JAKARTA - Wiretap recordings allegedly demonstrating a highlevel conspiracy to muzzle Indonesia’s anti-graft agency were played in court Tuesday amid mounting public anger over corruption. The recordings have been presented as evidence of collusion between police, prosecutors and corruption suspects to silence antigraft investigators, supposedly with the approval of President Susilo Bambang Yudhoyono. The case has become a major test for Yudhoyono’s new coalition government, formed last month after he won a landslide election victory on the back of promises to stamp out widespread corruption. A page on social networking website Facebook — set up to demand the release of two arrested antigraft investigators at the centre of the scandal — has attracted almost 600,000 members in six days.
Hundreds of people took to the streets in Jakarta for a second day Tuesday to condemn the police and demand Yudhoyono step in to protect the two officials, both deputy chairmen of the Corruption Eradication Commission (KPK). Denpasar – Bali Government plan to form another local company (BUMD), PT. Bali Mandara. The proposal had been sent to Bali House of Representative and it had been discussed. The question emerge are what are the activities of PT Bali Mandara? Why Bali’s Government form another BUMD when the operational of the other BUMD is very difficult? The vice of Bali House of Representative, I Gusti Bagus Alit Putra, said that the proposal had been discussed in a meeting. However, the house decided that the proposal must be postponed and will be further discussed in 2010. Alit Putra said that the postponement was due to the short period time this year. “The agenda scheduled to be discussed next year. The Bali Mandara proposal will be discussed in 2010,” he added. However, the source in the house said that most of he member didn’t know about the proposal. Animal Husbandry Services to Observe Dogs Gianyar (Bali Post)—
Gianyar Animal Husbandry, Fisheries and Maritime Services instructed to take dog into cage and perform observation to dogs suspected to have been infected by rabies. Those dogs might be released when the laboratory test indicated they were negative to rabies. The Head of Gianyar Animal Husbandry, Fisheries and Maritime, Dewa Gede Putra Amerta, revealed that the caging made by husbandry services denoted one of the efforts in performing observation to dogs of biting residents and alleged to have been infected by rabies. Such caging of dog was carried out while taking its sample to be ex-
amined if they were infected by rabies or not. If the result of observation for two weeks did not prove the fact, the dogs would be returned. “The caging of dog is made for capacity of 200 dogs. One compartment will accommodate 20 dogs under observation,” he explained. Other than the making of cage for observation, the animal husbandry services also gave
vaccination to the dogs of local residents. It was mentioned, Gianyar got allocation of vaccine amounting to 3,000 vials and 1,500 vials of them have been used. Dog elimination based on request of local residents has been done to 250 dogs in Gianyar Regency. Dog’s bite in Gianyar has ensued for 517 cases. (kmb16)
After Attacked by Bacteria, Now Banana Imported from Java Thousand s of bananas perishing in Buleleng due to the attack of carrion beetles, fungi and bacteria thoroughly made farmers shocked. The dream of obtaining benefits by selling banana during religious holidays ranging from Galungan up to entering the fifth full moon on last Monday (Nov 2) in fact never came true. Buleleng banana once becoming a leading product, now has left a memory only. What should be done? “I have imagined that tens of banana trunks in my garden will bear fruits by Galungan up to this full moon. However, I should suffer from a great loss. When they started to bear fruit, they perished gradually,” said Gede Sudana (30), a farmer from Grokgak territory, last Monday. The fate of other farmers having banana garden at a number of territories in Buleleng was the same. This happened because thousands of banana trunks in Buleleng perished due to the attack of carrion beetles, fusarium fungi and pseudomonas bacteria. Actually, these attacks have occurred since years ago but it could not be eradicated up to 100 percent. Within the transitional season of this year, the attacked was getting more serious. Actually, Buleleng Regency includes a territory having great potential to be developed into a cen-
ter of banana plantation. Even, since 2000 up to 2005, banana produced by Buleleng once became a leading fruit. As consequence, local farmers enjoyed a good profit when their bananas were highly demanded by residents of other regencies in Bali, even by restaurants and hotels. Recently, the number of their banana products gradually decreased. They were unable to meet the demand of hotel or other regions and self-consumption. Today, for the need of rituals, Buleleng residents as others in Bali indeed should depend on the banana supply from Java. It was proven by the downloading activities at a number of traditional ports at northern coastal areas of Buleleng, such as Buleleng Port tending to show his increasing business every month. Downloading of banana freights carried out by traditional boats from Madura and Java progressively increased by Galungan holiday or other ritual days like full moon. A resident that always worked at Buleleng Port said that by Galungan holiday, traditional boats downloading banana freights were crowded enough. A boat could hold 100 stems of banana, one stem consisted of 50 pieces and at market, they were sold at IDR 100,000. On that account, a piece of banana at food stall might be sold at IDR 1,000 up to IDR 2,000. Therefore, it could be imagined how much
money were spent by residents to purchase banana from outside Bali for the means of oblation. The Head of Buleleng Agricultural and Animal Husbandry Services, Putu Ardika, admitted that Buleleng banana indeed once became a leading product around 2005. The most favorite banana cultivated in Buleleng were king feather and Cavendish (green banana). Even, many farmers specifically cultivated banana such as that located at Sanggalangit, Grokgak and plantation area at Kubutambahan. However, since the attack of insects, the only special banana plantation left was at Sanggalangit. The product of banana of Sanggalangit was only enough to meet the demand of hotel and restaurant. For that purpose, he expected the experts of plant disease could discover the right and affordable means in order Buleleng could regain its golden period as leading producer of banana. “The Office of Agricultural and Animal Husbandry Services have designed an integrated agricultural program to improve the banana production in Buleleng. After the shoot performed by a personal of Bali Police at Blue Eyes Discotheque, Jalan Bypass Ngurah Rai, Sanur, South Denpasar, last Friday (Oct 30) night, now the he remained to be probed by investigator of Security Professional Division (Propam). Up to this moment, the result of investigation was not known. Based on information gathered at Headquarter of Bali Police, last Monday (Nov 2), it was mentioned that such personal of police releasing the bang in a bathroom of the discotheque, had initial name J. He remained under investigation. Spokesperson of Bali Police, I Gde Sugianyar, when asked about his confirmation, justified the personal was still under probe. However, he did not explain further about the result of investigation. In the meantime, a number of police officer regretted such shooting case was related to the Unit of Criminal Researcher. According to him, such
shooting case was unnecessary to be related. “Let him undergo it. Please do not relate the case with Researcher,” he said. Similarly, it was related to the happening of farewell party held for officers of the middle ranks of Bali Police. The happening was not held at Blue Eyes, but at other place. “It had nothing to do with the farewell party,” said one of the police officers whose name asked to be made secret. As published previously, one of the personnel of Criminal Researcher ‘played’ to shoot at one of the bathrooms of Blue Eyes Discotheque. Allegedly, the personal of police was drunk when he was interrogating a suspected person bringing drugs. Since he could not find any evidence on the suspected person, the personal of police officer shot his firearm to the wall of bathroom. As a result, visitors of Blue Eyes were shocked and ran out of the hall area. As follow up, the officer was taken to Division of Security Professional (Propam). (kmb21)

Lemukih Residents Prevented by Police Singaraja (Bali Post)—
After attacking the office of Buleleng House, last Monday (Nov 2), residents of Lemukih Customary Village moved to Buleleng Resort Police. Those residents wished to accompany four witnesses who were under investigation related to clash case at Lemukih Village, last Tuesday (Oct 27) night up to Wednesday (Oct 28) early morning. The coming of Lemukih Customary villagers were impeded in person by a group of police in front of the Resort Police. They were not allowed to enter into the Headquarter of Resort Police. Meanwhile, police only permitted those who were probed by police to enter. Though there were a number of residents insisted on accompanying the witnesses, police officer stayed to forbid them. Four witnesses probed on last Monday were Kadek Buda, Ketut Budiastini, Nang Sari Karta and Nyoman Marayasa. By investigation to the four witnesses, it meant that 16 witnesses have been probed in connection with to the clash case causing three residents seriously injured. Allegedly, it had something to do with the land dispute at Lemukih. Chief of Buleleng Resort Police, Istiyono, said that his party has not determined any single suspect. When asked about the possibility of witnesses probed turned into the suspect, he said:”Of course, there
is possibility for that. Let’s wait and see,” he said.

Residents came to take their promise delivered by Commission A of Buleleng House on receiving the demand of Lemukih residents on last October 27. At that time, residents demanded in order Buleleng House issued a recommendation containing an instruction to Land Registry Services (KP) of Buleleng to measure the dispute land and recommendation to discharge the position of the Head of KP Singaraja, I Gede Sukardan Ratmasa, as he was judged incapable of carrying out his tasks. When residents expressing their disappointment in high tone, the head and member of the House gave impression to leave their responsibility. The head and member of the House also showed similar attitude when residents firmly asked about when the House could issue the recommendation promised. The witness Nyoman Wiradnyana alias Rencana presented on the session court with the accused Daryatno alias Jampes annulled all information mentioned in the Probing Document (BAP). On hearing the information of witness, the Head of Judge Assembly, Emmy Herawati, finally spoke. “Please do not behave strangely. It is impossible for an advocate to lead his client to provide incorrect information. His task is to accompany you. You hand over your authority to him. Therefore, it is impossible for him to harm you,” said judge Emmy, as if shed did not believe in the information of witness. It included when asked about the signature of witness that clearly mentioned in the BAP. Witness strongly rejected it. Witness having the status as the accused in this separate document

Considering that the witness kept on avoiding, the judge then reminded in order such temporary

Lee’s comments came amid a debate in diplomatic circles about the US role in various proposed free-trade zones and economic communities in the region. At an Asian summit last month in Thailand, Japan spoke of its vision for an East Asian Community and Australian Prime Minister Kevin Rudd outlined his idea for an Asia Pacific Community. Japanese premier Yukio Hatoyama, at the Thailand summit, was unclear on the extent of proposed US involvement but Rudd’s vision includes Washington. While China has not made public any proposal so far, diplomats say Beijing favours a free-trade zone comprising the 10 Association of Southeast Asian Nations (ASEAN) members plus China, Japan and South Korea.

ISLAMABAD - Rising numbers of civilians are pouring out of Pakistan’s war zone to flee battles between soldiers and Taliban militants but the fate of those left behind is uncertain, humanitarian workers say. “How much civilians are affected, we don’t know, and for that we need access,” said Billi Bierling, spokeswoman for the UN’s Office for the Coordination of Humanitarian Affairs in Pakistan. Up to 250,000 people have fled the military’s major offensive, now into a third week in South Waziristan on the Afghan border, said Lieutenant General Nadeem Ahmad, chief of the state-run agency handling the displaced. But no one knows the exact number of displaced people or those left in the conflict zone because foreign aid workers have not
been able to enter the areas, the humanitarian workers say. “We... know that there are still civilians trapped in the areas where fighting’s taking place,” said Sebastien Brack, spokesman for the International Committee of the Red Cross (ICRC) in Pakistan. Normally about 300,000 people live in the part of South Waziristan which the military is seeking to clear of “terrorists”. The district is part of a lawless tribal belt where US officials say Al-Qaeda and their allies are plotting attacks on the West. The military said that only one to two percent of the population remained in the conflict zone. “These are people who have stayed back to take care of their properties,” Ahmad told AFP. But the ICRC warned that the numbers were likely higher because others could not afford the “extortionate” rates charged by people offering transport for those fleeing.

Karzai vows to wipe out corruption, forge unity Agence France-Presse
KABUL - Afghan President Hamid Karzai vowed Tuesday that his new government would eradicate corruption and offered an olive branch to Taliban insurgents, launching his programme for another five years in office. Under pressure from US President Barack Obama to wipe out corruption and world leaders to unify the war-torn nation, Karzai used his first appearance since electoral authorities declared him president to pledge a cleaner rule. “Afghanistan’s image has been tainted by corruption. Our government’s image has been tainted by corruption,” Karzai told a press conference flanked by his controversial vice president Mohammad Qasim Fahim, who is widely accused of rights abuses. “We will strive, by any means possible, to eradicate this stain.” Karzai was declared president for another five years after the cancellation of a run-off ballot by the country’s election commission, which followed the withdrawal at
the weekend of his only challenger, Abdullah Abdullah. The president said it would have been better for Afghanistan, which is rife with ethnic rivalry, to have voted in a second round following a fraudtainted first election on August 20, and bemoaned Abdullah’s withdrawal. Karzai has been urged by a number of world leaders to ensure his next government can command the support of all the Afghan people. “The future government will be a government that reflects all the people of Afghanistan ... We hope that noone feels themselves isolated from this future government,” he said. The 51-year-old president, whose warm relations with the West have cooled over corruption and spiralling insecurity, also urged his Taliban “brothers” “to come home and embrace their land”. Obama and UN chief Ban Kimoon led world powers in congratulating Karzai, but the US president called for “a much more serious effort to eradicate corruption” and a “new chapter” in cooperation between the two countries. “This has to be (the) point in time in which we begin to write a new chapter based on improved governance,” Obama said he had told Karzai in a phone call. KARACHI - A passenger train collided with a cargo train on the edge of Pakistan’s biggest city Karachi, killing at least 12 people on Tuesday and injuring more than 30 others, officials said. “So far we have recovered the bodies of 12 passengers and rescued 38 injured people and sent them to hospitals,” Muzaffar Shaikh, a senior railway police official, told AFP. He said the operation was not over and there were still some bodies and injured passengers trapped inside one of the carriages. “My officials have seen a couple more bodies and are trying to take them out,” Shaikh said. “We are also hearing the cries of
a child and are trying to locate him.” Hospital officials said they were receiving the bodies and injured people from the incident. “We have received 10 bodies so far and more than 30 injured passengers,” doctor Seemi Jamali of Jinnah Hospital told AFP. The accident took place at Juma Goth, in the suburbs of Karachi, when the driver of the Karachi-bound Allama Iqbal express ignored a traffic signal and collided with the goods
train, senior railway official Aftab Memon said. Most of the casualties occurred in one passenger coach of the train, which was coming from the eastern city of Lahore, he said. Pakistan suffered its worst train disaster in more than a decade in 2005 when three trains ploughed into each other in southern Sindh province, killing around 150 people. More than 350 people were killed in a 1990 train smash.

BEIJING - A court in China Tuesday sentenced the “godmother” of an organised crime gang to 18 years in jail after a sensational trial which gripped the nation with lurid tales of sex and corruption. The ruling by a municipal court in Chongqing was the latest in a series of trials stemming from a huge crackdown on the underworld in the southwestern city of more than 30 million. “Godmother” Xie Caiping, 46, allegedly ran 20 illegal gambling dens in hotels, nightclubs and tea houses, was involved in illegal drug activity, and bribed police to turn a blind eye to her crimes, earlier press reports said.
Xie, who reportedly drove a Mercedes-Benz, owned several luxury villas and kept a stable of 16 young men to provide her with sexual services. Xie is the sister-in-law of the former head of Chongqing’s judiciary, Wen Qiang, who is at the centre of the crackdown. She was also fined 1.02 million yuan (150,000 dollars), said the verdict, posted on the court’s website. Twenty-one other suspects were sentenced along with Xie to jail terms ranging from one to 13 years, the court said. Luo Xuan, 29, who reportedly was Xie’s lover, was sentenced to fourand-a-half-years in jail for his role in the syndicate, it said.
The former vice director of a Chongqing public security precinct, Guo Sheng, and policeman Gan Yong were sentenced to 13 and 12 years in prison respectively for accepting bribes and offering Xie protection, it added. Last month, courts sentenced six people to death in the Chongqing organised crime trials. Xie’s brother-in-law, Wen, served as a top Chongqing police official for 16 years before taking over the city’s judiciary. He is the highest-ranking official ensnared in the crackdown that has led to the arrest of more than 1,500 suspects. Wen is accused of protecting an intricate web of businessmen, officials and mobsters.
SYDNEY - Twelve people were feared dead on Tuesday more than 24 hours after an unidentified boat sank in rough seas far off Australia’s northwest an official said. One body had been recovered and 11 people were still missing in the remote spot 2,700 kilometres (1,700 miles) from Australia’s mainland, a customs spokeswoman told AFP. Some 27 survivors had been picked up by a passing tanker. Asylum-seekers have returned as a major political issue in Australia with a new poll suggesting Prime Minister Kevin Rudd’s handling of this year’s sudden influx has not been popular with voters. Independent team attends constitutional court hearing Antara
JAKARTA - Members of the newly established independent fact-finding team on the Bibit-Chandra case here on Tuesday attended a Constitutional Court (MK) hearing. The MK’s main agenda was to play a wiretapped tape recording submitted by the KPK said to back its claims of a plot to oust two of the body’s deputy chairmen, Chanra M Hamzah and Bibit Samad Rianto, who were now under police arrest. The KPK allegedly had wiretapped Anggodo Widjaja, the brother of fugitive businessman Anggoro Widjaja. Anggoro has claimed he paid Rp6 billion in bribe money to Chandra, Bibit and other KPK officials in return for not being named as a suspect in a separate bribery case last year. Chandra and Bibit and their supporters claimed the arrests were part of a plot by figures in the National Police and Attorney General’s Office to frame them for corruption and weaken the KPK, which in the past had clashed with both institutions.
The wire-tapped recording played in the court was expected to reveal the alleged conspiracy to frame the two non-active KPK leaders. The fact-finding team, which was established on Monday, is chaired by by Presidential Advisory Council member Adnan Buyung Nasution with deputy Koesparmono Irsan (former member of the National Human Rights Commission), secretary Denny Indrayana (Presidential special staff for legal affairs) and five team members namely Amir Syamsuddin, a professor at the University of Indonesia’s school of law (FHUI), Todung Mulya Lubis (legal practitioner), Anies Baswedan (rector of Paramadina University), Hikmahanto Juwana (a professor at FHUI), and Komaruddin Hidayat (rector of the Jakarta State Islamic University (UIN). Adnan Buyung Nasution earlier explained that the team would work for two weeks with a target to give recommendation about Bibit and Chandra case to the president. Members of the legal team of Bibit and Chandra were also present at the MK court.
Government to repatriate 1,750 workers from Middle East soon Antara
SLEMAN - The Indonesian government will soon repatriate some 1,750 Indonesian migrant workers currently making a living in Middle Eastern countries for their own good, Manpower and Transmigration Minister Muhaimin Iskandar said. The workers would be brought home because they were not being treated fairly in the Middle East such as not being paid their salaries and the many instances of physical violence they have to endure, Iskandar said here Monday. Speaking to the press during an inspection of a transmigrants’ training center in Sleman, Yogyakarta, the minister said Indonesia would not only repatriate the workers but also stop sending workers to Kuwait. “At least 1,750 migrant workers employed in the Middle East will be repatriated and for this purpose the government will send aircraft to the Middle East starting on November 9,” he said. The to-be-repatriated workers were now employed in Kuwait, Jidda (Saudi Arabia) and Jordan.
“Indonesians in these countries are working in appalling conditions because they are not being treated justly. Many of them become victims of violence and live in conditions below minimum welfare standards,” he said. After the repatriations, the government will cease dispatching migrant workers to these countries. “In some of the Middle Eastern countries, the rate of violations by employers against migrant workers is quite high,” the minister said. He admitted that Indonesia’s working relations with Middle Eastern countries in manpower matters were “not so good” so that when a problem involving a migrant worker arose it was difficult to solve it properly. The government would in the days ahead correct the many weaknesses that existed in the current migrant workers’ recruitment and placement systems, he said. “Improvements will in the first place have to make in the recruitment and training systems, provision of health services, transportation to airports and eventually in the workers’ protection in destination countries to prevent the recurrence of abuses,” Iskandar said.

His trip is the second leg of a visit that also saw him visit Malaysia.He will meet the Minister for Finance and the Minister for Trade to support the government in their efforts to maintain open markets. He will also meet the Minister for Energy to show support for UK companies in Indonesia. “Indonesia is a growing economic power in the region and one of a number of countries that are likely to become increasingly important in the future,” he said. “We have identified this coun-
try as a high-growth market and one that has great potential for UK exporters. Indonesian companies can also benefit from trading and doing business in the UK,” the minister added. “Keeping borders open is the only way to increase prosperity. I want to express my support for the Indonesian Government and also hear from British companies what more we can do to support them. JAKARTA - Indonesia has arrested two Iranian men for allegedly smuggling more than two million dollars of the drug methamphetamine into the country, an official said Monday. The arrests took place separately on Friday and Sunday after the men arrived at Jakarta’s Soekarno-Hatta international airport, customs chief Baduri Wijayanta told reporters. “The total value of metham-
phetamine amounts to 25.2 billion rupiah (2.6 million dollars),” he said. Wijayanta said the latest seizures followed the arrest two weeks ago of 10 Iranians attempting to smuggle more than 10 million dollars of methamphetamines into the country. “We suspected that the two men are part of the Iranian drug syndicate we arrested last month,” he said. Indonesia enforces stiff penalties, including life imprisonment and death, for drug trafficking.

Bali Today Bali fishery export increase 11% Antara
DENPASAR – Bali fishery exports during January through August 2009 period gained $70.7 million rupiah or increase 11% compared to the same period last year. Ni Wayan Kusumawathi, the head of foreign trade division in Bali Trade Department, said that the exports in marine products are still very promising. The marine product exports contributed 22% from the total non-oil and gas export in January through August 2009 period which was $310 million. Kusumawathi explained that there was significant increased in several products exported by Bali. Kerapu fish which is a new export product was highly demanded in several countries such as China, Taiwan, Japan, and USA. The exports
gained $6.4 million, it increased 66% compared to the same period last year. Fresh and frozen tuna exports were $57 million during the same period. The number increase 9% compared to last year which was $52 million. Sea weeds from Bali also being exported to countries like Hong Kong, China, and other Asian countries. However the export was done through Surabaya so there is no record of it in Bali.

Usually, the dogs eat the leftover of foods and offerings but if the dogs decrease then the rats that also eat the same food will increase because there is less competition. Janice explained that if the government wanted some assistance, the association could help in giving vaccination to dogs. BAWA can give vaccination to 300 dogs in a day.
“We already give vaccination to several dogs in Bali. The price of the vaccine is cheaper than the price of the toxic to kill the dogs,” she added. The vaccine for dogs is also cheaper than the vaccine for human. Based on the data from Sanglah Hospital, the vaccine for one person cost approximately 1 million rupiah. It could be compared to the dog vaccine which only cost 17,000 rupiah. If 70% of the dogs in Bali already given vaccine then Bali are secure from rabies.

This great temple in the middle of Bangli stores several essential inscriptions declared as an Indonesian cultural heritage. How long has Kehen Temple existed? According to Bendesa (village responsible person) of Cempaga Village, I Nyoman Resiyasa, it’s hard to predict the temple’s existence. Obviously, Bangli’s history began and basically adopted Kehen inscriptions on the 10th of May 1204. “It means that Kehen Temple had existed long before,” adding that the temple underwent renovation in 1917, after an earthquake demolished it. Resiyasa who is usually called Mekel Bulakan, or Jero Mangku of Kehen Tehen said, there are 113 shrines existing around Kehen Temple. However, the main shrine is in the shape of Meru Tumpang Solas (eleven leveled shrine). On the left side of this Meru exists other shrines in line called Puncak Yang Ukir, Hyang Puserin Jagat, Betara Sanghyang Pujung Sari, Bhatara Gunung Tengah, Bhatara Gunung Koloka, Bhatara Gede Sema, Bhatara Tamansari, Bhatara Ratu Penyarikan, Bhatara Ratu Pasek Tugu and Bhatara Ratu Pasek Majembul. Whilst on the right side there are other shrines such as Bhatara Ngurah Agung, Bhatara Gunung Agung, Bhatara Manik Tirtha, Bhatara Ratu Maspahit, Bhatara Ratu Gede Pande and Bhatara Ratu Pande Madura all sited at the main temple area (utama mandala) with a further ten different also located at Jaba Duwur and Jaba Sisi. WASHINGTON - The Federal Reserve is gathering the heads of the largest banks it supervises Monday to discuss its proposal to limit incentive pay and bonuses to promote financial stability, a Fed official said. “Federal Reserve officials will be meeting with bank executives Monday to discuss the process for the reviews of incentive compensation arrangements at large, complex banking organizations,” a central bank spokesman told AFP. On October 22 the Fed released recommendations calling for banks to ensure their compensation polices “do not undermine the safety and soundness of their organizations.” The proposed rules, still in provisional form and subject to comment, are part of an effort to toughen supervision to avoid a recurrence of the near-meltdown of the financial system last year. The proposed rules stop short of specific pay caps or dollar targets for bonuses or commissions,
but instead offer guidance for compliance with the rules. Lavish pay and bonuses at financial institutions are blamed for encouraging excessive risk taking that fueled the global credit crisis that brought the US financial sector to the brink of collapse a year ago. The Fed proposed that its supervisors review 28 large, complex banking organizations to determine whether their policies are in line with its principles for risk-appropriate compensation incentives. The Fed would incorporate the review findings into the banking organization’s supervisory ratings. In certain cases, the central bank “may require” an organization to develop a corrective action plan to address unsatisfactory compensation policies.

ZURICH - Swiss banking giant UBS on Tuesday plunged into further losses during the third quarter as clients spooked by tax scrutiny withdrew billions of dollars of funds and assets from the bank. The bank said in a statement that its net loss for the three months ending September 30 reached 564 million francs (373 million euros, 552 million dollars), largely hit by credit charges. The flagship of Switzerland’s banking industry also failed to stem an
outflow of funds. Customers withdrew assets amounting to 36.7 billion francs over the quarter, bringing the total outflows over the first nine months of the year to 91.1 billion francs. The outflows were particularly marked in the United States, where the bank agreed in August to disclose details of 4,450 accounts in order to stave off potentially damaging tax fraud charges brought by US authorities. The Zurich-based bank, one of the biggest losers in the global financial crisis, has been struggling to recover aftre it plunged deep into loss. While several other international banks have posted sharp profits for the quarter, UBS’s latest result marked its fourth quarterly loss in a row. Overall, the bank said it expected to “see further progress in restoring the underlying profitability of the business in future quarters, particularly in 2010.”
It added that fourth quarter results of its investment bank unit, which has been blamed for dragging the bank down during the crisis, should reflect the “early stage of its recovery.” Analysts at Bank Wegelin said that the net new money outflows, and the
signs that they would not improve, would “frighten investors away.” “The only constant in terms of net new money are bad signs,” it added. The bank’s share price on ther Swiss Market Index (SMI) opened down 3.86 percent at 16.68 francs.

NEW YORK - Ford Motor Co. announced plans Monday to raise up to three billion dollars through an offering of new stock and convertible notes, saying the move would improve its balance sheet and liquidity. The announcement came just hours after the auto giant posted surprise earnings of nearly a billion dollars in the third quarter and said it was on track to become “solidly profitable” by 2011 after years of painful losses. Ford said it intends to enter into an equity distribution agreement with certain brokers to offer up to one billion dollars in common stock “from time to time” starting as early as December. The company said it also plans to sell some two billion dollars’ worth of convertible notes due in 2016. The notes could be converted
to common stock or cash at Ford’s option. The Detroit firm said it also aimed to propose to its lenders a plan to extend the maturity of its debts from 2011 to 2013 in exchange for reduced lender commitments and increased interest margins and fees. “These actions support the third pillar of our One Ford plan — finance the plan and improve our balance sheet,” said Alan Mulally, Ford’s president and chief executive. “We expect the moves will enhance Ford’s automotive liquidity and over time reduce the company’s debt burden, providing an additional cushion given the still uncertain state of the economy.” Ford’s debt load after four years of restructuring has hit 26.9 billion dollars. Ford has also managed to improve its cash position to 23.8 billion dollars, based on results reported Monday.

But the death toll, scientists now say, wasn’t as high as previously thought. Over nine months the two voracious hunters claimed 35 lives — no small figure, but much less than some accounts of as many as 135 victims.

Their killing spree inspired the 1996 movie ‘The Ghost and the Darkness.’
It was 1898, when laborers from India and local natives building the Uganda Railroad across Kenya became the prey for the pair, a case that has been the subject of numerous accounts and at least three movies. The death toll had been estimated at 28 railway workers and “scores of unfortunate African natives,” with the total ranging as high as 135. Delay of the railroad was even subject to debate in Britain’s House of Commons. Scientists hoping to figure out the actual number of people eaten decided to study the remains of the two male lions, now on display at the Field Museum of Natural History in Chicago, testing the types of carbon and nitrogen in their teeth and hair. Those chemical ratios were compared with the carbon and nitrogen found in modern lions in the region, in lions’ normal prey animals and in humans. Bones and teeth store carbon and nitrogen isotopes over long periods, while the ratios in hair change more rapidly, allowing the scientists to determine the long-term diet and how it changed in the lions’ last months. Humans made up at least half of the diet of one of the lions in the last months of his life, consuming at least 24 people, they concluded. The other lion had eaten 11 people, they found.

82 healthy sea turtles hatch at San Diego SeaWorld Associated Press Writer
LOS ANGELES – The population of endangered green sea turtles at SeaWorld in San Diego grew by 82 in October when the eggs hatched on Shipwreck Beach without human help. There hasn’t been such happy turtle news at SeaWorld since 2003, when 21 sea turtles got an assist from park staff, said Tim Downing, assistant curator of fishes. This time, the park let nature take its course and didn’t incubate the eggs. The babies started poking through their ping pong-sized eggs on Oct. 5. Since then, they have been getting a diet of squid, krill, shrimp and special pellets. The birth of the baby turtles was announced Monday. Downing said they are in excellent health and should go on display at the park before the end of the year. It will be up to the National Marine Fisheries Service and the U.S. Fish and Wildlife Service to determine whether the new turtles stay at SeaWorld and whether they will allow the turtles to mate again next year, he said. SeaWorld has 30 adult sea turtles in its collection, including three green females and one male. They have all been at the park since the 1960s so they are around 40 or 50 years old, or middle age for the creatures, which live to be well past 100 years. SHANGHAI – Doug Barron, a 40year-old journeyman who lost his tour card three years ago, became the first player to be suspended by the PGA Tour for testing positive for a performanceenhancing substance. Barron has been suspended for one year. He played eight full seasons on the tour, with his best finish a tie for third at the Byron Nelson Championship in 2006. “I would like to apologize for any negative perception of the tour or its players resulting from my suspension,” Barron said in a statement released by the PGA Tour on Monday. “I want my fellow tour members and the fans to know that I did not intend to gain an unfair competitive advantage or enhance my performance while on tour.” Barron could not be reached for comment, and his agent did not immediately respond to a voicemail. The news was greeted with shock at the HSBC Champions, a World Golf Championship event in China that has attracted several of the world’s best players. “I’m surprised to hear that,” British Open champion Stewart Cink said. “I know him a little bit. He’s taken medicine in the past for a lot of different reasons. I would think that has a lot to do with it.” Barron played a full Nationwide schedule last year, making only five cuts in 17 starts to earn $33,446. He played four times on the Nationwide Tour this year, and his lone PGA Tour start came at the St. Jude Classic, where he missed the cut.
The tour, which announced the suspension about two hours before the World Golf Hall of Fame induction ceremony, said it would have no further comment. Under its doping policy, the tour announces a suspension but does not disclose what substance a player used. That left players wondering what Barron took that was on the list of banned substances, although they were skeptical it was anything to give him any kind of an advantage. The last time Barron made news was in 2006 at what is now the Transitions Championship outside Tampa, Fla., where he removed his shirt to play a shot out of the water on the 16th hole at Innisbrook. He exposed an ample belly on television, drawing jokes from players. “I don’t believe it,” Rod Pampling said. “Doug Barron? Look at the man. Tell him to take his shirt off and ask anyone, ‘Do you believe he’s on performance-enhancing drugs?’” The tour did not start random testing until July 2008, which includes its second-tier Nationwide Tour. Barron’s most recent tournament was in September at the Mexico Open, co-sanctioned by the Nationwide Tour, where he missed the cut. Jerry Kelly said he has known Barron for years and also said he had several health issues. “My big question is whether he was doing something to make himself feel better and did not get the therapeutic use exemption,” Kelly said. “I mean, this guy had health problems. I was shocked when I heard, but I also understand knowing that he was trying to feel better.”

LONDON - Liverpool head for a decisive Champions League clash at Olympique Lyon on Wednesday with 10 players injured or doubtful for the game and coach Rafa Benitez facing the biggest crisis in his five-year Anfield reign. Ferrari: Diffuser row costly for team
Abu Dhabi - Ferrari believes its 2009 season was wrecked by the row over double diffusers - but says total rules clarity for next year means there is no reason it cannot be back fighting for the title. The Maranello-based team did not initially adopt the double-diffuser concept used by Brawn GP, Williams and Toyota at the start of the season – and it struggled to integrate it onto its F60 once the FIA ruled it totally legal.

Brawn thankful to Barrichello ROSS Brawn has praised Rubens Barrichello’s contribution at the Brawn team following the confirmation that the Brazilian will leave the squad. Well aware that it was always going to be on the back foot with its car, Ferrari took the decision mid-campaign to shift all its focus onto its 2010 design – which has now made it bullish about its prospects for next year. When asked by AUTOSPORT for the reasons why the team feels confident about its chances for next season, team principal Stefano Domenicali said: “The confidence comes from the fact that we don’t see any loophole in the regulation that can be considered, I would say, legal. Now things are legal full stop. No discussions and we can look ahead always. “We also did the choice that Ross [Brawn] did with Honda two years ago, to concentrate all the efforts into the new project. I think the reason we did something different to McLaren was because our car was structured so as to not to develop the double diffuser. It was blocked, and that is why we said we don’t have to do work here, because it will not carry on next year. That is why, looking at the numbers we have in the wind tunnel, I am positive now. With my feet on the ground - but for sure positive.” Although Ferrari missed out on third place in the Constructors’ Championship by just one point to rival McLaren, Domenicali has praised the fighting spirit of his team for its effort over what was a hard season. “We had the spirit and we are used to getting out with the Ferrari spirit and the Ferrari resources, and that is what we have to learn this year,” he said. “It was of course a difficult season, but you have to look at the situation this year and what happened. I think for sure on the technical side, the championship was in a way steered with the double diffuser situation at the beginning. That, for us, [meant] we had to work on the car without that kind of structure and it was difficult to catch up. We knew it, and this is the reason why – considering what we saw when we did the first step of development, we took the very difficult decision to say in the middle of July, look let’s stop work on this car and work for next season.”
