Even, they only get an ‘empty parcel’ from every single extravagant development made in Bali due to less optimal role of the
government as regulator. This was revealed by a tourism stakeholder, Gede Wirata, in Denpasar. Furthermore, he said that every development and economic growth in Bali often deviated from the basic substance for the welfare of
Balinese people. The economy of Bali growing above the national average of over 70 percent was driven by private sector so that the role of government was only 20-30 percent. It became an obstacle for the government as a regulator so
that the development of Bali was distorted and only met the desire of foreign investors. “The development of Bali should have a clear direction because so far it seems aimless and chaotic,” he said. As a result, he added, the involvement of local people was very minimal. In Bali, foreign workers were so easy to work well in the tourism sector and others. More seriously, the job opportunities in non-formal sector that could actually be worked on by Balinese
were also taken over by people from outside as seen in physical constructions such as the projects of the underpass and Benoa-Nusa Dua toll road involving minimal local labor. According to him, in every government project the project implementer should involve a minimum of 60 percent of the local workforce. Another version about Galungan is mentioned by the manuscript Jaya Kasunu. It is said that the king Jaya Kasunu (AD 1204), meditated (held dewa sraya) to invoke guidance. His problem was that not one of his predecessors could rule longer. Through his solemn meditation he was inspired that he should re-organize religious activities, such as Galungan. No matter what the version is, the essence of these mythologies implies that a devotee or creation should maintain their persistent contact to his Creator. The âtman dwelling within the human self should maintain his contact to Brahman, the Creator. By doing so, humans can continuously obtain the illumination to walk in the path of dharma. As manifestation of gratitude, devotees express it through worship at temples, garden, rice field and so forth. Everything that has given prosperity is also offered an oblation, including the means of transportation. If you happen to take an excursion on that day you of course will rub up against many cars affixed with young coconut paraphernalia. Hopefully, the festivity does not come to an end at the vibrant fiesta marked with grandiose oblation, assorted delicious food or luxurious paraphernalia. All the times it should help the spiritual development. Anything achieved in this life either tangible or intangible entities, should not make us arrogant. Sometimes, when having abundance of wealth or higher educational background, a human feels superior or more powerful than others. Even, it is not employed as a milestone to improve his devotion to God. It’s here where the achievement drags human to sluggish condition or gorge of destruction. Like Mayadanawa, he forgot that there is a vast sky above him. His power has led him to his dissolution. If we do not want to become the next Mayadanawa, consistent devotion must be established. WINSTON-SALEM, N.C. -- Defending champion John Isner and top seed Jo-Wilfried Tsonga of France both won Tuesday in the second round of the Winston-Salem Open. The third-seeded Isner, the highestranked American (10th) in the world rankings, was pushed to three sets before beating Slovakia’s Martin Klizan 4-6, 6-3, 7-5.

Tsonga, the highest-ranked player (sixth) in the final hard-court tournament before the U.S. Open, beat Brazil’s Thomaz Bellucci 6-3, 7-6 (7-2). Isner, who was born in nearby Greensboro, N.C., showed the effects of a two-week layoff, coming out sluggish against Klizan. The left-hander broke Isner’s serve in the opening game of the first set, and kept him scrambling with his groundstrokes. However, Isner eventually picked up his game, serving 13 aces - the fastest recorded at 140 mph - and breaking Klizan’s serve late in each of the final two sets. ‘’I felt the match was going to be tough, and that’s exactly what it was,’’ Isner said. ‘’He was playing pretty well, and I wasn’t on top of my game. MT. CRESTED BUTTE, Colorado - American Tejay van Garderen pushed ahead in the final 300metre uphill climb to capture the second stage and overall lead at the USA Pro Challenge on Tuesday. Van Garderen, who finished fifth in last month’s Tour de France, captured his first win of the season after completing the 159.3-kilometer ride from Montrose to Mt. Crested Butte in three hours, 52 minutes and 24 seconds. “I wasn’t confident I was going to win, but I was confident I was going to try,” said Van Garderen, who made his final surge to the ski resort finish suddenly as the early leaders faltered. Fellow American Christian Vande Velde finished second in the stage in the same time as Van Garderen while Russia’s Ivan Rovny was third, trailing by six seconds. Van Garderen, who began the day 17th overall, moved into the race lead with the same overall time as Vande Velde but is the race leader based on his stage win. Rovny moved into third overall while defending champion Levi Leipheimer of the United States is fourth overall after placing fourth in the stage and trails by eight seconds. Wednesday’s third stage of the seven-day race is a 210.1-kilometre ride from Gunnison to Aspen, Colorado, that features two climbs approaching 4,000 meters, the highest elevation in the secondyear race.
ANDREA Dovizioso has given the clearest indication yet that he will join Ducati’s works MotoGP squad from 2013. The Italian has been strongly linked to the seat vacated by Valentino Rossi at the Desmosedici team, and has made no secret of his desire to be a works rider next season - even if his original intention was to land the ride Rossi will now take at Yamaha. Dovizioso, who scored his fifth podium of the year for Tech 3 at Indianapolis, indicated that his discussions with Ducati were nearing a conclusion, while also admitting he was confident he could adapt to a bike which has troubled numerous riders, Rossi among them.
“No rider likes to change often, but it’s OK: I have adapted to the Yamaha bike, so I’ll do the same with the Ducati,” Dovizioso told Gazzetta dello Sport. “Honestly these days are not so peculiar: these things need time. It’s not as if you sign the day after you start talking. You ponder your chances inside your head, and this has been happening for a while.” He said that even if a deal with Ducati is confirmed his focus and approach will be unchanged until the season finishes at Valencia, adding: “This week will be normal because nothing’s changing until Valencia.”
Asked about Dovizioso’s previously stated desire to ride for Yamaha, Ducati team manager Vittoriano Guareschi said he was unconcerned given his own outfit’s stated desire to keep Rossi. “We, too, first did everything possible to keep Valentino,” he said. “Only then [did] we contact him...[Dovizioso].” Should Dovizioso agree a switch to Ducati, every works ride for 2013 will therefore be settled. The Italian’s Tech 3 team-mate Cal Crutchlow could miss out entirely, having recently suggested Ducati lied to him after he was heavily linked with a 2013 ride in the early part of the season.

Tottenham Hotspur have signed striker Emmanuel Adebayor from Premier League champions Manchester City on a permanent deal, the London club said on Tuesday. The Togo international scored 18 goals in 37 appearances for Spurs last season on loan at White Hart Lane. The clubs were reported by British media to have agreed a deal last month for the 28-yearold, who had been earning about
170,000 pounds a week at City. No financial details of the transfer fee were available but media reports put its value at five million pounds. TOKYO - Japan’s exports slumped the most in six months in July as shipments to Europe and China tumbled, adding to concerns over global demand after a string of dire trade figures from Asia’s export engines. The 8.1 percent annual fall was far deeper than economists’ median forecast of a 2.9 percent drop. A 25.1 percent plunge in exports to the struggling European Union, the biggest such drop since Oct 2009, saw Japan post a record trade deficit with the region. “Europe’s debt crisis is the first factor to pull down exports, and the pace of decline is striking. This is comparable to the post-Lehman situation,” said Masayuki Kichikawa, chief Japan economist at Bank Of
America Merrill Lynch in Tokyo. “We hoped domestic demand in China would support Japan’s economy, but the story is different.” Wednesday’s figures add to the case that the bottom of the slowdown in economic growth for Asia’s major exporters could well be pushed further back into the third quarter of 2012 from the second quarter. “That’s the way risks are tilting,” said Robert Prior-Wandesforde, director of Asian economics at Credit Suisse in Singapore. “It’s hard to be
optimistic given what’s happening in key trading partners.” Exports from Taiwan, a key part of the global technology supply chain, fell for a fifth straight month in July. South Korea, home to major carmakers, computer chip and flat-screen producers, recorded its sharpest fall in exports in July in nearly three years. Exports to China, Japan’s largest trading partner, fell 11.9 percent from a year earlier, the biggest decline in five months, led by lower shipments of semiconductors, electronics and car parts. That gels with China data that has shown economic growth struggling to pick up after six straight quarters of decline despite two rate cuts and reductions in banks’ required reserves. In another discouraging sign, Japan’s exports growth to the United States slowed in July for the third consecutive month, rising 4.7 percent from a year earlier. Reflecting the sharp decline in overall exports, the Ministry of Finance figures showed Japan swung to a larger-than-expected deficit of 517.4 billion yen ($6.5 billion).
Analysts said the data heightened the risk that overseas demand for Japanese goods may not recover in time to take up the slack from domestic spending as the reconstruction impact after last year’s earthquake begins to fade. That could stall what is an otherwise fragile recovery in the world’s third-biggest economy. The strength of the yen also hurts Japanese exporters. U.S. Trade Representative Ron Kirk announced Tuesday that the Obama administration is taking action against Argentina’s habit of denying automatic licenses for imports of all goods flowing into the country.
Kirk says Argentina’s arbitrary measures are keeping out more than 600 kinds of U.S. goods, everything from auto parts to laptops to paper products. Japan and the European Union have filed similar cases with the WTO, saying Argentina is violating the rules as it tries to protect its economy. Argentina says the U.S. has a double standard because it blocks beef and lemons from the South American country, which is now preparing its own case for the WTO.

BUCHAREST, Romania — Romania’s constitutional court ruled Tuesday that a referendum on whether to oust the country’s president had failed because the minimum voter threshold was not reached, clearing the way for Traian Basescu to return to his post. But comments from a top government official calling Basescu “an illegitimate president” suggested that the power struggles in the eastern European country were by no means over. Basescu was suspended by parliament in July on grounds that he had overstepped his authority by meddling in government business and the country’s judicial system. He denied any committing any serious violation of the ex-communist nation’s constitution. The national referendum on whether the president could stay in power was held July 29, and while most voters wanted to oust him, the court ruled that the 50 percent turnout threshold was not achieved. The court’s ruling came after the
left-leaning government argued that the electorate had shrunk and thus the necessary threshold for the vote was reached. A few hundred people gathered in a main Bucharest square Tuesday evening to protest the ruling. Basescu’s rival, Prime Minister Victor Ponta, said the government would respect the court’s decision. “I want to send a signal of stability to Romanians,” he said. But the country’s acting president, Crin Antonescu, said that despite the respect for the decision, Basescu “re-
turns as an illegitimate president.” The U.S and the European Union have expressed concern about Romania’s commitment to the rule of law and the independence of judicial institutions during the impeachment procedure. Romania, which threw off communism during a bloody revolt more than 20 years ago, joined the EU in 2007. The U.S. Embassy said the court’s decision “speaks for itself.” There was no immediate word from Basescu, a center-right president whose popularity has sunk in recent years as Romania’s economy has struggled. WikiLeaks founder Julian Assange was unlikely to be extradited from Sweden to the United States if there was a risk of the death penalty or a military court, Australia’s foreign minister said Wednesday. British authorities won their case to extradite Assange to Sweden to face sex assault allegations, but because he sought asylum in Ecuador’s embassy in London they have so far been unable to send him there. Supporters of the 41-year-old Australian believe that if sent to Sweden, Assange could be extradited to the United States to face charges of espionage over WikiLeaks’ publication of a vast horde of sensitive US papers. Foreign Minister Bob Carr said Australia could not get involved in cases outside its jurisdiction but that Stockholm had indicated the former hacker was unlikely to be sent to the United States. “It’s not a subject for Australian diplomacy, it’s a subject for consular support,” he told the Australian Financial Review. “We have sought assurances from Swe-
den (that) due processes will be accorded. “And the Swedes have said they don’t extradite anyone if there’s a capital offence or it’s a matter to do with military or intelligence.” WikiLeaks has urged Sweden to guarantee it will not extradite Assange to the US, where he fears being pursued over the organisation’s release of thousands of sensitive files, including on the wars in Iraq and Afghanistan. Russian Foreign Minister Sergei Lavrov, speaking after meeting China’s top diplomat, said Moscow and Beijing were committed to “the need to strictly adhere to the norms

Giving babies antibiotics before the age of six months could cause them to be chubby children, according to a study published Tuesday. “We typically consider obesity an epidemic grounded in unhealthy diet and exercise, yet increasingly studies suggest it’s more complicated,â€? said co-author Leonardo Trasande of the New York University School of Medicine. “Microbes in our intestines may play critical roles in how we absorb calories, and exposure to antibiotics, especially early in life, may kill RII KHDOWK\ EDFWHULD WKDW LQĂ€XHQFH how we absorb nutrients into our bodies, and would otherwise keep us lean.â€? The study adds to a growing body of research warning of the potential dangers of antibiotics, especially for children. Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulXPEXO´ ORQJ Ă€DJV DOO WKHVH DUH SUHURJDWLYHV RU DWWULEXWHV of Holiness. In front of the Temple gate put up “Penjorâ€?, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Authorities amend Natalie Wood’s GHDWK FHUWLۋFDWH Associated Press Writer
LOS ANGELES — Natalie Wood’s death certificate has been changed to reflect some of the uncertainties and lingering questions surrounding the actress’ drowning more than 30 years ago in the Pacific Ocean off Southern California. The document was amended earlier this month and shifts Wood’s death from an accidental drowning to “drowning and other undetermined factors,” according to a copy of the certificate obtained Tuesday by The Associated Press. The amended document also now states that the circumstances of how Wood ended up in the waters off Catalina Island in November 1981 are “not clearly established.”
The changes occu curred nine months af after sheriff’s homicide n investigators renewed their inquiry into W Wood’s death shortly be before its 30th annive versary. Chief of Detectives William McSweeney said the decision to amend the death certificate was ultimately made by the coroner’s office, which has been instructed by detectives not to discuss the case. “I would just say undetermined is descriptive,” he said. McSweeney said detectives still have work to do on the case, but that doesn’t necessarily mean that a major shift is coming. “We don’t close these cases,” he said. “These cases have active periods and more passive periods. We’re moving toward the end of an active period.”
