Gianyar regency well known for its art and in artists spread throughout the area. However, Gianyar is still in dilemma to determine the form of souvenirs that will be the mascot of Gianyar. The problem emerged in 2008 and currently, the souvenir given to the guest visited Gianyar is the statue of ‘Barong”, a traditional lion like statute. The head of Gianyar regency, Tjok Oka Artha Ardana Sukawati, planed to change the souvenirs from barong statue
into a mask of Kebo Iwa. The plan had been agreed by Gianyar House of Representative and the house already prepared billion of rupiah to support the plan. However, the plan is still unclear until now. On Monday, March 8th 2010, Cokorda Gde Agusnawa, the head of Asset Management and Maintenance Division in Gianyar, said that the plan to change the souvenir is the idea of the head of regency and he is also the one who can authorize to plan.
His division is only will prepare the new souvenir if it is ordered by the head of regency. Currently, the one that is being use is still the barong statute. The plan to use the mask of Kebo Iwa is still being debated by many people, one of them is regarding the form of Kebo Iwa face. This is needed to be determined because the face of Kebo Iwa is quite similar to Gajah Mada. The further analysis need to be done in order to avoid confusion between the characters. Protests
also emerged from the artists of Gianyar, one of them was Made Cengker from Banjar Anggarkasih. He thinks that further study is needed before determining to make the face of Kebo Iwa as the souvenir. He also thinks that Kebo Iwa has being sacrifice to unite Indonesia so Gianyar regency shouldn’t make it only belong to one regency. The people should urged the government to establish Kebo Iwa as the Indonesian national hero and Gianyar should pick a creation of (kmb16) human as its symbol.(kmb16)

Plan for the coming of the US President, Barack Obama, to Indonesia, now becomes hot issues in the public. Moreover, in addition to a visit to Jakarta and some other areas, Barack Obama was also rumored to visit Bali. National Police and Armed Forces had been getting ready to do security. Chief of Udayana Military Command had prepared at least 9,000 soldiers. This was revealed by Chief of Udayana Military Command Hotmangaraja Pandjaitan in the midst of the final session of kid singer festival at Puputan Badung Square, last Sunday (Mar 7). Hotmangaraja said he did not know for sure about the arrival plan of the first black-skinned US President. “Until now, there has been no certainty, whether President Obama will come or not,” he said. Nevertheless, his party had made any attempts to square off the security. Later, the security pattern will be applied to comparable by-

In that sense, it complies with international security. “Of course, the security we will apply later is the same as that of security of international events,” he explained accompanied by Spokesperson of Udayana Military Command, Ida Bagus Gaga Ardana last Sunday. However, the entire community was expected to make security, too. “Bali as a tourist destination, of course, we will prepavil strict security. Similarly,

However, there is no certainty yet. On the other hand, some sources said that some state officials and the American consulate had made coordination with the police. Long Neglected, Gilimanuk Coconut Plantation Converted to Mango Negara (Bali Post)—
The fate of the former relocation land at Penginuman, Gilimanuk once neglected for few years is finally divided into some lots and then planted with mango seedlings. Previously, it was heard the land planted with coconut trees would be used for tourist resort. Apart from it had close location to the entrance gates of Gilimanuk, it also located at Gilimanuk. Having been waited for years by the Jembrana Regency, no single investor was interested to use the land. Even the palm trees that used to be planted, almost entirely dead and the site was turned into a landfill. Lately, the land planted with coconut-palm was finally cut down by the community and divided into lots. Land near the coast will then be planted with mango trees cultivated by surrounding community. A total of 123 families divided such state-
owned land and respectively got 3.5 are for mango and banana plantations. Although many parties agreed, no less people also then opposed to this government’s policy. One of them claimed to be disappointed with the wishy-washy attitude of government. There used to have a plan to develop this site into tourist attraction, but eventually the land was used as garden. They also hoped that the land could be returned to become residence of local people who used to live there previously. They were pessimistic, if not seriously maintained, the fate of those mango trees would be the same as the dead palm trees before. Regent of Jembrana, I Gede Winasa in his meeting with the public admitted to be disappointed with the previous land management. Actually, his party had financed either from seed or maintenance, but it evaporated and as the results those coconut trees entirely dead. By re-
placing with mango plants, his party hoped those plants could live and bear fruit. “I want when I come home (from or to Banyuwangi) and if not serve anymore, I have a memorabilia and see mango orchard here that I have planted,” he explained. Winasa confirmed that the land should be made remain green and not used for settlement of residents. “If I allow them to build, I will be said wishywashy, this land should not be built for homes,” he said. Again, the image of government officials of Bangli was stained due to the act of person of civil servant. Recently one of the security guards at Bangli Hospital committed a theft with violence. The latest, it was the turn for person of civil servant in charge at UPTD of Bangli Animal Husbandry and Fisheries Services, Wayan Mul from Banjar Pule, Kawan Village, Bangli, should get in touch with the police. Perpetrator was reported by Dewa Putu Mawa, a retired civil servant from Banjar Tri Wangsa, Tegal Tugu Gianyar Regency, because he committed a fraud under the pretext to have a strong relationship and could help channel to aspirant of civil servant. It could be done by compensation of IDR 30 million. Victim believed in the boasting of perpetrator admitting to have a lot of relationship. Without thinking too long, he immediately handed over cash amounting to IDR 30 million. Unfortunately, the promise was not proven by perpetrator, so the victim went to the perpetrator and asked his money back. In fact, up to these days, his money has not been returned.
When the patience of victim ran out, this fraud case was reported to the Bangli Police recently. Chief of Bangli Detective Unit of Bangli Resort Police with permission of Chief of Bangli Resort Police I Nengah Kariasa, last Sunday (Mar 7), admitted his party was handling the fraud case with impersonate to have capability of channeling to aspirant of civil servant. He promised a lure to look for a job for the daughter of victim, Dewa Ayu Ratih, 30. On October 25, 2006 located in the perpetrator’s house, the victim handed over cash amounting to IDR 30 million. It was said the money would be used to look for a job for victim’s daughter. Apparently, promise of perpetrator did not come true and was not proven. Since it was not proven and waited too long, the victim eventually asked his money back. However, perpetrator argued with a variety of reasons. This uncertainty caused dizziness and the victim reported the case to police station. Perpetrator can be ensnared by Article 378 of Criminal Code. “We still continue to deepen and develop the case involving a person in one civil servant of one of the services in Bangli,” he said. Although the sewers at the edge of the Pancasari Village - Sukasada road have been repaired, the excess water left after the heavy rains on Sunday (7 / 3), apparently could not be dammed. The flow from hills in the village overflowed into the streets so that the connecting lines between Denpasar and Singaraja had experienced congestion. Based on Bali Post monitoring, the water overflow happened in two points. Namely: the North entrance to the Bali Handara Cosaido golf course and south of Pancasari Market. The knee-deep water overflow made a number of motorcycle engines died and unable to be further driven. Motorists were forced to lead their bikes to the side of road. Some cars also had to be driven extra carefully for fear of water flowing into the engine vehicles. The condition created traffic jams. Residents in Pancasari said, the flow of wa-
ter in the current rainy season is smaller than the flood that occurred several years ago. “A few years ago, a larger flow of water turned this road into a river. But after the sewer reparation, the floods have become smaller, yet still substantial to interfere the traffic flow of vehicles”, said a villager. The water overflowed into the street from multiple hills. The flood was alleged as the result of the garbage which fills the sewers, causing the water flow to be clogged and later overflowed the street. (kmb15)
Land Value Decreases by 10 Billion in A Year Semarapura (Bali Post) —
Klungkung Regency assets, especially land assets, has declined every year in terms of book value. In one year the depreciation could take up to10 billion rupiah. Head of Revenue, Finance, and Asset Management in Klungkung District, Gede Putu Winastra justifies it. According to him, the decline in the land assets’ book value is due to depreciation, including the corrected errors during recording. ‘’A lot of possibilities could lead to the occurrence of depreciation. We are still preparing a report for the Parliament,’’ Winastra said, on Sunday (8 / 3). Data on assets were received from each Regional Work Unit (SKPD) associated with the assets. Assets owned by the district are divided into five categories of land, equipment and machinery, buildings, roads, irrigation network, and other fixed assets. ‘’Each category is handled by related SKPD, including the management and data collection. Meanwhile, Office of Revenue, Finance and Asset Management will only accept reports from them and then inform them to the Parliament as requested,’’ he said. From the data he has, Winastra mentioned, declining value of land assets has occurred from 2007 to 2008. During the period, the net book value of land assets declined from 101.004 billion to 90.668 billion rupiah. ‘’The decline is only in terms of book value. Regarding its size and location, we do not know,’’ he admitted. What is clear, he said, beside depreciation, there are several increases of value from several other groups of assets. Assets such as equipment and engine increase from 47.054 billion in 2007 to 52.770 billion rupiah in 2008. Building assets rise from 118.083 billion (in 2007) to 131.031 billion (in 2008). Roads and irrigation network rise from 204.219 billion (2007) to 208.514 billion rupiah (2008). Other fixed assets rise from 4.225 billion
(2007) to 6.043 billion (2008). So, the total net book value of District’s assets rises from 474.628 billion in 2007 to 489.025 billion in 2008. ‘’For the 2009 data, it is still being processed,’’ he added. Meanwhile, Head of Equipment Division of Klungkung Secretariat, Nyoman Terima had not explained much when asked about the regional assets, both the remaining assets and the ones that had changed hands. The suspicion arises for there are many indications that the district assets had been transferred to personal certificates. For example is the retail block where, out of the 68 stores surrounding Jalan Diponegoro Klungkung, some have been certified personally. ‘’About how many stores are already certified individually, I do not know exactly. The data already exists in the Office of Revenue, Finance and Asset Management,’’ he said briefly. A similar pattern can be discovered throughout state lands in several points in Klungkung regency. Previously, Parliament urged Klungkung District Government to move quickly to save the regional wealth / assets as many assets in this region have been controlled individually. If this is allowed to be continued, it is possible the number of district assets that has changed into private properties will continue to grow. Try Out Results as Benchmark in Facing 2010 UN Try out results of the UN (National Examination) for high / vocational school and junior high school in Bali have provoked anxiety out of the educational practitioners. The ‘battered’ results must be used as a spirit instigator to face the actual UN which will run from March 22nd, 2010 for high school / vocational school and March 29th, 2010 for the junior high school. Education practitioners from Undiksha Singaraja, Prof. Dr. Nyoman Dantes, education practitioners from Undiknas University Prof. Dr. IB Raka Suardana, and Vice Chairman of the Independent Exam Superintendent (TPI) of Udayana University Prof. Dr. Ir. I Nyoman Wijaya, MS, worry about the outcome of try outs held by Office of Education, Youth and Sports (Disdikpora) Province of Bali. Such results are not expected to occur in the implementation of this 2010 UN. As reported previously, not only try out results from the high / vocational school was ‘battered’, but also the results of junior high school students. Out of the 55,164 people junior high school students who participate in the try out held by Disdikpora Bali, only 18,662 people (33.83 percent) were considered to have passed. The remaining 66.17 percent have failed to achieve the minimum passing score. Also, only 8 schools had 100 percent passing grade, while 52 others had 100 percent failure rate. ‘’Bali had a very good achievement at the last year’s UN and the year before. For the UN this year, the achievement should be repeated. Looking at the try out results this time, apparently the students were less prepared so that the result was not ideal,’’ said Prof. IB Raka Suardana on Sunday (7 / 3). Raka Suardana also questioned whether the results was solely caused by the unprepared students or because the questions were very hard to answer. But
it is clear, Raka Suardana said, that these results should be used as a motivation for schools, teachers and students to better face the actual UN. ‘ ‘The students obviously have to study harder and not being neglectful. Prepare yourself well. Within this relatively small time, teachers, schools and related institutions should also boost the students more in order to achieve glorious national examination results this time. UN achievements last year must be maintained. At least we should try not to be outdone by the other provinces in Eastern Indonesia,’’ he said. To get the maximum results in the UN, Raka Suardana hopes all parties must continue to promote the element of honesty and objectivity. ‘’We hope no conduct of fraud will be present. Do not let the academic world be stained by faulty fraud in the UN,’’ begged Raka Sauardana. Prof. Dantes said the worrying results of the try out can be said because the children have not been well prepared. The try out is in fact an opportunity to measure the students ability to deal with the UN. Perhaps, the students think this as just a try out, so they worked less steady on the questions. ‘’Looking at the results like this, teachers and parents must have enough encouragement to motivate children to learn better. Seeing the grades of the try out, I am sure the teachers and parents are worried and anxious,’’ he said. The key is truly within the children themselves. If you want the good results in UN, you should learn more seriously to face the UN which will be held soon. The same thing was stated by Prof. Wijaya. The results of the UN try out this time are expected to motivate students to be more prepared for the actual UN. Thus the results of the UN in Bali last year can still be maintained this year. If possible, last year’s achievement should be outdone. (08)
Governor Rejects the Assignation of Kaur To Become Civil Servants Gianyar (Bali Post) —
Village Division Heads (Kaur) that have been fighting to get more attention and for their nomination to become Civil Servant (PNS), just as the Village Secretary (Sekdes) who had appealed before, have been disappointed. Their hopes gained a pessimistic speech from the Province of Bali, represented by Bali Governor Made Mangku Pastika during the Simakrama (face-to-face meeting) event on Saturday in Gianyar. Governor of Bali with a firm statement rejected the proposal submitted by the Kaur Forum of Gianyar regency. At that time, the Chairman of Gianyar Kaur Forum Dewa Nyoman Alit conveyed the aspirations of hundreds of village’s Kaur in the Gianyar district who wanted a small fortune and given attention from the government, just as the Village Secretary (Sekdes) which now is nominated as civil servant. The Village Kaur admitted that the tasks they have carried are solid enough. Thus, in addi-
tion to be given the remaining village budget, they also appeal to be granted the civil servant status. Aspirations from Kaur of the existing villages in Gianyar get a far-from-hoped response. The proposal delivered by the Chairman of Kaur Forum Gianyar as if given a raw rejection. The Governor confessed his pessimistic view on the proposal. The proposal did not dare to be submitted to the President. Governor even suggested if to become Kaur felt heavy, they should just look for another job. Regarding the matter of becoming civil servants, the number of the State employees is considered exceeded. In the Government of Bali alone, there are approximately seven thousand civil servants. PM Maliki emerges as front-runner after Iraq vote BA GHDAD (AFP) – Prime Minister Nuri al-Maliki, the Shiite BAGHDAD leader who helped ease Iraq’s deadly sectarian conflict, emerged Monday as a front-runner after an election seen as a test of the nation’s young democracy. The key estimates from the Baghdad region, which could swing the results of Sunday’s poll, were not yet available but local officials said Maliki’s political bloc was so far leading in nine of Iraq’s 18 provinces. Millions voted, braving rocket, mortar and bomb attacks that killed 38 people to cast their ballots in the second parliamentary election since US-led forces ousted now-executed dictator Saddam Hussein in 2003. US President Barack Obama, who has promised to withdraw all US troops from Iraq by the end of next year, paid tribute to “the courage and resilience of the Iraqi people who once again defied threats to advance their democracy.” Related article: Iraqis vote ‘without fear’ Maliki’s State of Law Alliance was ahead in Shiite regions while Iyad Allawi, an ex-premier who heads the Iraqiya list, was leading in Sunni areas, said unofficial estimates AFP obtained from officials across the country. JOS, Nigeria (AFP) – Nigeria’s government on Monday sent troops to the flashpoint Jos region after attacks by machete-wielding gangs on Christian villages that officials say killed at least 500 people. Under fire for failing to prevent an-
other outburst of sectarian violence only weeks after hundreds died in Muslim-Christian clashes, authorities said they had arrested scores of people in connection with the attacks. Witnesses described how the victims of Sunday’s three-hour orgy of violence, most of them women and children, were caught in animal traps and fishing nets as they tried to flee
their attackers, who hacked them to death. The official death toll was initially put at a little over 100 but Dan Manjang, an advisor to the Plateau state government, said the toll had now risen substantially. “We have been able to make 95 arrests but at the same time over 500 people have been killed in this heinous act,” Dan Manjang said in a telephone interview. Governmentrun radio also reported that 500 people had been slaughtered in a night raid on three villages on the fringes of Jos, capital of Plateau state. Witnesses and local rights activists put the figure at more than 200. “By our latest count there are 202 bodies,” said Shamaki Gad Peter, head of the League for Human Rights in Jos. Shehu Sani, another leading rights activist, spoke of 250 people having been killed. Much of the violence was centred around the village of Dogo Nahawa where gangs from the mainly Muslim Fulani ethnic group set fire to straw-thatched mud huts before embarking on the killing rampage in the early hours of Sunday. Frank Tatgun, a resident of Dogo Nahawa, said he had seen two armoured vehicles and three military trucks arrive in the village and scores of troops were now on patrol. With tightened security, there were no reports of clashes overnight, he said. Locals said the attacks were the
result of a spiralling feud between the Fulani and the rival Berom clan which had started with cattle theft, which led to a deadly revenge attack. Many of the victims were hacked to death as they tried to flee into woodland around their villages. Witnesses said armed gangs had scared the victims out of their homes by firing into the air but most of the killings were as a result of machete attacks. Those killed were mainly women and children. “Gunshots were fired just to scare people out of their houses only to be macheted as they fled into the bush,” Peter Gyang, who lost his wife and two children, told reporters in Dogo Nahawa. NEW DELHI (AFP) – An attempt by India’s government to pass legislation reserving a third of all seats for women in parliament provoked uproar on Monday as opposition politicians forced repeated adjournments. The government had been confident that the Women Reservation Bill, which has been stalled for 14 years, would gather the required votes to pass in the upper house on Monday after being presented on International Women’s Day. The upper house was adjourned twice on Monday as politicians opposing the bill shouted down speakers and refused to allow the introduction of the proposed legislation and a scheduled debate. The ruling Congress party, its allies and the main opposition Bharatiya Janata Party (BJP) have pledged their support in public, but several socialist parties oppose it. They argue that the law, which would reserve a third of seats for women in the parliament and state assemblies, would lead to a monopoly by upper-caste women at the expense of lower caste and religious minority Muslims. “We are not anti-women but we want reservations for women hailing from minority and backward classes first,” Mulayam Singh Yadav, a leader of the pro-Muslim Samajwadi (Socialist) party said outside parliament. Attempts to pass the bill have been blocked by various political groups in the past who have demanded separate quotas for women from Muslim and low-caste communities. Yadav said the bill was an attempt by the Congress and the BJP to appease the rich and the influential upper class. The controversial proposal to reserve 33 percent of seats, first introduced in parliament in 1996, would dramatically increase women’s membership in both
houses of parliament where they now occupy about one in 10 seats. Because the bill involves a constitutional change, it needs the approval of two-thirds of legislators in the upper house after which it will go before the lower house where it also requires a two-thirds majority. Women currently occupy 59 seats out of 545 in the lower house. There are just 21 women in the 248-seat upper house. “Our government is committed towards women empowerment. We are moving towards one-third reservation for women in parliament and state legislatures,” Prime Minister Manmohan Singh told a women’s leadership summit on Saturday. Sonia Gandhi, president of the Congress party and regarded as India’s most powerful politician, has thrown her weight behind the bill, saying she attaches the “highest importance” to it. It will be a “gift to the women of India if it is introduced and passed” on International Women’s Day, she told party lawmakers last week. Political analysts said the government was testing the waters by introducing it in the upper house first instead of the lower house, where most proposed legislation is sent. ROME – The brother of Pope Benedict XVI has told a newspaper he is willing to testify in the sex scandal rocking Germany’s Catholic Church, even though he says he knows nothing about the alleged abuse of boys in a choir he later led. The Rev. Georg Ratzinger, in an interview published Sunday, also was quoted as saying by the Rome daily La Repubblica that there was “discipline and rigor” but no terror during his 30 years as head of the Regensburger Domspatzen choir in Germany. The Regensburg Diocese said last week that a former singer came forward with allegations of sexual abuse in the early 1960s. The German newsweekly Der Spiegel has reported that therapists in the region are treating several alleged victims from the choir. Ratzinger led the choir from 1964 till 1994. The diocese has said it is hiring a lawyer to help it carry out a “systematic” clarification of abuse allegations. A man who lived in the choir-linked boarding school until 1967 has contended that “a sophisticated system of sadistic punishments in connection with sexual lust” had been installed there. Der Spiegel quoted the man, Franz Wittenbrink, as saying it would be inexplicable that the pope’s brother didn’t know anything about it. But Ratzinger says he knew nothing about any alleged abuse. JAKARTA - The Coordinating Ministry for Political, Legal and Security Affairs stated that terrorist activities in Aceh Province did not affect the US President’s visit to Indonesia mid-March 2010. “The international world, including the USA has admitted that Indonesia is consistently fighting terrorism with the qualified personnel,” said the Ministry’s Anti Terror desk chief, Ansyaad Mbai, here, Monday. Ansyaad said that all terrorist movements, including the one in Aceh has been taken care off and would not affect important schedules like the US President’s visit to Indonesia. Based on information from the Ministry of Foreign Affairs, a U.S. team has arrived in Jakarta to prepare everything related to President Obama’s visit. However, the President’s detailed plans and activities during his stay in Indonesia have yet to be obtained. Indonesian President Susilo Bambang Yudhoyono has given directions to achieve tangible results not only for Indonesia-US relations, but also to serve international interests from President

PIDIE – A citizen found M16 type assault rifles in a backpack in the rice field in Pante Creum village, Padang Tiji sub-district, Pidie district, Aceh province at around 12:30 am on Sunday . Now the backpack and its contents M-16 rifle, five magazines and 231 AK47 guns, 231 M16 bullets were confiscated and secured at the Padang Tiji police station, Antara learned here on Sunday. The backpack was found by a girl when she was going to cut grass in the rice field about 300 meters from residential area. “My daughter went home scared and immediately tell me about
what she had found in the rice field,” said Abdul Latif, the girl’s father. Latif then reported the finding to the police, who immediately started investigation. According to police sources, the backpack was allegedly owned by members of armed groups who escaped the raid on Wednesday (March 3) in Padang Tiji area. The source said that the backpack was similar to that found from a bus passenger, who was killed in the police raid. In addition to firearms, a pair of sport shoes was also found. In the raids, three bus passengers tried to get away, but one of them was shot by the police while two others fled when they were about to be interrogated.

DENPASAR - Bali’s soybean production last year increased by 4,198 tons to 13,622 tons, up by 45.03 percent from the previous year’s 9,424 tons. “The encouraging increase of soybean production in Bali was due to the increase in soybean harvest area by 3,033 hectares which rose by 47.80 percent,” Bali Central Bureau of Statistics spokesman I Gede Suarta said. He said that although soybean production increased significantly, it dropped by 0.27 per 100 kilogram or 1.84 percent per hectare. According to Gede Suarta, local farmers’ interest in growing the commodity with high economic value has contributed to the soybean production increase. In addition, the local farmers
were able to eradicate plant pests in accordance with the local government’s instruction by planting rice twice and soybean once alternately each year. “If the farmers only plant rice three times a year, they will find it difficult to eradicate plant pests,” Gede Suarta said, adding that the farmers were motivated to develop soybean because its price was better than those of other crops. Soybean production in the January-April 2009 period increased by 285 tons or 21.84 percent, while from May to August in the same year by 121.34 percent or 4,515 tons.

The phase I covered terminal extension which would be equipped with aviobridge, widening of runway to 3,000 meters to the east and overlay, taxiway relocation, widening the apron, renovation and extension of terminal building, expansion of vehicle parking area, extension of cargo building, operational building, and extension of flight navigation facilities and fueling facilities. This project only took two years to complete. With the new runway, Ngurah Rai Airport can serve large and wide bodied carriers such as Boeing Type 747-400, Boeing Type 777-200 & 300, also Airbus Type 330 – 300 and Airbus Type 340. The development also meant that target service was increased to 2.4 million passengers per year. The second phase of Ngurah Rai Airport development proceeded on February 1998. The international terminal, according to Legowo, will also experience a huge transformation. With this expansion project that estimated will cost around Rp1.7 trillion, international terminal will place on the 120 thousand square meters building. ‘’With this development, we expect that Ngurah Rai Airport will have the capacity to serve 17 million passengers per year by 2020 and 25 million passengers by 2025,” stated Legowo. The Director of Ngurah Rai Airport Expansion Project (PPBIB) Sri Unon Setyasih mentioned that the international terminal building will also adopt the Bali’s architecture design. But as the modern building, the Bali’s architecture design will be mix with modern architecture design. ‘’This project will has a hybrid design that combined the Balinese architecture with modern one,” she explained. The phase III development project will fully be done by Indonesians. In fact, as the first entry point into Bali, the touch of Bali must surely be added to the Ngurah Rai International Airport. DENPASAR - Spokesperson for the National Aviation and Space Institute (LAPAN) Ratih Dewanti said Indonesia will host the 4th symposium of the Asia-Pacific Group on Earth Observation System and Systems (GEOSS) on global climate change. She said that this time the deliberations will be on global climate change involving various countries. The world is now working together in reducing the impact. She said the meeting of 26 Asia and Pacific countries from March 10 to 12, 2010, at Sanur Paradise Plaza Hotel and Suits, Bali, is expected to strengthen cooperation network among its member countries. The network will form national, regional and interna-
tional synergy in building observation network for public welfare. There are four topics on which the symposium will focus. “The topics are monitoring capacity and Asia-Pacific climatic variability, management of water and hydro-meteorological resources relating to natural disasters, forest carbon monitoring, and Asia-Pacific biodiversity observation networks,” he said. The outcome of the Bali meeting will become a recommendation for the Group on Earth Observation System (GEO) of a Ministerial Summit in Beijing, China, in November this year. The GEO Meeting is an international collaboration to dig the potential of earth observation to overcome environmental problems facing the world. GEO members are international organizations and governments relating to world observation activities. The nine areas to be dis-
cussed by GEO are natural disasters, health, energy, climate, water, weather, ecosystem, agriculture, and biodiversity. Dewanti said the climate is closely linked to the life of people and may have serious impacts on various sectors of human welfare. For this part, many countries in the world are making many efforts of adaptation and mitigation of the impacts of climate change. GEOSS is an infrastructure in making decisions to respond to environmental problems more effectively. INGREDIENTS: 600 gr beef tripe, cleaned and washed well 3 liter water 1 liter beef stock 1 cup beef spice paste 5 cm sugar can stem, split lengthwise (optional) 2,5 cm ginger, peeled and sliced lengthwise 4 cloves garlic, peeled and sliced 1 tbsp distilled white vinegar 200 gr giant white radish, peeled and diced in 1 cm cubes 5 sprigs celery leaf chipped 1 tbsp fried shallots PREPARATION: Rinse tripe well under running water until very clean. Bring water to boil in a large pan, add tripe and simmer until soft approx 1 hour. Strain water and cool tripe in ice water. Cut in pieces approx 2,5 cm x 1cm. Bring beef, beef spice paste, sugar cane, ginger, garlic and vinegar to boil. Add tripe and radish. Simmer until vegetables are soft. Garnish with celery leaf and fried shallots. Helpful hints: Any type of summer squash or Chinese winter melon can be used instead of giant white radish (Japanese daikon). (Chicken Stock) INGREDIENTS: 5 kg chicken bones, chopped in 2.5 cm (1 in) pieces 1½ cups chicken spice paste 1 stalk lemon grass, lightly bruised 3 fragrant lime leaves 2 salam leaves 1 tbsp crushed coriander seeds 1 tsp black peppercorns, coarsely crushed 2 large red chili whole 1 tsp salt PREPARATION: Rinse bones until water is clear, place in large saucepan with cold water to cover and bring to boil over high heat. Drain and discard water, wash bones again under running water. Return bones to the stockpot, cover with fresh water and return to the boil. Reduce heat and remove scum with a ladle. Add all ingredients and simmer stock gentle for 4 – 5 hours, removing scum as it accumulates. It is important not to cover the stockpot during cooking, as it will make the stock cloudy. Strain stock, cool and store in small containers in the deep freezer. To make beef, duck and pork stock, follow the same amounts but reduce simmering time for pork to 2 hours. BUSINESS French quarterly growth is expectedly low Agence France-Presse
PARIS - The French economy grew by 0.4 percent in the first quarter of 2010, a slightly slower pace than previously forecast, the central bank said on Monday. The Bank of France had forecast first-quarter growth of 0.5 percent in its previous forecast in early February. The new figure is in line with a forecast by the INSEE statistics agency, which said in December it expected a “laborious and fragile” recovery with growth of 0.3 percent to 0.4 percent in the first two quarters of 2010. The French economy grew by 0.6 percent in the last quarter of 2009, the best performance in the 16-nation eurozone. The government expects growth of 1.4 percent for the whole year after
the economy contracted by 2.2 percent in 2009. The Bank of France also published on Monday its monthly business survey, which showed that the confidence indicator fell to 102 points in February from 104 in January. The bank said industrial activity increased in the majority of sectors in February but at “a more moderate pace” than the previous month. Business confidence has been progressively growing since it hit rock bottom in December 2008, when it plunged to 67 points.

LONDON - Britain, which emerged from recession in the final quarter of 2009, faces a “high” risk of relapse and below-average growth in the next two years, the British Chamber of Commerce warned on Sunday. “The UK economic outlook will remain highly uncertain for a considerable time,” the BCC said in the group’s latest economic forecast. “The recovery will be fragile, and the risks of a relapse are high,” it added. The BCC predicted that the economy will grow 1.0 percent this year, followed by expansion of 2.1 percent in 2011. It shrank by 5.0 percent in 2009. The 2010 forecast was unchanged from previous guidance but the 2011 figure was lower than its prior prediction of 2.3-percent expansion. “The obstacles to a sustained medium-term recovery now appear greater,” the business group said. The BCC added that the recovery would be “modest and below the
historical average in the next two years”. Britain escaped from recession in the fourth quarter of last year with growth of 0.3 percent. The expansion during October-December 2009 followed a deep recession that lasted six quarters — the country’s longest on record. “The recession may have technically ended, but there is no room for complacency,” BCC director General David Frost said in the report. “For the recovery to be sustained, it is crucial that all the political parties recognise the vital role of wealth-creating businesses in driving economic growth and job creation. “The government must use the forthcoming budget as a platform for laying the foundations for a businessled recovery,” Frost added, in reference to the budget which is widely expected later this month. “If it fails to do so, the recovery will take longer to gain momentum and may even slip into reverse.” And the BCC described the me-
dium-term outlook as “grim” — with growth set to be dampened by widelyanticipated cuts in public spending. “The UK medium-term economic outlook is grim. A fragile recovery has started, but prospects are uncertain,” it said. “We are facing a period of austerity. The need to slash government borrowing and curtail debt will inevitably dampen UK growth prospects for a considerable period.” Management of the British economy is a central issue for the upcoming general election that is expected to be held on May 6. The opposition Conservatives have seen their once-commanding lead over the ruling Labour Party slashed in recent weeks. Polls now put Conservatives’ lead at between two and five points. Whichever party wins power, economists agree that major spending cuts and taxation hikes are needed to fix the public finances, which have been ravaged by recession and a series of hugely expensive banking-sector bailouts.

Waltz, 53, was honored as best supporting actor at Sunday’s Academy Awards for his portrayal of a World War II Nazi with a gleeful taste for evil in filmmaker Tarantino’s “Inglourious Basterds.” “Oscar and Penelope. That’s an uber-bingo,” Waltz said as he accepted his trophy from presenter Penelope Cruz. He lauded Tarantino as a “fearless explorer” who directed the film masterfully, adding, “and that’s why I’m here.” The Austrian actor’s portrayal of German Col. Hans Landa called on him to give a despicable man an element of unlikely charm and to spew out Tarantino’s rapid-fire dialogue in four languages. Waltz was considered a shoo-in for the
Oscar after sweeping this season’s other awards, including Golden Globe and Screen Actors Guild trophies, and critics’ group honors. Jeff Bridges Earns Best-Actor Oscar For ‘Crazy Heart’ The Dude finally has an Oscar. Jeff Bridges, the affable and wellliked star of “Crazy Heart,” won the best actor Academy Award Sunday night, an honor that has eluded him four times before. His first nomination came nearly 40 years ago in 1971. Once onstage, Bridges took a fun and lively victory lap, thanking his parents, collaborators, agent and his wife and three daughters. “Thank you mom and dad for turning me on to such a groovy profession,” a clearly pleased Bridges said in accepting the award. He spoke about how his father, the late actor Lloyd Bridges, used to sit him on a bed and teach him the basics of acting. His mother was the actress Dorothy Bridges. “This is honoring them as much as it is me,” Bridges said of his parents. Bridges career has been a mix

WASHINGTON – As an electronic reader, Apple’s iPad has been touted as a possible “Kindle killer” but what has videogame makers buzzing is the potential of the touchscreen tablet computer as a gaming platform. “It’s going to be a really powerful handheld game console,” said Asbjoern Soendergaard, founder and chief executive officer of Tactile Entertainment. “It’s going to be an awesome gaming experience.” Soendergaard’s Denmark-based company is building a pet simulation game for the iPhone called “Pocket Creatures” and he said the iPad will allow the game developers to add “features that we only thought we could a year ago.” The iPad’s larger screen, rich graphics and processing power has videogame and application developers around the world racing to put the final touches on programs for the iPad in time for when it hits the stores next month. Free and paid applications for the iPhone — more than 150,000 to date — helped make the smartphone a smash hit and developers are hoping for similar success with the iPad, which goes on sale in the United States on April 3 and in nine other countries at the end of the month. “We’re very excited about the iPad because it gives us more room to play,” said Brian Meehan, the head of worldwide product development at Sourcebits, a company focused on mobile applications and gaming with offices in Atlanta and Bangalore, India. “It’s got a larger screen obviously and more CPU,” Meehan said of the iPad’s central processing unit, what Tactile’s Soendergaard described as the “power under the hood.” Besides games, one of Sourcebits most successful products is “Knocking Live Video,” which allows iPhone owners to share live video with each other and has attracted over 750,000 users in just three months. “We’ll ultimately build that out for the iPad,” Meehan said. “For gaming, the iPad’s going to be kind of in a bit of a world of its own,” he added. “If you look at Sony’s PSP and all the other portable gaming devices they may be a little bit bigger than the iPod Touch or the iPhone but they’re all in that same size area. Now you have this device that’s also going to be able to connect to (the Internet),” he said. “That in itself is a big playing field for everybody in the gaming world.” Soendergaard said the iPad is “different from the iPhone where you have your personal apps” and predicted it will be “a family device, a shared device. “On the multiplayer side it’s going to be really exciting,” he said. “Maybe you can play board games on it.” Mike Rasmussen of Durham, North Carolina-based Republic of Fun, publisher of “Slug Wars” and other iPhone titles, agreed, saying the iPad opens up all kinds of new possibilities for game makers. “It’s about the right size to place down on a table between four people,” said Rasmussen, whose title at Republic of Fun is “el presidente” in keeping with the name of his company. So are financial analysts and application developers. “We were able to demo the (iPad) at the launch event and were impressed by the gaming and e-book experience in particular,” said Ben Reitzes, an analyst at Barclays Capital. “We found the gaming experience to be far superior to the smaller screen platforms and wouldn’t be surprised if gaming popularity turned out to be one of the gadget’s big surprises,” Reitzes said in a research note on Friday. PointAbout, a Washington-based technology company which has built iPhone applications for the White House, the US Coast Guard and The Washington Post among others, is looking to adapt its popular AppMakr service to the iPad. AppMakr can make iPhone applications for as little as 199 dollars and has been used to build 3,800 iPhone programs in just the six weeks since it was launched, said PointAbout co-founder and chief operating officer Daniel Odio. “We will probably end up adding iPad into AppMakr so that people can build low-cost iPad apps,” Odio said. “I imagine it’s going to take us three to six months to do that but it is our goal.”

Energy groups relieved sage grouse won’t be listed Associated Press Writer
CHEYENNE, Wyo. – An Interior Department announcement Friday that it won’t list sage grouse as an endangered or threatened species opens the way for continued development of the West’s wind energy and oil and gas industries. Those industries will still face scrutiny in sage grouse habitat but much less so than if the bird were listed. The government concluded that listing the chicken-sized brown bird as threatened or endangered is warranted but precluded by higher priorities — other species considered in greater danger. But Interior will classify the bird among species that are candidates for federal protection, which are assigned a priority number between one and 12. The sage grouse has been given an eight, putting it two-thirds of the way down the scale as a priority for federal protection. Sage grouse have experienced a 90 percent decline in their numbers and a 50 percent decline in their sagebrush habitat from a century ago, Interior Secretary Ken Salazar said at a news conference. But the bird populations have been relatively stable over the last decade thanks to efforts by states such as Wyoming, Idaho and Montana to protect the species and its habitat, he said. “Frankly, it is the states in the Western part of the United States that have developed the right kind of strategies to confront this challenge,” Salazar said. Sage grouse inhabit large portions of Wyoming, Nevada, Montana, Oregon and Idaho, and smaller areas of Colorado, Utah, California, Washington, South Dakota, North Dakota and western Canada. Especially in Wyoming, large areas of sage grouse habitat also are prime spots for natural gas development that has boomed in recent years. In Nevada, the birds are challenged by an invasive species, cheatgrass, which is prone to frequent wildfires that burn up native sagebrush. Wyoming, home to an estimated onehalf of North America’s sage grouse, has been mapping the bird’s habitat, studying
it and taking other steps to better understand how to protect the species and avoid an endangered listing — efforts that Gov. Dave Freudenthal said have paid off. “The candidate listing gives us a fighting chance, while an endangered or threatened listing would have taken the wind out of our sails,” he said in a release. Some environmentalists were less pleased. The finding shows the government is willing to protect sage grouse but not willing to do what’s necessary, said Jon Marvel, executive director of the Hailey, Idaho-based Western Watersheds Project. “None of the actions proposed to date are mandatory, and that undermines the commitment for improving conditions for sage grouse,” Marvel said. Friday’s announcement results from a lawsuit that Western Watersheds filed in 2006. A federal judge in Boise, Idaho, ruled the following year that political pressure tainted an earlier decision not to list the sage grouse. The finding effectively ends the group’s lawsuit, Marvel said. Other groups expressing disappointment included the Biodiversity Conservation Alliance and the American Bird Conservancy. Laurie Milford, executive director of the Wyoming Outdoor Council, said the finding “makes a certain amount of sense,” while Frank Gill, president and CEO of the National Audubon Society, said Interior is “on the right path.” The Independent Petroleum Association of Mountain States worries the finding could inhibit oil and gas development on public lands in the West, said the
group’s director of government affairs, Kathleen Sgamma. “But it appears that Interior plans to balance implementation so that restrictions on energy development do not apply with a broad brush across the entire region,” she said. The Interior Department recognizes the need to develop the nation’s energy resources, said Assistant Interior Secretary for Fish, Wildlife and Parks Tom Strickland. “We know that without good planning, energy activities can impact the sage grouse,” he said. “The emphasis here is on smart from the start. We plan in advance.” For the wind energy industry, sage grouse are a concern because the birds don’t nest near tall structures such as wind turbines and power lines for fear they could be perches for eagles and other predators. The Interior announcement is a relief and offers more certainty for wind power, said Craig Cox, executive director of the Interwest Energy Alliance, a wind energy industry group. “I do hope that as we gain more experience with the impact of wind on sage grouse, that we can develop plans accordingly,” Cox added. The oil and gas industry has been backing important sage grouse research and will continue to do that to help ensure that the species isn’t listed, said Cheryl Sorenson, vice president of the Petroleum Association of Wyoming. “For us, it’s not like, `Whew, we’ve won one.’ It’s like, `OK, we need to keep rolling on this,’” Sorenson said.

World number two Novak Djokovic led Serbia to a 4-1 victory over the United States, earning his country a last-eight place for the first time and a July trip to bitter rivals Croatia, the 2005 champions. In Logrono, David Ferrer scored the winning point for Spain as he easily saw off an exhausted Stanislas Wawrinka 6-2, 6-4, 6-0 to give the hosts an unbeatable lead after they had led 2-1 overnight. The road victory was the seventh in nine games for the Thunder, who defeated the Kings in three of four meetings this season. Tyreke Evans had 24 points and seven assists for the Kings and Carl Landry had 20 points and eight rebounds. Francisco Garcia scored 14 points and Jason Thompson added 11. The Kings have lost two straight and three of four in falling to 15-15 this season at home. Russell Westbrook scored 13 of his 21 points in the fourth quarter for the Thunder, who have won two straight and five of six. James Harden scored all 14 of his points in the first half, while Jeff Green added 12 points. Garcia made a
3-pointer to pull the Kings within 106-102 with 39 seconds left. ORLANDO, Fla. – Vince Carter had 25 points, Dwight Howard finished with 15 points and 16 rebounds and the Orlando Magic beat the Lakers 96-94 on Sunday to hand Los Angeles its first three-game losing streak of the Pau Gasol-Kobe Bryant Era. Carter made his first 13 free throws and kept the Magic in control, showing signs of why Orlando made the move for the eight-time All-Star after losing to the Lakers in last year’s finals. But Carter’s lone miss gave the Lakers a chance at the end, with Bryant’s 20-foot jumper falling short. Bryant had 34 points and Gasol added 20 points for the Lakers, walking to the locker room distraught and dejected after their latest loss. And with quite a different feeling than that champagne-soaked championship celebration last June. But this one had all the drama of that series. Matt Barnes made a 3-pointer to push the Magic’s lead to six with 1:10 remaining. A missed free throw by Jameer Nelson gave the Lakers a chance to tie, and Bryant delivered with a 3-pointer — if only for a second — with 12.9 seconds remaining. Bryant jumped into his teammates pouring out from the bench in what would be a premature celebration. Officials reviewed the play and ruled that it was only a two-pointer. And just like that, the Lakers are in the first three-game skid since they acquired Gasol from Memphis in February 2008. The rematch had the physical feel of a finals. Bryant and Barnes continuously traded elbows and were each hit with a technical foul in the third quarter after going chestto-chest in a verbal spat. Barnes had a put-back dunk a few plays later and dangled his legs on Bryant, who extended his right arm slightly into his opponent’s chest, leading to another confrontation. Howard interjected and was called for a technical after muttering a few words at Bryant. The two All-Stars and Olympic teammates kept the verbal jabs going, showing no similar love when their NBA teams meet. All the rough and tough play gave way to a foul fest. The teams combined to shoot 29 free throws — with Orlando going 17 for 18 — in the opening quarter alone. Howard and Andrew Bynum were sidelined in foul trouble for most of the first three quarters, but a strong effort from
Carter and the Magic bench put Orlando ahead by 12 points late in the third. Then the Lakers provided a reminder of the finals. They came back just like they did in Games 4 and 5 last year in Orlando, scoring 10 straight points — including the first eight to start the fourth — to cut the Magic’s lead to 74-72. Howard answered with a thunderous dunk over Gasol, who was called for a flagrant-one foul on the play about halfway through the fourth. Then like Game 4 — when Howard missed a pair of crucial free throws — he again missed badly on both, but still put Orlando ahead 81-74 in what would be a back-and-forth finish.

Mourinho fumes as Inter fire blanks Agence France - Presse
ROME – Inter Milan maintained a four-point cushion in the Serie A title race on Sunday but only after a dour 0-0 draw against Genoa which left coach Jose Mourinho frustrated in the stands. Despite fielding a three-pronged attacking force of Mario Balotelli, Goran Pandev and Diego Milito, Inter were unable to break down a stubborn Genoa side. Mourinho, who was serving the second of a three-match touchline ban, was so unimpressed that he charged out of his seat to get as close as possible to the pitch to bark his orders. It wasn’t until the last 15 minutes that Inter looked dangerous with Maicon, substitute Samuel Eto’o and Wesley Sneijder coming close. Inter moved onto 59 points, four clear of AC Milan, who also finished goalless against Roma on Saturday. But three goals in 10 minutes from Ashley Young and John Carew, who ended up with a hat-trick, ensured Villa will return to Wembley in the last four. Long - who had scored the winner in the third round victory over Liverpool - put Reading ahead in the 27th minute when he headed in Matthew Mills’ flickon. Loeb clinches Rally Mexico victory Sebastien Loeb has moved into the World Rally Championship lead after winning Rally Mexico for the fourth time in his career. Petter Solberg narrowly beat Sebastien Ogier to second in a final stage shootout - just a second separating the pair at the finish while Rally Sweden winner Mikko Hirvonen had to settle for fourth. Kimi Raikkonen’s tough rally switch also continued with an incident-packed first day ending in a multiple roll. Loeb dominated the second half of the event, making the best of his road position on the first day to complete leg one in third, before unleashing astounding speed on Saturday to turn a 27s overnight deficit into a lead of 55s. Loeb then cruised through today’s stages at a very leisurely pace to clinch the win. “Finally a victory and back in the lead of the championship,” he said. “It was important after Sweden to win here. It’s only the start of the championship but I’m really happy. We had a really good drive yesterday. Now it’s looking good.” Prior to Loeb’s charge, Solberg had led the opening day ahead of Ogier. The non-works Citroen pair then battled for second in Loeb’s wake, going into the deciding superspecial with Ogier
ahead by a scant 0.6s. Ogier had been edging ever closer to Solberg since Saturday morning, but the former world champion was 1.7s quicker than his young rival on the superspecial and managed to reclaim second by a tiny 1.1s margin - to Solberg’s ecstatic, tearful, delight. After their triumph in Sweden, Hirvonen and Ford had a miserable time in Mexico. The Finn was hampered by running first on the road on Friday, but generally lacked pace all weekend. Only late team orders allowed him to get past team-mate Jari-Matti Latvala and up to fourth. glad we got the points we could and I just want to leave it behind and go on to the next rally.” Latvala had no qualms about handing fourth to Hirvonen even though he had been the faster Ford driver all weekend. “We are the second driver this year and that’s part of our job,” said Latvala. “Mikko needs these points more now for his title against Loeb. We want to give him as good a chance in the fight as possible.” Henning Solberg took sixth for Stobart Ford despite brake problems, ahead of Munchi’s Ford’s Federico Villagra, as attrition hit the rest of the WRC field. Citroen number two Dani Sordo was running ahead of the Fords in fourth until a Saturday morning error left him with broken suspension. The same stage saw both Matthew Wilson (Stobart) and debutant Ken Block (Monster Ford) crash out - although the latter had impressed with his pace on his first WRC outing, often matching Wilson. Raikkonen’s rally went awry early on when he bent a steering arm on the opening stage then stopped for half an hour with a fuel system fault on SS2. He crashed for good five stages later.
Chandhok: Hispania can score in 2010 Karun Chandhok is optimistic that the new Hispania team can score points this year despite its troubled build-up to the Formula 1 season. The squad was dramatically restructured in late February, with original founder Adrian Campos departing and Colin Kolles being drafted in to run the team by Jose Ramon Carabante, who had taken full control of the company. HRT launched its Dallara-built F1 car in Murcia on Thursday, but has been unable to test before the season opener in Bahrain next weekend. Although Chandhok admitted that Hispania had to earn its rivals’ respect initially, he believes it can be a contender by round five of the championship in Spain - and that points finishes are not out of the question in 2010. “Our goal
early on in the season is to show the world that we are a credible company,” Chandhok told Indian newspaper the Deccan Herald. “The focus is to gain some mileage, reliability and experience in the first season. We’ll probably be off the mark in the first four races but from Catalunya, Spain, we will prove a challenge. You never know, we could also bag some points late in the season.” The 26-year-old Indian said he was relieved to get an F1 break after a luckless GP2 season last year. “I had a very disappointing 2009 season in GP2 but everyone had already made a note of my potential,” said Chandhok, who had been a GP2 race winner in 2007 and 2008 but was only 18th in the ’09 standings with Ocean. “After chasing a [Formula 1] seat for a long time, I finally found a
great team to drive with. Colin Kolles has shown a lot of faith in me and it helps to have the backing of someone who has known me for long in a sport like Formula 1.” Chandhok added that he bore no ill feeling towards Force India and its boss Vijay Mallya, even though he had not been offered an F1 seat by his national team. “He called me and wished me well,” Chandhok said of Mallya. “Force India required something else at that point of time and they have now turned into a very good team. I hold nothing against Vijay. I wanted to drive in F1 and it didn’t matter to me which team I drove for. My priority is to stay in F1 and give it my best. I will consider driving for Force India if an offer does pop up and if they are still on a high, in terms of racing.”
