Bali News Sanglah Hospital Treats 51 Rabies Patients, 29 Die Regency Govt Expected to Prepare VAR Denpasar (Bali Post)— As of rabies spread in Bali since last November 2008, the total number of patients being treated for symptoms of rabies at Sanglah Hospital reached 51 people, where 29 of them died. Out of the total patient treated , it is recorded that 13 from Karangasem , Badung (11), Tabanan (11), Gianyar (6), Klungkung (1), Bangli (2), Denpasar (6), and Buleleng (1). For patients who died, according to Secretary of Rabies Management Team of Sanglah Hospital, Ken Wirasandhi, from about 29 people tested, 21 were declared positive to rabies through laboratory tests. For patients who died and stated positive to rabies all had a record of being bitten by dog and did not get the vaccination. Based on data from the field according to Ken, the patients who died could be divided into two groups why they did not get the VAR. “The first group is people who do not really know about the dangers of bitten by a dog. They do not know what rabies is, so they neglected it without care and did not get the VAR,” said Ken. This group, according to Ken, remained to need more socialization constantly about rabies. While the second group was people who knew about the dangers of rabies, but did not know where to get the VAR. “Moreover, they lived at isolated area like Karangasem region. When the VAR stock is empty at local hospital or center of rabies in the area did not have their VAR, they mostly did not know where else to get a VAR or even knew could not go because the far place to go,” said Ken. For this group, the availability of rabies VAR at the center of each regency should have the stock, so that people did not need to go away to Sanglah Hospital just to ask for the VAR. Head of Bali Health Services, Nyoman Sutedja, also told about the availability of VAR, where the regency was expected to provide it. Meanwhile, the Bali Health Service itself had a fund of IDR 2.5 billion to buy VAR and could be realized in next April. “According to procedure, the funds can be withdrawn through the auction first. So the possibility of IDR 2.5 billion fund to buy VAR would be realized in April 2010. So before that time, it was feared a shortage of VAR would ensue. So, to anticipate the regency government was expected to supply it as well,” Sutedja added. For current VAR buffer stock, Bali Health Service remained to have some 87 vials. From observations of Bali Post ,VAR stock at Sanglah Hospital on last Monday ran out as well. Even, there were some patients coming from Karangasem stated that VAR at Karangasem Hospital has run out. Similarly, the Wangaya Hospital was shortage of VAR stock. A patient from Karangasem, Ketut Pura, 60 could hardly get his second VAR. Though procedurally he had to get a VAR at policlinic, but considering the distance traveled, Pura was finally allowed to get it at Emergency Room of Sanglah Hospital. According to one of the relatives, Pura was bitten by dog at his right hand on last Saturday (Jan 23) and had got his first VAR at Karangasem Hospitals. “We’d like to get the second VAR, however we were a little late. Karangasem Hospital ran out of stock, so that we were referred to come here,” said one of the Pura’s families. Besides, Pura had a symptom of numb at the scars so that his family was worried if he did not obtain the VAR immediately. (kmb24)

To help finance his son who was ill and covered the debt having accumulated in the bank, I Gusti Made Yuliadi Wirajaya, 42, was determined to do crime. He was proven to embezzle the company’s money worth IDR 76 million. Now, Wirajaya Yuliadi has to dwell in police cell of South Kuta Sector Police for accounting to his action. Chief of South Kuta Sector Police, Nanang Prihasmoko, last Monday (Feb 1) said the suspect was still being checked by investigator of local police station. The suspect confessed all his actions. The reason was because the child of suspect was sick and also covered debts in the bank. “We remain to investigate him further,” said Nanang Prihasmoko last Monday. According to Chief Nanang, the suspect has served as operations manager in the company PT Heavenly Residence. He has worked for two years at the company located on

Jalan Gunung Payung, Sawangan, South Kuta. “Well, the way he did his works initially went well. However, once stepped in December 2009, the suspect began to be desperate,” he explained. Malicious intent of the suspect appeared. He embezzled two laptops worth IDR 10 million. Not only that, the suspect also embezzled the money paid by the guests and service equipment worth IDR 64 million. “So the total loss suffered by the company amounts to IDR 76 million. This case was reported by

one of the local employees, Putri Wahyuni, 36,” he said. Explained, this case was revealed when the company did cross-check related to its accounting report. Well, it was not found any equilibrium or balance. The company then explored it further. Strangely, the suspect who lived at Lukluk Housing Complex, Mengwi, Badung, suddenly resigned from the company. As a result, the company alleged the suspect as the perpetrator. Thus, this case was then reported immediately to South Kuta Sector Police. Chief of Detective Unit I Gde Ardana led the investigations to the field. At the end, the suspect could be arrested at his new workplace in Kuta. “We have captured the suspect. Now, he is still waiting for subsequent legal process,” he said. (kmb21)

Similar opinion was delivered by Chairman of Indonesia association of farmers (HKTI) Bali who is also a lecturer at Udayana University, Prof. Dr. Nyoman Suparta that leaders must take care of agriculture, enjoy agriculture and fully understand about the data and the agricultural potential and know the vision where farmers should be brought to make them prosperous. In terms of policy, they should have strong management commitment to not easily shaken. Prof. Dewa Suprapta added the commitment of leaders to protect and develop the agricultural sector was so important for Bali because agriculture denoted the fortress of Balinese culture. If farming activities turned faded due to the transfer of land function and young generation were less interested

in agricultural activities, it could be imagined the fate of Balinese culture in the future. In order to advance the agriculture of Bali and welfare of farmer increases, future leaders must have a scheme to stimulate breakthrough of investment in agribusiness. Indeed, investing in agriculture is risky. It may face harvest failure, due to the influence of weather and so on. Therefore, future leaders must give incentives to those who are willing to invest in agriculture. For example, it can be done by providing tax incentives, ease of securing a permit, funding assistance with a mild interest and so on. Another contribution is the faithful to use of the product of local farmers, and loyal assistance or guidance to farmers. Prof. Nyoman Suparta said, farmers with limited land, small capital and so on would be difficult to develop on its own. On that account, it required reinforcement from the government. If farmers wanted to develop commodity being compatible with the area and were able to create products with good results, farmers should be given capital with a very low interest, mentoring technology and so on. Thus the product of farmers will have really good

quality. But no matter how good the commodity is, government needs to make a good marketing system. By doing so, farmers are expected to increasingly advanced and feel convenience to do their farming activities. Prof. Dewa Suprapta added, by encouraging investment in the agricultural sector, there were some roles that can be carried out. First, with job availability in agriculture, poverty at the level of rural farmers could be eradicated. Second, nature of Bali would be increasingly green and indirectly conserved through farming activities. On that account, the Dewa Suprapta who is also President of the International Society for Southeast Asian Agricultural Sciences (ISSAAS) asserted that developing the agricultural sector of Bali entailed seriousness and high ideals. “Participation of all parties is needed in the building the sector. The leader as policy holder should encourage investment in agriculture,” he said. Additionally, he said other than producing food and bioenergy, agriculture played important role to maintain the nature of Bali in order to remain green. Rain Poured, Amlapura Submerged Amlapura (Bali Post) — Heavy rains since about 2 p.m. in the afternoon until night, on Monday (1 / 2) yesterday causes some parts of Amlapura city to submerge. The highway was full of water just like a river, while the sewers were over-flown.

Fatal Motorcycle Crash, Killed One Semarapura (Bali Post) —

Traffic accidents continue to occur in Klungkung. This time, two motorcycles had crashed at Jalan Umum Banjar Sangging, Akah, Klungkung. As a result, a motorist, Nengah Kerna (51) originated from Banjar Bungaya, Akah, Klungkung was killed in the unfortunate event because of severe head injuries suffered. The accident occurred on Sunday (31 / 1) yesterday, between motorcycle (Plate no. DK 2364 GZ) ridden by Nyoman Suartawan (19) a student from Banjar Marga Sari, Pupuan, Tabanan on motorcycle with plate no. DK 6157 MH ridden

by the victim. The incident began at around 9:15 p.m. when the victims were coming from opposite direction. At that time, Nengah Kerna was riding the bike with his 8 years old grandson, Kadek Ariawan. On the scene, the victim was about to overtake a vehicle. Unfortunately, he took the bow too much to the right, thus he collided with motorcycle ridden by Nyoman Suartawan that was coming from the opposite direction. As a result of the collision, both riders were thrown off their bikes and injured. The worst was experienced by the victim who suffered injuries on his cheek and right part of his fore-

head, blisters and swelling on the right hand and unconsciousness. The victim was rushed to Klungkung hospital for intensive treatment. Because the wounds suffered were severe enough, the victim was referred to Sanglah Hospital. However, his life was already hopeless. The victim took his last breath on the way to Sanglah Hospital. Head of Association Development of Klungkung Police, Kompol. Dewa Gde Sugawa, on Monday (1 / 2) yesterday confirmed the road accident resulting in one casualty. Found Dead, Elderly Woman Allegedly Murdered With a Hammer Tabanan (Bali Post) —

An old woman named Ni Made Tami (75), resident of Banjar Sanda, Sanda Village, Pupuan was found dead on Monday (1 / 2) yesterday. Allegedly, the victim died after bashed by a hammer used to break stones. The police have not succeeded in revealing who the sadistic killer is. Information gathered in the field point out that Tami was found dead last Monday at around 10 a.m. when her niece, Ni Luh Gede Riandani (23), at approximately 9 a.m. came to Tami’s shop to buy detergent. Unusually, the small shop was still closed. Witness tried calling from the outside but there was no answer. Riandani tried to find the victim from behind the shop and had peeked from the back of the shop where the door slightly opened. After repeatedly calling and still no answers were heard, Riandani went back to her home. At around 10 a.m., Riandani went back to the shop because of the needed detergent. The shop was still closed even though it was almost noon. Curious, Riandani called Dadong Tami, but still no response from the victim. Shortly after, Made Sanggra(60), a local resident, came to buy a plastic rope. Out of curiosity, they tried to enter the shop/house through the back door. He saw Tami lying down on her bed, not moving at all even when

recalled. Blood were seen above her right eye. Since Tami was already dead, the witnesses screamed and gathered the neighbors, then continued to report the incident to the police. Forensic Laboratory Team (Labfor) along with Bali Tabanan District Police Identification Unit directly visited the crime scene and requested information from witnesses. Allegedly, Tami was killed. Officers found a hammer used to break rocks about 30 feet away from the victim’s home. In addition, the victim’s money, which was usually wrapped in a piece of cloth, also disappeared. Three boxes of cigarettes were also taken by perpetrators. Yet strangely, the gold ring and necklace worn by the victim remains intact. According to information from the local people, Tami stayed at home alone. Her husband had lived and died in Denpasar and only went home if there is a family or customary event. Tabanan police Head of Public Relation, Kompol Endung Hardanto on Monday said that the police are still chasing the perpetrators. They have not found a lead on who actually have the heart to kill the elderly woman. This case adds to the unsolved murder investigation. The murderer of Ni Luh Sri Utami, whose body was floating in Lake Beratan, Bedugul a few weeks ago until now has not been revealed. (KMB 14)

President’s sex life makes headlines in S. Africa AP

JOHANNESBURG – South Africa’s governing party says a report that the country’s polygamist president fathered a child out of wedlock makes “a mountain out of nothing.” The report, however, has sparked some criticism in a country where one-tenth of the population is living with the virus that causes AIDS. Johannesburg’s Sunday Times newspaper, citing unnamed friends of the woman’s family, reported that President Jacob Zuma had a daughter in October by a woman who is not one of his three wives nor a fourth woman to whom he is engaged. Zuma has not commented on the Times story. In an e-mail Tuesday from Ethiopia, where he had accompanied Zuma to an African Union summit, presidential spokesman Vincent Magwenya neither confirmed nor denied the report, saying: “Those who have laid judgment on the president in a matter that is entirely a private, personal issue, can they subject themselves to a public audit of their private lives?” Politicians elsewhere would find it difficult to survive headlines about a “love child.” But Zuma’s African National Congress party swept parliamentary elections in April, ensuring him the presidency, even though he had confessed before the vote to a previous affair and has in the past married women only after having children with them. ANC spokesman Jackson Mthembu said in a statement: “We are of the view that the media and some political commentators are making a mountain out of nothing.” Zuma is popular in South Africa for his personal warmth and populist policies, and some here applaud him for embracing what they see as traditional African values in his personal life. Polygamy, though, is not widely practiced and is seen by some as old-fashioned — and expensive. The Times did not name its sources, described as friends of the family of the woman reportedly involved. It quoted the woman as

telling its reporter: “I don’t know what you are talking about.” Opposition parties and political commentators, though, treated the story as confirmed. “The South African public must make its voice heard and tell President Zuma to start behaving like a president and not a gigolo,” said Mosiuoa Lekota, a former prominent ANC member. In 2008, Lekota formed COPE, a party embraced by other ex-members of the ANC who had questioned whether Zuma was fit to lead the country. Magwenya, Zuma’s spokesman, said, “Can any of us claim with absolute certainty that we know what could have led to the circumstances that are being reported about the president’s relationship? “The details of such circumstances belong to the realm of his private life, that all of us have and do enjoy.” But Helen Zille, a provincial premier and leader of the main opposition Democratic Alliance party, said the matter does have public importance. “President Jacob Zuma’s behavior directly contradicts the government’s campaign against multiple sexual partners, and the inherent AIDS risk in having unprotected sex,” she said in a statement. South Africa, a nation of about 50 million, has an estimated 5.7 million people infected with the AIDS-causing HIV virus, more than any other country. Zuma’s Zulu traditions allow men to have multiple wives. But experts say having multiple, concurrent partners heightens the risk of AIDS. In an interview, Mthembu, the ANC spokesman, said he did not know whether Zuma would speak on the newspaper report and ensuing criticism. “If he thinks that it is a matter that he needs to inform all of us about, he will do so,” Mthembu said. Mthembu said the ANC saw no links between ANC policies to fight AIDS and Zuma’s personal life. Zuma has been applauded for turning around AIDS policies after President Thabo Mbeki’s stance was blamed for hundreds of thousands of premature deaths.

Malaysia’s Anwar says PM behind sodomy trial AP

KUALA LUMPUR, Malaysia – Opposition leader Anwar Ibrahim on Tuesday accused Malaysia’s prime minister and his wife of involvement in bringing the sodomy case against him, and said he would seek to put them on the witness stand to prove it. Anwar’s long-awaited trial on charges of sodomizing a former male aide was postponed by about five hours pending a decision by another court whether the defense has the right to study in advance the evidence that the prosecution plans to unveil. The former deputy prime minister has long maintained that the allegation is a conspiracy by his enemies to end his political career. Anwar — dressed in gray shirt and jacket — was almost knocked down by television crews jostling to get near him as he arrived at the Kuala Lumpur High Court for the start of trial. He came out of court about 30 minutes later to announce the trial had been adjourned until late afternoon. Anwar was charged in August 2008 with sodomizing a 25-yearold male former aide, Saiful Bukhari Azlan. He told reporters he has evidence that Saiful visited Prime Minister Najib Razak and his wife Rosmah a few days before making the allegation. “They were personally involved in this conspiracy and frame-up. We have evidence that Saiful Bukhari was in the house with Rosmah and met Najib a few days before he

lodged the police report,” Anwar said. He said he plans to subpoena the prime minister and his wife as witnesses. Najib has acknowledged Saiful came to see him but says it was in connection with a university scholarship. Najib was deputy prime minister at that time. This is not the first time Anwar has been accused of sodomy. He spent six years in prison after being convicted of corruption and an earlier sodomy charge, following his ouster from the Cabinet in 1998 amid a power struggle with then leader Mahathir Mohamad. He maintained his innocence all along and was freed in 2004 when Malaysia’s top court overturned the sodomy conviction. Sodomy is a crime in this Muslim-majority country, carrying a prison sentence of up to 20 years. Anwar, 62, says the latest charge is designed to undermine his threeparty opposition alliance, which made massive inroads during March 2008 general elections. Government officials deny plotting against Anwar. A guilty conviction would bar Anwar from politics for five years from the date of his release, and deal a massive blow to the opposition alliance, which has appeared to be on the verge of breaking the ruling

party’s stranglehold on power for the first time since independence in 1957. But the alliance, whose members have widely differing political ideologies, is already showing cracks because of long-standing differences coming to the surface. Anwar’s conviction could widen those cracks and also distract people from the country’s religious tensions and economic problems. The trial was supposed to start last summer but was delayed by a series of applications by defense lawyers. On Friday, the Federal Court, Malaysia’s top judicial body, rejected their latest bid to force the prosecution to provide medical reports, camera recordings and other evidence ahead of the trial. The defense asked the Federal Court to review its decision, which led to Tuesday’s five-hour adjournment. Somali pirates abandon hijacked Indian dhow NAIROBI, Kenya – The European Union’s anti-piracy force says Somali pirates have abandoned an Indian-flagged dhow they had held for more than two weeks. The EU naval force says the pirates left the Faize Osamani late Monday. They immediately boarded another ship held by fellow pirates, the British-flagged Asian Glory. Somali pirates have been known to give up on ships they believe have no ransom value, such as vessels owned or hired by Somali trad-

ers. The force says a coalition force ship provided medical and technical assistance to the 14-member crew of Faize Osamani before the dhow sailed to the Somali capital, Mogadishu, with its cargo of rice. Somali pirates are currently holding several vessels and their crew hostage.

Two teens charged over Australian bushfire SYDNEY (AFP) – Australian police on Tuesday charged two teenagers with arson over a fire that killed one man on “Black Saturday” — the day last year that 173 people lost their lives in wildfires. The pair, aged 14 and 15, were charged with arson causing death for allegedly lighting a bushfire in a dry creek bed at Maiden Gully, near the country town of Bendigo in Victoria state as temperatures soared last February 7. “As a result of the Maiden Gully fire, a 47-year-old man was killed and 354 hectares of land, 61 houses and 125 sheds and outbuildings were destroyed,” police said in statement.

Police estimate the fire caused 23.5 million dollars (about 21 million US) in damage to property. Reports said the pair, who cannot be named but who media reports said were both boys, appeared in separate Victorian children’s courts on Tuesday and were granted bail. The court heard that 47-year-old Kevin Kane died in the Maiden Gully fire after he became trapped inside his home. The fire was just one of several that raged across Australia’s southeastern state of Victoria on February 7 killing 173 people and razing more than 2,000 homes in the country’s worst peace-time disaster.

JAKARTA - President Obama and his family will make a state visit to Indonesia in the second half of March 2010, according to a White House statement. The trip would be an important part of Obama’s continued effort to broaden and strengthen the partnerships necessary to advance the two countries’ security and prosperity, the statement said. Indonesia is the world’s fourth most populous country, the third largest democracy; is home to the largest Muslim population in the world; and an important partner to the US in the G20. During his visit Obama would formally launch the US-Indonesia Comprehensive Partnership, an initiative through which the United States will broaden and strengthen relations with Indonesia to tackle

JAKARTA - ASEAN citizens stand to benefit from several initiatives to be undertaken by their governments to ensure the availability of and access to antiviral drugs and pandemic influenza vaccine, including through working with the private sector. The region’s ministries of health, and the food and drug agencies said recently they would jointly formulate regional policies to facilitate domestic production, importation and registration of the antiviral drugs and pandemic influenza vaccines, according to information on the official website of the Jakarta-based ASEAN Secretariat here on Tuesday. “Representatives of ASEAN member states also said that they would explore the feasibility of joint

procurement to reduce the costs and secure the availability of supply,” said Dhannan Sunoto, director of the Cross-Sectoral Cooperation Directorate of the ASEAN Secretariat. During the ASEAN Meeting on Promoting Access to Antiviral Drugs and Pandemic Influenza Vaccines held in Singapore late last week, the sharing of antiviral drugs, vaccines and other resources was also discussed by the representatives of the Member States. Meanwhile, at the national level Member States have been encouraged to enhance partnerships with the pharmaceutical industry to promote transfer of technology and to seek the cooperation of local industries to produce the drugs and vaccines needed. With this in mind, consultations between Governments and several

international and regional pharmaceutical companies were also convened. ’We are looking for win-win schemes that would allow the ASEAN people to have better and quicker access to the antiviral drugs and vaccines for pandemic influenza,’ said Mr Sunoto, who expressed optimism that practical public-private partnership schemes could be explored to make the drugs and vaccines easily available in the region. Bali Today Sand storm disturb activities in Kuta beach Antara

DENPASAR – The activities in Kuta beach was disturbed by sand storm. The storm made the sand covered the road in the beach area. I Gusti Ngurah Tresna, the head of Kuta authorized officer, said “the wind is very strong. The big rocks in front of Kartika Plaza hotel are destroyed by the strong wind.” The big rocks actually placed there to block the big waves from hammering the hotel compound but the wind break it into pieces. The condition made the hotel staffs and the officers of Kuta must clean the debris. “The hotel management has come to us and asks assistance to clean the debris. We also requested the help from the government to handle the problem,” Ngurah Tresna said. Eight rocks as much as one ton each were placed in the beach area in front of Kartika Plaza hotel. It was needed to prevent the abrasion on the area. Six out of eight rocks were destroyed by the strong wind and

big waves. Ngurah Tresna said “we already contacted the authorized department in order to replace the destroyed rocks. The damage needs to be repaired soon because the abrasion could get worse especially during the poor weather condition.” Rai Yusa, the head of General Work Department said that the problem will be handled by the abrasion handling team. “The team will try to reassemble the rocks for temporary support because it is very dangerous to work in the poor weather condition,” he added. Currently, the team will monitor the condition in the beach area in order to determine the next step.

China faces risks from bank lending surge: OECD Agence France-Presse

BEIJING - Surging bank lending could threaten the stability of financial institutions in fast-growing China, the OECD said Tuesday in a report that urged more market reforms to help reduce such risks. The Organisation for Economic Cooperation and Development said in its first China survey for five years that while Beijing’s policies had helped shield the country from the world slowdown, excess government controls were a problem. It recommended China loosen its grip on the value of the yuan and further accelerate other marketbased economic reforms, including allowing greater foreign access to its financial markets. The report identified the recent surge in new lending as a key problem facing the nation’s economy and financial system. “While Chinese banks have so far weathered the global slowdown well, the acceleration in new lending since early 2009 raises the risk of a renewed surge in non-performing loans (NPLs) in the years ahead,” the report said. The lending binge has emerged as a key concern for

China’s economic policymakers, with Liu Mingkang, chairman of the China Banking Regulatory Commission, saying last month the government would rein in credit. His comments come after the central bank moved to hike the minimum amount of money that banks must keep in reserve and took other steps analysts said were meant to curb lending amid fears of bad loans, asset bubbles and overheating. Chinese state media also has reported major banks were verbally ordered by authorities to cut new lending, although Liu denied such a move. Some analysts have said they expect Beijing to go even further by raising interest rates, but most have said such a move is unlikely before mid-2010, as it could fuel inflation. The OECD said recent “sharp increases in land prices” stemmed partly from excess liquidity and it warned financial institutions could

be stuck with bad loans if property prices fell. Property prices in Chinese cities have soared, rising in December at the fastest pace in 17 months, according to official figures. The surge accelerated after Beijing responded last year to the world economic woes with tax breaks, easy bank loans, lower down payment requirements and by calling on banks to pump up lending to keep the economy growing. As a result, new loans nearly doubled in 2009 from the previous year to 9.59 trillion yuan (1.4 trillion dollars), according to government data. The Paris-based OECD called bad loans “perhaps the most significant near-term risk” to Chinese financial institutions. It advised lifting ceilings on foreign investment in banks to “put pressure on these institutions to upgrade their governance, management and technical capabilities, and would facilitate their international expansion.” It also advised China’s leaders to move more quickly toward freeing up the yuan.

WASHINGTON - White House adviser Paul Volcker will urge Congress to curb the risks taken by large banks to help prevent them from being treated as “too big to fail,” according to testimony obtained by Reuters on Monday. Detailing a recent proposal known as “the Volcker rule,” the former Federal Reserve Chairman will tell lawmakers that commercial banks’ proprietary and speculative activities should not be protected by the government. He will also urge international consensus on “appropriate” actions to restrict commercial banks’ activities. Volcker — an adviser to President Barack Obama whose star has risen in recent weeks —

will appear before the Senate Banking Committee on Tuesday to defend the administration’s latest proposal to rein in the banks. In January, Obama proposed limiting commercial banks’ ability to engage in proprietary trading, to end their ties to hedge funds and private equity funds and to restrict the future growth of large banks beyond a new market share cap. In his testimony, Volcker will say there are strong conflicts of interest inherent in participation by commercial banks in proprietary or private investment activity. “I am not so naive as to think that all potential conflicts can or should be expunged from banking or other businesses,” Volcker said in his prepared remarks. “But neither am I so naive as to think that, even with the best efforts of boards and management, so-called Chinese walls can remain impermeable against the pressures to seek maximum profit and personal remuneration,” he said. Taken on board as an adviser early on by Obama, Volcker initially seemed to have not much of an impact in the administration. But that has changed since the Democrats lost a special Senate election in Massachusetts and Obama moved to a more populist stance, proposing new bank restrictions.

WASHINGTON – President Barack Obama is redirecting America’s space program, killing NASA’s $100 billion plans to return astronauts to the moon and using much of that money for new rocket technology research. The moon mission, which had already cost $9.1 billion, was based on old technology and revisiting old places astronauts had already been, officials said. The previous NASA chief, in selling the old moon plan, had even called it “Apollo on steroids.” The rockets were based on space shuttle boosters. “Simply put, we’re putting the science back into the rocket science at NASA,” White House science adviser John Holdren said at a budget briefing Monday. The $4 billion that NASA spends yearly on human space exploration will now be used for what NASA and White House officials called dramatic changes in rocketry, including in-orbit fueling. They said eventually those new technologies would be used to send astronauts to a nearby asteroid, a brief foray back to the moon, or the Martian moons. The White House plan was short on details, such as where astronauts would fly next, on what type of rocketship, or when. However, officials were quick to point out the failures of the Bush administration’s moon program, called Constellation. It included the construction of two types of rockets, Ares I and Ares V, and an Orion crew capsule. All were canceled. Shutting down the program will cost about $2.5 billion, NASA said.

Former President George W. Bush proposed the moon mission after the Feb. 1, 2003, space shuttle Columbia disaster that claimed seven lives — exactly seven years ago Monday. And congressional boosters of the plan aren’t willing to give up on it just yet. Sen. Bill Nelson, D-Fla., and chairman of the Senate space subcommittee, said he will hold a hearing later this month to see if Congress could rescue some parts of the Ares rocket programs. “This is a pretty substantial change,” said MIT astronautics professor Ed Crawley, who was on a special panel that looked at the future of spaceflight for the White House. “It is more change than I thought they’d take on.” Crawley said the Bush moon plan was well thought out, but based on existing technologies and underfunded. “We didn’t lose the moon today; we very subtly lost the moon a long time ago when the amount of money disappeared a few years ago,” Crawley said. Besides redirecting money to new technologies, NASA is getting an extra $6 billion over five years to encourage companies to build private spaceships that NASA could rent. Many of those companies are run by Internet pioneers, including Blue Origin, headed by Amazon founder Jeff

Bezos. Another firm, SpaceX, run by PayPal founder Elon Musk, is already building private rockets. In a teleconference Monday, Musk said that within three years of getting a contract with NASA, he could deliver astronauts to the International Space Station for about $20 million a head — cheaper than the $50 million Russia is charging the United States. NASA now has seven companies getting money to work on planning for some types of commercial spaceships. Former NASA associate administrator Scott Pace, now a professor of space policy at George Washington University, said relying so much on commercial companies is taking a big chance because they might not deliver on time or on budget. “The risks are higher, the goals are more vague,” Pace said of the new space policy. “It’s more money but probably not enough.” NASA will also spend an additional $2.5 billion over five years for more research on how global warming is affecting Earth, including replacing a carbon dioxide monitoring satellite that crashed last year. NASA will also extend the life by several years of the International Space Station, which had been slated for retirement in 2016. NASA’s yearly budget is $19 billion. NASA said if the private companies work well on their unproven spaceships, astronauts could fly in them to the space station as soon as 2016. After the next five space shuttle flights, NASA will have to hitch rides to the space station on Russian rockets.

Grape growing, fish protection clash in California Associated Press Writer

HEALDSBURG, Calif. – Grape growers in Northern California’s cool, fertile Sonoma County wine region are stomping mad at a new plan to limit the amount of water vineyards can pump from local rivers and streams to protect crops from frost — a proposed regulation meant to safeguard coho salmon, a species on the brink of local extinction. Vineyard acreage in Sonoma County, adjacent to the Napa Valley, has increased 30 to 40 percent during the past decade and the county estimates the businesses generate about $2 billion annually. But the growth has run up against federal protections for coho salmon, an endangered species that once filled streams and rivers along California’s central and northern coasts. When hibernating vines are coming to life in the spring, temperatures can still drop below freezing overnight and destroy young grapes. During those frigid nights, growers spray river water onto the vines, encasing them in a protective frozen shell. Farmers say one bad night when temperatures quickly drop 5 to 10 degrees below freezing could wipe out huge percentages of their crop. “Down here in the bottom, if we don’t have the water, it’s not going to get it done,” said vineyard manager Paul Foppiano, standing in a low-lying field of pinot noir vines near the Russian River. Sprinklers hovered over the gnarled vines in a part of his family’s 140 acres, which have been producing wine in Sonoma County since 1896. “The problem with frost is one year you might have to run 15 to 20 nights like we did a couple of years ago,” he said. “Last year we only ran three or four nights so you’re not using a whole lot (of water).” Foppiano is not against the state managing river water use to help protect fish, but believes accurate accounting of use by other county growers is needed before any regulatory decisions are made. “If the state is willing to work with us, we’re willing to work with anybody,” he said. “But there’s got to be some answer to it other than to completely cut us off. It’s going to be a problem.” At issue is the continued existence of the hook-mouthed coho salmon and the threatened steelhead trout that spawn in coastal streams and rivers — a habitat that stretches from Alaska to central California. While coho still thrive in Alaska, their once plentiful stocks in California and Oregon are under threat, federal fisheries managers say. Under the state’s proposed regulation, any pumping would be illegal unless approved by the State Water Board’s management program. The new rule could be in effect by 2011. State water regulators say using river water for frost protection is currently legal, but they are seeking a middle ground that will protect fish and grapes while ensuring some oversight. “The goal is not to shut (pumping) down, but to make sure it’s done

in a responsible manner with an eye to making sure the resources are protected,” said Vicky Whitney, deputy director for the State Water Board. In 2008 and 2009, both drought years, vineyard pumping resulted in the deaths of hundreds of coho and steelhead as creek levels dropped, stranding the fish. The kills spurred outrage from environmentalists and concern from federal fisheries managers. State water officials and federal regulators said it is likely many more fish were killed in undocumented incidents, underscoring the need for quick action. Growers have challenged that notion. “I question the validity of their assertions of there being several incidents,” said Lex McCorvey, executive director of the Sonoma County Farm Bureau, an advocate for the county’s wine industry. “(Regulators) have a responsibility to step forward with that information; that way the problems can get fixed. In 2008, there were two incidents, both have been fixed so they won’t happen again.” Federal studies show pumping during cold snaps, especially in recent dry years when river levels are low, dramatically affects the river and its tributaries. A study presented by NMFS found pumping for frost protection in 2004 and 2005 resulted in a 97 percent reduction in surface flow of one of the Russian River’s key tributaries, Maacama Creek, and the water diversion’s effects were seen throughout the watershed. In April, after documented fish kills, federal fishery biologists at NMFS urged the State Water Board to take control of vineyard pumping. The water board gave the growers six months to come up with their own management plan, but after seeing it, decided to draft their own regulations.

A rematch had long be spoken of but after Jones suffered a first round knockout defeat by Australian Danny Green in December there were fears it would not take place. NEW YORK - All-Star guard Chris Paul of the New Orleans Hornets is set to have an operation on his left knee, the team said on Monday. “It’s likely there’s going to be a surgical procedure,” coach Jeff Bower told the team’s website (www.nba.com/hornets). “We’re in the process of gathering information as far as the next steps in dealing with Chris’s knee. He has been evaluated and MRI (scans) have been conducted (on Sunday) by our doctors.” Paul first

Inter swoop for Mariga, Mancini to Milan on Loan MILAN –

Inter Milan signed Keyna midfielder McDonald Mariga from Parma on Monday after a move to Manchester City collapsed. The 22-year-old had been set to join the Premier League club but British work permit problems halted the transfer and the Italian champions quickly seized their chance on deadline day. “Inter have bought McDonald Mariga in a co-ownership deal. Mariga has signed a contract until June 30, 2014 and will wear number 17,” an Inter statement said. As part of the deal, Inter have sold half their rights to forward Jonathan Biabiany to Parma, where the Frenchman was already on loan, and sent Chilean Luis Jimenez there too until the end of the season. Jose Mourinho’s Inter, who earlier loaned struggling winger Mancini to AC Milan, had been looking for a new midfielder after selling Patrick Vieira to Manchester City. The Serie A leaders last week pulled out of a deal to take Valencia’s Manuel Fernandes on loan and had also been chasing Palermo midfielder Simplicio and Lazio’s Cristian Ledesma. Massa ends first test of 2010 on top Valencia -

Felipe Massa marked his official return to F1 action with the quickest time on the opening day of pre-season Formula 1 testing at Valencia in Spain. The Brazilian left it until the closing minutes of the day, following a brief red flag period, to set his best effort of 1m12.574s - giving a clear signal that he has lost none of his speed following last year’s Hungarian Grand Prix qualifying accident. Massa had been quickest in the morning and, although losing the top spot early in the afternoon to BMW Sauber’s Pedro de la Rosa, he moved back to the top near the end. De la Rosa’s effort was perhaps one of the biggest surprises. Just 24 hours after his BMW Sauber team made a low-key unveiling of its unsponsored C29, de la Rosa showed that a lack of works support had not hurt the team at all. “For me it was a very positive day,” said the Spaniard. “The car was reliable right from the beginning, which meant we could follow our programme perfectly without wasting any time. Also the car reacted to our changes very well. For me it was a day to get used to not only the new car but also to the team with all the people. And, of course, driving-wise there’s more to come from me as this was only my first day after a long break.” However, it was third fastest

Although testing times ultimately count for little, Schumacher will have taken some pleasure from outpacing Rosberg on his first day back in action. There are so many new circumstances that I cannot feel, is it a winner or is it not a winner? It generally felt very good but it is impossible to be sure how the performance is now.” Behind Rosberg, Gary Paffett went through detailed system checks with the new McLaren MP4-25 to set the fifth best time, ahead of Rubens Barrichello - who caused the only red flag of the day shortly before 4.30pm when he stopped on track. Sebastien Buemi ended the day at seventh overall with his Scuderia Toro Rosso team struggling to fix a gearbox problem that brought an early end to his running. He completed 10 laps in the morning and returned to action in the final minutes to just outpace Robert Kubica’s Renault. “My first day of testing the R30 went well,” said Kubica. “We had a lot of things to check on the car to make sure they were reliable and all that went smoothly with no big problems to report.

Schumacher: It feels like 1991 again Valencia -

Michael Schumacher says he is feeling like he is making his Formula 1 debut again after returning to testing action in current GP machinery at the Valencia circuit on Monday. The seven-time world champion took to the Spanish circuit in the afternoon to complete his first laps at the wheel of the new Mercedes W01. Schumacher immediately showed he has lost none of his speed, finishing the day as third quickest, over half a second ahead of team-mate Nico Rosberg. The German admitted he was feeling like a kid with a new toy.

“In a way it is like 1991, honestly,” Schumacher told reporters after the test. “When I came into F1 I was shocked on the first lap and extremely excited on the second lap and further laps. And it is exactly the same today. I feel like a young boy that has a toy in his hands and enjoys himself.” Schumacher, who has moved to Mercedes after 13 years working for Ferrari, said it was weird to see the red cars on track without him in them. “Naturally I suddenly see my old car on the track and not siting in it, it is a strange sensation,” he added. “But it was good to see my brother [Massa] on the track, in the

car and I enjoyed to see my friends down at Ferrari this week.” The Mercedes driver, who managed 40 laps himself, was very pleased with the work done during the day. “I think we have done a very good job. The guys did a superb job out there, being out there making a few control checks and making the car reliable. We did more than 80 laps, and for the first day that is a superb job.” And Schumacher said he felt no physical problems whatsoever despite fears about his neck. “I am fine. I have worked out very well and prepared myself extremely precise and that is the result.”
