The case was found on Friday, October 30th 2009 and it already being handled by the department. Approximately, 30 dogs were eliminated in the area where the positive rabies case was found. The dog which was positive from suffering rabies owned by IB Mahardika and was brought from Tabanan. There is great possibility that the dog was infected in Tabanan While in Sukawati, three people were bitten by dogs. The victims were Mrs. Reki, Santo, and Rumi had been rushed to the hospital. The dogs bite them also had been captured and currently being examined in the lab.

Bali News Bali Still Has 402.523 Illiterates Denpasar (Bali Post)—
Based on statistical data 2008, the number of illiterates in Bali remained around 302,523 from 15 years old to old age. Meanwhile, the data owned by Bali Educational and Sport Services (Disdikpora) showed that in 2006 that illiterate of productive ages (15-44) was recorded 76,006. Thus was stated by the Head of Disdikpora of Bali, I Wayan Suasta, accompanied by Section Head of Non-formal and Informal Education (PNFI), Gusti Made Jelantik, last Friday (Oct 30). He said that it needed motivation from all components in order the learner had high interest to learn. By doing so, the program of illiteracy eradication could run as expected. According to him, the illiteracy eradication today was performed in cooperation with existing PKBM. Every 10 learners were provided with a tutor. Eradication of basic illiteracy in 2009 got fund allocation from central government (National Budget) for 25,000 illiterates. Meanwhile, the program for eradication of independent illiteracy targeted 1,500 participants of which fund originated in National Budget and a number of 3,777 participants got a fund originating in Bali Regional Budget. Those who previously once attended basic level of literacy, later on would
be involved in independent literacy program leading to vocational skill added with the learning of reading, writing and calculating. “By doing so, their memory on reading, writing and calculating would become permanent,” he said. This eradication of illiteracy was committed with PKBM, involving tutors, namely an academic tutor and skill tutor. They were from teachers of senior high school and graduates of Open University of Indonesia. Within a week, it organizes two meetings. Every meeting lasts for two hours. “The program of basic illiteracy eradication take place for 6 months, while independent literacy took place for three months,” he said while mentioning the committing their svadharma (own task), tutors got enough salary. Teens of Prostitutes Arrested Denpasar (Bali Post)— Though the apparatus of West Denpasar Sector Police has frequently inspected the Bung Tomo complex, Jalan Bung Tomo, Denpasar, teens of prostitutes remained to operate at location. Even, the villa has obtained a building permit and issued by related institution in Karangasem. The latest example is the development of Villa Candidasa on the west slope of Gumang Hill, Karangasem. Such two-floored villa in fact has had building permit (IMB). Whereas, Gumang Hill, including its slopes, belongs to reserve area pursuant to Regional Legislation on Detailed Plan of Spatial Layout No.8/2003 and Regional Legislation on Regional Spatial Layout Plan No.11/2000. Those facts were pursuant to the findings of team of Karangasem Agency for Regional Development (Bappeda) making site inspection to Villa Candidasa on the west slope of Gumang Hill, Samuh Hamlet, Bugbug, Karangasem. Division Head of Spatial Arrangement and Regional Infrastructure, Ketut Sedana Merta led the team. The villa owned by Dutch investor, Hans van Hamer, has had building permit (IMB) NO.90/2008 dated September 15, 2008 under the name of submitter I Wayan Gunarsa, a resident of Samuh Hamlet. The Head of Public Works Services, I Wayan Arnawa, signed the permit. At that time, IMB was issued by Public Works Services, not handled by Integrated Permit Services (KP2T). “I was surprised when one of the workers presented its laminated IMB,” said one of the team members. He admitted to be surprised because after rechecking in both Regional Legislations, in fact, it belonged to the area with reserve function. The map of spatial layout, denoting attachment or integral unity that was inseparable from the Regional Leg-
islation on Detailed Plan of Spatial Layout of Candidasa tourist resort, included the slopes of Gumang Hill. The map also mentioned that Gumang Hill posed an area functioning as a reserve. “But, how could investor obtain such building permit? It is our big question,” said one of the team members in surprise. The team also stated that in the building permit was mentioned that the location was categorized into barren land, not functioning as reserve area. Actually, the area functioning as reserve was defined as an area or territory functioning as reserve in both regional legislations and not only forest but area protecting other areas, both as maintainer of nature scape or mountainous or hill ranges that should be conserved. Functioning as reserve can also be interpreted that the area could not undergo any transfer of function, moreover into location of physical building like house or hotel. Functioning as reserve could be also meant to protect the lower area as water absorption or to protect against landslide. Head of Bappeda Karangasem, I Wayan Artha Dipa, contacted via phone in Jakarta also felt surprised that investor of Villa Candidasa has had building permit. He confessed to have not known how the process of issuing such permit was. Additionally, he stated that he never gave any recommendation. Similarly, he was never involved and asked about any consideration both in written and oral related to the issuance of building permit. Public Relations and Protocol Officer of Karangasem Government, I Nyoman Suarjana, also made site inspection to the villa on last Friday. He was assigned to prepare some documentation. Bali just hosted the 31st meeting of International Panel on Climate Change (IPCC) in Nusa Dua closed on last Thursday (Oct 29). The meeting inaugurated by Director of IPCC, Mr. Rajendra Pachauri, has yielded the fifth Assessment Report becoming reference for the upcoming meeting of UNFCCC in Copenhagen, Denmark, December 2009. What is implication of the meeting on Bali? IMPORTANT issue resounding again in the 31st IPCC was the global warming driving the melting of ice in polar area. Of course, its implication is the rise of seawater’s surface so that there would be a part of land vanishing. Even, many tiny islands in the world, including in Indonesia, have sunk. Director of Wisnu Foundation, I Made Suarnatha, reminded that tiny islands in the world, including Bali are vulnerable to sink as the impact of climate change. This warning was exposed in a seminar entitled “Adaptation toward Climate Change on the Islands and Coastal Territory” held in Sanur coincided with the 31st IPCC in Nusa Dua. Quoting the Report of Climate Change Convention (UNFCC) 2005, the rise of sea surface of one meter will cause Maldives sink. In Grenada, the rice of 50 cm will sink 60 percent of its beaches. Similarly, small islands in Indonesia are under threat of sinking. “In Bali, Nusa Penida is predicted to sink,” said Suarnatha. Government, industrial community and community should unite to slow down the rate of global warming. One of the assets of Bali Province in Jemberana is the rest area located at Rambut Siwi, Mendoyo. Up to now, it is left unmanaged. Condition of building has been damaged and rarely passed through by vehicles. On that account, it is ideal to be used for filthy activities. Based on observation of Bali Post, a number of buildings looked damaged and filled with the shits of fruit bats. People that originally would like to harness the place for unwinding in their long journey became reluctant to stop there. In the past time, it was once used as art market and restaurant, but they could not last longer as the location was tranquil and facing the attack of fruit bats. A trial date was set of November 27 for the corruption trial, judicial sources said, following a top court’s decision earlier this month to strip Berlusconi of his immunity from prosecution. But the scandal-plagued premier, whose political career has been marked by repeated battles with the law, said a conviction would only toughen his resolve to cling to office, in comments published Saturday. “I still have confidence in the existence of serious magistrates who issue serious sentences, based on facts,” Berlusconi said, according to extracts of interviews he gave to journalist Bruno Vespa for a book. “If there is a conviction at trial, we would be confronted with such a subversion of the truth that I would all the more feel the duty to resist (and stay) at my post to defend democracy and rule of law,” he said. “We will go to court and we will win,” added Piero Longo, one of Berlusconi’s lawyers. His corruption trial was sus-
pended last year after Italy’s parliament passed legislation giving the premier immunity. But the Constitutional Court struck down the law on October 7, paving the way for legal cases against the 73-year-old premier to start up again. After the ruling, Berlusconi lamented he was “the person the most persecuted by the judiciary of all times, in all history.” In the corruption case, Berlusconi is accused of paying his British former tax lawyer, David Mills, 600,000 dollars (400,000 euros) to give false evidence in two trials in the 1990s. Mills, who was tried separately, was sentenced to four-and-a-half years in jail over the case in February. The estranged husband of British Olympics Minister Tessa Jowell, Mills once admitted receiving the money from Berlusconi but said it had been “in recognition” for his work. He later withdrew the statement and said the money was paid to him by Italian shipbuilder Diego Attanasio. Berlusconi is also facing another, less high-profile court case which is due to start on November 16. It involves allegations that his television empire Mediaset overcharged for television broadcasting rights, which prosecutors say led to a loss of revenue for Italian tax authorities.

NEW DELHI - India paid tribute to former prime minister Indira Gandhi on Saturday, the 25th anniversary of her assassination, with politicians and ordinary citizens marking the occasion. Premier Manmohan Singh and Gandhi’s daughter-in-law Sonia, leader of the ruling Congress party, who cradled Indira in her arms as she was dying, were among those who marked the occasion at memorial sites around New Delhi. Indira Gandhi’s “contribution to nation building and national integration is unparalleled,” said Singh in a speech. Sonia Gandhi’s son Rahul, a key force in the Congress party and a man touted as a potential prime minister, solemnly sprinkled flower petals on a monument dedicated to his grandmother, where multi-faith prayers also took place. TAIPEI - Thousands of people from Taiwan’s gay and lesbian community marched through the streets of Taipei on Saturday to demand recognition of same-sex marriage and equal rights, organisers said.
The island’s seventh annual Gay Pride Parade, with an estimated turnout of 25,000, also attracted supporters from neighbouring Hong Kong, Japan and South East Asian countries, they said. “We urge the government to better protect gay human rights including same-sex unions so we can have the same legal rights as heterosexual couples,” said chief organiser Tung Chu-chu. Rainbow flags, balloons and placards were in abundance as participants gathered in a square outside the presidential office, with dress varying from period costumes to swimming trunks.
“I hope the government will not only legalise same-sex unions but also allow us to adopt children,” said Nancy Chen, who pushed a stroller to highlight her call. But Chen admitted that “it would take a few more years” for the general public to accept the idea before the legislation process can begin. “Even though Taiwan is becoming more open-minded towards gays, many still think that gay people can have romantic relationships but not something as serious as starting families,” she said. Taiwan’s cabinet in 2003 drafted a
controversial bill to legalise same-sex marriages and recognise the rights of homosexual couples to adopt children, the first in Asia to do so. However, the law has yet to be passed and some gay groups have criticised the bill as a ploy to woo voters. Some marchers, meanwhile, said they were here to enjoy the carnival mood and festivities. “I think Taiwan is more liberal. The parade here is much more interesting and colourful,” said John Lee from Hong Kong as he posed for pictures in a ball gown.

RIYADH - Saudi Arabia’s top cleric has warned against politicising the hajj amid a war of words between Riyadh and Tehran over the annual pilgrimage to the holy city of Mecca, Ash-Sharq AlAwsat reported on Saturday. Grand Mufti Sheikh Abdul Aziz al-Sheikh told the Saudi-controlled regional daily that making false claims about the hajj only confuses pilgrims and is sinful. “Those who want to use the pilgrimage and spread falsehoods and propaganda for their personal goals and needs, doing this to take advantage of the occasion, are doing some-
thing forbidden by Islam,” he told the newspaper. Earlier this month, Iranian President Mahmud Ahmadinejad and Supreme Leader Ayatollah Ali Khamenei alleged that Saudi Arabia, a predominantly Sunni Muslim country, might abuse the mainly Shiite Muslim pilgrims from Iran during the hajj, which begins in mid-November. On Monday, Ahmadinejad warned that Tehran would “take the appropriate measures” if Iranian pilgrims are restricted, while Khamenei raised the issue of alleged “insults and mistreatment against some Shiite Muslims,” saying “the Saudi government must take action against such acts.” After those remarks, Saudi Hajj

MANILA - Typhoon Mirinae smashed through the Philippines overnight, killing eleven people and worsening floods in areas that were struggling to recover from recent deadly storms, officials said Saturday. The typhoon, packing winds of up to 185 kilometres (115 miles) an hour, was the third major storm to hit the Philippines’ main island of Luzon in just five weeks, with the previous two claiming more than 1,100 lives. In Manila, areas that have been flooded since Tropical Storm Ketsana struck in late September were hit with more heavy rain, while residents in other districts were forced onto their roofs to escape rising waters. “We need help because the waters have risen. We need rubber boats and choppers,” Ariel Magcales, the mayor of Santa Cruz town on Manila’s outskirts, said in a radio interview. “Some people are on the roofs of their houses.” Military and police rescue boats worked to save people who were trapped by a flash flood, officials said. One man was found dead and his one-year-old baby was missing after they were washed away while trying to cross an overflowing creek in a rural area on the outskirts of Manila, the military said. Three people were reported dead and five others were missing in Laguna province just south of Manila, the local disaster monitoring office said. Seven people died in the Bicol region, south of Manila, mostly from flash floods, local disaster monitoring officials said. Another man was missing from a Manila slum district after his hut was washed away, while two others were missing in Batangas province south of Manila after their car fell into a river when a bridge collapsed, said civil defence spokesman Ernesto Torres. Tropical Storm Ketsana, which struck on September 26, caused massive flooding in Manila.
Even before Mirinae hit, outlying districts that are home to more than a million people were expected to remain flooded into the New Year, raising concern among health experts of an outbreak of deadly disease. Navy and coast guard boats had been sent to Santa Cruz to rescue people, according to Torres, who said Defence Secretary Gilberto Teodoro was heading to the area to check on the extent of flooding and damage. “The waters were really high. It was like a flash flood. It was waist deep in our area but in other areas it went as high as the rooftops,” said traffic director Marlon Albay. The highway to the town was covered by knee-high waters, preventing smaller vehicles from reaching it and prompting the military to send huge trucks to help residents, according to an AFP photographer. Hundreds of residents in these areas were seen wading through the dirty waters. Other towns in Laguna reported flooding, along with areas in the Bicol region further to the south, Torres said. However, more than 115,000 people had been evacuated from vulnerable regions before the typhoon hit, which likely prevented more deaths, Torres said. The typhoon caused power outages and knocked down trees across many areas of Manila, a sprawling city of 12 million people. It also forced flights to be suspended on Saturday morning from Manila’s international airport. Ferries, a popular form of transport in the Southeast Asian archipelago, were also cancelled, ruining travel plans for many who were hoping to head to their hometowns for the All Saints’ Day long-weekend public holiday. The president, re-elected in July on the back of promises to stamp out rampant graft in one of the world’s most corrupt countries, also ordered his police chief to publicly explain the arrests. Yudhoyono entered the fray after Industry Minister Mohammad Suleman Hidayat warned that the scandal could hurt the country’s drive to attract foreign investment. “If anyone wants to break up the KPK I will be on the frontline to fight them,” Yudhoyono said in a rare press conference, referring to the Corruption Eradication Commission (KPK). He said it was important to resolve public “misperceptions” about a conflict between the police, prosecutors and the anti-corruption agency, but stressed that he could not interfere in the legal process. The liberal ex-general earlier summoned ministers and officials to discuss the arrests Thursday of KPK investigators Bibit Samad Riyanto and Chandra Hamzah. They have been under investigation for a range of alleged crimes including bribery and abuse of
power, but police have said that they were only taken into custody to prevent them talking to the media. Police Chief Bambang Hendarso Danuri denied there was a conspiracy against the KPK. “I will take action against my personnel if they were involved in trying to engineer the investigation,” he told a press conference. The case against the two officials has been front-page news for weeks, along with the ongoing trial of sacked KPK chief Antasari Azhar for allegedly masterminding the murder of a businessman earlier this year. All the KPK officials deny any wrongdoing and Azhar, a former prosecutor, has angrily complained that he is being framed. Industry minister Hidayat said the latest police action against the KPK raised questions about legal certainty in Southeast Asia’s biggest economy and needed to be resolved quickly. “I am worried that this could affect the investment climate amid the government’s efforts to increase investment,” he was quoted as saying by Dow Jones Newswires. The Indonesian media has been full of speculation that the police and
the Attorney General’s Office are trying to cripple the KPK, which has had success in rooting out high-level corruption since it was set up in 2004. “The police and the Attorney General’s Office have denied that they are trying to cripple the KPK but the facts say the opposite,” said Danang Widoyoko, coordinator of the independent Indonesian Corruption Watch. “The police arrested the suspended leaders of the KPK based on weak evidence... They arrest them first and find the evidence later.” Until now, Yudhoyono, 60, has avoided making any comment on the unfolding drama, except to back the legal process. But the president was forced to respond when he was mentioned in secretly taped phone conversations involving prosecutors and the relative of a corruption suspect. One of the people in the tapes reportedly cites Yudhoyono as supporting a plot to sabotage the anti-graft commission. The authenticity of the tapes, which have been widely reported in the local media, has not been confirmed but Yudhoyono has called for an investigation. After the tapes were made public the Attorney General’s Office recommended dropping the case against the two KPK investigators, but police arrested them two days later.

The suggestions were presented during a discussion on mitigation of climate change held as part of the National Summit 2009 at the Pacific Place, Ritz-Carlton Hotel. “We are suggesting four ideas, namely betterment of forest management, promoting renewable energy, allocate funds to support green programs and create good cooperation between the government and people in handling the issue,” the discussion’s facilitator, Agus Purnomo, said here on Friday. Purnomo, who is chief of the National Board for Climate Change’s secretariat, said the implementation of better forest management can help reduce carbon emissions, one of the factors in climate change in the world. Oxygen produced by Indonesia’s forests can
play an important role in reducing excessive carbon gas emissions into the air. “However, several matters, namely the clear definition of the forests’ function, preventive action against forest fires and clearer measurement of borders with land owned by local people need to be accomplished first to make the gas emission reduction program a success,” said Agus. As to the promotion of renewable energy among the people, Agus stated all partcipants in the discussion suggested that the government provide a budget to support the program. The government opened the 3-day National Summit 2009 on October 29 with the participants consisting of all national stakeholders in the government and society to discuss a 20102014 national roadmap. The meeting has three main topics, namely economy, people’s welfare and law and bureaucratic reforms. The summit is expected to produce recommendations to accelerate infrastructure development across the country over the next five years.

KUALA LUMPUR - A Malaysian man faces the death sentence after being charged with the murder of his Indonesian maid who was severely beaten and locked in a toilet, officials said Friday. In the latest of a series of maid abuse cases that have prompted Indonesia to temporarily ban domestic workers from coming here, 36-year-old Mautik Hani from Surabaya died from her injuries in hospital, a week after being rescued. Her employer, 35-year-old market vendor A. Murugan, his wife and mother were arrested but only Murugan was brought to court Friday to face a murder charge. “The investigation showed he had subjected her to a lot of abuse and there were many injuries on her body,” prosecutor Manoj Kurup told AFP, adding that Murugan faces death by hanging if convicted. “We are not charging the wife and the mother,” he added, but declined to say why or give further details.

Police said when she was found, her arms and legs were bound and she had bruises all over her body. Among her injuries was a serious wound to her right leg through which the bone could be seen. Local papers reported Hani had been abused by her employers almost daily during the two months she worked at their home. One of Asia’s largest importers of labour, Malaysia depends heavily on domestic workers, mainly from Indonesia, but has been criticised for its lack of action to protect their rights and regulate their working conditions. Indonesian maids typically work seven days a week for as little as 400 ringgit (113 dollars) a month. In May, Kuala Lumpur announced plans for new laws to protect domestic workers from sexual harassment, non-payment of wages and poor working conditions.

DENPASAR - More than one thousand yogis from India and other countries are to attend the second International Bali-India Yoga Festival here next December 3-10 during which they will contribute ideas to deal with global warming, the event’s organizer said. “The Yogis’ solutions are expected to prepare mankind for the impact of the global warming that is to happening now,” said Dr Somvir, chairman of the Bali-India Foundation in Denpasar. He said the yogis were expected in their own way to contribute ideas for application by everybody to minimize fatalities caused by the impact of global warming. Beside the yogis, everybody according to their professions and skills must actively participate in the efforts to find the best solution in dealing with global warming, he said. Some 1,500 yoga practitioners were expected to attend the

Efforts must be made to preserve the environment, a greening movement should be set up, and construction of high-rise buildings should be stopped, he said. Every inch of land should be planted with trees that could provide benefits for human life, and save the world and its contents. However, we are still having trouble in funding of the project,” he added. There is another problem occur in the development plan. The rivers or dams are available in the area where electricity is abundant and the remote hamlets didn’t have any access to the electricity source. If the possibility of power plants is able to be developed, then
the problem of the lack of power could be solved but the remote area is still having difficulties in getting the electricity. The hamlets usually located in the mountain areas so it is very difficult to place electricity poles. For the area that didn’t have any rivers or water, the government plan to build solar power. The area such as Karangasem is very difficult to develop micro hydro power so the need of solar power is crucial. Sura Adnyana said that the solar powers will not only being developed in Karangasem but also in Buleleng and Nusa Penida. “Bali Government had placed 695 solar panels which are the support from Indonesian Government and 45 panels from the government. The availability of electricity will help to increase the welfare of the people in the village because most of the people work as craftsmen,” he added. There is great hope that the development of power plants will affect tourism in Bali. The need of electricity for hotels and other tourism facilities can be fulfilled. Based o the data from Bali Electrical Company (PLN), 45 villages in Bali didn’t receive electricity yet and the waiting lists for the electricity are 40,000 people. PLN planed that in 2010, the waiting lists will be around 10,000 people.

DENPASAR - The chairman of Bali’s Parisada Hindu Dharma Indonesia (PHDI), I Gusti Ngurah Sudiana, hopes the making of a film starring Julia Roberts in Bali will not disturb the sanctity of the region’s religious shrines. “During the shooting of the film ‘Eat, Pray, Love’ for almost two weeks in Bali, PHDI and I were never invited to meet with the producer, or even asked to coordinate,” Sudiana said in Denpasar. He also said he had not received any report from regional PHDI officials about where the film shooting was taking place. “They might not be involved as well, but I hope there is supervision by the Pakraman village administration to maintain the sanctity of all the shrines and other holy sites,” he said. He assumed the movie’s producer had no understanding of conditions in Bali, but because they had not contacted PHDI, if anything happened, it would be their own responsibility. Sudiana said if the scene of an episode of the film was a holy location, the producer should coordinate with

This is because the place is used for local community prayers every day. “If in such a condition, then at least the shrine’s pengempon (guardian) or Pakraman village and the local PDHI should watch the activity so it does not disturb the shrine’s sanctity,” Sudiana said. According to him, Julia Roberts’ movie-making is different from previous film-making activity in Bali when the PHDI was always involved to provide knowledge of what can and can not be done during film shooting in Bali.

Ingredients: 3 strings of water spinach, 2 tbsp fried peanut Spices: 2 cloves garlic; 3 small chillies; 2 medium-size tomato; 2 large chillies; 1 tsp palm sugar; ½ tsp grilled shrimp paste; ½ tsp salt; few drops of squeezed lime.
Method: 1. Wash the water spinach and remove any hard stem. Halve them lengthwise. 2. Boil them until convenient to eat or to taste. Take out and drain. 3. All spices (garlic, small and large chilli and tomato) are steamed until the skin of tomato getting moderately peeled off and then take out. Having added palm sugar, shrimp paste, salt and squeeze of lime to the tomato, pound them finely. 4. When already cool, the water spinach is mixed with the spices above. WASHINGTON - The US Federal Reserve is unlikely to raise key interest rates this week or unwind emergency support as the economy starts a tough recovery from recession, analysts say. Fed policymakers were expected to hold the base lending rate at near-zero and maintain a trillionplus dollar program to underpin the recovery at the conclusion of their two-day meeting Wednesday. Economists and traders will be poring over the Federal Open Market Committee statement released after the meeting in search of signals for the direction of monetary policy. “The Federal Open Market Committee will use its post-meeting statement to acknowledge the recession has ended and revise its nearterm forecast to reflect the better tone of the data,” said Joseph Brusuelas of Moody’s Economy.com. The FOMC meeting comes after official data showed last week the economy grew for the first time in a
year in the third quarter, ending the worst recession in decades. The stronger-than-expected 3.5-percent expansion in gross domestic product (GDP) likely will slow in the fourth quarter as government support measures wind down and unemployment continues to rise, economists say. With nearly 10 percent of the labor force out of work, consumer spending — the main driver of the US economy and key to a sustainable recovery — remains challenged. The FOMC has held its federal funds rate target at zero to 0.25 percent since last December in a bid to help kick-start the economy out of the worst downturn since the Great Depression. Fed chairman Ben Bernanke recently signaled there was no hurry
to tighten monetary policy, saying action would be taken “when the economic outlook has improved sufficiently.” The Fed often waits at least several months after unemployment, a lagging indicator of recovery, peaks before beginning to raise rates. “The markets will undoubtedly look beyond the actual interest rate announcement, and focus instead on the tone and wording of the actual communique,” said Millan Mulraine, analyst at TD Bank Financial Group. “In this regard, we expect the economic outlook to remain largely intact, with the Fed reiterating the improved outlook for the US economy, reflecting in part the encouraging tone in the recent economic reports, and in particular the policy-induced surge in GDP in Q3,” he said. Economists underscored that
inflation continued to be tame amid the fragile recovery, well within the Fed’s comfort zone. “The inflation outlook should also remain unchanged, with the committee noting that it expects inflation to remain ‘subdued,’ on account of the ‘substantial resource slack’ and stable longer-term inflation expectations,” Mulraine said. The unemployment rate hit a 26year high of 9.8 percent in September, according to the latest official data, and is expected to reach double digits in the coming months. The government reports October labor data Friday, with most analysts expecting the jobless rate to rise to 9.9 percent. A Fed staff projection used by policymakers at the September 2223 FOMC meeting showed unemployment holding as high as 9.25 percent by the end of 2010 and then falling to about 8.0 percent by the end of 2011. Moody’s Brusuelas predicted the FOMC statement would conclude
that conditions will likely “warrant exceptionally low levels of the federal funds rate for an extended period,” a phrase he noted had been in every statement since March. “But the Fed may be ready to tweak it soon, which would be significant,” he said. “We will be watching to see if the Fed adjusts its commitment to keeping rates low for an ‘extended period,’ which may signal the central bank will remove some monetary stimulus earlier than anticipated.” Such a minor change to the Fed policy outlook could provide support to the depreciating dollar, while appeasing inflation hawks, he said. Some central banks have begun raising interest rates, such as Australia and Norway in October, putting additional pressure on the dollar. “So far, I am reluctant to assume that the Fed will raise policy rates in response to this pressure. The magnitude of imported inflation, while not minimal, is small,” said Donald Ratajczak at Morgan Keenan.
Trade opens on China’s Nasdaq-style board Trading opened Friday on China’s long-awaited Nasdaq-style board, ChiNext, with all 28 listed small and medium-sized firms rocketing in early trade on fevered interest from investors. Trading in all shares on the board in the southern boomtown of Shenzhen was suspended at least once in the morning session as market circuit-breakers in place to curb rampant speculation were tripped.
Anhui Anke Biotechnology (Group) Ltd. was the biggest gainer, up more than 256 percent from its initial public offering price of 17.00 yuan at 60.53. Movie production house Huayi Brothers Media Corp. soared 167.32 percent from its IPO price of 28.58 yuan at 76.40. All shares were up at least 45 percent at one point in the session. “The wild ride was expected just as it happened on the opening day of the Nasdaq,” said Wu Dazhong, a Shenzhen-based analyst at Shenyin Wanguo Securities. “These companies need to find their real values on the new market — I don’t think the upward momentum will be sustained too long into the future.” ChiNext is expected to give small- and medium-sized companies access to financing and encourage private equity firms and venture capitalists to back startups. Regulators hope the new market will help fuel young companies and other firms with highgrowth potential in the world’s third-largest economy, following the example of Wall Street’s Nasdaq. But there have also been worries that the new board may divert funds from the main boards and drag down stock prices. The Shanghai bourse was up nearly two percent in afternoon trade Friday.
Qiu Yanying, a Shanghaibased analyst at TX Investment Consulting, said he expected to see a pullback on ChiNext once investors calmed down. “When the speculative trading ebbs, the market will fall into a correction. It’s too early to talk about when the correction will come — it depends on how long the enthusiasm can last,” Qiu said. The first 28 companies to list on the board, ranging from software to medical equipment makers, raised about 16 billion yuan (2.3 billion dollars) in their IPOs — more than double initial forecasts. The China Securities Regulatory Commission is due to meet Monday to consider IPO applications from three more companies. Commission chairman Shang Fulin said at a launch ceremony last week that the opening of ChiNext was an “important step towards implementing the national strategy on promoting innovation”. Sick Elton John postpones US gigs with Joel Agence France Presse
LONDON- British singer and pianist Elton John has postponed a string of concert dates due to a serious infection and flu, his official website said Sunday. John, 62, has now delayed three concerts with Billy Joel in the US next month as well as the final few dates of his Red Piano world tour in Britain and Ireland which had previously been put on hold. Promoters “were informed by management that Elton has been advised by his doctor to postpone these performances due to a serious case of e-coli Sir Elton John bacterial infection and influenza,” his website said. The gigs affected are on November 4 and 7 in Seattle and November 10 in Portland but it is hoped that these will be rescheduled. John has reportedly spent a couple of days at an exclusive London hospital where his partner David Furnish told the Mail on Sunday newspaper: “He’s OK — he’s fine.”

PARIS- Roman Polanski will file a new request before a Swiss court to be released from jail while the Oscar-winning director awaits a decision on a US extradition request, his French attorney said Sunday. “We will draw up a new request on Monday,” Herve Temime told AFP. The new request will offer “adequate guarantees” to reassure Swiss authorities that the Franco-Polish film director, who faces three-decadeold child sex charges in the United States, will not flee the country if he is released, Temime said. The Swiss Federal Justice Office turned down Polanski’s last appeal on Friday, saying the risk that Polanski would escape the country was “still too high.” Switzerland’s top criminal court rejected a similar request from the 76-year-old film-maker on October 20. The court also found that Polanski’s bail offer of his chalet in the Swiss ski resort of Gstaad was not in line with requirements set by the law. It then told Polanski that he could make a renewed bail offer to the Justice Office. The director of “Rosemary’s Baby”, “Chinatown” and “The Pianist” has been regarded as a fugitive by US authorities since he fled the United States in 1978 after admitting to having sex with a 13-year-old girl. He was detained by Swiss police acting on a US extradition warrant when he went to Zurich to collect an award at the city’s film festival last month. The United States has since formally asked Switzerland to extradite Polanski.
LOS ANGELES – Three key players in the troubled world of Playboy model Anna Nicole Smith have been ordered to stand trial after a hearing that plumbed the drug-fueled depths of her final years and the alleged roles of her boyfriend and two doctors in feeding her addiction to prescription drugs. A judge who heard sometimes shocking testimony about the flood of drugs provided to Smith ruled Friday there was sufficient evidence to try the defendants on charges of conspiring to give Smith sedatives and opiates. Defense lawyers had argued that lawyer Howard K. Stern, Dr. Sandeep Kapoor and psychiatrist Dr. Khristine Eroshevich tried desperately to save the doomed model in her waning years, including a period when she gave birth to a daughter and lost her grown son to a drug overdose. One of the last pieces of prosecution evidence introduced was a
transcript of an investigator’s interview of a Smith friend who said she saw Stern placing pills in her mouth. “He poured them in her mouth like you would a bird,” Gina Shelley said in the interview. Superior Court Judge Robert J. Perry stressed that his ruling required only minimal proof that would cause a reasonable person to suspect the defendants committed the crimes. He dropped one charge that Eroshevich gave Smith placebos, finding there was not sufficient evidence. With attorneys battling over whether Smith was addicted, the judge proclaimed, “I think you’ve
proven (Smith is) an addict.” All three defendants pleaded not guilty, If convicted they each could face more than five years in prison. A Dec. 11 arraignment was set. Eroshevich was the only defendant to comment after the hearing. “I understand that I have to go through this process,” she said. Smith died of an accidental overdose of at least nine medications in February 2007 at a Florida hotel. The defendants were not charged with causing her death but were accused of conspiring to illegally provide her with controlled substances and supplying drugs to an addict. Defense attorneys contended their clients did not know Smith was an addict and were trying to help her. “Criminalizing a doctor’s efforts to help a difficult patient is problematic,” Kapoor’s attorney, Ellyn Garofalo, told the judge before his ruling. “A doctor’s even poor judgment is not criminal. Good faith is involved.”

LONDON-Irish boyband Boyzone will record a new album as a tribute to band member Stephen Gately who died earlier this month aged 33, they said Sunday. Gately died of natural causes after suffering fluid on his lungs on October 10 at his holiday home on the Spanish island of Majorca. Fellow Boyzone singer Ronan Keating told Sky News television: “We’re going to make the next album for Stephen... we have a couple of songs with Stephen’s vocal on it so that’s a saving grace. “Thank God we have that — that’s very important to all of us and we know the fans would really appreciate that too.” Boyzone came together in 1993 and enjoyed huge success with six number one singles in Britain including “No Matter What”, but split up in 2000 before reuniting seven years later.

A HUSBAND and wife team of paleontologists has discovered a newfound species of armored dinosaur that lived 112 million years ago in what is now Montana. The duo, Bill and Kris Parsons of the Buffalo Museum of Science in New York, spotted the dinosaur’s skull on the surface of a hillside in Montana in 1997. Over the next few years, they retrieved more of the now nearly complete skull along with skin plates, rib fragments, a vertebra and a possible limb bone from the dinosaur species. Now called Tatankacephalus cooneyorum, the beast is a type of ankylosaur, or a group of plant-eating dinosaurs that resembled nature’s armored tanks as they walked about on four limbs and their bodies were covered with bony armor that may have been covered with a colorful keratinous sheathing (same as the stuff in bird beaks and turtle shells). “These were big dinosaur versions of a Sherman tank,” Bill Parsons said. “They were armored and they withstood whatever came at them, and they just kept going.” T. cooneyorum was about 15 to 20 feet (4.5 to 6 meters) in length. And this dinosaur had its share of protection, with two sets of stubby horns, one on the cheeks and the other around its eyes, two thick domes at the back of the skull and thickened areas around the nasal region. Bill Parsons suspects T. cooneyorum was covered with hundreds or even thousands of bony plates equipped with spikes and a tail tipped with a club, similar to other ankylosaurs. Such protection, along with a swinging clubbed tail, would have kept at bay any of the small dinosaurs around at the time, Parsons said. To stay safe from the bigger brutes around, the ankylosaur may have flattened its body on the ground and pulled in its head, where head horns could protect the animal from a nasty neck bite, Parsons said. But say a giant meat-eating dinosaur did pick a fight? Since carnivores like Acrocanthosaurus were bipedal, a hit to a single leg could do them in, the researchers suspect. “If you hit a tyrannosaur or any big meat-eater in the knee or leg and you cripple one leg with the hit of a tail club, I have a feeling it has a few minutes before it topples over and its friends start eating it,” Bill Parsons told LiveScience.

Actor Kane Hodder, best known as the man behind Jason’s mask in the “Friday the 13th” movies, believes scary games have an advantage over horror movies as disillusionment sets in with horror movie remakes and recycling old horror themes. “Whenever horror movies do well, Hollywood always rushes more into theaters and people get a little burned out on them,” said Hodder, who has worked in the videogame industry. “But with games, there are fewer choices in the genre and they tend to be spaced out better.” With Halloween this week, movies like “Saw VI,” “Paranormal State” and “Zombieland” are luring audiences seeking a scare to the movie theaters. So we wanted to make sure we came out tonight with a lot of energy. And that’s what we did.” San Antonio led by 16 at the half, and stretched that lead to 21 with one quarter remaining thanks in large part to Parker’s eight points in the third period. But Ginobili was the talk of the night. He scored 13 points off the bench, but his most impressive feat was catching a bat that swooped toward the court and disrupted the game. “That was amazing,” Parker said. “The legend continues with Manu. LONDON- Liverpool manager Rafa Benitez admits he has plenty of thinking to do after an already troubled season took another turn for the worse with a 3-1 defeat by Fulham here at Craven Cottage. Sunday’s setback was Liverpool’s fifth reverse in just 11 Premier League fixtures and they trail leaders Chelsea by nine points, with champions Manchester United, Arsenal and Tottenham all ahead of them in the table. Senna, runner-up in the 2008 GP2 series, said he was very happy to secure finally a drive in Formula One after months of speculation and weeks of talks. He confirmed the news in a brief statement in which he said: “I want to thank everyone. After weeks of negotiations, we were finally able to close a deal. “I am very content and want to share my happiness with the fans. It’s time to put my head down and prepare for next year. There is a lot of work ahead of me.” Campos Meta chief executive officer Enrique Rodriguez de Castro said: “For Campos Meta, it is an extraordinary honour to return the name of Senna to Formula One. “The deal with Senna confirms and reenforces our prime objective of being not only the first Spanish Formula 1 team, but rather the first Iberian-American F1 team. “The 2014 World Cup, the 2016 Olympics, and three drivers in F1 - it’s clear that Brazil is coming up!” Ayrton Senna, who won the drivers world title three times, was killed in an accident at the 1994 San Marino Grand Prix.
