NEW YORK — Careful media coverage of a close presidential election Tuesday exploded so suddenly Tuesday that it left the bizarre spectacle of Fox News Channel analyst Karl Rove, a major fundraiser for Republican Mitt Romney, publicly questioning his network’s declaration that President Barack Obama had been re-elected. ABC News was also frantically trying to repair a power outage that left much of its set inoperable precisely at the time the election was being decided. For several hours, election coverage resembled the run-up to a Super Bowl, with plenty of talk signifying little. Then NBC News, at 11:12 p.m. ET, was the first to declare Obama had won by virtue of winning the battleground state of Ohio. “He remains president of the United States for a second term,” said anchor Brian Williams.

Other networks followed suit, including Fox five minutes later. But Rove, the former top political aide to President George W. The network didn’t inform viewers, and tried to compensate by taking anchors Diane Sawyer and George Stephanopoulos away from their desks, and cutting away to crowd shots at Times Square. Sawyer’s relaxed, folksy delivery in her first presidential election night as anchor drew considerable social media attention. The rock group They Might Be Giants tweeted: “and Diane Sawyer declares tonight’s winner is ... chardonnay!” Sawyer and Stephanopoulos were a new election anchor team for ABC, and Scott Pelley led the CBS coverage. The Hamlet Chief of Gelogor Carik, Pemogan village, Ketut Budiarta, said that his community was still unable to accept the issuance of permit by the governor related to the management of mangrove forest by investor. Budiarta claimed not to know anything about it because there was no early socialization to the community. “We firmly reject the permit. Similarly, we do not know who the investor and what the purpose of the mangrove forest management is,” he said on Tuesday (Nov 6). Census of Agriculture that will be held in 2013 should result in a complete and accurate database in the agricultural sector. The Central Statistics Agency (BPS) as the executor of the census should involve other components in the census in order the supporting factors of the agriculture could also be tabulated. Chairman of the Indonesian Farmers Association (HKTI) of Bali, Prof. Suparta, on Tuesday (Nov 6) gave some inputs in order the census results could become a complete database in the field of agriculture. According to him, before the census, at least there were a number of things to be considered from the beginning. One of them was that the draft of census should cover all the aspects of agriculture and the surveyors should be well trained. “In addition, the commitment of surveyors must be strong and reliable because there is no sampling. Besides, the scope of survey’s substance must include all the sub-systems of the agribusiness from the upstream to downstream as well as the survey period should be limited, do not last too long,” he said. Suparta also asserted that the census of agriculture should at least involve the stakeholders (HKTI, etc.) since the planning. As planned, the BPS would conduct the census of agriculture next year. The census was a national program that had been carried out for the fourth time.

The Head of Central Statistics Agency (BPS) of Bali, Gede Suarsa, revealed the census would cover all the sub-sectors of agriculture, including the plantation, livestock, forestry, and fisheries. “Census is going to count up and record the activities of farmers, commodities produced until the land control,” he explained. Reflecting from the previous census in 2003, the farmers having a small area of land (20-50 ares) were averagely unable to empower their family to be prosperous compared to other sectors. To get optimal result, they should ideally cultivate a land with the area of 1.5 to 2 hectares. Suarsa explained the results of census would be used as a database prepared for the planning and evaluation of the agricultural activities. As planned, the Census of Agriculture 2013 would involve about 3,000 people recruited from the village and some were field workers regularly engaged in the census of the BPS. He said that all the census workers would be trained first and then their field activities would be starting in May 2013. “The census will specifically target villages having agricultural potential, both in Denpasar and other areas in Bali,” he said. He added the census would last for two months, while the data processing would last until December 2013. According to him, there was also possibility if the results could be processed earlier. Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Humans Caused Historic Great Barrier Reef Collapse The expansion of European settlement in Australia triggered a massive coral collapse at the Great Barrier Reef more than 50 years ago, according to a new study. The study, published Nov. 6 in the Proceedings of the Royal Society B, found that runoff from farms clouded the pristine waters off the Queensland coast and killed the natural branching coral species, leaving a stunted, weedy type of coral in its place. The findings suggest that decades before climate change and reef tourism, humans were disrupting the ecology of the Great Barrier Reef. “There was a very significant shift in the coral community composition that was associated with the colonization of Queensland,” said study co-author John Pandolfi, a marine biologist at the University of Queensland Australia. Europeans began to colonize Queensland, Australia, in the 1860s, cutting down forests to make way for sheep grazing and sugar plantations. By the 1930s, large amounts of fertilizer and pesticide-laden runoff poured from rivers into the nearby ocean. Several recent studies have shown that snorkelers and climate change kill coral, and one

Researchers say they are not sure whether these tiny stylized sculptures of full-figured ladies served as idols, lucky charms or fertility symbols. “This collection from Belica, in all its completeness, provides a unique glimpse into the symbols of the earliest farmers and herdsmen in Europe,” said Raiko Krauss, an archaeologist from the University of Tübingen in Germany. Krauss is collaborating with researchers from Serbian Archaeological Institute to examine the objects and detail their findings in German and Serbian publications. Krauss expressed regret that the artifacts could not be displayed at the Serbian National Museum, which has been closed since the civil war. He is planning an exhibition at the University of Tübingen Museum in Hohentübingen Castle, set to open during the winter of 2013-2014.

AMLAPURA - Residents living on the highland of Pemuteran at Pempatan village, Rendang, Karangasem, complained because so far they remained to face clean water crisis. One of local residents, Made Suyasa alias Saleh, said that Pemuteran in Rendang subdistrict, was rich in water or had many large springs. In reality, said Suyasa, the springs of Telaga Waja were channeled to other areas, while the residents of Rendang living on mountain areas like Pemuteran remained to face clean water crisis. In this dry season the residents of Pemuteran highlands were still facing clean water crisis. They were forced to buy water at IDR 150,000 to IDR 200,000 per tank truck. Suyasa said the water bought at high price was only used for cooking and inadequate for showering. To save water consumption bought at expensive price, they were forced to rarely take a bath or to bathe like a cat. Suyasa said that during the campaigns of General Election 2010, there was official promising a clean water facility by building water storage for Pemuteran residents remaining to face clean water crisis. It was planned to utilize and drain the springs at Tirta Tamba near Pemuteran. However, Suyasa said the promise was broken and it was only a lip service. Suyasa asked to keep the promise, so that it would alleviate the life burden of Rendang residents living on highlands

that regularly faced water crisis. He added the residents faced with water crisis were trying to take advantage of the water tank truck assisted by the PPK. Though having to pay IDR 100,000 per tank, the residents whose house was located at roadside and passed through by the water truck water, they did not surely get the water on the following day. Even, they should wait for a few days. “When there are many orders, they will be put into waiting list and have to wait for a long time. People who urgently need water can die of thirst before the water comes,” he said. On the other hand, Chairman of the Karangasem House, I Gede Dana, asked the Regent of Karangasem last Tuesday to pay attention to the problem of residents. Moreover, it was concerning with the basic needs such as clean water. Ironically, in such condition the springs of Telaga Waja in Rendang subdistrict would even drained by large-sized pipes out of Rendang to meet the people’s needs beyond the subdistrict. Since the springs were located in Rendang area and would be drained out of Rendang, he asked the government to pay attention to the water needs of Rendang residents, chiefly those living on the highlands. Now, they still faced a clean water crisis. Gede Dana asked in order the Rendang residents living on the highlands would not be like the Balinese maxim where they indeed had abundant water

The agricultural sector in Bali is increasingly abandoned by the community. Central Statistics Agency (BPS) of Bali records the number of people working in the sector has decreased from 653,790 people (Feb 2012) to 572,690 people (Aug 2012).

South Africa banknotes launched with Mandela image Associated Press Writer

JOHANNESBURG — New South African banknotes featuring the image of former president and anti-apartheid icon Nelson Mandela are going into circulation.

Reserve Bank Governor Gill Marcus made the first purchase using the new rand notes at a small shop in Pretoria on Tuesday. She says the country tries to upgrade its notes every seven years for security reasons as technologies change.

The new 10, 20, 50, 100 and 200 rand banknotes feature Mandela’s image on one side and the other side maintains the Big Five animals already on the bills. Marcus said Mandela was shown the new banknotes and that he was delighted.

BANGKOK — World stock markets rose Wednesday after President Barack Obama won a fiercely contested race for re-election, allowing him to refocus his attention on issues other than the campaign. Stock markets had been in a state of suspended animation throughout the week as investors waited for the cliffhanger election campaign to end. With the Republican challenger Mitt Romney defeated, politicians can now turn to the campaign’s most dominant issue — the slowly recovering U.S. economy. PARIS — France’s government has promised 20 billion Euro ($25 billion) in tax credits to businesses as part of a “competitiveness pact” that it hopes will spark innovation and lower unemployment - but falls short of calls in a recent report for a “shock” to the economy. The announcement of the plan Tuesday came a day after a governmentcommissioned report — by Louis Gallois, former head of Airbus parent EADS — said the country’s ailing economy needed a big kick to stay globally competitive. Prime Minister Jean-Marc Ayrault said the government’s plan, which includes a 500 million Euro fund to help struggling small businesses, would put the country “back at the heart of the world economy.” “This new French model will consist of finding a way back to creating jobs and will no longer be financed by permanent deficits,” he said. However, the government plan has fallen short of some of the recommendations in the Gallois report and raises fears that the Socialist administration of President Francois Hollande is not

doing enough to revitalize the French economy. For example, the $20 billion tax credit is to be implemented over three years — with 10 billion Euro available in 2013 and the rest split over the following two years. Gallois recommended in his report for the government that the breaks should happen over one or two years to have the maximum effect. The measure also takes the form of an income tax credit, rather than a reduction in the social charges employers pay on salaries, as Gallois had suggested. The government argues that its method is designed to have immediate impact, while deferring payment until 2014 when next year’s tax bill comes due. That, however, assumes that companies will start spending and hiring right away in anticipation of the credit. France faces several major economic challenges, including an unemployment rate of 10.8 percent, and labor regulations that make firing so difficult it has discouraged hiring. Growth has ground to a halt, and several major companies have announced thousands of layoffs in recent weeks. France has largely sidestepped the massive budget cuts and reforms undertaken by its neighbors, despite

having one of the world’s highest proportions of state spending. Unions and companies are currently in discussions to overhaul the labor market - but the issues are so touchy in France that it’s unclear how far they’ll go. Gallois warned in his report that the biggest problem in France is that because of high labor costs, companies have to slash prices in order to compete. Without high profit margins, companies have very little to invest in product innovation and quality. Ayrault promised that the pact would give companies more room to maneuver and address this problem. The government’s plan focuses on small businesses, often the motors of innovation and employment. It calls for small businesses to receive special help to compete internationally, and billions of euros in a new public investment bank will be reserved for smaller companies. The government also promised to reduce red tape and to limit changes to its tax and other policies over the next five years. France has a very complex tax code - a major thorn in the side of companies, especially small ones that spend tremendous resources to figure out what they owe.

Secretary General of the Ministry of Agriculture, Hari Priyono, after the opening of the Asia and Pacific Seed Association (APSA) meeting said the Indonesia’s dependence on the imports of fruit and vegetable was declining. “We are optimistic the import of fruit and vegetable this year will drop dramatically by 20-30 percent compared to last year’s,” said Hari Priyono, Tuesday (Nov 6). According to him, the value of imported fruits and vegetables in January-August 2012 compared to the same period last year had shown a decline of about 20 percent. State enterprises minister Dahlan Iskan reported two names of legislators who had allegedly extorted state-owned companies to BK on Monday. He would report more names in writing to BK on Wednesday. He had earlier said around 10 legislators had been indicated to have tried to extort state-owned companies. Dahlan declined the unveil the names he had reported to BK saying it was up to BK whether it would do it or not.

JAKARTA - Vice President Boediono has said that firm actions have been taken against workers involved in anarchism during demonstrations. He said when opening a High Level Conference on Indonesian Investment 2012 here on Tuesday that while labor demonstrations are allowed actions must be taken against anarchism. “The law must be enforced against excesses such as intimidation,” he said. Workers have held demonstrations in various regions in the country recently to demand better pay and working conditions.

Boediono admitted that investors had been concerned over the demonstrations. He said the government remained committed to keep improving investment conditions in the country by among others providing legal certainty and better infrastructure. He said the government would also continue improving the welfare of workers which has also been the government`s priority. “I could assure that the government remained fully committed to improving investment and business environment and for that effective communication is needed between businessmen and the government,” he said.

The vice president said that Indonesia is still the right investment destination in view of its ability to overcome the 2008 crisis and maintain its economic growth. He also said the country`s vast natural and human resources as well as political stability were also other factors making the country remain attractive for foreign investors. Boediono said the government has continued and would continue improving the country`s capacity by developing its sea and airports, roads, railways, electricity plants, city facilities, renewable energy sources and gas infrastructure.

JAKARTA - Vice President Boediono has said that the defence industry should be integrated with local supporting industries to maintain its production process. “The defence industries in many countries make a lot of progress because they are supported by other industries, research and development,” the vice president said here on Wednesday. Boediono made the remark while opening the 5th Forum of Indo Defence, Indo Aerospace and Indo Marine 2012 Expo that will last from November 7-10, 2012 at Kemayoran Jakarta International Expo. Present at the function were Defence Minister Purnomo Yusgiantoro and a number of defence attaches from some countries. According to the vice president, Indonesia has an opportunity to improve its defence industry, both, from the economic and security angles. He said that the defence industry should be integrated with the capability of the domestic industry by involving col-
