Tiger countries meet in Indonesia to map rescue NUSA DUA - Representatives from 13 “tiger-range countries” met in Indonesia on Monday to draft a global recovery plan ahead of a summit in Russia in September. “We’re gathering here because we share concerns about the sustainability of tigers,” Indonesian Forestry Minister Zulkifli Hasan said in an opening address to delegates on the resort island of Bali. “It is alarming that out of the nine tiger subspecies in the world, only six are remaining.” The plan to be drafted in Bali will be used as the basis for discussion at a “tiger summit” in St. Petersburg from September 15 to 18.
“In Indonesia alone, only the Sumatran tiger still exists, while the other two subspecies have become extinct,” the minister said, referring to Javan and Balinese tigers which were wiped out in the 1980s and 1940s respectively. He blamed a “lack of law enforcement” for the continuing losses of Sumatran tigers, which number only about 400 in the wild. Several are killed every year by poachers and
villagers who compete with them for dwindling forest resources. WWF says the global, wild population of tigers of all species has fallen from about 100,000 to an estimated 3,200 over the past century. Bali News Flyover proposed by Badung expected to complete prior to APEC Summit Mangupura (Bali Post)—
Development plan of Dewa Ruci intersection-Kuta flyover has been discussed in the Office of National Road Development Agency for Region VIII, Kuta, last weekend. It was expected that flyover above the mangrove forests could be realized before the APEC Summit held in 2013. Deputy Regent of Badung, I Ketut Sudikerta, when contacted last Sunday (Jul 10), said, in a discussion the actual physical construction was expected to be implemented in 2011. However, by considering various phases that had to be passed through, the target of construction commencement was then shifted to 2012. According to him, the mega project denoted a solution to traffic congestion occurring at the local area, as well as becoming a preparation of Bali especially Badung to host the APEC Summit in 2013. In order to establish the plan, Sudikerta would re-organize a meeting with Directorate General of Highways on next July 14. At that time, Badung would present the studies in relation to the flyover project, including its budget planning. “It will be discussed in Jakarta next Wednesday. Hopefully, before the APEC Summit the flyover could have been realized,” Sudikerta expected. Furthermore, he said, before the construction of flyover, it would also be performed the arrangement of roadside landscape and widening of the road. That process was planned to start this year. Chairman of Commission B of Badung House, I Putu Parwata, revealed the flyover project proposed by Badung would fully use the budget of central government. Its implementation was estimated to apply multi-year system. He added that the flyover concept offered by central government seemed to only a patchwork. Meanwhile, Badung wanted a comprehensive concept that could resolve the problem of road traffic up to 25 years to come. “Hence, it was proposed a flyover above the mangrove forest with six lanes. Vehicles from Denpasar are not necessary to pass
through Dewa Ruci intersection, but to go straight upward through flyover above the estuary dam to the road above the mangroves,” he said. Likewise, Parwata explained that the arrangement of roadside landscape backed to 1.5 meters and a boundary wall of building made of the same height along the Kuta Roundabout to Nusa Dua was estimated to spend a fund worth IDR 200 billion from central government. In the meantime, in the discussion of the National Road Development Agency for Region VIII, the central government presented the flyover development plan to resolve the traffic congestion in the area of Dewa Ruci intersection to Nusa Dua and vice versa. This flyover will go upward from the estuary area and pass through the Dewa Ruci statue headed for Ngurah Rai statue, Tuban. The flyover would be above the current bypass road. At the Dewa Ruci statue area would also be made an underpass for Nusa Dua -Denpasar direction without traffic lights. After arriving at the Ngurah Rai statue would be built an intersection. From here, the traffic would go upward to the road leading to the airport. The next intersection would be made on the bridge at Jimbaran area and flyover ended at the area of Siligita where also built an uncoplanar intersection. Construction of flyover was estimated to cause tremendous congestion problems because there is no alternative road for Nusa Dua – Denpasar route. Hence, Sudikerta who attended the meeting along with the Badung legislators and related regional apparatus unit (SKPD) requested an alternative road to be built along the mangrove forest to Nusa Dua, with a deflection points at the Ngurah Rai statue and Jimbaran. Traffic congestion does not only pose a problem of urban areas, such as Denpasar and Jakarta. The inter-provincial traffic lane often experiences the same problems, too. For instance, Denpasar-Gilimanuk route often came up against congestion at some points. One of the triggering factors of the congestion is road improvement or traffic accident. Local government is considered to be slow to tackle the annual problem of damaged roads. The main overland transportation route of Bali passing through three regencies namely Jembrana, Tabanan and Badung is now in pockmarked condition and less proper for transportation. Repairs indeed had been started, but they took too long time and have not finished yet. As a matter of fact, the route is very busy especially on entering the holiday period like within the past few months. Complaints delivered by domestic tourists to Bali were almost the same, namely about the damaged roads and lines at Gilimanuk Harbor. Damaged roads posed the factor causing the lines and the longer travel time. High rate of accidents is also related to the condition of the roads. However, transportation sector seems to get very minimal attention from local government. The proof, similar problems always happen every year and at several points. Similarly, the thickness of asphalt exceeds the road body. Government should find an alternative solution to overcome the problem. One of the domestic tourists from Surabaya, Hermawan, 32,
met in Gilimanuk Harbor recently complained about the damage roads on the main route. His party said similar problem always happened every year and it kindled congestion. The trip that should only be taken approximately for 2.5 hours ultimately delayed due traffic congestion. Including in the Gilimanuk Harbor when they want to go home, always stuck in long queues. Comparable complaint was told by another domestic tourist from Klaten. According to him, the line and congestion did not only happen in Denpasar but also on the road from and to Gilimanuk. Meanwhile, Erni, 35, a teacher who often took her students to spend holidays in Bali admitted her entourage often experienced long queue in Gilimanuk Harbor. “We must stand in line even though for one or two hours, it is still lining up. We often reminded to travel agents but the condition remains to be like this. Moreover, the road from and to the harbor is also damaged so our travel time turns longer as well,” he said. Complaints on damaged road were also spoken by a driver of public transport serving the Denpasar-Gilimanuk route. The striking impact he felt was rapid damage on the parts of his vehicle. Such damaged road conditions regularly occurred every year, not to mention the many heavy-loaded trucks that sometimes became a source of road congestion. “Should there be any intention to build flyover in Denpasar, government should think about it thoroughly. Let alone make flyover just fix the damaged roads at a snail’s pace,” complained one of the drivers. (sur)

As it’s the end of school holidays, students and pupils are going back to their places either to the city or go back from their home village outside the island. So to shorten the queue and avoid injuries as passengers tend to pack the ships, the ASDP increased the trips from 21 to 24 trips. Besides that, they
speed up dispersing goods and passengers’ arrivals, “Besides adding crossing trips from 21 to 24, we also operated two piers which one is the old one and the other was just built.” As seen during the situation, vehicles or goods did not cause a queue but passengers did and packed. As the ship disperse their goods or arrivals, new passengers were not patient to get to its destination so as the pier gate was opened and passengers were allowed to get on the ship, they packed it straight away. Dengue fever kills 16 people in Bali Denpasar (Bali Post)—
Dengue fever is one of the infectious diseases belonging to endemic category. Within the first six months of the year 2010 based on the data from the Office of Bali Health Services, about 16 people had died of dengue fever. Total cases of dengue throughout Bali Province are 5,574. Denpasar City still ranks the first for the number of cases with the total of 1,869 cases, then Badung (1,493), Buleleng (1,080), Gianyar (388), Karangasem (252), Tabanan (222), Klungkung (164), Jembrana (55) and Bangli (51). The highest number of case occurred in April with 1,372 cases. But, the highest death occurred in March consisting of 10 people. Head of Bali Health Services, Nyoman Sutedja, said the case usually reached a sharp increase during the rainy season and would decrease drastically during the dry season. However, due to season changed globally, it was feared the increase of dengue fever cases would take place throughout the year 2010. “If viewed from the curve, the dengue fever cases should have been declining. But
the curve decreased slightly and then rose again,” he said. Curve of dengue fever was characterized by significant increases and drastic drops. But such curve did not apply to this year 2010. Dengue fever curve in this year rose significantly and declined slightly. “So, the appearance of curve is like a wave. Its rise and fall are not much different,” explained Sutedja. According to Suteja, this condition was supported by the weather conditions shoring up the vector for dengue fever to live. Immediate fluctuation characterized by intermittent rain and hot weather became ideal conditions for Aedes aegypti mosquito to develop. “Moreover, there are forecasts from of the Geophysics and Meteorology Agency (BMG) that during the year 2010 will continue to rain,” said Sutedja. On that account, the community was expected to keep on maintaining a healthy environment and performing the draining, covering and burying the habitat of mosquito in addition to maintaining the immune system. Tug of war between the Bali Province Government and Region/City Government in Bali on who maintains the status of International Rated Schools (RSBI) has made 4th Commision Bali Region House of Representatives irritated. And so to solve it they will form a work group (Pokja) so there will be an agreement between the two as Vice Leader of the commission, Ketut Kariyasa Adnyana, S.P. stated to Bali Post last Sunday (11/7). According to Adnyana, it can’t always be left like this so that schools that should be RSBI processed can be optimal. This tug of war also implicated on how much budget distributed by the Province government to the schools, for example RSBI schools at Klungkung and Bangli regions got much higher as they handover the maintenance to the province government already, “The difference was huge and it’s hard to understand also caused jealousy for those RSBI maintainers who are still under the region/city government.” As who actually took care of
it, Adnyana did not want to say who it is. Both sides know the reason and the law to maintain these schools yet there are still different opinions to it, “This is what need to be tamed so there’ll be a same perception. Of course both government sides of the whole Bali should sit in one table to discuss this in a clear mind without any suspicion to others. Then pokja will perform their mediation in the discussion.” Based on National Education System (Sisdiknas) Law, either central, province or region/city governments in Indonesia has an equal responsibility in developing education in its area including in budgeting which means every officials and agency related from top to bottom should have been involved in this, “Actually this RSBI maintenance should have applied friendly attitude and also a readiness in dividing works and responsibilities from province government and all who are involved from region/city government as well. Of course, all of this only can happen if they all want to sit in one table and discuss the situation for the sake of the Balinese education development.” (kmb13)

NKorea, US-led UN Command to meet over sinking Associated Press Writer
SEOUL, South Korea – The American-led U.N. Command said it would meet with North Korea on Tuesday to discuss the deadly sinking of a South Korean warship that has been widely blamed on Pyongyang. The announcement came three days after the U.N. Security Council approved a statement that condemned the sinking but stopped short of directly implicating North Korea. An international investigation concluded in May that the North torpedoed the vessel near the tense Korean sea border, killing 46 sailors. Pyongyang flatly denies it was responsible for the March 26 sinking and has warned any punishment would trigger war. Late last month, the U.N. Command, which oversees an armistice that ended the Korean War in 1953, proposed general-level talks with North Korea to discuss the warship sinking. The North first rejected the offer, criticizing the U.S. for allegedly trying to meddle in inter-Korean affairs under the name of the U.N. But North Korea changed its position late last week and proposed colonel-level talks at the Ko-
rean border village of Panmunjom to prepare for the general-level talks. The U.N. Command said in a statement Monday that the sides will meet at 10 a.m. (0100 GMT) Tuesday. North Korea and the U.N. Command launched general-level talks in 1998 as a measure to lessen tension between the sides, the statement said. Tuesday’s general-level meeting would constitute the 17th of its kind, it said. The U.S. stations 28,500 troops in South Korea, a legacy of the Korean War, which ended in an armistice that has never been replaced with a permanent peace treaty. On Saturday, North Korea said it will make efforts to resume stalled disarmament talks on its nuclear program and conclude a peace treaty that could formally end the Korean War, a sign that the regime is satisfied with the U.N. Security Council’s less stringent presidential statement. The signing of a peace treaty is a coveted goal for North Korea, which has argued it was forced to develop atomic weapons to cope with U.S. nuclear threats. The U.S. has repeatedly said it has no intention of attacking the North.

Blasts hit World Cup watchers in Uganda, kill 64 AP
KAMPALA, Uganda – Simultaneous explosions tore through crowds watching the World Cup final at a rugby club and an Ethiopian restaurant, killing at least 64 people including one American, officials said. Police feared an al-Qaida-linked Somali militant group was behind the attacks. Blood and pieces of flesh littered the floor among overturned chairs at the scenes of the blasts, which went off as people watched the game between Spain and the Netherlands late Sunday. The attack on the rugby club, where crowds sat outside watching a large-screen TV, left 49 dead, police said. Fifteen others were killed in the restaurant explosion. Several Americans from a Pennsylvania church group were wounded in the restaurant attack including Kris Sledge, 18, of Selinsgrove, Pennsylvania. “I remember blacking out, hearing people screaming and running,” Sledge said from the hospital. His right leg was wrapped and he had burns on his face. “I love the place here but I’m wondering why this
happened and who did this ... At this point we’re just glad to be alive.” Joann Lockard, a spokeswoman for the U.S. Embassy in Kampala, confirmed one American was killed. Kampala’s police chief said he believed Somalia’s most feared militant group, al-Shabab, could be responsible for the attack. Al-Shabab is known to have links with al-Qaida, and it counts militant veterans from the Iraq, Afghanistan and Pakistan conflicts among its ranks. Simultaneous attacks are also one of al-Qaida’s hallmarks. If those suspicions prove true, it would be the first time that al-Shabab has carried out attacks outside of Somalia. The explosions came just two days after an al-Shabab commander, Sheik Muktar Robow, called for militants to
attack sites in Uganda and Burundi — two nations that contribute troops to the African Union peacekeeping force in Somalia. A head and legs were found at the rugby club, suggesting a suicide bomber may have been to blame, an AP reporter at the scene said. Police Chief Kale Kaihura said he suspected al-Shabab had carried out the attacks at the club and the Ethiopian restaurant. The group’s fighters, including two recruited from the Somali communities in the United States, have carried out multiple suicide bombings in Somalia. Ethiopia, which fought two wars with Somalia, is a longtime enemy of al-Shabab and other Somali militants who accuse their neighbor of meddling in Somali affairs. Ethiopia had troops in Somalia between December 2006 to January 2009 to back Somalia’s fragile government against the Islamic insurgency. Ethiopia later withdrew its troops under an intricate peace deal mediated by the United Nations.

NASSAU, Bahamas – For two years he stayed a step ahead of the law — stealing cars, powerboats and even airplanes, police say, while building a reputation as a 21st-century folk hero. But Colton Harris-Moore’s celebrity became his downfall. Witnesses on the Bahamian island of Eleuthera recognized the 19-yearold dubbed the “Barefoot Bandit” and called police, who captured him Sunday after a high-speed boat chase, Bahamas Police Commissioner Ellison Greenslade said at a celebratory news conference in Nassau, the capital. Greenslade said shots were fired during the water chase but he did not say who fired them. He also said Harris-Moore was carrying a handgun that he tried to throw away. Another senior police official, however, said police fired to disable the motor on the suspect’s stolen boat, and that Harris-Moore threw his gun in the water. The official, who spoke on condition of anonymity because he was not authorized to discuss the case, also said that police recovered a laptop and a GPS locator from the suspect. Police flew Harris-Moore in shackles to Nassau. True to his nickname, the teen with close-shorn hair was shoeless as he walked off the plane wearing short camouflage cargo pants, a short-sleeved shirt and a bulletproof vest. Harris-Moore is blamed for several thefts in the Bahamas in the week since allegedly crash-landing a stolen plane there, and Bahamian authorities said he will be prosecuted for those crimes before the start of any U.S. extradition proceedings.

Iran halts stoning of woman ‘for time being’ AP
TEHRAN, Iran – The controversial death sentence by stoning for an Iranian woman convicted of adultery will not be implemented for now, said a judicial official on Sunday. The world outcry over the death sentence has become the latest issue in Iran’s fraught relationship with the international community. Malek Ajdar Sharifi, the top judicial official in the province where the mother of two was convicted, told the Iranian state news agency that her crimes were “various and very serious” and not limited to adultery, but that the sentence “will not be implemented for the time being.” He added Sakineh Mohammadi Ashtiani’s stoning would still take place if the judiciary wanted, despite the “propaganda” by the West.
Both sides had deserved to be in the final, showing fantastic teamwork to drag themselves beyond 30 other teams through the month-long tournament of 64 games in total. Yet their final encounter was a disappointing affair, spoiled by too many fouls and only just spared the agony of a penalty shootout when midfielder Iniesta stepped up in the dying minutes of extra time to make it 1-0 and game over. It was fitting that captain and goalkeeper Iker Casillas should raise and kiss the trophy first after twice thwarting speedy Dutch winger Arjen Robben when through on goal. The dejected Dutch crumpled to the grass at the end, their hordes of orange-clad fans stunned into silence for once. For so long failing to live up to expectations on the international stage, Spain have now won the European championship and World Cup in succession. Spain are deserved and popular winners, their midfield maestros Iniesta and Xavi playing delightful passing soccer, and David Villa proving sharp up front when most needed during the tournament. He ended up joint top scorer with five goals. Spain’s triumph could hardly have come at a better time to lift morale with the nation depressed by debt and unemployment. After the final whistle, impromptu fireworks displays and joyous car parades began across Spain. Tennis champ Rafael Nadal said Spain should celebrate the “unrepeatable” feat for a year.
The United States, Britain and international human rights groups have all urged Tehran not to carry out the sentence. The first indication that the government had changed its mind came with statement by the Iranian embassy in London that the stoning would not occur. Ashtiani is currently being held in East Azerbaijan province’s jail. Human Rights Watch, one of several groups publicizing Ashtiani’s case, said she was first convicted in May 2006 of having an “illicit relationship” with two men following the death of her husband — for which a court in Tabriz, in northwestern Iran, sentenced her to 99 lashes. But later that year she was also convicted of adultery, despite having retracted a confession which she claims was made under duress.
Stoning was widely imposed in the years following the 1979 Islamic revolution, and even though Iran’s judiciary still regularly hands down such sentences, they are often converted to other punishments. The last known stoning was carried out in 2007, although the government rarely confirms that such punishments have been meted out. Under Islamic rulings, a man is usually buried up to his waist, while a woman is buried up to her chest with her hands also buried. Those carrying out the verdict then throw stones until the condemned dies. Ashtiani’s stoning was approved by the country’s Supreme Court, but the law could allow the judiciary head to order another trial or appeal for a pardon from Iran’s Supreme Leader Ayatollah Ali Khamenei, who has final say on all state matters.
Though the final may have been a let-down, there was plenty to remember at Africa’s first World Cup. Off the pitch, the local “vuvuzela” trumpets provided a unique if droning backdrop that had some eulogizing local atmosphere and
others reaching for their earplugs. Frank Lampard’s shot against Germany clearly crossed the line for England, but the referee and linesmen failed to spot it, while on the same day Carlos Tevez was blatantly offside when he scored for Argentina against Mexico. There was nothing, however, to match the controversy caused by Luis Suarez of Uruguay. The striker ’s desperate handball block on the line against Ghana in the dying seconds of extra time deprived Africa of its first ever semi-finalist. JAKARTA - Lawyers from 60 countries, including Indonesia, will gather in Istanbul, Turkey, July 15-16, to prepare a legal suit against Israel for its attack on the Gaza-bound humanitarian flotilla. “There area a number of lawyers from 60 countries who will take legal steps to sue the attackers of Mavi Marmara,” Mahendradatta, patron chief of the Indonesian Muslims’ Lawyer Team (TPM) said here, Monday. Mahendradatta said he would represent six Indonesians who became victims of the Israeli soldiers’ attack, where two Indonesians, namely Surya Fachrizal and Oktavianto, were injured. The lawyers, among others from Turkey, Britain and other European countries, will sue Israel in international legal forum as well as bilat-

BOGOR - Five volunteers of Indonesia‘s Medical Emergency Rescue Committee (MER-C) have obtained a permit from the Egyptian government to enter the Gaza Strip through the Rafah border gate, the organization‘s presidium chief said. “God willing, the volunteers will leave for Cairo at midnight on Monday and later precede their journey to the Gaza Strip,” dr Sarbini Abdul Murad said on Sunday morning. He thanked Indonesian Ambassador to Egypt Abdurrahman Mohammad (AM) Fachir for his maximum help in obtaining the permit. “I think (the permit) is the fruit of the maximum struggle of the Indonesian ambassador in Cairo who managed to lobby the Egyptian authorities,” he said. He said the five volunteers are dr Joserizal Jurnalis, Ir Faried Thalib, dr Arief Rachman, Nur Ikhwan Abadi and Abdillah Onim. The last three MER-C volunteers recently joined the “Flotilla to Gaza” group mission aboard the Turkish aid ship Mavi Marmara. Mavi Marmara was among a convoy of six ships attempting to
ferry relief supplies to the Gaza Strip when it was attacked by the Israeli navy in the international waters on May 31. At least nine activists were killed and others including Indonesians sustained gunshot wounds in the attack. The bloody incident has since sparked rallies in many parts of the world. In Europe, thousands of people staged rallies to protest against the Israeli brutal attack on the convoy of six ships carrying more than 10,000 tons of relief and developmental aid to Gaza, along with roughly 700 participants from more than 30 countries. However, the spate of rallies failed to press Israel to open its sea blockade as the Israeli troops again detained MV Rachel Corrie which sailed in the waters on the same mission. Sarbini Abdul Murad said the five MER-C volunteers would be assigned to follow up on the plan to build an Indonesian hospital in Gaza. Seven foreigners questioned over working illegally Antara
PALU - Central Sulawesi province’s immigration authorities on Monday began questioning six Filipinos and an Indian arrested for allegedly working in the region illegally. The foreign workers being questioned a day after their arrest were only identified as PR (Indian), CZ, SE, DJ, DC, MR and RW (Filipinos). Head of the Palu Immigration office quarantine unit, Yusuf Saddu, said his men would also question the company sponsoring their work in Central Sulawesi Province. However, Saddu was reluctant to mention the name of the Jakartabased company, which recruited the seven foreigners for installing a generator of state power company PT PLN. “They were caught when installing a PLN generator in Bukit Jabal Nur hilly area, Palu Timur sub-district, on Sunday,” he said. The Jakarta-based company was the PLN’s contractor for installing the generators but the foreign workers it recruited had no working visas, Saddu said. In order to be able to work in Indonesia legally, they were obliged to obtain working visas and limited temporary residential per-
mits issued by the Indonesian immigration office, he said. Saddu said none of the foreigners was detained. Instead, they were allowed to stay at their hotels. But, they were under the supervision and control of the local immigration authorities. The case was under the authorities’ investigation. If the court found them guilty of violating Law Number 9/1992, they could be jailed for a year and had to pay a fine of Rp5 million. The case of foreign visitors working in Indonesia without having relevant visas was not the first. In Karawang, West Java, for instance, a local non-governmental organization urged related authorities to check the legal documents of foreign workers in the region last May. The “Lodaya” NGO suspected that foreign workers employed by local companies in the Karawang district might not have working visas, the NGO chairman, Nace Permana, said. “Our suspicion is based on the fact that many foreign workers in Telukjambe Barat sub-district tried to avoid patrol police cars stopped near their companies,” he said. The foreign workers’ habit was an indication that they may have business visas, but not working visas, he said.

Forestry minister agrees 6,500 hectares for rural forests Antara
DENPASAR - Forestry Minister Zulkifli Hasan has approved a plan to 6,500 hectares of Bali’s forest areas to become rural forests in several districts. “The forest areas which will be diversified are located in Jembrana District (2,500 hectares), Buleleng (3,000 hectares), and in Bangli and Karangasem (1,000 hectares),” Anak Agung Ngurah Buana, Bali’s provincial forestry office head, said here Friday. The diversification program was proposed by the Bali governor and would be managed by rural people living surrounding the forest areas, he said.
“In the first stage, the management of the rural forests will involve hundreds of people in 15 villages surrounding the forests in Jembrana, Buleleng, Bangli and Karangasem districts,” Agung Buana said. The villagers will have the rights to manage the forest areas for 60 years and could be extended for another 35 years, according to Buana. The rural forest management would be carried out in line with the ecosystem preservation and the local environmental wisdom of Balinese, he said. Bali’s forest areas cover a total of 130,686 hectares, consisting of 95,766 hectares or 73.28 percent of protected forests, 26,293 hectares or 20.12 percent of conservation
forests, and 8,626 hectares or 6.60 percent of production forests. The forest areas constitute just about 22 percent of Bali Island’s land areas, while ideally the province’s forests should be 30 percent of the island’s land size. According to Forestry Minister Zulkifli Hasan recently, Indonesia’s forest area reaches 130 million hectares, and 40 million of them are in a good primary condition, 45 million hectares are critically damaged, and the remaining 45 million hectares had no planted trees. About 17 percent of all species in the world can be found in Indonesia, although it accounts for only 1.3 percent of the Earth’s land surface.

DENPASAR - Some 25 people from the United States, France, Norway, Jakarta and Bali are to take part in an intensive Balinese gamelan and dance study program at the artists’ village of Ubud in Bali’s Gianyar district. Ubud Cudamani Pengosekan studio chairman Dewa Putra Berata said here on Friday the program will last three weeks. The foreign participants would be spending part of their quality time to study some of Bali’s famous traditional dances and music intensively under the guidance of maestros. A number of Balinese dance and
gamelan maestros like Ni Ketut Arini, I Nyoman Cerita and I Made Arnawa would be among the instructors in the program. The participants’ week-day schedule would consist of eight hours of study, discussions and tutors’ demonstrations. They would also study many Balinese art performances for religious ceremonies, and interact with the local people. “These activities are part of the training curriculum. A unique formula to present the ‘Cudamani Summer Institute 2010 (CSI 2010)’ as a whole and authentic experience in an effort to give the partcipants an understanding about the link between art, spirituality and culture in
Bali’s community,” said Dewa Berata. The program’s activities would be arranged in such a way that the foreign partcipants could be expected to come to Bali again in 2011 for further explorations into Balinese arts. The Cudamani foundation has many times held Balinese dance and music performances in the USA, Japan and European Union countries. Dewa Berata set up the foundation in 1997 together with several Balinese dance and gamelan maestros. Cudamani studio is practicing and teaching the works of past traditions as well as creating and enacting new breakthroughs as its service to the community.
Villagers habitually take advantage of this vegetable as interlude among their favorite ones. With a combination of simple spices like grated grilled-coconut, it can drive the taste and take back the imagination to ancient tradition where local farmers preferred to prepare their side dishes and vegetable obtained from their surroundings. Today, though it is not cultivated, it can be acquired at traditional market or supermarket. Ingredients: 2 handful of young kejompot leaf Spices: 2 tbsp grated grilled-coconut, 1 pc grilled small and large chili, 1 slice aromatic ginger (grilled), 2 pcs kaffir lime leaf, ½ tsp salt and 2 cloves garlic (grilled) Method: · Cleanse the young kejompot leaf and boil for a while or do not let it be until too tender as it turns cooked quickly. BUSINESS Asia must brace for possible economic shocks: IMF chief Agence France-Presse
DAEJEON - Asian nations must brace for possible threats to the world’s economic recovery but a global double-dip recession is unlikely, the International Monetary Fund chief said Monday. “Policymakers need to remain attuned to negative shocks,” said IMF managing director Dominique Strauss-Kahn, citing a potential spillover from the eurozone debt crisis, the sharp rise in capital inflows into Asia and the risks of overheating. But Strauss-Kahn said he does not foresee a global double-dip recession and the economic recovery is on track. “I don’t believe there will be another dip. Our baseline is that there will be a recovery,” he said in a speech to a conference in the central South Korean city of Daejeon. The IMF last week forecast growth for all Asia in 2010 of 7.5 percent compared to an average 4.6 percent worldwide. Strauss-Kahn hailed the continent’s role as “a global economic powerhouse” in the wake of the global slowdown. “As Asia’s economic weight in the world continues to rise, its stake in the economic performance of other countries is rising too,” he said, crediting reforms put in place since the 1997-98 East Asian financial crisis. “So, despite being hit hard initially, Asia was able to bounce back quickly from the global financial
crisis.” But with Europe and the United States expected to face a possibly extended period of lower growth, the IMF chief urged Asia to increase domestic investment and consumption to counterbalance reliance on exports. “It’s encouraging that many of the changes needed to foster and sustain this second engine of growth are already under way across the region,” he said. These include strong social safety nets, which can boost private consumption, better infrastructure to encourage private investment and more flexible exchange rates, he said. South Korea’s Finance Minister Yoon Jeung-Hyun called for changes to the quota voting system of the Washington-based IMF to reflect Asia’s growing voice. He also urged it to come up with a “detailed and realistic” plan for tackling the volatility that can arise from rapid international capital flows. “I believe the IMF has an important contribution to make, by proposing and enacting concrete and realistic measures to strengthen financial safety nets around the globe,” Yoon said.
South Korea, which will host a G20 summit in November, has been pushing the issue of a global financial safety net — partly to discourage the excessive accumulation of unproductive foreign exchange reserves. Strauss-Kahn said Asia would get a bigger say in the IMF and this could be completed by the G20 summit. The IMF chief told a press conference it was “time to rebuild relationships with Asian countries” and said their economies should have been rebuilt after 1997-98 in a “less painful” way. In South Korea the crisis is still known as the “IMF crisis” amid lingering resentment at the fund’s tough prescriptions. Strauss-Kahn described Europe’s problems as manageable but warned that slow growth in Europe could reduce Asian exports. But the real threat, he said, stems from excess liquidity heading for dynamic emerging economies in Asia and elsewhere. This should be handled through different tools such as currency revaluations and capital controls. Strauss-Kahn noted that the US dollar has been “very resilient” during the crisis and would remain the most important world currency.
Dubai World seeks to meet lenders July 22 Agence France-Presse
DUBAI - Dubai’s debt-laden group Dubai World invited creditors to meet on July 22 to agree on terms for restructuring 60 percent of its debts, an official familiar with the matter told AFP on Sunday. Dubai World has invited its creditors who comprise “73 banks in total, to a meeting on July 22” to provide information on its proposals for debt restructuring, an official told AFP on condition of anonymity. “There will be no vote or resolution sought at the meeting, this will still take some months,” the official added. He added that the Coordinating Committee of banks, which includes seven banks representing 60 percent of the group’s bank lenders, “has already approved the deal and agreed terms with the company.”
The embattled group whose default fears had rocked global markets said on May 20 that it had reached agreement “in principle” with most of its bank lenders to restructure some 23.5 billion dollars in debt. “Dubai World is pleased to announce that headline economic terms have been agreed in principle with the Coordinating Committee,” the company had said in a statement. According to the agreement, the company will divide 14.4 billion dollars of debt into two tranches, maturing in five and eight years respectively, while the government will convert 8.9 billion dollars of aid to the company into equity. The first tranche of debt will be valued at 4.4 billion dollars and will bear 1.0 percent interest with no government shortfall guarantees, while the second will be worth 10 billion dollars, bearing also 1.0 percent interest plus varying options of
payment in kind and shortfall guarantees, it said. Dubai World’s major lenders include four British banks — HSBC, Lloyds, RBS, and Standard Chartered. Other banks include the Bank of Tokyo, in addition to the local Abu Dhabi Commercial Bank and Dubai’s Emirates NBD bank. Dubai rocked global financial markets in late November when it said it might need to freeze debt payments by its largest conglomerate, stoking fears of a state default over sovereign debt. In order to buoy its troubled firms, since last February the emirate has issued bonds worth 20 billion dollars, which have been fully subscribed. The Abu Dhabi-based central bank subscribed to 10 billion dollars, while the government of Abu Dhabi and two Abu Dhabi-backed banks subscribed to five billion dollars each.

The prices in June fell by 0.1 percent from May, official data showed, the first month-onmonth decline since March last year, according to experts. “This is a turning point of the overall property price trend,” Yang Hongxu, a Shanghai-based analyst with E-House China R&D Institute, told AFP. “The decline will continue for several months once the trend is consolidated — probably lasting into the end of this year or the beginning of next year,” he said. ‘Despicable Me’ tops weekend box office at $60.1M Associated Press Writer
LOS ANGELES – “Despicable Me” wasn’t such a bad guy after all, it seems, opening at the top of the box office with an estimated $60.1 million. The first 3-D animated movie from Universal Pictures stars Steve Carell as the voice of Gru, a bumbling villain with plans to steal the moon — until three adorable orphan girls enter his life. Jason Segel, Russell Brand and Julie Andrews are among the star-studded voice cast. Nikki Rocco, head of distribution for Universal, said Sunday that “Despicable Me” far exceeded the studio’s expectations for opening weekend. “Thirty (million) would have been a win for the studio — because it’s a new creative idea, we really didn’t know what we had, so we backed in saying $30 (million),” said Rocco. “I would never have said $50 million-plus.” Rocco believes a number of factors worked in the movie’s favor, including jokes for the kids and more grownup humor and a warmhearted story for adults. ISTANBUL – A hotel in Turkish-occupied northern Cyprus has threatened Jennifer Lopez with a 40 million dollar lawsuit after she cancelled a concert there for “political” reasons, press reports said Sunday. The chief executive of the Turkish company which runs the hotel and casino complex said Lopez still had time to change her mind about the July 24 gig. “The contract has not been terminated. If she does not show up for the concert, we will begin a procedure in the courts to claim 3540 million dollars in damages,” warned Murat Bozoglu, speaking from the company’s headquarters in Istanbul. “The cancellation....is not covered by any
clause in the contract she signed with us,” said Bozoglu. Lopez drew the wrath of Greek-Cypriots in the southern half of the divided island after the new Cratos Premium hotel and casino complex announced the singer would perform there on her 41st birthday. BEIJING – A Beijing court will hear a case filed against “Avatar” director James Cameron by a Chinese man who claims the idea for the sci-fi film came from a novel he published, state media said Saturday. After throwing out the case in March due to insufficient evidence, the court agreed to the hearing after Zhou Shaomou dropped a demand for as much as 147 million dollars in compensation, the China Daily said, citing the author. “Avatar”, the top-grossing movie of all time, has raked in some 2.7 billion dollars worldwide since its release. “I was told to go to the court next Monday to provide more material,” Zhou said, without providing details of the new evidence. Zhou has reserved the right to seek compensation before the Beijing Number One Intermediate Court rules on the case, the staterun newspaper said. A court official told the China Daily that it could take six months before the case is heard. “Due to the fact that some accused parties are foreigners or foreign companies it takes time to send the indictment through diplomatic channels,” the official Lu Yao said. Besides Cameron, Zhou is also suing 20th Century Fox Film Corporation, two Chinese movie distributors and Haidian Theatre where he watched the film.

The skies were perfectly blue, with lots of wind that chased away the clouds. Everyone applauded. “We saw a luminous object near here and people started saying they were sure it was a UFO.” In Tahiti, where the solar eclipse began its trek, the effect was so stunning that crowds of football-mad Polynesians turned away from the
World Cup final on their television screens to look to the skies instead. “It was like the Sun was smiling,” said eight-year-old Hinanui. “The Sun seemed like a horizontal crescent, then the Moon covered up the bottom of the Sun, which reappeared again as a crescent.” Opticians and pharmacies sold more than 120,000 pairs of protective eyewear in Tahiti, which has 260,000 inhabitants, and warned of the dangers of vision loss if people looked directly at the eclipse. Beginning at 1815 GMT, when the umbra or shadow fell about 700 kilometers (440 miles) southeast of Tonga, the eclipse zipped in an easterly arc, cloaking Easter Island at 2011 GMT. It finished with a pass across southern Chile and Argentina, where
it came to an end at 2052 GMT, just before nightfall in Patagonia. An estimated 4,000 tourists, scientists, photographers, filmmakers and journalists flocked to this World Heritage site of only 160 square kilometers (60 square miles), doubling the barren island’s population. The Sun is 400 times wider than the Moon, but it is also 400 times farther away. Because of the symmetry, the lunar umbra that falls on the face of the Earth is exactly wide enough to cover the face of the Sun. Vt. scrap-wood dinosaur posing modern-day problem Associated Press Writer
POST MILLS, Vt. – Does a 25foot-tall, 122-foot-long dinosaur need a permit to avoid extinction? That’s the unlikely dilemma posed by “Vermontasaurus,” a whimsical sculpture thrown together with scrap wood by a Vermont man. The oddity now faces opposition from neighbors and regulatory challenges from government entities that he fears could force him to dismantle it. It’s art, not edifice, says Brian Boland. “They should leave me alone. It’s a piece of artwork,” he said. Boland, 61, is a former teacher, hot-air balloon designer and pilot who runs the Post Mills Airport, a 52-acre airfield. Last month, he decided to turn a pile of broken wooden planks and other detritus on the edge of his property into something more. Boland says the idea was to build a sculpture that could be a community gathering place, with no admission and no commercial element. Using a dinosaur model as his inspiration, he put out a call for volunteer helpers and went to work. He cut a huge pine tree into four pieces and, using a back hoe, planted them as the bases of the four feet. Then, over nine days and using dozens of
volunteers, the ersatz sculpture began taking shape. A splintered twoby-four here, the rotted belly of a guitar there, half a ladder from a child’s bunk bed here, Boland and his volunteers worked under basic ground rules: No saws, no rulers and no materials other than what was in the scrap pile. Also, anything nailed into place couldn’t be removed. And nothing was to be level or plumb. What emerged from the random carpentry was a Smithsonian-sized slice of roadside Americana. “It’s an interesting piece of art, but personally, I don’t find it all that appealing,” said neighbor Mary Wilson, 54, who lives down the street and wishes it could be removed. On the poster Boland circulated to seek volunteers, “it looked pretty neat. But when you look at it now, it looks like a messy piece of art.” Dirk Koppers, 40, who lives next door to Wilson, said he loves it. “It shows such creativity,” he said. “You just don’t go to places and be surprised anymore. Everything’s always so controlled or so governed.” Speaking of which, government officials are not amused. The Town of Thetford told Boland his sculpture was really a structure — akin to a shed or a gazebo — and that he needed a $272 permit for it.

Facebook launches panic button for child safety Reuters
LONDON – Social networking website Facebook has agreed to adopt a panic button aimed at improving the online safety of its younger users, a child protection group said on Monday. The launch of button, which follows a long campaign by the Child Exploitation and Online Protection Centre (CEOP), will allow children and teenagers to report suspicious behavior and get help, advice and support about
staying safe online. The application is particularly aimed at users aged 13 to 18 and will appear on their profile page when they add or bookmark the button, CEOP said. “We know from speaking to offenders that a visible deterrent could protect young people online,” said Jim Gamble, chief executive of CEOP, adding that the button should provide reassurance to parents whose teenagers use the site. Pressure to introduce such measures intensified toward the end of last year after 17-year-old Ashleigh Hall

JOHANNESBURG – Arjen Robben and Nigel de Jong led a Dutch onslaught on English referee Howard Webb after Holland succumbed to Andres Iniesta’s injury-time winner in the World Cup final. Spain lifted their first World Cup after a match in which Holland had John Heitinga dismissed in extratime for a second booking and seven others yellow carded. Robben was incensed that Carles Puyol escaped punishment when he seemed to impede the Dutch winger as he raced in on Iker Casillas’s goal seven minutes from the end of regulation time. Puyol appeared to use his arm to hinder Robben’s flow and Casillas came out to block the striker, who had gamely tried to remain on his feet. “As a player, you always try to keep going, but for them to score a goal (four) minutes before the end was tough. It made things very difficult for us,” said the Bayern Munich star. “We kept trying to get something out of the game, but the dressing room was a pretty depressing place. “We sat there in the dressing room and only talked about some of the refereeing decisions. “There were a few things which were hard to take, but there is no point talking about them now.” Puyol had already been booked at that point and had Webb adjudged him to have fouled Robben, then a second yellow would have been brandished, given he was the last man and Robben was through on goal. De Jong, who was shown only a yellow card when he jumped up, studs showing, and caught Spain’s Xabi Alonso in the chest, said he felt the major calls went the Spaniards’ way. Just before Spain scored, Holland should have had a corner when a
Wesley Sneijder shot was deflected behind. But a goal-kick was given and Spain went straight up the other end to snatch the winner. “There were a few curious decisions in the game, but that is football,” moaned De Jong. “You have to keep going and keep fighting, but it was hard. Webb made some curious decisions, especially the last bit from Spain, it was a corner for us, as Spain had deflected the ball, but we didn’t get the decision. “It is always easy to blame the referee, but we didn’t control the game. “These are important decisions which didn’t go our way, but that is just the way it goes.” De Jong acknowledged that Webb had a tough job. “Nowadays the pressure is so great for the referees, they are told what to do by FIFA,” he added. “It is a final, so everyone did everything they could to win no matter what, it was the same for both sides, we had some fouls, so did they. JOHANNESBURG – Rising star Thomas Mueller has finished South Africa 2010 as the tournament’s top-scorer after golden boot rivals David Villa and Wesley Sneijder both failed to score in Sunday’s final. The 20-year-old Mueller scored his fifth World Cup goal in Germany’s 3-2 win over Uruguay on Saturday in the third place play-off. Sunday, FIFA also additionally named him as the best young player of the tournament. Mueller claims the World Cup’s golden boot ahead of super-stars such as Holland’s Sneijder, Spain’s Villa and Uruguay’s Diego Forlan, who finished with five goals each, by virtue of his three assists in the tournament. Both Villa and Sneijder failed to score in Sunday’s final at Soccer City as Spain’s Andres Iniesta hit the 116th-minute winner to break Oranje hearts. The result leaves Bayern Munich’s Mueller to follow in the footsteps of Germany team-mate Miroslav Klose, who won the award four years ago, to claim the tournament’s golden boot for the most goals. Ironically, while Spain were winning the final, Mueller

Lance Armstrong finally resigned to Tour defeat Associated Press Writer
MORZINE, France – Lance Armstrong promised a shake things up in the French Alps, but the seven-time Tour de France champion was feeling shaken after one of his worst ever days racing. Armstrong used to be the one punishing others when the Tour hit the harsh mountains, but Armstrong suffered the frustration his vanquished rivals once felt as his Tour bid fell apart. The 38-year-old Texan finished Sunday’s eighth stage so far back in 61st place that his ambitions to win an eighth Tour evaporated in the stifling heat as he dragged his battered body up mountain passes he used to glide up. “Obviously the Tour’s finished for me,” Armstrong said after Luxembourg rider Andy Schleck won the stage to move just 20 seconds behind overall race leader Cadel Evans of Australia. This chaotic Tour has been among the most dangerous in recent years, and Armstrong is more than 13 minutes behind Evans ahead of Monday’s much-needed rest day. “I have cuts everywhere,” Armstrong said. “Biggest problem is the left hip, which for riding is not the best.” Armstrong’s dented pride should also be added to that list. He crossed the finish line with an unusual air of resignation. Rather than think about Tour win No. 8, Armstrong is already in reminiscence mode with two full weeks still to go until Paris — whose streets Armstrong used to swagger down swilling Champagne. “No tears from me. I’ve had a lot
of years here where it’s been very different, so I’m not going to dwell on today,” Armstrong said. “Really try and appreciate my time here, and the fact I’m not coming back here.” The fist-pumping, hands-in-the-air showmanship of Armstrong’s glory era from 1999-2005 — when he used to smash rivals to pieces — came to a brutal end on a ferocious day of climbing that proved too much for Armstrong’s aging legs and tired mind to take. NEWPORT, Rhode Island – Fifth-seeded American Mardy Fish rallied for a 5-7, 6-3, 6-4 victory over fourth-seeded Olivier Rochas Sunday in the ATP Hall of Fame Tennis Championships final. Fish fired 24 aces and sealed the victory after 2hrs 4min, claiming his fourth ATP title and his first title since March 2009 at Delray Beach. The American is projected to jump some 20 spots from his current 79th to inside the top 60 when the new world rankings are released on Monday. Fish took control with a service break for a 5-4 lead in the third set. He failed to convert three break points before closing it out with a forehand winner at the net. “I wanted to play this match on my terms. Alonso adamant he will win title FERNANDO Alonso says Ferrari’s performance in the British Grand Prix has left him more convinced that he will win the world championship this year - even though he failed to score a point. The Spaniard endured a troubled race at Silverstone – making a poor start, clashing with team-mate Felipe Massa on the first lap and then getting hit with a drive-through for overtaking Robert Kubica off the track. Those incidents left Alonso down in 14th place at the end of the race, and more worryingly 47 points adrift of Lewis Hamilton in the title chase. But despite that setback, which came after big disappointment in the European Grand Prix, Alonso remains adamant that he will triumph at the end of the season. “I think we will win. Yes,” said Alonso. “I think we lacked points in Valencia and Silverstone, but these are some moments of the championship where we needed to show that we want the championship and that we are a contender. I am more convinced than before this race that we will win the championship.” Alonso said the race was made hard from the off – when clutch difficulties meant he lost a lot of places off the grid. “The start was not good,”
he said. “We had some clutch problems all weekend. The start from the formation lap and at the end of the pit lane were not good either, so we were not full of confidence for the start, and unfortunately it was true. “We had a poor start and then, in the first couple of laps, we were fifth. We tried to overtake people in the stops, but it didn’t work because Robert was still in front of us after the stop. “We had to attack to make some places and then we overtook Robert. But then I had the penalty and the
safety car was deployed so we lost 14 positions in the drive-through. “Obviously from that point it was difficult being in 18th position, so we tried to enjoy the race, make some overtaking, make some show.” When asked whether he felt the drive-through penalty was a bit harsh, considering he had no opportunity to give the place back to Kubica, Alonso said with a resigned smile on his face: “It is not my job. I drive the car. What the stewards say is always right, so that is it.”

Polesitter Sebastian Vettel’s chances of victory were ruined by a first-lap puncture, although he recovered to seventh, and there was further controversy over stewarding decisions after a contentious penalty for Fernando Alonso left the Ferrari outside the points. Webber made a much better start than his team-mate and reached Copse first, despite Vettel’s best efforts to squeeze him. Vettel then lurched off the road at Becketts with a right rear puncture, potentially the result of a slight touch from Hamilton’s McLaren at the first corner. Felipe Massa was also trundling back to the pits with flailing rubber - he had been side by side with his slow-starting Ferrari team-mate Alonso through the first corner and wheel banging at Becketts left the Brazilian with a puncture as well. Webber therefore led from Hamilton, with this pair rapidly dropping quick-starter Robert Kubica (Renault) in third, who had Rosberg’s Mercedes and Alonso all over the back of him. Pitting slightly earlier than Kubica did not work for Alonso, whereas running a little longer did the trick for Rosberg. Eager not to lose more time, Alonso went down the outside of Kubica into Vale on lap 17, and com-
pleted the pass by nipping over the kerbs and cutting the first apex of Club. He then sprinted away after Rosberg, while Kubica was assured that Alonso would be ordered to let him back through. That became a moot point three laps later though, when Kubica retired with a differential problem. The stewards therefore ruled that Alonso should take a drive-through penalty, a decision announced just before the safety car came out so that debris could be cleared following contact between Adrian Sutil (Force India) and Pedro de la Rosa (Sauber) that left chunks of the latter’s rear wing deposited on various straights. With Alonso having to take his penalty immediately after the restart, he tumbled straight to the midfield. The safety car was a lifeline for Vettel, who had made little progress up to that point, but then started carving through the traffic with a string of spectacular passes, including one on Michael Schumacher. Sutil - who had also put a bold move on Schumacher after the restart proved Vettel’s toughest rival, and it took many laps of tough battling before the Red Bull driver finally muscled through to take seventh on the penultimate lap.
