currency appreciate quickly, as many critics had hoped. The “basic stability” of the yuan would be maintained, the spokesman told the official Xinhua news agency, according to a transcript of the interview posted on the central bank’s website. “The management and adjustment of the RMB (yuan) exchange rate needs to be done in a gradual way,” he said. Many analysts had expected the central bank to announce a oneoff revaluation in the yuan and a widening of the trading band to appease critics of the exchange rate policy, which it has not done.

The spokesman’s comments came after the central bank said Saturday it would make its yuan exchange rate more flexible, an indication, analysts said, that Beijing was ready to scrap the dollar peg and allow the currency to rise. However, the bank said there were no grounds for “large swings” in the currency. “China’s central bank has decided to further promote the reform of the RMB exchange rate mechanism, and strengthen the flexibility of the RMB exchange rate,” the central bank said on its website. The currency issue has been a constant irritant in relations between the United States and China, with US lawmakers charging that Beijing deliberately undervalues the yuan to give its exports an unfair trade advantage. Beijing has effectively pegged the yuan at about 6.8 to the dollar since mid-2008 to prop up exporters during the financial crisis and prevent massive job losses in the manufacturing sector, which employs millions of people. The currency has been allowed to move within a 0.5 percent range on either side of the peg and the central bank said Saturday it will maintain this trading band. In a letter to Commerce Secretary Gary Locke this month, they sought a ruling on whether Beijing’s currency policy provided an “unfair subsidy for Chinese paper products that should be remedied through trade measures.” In Tokyo, Japan’s Finance Minister Yoshihiko Noda welcomed China’s announcement on its exchange rate. “We hope this will contribute to the stability and balanced growth of the Chinese and Asian economies, and eventually of the global economy,” Noda said. In Sydney, Australian Treasurer Wayne Swan also welcomed China’s decision, telling reporters that “exchange rate flexibility is one important part of the global reform agenda.”

He noted that both Paris and Berlin had failed to uphold the standards they had fought to impose on the EU by forcing through a dilution of Stability Pact’s strict penalties for excessive public deficits. “The governments were extremely unreliable, over the course of months and years,” Trichet said, in comments published in German. The ECB president ruled out a default by debt-wracked eurozone countries Greece, Spain or Portugal. “We will not allow that,” he said. Trichet also had sharp words for

WASHINGTON - Proposals to slap taxes on banks to help pay for any future global financial crises are set to bedevil G20 talks in Canada next week, pitting rich nations against emerging nations. But despite opposition, the United States and allies among European powers may succeed in garnering a compromise set of guidelines that leave the door open for new taxes to be introduced. The US and Britain — forced into heavy bailouts of banks and financial institutions in 2008 and 2009 at the height of the economic meltdown — have already drawn up proposals to levy bank taxes, along with Germany and France. But other leading economies, such as Canada and Australia, which were protected from the financial maelstrom, and emerging economic powers Brazil and India are reluctant to pay for the mistakes made by foreign banks. Thus, world leaders converging on Toronto for the Group of 20 summit on Saturday and Sunday, will have to seek a delicate, and perhaps deliberately vague compromise. While the European Union and United States agree on the need for a bank tax to help pay for the financial crisis, a tax on financial transactions has not met with unanimous approval. French President Nicolas Sarkozy has acknowledged that not all partners were “absolutely enthusiastic,” while Luxembourg Prime Minister JeanClaude Juncker conceded: “I don’t believe we’ll get at the level of the G20.” The Group of 20 failed to find a consensus even on the less controversial bank levy proposals at a ministerial meeting in South Korea earlier this month. They agreed that further fiscal repairs, especially to banks, were needed to secure recovery — but made no specific mention of the proposed controversial global bank tax that could fund future bailouts. Rather, in a communique, the ministers said the financial sector should make a “fair and substantial contribution” to any future state rescue deals. on the bank levy had been “a distraction from core issues” in Busan. Most G20 ministers “do not support the concept of a universal levy.” Leaders at the last G20 summit in Pittsburgh, Pennsylvania, in September had hoped to debate the tax. But in the end the International Monetary Fund was tasked with looking at “how the financial sector could make a fair and substantial contribution towards paying for any burdens associated with government interventions to repair the banking system.” Seven months later the IMF weighed into the debate with new proposals for two new taxes: a contribution towards financial stability which would increase according to the risks taken by each bank; and a kind of VAT levied on financial activities which have so far escaped any kind of duties. But opponents say the taxes would ignore the banks’ helpful role of extending credit to aid economic recovery. It’s an argument that carries weight in countries where tightly controlled banks suffered little fallout from the collapse of America’s housing bubble. But at a summit in Brussels on Thursday, the 27 EU heads of state and government brushed aside such concerns and agreed on the need for bank taxes, although they remained short on details. “Member states should introduce systems of levies and taxes on financial institutions to ensure fair burden sharing and to set incentives to contain systemic risks,” they agreed. EU president Herman Van Rompuy said leaders had decided not to back a joint call by France and Germany for a global tax on financial transactions, but to “promote” the option at the Toronto summit. “The introduction of a global financial transaction tax should be explored and developed further in that context,” the declaration said. According to a senior EU official, it is “in the pipeline, but I wouldn’t be able to answer where exactly it is in the pipeline.” For its part the United States has suggested levying a tax of around 0.15 percent on the transactions by the biggest banks. However the idea appears to have been left on the back-burner in recent weeks, and it remains uncertain whether it will be taken up by Congress.

‘Suge’ Knight, Kanye West face off over lawsuit Associated Press Writer

NEW YORK – Battle-scarred rap mogul Marion “Suge” Knight and volatile hip-hop star Kanye West faced off Friday over a beef involving a bullet — with a conference table between them. The two rap titans were there for West to answer questions about a celebrity-packed Miami Beach party where an unknown gunman shot Knight in the leg. West hosted the 2005 fete at the posh Shore Club before the MTV Video Music Awards, held that year in Miami. Knight — who promoted some of rap’s biggest acts in the 1990s but has been beset by legal and financial troubles — has sued the Grammy Award-winning West and the Shore Club’s owners, saying they didn’t provide enough security. Knight said Friday he had hoped a face-to-face encounter with West — and their lawyers — could settle the matter, but he got few answers. “I figured I could sit him down, man to man, and get this resolved,” Knight said after the six-hour, closeddoor session at a Fifth Avenue office. “I’m disappointed.” West said he wasn’t involved in the security arrangements for the party, said Knight’s lawyer, Marc Brumer. West briskly left the building afterward; his lawyers didn’t immediately respond to telephone and e-mail messages left Friday evening. In court papers, West and the Shore Club own-

ership have denied Knight’s claims of negligence. No one has been arrested in the August 2005 shooting, which erupted in a club full of partygoers, including Jessica Alba, Eddie Murphy, the Black Eyed Peas and Paris Hilton. At least six shots were fired, police said. The shooting shattered Knight’s femur and left him with $200,000 in medical bills, Brumer said. Knight said in his lawsuit, now being handled in Miami federal court, that West and the Shore Club should have realized the party could produce a “dangerous environment” because of a widely known history of sometimes violent feuding among rap figures. “My whole thing is: I’m not here to put nobody behind bars,” Knight said Friday, saying he mainly wanted to put the specter of rap-related violence to rest. “It’s time for more positive now,” he added. The burly Knight, nicknamed “Suge” for Sugar Bear, founded Death Row Records and was one of the most powerful music figures of the 1990s. His stable of rappers included such superstars as Snoop Dogg, Dr. Dre and Tupac Shakur, who was shot and killed in 1996 while riding in Knight’s car.

At the time, the Los Angeles-based Knight was publicly clashing with New York-based Sean Combs’ Bad Boy label. Bad Boy’s top artist, the Notorious B.I.G., was gunned down months later in Los Angeles. Relatives of B.I.G. have accused Knight of being involved; he has denied it, and police have never named him as a suspect. Knight, who was jailed for five years in the 1990s on an assault conviction, has continued to have brushes with the law in recent years. Most recently, Los Angeles police sought assault charges against him after he was suspected of pointing a gun at a man in May, but prosecutors declined to file charges. Knight, 45, made millions in Death Row’s heyday, but he filed for bankruptcy in 2006, spurring an auction of the label’s assets and sale of his mansion in Malibu, Calif. He’s seeking more than $1 million in damages in his lawsuit, but he would have to share the money with a bankruptcy trustee and the Internal Revenue Service if he prevails. West, 33, rose to become one of rap’s biggest stars in recent years, though he also has become known for impolitic outbursts — including an episode in which he interrupted Taylor Swift’s acceptance speech during last year’s MTV awards to say that Beyonce should have won Swift’s award instead. Long-Necked Dinosaurs Held Heads High The long necks of the largest dinosaurs that ever lived might have been raised high after all, a new study now suggests. The sauropod dinosaurs, which included titans such as Brachiosaurus, Diplodocus, and Apatosaurus (once known as Brontosaurus), are well-known for the very long necks they usually sported. The lengthy neck extended the animal’s reach for grabbing food. However, it has recently proven controversial as to whether sauropods actually ever held their heads up high to dine on hard-to-reach leaves because of all the energy needed to pump blood to such heights. Most researchers, for instance, do agree that Apatosaurus and Diplodocus likely kept their necks low while grazing. Now, at least for some of these sauropods, research suggests the goliaths did indeed hold their heads up high. Andreas Christian, a functional morphologist at the University of Flensburg in Germany, investigated Euhelopus zdanskyi, a moderately sized sauropod that lived during the Early Cretaceous sometime between 130 million and 112 million

years ago. It was estimated to weigh some 8,400 pounds (3,800 kilograms) and roughly 36 to 39 feet (11 to 12 meters) in length from nose tip to tail tip. The neck and head of Euhelopus together were thought to have weighed 460 pounds (210 kg), and the distance from the base of the neck to the snout stretched about 15 feet (4.6 m). After calculating the stresses the cartilage at its neck joints must have felt given this weight and length, Christian found the most likely pose it adopted was somewhat like a giraffe’s - a nearly straight neck inclined at roughly 45 degrees from the ground that would have taken little work to raise up vertically for a few minutes.

Although pumping blood to such heights requires a lot of energy, Christian discovered this proved cost-effective if food was spread out, as the energy gained from being able to forage on hard-to-get lofty leaves would be much less than if they otherwise had to move their massive bulks long distances to feed. Similar findings held true for Brachiosaurus. “Distribution of food was important for the optimal feeding strategy,” Christian said. Different sauropods may have used their necks in different ways depending on the kinds of vegetation they were most used to feeding on, he added. Christian detailed his findings online June 2 in the journal Biology Letters.

ROME – Italian police confiscated some 70,000 balls of mozzarella in Turin after consumers noticed the milky-white cheese quickly developed a bluish tint when the package was opened, authorities said Saturday. Agriculture Minister Giancarlo Galan ordered ministry laboratories to investigate what he called a “disturbing” development. State TV said a woman in Turin called police after noticing that the mozzarella, made in Germany for an Italian company, turned blue after contact with air, and that several merchants in Turin had received similar complaints. Later in the day another consumer, in Trento, a city 200 kilometers (125 miles) to the east in northern Italy, made a similar discovery, authorities said. Samples were sent to laboratories that normally deal with antidoping testing in sport to see if they could detect any foreign substances. Results were expected in a few days. Health Minister Ferruccio Fazio alerted German authorities and the European Commission to the apparently tainted mozzarella, the health ministry said. No cases of illness were immediately reported. The mysterious blue mozzarella was the latest embarrassment for a food that is a point of pride for Italians and a staple in pizzas, panini and even the signature “caprese” salad in the red-whiteand-green colors of the national flag — ripe tomatoes, creamy rich cheese and fragrant basil leaves. Most prized of all the mozzarella is the kind made from buffalo milk. But earlier this year, Italian agriculture authorities said some of the buffalo mozzarella, which comes from an area south of Rome, had fallen below standard after traces of cow’s milk were found in it. Two years earlier, tests at hundreds of Italian mozzarella production plants found high levels of dioxin in some samples of buffalo

milk. That scare led some countries to suspend imports. Buffalo mozzarella enjoys Europe’s Protected Designation of Origin label, meaning the real thing has to be made following strict criteria, including using only buffalo milk. After blue mozzarella surfaced, the Italian agriculture lobby Coldiretti lamented that many consumers don’t know that half the mozzarella sold in Italy is made from foreign-produced milk. It is pushing for legislation that would oblige producers to the origin of all ingredients on the label. Currently, only cartons of fresh milk must indicate where the contents come from. Makers of yogurt, powdered milk and cheeses can use imported milk without mentioning it on the label. Authorities didn’t immediately make public the name of the German company making the suspect mozzarella or the Italian label on it. The health ministry said areas in Italy where the blue mozzarella might be put on sale were put on alert in case the product shows up in stores.

Texting While Driving More Common Among Adults Than Teens

Texting while driving is very dangerous and it is commonly found in adults.

ADULTS are guilty of the dangerous activity of texting while driving more often than teenagers, according to the Pew Research Center’s Internet & American Life Project. The Pew study also revealed that adults are substantially more likely to talk on a cell phone while driving than teenagers. According to the study half (47 percent) of all adults who text have done it while driving. That compares with 34 percent of teens (aged 16 to 17) who text. The survey revealed that 74 per-

cent of adults that own cell phones have talked while driving, while just over half (52 percent) of teens with phones have talked while behind the wheel. The dangers of cell phone distraction go beyond cars, though. The study found that 17 percent of adults claim to have physically run into another person or object while talking or texting on a cell phone. A study from last year by the Virginia Tech Transportation Unit revealed that those who text while driving are 23 times more likely to have a crash than non-

distracted drivers. It also found that activities that took a driver’s eyes off the roadway, like dialing a phone or reading or sending a text, was much more likely to cause a crash than just talking on a cell phone. Currently, 28 states and Washington D.C. ban texting while driving. Seven states and D.C. also ban cell phone use while driving. Even President Obama has gotten into the act, telling federal employees not to text and drive while in government vehicles.

CAPE TOWN – Fabio Capello believes Wayne Rooney’s World Cup goal drought is down to a “mind” problem. Rooney has failed to score in six appearances on football’s biggest stage — two here and four in Germany four years ago — and was a shadow of his normal self during England’s disappointing 0-0 draw against Algeria on Friday. But England’s head coach has dismissed speculation that the striker, who has suffered a series of niggles in the wake of a more serious ankle injury he suffered at the end of March, is not 100 percent fit. The Algeria stalemate has left England needing to beat Slovenia in Port Elizabeth on Wednesday to be sure of reaching the last 16 and Capello has little option but to keep faith with the forward he regards as England’s most precious asset. “Wayne is a good player,” Capello

said. “He is always dangerous for the other team. For the movement and everything. He lost a lot of balls and a lot of passes (against Algeria) but he is still an important player. “He is completely fit. He trained. He stayed on the pitch for as long as any other player. He is perfect. The problem is in the mind. I know this.” Capello said Rooney reminded him of one of his own former team-mates. “In the mind you are ok, ok, ok,” he said. “Then you get to the pitch.” Capello appeared to play down the possibility of a radical shake-up of his line-up, a stance which would be consistent with his belief that it is a fear of failure that is preventing England’s big guns from living up to their reputations here rather than any tactical problem or lack of ability. “This (change) is not in my mind,” the Italian added. “During the game I can change. I can do different things. We have time to prepare for what is going to be a really important game for us.

LA Lakers to pay tab for championship parade Associated Press Writer

LOS ANGELES – The Los Angeles Lakers planned to celebrate their NBA championship more modestly than their recent titles, with a self-funded parade that avoids the city’s downtown core and omits the huge rallies that have drawn tens of thousands of fans in previous years. Both team and city officials were quick to say the Lakers would pick up the tab for the scaled-down celebration — estimated at $1.5 million by city managers and $2 million by the Lakers — after last year’s parade and the subsequent Michael Jackson memorial brought complaints of needless spending by the fiscally ailing city. “I want to applaud the LA Lakers for their good corporate citizenship for sponsoring the parade,” Mayor Antonio Villaraigosa told a news conference Friday. “It will be a great cause for celebration.” Between 500,000 and 2 million people are expected to line the 2mile-long parade route extending from the Staples Center to the edge of the University of Southern California campus, the Lakers

said in a statement. Lakers players were to address fans from a float plying the parade route, along with double-decker, open-air buses filled with the team’s coaches, staff members, owners and cheerleaders. The scale of the event appeared significantly downsized from past years when championships were celebrated by kickoff rallies at City Hall or the Department of Water and Power building, parades through the downtown business district and huge rallies at Staples Center. Lakers spokesman John Black said cutting out the rally would make the celebration easier and less expensive, while skipping downtown for the parade was designed to keep the event more manageable for police, fire and other city agencies. “You want it long enough to make it enjoyable,” he

said. “But it can’t go on forever.” Police Chief Charlie Beck said the area south of downtown is “bigger, it’s easier to police, it has greater points of access” than the crowded downtown corridor. Beck encouraged families to come to the parade, saying police and firefighters would keep them safe despite excessive victory celebrations Thursday night that led to 42 arrests and three assaults on police officers, one of whom had to fire a warning shot to avoid being seriously injured. The fire department got 40 calls complaining of incidents, 16 of them reporting fires. “Please come to downtown to play safely, we need to celebrate this. It should be a victory for the city, not a defeat,” Beck told the news conference. He said the department’s performance was “stellar” despite the problems.

OAKLAND, California – Andre Ward beat Allan Green by unanimous decision on Saturday to retain his World Boxing Association super middleweight title. Ward (22-0) easily won his first defence of the WBA title, winning all 12 rounds from the three judges in front of his hometown crowd. The event was part of the 18month long Super Six World Boxing Classic tournament. Green (292) lost in his first fight since replacing an injured Jermain Taylor in the tournament. Ward captured the title when he beat Mikkel Kessler in November. Green had won six consecutive

bouts, with his only career loss coming three years ago against Edison Miranda in a middleweight fight. In 2009, Ward beat Miranda by a unanimous decision. After a feeling out process in the first round Ward picked up the pace with a strong left hand. He delivered a couple of heavy shots in the seventh and the referee asked Green if he was alright after the bell. Green lasted all 12 rounds, but needed a knockout late to have any hope of winning. Ward’s final fight in the round-robin stage of the tournament will come against Andre Dirrell. Ward is assured of a spot in the 2011 semi-finals. The Super Six tournament was created by cable network Showtime to boost its boxing ratings.

Lorenzo dominates the British GP Jorge Lorenzo extended his MotoGP championship lead with a commanding victory at Silverstone. In his wake, a huge battle for the podium spots ended with Andrea Dovizioso in second and Ben Spies take his first MotoGP podium in third, while Casey Stoner recovered from a disastrous start to take fifth behind Nicky Hayden, and Dani Pedrosa faded to eighth. Qualifying star Randy de Puniet was in the hunt for second until the final laps, when he was elbowed back to sixth place. The opening lap had been a battle between Lorenzo’s Yamaha and Pedrosa’s Honda, with Lorenzo holding his pole advantage through Copse, before Pedrosa dived ahead into Stowe. But Lorenzo was only behind for a single straight, as he outbraked Pedrosa into Vale. The latter retaliated into Abbey, only to run wide and left both de Puniet’s LCR Honda and his factory Honda team-mate Dovizioso through. Lorenzo was unstoppable after that, building an eight-second lead with apparent ease, while Pedrosa, who has crashed twice this weekend, gradually faded away. Attention then focused on de Puniet’s efforts to hang on to second under big pressure from a queue of rivals. Dovizioso made it through on lap six, but could not shake off de Puniet and lost the place again two laps later. Only at half distance was Dovizioso able to finally secure second. De Puniet stayed in third until Hayden (Ducati) slipped ahead in the Arena section with four laps to go. Spies (Tech 3 Yamaha) followed immediately after, with the two Americans then mounting their own huge battle for third. Side by side repeatedly over the closing laps, Spies grabbed the position on the last lap and resisted Hayden’s efforts to snatch third back again. Stoner was right on their tails by the end too. He had tumbled to last off the line and had to pick his way through the field, getting stuck behind Pedrosa for several laps. But by the chequered flag he was within 0.4s of a podium finish. Behind de Puniet, Marco Simoncelli had his most convincing MotoGP performance yet and took seventh. His Gresini Honda team-mate Marco Melandri crashed at Brooklands on the opening lap while trying to pass Spies. Loris Capirossi also fell, going off at Copse mid-race as Suzuki’s unhappy weekend got no better. All 15 bikes took the start, Interwetten Honda’s Hiroshi Aoyama having been sidelined with back pain following his violent warm-up accident.

Cluzel wins British Moto2 thriller

SILVERSTONE - Jules Cluzel claimed his first victory at grand prix level by triumphing in an epic Moto2 race at Silverstone. The Frenchman pounced when Thomas Luthi - who looked to have done enough to secure the victory - slid slightly wide into Club on the final lap, then did enough to resist Luthi’s retaliation attempts and win by 0.057 seconds. The early stages of the race had featured an incredible lead battle featuring over a dozen bikes. Polesitter Claudio Corti, the early-charging Fonsi Nieto, Cluzel and Julian Simon did most of the leading as riders regularly went four abreast and swapped places countless times. As the race neared its end, a five-bike pack broke away, with Corti, Cluzel and Simon joined by Luthi and Scott Redding, who had steadily crept into contention. Despite having fallen into the midfield on the first lap, Luthi worked his way into the lead with two laps to go, and then got some clear air behind him when Corti fell at Club on the penultimate lap while running second. That looked to have secured the win for Luthi, until the small error on the last lap that gave Cluzel a chance to edge ahead. Simon completed the podium, with Redding also within 0.5s of victory as he finished fourth. Alex Debon fended off Shoya Tomizawa, Mike di Meglio and Xavier Simeon for fifth, while championship leader Toni Elias never featured near the front but clawed his way up to 10th by the end.
