DENPASAR - The hot weather which Bali has experienced over the past few months is expected to end in November, according to the Bali branch of the Meteorology, Climatology, and Geophysics Agency (BMKG). “BMKG announced their weather forecasts, as most areas in Bali, such as Badung and Denpasar, will enter the rainy season this month,” the Head of sub services of Bali BMKG, Nyoman Suarsa. Suarsa explained that the weather change is due to a shift in the posi-

tions of the sun, which is currently located at the equator, but will begin moving to the south towards the South Pole. “Such movement contributes to triggering cloud formations, and the clouds are a sign of rain, which usually comes with strong winds,” he said.

Suarsa added that there are some areas that are expected to enter the rainy season this month, including Denpasar, the southern part of Badung, western and eastern parts of Jembrana, Buleleng, Gianyar, Klungkung, and the southern part of Karangasem. “Meanwhile, areas in Bali that will enter the rainy season in December are on the north coast of Bali and Nusa Penida,” he added. “Bali has 15 seasonal zones with different weather characteristics, that`s why the rainy season does

not come at once in all places in Bali,” he noted. Suarsa further explained that during the rainy season the wind direction, which was originally from the east and carried higher temperatures, will turn into southeast winds, with average speeds of 10 to 28 knots, or about 38 kilometers per hour. “Therefore, we keep warning people and tourists in Bali Island to be alert for tornadoes that might occur during the seasonal transition,” he stated.

NUSA DUA - Indonesia`s chief security minister, Djoko Suyanto, has called on security agencies in Bali to be on the alert ahead of and during the 5th Annual Meeting of Bali Democracy Forum (BDF), which will be held from November 8-10. Some 12 heads of state as well as cabinet ministers and ambassadors from dozens of countries are scheduled to attend the meeting to discuss democracy issues. “It is not impossible that terrorists in Poso would think of shifting their target to this place, as many heads of state will be gathered here,” Djoko said at a meeting on security preparations for the event. He noted that the Balinese people might be concerned about security issues, because any disruption could negatively affect the arrival of foreign tourists in the island. “There should be certain zones where not everybody should be able to enter. Only those people who are eligible should be allowed in,” Djoko stated. “Such a policy can restrict the movement of tourists but it must be implemented for the sake of everyone`s security,” he explained. National police chief General Timur Pradopo also emphasized the importance of beefing up security at the various entry points of the city. “Security agencies must be on the alert to keep terrorists at bay,” he said. “Almost as a rule, these terrorists launch attacks between September and December,” Timur added.

Critical land in Bali reaches 22,395 hectares Bali Post

DENPASAR - The pressure faced by the environment in Bali remains very heavy. For instance, it happens because there are many critical land areas both inside and outside the forest reaching 22,395 hectares. “We continuously attempt to address the critical land in Bali which is registered to reach 22,395 hectares,” said the Head of Bali Forestry Agency, IGN Wiranata, in Denpasar on Friday (Nov 2). Further, he described that based on the Decree of Governor dated 2006 the critical land in the forest area reached 22,995 hectares where the most extensive area was located in Buleleng (9,118 hectares), Karangasem (4,615 hectares) and Bangli (3,803 hectares). Meanwhile, the critical lands outside the forest area amounted to 32,988 hectares, where the most extensive was located in Karangasem (17,100 hectares) and Klungkung (9,465 hectares). Within the past six years, Bali government had made an effort to address critical lands so that by 2012 the handled critical land in the forest area reached 13,801 hectares and the remaining areas were 9,914 hectares. Meanwhile, the critical land outside the handled forest area came to 19,907 hectares and the remaining areas were still 12,482 hectares. Thus, the total critical land in Bali reached 22,395 hectares. Furthermore, Wiranata said his party had addressed the critical land by

degrees pursuant to the Medium Term Development Plan of Bali Province (RPPMP) until 2013. “Bali still has 22,395 hectares of critical land and the one included in the JPJMP of Bali by 2013 only covers the area of 7,000 hectares in the forest area and we will accomplish such amount in 2013. Authority of the provincial government is only limited to critical lands in the forest area, while the critical land outside the forest area becomes the authority of the regency/municipal government,” he said. He added that the budget, rehabilitation and forest conservation posed a shared responsibility of the central government and local government through the state budget and regional budget. In 2012, a total of IDR 4.9 billion was allocated from the regional budget and in 2013 the allocation reached IDR 4.6 billion. “Such amount will still be assisted by funds of the central government,” he said. Wiranata also wished there would be active participation from the

community in addressing the critical land and forest preservation. “In totality, we hope there will be active participation of the community to maintain the security because so far the case of forest encroachment is still rampant and we cannot resolve the past cases completely,” he said while adding that his party was still preparing a forest village program designed to further enhance the role of community in maintaining and preserving the forest. Based on the data of the Bali Forestry Agency, the forest area in Bali Province reaches 130,686.01 hectares consisting of 3,415 hectares of marine water forest and 127,271.01 hectares of land forest. Then, the land forest area only comes to 22.59 percent of the total land area of Bali Province spreading across 563,286 hectares. Meanwhile, its protected forest reaches 95,766.06 hectares, conservation forest (26,293.59 hectares) and production forest (8,626.35 hectares). (kmb29)

DENPASAR - A very contradictory and ironic condition happens when Bali is flooded by regional migrants, while Balinese people even take resettlement program to outside Bali. Ironically, location of placement area often gets involved in conflict and the Balinese often become the targets of violence as happened at Balinuraga village, South Lampung. Resettlement Division Head of the Bali Manpower and Resettlement Agency, Gusti Ketut Rai Mataram, said on Friday (Oct 2) the resettlement program in Bali had been stopped during the period of 1999-2006 due to conflict in East Timor. However, due to the insis-

tence of Balinese people, the resettlement program had been re-opened since 2006 and until now it took place each year. Based on the data of the Bali Manpower and Resettlement Agency, from the Pre-PELITA (five-year development) in 1953 to 2000, it had been recorded 55,601 families or 218,632 people had been sent to placement destinations like Central Sulawesi (56,932 people), Southeast Sulawesi (36,078 people), South Sulawesi (32,125 people) and Lampung (29,253 people). Meanwhile, during the period of 2006-2011, the participants of resettlement program were recorded to reach 462 families or 1,697 people with the

placement destination to Sulawesi. Furthermore, Rai Mataram added the interest of Balinese people to earn livelihood outside Bali by taking resettlement program was getting higher. In 2012, the waiting list of the program reached 1,144 families, while the quota available for Bali only came to 135 families. “Until now, there are 1,144 families in the waiting list of the program. Unfortunately, the quota is limited,” he said. Details of the prospective participant taking the resettlement program consisted of Jembrana (52), Tabanan (163), Buleleng (386), Denpasar (10), Gianyar (33), Bangli (49), Klungkung (65)

and Karangasem (386). He added that for resettlement program in 2012 Bali got allocation for 135 families. As further details, 25 families would join the launching program and filled by Jembrana with destination to Poso. Meanwhile, the pure resettlement program reached 110 families with details that Karangasem got allocation for 22 families (Kalimantan), Klungkung for 25 families (Kalimantan), Tabanan for 25 families (Southeast Sulawesi), Gianyar for 10 families (Southeast Sulawesi) and the remaining was for Bangli and Buleleng (Southeast Sulawesi). “At the moment, they are still waiting for the placement and departure letter,” he explained.

In the meantime, in 2013 Bali would only get 50 families with the placement destination to Southeast Sulawesi and Central Sulawesi. “Apparently, the quota decreases every year because the placement destinations are unable to accommodate,” he said. Further, Rai Mataram said the resettlement program implemented the five-year pattern. In the first five years, the participants were the joint responsibility of the central government in cooperation with the regent sending and receiving region. “During the first five years, the coaching and responsibilities lie in each regional working unit (SKPD) of the sending and receiving region. Meanwhile, after that they become

the responsibility of the local receiving government because the transmigrants have long settled and become the residents of the placement region,” said Rai Mataram. Related to the insistence of Balinese community components asking to discontinue the resettlement program following the bloody tragedy afflicting the transmigrants from Bali at Balinuraga village, South Lampung, Rai Mataram said the resettlement was an optional program. If the provincial government wanted to terminate the program it could be done. “However, the policy poses the authority of the governor in accordance with the wishes of the people,” he concluded. Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

John Hirai, head of music at YouTube’s Korea-Japan branch, told a conference in Seoul that Psy would pass Bieber on YouTube’s most-watched list in about a month. He thinks the secret of Psy’s success lies in the speed at which the singer uploaded a sequel video on his official website, as well as footage of the making of his video and interviews, for users wanting to know more about him

DENPASAR - Chief Representative of Supreme Audit Agency (BPK-RI) of Bali, Efdinal, said that so far there had been good faith of the Bali Government to follow up the findings of BPK. Even, it had reached 85 percent. He explained that of the 15 findings, the BPK recommended 35 follows-up to the Bali Government and 28 recommendations had been followed up like the findings regarding the excess of payment and lacks of work volume in a number of projects. “There are 28 recommendations that have been followed up. Some have been accomplished and some others remain under process. We are still waiting for the ones that have not been followed up,” said Efdinal when met in his office on Friday. Meanwhile, five recommendations concerned with the findings such as costliness in the procurement of e-government system worth IDR 3.6 billion, costliness in the procurement of heavy equipment, studio equipment, CCTV, electrical installations and telephone in the Culture Agency worth IDR 6.2 billion as well as costliness in the procurement of mobile screening (X-Ray ). Against the findings, the BPK recommended and instructed the TPTGR team to draw an indication of loss to the region due to difference in the price or costliness and then returned it to the state treasury. “Probably, it is being coordinated with the partner because it is in a great amount,” said the former BPK Chief Representative of Gorontalo. Then, what is the response of Bali Government denying the costliness in the findings and the different interpretation regarding the findings? Related to the matter, Efdinal said the Examination Result Report (LHP) was a legal product and BP had owned valid standards so that whatever the recommendation carried in the report should be followed up in appropriate with the recommendation. There should be no bargaining and the provincial government might not interpret it differently. Efdinal also said there was no opportunity for the provincial government to recalculate the findings of costliness. “There is no bargaining in the BPK findings. The Examination Result Report has become a legal product that should be followed up as the recommendation issued by the KPK. It is not negotiable,” affirmed the man born 40 years ago in Jambi. He said before the report (LHP) was issued and submitted to the Bali House and Bali Government an in-depth discussion was possible regarding the indication of findings. At that time, the denials were still possible as long as they could be proved with valid and accurate data and documents. “After the report has been issued, the recalculation is no longer possible. Denial is okay but it should be made before the LHP was issued,” he said.

Efdinal who had served in the financial audit for 10 years in a number of state-owned enterprises added that BPK gave 60 days to follow up the findings. However, it did not necessarily mean to totally accomplish the findings in 60 days but there should be a follow-up though being incomplete. If there were some findings that had not been followed up, the BPK would send a letter to Bali Government and Bali House because the House also had an authority to control the follow up. “If any recommendation has not been followed up after 60 days, we will send a letter to Bali Government asking why it has not been followed up or whether it cannot be followed up. It is triggered by flies attacking the cocoa pods that have been ready to harvest. As a result, farmers lose out. The flies gnaw the cocoa when entering the harvest season. As a result, the beans inside the pod rot and dry up. Due to serious attack, the pod that can be harvested decreases sharply. Previously, a single tree could produce about 5 kilograms of cocoa beans. After the attack, the yields dropped to 1 kilogram per tree. “The flies are black and attack the pods most ferociously,” said Wayan Suparta, 43, a cocoa farmer from Bangkiang Jaran hamlet, Lalanglinggah village on Saturday. Suparta admitted the pest attack had been going on since the past five years whereas the cocoa plants of farmers were still fairly productive. As the harvest yields continued to fall, a number of farmers were forced to chop their cocoa plants. Moreover, the price of cocoa commodity tended to decline. Price of the cocoa bean only reached IDR 18,000 per kilogram. The price had slumped sharply from previously reaching IDR 25,000 per kilogram. “Due to frequent crop failure, many farmers cut down their cocoa plants,” he said. Suparta had one hectare of cocoa plantation. The man was reluctant to take care of his plants as the pest attack was tough to eradicate. CAIRO — Czech archaeologists have unearthed the 4,500year-old tomb of a Pharaonic princess south of Cairo, in a finding that suggests other undiscovered tombs may be in the area, an official from Egypt’s antiquities ministry said Saturday. Mohammed El-Bialy, who heads the Egyptian and GrecoRoman Antiquities department at the Antiquities Ministry, said that Princess Shert Nebti’s burial site is surrounded by the tombs of four high officials from the Fifth Dynasty dating to around 2,500 BC in the Abu Sir complex near the famed step pyramid of Saqqara. “Discoveries are ongoing” at Abu Sir, El-Bialy said, adding that the excavation was in a “very early stage” and that the site was closed to the public. Inscriptions on the four limestone pillars of the Princess’ tomb indicate that she is the daughter of King Men Salbo. “She is the daughter of the king, but only her tomb is there, surrounded by the four officials, so the question is, are we going to discover other tombs around hers in the near future? We don’t know anything about her father, the king, or her mother, but hope that future discoveries will answer these questions,” El-Bialy said. On Friday, Antiquities Minister Mohammed Ibrahim said that the antechamber to the princess’ tomb includes four limestone columns and hieroglyphic inscriptions. The current excavation has also unearthed an antechamber containing the sarcophagi of the four officials and statues of men, women, and a child, he said in a statement. The Czech team’s discovery marks the “start of a new chapter” in the history of the burial sites of Abu Sir and Saqqara, Ibrahim added. The archaeologists working at the site are from the Czech Institute of Egyptology, which is funded by the Charles University of Prague. Their excavation began this month. The discovery comes weeks after the Egyptian government reopened a pyramid and a complex of tombs that had been closed for restoration work for a decade. Egypt’s vital tourism industry has suffered from the country’s internal unrest in the wake of the 2011 uprising that toppled autocratic leader Hosni Mubarak. A delegation from the International Monetary Fund is currently in Egypt for negotiations over a $4.8 billion loan aimed at bolstering the country’s ailing economy.

JAKARTA — The Indonesian Badminton Association lifted a ban Saturday on its leading women’s doubles pair over the play-to-lose scandal at the London Olympics. Greysia Polii and Meiliana Jauhari were kicked out of the games along with the Chinese world champions and two South Korean teams for trying to deliberately lose group matches to gain an easier path through the later stages. The association, known as PBSI, banned the pair and their coach Paulus Firman in September for four months from all national and international tournaments. The suspension was reduced to three months on Oct. 22 after the players expressed remorse for their actions. “They well aware of their mistake and eager to defend the red and white,” PBSI secretary general Koesdarto Pramono said, referring to the country’s national flag. “We believed it will not happen again in the future and they deserve to get our support.” He said Polii and Jauhari have been training during their three months out in preparation for the Yonex-Sunrise Super-series in Hong Kong from Nov. 20-25. JAKARTA - Indonesia’s judiciary will be randomly tested for drugs after a judge was arrested at a Jakarta nightclub last month on suspicion of possessing ecstasy and crystal meth, officials said Friday. The arrest of the judge, who was allegedly accompanied by prostitutes when he was caught at the club called Illigals, sparked uproar and is the latest challenge for what critics say is a corruption-ridden judiciary. The national narcotics agency said that it had struck an agreement with the judicial commission to subject judges to unannounced urine tests. “The use of drugs by judges is a breach of their code of ethics and will clearly disrupt their performance,” said Asep Rahman Fajar, a spokesman for the commission, which oversees the work of the country’s judges. Indonesia has tough drug laws and possession is punishable with up to 12 years in jail. The district judge, who worked at a court in Bekasi on the outskirts of Jakarta, was arrested on October 16 by drug agency officials in the five-floor club, said narcotics agency spokesman Sumirat Dwiyanto. The judge, whom officials have only identified by his initials of P.W., was found in possession of dozens of ecstasy pills and crystal methamphetamine in a room with a group that included friends and prostitutes, said the spokesman. He tested positive for drugs and has admitted consuming them, Dwiyanto said. He is currently in custody. Rampant corruption has crippled the public service in Indonesia and there have been a string of recent cases in which judges allegedly accepted bribes. Anti-graft group Transparency International last year ranked the country 100 out of 183 in its global corruption perception index. In a bid to tackle graft, the government has set up the the Corruption Eradication Commission which has been given wide-ranging powers to tackle the scourge.

MONTREAL — Former IBF champion Lucian Bute rebounded from his first defeat by outlasting Denis Grachev in a close bout for the minor NABF light heavyweight title on Saturday night. Bute, of Canada, won a unanimous decision and improved to 31-1 in his first fight since losing his super-middleweight title to Carl Froch in May. Grachev, of Russia, fell to 12-1-1 despite landing more punches overall.

The ringside judges all favored Bute in their final scores: 115113, 116-112 and 118-112. Bute took advantage of a hometown crowd. An announced attendance of 10,122 in the Bell Centre chanted the 32-year-old’s name throughout the fight. Bute fought cautiously for 11 rounds, looking to avoid direct hits while taking single shots at Grachev. In the 12th, though, he dominated, as he stood in the center of the ring daring Grachev, 30, to hit his chin while firing off lefts.

There was question as to whether Bute could take a hard shot to the chin after his fiveround loss to Froch, but he was never in serious trouble even though he was backed against the ropes several times. NEW YORK - Hundreds of runners in New York City are refusing to let a canceled marathon spoil their Sunday plans and are channeling months of preparation into informal runs intended to benefit victims of superstorm Sandy. Amid criticism from victims of Monday’s storm that the race would divert resources away from efforts to help flood-ravaged parts of the city, Mayor Michael Bloomberg on Friday abruptly canceled Sunday’s marathon. The event was expected to draw more than 40,000 runners to the city - including Kelly Rooney, a 31-year-old stay-at-home mother from Florida. Rooney was at first irked that Bloomberg called off the marathon after insisting earlier in the week that it would go ahead in spite of Sandy, whose 80 mile-per-hour (130-kph) winds and record surge of seawater devastated coastal communities and claimed at least 110 U.S. lives. Rooney traveled with her husband and 6-year-old daughter in tow, while her parents flew in from Mexico to cheer her on. By Saturday afternoon Rooney was over her disappointment and looking forward to a charity run on hard-hit Staten Island that she had

found advertised on the Internet. On Sunday, Rooney will be running with a backpack full of dog food, cat food, batteries and some water donated by her hotel, the RitzCarlton across from Central Park. “I truthfully at this point don’t care if I run, I just want to give this stuff out,” she said. The idea for the Staten Island run came to 46-year-old Jordan Metzl, a doctor of sports medicine, and his running friends just as the debate was heating up last week about whether storm-battered New York City should hold a marathon. He was discouraged that the running community was being perceived so negatively when it holds so many races to raise money for a variety of causes. Metzl is expecting more than 500 runners to show up on Sunday at the Staten Island Ferry terminal in Manhattan, including participants from Germany and Italy. U.S. rower Alison Cox, who won a silver medal at the 2004 Athens Olympics, is also expected to participate. The runners will take different routes across Staten Island and distribute supplies along the way. Other informal runs will be held on Sunday that loop around Central Park, mimicking the original 1970 route of the New York City marathon.

Kroos took any wind left out of Hamburg’s sails drilling in from close range in the 53rd minute as Bayern set a Bundesliga record for five wins in five straight away games since the start of the season, without conceding a goal.
