A representative for Muniz did not immediately respond to a email inquiring about the nature of the “mini stroke,” its cause, and Muniz’s current condition. In February 2011, Phoenix police were called to the home of Muniz and his girlfriend, who told officers that the actor had struck her and put a gun to his own

head, possibly with suicidal intent. After finding no signs of injury, police confiscated Muniz’s .380 semi-automatic gun and issued disorderly-conduct warnings to Muniz and his girlfriend. They said the incident wouldn’t be investigated further. Muniz’ rep denied at the time that he had struck his girlfriend or was suicidal. Muniz told police the gun was not loaded and that he had picked up its case, but not the gun itself.

On his talk show Tuesday, Cooper said he was in Portugal last week working on a story for “60 Minutes” and spent two hours on the water. The newsman says that later, he developed a burning sensation in his eyes and lost sight for 36 hours. Showing a photo he took of himself with an eye patch, Cooper joked it would be his new online dating picture. On a more serious note, Cooper said he wanted to warn viewers about the risk. Dr. Nancy Snyderman, chief medical correspondent for NBC News, explained to Cooper he had suffered a retina burn. DENPASAR - Prolonged follow-up to findings of the Supreme Audit Agency (BPK) stating there was costliness reaching billions of rupiahs in the Bali Province was firmly addressed by Dr. H. Rizal Djalil, Chairman of the BPK RI for East Region. When met in Nusa Dua on Tuesday (Dec 4), he asserted the finding was final. On that account, the findings should be followed up as recommended by the BPK. Otherwise, it could kindle a legal problem.

As reported earlier, the BPK Bali noted a number of costliness in the procurement of several goods and services in Bali Province resulting in state losses up to tens of billions of rupiahs. However, the Bali government denied the findings on the costliness because there were differences in perception because Bali government had its own calculation stating if the findings were not overpriced. Against the rebuttal of Bali government, Dr. H. Rizal Djalil confirmed if the findings should be followed up. “These findings are final and must be followed up,” he said when met amidst the Coordination Meeting of the

Damaged school repair obliged to use MoU Denpasar (Bali Post)—

Deputy Chairman of Commission IV of the Bali House, Ketut Kariyasa Adnyana, stated that Bali government as well as regency/municipal government across Bali should implement a sharing fund of 20 percent in repairing damaged classrooms across Bali. The idea was positively responded by Chairman of the Indonesian Teachers’ Association (PGRI) of Bali, Dr. Gede Wenten Aryasuda and an education observer, Putu Sarjana. However, the commitment to work together to improve the damaged educational infrastructure should be followed by the signing of Memorandum of Understanding (MoU). By doing so, the regency/municipal government in Bali had no reason to marginalize the development of education sector in the region. “In the MoU, the two components of government state their readiness to share the funding for repairing damaged classrooms. As bound by the MoU, the Bali government and regency/municipal government in Bali cannot divert the budget for education development to other sectors, though for any reason where other sectors need it more urgently,” said Wenten Aryasuda. Similar opinion was expressed by Putu Sarjana. According to the lecture from the Hindu University of Indonesia, provincial government had the right to impose sanction against the regency/municipal government that ignored their duty. As a sanction, Bali government did not distribute the budget prepared to implement the program to the regency or municipality infringing the initial agreement.

However, he believed such possibility was very little to happen because before the bylaw draft on the regency or municipality budget was approved to become a bylaw, the governor could verify the local budget draft. “If the amount of funding for damaged classroom repairs does not comply with the MoU, the Governor of Bali will surely make corrections. This moment can be used as a filter to keep their commitment to the development of education in Bali,” affirmed Sarjana. As reported previously, the number of damaged classrooms in all regencies and municipality in Bali reached 20 percent. Nearly 6.76 percent of them were severely damaged and 13.25 percent were slightly damaged. Responding to the reality, the Deputy Chairman of Commis-

sion IV of Bali House urged Bali government and regency/municipal government throughout Bali to prioritize the funding to damaged classroom repairs in the Regional Budget 2013. Considering the fiscal capacity of regency/municipal government was very limited, it would be very difficult if the responsibility to repair the damaged classrooms was fully charged to regency/municipal government. On that account, this people’s representative from Buleleng asked the Bali government to implement the sharing fund with the regency/ municipal government across Bali, including with the central government to repair damaged classrooms as having been applied during the administration of Governor Dewa Made Beratha. Virtually every day, the Emergency Room (IRD) of Sanglah Hospital receives the victim of traffic accident, both with minor and severe injuries to death. The growth of vehicles in Bali is not supported by adequate infrastructure and lack of public awareness in riding has made the traffic accident case recorded in Sanglah Hospital increase every year. According to the Head of Emergency Room of Sanglah Hospital, Krisna Wibawa, the traffic accident case recorded in Sanglah Hospital always increased 5 to 10 percent annually. Based on the existing data, until October 2012 were recorded 2,594 cases due to traffic accident received by the Emergency Room. Most cases occurred in January (347 cases) and February (306), while the cases in the remaining months were March (268), April (260), May (244), 265 (June), July (256), August (210), September

(199) and October (239). From the 2,594 cases of traffic accident, 65 victims were recorded to have died before getting medical help in Sanglah Hospital. Krishna said from the traffic accident cases, most of the victims suffered from injuries on their head and multi-fracture or many fractures in several parts of their body. “Wounds on the head usually happened because the victims were not wearing a helmet or the helmet was not properly put on so that it came off,” he said. Most of the victims of traffic accidents, Krisna further said, were motorcycle users. One of the common factors causing the accidents was riding under the influence of alcohol, drowsiness and unfavorable environmental condition. Sadly, most victims of the traffic accident treated in Emergency Room of Sanglah Hospital belonged to productive age namely around 20-40 years. To pre-

vent many cases of traffic accident, according to Krisna, the government needed to make stricter laws on traffic affairs, where the road users could be protected. In terms of handling to victims of traffic accident, according to Krisna, the local government of Bali had made a lot of breakthroughs. Currently, the government of Denpasar, Badung, Gianyar and Tabanan had cooperated in dealing with victims of traffic accidents. “Together with the province, an itinerant ambulance has been provided to handle the traffic accident that is ready to move to location before the victim is taken to nearest hospital,” explained Krisna. According to him, the first aid given to victims before taken to hospital was very important. Be careful in buying traditional medicine and cosmetics as its Supervision Board (BBPOM) Bali in its joint operation 2nd - 4th December 2012 found 38.936 packages or 238 items of them illegal and has unpermitted chemicals (BKO) also strong medicine forbidden to be sold in a medicine shop. These thousands of items suspected to value IDR 82 million. Head of BBPOM Bali, Dra. Corry Pandjaitan, Apt. accompanied by Head of Supervision and Investigation, Dra. I Gusti Ayu Adhi Aryapatni, Apt. last Tuesday (4/12) explained that those items were found at six targets located at three areas of Bali, four in Denpasar, one in Tabanan and one in Gianyar. Specifically there are 33,096 packages or 20 items of traditional medicines that were illegal and has illegal chemical substance in Denpasar, 640 cosmetics (98 items) found in Gianyar (515 packages or 81 items) and Tabanan (125 packages or 17 items), while 5,200 tablets/capsules (11 items) of strong medicine found in Denpasar City. “Those without any

Based on what has been found, Corry will process this legally as those responsible violated Law No. 36 Year 2009 on Health based on Section 197 which stated each person who purposely produced or distributed pharmacy and/or health equipments that has no distribution permit will be jailed at most 15 years and fined IDR 1.5 billion. In yea r2011, there were 8 cases that have been brought to court while this year 6 of them. At this time, Corry admitted the sanction is still really light when actually the risk given to health due to it is very dangerous. Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

LOS ANGELES — If you thought NASA’s latest Mars landing was a nail-biter, get ready for a sequel. The space agency on Tuesday announced plans to launch another mega-rover to the red planet in 2020 that will be modeled after the wildly popular Curiosity. To keep costs down, engineers will borrow Curiosity’s blueprints, recycle spare parts where possible and use proven technology including the novel landing gear that delivered the car-size rover inside an ancient crater in August. The announcement comes as NASA reboots its Mars exploration program during tough fiscal times. “The action right now is on the surface, and that’s where we want to be,” said NASA sciences chief John Grunsfeld. Like Curiosity, the mission will be led by the NASA Jet Propulsion Laboratory. But many other details still need to be worked out, including where the rover will land and the types of tools it will carry to the surface. While the science goals remain fuzzy, Grunsfeld said the rover at the very least should kickstart a campaign to return Martian soil and rocks to Earth — a goal trumpeted

by many scientists as key to searching for evidence of past life. Curiosity doesn’t have that capability. In the coming months, a team of experts will debate whether the new rover should have the ability to drill into rocks and store pieces for a future pickup — either by another spacecraft or humans. NASA is under orders by the White House to send astronauts to circle Mars in the 2030s followed by a landing. Despite Curiosity’s daring touchdown, its road to the launch pad was bumpy. At $2.5 billion, the project ran over schedule and over budget. Jim Green, head of NASA’s planetary science division, said the engineering hurdles have been fixed and he expected the new rover to cost less than Curiosity. One independent estimate put the mission at $1.5 billion, though NASA

is working on its own figure. “It’s hard not to feel a little Mars-envy,” Mike Brown, an astronomer at the California Institute of Technology who focuses on the outer solar system, said in an email. Brown added that he understood NASA’s decision given the pressure to fly humans to Earth’s neighbor. A Curiosity redux makes sense, said American University space policy expert Howard McCurdy. “Let’s hope that it can take advantage of economies of scale, in which case it would cost less than the Curiosity mission,” he said. “That sort of approach would extend our exploration capability while freeing funds for other expeditions.” Mars is bracing for a flurry of activity over the next several years. Next year, NASA plans to launch an orbiter to study the atmosphere.

DENVER — A Colorado Best Western is getting a facelift — right back to the Jurassic. The Best Western Denver Southwest will become a dinosaur haven over the next few months, as owner Greg Tally transforms the typical hotel into a natural history-themed destination featuring fossil displays and lifesize dinosaur statues. Construction crews broke ground on the renovations today (Dec. 4). Tally is working together with local paleontology museums as well as Matthew Inman, the Seattle-based creator of the webcomic “The Oatmeal.” Inman was on-hand Tuesday to sign books and comics for attendees at the groundbreaking. The ultimate goal, Tally said, is to draw attention to Denver’s paleontological history, including Dinosaur Ridge, a site 10 minutes from the hotel where the footprints of long-necked sauropod dinosaurs are preserved. “I could not think of a more unique differentiator than the history of Dinosaur Ridge,” Tally told

A year later, the gini ratio of Bali reached 0.3195, a figure suggesting that the gap between the rich and the poor was getting wider, though still in the category of low inequality. Later in 2011, the gini ratio reached 0.3820. It was a substantial deterioration indicating the access to the economic pie in Bali was increasingly lame. Not only that, this figure also signified that income distribution in Bali had almost reached the level of moderate inequality. It was a phenomenon that should be watched out. Similar phenomenon would be visible when using the indicator of the World Bank requiring that the income distribution would be low if 40 percent of people who had the lowest incomes were able to enjoy at least 17 percent of the total revenue. In 2009, 40 percent of the lowest income groups in Bali enjoyed 22.15 percent of the total revenue. It was much higher than the required number (17 percent). Therefore, Bali was categorized into a province with low inequality rate or with relatively even population income distribution. Nevertheless, a year later the economic pie that could be enjoyed by lower classes of the population actually reduced to only 20.75 percent. Even in 2011, the figure could be categorized into downfall where the lower classes only received a total of 17.20 percent of the total revenue generated in Bali. Try to compare this to 20 percent of the upper class population. In 2009, 20 percent of the upper class received 39.10 percent of the total revenue created. The rate of pesticide pollution in Lake Batur was 60.000 L/year and fungicide was 60 tons/ year. Sadra suspected many of those villas had not owned a permit. Had those buildings or villas been recorded, and did they have permit including operational permit? “If they have not owned a permit, can we collect taxation to them? The foreigners who have built villas are utilizing our natural resources, space and water, including making artesian well,” said Sadra. On the other hand, the ad interim Regional Secretary of Karangasem Regency, Wayan Arta Dipa, leading the executives in a joint commission meeting in the Karangasem House recognized that villa development in Karangasem area grew very rapidly. He admitted that many of those villas had not owned a permit. Pursuant to Regent Regulation, any villa or house owned by foreigner even though on behalf of local people, was categorized into a cottage or budget hotel 1 and they should have a permit including operational permit. Meanwhile, the Head of Karangasem Tourism and Culture Agency, Wayan Purna, said the matter of building permit for villa or cottage was the authority of the Licensing Office. LOS ANGELES — Negotiators reached an agreement late Tuesday to end an eight-day strike that crippled the largest U.S. port complex and prevented shippers from delivering billions of dollars in cargo to warehouses and distribution centers across the country. “I’m really pleased to tell all of you that my 10,000 longshore workers in the ports of LA and Long Beach are going to start moving cargo on these ships,” said Ray Familathe, vice president of the International Longshore and Warehouse Union. “We’re going to get cargo moved throughout the supply chain and the country and get everybody those that they’re looking for in those stores.” Striking clerical workers and the longshoremen who refused to cross their picket lines will be back on the job Wednesday morning, said Stephen Berry of the Los Angeles/Long Beach Harbor Employers Association. Days of negotiations that included all-night bargaining sessions suddenly went from a stalemate to big leaps of progress by Tuesday. Transparency International’s annual Corruption Perceptions Index released Wednesday shows Spain, Portugal, Italy and Greece with the lowest scores in western Europe. Where 0 is “highly corrupt” and 100 is “very clean,” Greece scored a 36, Italy 42, Portugal 63 and Spain, 65. By comparison, Denmark and Finland tied with New Zealand at the top of the list with scores of 90, while Germany scored 79, the U.K. 74 and the U.S. 73. Overall, the countries seen as most corrupt were Somalia, North Korea and Afghanistan — all of which scored eight. Two-thirds of the 176 countries ranked scored below 50.

GUATEMALA CITY — Software company founder John McAfee has surfaced in public for the first time in weeks, saying Tuesday that he plans to ask for asylum in Guatemala because he fears persecution in Belize. McAfee spoke to The Associated Press in a restaurant near a high-end hotel where he is staying in Guatemala City after sneaking out of neighboring Belize. Police in Belize have called him a person of interest in the November slaying of a fellow American ex-pat but say there is no warrant for his arrest. Since there are no restrictions on his travels, it’s unclear why he would need any special status in order to stay in Guatemala. McAfee says he is being persecuted by the Belizean government, and he has sensitive information about official corruption in that country. He has hired a wellknown Guatemalan lawyer to assist him. “I need a safe place where I can actually speak out,” McAfee said. “Now that I’m here I can speak

BRUSSELS/BEIRUT - NATO told Syrian President Bashar al-Assad on Tuesday that any use of chemical weapons in his fight against encroaching rebel forces would be met by an immediate international response. The warning from NATO Secretary-General Anders Fogh Rasmussen came as U.S. government sources said Washington had information that Syria was making what could be seen as preparations to use its chemical arsenal. Syrian forces meanwhile bombarded rebel districts near Damascus in a sustained counter-attack to stem rebel gains around Assad’s power base as the insurgency may be entering a decisive phase. International concern over Syria’s intentions has been heightened by reports that its chemical weapons have been moved and could be prepared for use. “The possible use of chemical weapons would be completely unacceptable for the whole international community and if anybody resorts to these terrible weapons I would expect an immediate reaction from the international community,” Rasmussen told reporters at the start of a meeting of alliance foreign ministers in Brussels. TOKYO — FIFA will introduce goal-line technology for the first time at the Club World Cup in an effort to accurately judge when balls cross the goal line. The magnetic-field-based system of GoalRef will be used at Yokohama Stadium while Toyota Stadium will be equipped with the camera-based HawkEye system. The seven-team tournament begins on Thursday when New Zealand’s Auckland City faces Japan’s Sanfrecce Hiroshima at Yokohama Stadium. “Tomorrow will be the first time that goal-line technology will be officially used in a game,” FIFA secretary-general Jerome Valcke said Wednesday. “The tests are done; and the installation tests were successful.” Hawk-Eye is a British camera-based system already used in tennis and cricket. GoalRef is a Danish-German project using magnetic sensors to track a special ball. Before each match, officials will test the system is working in both goals. The referee will continue to have full

autonomy in making any final decision during the match, using goal-line technology as an additional aid. The data from the Club World Cup will be used to help FIFA decide, by the end of March, which technology it will use for the six venues at the 2013 Confederations Cup in Brazil. The Confederations Cup system will then be used at the 2014 World Cup. “The referee has the final decision,” Valcke added. “The technology won’t change the speed, value or spirit of the game. There is no reason to be against this technology.” FIFA decided to introduce both systems after they won “unanimous” support from the International Football Association Board panel. FIFA president Sepp Blatter was a member of the IFAB panel. Blatter was initially opposed to the idea of using goal-line technology but changed his stance two years ago when he saw England denied a clear goal by midfielder Frank Lampard against Germany at the 2010 World Cup. Two days later, Blatter said FIFA must reopen the debate, though insisted it must involve only goalline decisions. Video replay remains off limits for judgment calls, such as penalties or offside.
