The team’s work is primarily to ensure a truce holds on the island of Mindanao between the government and the 12,000-strong Moro Islamic Liberation Front (MILF) while the two sides negotiate a peace settlement. “With the redeployment of the International Monitoring Team, the peace talks are back on track,” Foreign Undersecretary Rafael Seguis, who is also the government’s chief peace negotiator with the rebels, said in a statement. “It will also strengthen the security monitoring in the area.” Malaysia has been brokering the peace talks, which are aimed at ending the MILF’s struggle for an autonomous Muslim homeland on Mindanao that has claimed more than 150,000 lives since 1978. The two sides will meet again in Kuala Lumpur on Thursday, a member of the government negotiating team, who asked not to be named, told AFP. “Both sides will continue to seek ways to break the impasse in the next meeting,” said the negotiator. However, the MILF said after the last talks broke down in January that it was unlikely a deal would be reached with the government of President Gloria Arroyo, who is constitutionally mandated to step down on June 30. The 60-person monitoring team is made up of unarmed military and police personnel, as well as diplomats and representatives of non-government organisations. A Malaysian delegation of 20 landed at Cotabato airport on Mindanao on Sunday night. They joined 10 others from Brunei, eight from Libya and two from Japan. The remaining 20 monitors, from non-government organisations, are likely to arrive this week, the government said. The monitors first came to Mindanao in 2004, following the first major ceasefire between the two sides the previous year. But they pulled out in September 2008 after the MILF launched attacks to avenge a court ruling that outlawed a proposed deal to give the rebels control over what they say is their ancestral land. Even tough it is very hard to confirm, there is a sign that the President of US, Barack Obama will visit Bali during his tour to Indonesia on March 22nd 2010. The latest info said that Obama only will come to Jakarta and visit Borobudur. One of the officers of the US embassy in Jakarta explained that Obama had requested special Indonesian meal during his visit. However, the officer can not confirm which city will be visited by the President. I Gde Wiratha, the head of Bali Camber of Commerce, said that Bali is one of the places considered by the President to be visited. “I don’t know the details but he maybe come
to Bali,” he added. Obama had been planning to go to Indonesia since he was elected as the President of US. The visit will not only become a nostalgic for him but also because Indonesia has a strategic value for US whether it’s in politic, economy, and defense. Obama attract attention in Indonesia because he went to school in one of the elementary school in Jakarta. The statue of Obama is also placed in the school to commemorate his time in Jakarta. Bali News One Died Due to Liquor Poisoning After keeping silent for a few months, the case of alcoholic poisoning came into view again. For this time the victim was a resident of Sampalan Kelod, Klungkung. Unmitigatedly, four people last Sunday (Feb 28) were referred to Sanglah Hospital. They were Komang Budarta, 19, Putu Wira Hartawan, 19, Wayan Giri Adnyana, 17 and Wayan Sudarta, 36. One of the victims, Komang Budarta died after treatment at Emergency Room of Sanglah Hospital. The four victims suffered from alcoholic poisoning after drinking arrack two days before. Patient who first came to the Sanglah Hospital was the dying victim Budarta. He arrived with an ambulance at about 11:30 am Local Time in unconscious condition and died at 1:30 pm. According to the victim’s uncle, Nyoman Sukarna, his nephew who had just graduated from high school drank arrack with friends last Friday (Feb 26) night. “There was temple anniversary (odalan) at Pura Batur and my nephew drank with his friends,” said Sukarna last Sunday (Feb 28).
After drinking, on the next day, last Saturday (Feb 27) morning Budarta was not feeling well and treated at Klungkung Hospital. After reviewed and given drugs, Budarta then went home and took rest. However, on last Sunday (Feb 28) morning at around 02:00 Budarta then vomited. He was later taken to one of the private hospitals in Klungkung. From there he was then referred to Sanglah Hospital. According to Sukarna, his nephew often drank, but never got
like that. Based on information, one of the friends who came to drink with Budarta was also being treated in Klungkung Hospital and even he died. After the arrival of Budarta, the three consecutive victims come to Sanglah Hospital. Until last Sunday, the three patients were still under treatment while the body of Budarta was brought home immediately by his family to be buried. “Because the family was organizing a temple anniversary, so the body was buried immediately,” said Sukarna. It is difficult to understand Bali Province with a majority population of Hindu still lacks of Hinduism teacher. This condition has been going on for years and never resolved. Currently, Bali is estimated to be shortage of about 9 thousands of Hinduism teachers. It is triggered by small allocation of Hinduism teacher appointment assigned by the central government. Deputy Head of Commission IV of Bali House, Ketut Kariyasa Adnyana, told Bali Post, last Sunday (Feb 28). This people’s representatives from Buleleng admitted the number of Hinduism teacher shortages reached nine thousands obtained from the Office of Bali Religious Affairs. He emphasized, the shortage occurred at all levels of education namely starting from elementary, junior high through high school /vocational high school. “In order the lesson of Hinduism can be implemented, some schools are forced to employ the teacher of other subjects such as Balinese language and education on citizenship to concurrently be a teacher of Hinduism subject. The condition has been going on for years,” he lamented.
Related to Hinduism teacher shortages, his party could not blame the Office of the Ministry of Religious Affairs and the Bali Educational Services. Because, the agency had been proactively proposed to the central government in order the appointment of Hinduism teacher allocation for Bali Province could be increased. However, its realization was still very far below the number proposed. “This condition requires serious consideration of both Bali government and regency/city government across Bali. I wish regional government itself seeks to cover these shortages. If it is ignored like the current condition, it is feared Hindu religious education in schools does not work as expected because the number of teachers is very limited,” he reminded. According to Kariyasa Adnyana, the availability of prospective teachers of Hinduism in Bali was abundant. The reason, higher education institutions such as Denpasar State Institute of Hindu Dharma (IHDN) and Hindu University of Indonesia (Unhi) all the times produce a long line of teacher candidates who were ready to be spread to schools throughout schools in Bali lacking of Hindu-
ism teacher. Since the appointment of Hinduism teachers allocated by government was a very low, they tend to choose careers in other fields. “Local government must immediately address this classic problem,” he said specifically. Furthermore, Kariyasa Adnyana also questioned about the uncertainty on issuance of Ministerial Regulation of the Minister of Religious Affairs regulating the technical and operational management of the Hindu-based schools in details. Whereas, Presidential Regulation (PP) No: 55/2007 governing the Religion and Religious Education was published nearly three years ago. In order the desire of Hindu communities in Bali to establish a formal Hindu-based schools continuous not hindered, his party insisted that Governor of Bali Made Mangku Pastika lobby to the central government so that the regulations could be issued as soon as possible. “If the Hindubased schools could be operated in Bali, I have confidence Hinduism teacher candidates graduated by IHDN Denpasar Unhi would not cross into other areas because of the appointment formation allocated is clearly higher,” he said. After the knowledge was sent down on Saraswati Day, on the following day Sunday Paing Wuku Watugunung, devotees performed Banyu Pinaruh procession. In practice, on the Banyu Pinaruh they came to sources of water to purify themselves - clean up the body and hair. However, according to Chairman of Hindu Dharma Council of Indonesia (PHDI) of Bali Chapter Dr. IGN Ngurah Sudiana, Banyu Pinaruh actually denoted a symbol to purify ignorance, darkness, and sin (impurities) by the water of science. By means of knowledge, darkness could be illuminated. In this context there were important messages interpreted that devotees should reach knowledge as high as possible because by knowledge human life could be driven toward a better and perfect condition. Thus, Banyu Pinaruh procession symbolized a cleansing of stupidity with intelligence obtained through science. Furthermore, on Monday Pon Wuku Sinta, devotees celebrate Soma Ribek. Soma Ribek is believed to be the day of prosperity. It implies that in order to achieve the prosperity, people should improve the quality of their life. Through worldly knowledge, devotees can improve their quality in reaching intelligence, and with spirituality they can become more judicious human. So, they become smart and wise. Since it was believed as coming down of prosperity, so on the Ribek Soma people start saving generally through piggy bank in the hope they could set aside their spending money so in the long run to be a lot. Meanwhile, on the next day
is known as Sabuh Mas. It is also believed to be a day of coming down of material prosperity. It also implies the material can be achieved when people have sufficient knowledge and skills. Therefore, in the celebration of Sabuh Mas people is reminded to keep honing the sharpness of mind with the knowledge and skills. With a clever mind devotees are capable of reaching the island of happiness. Having celebrated Sabuh Mas, they celebrate Pagerwesi Day falling on Wednesday Kliwon Sinta. This religious holiday retains high valued philosophy in the face of life, the ultimate weapon to protect the self namely science. Knowledge obtained through learning in formal and non-formal schools poses a strong fence for self-protection. In simple language, by possessing intelligence, people can distinguish good and bad, to help avoid any poverty, ignorance and so on. “So, all celebrations basically contain a message that we should obtain enlightenment through science. Symbolized with beautiful goddess Saraswati, it should be used to sharpen the intellectual or mind and refine the mind itself. However, science should not be misused for negative purposes,” he said. The same opinion was delivered by a lecturer of IHDN Denpasar, Ketut Wiana; Banyu Pinaruh implied a meaning as water of science. Such knowledge should be applied. Meanwhile, Soma Ribek implied that mastery of knowledge should be thorough so that we have a perfect knowledge. Our knowledge must be taken advantage to improve the self or deposited into Sabuh Mas, then dedicated to the interests of others (Pagerwesi). It represented the yoga of Sang Hyang Pramesti Guru In essence, the science we have mastered needs to be given to someone else or be dedicated to the public interest. A Citizen of Sampalan Suspected Killed by Methanol Poisoning Semarapura (Bali Post) —
Methanol Arak (Balinese Traditional Wine) casualties in Klungkung. A citizen of Sampalan Klod, Dawan, Ketut Sugianyar died in Klungkung hospital, on Sunday (28 / 2). Allegedly, the 42-year-old died after consuming the wine. Information gathered at the hospital stated the victim arrived at Klungkung hospital’s emergency room at 9 a.m. in unconscious condition. He was brought in by his two children along with dozens of Sampalan residents. After receiving preliminary examination, the victim was taken to the ‘F’ ward for further treatment. During treatment, the victim experienced a seizure for several times. Some of the accompanying residents seem to wait outside the treatment room, as they accompanied the two children who continue to cry over their father’s condition. Hospital nurses kept trying to help by doing regular diagnosis and intensive examination. Unfortunately, the live of the daily construction worker was not spared. At around 1 p.m., the victim was declared dead.
Both of victim’s children (a daughter and a son) who each were still in high and elementary school unstoppably wept after knowing of their father’s death. What was more unfortunate is that their birth mother has also just died a year ago because of her illness. A nurse at the Klungkung hospital mentioned, in addition to coming under unconscious condition, the victims suffered alcohol poisoning based on his examination results. However, they did not get to learn the kind and the content of the alcohol drunk by the victim. In addition, the victim also had blood infection and experienced blood pressure drop down to 60. Some people who waited outside the room said, the victim went for a drink together with some friends two
days ago (on Friday (26 / 2)-ed). The next day (on Saturday (27 / 2) ed), the victim could not get up and had complained about abdominal pain. He also experienced difficulties to eat, causing him to be brought to a clinic first. Since his conditions were increasingly alarming, he was then taken to the hospital. ‘’As far as I knew, He (the victim-red) was drinking with some friends. I do not know the exact type of wine he drank,’’ said a neighboring resident, Ketut Widana. When some development of information was done, it is found that Sugianyar was not the only one who died after drinking alcohol. Two other residents were also mentioned dying and had been referred to the Sanglah hospital. One of them was even recently declared to be dead. (kmb20)
After Bouncing off Bike, Then Hit By a Truck Gianyar (Bali Post) —
It was indeed an unfortunate fate in which experienced by Ni Ketut Sukentri (35) from Tembuku Village, Bangli, on Sunday (28 / 2) yesterday. The victim was riding a Yamaha Mio (DK 7220 DL) along with I Nengah Ardana (39) when she was thrown off the bike when the traffic accident on the IB Mantra road in Gianyat happened. Once being thrown-off, the victim then hit by a truck and died immediately in a regretful condition. The information compiled mentioned, as the victim Sukentri was riding along with I Nengah Ardana around the Lebih Intersection on IB Mantra Road toward the west. Upon
arrival at the intersection area, Ardana was about to overtake a truck (DK 9498 SE) driven by I Nyoman Arta (37) from the left. However, the left side of the street was filled with a lot of sand gravel, making the motorcycle’s tire to wobble and skid. “According to witnesses, Ardana pressed the bike’s front brake abruptly, causing the tires to skid and the bike fell,” said Head of Gianyar Police Traffic Division, AKP Bima Aria Viyasa. Actually, the motorbike and its driver fell into the left side of the road. But somehow, Sukentri bounced to the right. As the victim’s body was thrown
onto the middle of the road, it immediately stricken by the truck which Ardana planned to overtake. The victim was instantly crushed and dragged for a few seconds, he explained. However, there are witnesses who said before the fall, a bump was first occurred between the truck and the motorcycle. “This is what we are going to investigate. All vehicles, including the truck driver, had been secured in Gianyar’s Police Quarter,” After the event, Sukentri was taken to Sanjiwani hospital alive and able to speak. Rotting Corpse Found in Lemukih Forest Singaraja (Bali Post) -
Villagers of Lemukih Village – Sawan Suburb, on Saturday (27 / 2) yesterday, was shocked by the discovery of a dead woman’s body aged about 60 years in forest area of Lemukih. It is suspected that the woman had died for a month. For its rotting condition, the corpse was difficult to identify. The body was found around 5:30
p.m. by a Lemukih resident from Nangka Sub-village in the forest’s river channel. When found, the body was floating with her face facing downward. The police who were doing the evacuation experienced difficulties in conducting an investigation because no identification was embedded on the body of the victim. Sawan Chief of Police, AKP Nyoman Supardi MP, S.H, confirmed that the woman’s body was
beyond recognition. In addition to no id has been found, the body condition was also destroyed. “The body has rotten, leaving only bones, head skull and hair,” Supardi said. Mrs. X’s body was then placed in Singaraja hospital. Until yesterday afternoon, no reports have been submitted from residents in the village or surrounding villages of Lemukih, claiming loss of family members. (kmb15)

Sources of Water Invaded by Worshipers Gianyar (Bali Post) —
Atmosphere in some water springs and beaches in the district of Gianyar on Sunday (28 / 2) yesterday was crowded enough because the day coincided with the Banyupinaruh day (A cleansing day after Saraswati Day). Thousands of Hindu prayers who perform the cleansing ritual (Melukat) invaded sacred places which believed to provide peace of mind. The favorite springs and beaches apparently had been visited by worshipers since 3 a.m. on Sunday morning. As in Tirta Empul Temple – Tampaksiring, worshipers were crowdedly queuing to do the ritual. Despite the cold water coming out of the Tirta Empul’s springs, people still overcrowded them. A Similar situation can be seen in Patirtaan (Holy Water) places in each village, such as Selukat Spring and Dalem Selukat Temples located in Keramas Village, Blahbatuh, Gianyar. Luckily, people were seemed in line to give offerings and cleanse themselves with holy water. Meanwhile, the atmosphere on the beach had begun to intensify with prayer activities since approximately 5 a.m. The Cucukan Beach in Gianyar was filled by thousands of people who stormed the beach for a
spot to do the cleansing ritual. The large number of citizens who participate in banyupinaruh procession on the beach made a number of security officers from the Balawista Cucukan beach to be in full alert. The same condition also appeared in some points along 20 kilometers of coast in Gianyar; starting from Siyut to Ketewel beach. On last Sunday morning, community activities had increased significantly. “In addition to our Balawista team, we were also assisted to take control over security by the local fishermen,” said a member of Balawista Cucukan Force, IB Putu Artha. He disclosed that the peak of community activities in the Cucukan Beach was at around 6.30 to 7.00 a.m. The beaches were apparently not large enough to accommodate all the people who come to do the banyupinaruh ritual. “Security was monitored from the mainland by three of our members,” he explained. As the sun started to set, bustling atmospheres of recreation were also seen in a number of tourism objects in Gianyar. Recreational spots in the City of Gianyar such as Ciung Vanara Park area,Horse Sculpture Park, and Night Market were crowded by visiting residents. (kmb16)

Villa Owner Alleged with Sex Abuse Obligated Only To Report Regularly Gianyar (Bali Post) —
It has been almost two weeks after the cases of alleged sexual abuse committed by the owner of Villa Leak, in Delodtunduh Region, Ubud, BTS was first reported. BTS has only been charged with regular report to the Gianyar Police. In uncovering the cases of alleged abuse, the police admitted the lack of good evidence they have. Until now, the owner of the Villa is still free. Based on the information compiled on Saturday (28 / 2) yesterday, the published cases of alleged sexual abuse committed by BTS, who is also a businessman from Jakarta, become a public concern. In fact, when initial examination was done, the Gianyar District Police Officer had come down to the location of the alleged sexual abuse happened, based on the report of nine local girls who were employed in the private villa. Interestingly, the owner of Villa Leak, who is still alleged of sexual abuse, is also cited to be involved in a number of Hinduism symbols abuse cases. This allegation had been published by several local
media. The new Gianyar’s PHDI Members had checked into the location and indeed found an element of abuse. Until now, people still are waiting for the continuation of the case. Cases of alleged sexual abuse was sticking out when three of the nine girls employed at the Villa Leak in Ubud reported the case to police, last Monday (15 / 2). Among them are: SN (22), DY (21), and DY (12). They claimed to have been sexually abused by the villa owner. The incident started when the three girls were invited to take photos together. They were then asked to open their clothes, but there is no clarity, whether the three employees had been raped or not. The police claims to have not got enough evidence. Ubud Chief of Police AKP AA Gde Sena, under permission of Gianyar Chief of Police AKBP I Ketut Suardana admitted that they are still investigating and developing the cases. “When we have strong new evidence in our hand, we will then make an arrest,” he said. WASHINGTON – Al-Qaida’s terror network in North Africa is growing more active and attracting new recruits, threatening to further destabilize the continent’s already vulnerable Sahara region, according to U.S. defense and counterterrorism officials. The North African faction, which calls itself Al-Qaida in the Islamic Maghreb (AQIM), is still small and largely isolated, numbering a couple hundred militants based mostly in the vast desert of northern Mali. But signs of stepped-up activity and the group’s advancing potential for growth worry analysts familiar with the region. The rapid recent rise of the alQaida group in Yemen — which spawned the Christmas airliner attack — is seen by U.S. officials and counterterrorism analysts as evidence that the North African militants could just as quickly take on a broader jihadi mission and become a serious threat to the U.S. and European allies. The Mali-based militants have yet to show a capability to launch such foreign attacks, but are widening their involvement in kidnapping and the narcotics trade, reaping profits that could be used to expand terror operations, officials and analysts said. Several senior U.S. defense and counterterrorism officials spoke about AQIM on condition of anonymity to discuss internal analysis. Those advances have set off alarms within the counterterrorism community, which watched as alQaida in the Arabian Peninsula quickly transformed over the past year from militants preoccupied with internal Yemeni strife to a potent group recruiting and training insurgents for terror missions inside the U.S. That threat was underscored by the failed Christmas airliner attack, which officials say was planned and directed by Yemeni insurgent leaders. A key fear is that as AQIM expands, its criminal and insurgent
operations will continue to destabilize the fragile governments of heavily Islamic North Africa, much as it has in Mali. The Maghreb includes the North African nations of Morocco, Algeria, Tunisia, Libya and Mauritania. As a result, the U.S. has been working to boost poverty-stricken Mali’s defenses. Last year, the U.S. gave $5 million in new trucks and other equipment to its security forces, and Pentagon funds also have been approved to provide training. Several senior U.S. defense and counterterrorism officials spoke about AQIM on condition of anonymity to discuss internal analysis. Bruce Riedel, a senior fellow at the Brookings Institution Saban Center and a former CIA officer, said that the North African terror group has a larger area to operate in and a wider Islamic population pool to draw from, but has not launched the kind of large-scale attacks initially feared when it became an al-Qaida affiliate three years ago. “Now, if it is beginning to reorganize, recruit and develop, because of this international potential, it could become a much more dangerous threat,” Riedel said. “And if there is a role model in alQaida in the Arabian Peninsula, that is very disturbing.” Born as an Algerian insurgency in the early 1990s, the group was largely defeated and driven into a swath of ungoverned desert land — about the size of France — in northern Mali. In the aftermath of the Sept. 11, 2001, attacks, the group reached out to al-Qaida in an effort to survive. AQIM was officially recognized as an alQaida affiliate by Osama bin Laden’s deputy, Ayman alZawahri, on the fifth anniversary of 9/11. THE HAGUE, Netherlands – Wartime Bosnian Serb leader Radovan Karadzic says his people defended themselves against Islamic fundamentalists who started the war in Bosnia to lay claim to the entire country. Karadzic is giving his opening statement at the U.N. war crimes tribunal for the former Yugoslavia. He was arrested in Belgrade 19 months ago after 13 years as a fugitive and faces charges of genocide and war crimes. Karadzic told the tribunal Monday his cause “is just and holy” and that he has a good case. He traced the origins of the 1992-95 Bosnian war to the rejection by Bosnia’s Muslim leadership of all power-sharing proposals. Karadzic is accused of orchestrating a campaign to destroy the Muslim and Croat communities in eastern Bosnia to create an ethnically pure Serbian state.

Flood traps dozens in China coal mine AFP
BEIJING (AFP) – A flood left dozens of workers trapped in a coal mine in northern China’s Inner Mongolia region on Monday, the mine’s owner said. The number of people trapped in the mine, which was under construction, was not immediately clear. National safety officials told
the official Xinhua news agency that 44 were trapped, but the mine’s owners said in a statement that 31 were missing. The incident at the Luotuoshan Coal Mine in Wuhai City, about 1,000 kilometres (600 miles) west of Beijing, occurred early Monday morning. An initial investigation showed that water began entering the mine as workers were digging, said the
statement by mine operator Wuhai Energy Company and its parent Shenhua Group. It gave no other details. China’s coal mines are among the most dangerous in the world, with safety standards often ignored in the quest for profits and the drive to meet surging demand for coal — the source of about 70 percent of China’s energy.

BEIJING (Reuters) – China has moved to raise the profile of the teenage Panchen Lama, traditionally the second-most powerful figure in Tibetan Buddhism who plays a role in the controversial selection of the next Dalai Lama. The Panchen Lama, who turns 20 this year and is being groomed to win over restive Tibetans in China, was named a member of the national committee of an advisory body that will hold its annual meeting this week, the Xinhua news agency said Monday. The Panchen Lama was selected by Beijing in 1995 over a boy chosen by the Dalai Lama who has never been seen again, creating a crisis of legitimacy for devout Tibetans. China considers the aging Dalai Lama, who fled into exile in 1959 after an abortive uprising against Chinese rule, a dangerous separatist. The Dalai Lama says he is merely seeking greater autonomy for Tibet.
China has been gradually exposing the Panchen Lama to more public roles in the hope he will achieve the loyalty of Tibetans and international respect commanded by the aging Dalai Lama. He was among 13 people named to the national committee of the Chinese People’s Political Consultative Conference, a body of private entrepreneurs, religious and cultural figures designed to provide input to the ruling Communist Party. The CPPCC’s annual meeting, which coincides with that of China’s rubber-stamp legislature, begins this week. He is believed to be a reincarnation of the 10th Panchen Lama, who remained in China when the Dalai Lama left and was subsequently imprisoned for many years. The Panchen Lama, a slight man with thick glasses, debuted with a speech in English at a Chinese-organized Buddhist congress in eastern China in 2009.

MPR holds plenary session on internal rules, code of ethics Antara
JAKARTA - The People’s Consultative Assembly (MPR) held a plenary session here Monday with the sole agenda of adopting draft MPR decisions on its internal rules of conduct and code of ethics. MPR Chairman Taufiq Kiemas in opening the session at the parliament building here said the sole agenda had been agreed on at a meeting among the Assembly leaders, the Assembly faction leaders and the Regional Representatives Council (DPD) leaders last February 18. The MPR plenary session was also attended by the speaker of the House of Representatives (DPR) and chairman of the Regional Representatives Council (DPD). The MPR internal rules of conduct are a guide or handbook on the Assembly’s and Assembly members’ duties, powers and obli-
gations. The MPR rules also include provisions on impeachment of the president and/or vice president. The rules’ Chapter XVII details the procedures for dismissal of a president and/or Vice president from office. Kiemas guaranteed that the agenda of the Assembly plenary session concerned will not spread anywhere except validating the Assembly’s two draft regulations that had been prepared before. The MPR’s current plenary session had attracted public attention because it was held one day before a House plenary session that will decide the House’s stance on the Bank Century scandal scheduled for Tuesday (March 2). A House inquiry committee has investigated alleged violations in the extension and disbursement of bailout funds for Bank Century in late 2008 amounting to Rp6.7 trillion.

JAKARTA - The Indonesian Red Cross (PMI) chairman, Jusuf Kalla said the government in 2010 would need a total of 4.6 million bags of blood in its effort to provide health services, or sharply rose compared with two million of last year. “The ideal amount of blood needs of a country is two percent of the population. If the Indonesian people totaled 230 million, the amount of needs is 4.6 million bags of blood per year,” Kalla said here on Sunday. In a bid to obtain the amount of 4.6 million bags of blood, Kalla said, PMI and the Indonesian Blood Donors Association (PDDI)
which is supported by the Ministry of Health will work together to improve services to inspire and bring people to always conduct the blood donation activities. Thus PMI would open around 125 outlets, of which 100 outlets would be opened in malls and the other 25 in campuses of universities across the country, he said. Citing an example on the need of blood, Jusuf Kalla, the former vice president said that Jakarta needs a total of 1,000 bags of blood, so that the blood provided should reach 1,200 bags so as to prepare for urgent need. Meanwhile, Health Minister Sri Endang Rahayu Sedianingsih MPH said, her office supported Kalla‘s initiative to lure blood donors.

DENPASAR – Ngurah Rai Airport expansion that cost IDR1.7 trillion will start in the next three month. The 120 thousands square meters expansion was explained by CEO of PT. Angkasa Pura Bambang Darwoto on the sideline of Airport history book launching on Sunday. According to Bambang the process already begun since the beginning of 2009 but because there are input from Bali’s government and other stakeholders about the need to insert the Bali style architecture in the airport building, the blue print then being revised. ‘’The engineering detail on the expansion will finish in this one or two month. And then we will continue to ask permission from central government and open the tender on the one who’ll be responsible to handle this project. If all the plan run like its schedule, then in this three month we will start the expansion project,” he explained. Bambang said the expansion will focus on building the international terminal. The terminal will expand from 70 thousands square meters to 120 thousands square meters. The location of international terminal also being moved to the front, while the domestic terminal that used to be in the
front area will be moved to the back. Domestic terminal, explained Bambang will occupy the 70 thousands square meters area that used to be international domestic. Meanwhile used to be domestic terminal will be expand from 15 thousands square meters to 120 thousands square meters. ‘’We plan to finish this project in 2012. With this new airport, we will be able to serve around 20 millions visitors per year,” stated Bambang. On the occasion, Culture and Tourism Minister Jero Wacik warn the airport’s authority about mall existence inside the airport. SEOUL - Delegates at last weekend’s G20 meeting reached a consensus that each nation may need a different exit strategy as the global economy shows a “multi-speed” recovery, a South Korean official said Monday. Deputy Finance Minister Shin JeYoon said participants at the two-day forum agreed on a need for worldwide cooperation and communication to minimise the impact of any further unexpected turbulence. The participants, mostly deputy finance ministers and deputy central bank governors, agreed that each country faced different economic conditions as they recover from the global slump, he told reporters. Reforms in the way international bodies such as the International Monetary Fund (IMF) and World Bank are governed were discussed, as were plans to improve global financial regulation, he added.
The conference, in Incheon west of Seoul, drew about 150 people from the Group of 20 developed and developing economies as well as the World Bank, IMF and Organization for Economic Cooperation and Development. It was the first in a series of preparatory meetings ahead of this year’s G20 summits, in Toronto in June and Seoul in November. Shin said the IMF was granted a mandate to monitor how each nation pushes for exit strategies and will report the results to G20 finance ministers and central bankers. “The biggest issue of all is to find a solution to the global imbalance,” Shin was quoted by Yonhap news
agency as saying. “It is not just for the current account gap, but also for the gap in development. However, China’s Vice Finance Minister Li Yong hinted at possible friction between China and the United States in resolving the global trade issues, the English daily Korea Herald reported in Seoul. “We may have different positions as different countries face different circumstances,” he was quoted as saying. A proposed global financial safety net to shield economies was supported by China and Japan but drew a lukewarm response from European representatives, Yonhap said.

FRANKFURT - German import prices rose in January by 1.4 percent from the same month a year earlier, the first annualised increase since October 2008, figures released on Monday by the national statistics office showed. Higher energy prices were the main factor in the increase, as they shot up by 11.3 percent on the year and by 5.3 percent from December, the Destatis office said. Raw materials such as copper and non-ferrous metals also showed
strong 12-month increases it added. In December, import prices were 1.0 percent lower on an annual basis, but a turnaround had been expected. Import prices gained 1.7 percent in January from December, meanwhile. For all of 2009, German import prices were 8.6 percent lower on average than in 2008, owing to the global economic crisis, which crimped demand. In January, German export prices gained a slight 0.4 percent from the same month a year earlier, the first increase since November 2008.

Marijuana Use Can Up Psychosis Risk Long-term use of marijuana can lead to increased risk of developing hallucinations, delusions and psychosis, a new study shows. Australian researchers asked nearly 3,100 young adults averaging about 20 years of age about marijuana use. They found that almost 18 percent reported using the drug for three or fewer years, about 16 percent for four to five years, and just over 14 percent for six or more years. Among the participants, 65 had been diagnosed with a “non-affective psychosis” such as schizophrenia, and 233 had at least one positive item for hallucination on a diagnostic interview conducted for the study. The researchers found there was an association between length of marijuana use and mental health. “Compared with those who had never used cannabis, young adults
who had six or more years since first use of cannabis [i.e., who commenced use when around 15 years or younger] were twice as likely to develop a non-affective psychosis and were four times as likely to have high scores on the Peters et al Delusions Inventory [a measure of delusion],” wrote Dr. John McGrath, of the Queensland Centre for Mental Health Research, Park Centre for Mental Health in Wacol, and colleagues. “There was a ‘dose-response’ relationship between the variables of interest: the longer the duration since the first cannabis use, the higher the risk of psychosis-related outcomes.” The study appears online March 1 and in the May print issue of the
Archives of General Psychiatry. But the association between psychosis and marijuana use is not simple, the researchers noted. They found that people who’d experienced hallucinations earlier in life were also more likely to have used marijuana longer and to use it more frequently. “This demonstrates the complexity of the relationship: those individuals who were vulnerable to psychosis [i.e., those who had isolated psychotic symptoms] were more likely to commence cannabis use, which could then subsequently contribute to an increased risk of conversion to a non-affective psychotic disorder,” wrote the study authors. Further research is needed to learn more about the mechanisms underlying the association between psychosis and marijuana use, they concluded.
CHICAGO – The odds of obesity appear stacked against black and Hispanic children starting even before birth, provocative new research suggests. The findings help explain disproportionately high obesity rates in minority children. Family income is often a factor, but so are cultural customs and beliefs, the study authors said. They examined more than a dozen circumstances that can increase chances of obesity, and almost every one was more common in black and Hispanic children than in whites. Factors included eating and sleeping habits in infancy and early childhood and mothers smoking during pregnancy In a separate, equally troubling study, researchers found signs of inflammation in obese children as young as 3 years old. High levels were more common in blacks and Hispanics. These inflammatory markers have been linked with obesity in adults and are thought to increase chances for developing heart disease. Their significance in early childhood is uncertain, but the
study’s lead author says she never thought they’d be found in children so young. “We think that fat cells in the body cause inflammation and that inflammation causes vessel damage,” said University of North Carolina researcher Asheley Cockrell Skinner, the lead author. The results suggest that 3-yearolds with inflammation might already have artery changes that could make then prone to later heart problems, although that needs to be examined in future research, she said. Both studies were released Monday in the journal Pediatrics. Dr. Reginald Washington, a Denver pediatric heart specialist who has worked with the American Academy of Pediatrics on obesity issues, called both studies important. He said they underscore the merit of first lady Michelle Obama’s campaign against childhood obesity. “You still have to get the public to say we believe this is a problem,” Washington said. “Everybody’s going to have to play a role here.” Twenty percent of black and Hispanic children ages 2 to 19 are obese, versus 15 percent of whites, recent government data show.

Seventy-eight percent of the 2,259 adults surveyed for the Pew Research Center’s Internet & American Life Project and the Project for Excellence in Journalism said that on a typical day they get news from a local TV station. Seventy-three percent said they get news from a national TV network
such as CBS or a cable TV news station such as CNN or Fox. Sixty-one percent said that on a typical day they get news online while 54 percent said they listen to a radio news program at home or in the car. Fifty percent said they read news in a local newspaper and 17 percent said they read news in a national newspaper such as The New York Times or USA Today. Ninety-nine percent said they get news from at least one of these media platforms: a local or national print newspaper, a local or national TV news broadcast, the radio or the Internet. Ninety-two percent said they get news from multiple platforms on a
typical day, with half using four to six platforms daily. Twenty-one percent of American adults who get news online rely on just one website for news and information but 57 percent consult between two and five, the survey found. Eleven percent said they get their news from more than five websites and 65 percent they do not have a favorite site. “Americans have become news grazers both on and offline — but within limits,” said Amy Mitchell, deputy director for The Pew Research Center’s Project for Excellence in Journalism.

WEMBLEY, England – Wayne Rooney scored his 28th goal of the club season as Manchester United retained the League Cup with a 2-1 victory over Aston Villa on Sunday. Substitute Rooney sent a powerful header over American goalkeeper Brad Friedel in the 74th minute to settle the first meeting of U.S.-owned clubs in an English final. “I had a little bit of a sore knee for a couple of weeks and I felt it in the game” Rooney said. “I’m delighted to score the winning goal in a Wembley final for the first time.” James Milner had put Villa ahead from the penalty spot after five minutes, but Michael Owen quickly tied it for the English champions. Prevailing in the 50th League Cup final provided Alex Ferguson with his 26th title since joining United in 1986. Yet a sign of where England’s second-tier knockout competition fits on Ferguson’s priority list — behind the Champions League and Premier League — was evident in Owen being selected to lead the attack from the start over the in-form Rooney. And Ferguson’s plans seemed to be unraveling when Gabriel Agbonlahor latched onto Ashley Young’s long ball only to be hauled down by Nemanja Vidic. Despite not even booking the Serbian for denying a goal-scoring opportunity,
referee Phil Dowd pointed to the penalty spot and Milner slotted the ball into the bottom right corner, sending Tomasz Kuszczak the wrong way. “We started really well,” Friedel said. “Perhaps it’s unfortunate we weren’t up a man from the start.” With Rooney on the bench, Owen had a rare platform to convince Ferguson to use him more regularly and, perhaps one last chance, to prompt England coach Fabio Capello to include him in his World Cup squad. The 30-year-old Owen scored 12 minutes into his first Wembley final. Dimitar Berbatov stole the ball off Richard Dunne, and while the Villa center back caught up with the advancing Bulgaria forward, his tackle pushed the ball toward Owen, who struck the ball beyond Brad Friedel. It was Owen’s last significant contribution to the final. As has been the story of his recent career, Owen was forced off with a hamstring injury in the 42nd — another sign for both Ferguson and Capello of the forward’s ongoing fitness struggles. “I didn’t think of who was watching. It was a real chance for me because I haven’t started too many games,” Owen said. “I just want to play for Man United and if that gets me recognition, then great. I’ve been to many

After good buildup play between Berbatov and Antonio Valencia, Rooney met Valencia’s cross from close range with a header that had too much power and accuracy for Friedel to stop. “I knew he would enter the fray at some stage,” Ferguson said of Rooney. “He’s a world class player and arguably among top three players in the world. He made it more exciting.” Rooney was only denied his 29th goal of the season by the post minutes later. Dowd’s inconsistent refereeing in the first half irritated Villa manager Martin O’Neill. While Vidic escaped a third-minute sending off and Michael Carrick avoided a yellow card for a challenge on Emile Heskey, Villa’s James Collins was booked for bringing down Owen as was Stewart Downing for a late challenge on Patrice Evra. Evra was, however, booked just before the break for a lunging challenge on Ashley Young. Villa, which is through to the FA Cup quarterfinals, could potentially return to Wembley in the final in May and end its 14-year wait for a trophy.
ROME – Inter Milan survived a late scare and depleted resources to win 3-2 at Udinese and maintain their four-point lead at the top of Serie A on Sunday. AC Milan beat Atalanta 3-1 at home thanks to a brace from Brazilian Pato to remain second but third-placed AS Roma dropped two points in a 2-2 draw at Napoli, despite having led 2-0. Inter travelled to the north east with coach Jose Mourinho and four players suspended, forcing the Portuguese to play two midfielders in defence. If ever Inter were going to be stopped this season, this match appeared to be their most likely banana skin, but Inter proved their resilience. Due to their multiple suspensions, Inter sent director Marco Branca to speak to the press. “What do we think about these decisions (the suspensions)? We’ve taken a practical approach,” he said. “Practical in the sense that we were missing four important players and we’ve had a difficult week physically and mentally. “We especially felt these problems in the second half when the team couldn’t play as well as they did in the first.” Just 72 seconds in it seemed as if Inter were going to pay for their troubles as Udinese crafted an excellent goal with Serie A top scorer Antonio Di Natale’s clever
little pass putting in Simone Pepe behind the make-shift defence to shoot past goalkeeper Julio Cesar - although it was regular rightback Maicon who was at fault in failing to track Pepe’s run. If anyone thought Inter would be rocking, they would be sadly disappointed as on six minutes the champions were level when Mario Balotelli took a pass from Maicon and hit the bouncing ball from 22 yards as he slipped only to catch it sweetly, leaving Samir Handanovic unsighted in the Udinese goal. Inter’s second was simply stunning as Maicon fed Diego Milito wide on the right and he played it inside to Goran Pandev who flicked the ball over the defence for Maicon to continue his charge into the area and lash home a fierce volley from eight yards into the top corner, giving Handanovic no chance. On the stroke of half-time Inter left no doubt as to their dominance as Wesley Sneijder played the ball out to Balotelli on the left and his brilliant in-swinging cross found Milito running across the defence to glance home a header from seven yards. Udinese pulled a goal back on 52 minutes through Di Natale from the spot but although they pushed hard they couldn’t find the equaliser. They came closest with the last kick of the game but Swiss international Gokhan Inler’s deflected effort hit Julio Cesar’s bar.

Djokovic defends ATP Dubai title Agence France Presse

The match had been held over from Saturday because of heavy rain with defending champion Djokovic 7-5, 20 ahead. At that stage the second seeded Serb had appeared to be coasting to his first ever defence of an ATP title when the first rain seen in the Emirates since early January sent players and fans alike scampering for cover. But all that changed when the two players got back on court in hot, sunny conditions on Sunday. Youzhny first of all broke back to level at 4-4 and then, helped by two Djokovic double faults, he put himself into position to serve for the second set.
The frustrated Serb was warned for racquet abuse at the changeover but his display of temper appeared to help him refocus as he broke back in the following game to level at 5-5. Once again though the Djokovic serve failed to function and he was broken to love on the back of three unforced errors. This time Youzhny, who beat Djokovic in the Rotterdam semi-finals two weeks ago, made no mistake, holding his own serve to love to level the set scores. Djokovic regained the initiative at the start of the deciding set, breaking Youzhny’s serve with a big forehand down the line in the second game as
he moved out into a 3-0 lead. But once again the Russian dug deep to break back two games later, drawing level once more at 3-3. Youzhny had a break point to go 43 up, but blasted wide with a crosscourt forehand as Djokovic looked to be out of the rally. The Russian paid the full price in the following game when two unforced errors gave Djokovic two break points and he converted the second of those when Youzhny hit a forehand long after an energy-sapping rally. Djokovic comfortably served out to clinch his first title win of the year and consolidate his world number two ranking behind Roger Federer.

DALLAS – The way the Dallas Mavericks got started, it seemed like Dirk Nowitzki might get a welcome rest late in the opener of a twogame stretch in less than 24 hours. Except rookie Darren Collison and the New Orleans Hornets turned a lopsided game into a nailbiter before Nowitzki helped bail out the Mavericks. Nowitzki scored 14 of his 36 points while playing all of the fourth quarter, including a 9-foot turnaround jumper after a turnover by Collison in the final minute, and the Mavericks pulled out a 108-100 victory Sunday night to extend their NBA-high winning streak to seven games.

“We made this a lot harder than we should have,” said Nowitzki, who had his third consecutive 30-point game. “I actually missed two shots toward the end that I felt should have gone in, but I was able to make that last shot, so I’m happy about that.” The Hornets had cut what had been a 25point deficit to 101-97 after Collison’s 3pointer with 2:44 left capped the rookie’s stretch of eight consecutive points. But New Orleans didn’t get any closer and Collison, who had a season-high 35 points, had consecutive turnovers in the final minute that Dallas turned into baskets. Nowitzki’s jumper was the first score for either team since Collison’s 3-pointer. Caron Butler then stole the ball from Collison near midcourt and drove to the basket, missing the layup that Brendan Haywood slammed home. “It was out of aggression, trying to make something happen,” Collison said. “I’ll take full responsibility for those two turnovers.” Butler had 19 points in his return to the Mavericks lineup. He played in his sixth game for Dallas since being traded from Washington, but had missed the last two after having a bad reaction to some medication. The Mavericks took control with a 31-6 run early and appeared to have the luxury of a lopsided game to start their back-to-back games. Their game Monday night at Charlotte starts 21 1/2 hours after Sunday’s game tipped off. But Collison, stepping up in the absence of All-Star guard Chris Paul (left knee injury), helped made it a tight game at the end before his miscues. New Orleans was within 86-77 after David West hit two free throws in the opening minute of the fourth quarter, closing the gap to under 10 for the first time since last in the first quarter. That 19-3 run for New Orleans came during an 8-minute shooting slump for Dallas, who missed 12 consecutive field goals but where still shooting 55 percent for the game at that point. The Mavericks finished 52 percent from the field (45 of 87). Jason Terry ended the Mavericks’ shooting slump with an 18-footer. West then traveled and Terry passed to Nowitzki for another 18-footer.

LONDON – Michael Owen has hinted for the first time at the true depth of his frustration at being cast into the shadows by England manager Fabio Capello. Owen has been consistently ignored by Capello since the Italian took charge and will once again be at home in Cheshire when England play Egypt in Wednesday’s World Cup warm-up. For nearly two years Owen has maintained a dignified silence over his international exile, but the mask slipped for just a moment in the aftermath of Sunday’s bittersweet 2-1 League Cup final win against Aston Villa. After spending much of the season as a bitpart player with United, Owen was handed a rare moment in the spotlight as he started ahead of Wayne Rooney at Wembley. He seemed determined to seize the opportunity and rolled back the years with an effervescent display capped by a superb 13th minute strike to cancel out James Milner’s early pen-
alty. With Capello watching from the stands, Owen had proved he still has the ability to make his mark on the game’s grandest stages. Yet before the half was over, Owen’s day had taken an all too familiar turn as he pulled up with a hamstring injury. Suddenly it was easy to see why Capello isn’t prepared to risk gambling on such a fragile player and Owen must have know his faint hopes of going to South Africa were over. Perhaps that was behind his revealing response when he was asked if he felt his England chances had taken another blow. “I’ve said many times it’s difficult for me to talk about it or find the right words because one slip of the tongue and I’m going to be on the back page,” he said. “If I said what I think or how I feel...I would only be lying to you if I spoke about England so there is no point in asking, put it that way. “I didn’t even know the England manager was watching. I just wanted to play well and win the trophy.”

Schumacher says McLaren very strong BARCELONA - Michael Schumacher says McLaren was ‘very strong’ in the final day of testing at Barcelona, where Lewis Hamilton set the quickest time of the week. But the Mercedes GP driver admits it is virtually impossible to know what the order will be in the first race of the season in Bahrain in two weeks’ time. “They looked very strong today, no doubt,” Schumacher told reporters about McLaren at the end of the day. “But then it depends on who is going to bring what to Bahrain. It’s something we’ll have to wait for to find out. He added: “We have some im-
provement [for Bahrain], but is it much or is it not compared with what the others may or may not do? It’s a puzzle that’s difficult to read.” The seven-time champion claimed the mood at his team was positive ahead of the start of the season, as he feels things are starting to come together for the German squad. “We are generally positive. It’s hard work for everybody because you produce, you test, it’s long nights for the mechanics.
Virgin still hindered by hydraulic issue BARCELONA - Virgin Racing is hoping new components will help the team solve the hydraulic leaks that have been hitting the newcomer during pre-season testing. The team has been unable to get as much running as it was hoping due to continued hydraulic problems in the VR-01 car, both at Jerez last week and at Barcelona in the final test of the pre-season. Virgin has managed just 159 laps in total over the four days of the Barcelona test. Technical director Nick Wirth said the team will introduce new parts in the first race of the season in Bahrain, in the hope that it will solve the issues that have hindered its preparations ahead of its first ever grand prix. “Once again, our running today has been heavily compromised by the re-occurrence of the hydraulic leak,” said Wirth. “We have new components designed to fix this issue on their way for the Bahrain race and we’re looking forward to putting that particular story behind us. “Lucas did manage to conduct some productive race work but we leave Barcelona having never run a qualifying simulation or the super soft tyres that all our competitors are likely to have set their times on. “Now both Virgin Racing and Wirth Research have a busy two
weeks preparing both race cars and spares for our debut in Bahrain.”
“It’s a lot of hard work and I’m thankful everybody is pushing like hell, both here and in the factory. So everybody is now looking forward to probably breathe a little bit. “But just a little bit because preparation for Bahrain is short. In general we feel confident that our performance has come up, so slowly things come together.” Schumacher admitted he enjoyed the moment where Hamilton and him ran their own personal “race” during today’s session, when both were running together during a long stint. “It was fun,” said Schumacher. “It was interesting to see whether overtaking was possible. Obviously it was not possible as we were in different stages of our runs and tyres. At one point I felt there was no point because I was harming my own situation a little bit. “I basically gave way and basically let him do what he wanted to do and I could continue with what I wanted to do.”
