He said the death toll would rise further, most likely above 60. It was not immediately clear what caused the accident, which occurred at around 2:00am (2030 GMT Sunday) when most passengers were sleeping. “I was fast asleep on the top berth when there was this huge crash like an explosion,” one passenger told the Times Now news channel. The roof of SD (Elementary School) 3 Serangan fell down because the building is very old. The condition made one classroom which is usually being use by the fifth grade can not be used. There was no action to repair the damage when the International Bali Post reporter inspected the scene on Monday, July 19th 2010. Putu Subakat, the headmaster of SDN 3 Serangan, said “there were no victims during the incident because it happened on Sunday and the students were not studying.” He added that he received report from the school guard that strong wind made the roof on the classroom collapsed. The roof which is made from bamboo fell down and made the classroom can not be used. In the mean time, the students are studying in the building of Banjar Peken, Serangan. “We plan to apply double shift because of the current condition while waiting for the repair of the class-
room. Denpasar Mayor, I.B Rai Dharmawijaya Mantra, immediately take action on the incident. He ordered the head of Housing Department, Kadek Kusuma Diputra and the Education Department to inspect the scene. Ida Bagus Alit, the head of Denpasar Education Department, said “actually, the school already proposed repair fund this year but unfortunately, in 2010, the fund will only given the junior high school and for elementary school will be given in 2011.” He added that the locals asked the government to relocate the school because it is located on the temple ground. “We will not fully repair the building because there is a possibility it will be moved to other area,” Alit said.(kmb12)

Bali News To optimize the Klungkung market,
Legislative urges to review Regional Regulation Semarapura (Bali Post) -
Public Markets of Klungkung are not functioning optimally. Mainly, they have something to do with stall rental management. There are still many empty stalls and indicated frequently utilized for place of obscene deeds by irresponsible people. Of course, this condition requires hard work and responsibility of government, so that grandiose building spending much money will not be in vain. “On that account, we urge the regent along with the ranks to take quick measure. One of them is by reviewing the legislation on the market management,” said a legislator of Indonesian Democratic Party of Struggle (PDI-P) faction, Wayan Misna, in the plenary session delivering general perspective of the faction in response to the accountability report of the regent recently. According to Misna, the regulation administrating the matter needed reviewing namely the regional regulation (Perda) of Klungkung Number II/1994 concerning with levies of market and decree of Klungkung Regent No. 1511/1061/Dispenda/1995 concerning with the number of dispensation of kiosk and stall rental payment for the building located at block A. “Aside from optimizing the function of market (because, currently most blocks do not function), it is also intended for structuring the market because it was not in appropriate with the development of time,” he added. Seeing the market conditions in general, it should become a reference of the regents in years to come. At least, before issuing a policy, the regent along with the ranks had first to explore the real issues happening in the field. Another legislator, Komang Sumajaya, mentioned the public market of Klungkung should be made into public facilities to accommodate the arts and crafts produced by community. Moreover, after the closure of C-class
excavation activities were not followed up by government policy that provided new job opportunities. Redundant irrigation, hundreds of hectares of rice field threatened to dry Singaraja (Bali Post) -
Hundreds of hectares of rice field in the area of Tinga-Tinga Village, Gerokgak subdistrict and the surrounding areas are now threatened by drought. This condition is triggered by the irrigation building in the area of Saba River, Seririt, that currently functioned to channel water into the region is now not used optimally or redundant. In fact, based on information obtained last Sunday (Jul 18), the irrigation project commonly known as Saba River Dam was built in last 2008 and spent billions of rupiahs. It was said that such large amount of fund was the aid of Japanese Government. During the previous year, the water from the Saba River Dam indeed flowed smoothly to the rice fields at the Tinga-Tinga Village and surrounding areas. However, since about five months ago, the water completely jammed. The congestion caused the irrigation canals leading to Tinga-Tinga area to be dry and filled with garbage and dead animals. Surya, said the drought occurred since the past five months because there was no more water flows from the Saba River Dam. Other than causing the irrigation channels dirty, the non-flowing of water in the gutter also made hundreds of hectares of rice fields in the Tinga-Tinga area and surrounding areas were threatened by drought and crop failure. For that purpose, he hoped related agencies in Buleleng Regency could pay immediate attention to the problem, including distributing the water evenly in order all productive rice fields could be reached by the water supply. Except for threatening the productive rice fields, lack of water supply would also threaten the continuation of the plans to expand about 60 hectares of new rice fields at Tinga-Tinga Village and surrounding areas. As a matter of fact, the plan actually became the part of future program to support the food security in Buleleng Regency. “Yes, we indeed have planned to open approximately 60 to 70 hectares of new rice field but we find serious obstacle in the form of water supply,” he said. Beauty in the form of various dance movements has been introduced since early ages. On seeing a dance staged, a toddler may watch it attentively or its fingers move and move as if imitating the movement of the dance. Virtually all customary villages in Bali have gamelan troupe. This troupe plays important role in expressing their entertainment arts and accompanying every ritual activity. This existence gives opportunity to villagers from child to adult to express their artistic talent especially in dance, drama and gamelan arts. Young girls under twelve or elementary school age have a chance to participate in performing Rejang Dance. By wearing white and yellow costumes and floral decoration on head, they dance beautifully accompanied by gamelan music. Rejang Dance is one of the sacred dances performed in relation to the organization of temple an-
niversary or odalan. Other than putting a basic love to their tradition, they also show devotional service or ngatur ayah through the arts. When they grow older, right on entering secondary school, they join customary village youth club or Sekaa Taruna. Here, with their male friends and their brothers and sisters start to learn about organization. Many things can be learned through this organization. Since it has affiliation to customary village, they can learn about the making of some simple oblation under guidance of senior oblation maker and various traditional arts. In Bali, this youth club actually play important role in preparing young generation to maintain their valuable cultural heritages or to prepare themselves for inheriting customary responsibility. With their male counterpart, here the young girls also learn to play drama or more complex traditional arts. Popular genres of performance showed are pure entertainment and the one in combination with sacred dance. The latter usually features Calonarang. This magical drama involves a combination of male and female players. In essence, this Calonarang drama highlights the endless fight between truth and untruth symbolizing by sanctified effigies or tapakan like Rangda and Barong. By and large, it is also associated with ritual events at local temple. In the
following stage, when woman gets married she will enter the new organization, namely customary village. Having learned much about ritual works, it is now the time to practice them in wider social life. They should attend some socio-religious activities when the events engage the members of customary village. At this stage, household mother can remain to show her devotional service through the arts other than social works. Through the arts, they may join the drama or individual psalmodic singing or pasantian. How is about their private life? It is normal as others. They also have opportunity to build career in their profession. In modern life with heterogeneous professions as today, woman also works as men do. Traditions do not impede them to reach outstanding achievement in self-employee or office job. If they work at daytime, some social works will be held at the evening. Tradition is not something obsolete. Even, it retains abundant inspirations to create something new and creative that is advantageous for modern life. Robbers are still on action at Rendang sub disctrict, karangasem. Pura (Temple) Dadia Penataran Pande Kangin Pringalot, Banjar Bambang Pande, Karangasem was just known being robbed by its people last Saturday (17/7). Some of pratima (ceremonial statues) coated with gold and sacred items kept in the Pura were all taken so the loss reached almost IDR 1 Billion which was around IDR 884 Million. The robbery was just known when Pande Made Yasa (40) was just passing by. Witness was going to his workplace, a garage besides the Pura. As he was going to buy something in the shop nearby, he saw the door to the candi bentar (main entrance to the temple) was opened when usually it’s closed. Witness was then checking around the Pura and found the door of meru tumpang tiga was opened too and saw a little white bokor (praying equipment) dropped on the soil. Witness then was curious and suspected someone did go in. He
then checked the gedong pasimpenan (saving place) at jaba tengah and found its door opened too. As expected the sacred items were gone and the condition of the place was messy. The same condition also happened at the balai pawedaan 12 meters away from the gedong pasimpenan. Witness then reported it to the leader of the people and together they checked what has been taken. At that time the robbing was spread out from mouth to mouth fast so all the residents especially the people who belong to the Pura felt sad and came to the location as their sacred place has been robbed. After it was checked the missing items were six sacred keris, four prerai coated with gold, nine big silver bokor, some small silver bokor, two gold bracelets weighed 25 grams each, 20 gold coated made flowers each weighed 3 grams, a golden ring 15 grams, 2 gold necklace each 12 grams, two silver sangku (holy water’s glass), two ceretan and 4.600 real holed coins (uang kepeng).

This time two houses robbed owned by Oscar Kurniawan Manule (22) at Wana Segara Street No.1, Tuban, Kuta and Mulih Udin (32) at Tukad Baru Street, Gang Buana I No.8, Denpasar last Friday (16/7).The method use for the crime was forcing open the windows. Some luxurious items were successfully taken and each houses reached millions of rupiahs losses. “These cases are in the middle of being investigated by Denpasar Police department and also West Denpasar police sector. The police haven’t found who the
robber is,” said one of the police officials on Sunday (18/7). Oscar’s house was being watched by the robber and when it was empty the robber jumped through the fence and forced open a room’s window. Some of the victim’s items such as laptop, Nokia cell phone, sim card, digital camera, a wallet with driving license, national ID card, and student ID card also IDR 35 thousand. The loss of his items reached IDR 15 million.Meanwhile several hours later, Mulih’s house was robbed with the same method. There are also items taken which were three Westrin Hard Discs and a laptop, “The loss reached IDR 16 million and this was reported to the West Denpasar Police Sector.” (jep)

20 missing in China landslide as rains continue Agence France-Presse
BEIJING - At least 20 people were missing Monday after a rain-triggered landslide buried parts of a north China village, while rising waters threatened to overrun numerous lakes and rivers including the Yangtze. The landslide engulfed nine homes in a village in the city of Ankang in Shaanxi province late Sunday, Xinhua news agency reported, saying that 20 people were missing and believed buried in the debris. The local government was scrambling to organise search and rescue operations, while the exact toll was still being tabulated, the report said. The agency said that since last Thursday at least 123 people were killed, missing or buried due to flooding, landslides and other rain-related disasters in Shaanxi and Sichuan provinces alone, with more than 700,000 evacuated. That toll appeared to include the Ankang landslide. It adds to several hundred already reported killed or missing in floods nationwide this year, especially in June and July, when China began experiencing some of
its worst flooding in more than a decade. Persistent heavy rainfall also has caused water levels in lakes and rivers — including the Yangtze, the nation’s longest river — to exceed danger levels, the civil affairs ministry said Sunday. State media reports said water levels in the upper reaches of the Yangtze had already surpassed those of 1998, when more than 4,150 people were killed and 18 million evacuated in China’s worst flooding in recent memory. The massive water flow on the Yangtze was also posing the biggest challenge to the Three Gorges Dam — the world’s largest hydro-electric project — since it was completed in 2006, the China Daily newspaper said. More heavy rain was forecast along the Yangtze’s upper reaches likely raising the flood pressures on major lakes downstream like the Dongting and Poyang — where water levels were already near warning marks, the civil affairs ministry warned. The government had previously said that of July 13, 567 people were killed and 251 missing in floods nationwide this year, with economic losses nearing 116 billion yuan (17 billion dollars).

Abdelbaset Ali Mohmet alMegrahi was released by the Scottish government on compassionate grounds 11 months ago after the cancer sufferer was given three months to live, but he is still alive.
Megrahi was the only person convicted of the 1988 bombing of a US jet over the Scottish town of Lockerbie. Some 270 people were killed. His release sparked outrage in the United States, where most of the vic-
tims were from. “The US-UK relationship is a strong relationship,” Cameron told BBC television. “There’ll be a lots of things that we’ll be talking about: Afghanistan, BP, I’m sure Al-Megrahi will be raised as well.” Anger over his release has been ratcheted up by claims about BP, which is already under fire over the Gulf of Mexico oil spill.
US must drop ‘cowboy’ logic to talk with Iran Agence France-Presse
TEHRAN - The United States must drop its “cowboy” attitude if it wants to hold dialogue with Iran over its nuclear programme, President Mahmoud Ahmadinejad said on Monday. “We are for negotiations, but to do so you have to sit down like a good boy,” Ahmadinejad said, referring to the United States, in a speech broadcast live on state television. “They adopt a resolution to force a dialogue, but this cowboy logic has no place in Iran.” World powers led by the US voted for new UN sanctions against Iran on June 9 in a bid to force it to stop its nuclear programme which they suspect is aimed at making weapons. Iran denies its atomic drive has military aims. Following up on the UN sanctions, US President Barack Obama on July 1 imposed Washington’s toughest-ever unilateral punitive measures against Iran. Ahmadinejad said Washington’s real concern was not that Iran may make an atom bomb but that Tehran is fast rising as a regional power. “They say we have intelligence that Irani-
ans will most likely build one atomic bomb. Well, this is a lie, but let’s say it is true. How many atomic bombs do you have?” the hardliner said in his speech, delivered in the northern city of Qazvin. “The Americans themselves say 5,000 plus... Is someone who has 5,000 fourth and fifth generation atomic bombs, with very advanced launchers, afraid of one bomb? They are not afraid of one, not of a hundred, not of a thousand (bombs). They are afraid of the collective awakening of the Iranian soul.” Displaying his trademark defiance, Ahmadinejad vowed that Iran would not back away from its uranium enrichment programme. Washington, he charged, knew full well that Iran is “not after an atomic bomb,” despite its claims to the contrary. World powers, immediately after the UN sanctions measure was passed, called for dialogue with Iran as part of its dual track strategy of imposing punitive measures and at the same time offering to hold talks. KUALA LUMPUR - Human Rights Watch Monday accused the Malaysian government of attempting to “browbeat the opposition press into silence” and called for an end to an oppressive publishing permit scheme. The newspapers of all three main opposition parties have run into trouble with the government in recent weeks, after the home ministry refused to immediately renew their licences. “It’s appalling that Malaysia, newly elected to the United Nations Human Rights Council, cannot seem to honour a bedrock human rights principle, the right to the free exchange of information and ideas,” the watchdog said. Malaysia’s mainstream media is largely government-linked, and the opposition relies on its own press, as well as Internet news sites and blogs, to communicate with the public. All newspapers in Malaysia need an official permit to print, which must be renewed
annually. The licensing system allows the government to close media outlets at will and often encourages publishers to toe the line. “Malaysia’s leaders hardly ever miss a chance to harass or shut down opposition papers by invoking national unity or public order, or claiming that official secrets are being revealed,” said Phil Robertson, HRW’s deputy Asia director. Rights groups have warned of a crackdown after the government hedged on renewing the licences of three opposition papers including “Suara Keadilan”, published by opposition leader Anwar Ibrahim’s Keadilan party. The opposition has said it is being muzzled as it attempts to reach out to voters amid speculation over a snap election. Polls are not officially due until 2013 but pundits say they could be held next year. The opposition scored unprecedented gains in elections in 2008, which saw it claim five states and a third of parliamentary seats in a result that stunned the ruling Barisan Nasional coalition.

KUALA LUMPUR - Malaysian opposition leader Anwar Ibrahim’s slow-running sodomy trial was postponed Monday until August due to the ill health of his lead counsel. The trial, which had been due to resume after a six-week break, is now scheduled to resume on August 2 with cross-examination of a doctor who examined Anwar’s young accuser. Anwar’s chief lawyer, 70-year-old Karpal Singh, is suffering from pneumonia and unable to attend court. “The court will postpone the trial to August with an assurance from the defence that if Karpal is still unfit in August, one of you (other defence
lawyers) must take over,” Judge Mohamad Zabidin Diah said. Defence lawyer Sankara Nair said Karpal was resting at home. He said he was hopeful he would recover, but that if he remained unwell the rest of the team was prepared to conduct the trial. Anwar, a former deputy premier who was sacked and jailed on separate sex and corruption counts a decade ago, is accused of illicit sex with 25-year-old Mohamad Saiful Bukhari Azlan, who was an aide in his office. The trial began in February has been punctuated by lengthy delays, partly due to a series of manoeuvres by the defence which has unsuccessfully sought access to evidence including medical reports and CCTV footage.

NEW ORLEANS - The US government ordered BP to submit an emergency plan for reopening its capped Gulf of Mexico oil well after experts detected seepage from the surrounding seabed. Tensions emerged as the government’s pointman on the worst environmental disaster in US history also told the British energy giant to report swiftly on a “detected seep” and “anomalies” near the well. BP — which said Monday the bill from the leak had risen to 3.95 billion dollars — had earlier acknowledged some bubbles appeared near the wellhead but expressed optimism that the cap installed three days earlier could stay on. US Coast Guard Admiral Thad Allen said Sunday that BP must lay out its next steps in writing for “opening the choke valve as quickly as possible without damaging the well should hydrocarbon seepage near the well head be confirmed.” Tests were still ongoing to confirm whether oil was seeping out. But he stopped short of ordering the immediate removal of the cap, which has halted the gushing crude for the first time since April when BP’s Deepwater Horizon oil rig exploded and capsized, killing 11 workers. Allen said in his letter to BP chief managing director Bob Dudley that the company must report to the government in no more than four hours when seeps are detected.
“Given the current observations from the test, including the detected seep a distance from the well and undetermined anomalies at the well head, monitoring of the seabed is of paramount importance during the test period,” he wrote. BP’s chief operating officer Doug Suttles said pressure was rising slowly in the well as expected and touted “encouraging signs” that would allow the new cap to remain on until permanent relief wells can be drilled in August. “We have done some simple tests to determine if these bubbles appear to be from hydrocarbons or from something else and at this point we don’t believe they are” from hydrocarbons, he added. The US government was granting extensions to exhaustive well tests on a 24-hour basis, while BP said the valves on the containment cap would remain shut as long as no leaks are discovered. Three days of respite from the unsettling images of oil gushing into the Gulf raised hopes among residents that this could mark the beginning of the end of what estimates suggest is the biggest oil spill ever. The start of the two-week operation to plug the well permanently by pumping in heavy drilling fluids and then cement is now
less than two weeks away as engineers have only 100 feet (30 meters) left vertically to drill. Gulf residents, who have seen the crude tarnish their shorelines and cripple the local economy, reacted cautiously to news that the cap was holding back the crude. “I don’t know if it’s going help. It’s still a short-term fix,” New Orleans resident and medical researcher Ashok Pullikuth told AFP. “The permanent fix is the relief wells. This cap has saved a month’s worth of spill damage.” Measuring devices on BP’s latest cap have given steadily increasing high-pressure readings since tests began Thursday on the well bore, which stretches 2.5 miles (four kilometers) below the seabed. Allen did not specify what sort of “seepage” or “anomalies” the testing had found but warned earlier that “ultimately, we must insure no irreversible damage is done which could cause uncontrolled leakage from numerous points on the sea floor.” BP said in a statement Monday that the current 3.95-billioneuro total cost of its response to the spill so far included 67,500 compensation payouts totalling 207 million dollars.

There are hundreds of accidents on the railways every year, although the past five years have witnessed a marked decline in serious crashes. In 2002, 100 people were killed and 150 hurt when a carriage plunged into a river in the northeastern state of Bihar, while in 1995 more than 300 died in a collision near Ferozabad, close to the Taj Mahal city of Agra.

JAKARTA - The Corruption Eradication Commission (KPK) has named Ari Muladi suspect in an alleged bribery attempt against KPK leaders that has also implicated the defendant in the case businessman Anggodo Widjojo. “Ari Muladi has been named a suspect in the Anggodo Widjojo case,” KPK Spokesman Johan Budi told ANTARA Saturday night. Johan said that Ari Muladi was charged under Article 21 Law No. 31 / 1999 as amended by Law No. 20 / 2001 in lieu of Article 55, paragraph (1) of the Criminal Code. The types of crime related to Article 21 of the law include efforts to hamper a corruption case investigation process. This article is also used to charge Anggodo Widjojo. Anggodo Widjojo is a younger brother of Anggoro Widjojo, a KPK
fugitive for a PT Masaro corruption crime case regarding the Integrated Radio Communication project (SKRT) at the Forestry Ministry. Facts raised at the court session indicated that Anggodo had given Rp5.1 billion to Ari Muladi who was expected to hand it over further as a bribery fund to the KPK leaders, Bibit Samad Rianto and Chandra M Hamzah, as well as to KPK deputy prosecution chairman Ade Rahardja. At the beginning Ari Muladi admitted he had given the funds to Bibit, Chandra and other KPK officials. But later, he denied having provided the funds to the KPK leaders but to a person named Yulianto, who he said was close to the KPK leaders. Up to now, the whereabouts of Yulianto were not known so that the bribery case to the KPK leaders could not be proven.

JAKARTA - Indonesia is planning to increase its vegetable exports to Singapore where consumption of vegetables had reached 2,000-2,500 tons per day, an official said. “Singapore authorities acknowledge that our vegetables and fruits have high quality,” Deputy Agriculture Minister Bayu Krisnamurthi said in a short message text on Sunday. Singapore intended to import a great deal of vegetables from Indonesia following reports that Chinese vegetable growers would increase the prices of vegetable exports to the island state, he said. Singapore had agreed to increase its fruit and vegetable imports from Indonesia as of this year, he said. He said during his visit to Singapore on July 16, the Singapore Food Industry (SFI) Pte Ltd and the Indonesian Exporters for Fruit and
Vegetables Association (AESBI) also signed a contract for the supply of fruits and vegetables to the neighboring country. “We will begin with potato and cabbage exports. It is up to our capacity to supply the two types of vegetables (to Singapore),” he said. He said the two neighboring states also had agreed to the quality requirements of Indonesian products which could be exported to Singapore. Singapore currently relies on Malaysia and China for 43 percent and 28 percent of its vegetable and fruit needs. Indonesia supplies 6 percent of the city state’s vegetable and fruit needs, followed by Australia (5 percent), the United States (3 percent), Vietnam (3 percent), and Thailand (2 percent). Indonesia exported US$7,940,093 worth of vegetables in May 2010 compared to US$3,345,164 in the same period last year.

The head of state also called on the relevant ministers to assure that they would not decide matters that would put a further burden on the people in connection with the tariff increases. The government has decided to raise the basic power rates at an average of 10 which took effect on July 1, 2010. The government said the increases would not exceed 18 percent.
However businesses said that after they made calculations based on the government formulation, they found that some industries suffered more than 18 percent increases. According to Yudhoyono, the government had carried out studies before deciding to raise the electricity tariff rates. The government always thinks a reasonable rate increase so that it would have bad impact on the business world. A reasonable rate hike is also expected not to raise production cost significantly.

Bali Today Marine products export gain $45 million Antara
Denpasar – The total income gained from marine products export during January through May 2010 period was $45 million. The increasing income was because the increase in tuna production by the fishermen. Putu Bagiada, the head of Export division in Bali Industrial and Trade Department, said that the increase was 8.5% compared to the similar period last year which was $41 million. Tuna is one of the main exports of Bali besides clothing, vanilla and handicrafts and it gained $36 million from the total of 8,183 tons of tuna exports.
Most of the tuna was exported to Japan and US. Bali exported at least 11 kinds of fish but the value was less than $1 million because other province exported more than Bali. For example crabs and seaweed are not exported by Bali. Most of them exported from Java and t produce more than $500.000 during the same period.

BUSINESS IMF to boost lending resources Agence France-Presse
SEOUL - The International Monetary Fund is seeking to boost its lending resources from 750 to 1,000 billion dollars to better handle future financial crises, a report said Monday. The Financial Times, citing IMF Managing Director Dominique Strauss-Kahn, said the bigger credit lines should be used to help prevent, rather than address, crises. “Even when not in a time of crisis, a big fund, likely to intervene massively, is something that can help prevent crises,” IMF Managing Director Dominique Strauss-Kahn told the Financial Times. “Just because the financing role decreases, doesn’t mean we
don’t need to have huge firepower... a 1,000 billion dollar fund is a correct forecast,” he said. The Financial Times said the IMF wants to agree financing deals in advance that will be specially tailored to individual countries, rather than respond to crises with conditional loan packages. The aim would be to cool market nervousness over any nation facing an imminent liquidity crunch, the paper said. Strauss-Kahn was in South Korea — which chairs the Group
of 20 leading economies this year — last week to attend a conference. South Korea’s presidential panel for the Group of 20 leading economies confirmed it was cooperating with the IMF to work out a better safety net. “So far the lending facilities of the IMF have been focused on crisis resolution more than crisis prevention,” Jie-Ae Sohn, spokesperson of Presidential Committee for the G20 Seoul Summit, told AFP. “But South Korea, as this year’s president of the Group of 20 leading economies is discussing with the IMF packages that would compliment and upgrade crisis prevention mechanisms.” The spokesperson, however, declined to elaborate.

Poverty haunts India’s economic miracle When flames from an open cooking fire raced through Fida Hussein’s shack in northern India, it was a disaster for him and his poverty-stricken family. “We have nothing,” said Hussein as he stood in the ruins of his hut through which the sky could be seen between the burnt roof timbers in a remote corner of Uttar Pradesh, India’s most populous state. India’s number of millionaires grew by 51 percent to 126,700 in 2009, according to US investment bank Merrill Lynch and consultants Capgemini, boosted by a buoyant economy which grew 8.6 percent in the last fiscal quarter. But increasing wealth has not trickled down to the likes of 40year-old Hussein, a landless labourer whose seamed face is prematurely aged, and his family of six children who have no toys, books or other possessions. “We have no clothes, no furniture,” he said, gesturing to what remained of his burned out shack which he had roughly patched up with plastic bags. “We have only one quilt — eight of us sleep under it in winter,” he said, as his children played in the dirt yard outside the hut. “But there’s no use in crying — no one hears us,” he added. Like the more than 400 million Indians who have no electricity, Hussein’s home has has no lighting and there is no running water in the huts in his village, which lies 60 kilometres (40 miles) from the state capital Lucknow. In 1947, in his midnight independence address, India’s first prime minister, Jawaharlal Nehru, called for “the ending of poverty and ignorance and disease and in-
equality of opportunity.” It’s an end that still seems a long way off. In April, the Planning Commission, India’s premier economic policymaking body, raised its estimate of the number of Indians living in poverty — unable to meet their nutritional needs — from 28 percent to 37 percent, which is roughly 440 million of the 1.2 billion populations. A new international Mulitple Poverty Index, developed at Oxford University and measuring a wide range of household-level deprivation, suggests that more people are mired in poverty in just eight Indian states than in the 26 poorest African countries. “There are two categories growing in the ‘Rising India’... the super rich, and the abysmally poor,” noted newspaper editor M.J. Akbar in a recent column. But Hussein, who does work for local farmers, says he has not managed to obtain a card needed to work in the jobs scheme. Others in the area complain that they only get a few days work with the programme. Former premier Rajiv Gandhi once said only 15 percent of development money gets to its intended targets. While things have improved, there is still a lot of “leakage” from poverty programmes. The government will spend at least 250 billion dollars on services for the poor in the next five years but a recent report by investment house CLSA Asia Pacific Markets estimated more than 100 billion dollars would be skimmed off. “There’s personal gain going on at public cost where people who
are supposed to look after the interests of the people accumulate large sums,” Anupama Jha, executive director of Transparency International India, said. Corruption, she said, is rife — percolating through government, the private sector, the police and the judiciary. Hardwari Lal, a labourer who has three children and whose wife is expecting a fourth, says he also has not received the card needed to get work. Lal, 32, owes a moneylender who is charging five percent interest a month on a 7,000 rupee (150dollar) loan he took out for his son’s hospital bill. “There is only so much I can do,” he said, adding he has no way of feeding his family properly as he can barely keep up with the interest payments let alone make a dent in the principal. “So many poor villagers are caught up in this cycle of poverty where they get into difficulty and go to a moneylender,” said local development worker Vikrant Kumar. As part of its anti-poverty drive, the government is drafting a Right to Food Act which calls for a government-subsidized minimum of 25 kilograms (55 pounds) of wheat and rice a month for households below the poverty line. Hussain feeds his six children two meals a day — potatoes and wheat chapatis or flat bread — and eats one meal a day himself. Dal, the mainstay of Indian diets because of its high protein, is too expensive, he says. At least that’s the hope of researchers developing a new method of vaccine delivery that people could even use at home: a patch with microneedles. Microneedles? That’s right, tiny little needles so small you don’t even feel them. Attached to a patch like a Band-Aid, the little needles barely penetrate the skin before they dissolve and release their vaccine. Researchers led by Mark Prausnitz of Georgia Institute of Technology reported their research on microneedles in Sunday’s edition of Nature Medicine. NEW YORK – A respected brain-imaging center run by Columbia University has halted some research after federal officials repeatedly complained that patients were getting drugs that failed purity tests. The Food and Drug Administration found in a series of inspections that the center had failed to correct manufacturing problems in a lab that makes experimental drugs injected into psychiatric patients to help capture images of brain activity. In one warning letter, an FDA
office in New York described problems dating back to at least 2004. It cited a litany of violations, including a failure to reject batches of medication that didn’t pass required tests. The drugs were for patients undergoing a type of brain scan called positron emission tomography, or PET. “We are concerned about the quality control systems and procedural problems that have allowed these significant deficiencies to occur,” the FDA told the center in the letter, written in December 2008. duces the drugs for the Kreitchman PET Center. It said an internal investigation, performed at the FDA’s request, had found “no evidence of patient harm,” but that all activities relying on the manufactured compounds had been suspended while reforms were undertaken. “We acknowledge serious shortcomings of quality control in the manufacturing process and record keeping at this lab,” said Dr. David Hirsh, the medical center’s executive vice president for research. “That is why we are fundamentally reorganizing the lab’s management and operations in response to what the FDA told us. When manufacturing resumes under new leadership, it will meet the strictest standards and best practices for ensuring the quality of these materials,” Hirsh said. The problems at the imaging center and the halt in research were first reported late Friday by The New York Times. The PET Center remains in operation during the shakeup, and patients continue to receive treatment, Columbia said. The problems at the center involved radiotracing drugs injected into a patient’s brain to assist in capturing images used to study brain activity. The drugs are not supposed to have any effect on the patient and they degrade quickly — so fast, in fact, that imaging centers must often manufacture them on the spot, rather than buy them from outside vendors. The manufacturing process is strictly regulated by the FDA.
A three-horned dinosaur long known as Torosaurus may actually represent an adult Triceratops, according to paleontologists. The conclusion overturns a century-old belief about Triceratops and Torosaurus representing two different dinosaur species. Triceratops had a threehorned skull with a short frill, compared with the much bigger frill of the three-horned Torosaurus skull that included two large holes. John Scannella, a paleontologist at Montana State University in Bozeman, investigated the Triceratops mystery alongside famed paleontologist Jack Horner. Their findings appear in a paper published in the July 14 issue of the Journal of Vertebrate Paleontology. “Paleontologists are at a disadvantage because we can’t go out into the field and observe a living Triceratops grow up from a baby to an adult,” Scannella said. “We have to put together the story based on fossils. In order to get the complete story, you need to have a large sample of fos-
sils from many individuals representing different growth stages.” Past confusion makes sense, because young dinosaur skulls changed drastically as the animals grew up, Scannella noted. Triceratops skulls
The paleontologists drew upon a 10-year study of the Hell Creek Formation in Eastern Montana, which yielded Triceratops skulls ranging from the size of footballs to the size of small cars. The specimens dated back to the Cretaceous Period that ended with mass dinosaur extinction around 65 million years ago. By contrast, Torosaurus specimens appeared much rarer, and none came from young immature animals. All the skulls uncovered by researchers appeared massive. “If Torosaurus is actually the mature form of Triceratops, we must ask why ‘Torosaurus’ specimens are relatively rare compared to Triceratops,” Scannella said. “It is possible that mortality was fairly high for Triceratops before they reached their fully mature morphology.”

LONDON – Fabio Capello is likely to drop John Terry from the England team next season, according to Italy defender Fabio Cannavaro. Cannavaro got an insight into Capello’s ruthless style of management when he worked with the Italian at Real Madrid and the Juventus star is convinced Terry is in severe danger of losing his England place after his controversial comments at the World Cup. Earlier this year Capello had stripped Terry of the captaincy following revelations about the Chelsea player’s affair with the ex-partner of former team-mate Wayne Bridge. And Capello was further angered when Terry used a press conference during the World Cup to claim that he was ready to confront the Italian over his tactics and team selection. Terry was forced to back down after Capello called his comments a “big mistake” but he gave a poor perfor-
mance as England slumped to a 4-1 second round defeat against Germany. Cannavaro is convinced Capello will make changes for the 2012 European Championship qualifying campaign, with Terry the most likely to lose his place. “My thoughts are that John Terry won’t be on the team sheet,” Cannavaro told the Daily Star Sunday. “You don’t cross Fabio and he won’t want anybody disrupting his tournament again. “It was absolutely the correct decision for the English FA to keep Fabio on. He can make this England team his own now - and I would actually make them the favourites for Euro 2012. “When he joined Real Madrid he brought a lot of players in the first season like myself and Ruud van Nistelrooy and the result was instant

OSAKA, Japan – Hot on the heels of the World Cup in South Africa, FIFA kicked off a whirlwind two-month tour Monday to inspect nine candidates vying to host the 2018 or 2022 tournaments, the first stop in Japan. A five-member team from the sport’s world governing body arrived in the western megacity of Osaka on a four-day trip to see stadiums, facilities and presentations there and in Tokyo. They will go on to South Korea, Australia, the Netherlands-Belgium (which are making a joint bid), Russia, England, Spain-Portugal, the
United States and Qatar and draw up reports on the feasibility of each bid. FIFA’s 24 executives will choose the 2018 and 2022 World Cup hosts on December 2 in Zurich. Immediately after arrival, the team, led by Chilean Football Federation president Harold Mayne-Nicholls, inspected by helicopter the site in Osaka for an 83,000-seat stadium which would host the opening match and final. The structure, tentatively named Osaka Ecology Stadium, will be built on a former railway yard by the city’s central station. Mayne-Nicholls said at the airport his team would try to confirm Japan’s ability to host a World Cup as it did in 2002. He said he hoped that “after all our visits, we’ll be able to hand the FIFA members a very objective report to help them take their decision.” In its bid book submitted to FIFA in May, Japan promised to treat football fans worldwide to ultra-realistic live three-dimensional broadcasts of matches. Under the six-billion-dollar “Universal Fan Fest” project, matches would be viewed by 360 million people at nearly 400 select stadiums in FIFA’s 208 member countries. Japan, South Korea, Australia and Qatar — all members of the Asian Football Confederation (AFC) — have submitted bids for 2022 only, while the others are seeking to host either 2018 or 2022. If Europe gets 2018, the continent will be excluded from the 2022 race. Japan had originally sought to host either 2018 or 2022. But in May it abandoned its 2018 bid to focus on 2022 after learning Europe has a strong chance of hosting the World Cup after Brazil 2014. BERLIN – Werder Bremen are ready to listen to offers for their German international playmaker, Mesut Ozil, the club’s sporting director Klaus Allofs admitted on Sunday. The German first division side had been hoping to extend the 21year-old’s contract but with negotiations having hit a wall, they are now bracing themselves for his exit. “I can imagine that in the coming weeks or just before the transfer window closes, one club or another will begin to press us a little harder,” said Aloffs, according to sports agency

MIAMI – Dwyane Wade is keeping track. He’s heard analysts say this Miami Heat lineup will be a flop. He’s heard other players lash out over the way LeBron James made his decision. He’s heard executives from other teams list Boston and Orlando as the teams to beat in the Eastern Conference. All duly noted in Wade’s mind. He’s not bothered nor angered, he says. But at the Summer Groove charity game Wade co-hosted Sunday with Alonzo Mourning, he acknowledged that when the Heat convene for training camp in late September, the naysayers will serve as motivation for himself, for James, for Chris Bosh and everyone else inside the reloaded Miami locker room.
“My whole career is built on fuel,” Wade said. “It’s always been there. It’s not going to change what I do with my life. It’s not going to change the way I am as a person. But it fuels you. And we all need that. Every athlete, every competitor needs something to fuel them. It’s going to happen throughout the year.” After an offseason with little time to relax, Wade got back to doing what he prefers Sunday — playing basketball. Pedrosa beats Lorenzo in Germany Germany - Dani Pedrosa beat Jorge Lorenzo to victory in a restarted German Grand Prix, while Valentino Rossi narrowly missed out on a podium finish on his return after a six-week layoff with a broken leg. Honda rider Pedrosa overcame Yamaha’s Lorenzo following a long battle before pulling away to take the Sachsenring win. Rossi (Yamaha) and Casey Stoner (Ducati) then provided the excitement in the closing laps with a stunning battle for third finally won by Stoner at the very last corner. Pedrosa had burst into the lead at the first start but only stayed there for half a lap before being outbraked by Lorenzo - although the championship leader could not shake off either Pedrosa or Stoner even once in the lead, the trio running within a second of each other. Rossi had dropped to seventh with a cautious start but soon started making progress and was challening Andrea Dovizioso’s Honda for fourth when the race was halted on lap nine. The stoppage was caused by a violent three-bike accident that started when Randy de Puniet - already limping having crashed on Lorenzo’s oil in qualifying - crashed at Turn 4. Dodging to avoid the Frenchman, who had landed on the track, both Aleix Espargaro (Pramac Ducati) and Alvaro Bautista (Suzuki) slammed into the crashed LCR Honda bike and were sent flying. De Puniet was taken to the medical centre and was diagnosed with a broken leg, while Espargaro was also in clear pain afterwards. Bautista was unhurt and keen to take the restart, but was barred - to his
team’s frustration - having not got back to the grid within the prescribed time. At the restart 20 minutes later Lorenzo lost out to Pedrosa again but managed to hang on to second under braking despite the pack starting to swamp him off the line. He then passed Pedrosa on lap two but once again the Honda stayed glued to the Yamaha’s tail. Although Pedrosa probed the inside repeatedly on corner entries, Lorenzo always managed to brake later - and when Pedrosa did go deeper into Turn 1 on lap seven, his lead lasted less than a second before he slid wide and Lorenzo nipped back through. Now convinced that outbraking was not the answer, Pedrosa finally made a pass stick next time around, drafting Lorenzo on the pits straight and getting past the Yamaha before the braking area. This time there was no way back for Lorenzo, who could only watch the Honda inch away from him for the rest of the race as Pedrosa went on to claim his second win of 2010. Not far behind, Rossi and Stoner spent the second part in the race in
an enormous battle for third place, once they had shaken off fast-starters Dovizioso and Nicky Hayden. Riding as if his broken leg had never happened, Rossi gave it everything to try and make the podium, with the pair swapping places eight times before Stoner finally grabbed third at the very last corner of the race. Dovizioso overcame Marco Simoncelli (Gresini Honda) and Hayden - who had flown forward from 15th on the original grid - to win a big tussle for fifth, with Ben Spies (Tech 3 Yamaha) beating Hector Barbera to eighth. The Aspar Ducati rider had blasted through from his career-best sixth on the grid to third at the first start, before gradually slipping back. Marco Melandri completed the top 10 for Gresini Honda, with Loris Capirossi (Suzuki) and returnee Alex de Angelis (Interwetten Honda) the remaining finishers. Colin Edwards crashed his Tech 3 Yamaha while running near the back in the first part of the race, and Mika Kallio (Pramac Ducati) had an accident at the first corner of the restart.
GERMANY - Randy de Puniet has been diagnosed with a broken right leg after his crash during the German Grand Prix. The Frenchman fell at Turn 4 on the ninth lap while amid a big gaggle of battling riders, and it appears he might have been struck by either Alvaro Bautista or Aleix Espargaro, both of whom hit the crashed LCR Honda and fell. With the race stopped, de Puniet was immediately taken to the medical centre, where the initial diagnosis suggested breaks to both the tibia and fibula in his right leg.
He was already racing in some discomfort having suffered bruising when he crashed on the oil from Jorge Lorenzo’s engine failure in qualifying. That accident saw de Puniet’s legs slam into fellow crasher Ben Spies’ Tech 3 Yamaha as he tumbled across the gravel trap. De Puniet had been enjoying the finest season of his MotoGP career so far, holding fifth in the championship prior to the Sachsenring. He had put his hitherto erratic reputation behind him to finish every previous 2010 race in the top 10, with five top six finishes out of seven rounds.
