The traffic accident cases that have been worrying a lot of people seemed to increase every year. The cause of it is the vehicle’s condition, violation or the crowded traffic that’s been ongoing. Bali Police noted that there has been 2,308 cases alone in the January-October 2012 period with 508 casualties, 1,195 severely wounded and 2,426 lightly wounded. “The highest number of cases is in Buleleng,” Head of Bali Traffic Police Operational Guidance Directorate, GAPC Waluya, stated. In Buleleng casualties reached 91 people, severely wounded 210 and light wounded 774 people totaling 580 cases. The second highest goes to Denpasar with 478 cases, 80 casualties, 399 severely wounded and 372 lightly wounded. Gianyar came third with 308 cases, 63 casualtes, 209 severely wounded and 279 lightly wounded. Followed by Tabanan with 256 cases, 79 died, 118 severely wounded and 261 lightly wounded. In Jembrana it has 193 cases with 71 people died, 4 people severely wounded while 243 lightly wounded. Badung experienced 180 cases with 61 dead, 154 severely wounded and 100 people lightly wounded. Karangasem is on the seventh spot with 116 cases, 40 died, 90 people severely wounded and lightly wounded 178 people. Klungkung has 115 cases, 20 died, 4 people severely wounded and 172 people lightly wounded. Lastly is in Bangli with 32 cases, 3 people died, 7 severely wounded and 47 lightly wounded. With this high number of cases, Bali Traffic Police will take clear actions and keep on socializing how to behave well n the streets targeting not only adults but also from kindergarten to high school also placing suggestion banners in strategic places. A Regional Traffic Management Center (RTMC) has been the positive affect in decreasing this number as it optimized the supervision of traffic also criminal actions. “Up until now, the number of vehicles in Bali reached more than 2.7 million,” Waluya clarified. Denpasar city is considered to have not had a focused and consistent spatial planning and the city face. As evidence, none of the pedestrian paths in Denpasar is designed pursuant to its function so that it increasingly makes the spatial arrangement and city face chaotic and overlapping. “The concept of pedestrian path is just limited to discourse, while the implementation remains to overlap,” said the Management Board of the National Association of Indonesian Consultants (Inkindo), Ida Bagus Gede Wiyana, Saturday (Dec 1). Further he said that one of the structuring elements of a good city was marked by the existence of well-organized transportation system. Furthermore, there was also adequate public facility becoming as one of the criteria of a healthy city. “A healthy city should have a good public facility where one of which is the availability of pedestrian path and bicycle lane. Additionally, the need of car and motorist should also be well-ordered,” he said. He added that to become a good city Denpasar should really have a boulevard or plaza, one of which was a pedestrian path. In the arrangement of pedestrian path, according to Wiyana, it should not be mixed up with cyclists especially motorcyclists or car. Pedestrian path could not be disturbed by street vendors that used the road body to sell. “Pedestrian path is an ideal need of a good city. Unfortunately, it has not been available and well-ordered in Denpasar. Pedestrian path is

still passed through by vehicles and even frequently used by street vendors to sell,” he said According to him, Denpasar should comply with the basic pattern and spatial arrangement of an ideal city by providing an adequate pedestrian path. He said Denpasar should really be able to realize some pedestrian areas, namely the education boulevard in the area of Jalan Kamboja, boulevard of old city economy on Jalan Gajah Mada, chastity boulevard in front of Bali Museum and Jagatnatha Temple as well as cultural boulevard along the Catur Mukha leading to Denpasar Art Center on Jalan Nusa Indah. The boulevard contained pedestrian path and featured local cultural values where in the arrangement it included a sacred, economic and other areas. They were the minimum requirement for an ideal city. “Unfortunately, so far there has been no ideal pedestrian path in Denpasar. Sidewalks are taken ad-

vantage as a place to sell and parking lot. Denpasar has not reflected a city with adequate public facilities. Our urban spatial arrangement is still overlapping,” said Wiyana doubling as Chairman of the Central Dwijendra Foundation. He asked the Mayor of Denpasar, the Spatial Planning and Housing Agency (DTRP), the Public Order Officer (Satpol PP) and Civilian Security Guard (Trantib) of Denpasar to be firmed with the concept of pedestrian path and not only be limited to discourse. “There should be an effort to create a better city. In the concept of pedestrian, there should be no passing vehicles and should not be mixed with parking space. The rules should be disseminated and implemented. When violators are stubborn, make an execution and give rewards and punishment,” he said while adding that parking facilities should also be improved. (kmb29)

Celebration of the World AIDS Day falling on December 1, 2012 took the theme Protect Women and Children from HIV and AIDS. This theme was chosen because the data indicated the risk of transmission was not only confined to the high-risk population but also to low-risk population such as housewives and children. Based on the results of nationwide projection, it is seen an increase in the number of People Living with HIV/AIDS (ODHA) in women from 19 percent in 2008 and estimated to increase to 28 percent in 2014. Meanwhile, based on data up to July 2012, the HIV/AIDS cases in Bali reach 6,292 people where it consists of 4,163 cases in men and 2,129 cases in women. By age group, the HIV cases found in the age of 0-14 years was noted 233 people. Most infected was at the age range of 20-29 years with 2,565 cases and 2,250 cases at the age range of 30-39 years. In Bali, this HIV/AIDS risk factor was initially dominated by transmission through drug injection, now it shifts to sexual factor. Based on heterosexual risk factors, 74.43 percent or about 4,683 people are infected with HIV due to heterosexual contacts. This risk factor caused the low-risk population such as housewives and children potentially exposed to HIV. Viruses carried by the husband who likes making ‘love affair’ are passed on to his wife. If the wife is pregnant, then it will transmit to their children. Prevention against the HIV transmission cannot be handled by the government alone, but must be dealt with together. The heterosexual risk factor arises due to behavioral pattern in society. According to the Head of Bali Health Agency, Ketut Suarjaya, to avoid HIV infection through sexual contact, people should change their self-attitude first. “So the service users of prostitutes and those having sex with multiple partners should change their behavior first,” said Suarjaya. Treatment of the HIV itself should be carried out from the upstream to downstream. If the upstream or behavior could not be changed, then it would be handled in the downstream. “For example, the downstream handling can be carried out to commercial sex workers. If you do not want to get transmitted, do not use the service of prostitutes. Otherwise, the downstream treatment can be made by using condom,” said Suarjaya. In dealing with HIV, the Bali Health Agency made cooperation with the AIDS Commission Prevention (KPA) and the Indonesian Planned Parenthood Association (PKBI). The Health Agency was responsible for providing health care and counseling for HIV patients. In the prevention of HIV infection from mother to baby, Bali has owned the preventing mother-to-child transmission (PMTCT) clinic in Sanglah Hospital, Badung Hospital and Buleleng Hospital. (san)

Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

National Geographic’s “World’s Best Travel Experiences” ($40) looks at wild places, urban spaces, manmade wonders and other extraordinary destinations, from beach paradises to religious pilgrimage sites. There’s even a list of best places for dance lessons, whether you want to hula in Hawaii or tango in Argentina. The book also includes reminiscences from well-known writers like Bill Bryson and Anna Quindlen. From Lonely Planet, “Great Adventures” ($40) offers inspiration for hikes, dives, biking, climbs, and drives, plus animal adventures like tracking mountain gorillas in Uganda and washing elephants in Thailand; winter trips from ice-trekking an Argentine glacier to dog-sledding the Yukon; and trips by water, in canoes, kayaks, sailboats, rafts and other conveyances. MADRID — Spain’s famed chef Ferran Adria on Saturday said the contents of the wine cellar of his former restaurant, elBulli, will be auctioned off next year to raise funds for his new project. ElBulli served its last supper and closed in July 2011, with Adria and business partner Juli Soler planning to establish “an experimental center looking at the process of innovation and creativity.” Adria told The Associated Press the sale will raise funds for the foundation. “In around a month’s time, the full list of wines will be published,” Adria said. “I don’t really know that much about wine, I drink and enjoy them, but that’s about as far as it goes.” He said many bottles were signed by producers and all would carry an elBulli Foundation identifying label. Sotheby’s auction house said in a statement that more than 8,800 bottles from elBulli’s cellar would be auctioned with a view to raising an estimated $1.6 million. El Bulli maintained an almost unattainable Michelin three-star status for over a decade and was rated the world’s best restaurant five times by British magazine The Restaurant, with Adria often being cited as the world’s most talented and imaginative chef. In October, Soler, the maitre d’ who discovered and signed up Adria, resigned from the elBulli Foundation after being diagnosed with a neuro-degenerative disease. Since his arrival at El Bulli in 1981, Soler became an essential figure in what became one of the world’s most influential restaurants. Serena Sutcliffe, head of Sotheby’s international wine department, said those lucky enough to have dined at elBulli will never forget the extraordinary sensations experienced there. “There was surprise, delight and elation in every dish, a seamless procession of magic that opened up before one’s eyes, only to disappear in a moment of bliss,” she said. Sutcliffe added that the food, which she described as all the secrets of smoke, foam and spheres of liquid involving melon to olives, was intuitively paired with “enticing and phenomenally interesting” wines.

Avalanched road, farmers’ activity of Nyalian village paralyzes

Heavy rain flushing the Klungkung Regency recently caused one of the public roads at Umanyar, Nyalian village, Banjarangkan, to avalanche. As a result, the activities of local farmers to rice fields paralyzed because the road was the only access to their rice field. Besides, they are also at risk of crop failure because both the road and irrigation channels avalanched.

CAIRO - Egypt’s President Mohamed Mursi called a December 15 referendum on a new constitution, hoping to end protests over a decree expanding his powers, as at least 200,000 of his Islamist supporters rallied in Cairo on Saturday. Approval of the constitution drafted by an assembly stacked with Mursi’s Islamist allies will override the November 22 decree that temporarily shielded Mursi from judicial oversight and triggered statements of concern from Western governments.

A resident of Umanyar, I Nengah Sumerta, said on Saturday (Dec 1) the avalanche occurred five days ago. At that time, Klungkung was flushed by heavy rains from the afternoon until the morning. There were no fatalities in the incident. The eroded road was more than 10 meters wide, 20 meters long and with a height of approximately 30 meters. The avalanche made local communities restless. Due to avalanche, they could not go to their rice field as usual and perform worship to subak temple at Gombleng Klod. Additionally, about 50 hectares of farmland cultivated by hundreds of local farmers were at risk of harvest failure. The avalanched road access was adjacent to irrigation channel, so the only water flow running to the rice field was also disconnected. “As the water flow disconnected, farmers are unable to fertilize and do other activities in their field. If this condition persists farmers here can face crop failure,” he complained. Meanwhile, Deputy Regent of Klungkung, Tjokorda Gde Agung, said last Saturday his party had not received a report from local village authority. However, his party promised to check the road condition after the avalanche and would take immediate emergency measures. At least, local farmers could go to their farmland. Sumerta added that farmers which had harvested their rice were also difficult to bring home their agricultural products such as grain and crops. They really hoped the road and irrigation channel could soon be repaired. By doing so, they could cultivate their rice fields again. (kmb31)

SEOUL - North Korea said it would carry out its second rocket launch of 2012 as its youthful leader Kim Jong-un flexes his muscles a year after his father’s death, in a move that South Korea and the United States swiftly condemned as a provocation. North Korea’s state news agency announced the decision to launch another space satellite on Saturday, just a day after Kim met a senior delegation from China’s Communist Party in the North Korean capital of Pyongyang. China, under new leadership, is North Korea’s only major political backer and has continually urged peace on the Korean peninsula, where the North and South remain technically at war after an armistice, rather than a peace treaty, ended the 1950-53 conflict. China’s Foreign Ministry said it was deeply concerned by the move, but urged calm. “North Korea has a right to the peaceful use of space, but this right has been restricted by U.N. Security Council resolutions. (China) hopes all sides can do more to benefit peace and stability on the peninsula, and hopes all sides handle it calmly to avoid the situation escalating,” ministry spokesman Qin Gang said in a statement.

In Washington, U.S. State Department spokeswoman Victoria Nuland condemned the launch plan as a provocative threat to the Asia-Pacific region that would violate United Nations resolutions imposed on Pyongyang after past missile tests. “A North Korean ‘satellite’ launch would be a highly provocative act that threatens peace and security in the region,” she said in a written statement. Pentagon spokesman George Little said, “North Korea must abide by its international obligations under U.N. Moody’s announced Friday to downgrade the European Stability Mechanism’s long-term debt rating from AAA to Aa1, maintaining a negative outlook. The agency said its decision was driven by its earlier downgrade of France. The eurozone’s second-largest economy guarantees a sizable part of the ESM’s loan capacity. ESM chief Klaus Regling called the decision “difficult to understand,” saying it does “not sufficiently acknowledge ESM’s exceptionally strong institutional framework, political commitment and capital structure.” The ESM — one of the 17-nation eurozone’s key tools in fighting off its debt crisis — continues to be assigned a top-notch long-term rating by Fitch. Moody’s and Fitch also see the fund’s short-term credit rating as AAA.

1 month before US ‘fiscal cliff’ no deal in sight

WASHINGTON — Washington politicians have one month to step back from the so-called “fiscal cliff,” across-the-board tax hikes and austerity-driven spending cuts likely to return the country to recession, and a top Republican declares there has been no real progress after two weeks of talks between President Barack Obama and a divided Congress. The president, who has called for settling the issue before Christmas, visited a Philadelphia suburb to campaign for his demand that any deal include higher tax rates on U.S. couples earning more than $250,000 a year. He also wants to keep in place the smaller tax burden that lower income earners have had for about a decade. Speaking at a toy factory, Obama said allowing taxes to rise for the middle class would amount to a

“lump of coal” for Christmas. Republican House Speaker John Boehner argued that Obama’s latest offer — to raise revenue by $1.6 trillion over the next decade — would be a “crippling blow” to an economy that is still struggling to find its footing. The Ohio Republican told reporters he would continue working with Obama on the issue but gave a gloomy assessment of the talks so far. “There’s a stalemate. Let’s not kid ourselves,” Boehner said. “Right now, we’re almost nowhere.” Democrats have said that any delay was the fault of Republicans who refuse to accept Obama’s call to raise tax rates on the richest Americans. Obama’s speech came a day after his administration proposed nearly $1.6 trillion in new tax revenue over 10 years, $600 billion in savings from changes in mandatory spending programs including Medicare,

and $200 billion in spending ranging from public works projects to help for the unemployed and struggling homeowners, according to administration officials. Republicans rejected the offer as unreasonable. Republicans have said they are open to new tax revenue but not higher rates. The austerity measures that automatically would take effect Jan. 1 unless a deal is made is the looming punishment for Washington’s inability, or unwillingness, in recent years to deal decisively with the country’s spending far more than it has been taking in. Politicians in both major U.S. parties are showing no signs of giving up on the deep partisan divisions that have crippled legislative action in Washington despite Obama’s strong victory for a second White House term. White House officials believe Obama’s trip Friday will build

momentum for his case, even as Republicans describe it as an irritant and an obstacle to productive talks. Obama said he believed both parties “can and will work together” to reach an agreement to get its longterm deficit under control “in a way that’s balanced and is fair.” He said both sides need to “get out of our comfort zones” to reach an agreement. Obama toured and spoke at the Rodon Group manufacturing facility, showcasing the company as an example of a business that depends on middle-class consumers during the holiday season. Turtle conservation through ecotourism concept

UNDENIABLY, the wildlife and protected animal conservation does not only require a determination and commitment, but also financial support. Animal conservationist group and similar organization must be having a constraint. As consequence, several parties infrequently underestimate the conservation efforts. Indeed the financial constraints can be covered either with donation or independent business. One of the ways is by developing the concept of ecotourism through involvement of local community in the breeding site, for instance. As the island of tourist destination, Bali actually has a great opportunity for that. Unfortunately, in some locations it is commercialized for mass tourism and sets aside the concept of conservation. It is feared it can even damage the protective measures. One of the successful ecotourism models is the parrot conservation in Maluku. Tour guides who escort travelers and bird researchers are local people who were previously the hunters of the bent beak bird. Now, the communities are empowered by providing home stay for researchers. In Bali, turtle is still at issue by international community because the trafficking rate of this animal remains rife. Although the turtle consumption and trafficking have decreased by 80 percent since 2000, it remains to happen so far. Therefore, all components both society

and government must work together to end the turtle trafficking in Bali. A turtle conservationist group, Kurma Asih at Perancak village, Jembrana, Bali, is currently trying the concept of ecotourism. Compared to similar conservationist groups in Kuta, Badung or Klungkung, this group is less attractive to tourists because of its location is away from the center of tourism activities whereas Perancak is the biggest turtle nest in Bali. To support this conservation is needed a synergy with the community, not to mention the culture of coastal community of Jembrana that has been accustomed to traffic turtle eggs. Along the coast from Gilimanuk to Pekutatan is found many turtle nests. Local fishermen along the coast often get turtle eggs and sell them. This condition draws the concern of Kurma Asih turtle conservationist group so it is forced

to give real rewards in the form of money as a stimulus for the protection of turtle eggs. “If we do not buy, they will sell to someone else as the turtle eggs are in high demand,” said Ketut Tirta, one of the founders of the Perancak turtle conservationist group. With the stimulus, many fishermen from the coastal area of Jembrana to Tabanan gave their turtle eggs to the group. The ecotourism developed at Perancak village is teaming up with an independent international non-Governmental Organizations (NGO), namely ProFauna Indonesia. It is an NGO focusing its activities in wildlife protection through cooperation with the Kurma Asih at Perancak and trying to develop conservation with a slightly different approach. It develops ecotourism and community-based conservation. Local people are involved so as to obtain economic benefits. NUSA DUA - ASEAN transportation ministers have agreed to form a Search and Rescue (SAR) forum to intensify transportation cooperation at regional level, Indonesian Transportation Minister E.E Mangindaan said. “ASEAN SAR Forum will soon be formed to strengthen transportation cooperation. Through the forum we will also think of how to provide safe and secure transportation,” he said on the sidelines of the 18th ASEAN Transportation Ministers Meeting which ended here on Friday. The forum will be held in March 2013, he said without elaborating on where it will take place. The minister said the forum is the implementation of ASEAN SAR cooperation to follow up on the existing cooperation. “The forum is set up to follow up on the agreement which facilitates a number of existing policies so the ASEAN SAR policies can be adjusted to the current progress,” he said. Through the forum, ASEAN member states will form a working group to discuss the 1972 accord on the search of missing planes and the rescue of plane crash victims, he said. In addition, the working group will also discuss the 1975 accord on the rescue of ship accident victims, he said. He said the ASEAN SAR Forum is not merely aimed at forming a SAR unit but also at taking preemptive measure. So far there has been no transportation safety and security system at ASEAN level. The existing SAR cooperation only involves two countries, he said.

GOMA, Congo — Rebels believed to be backed by Rwanda completed their retreat from Congo’s eastern provincial capital on Saturday less than two weeks after taking control of the strategic city, a military official said. The retreat, however, may be tentative after a leader for the M23 rebels said they now wanted to negotiate with the government within 48 hours. Ugandan Brig. Jeffrey Muheesi, who is part of a mission sent by regional leaders to oversee the rebel retreat, said the rebels’ pullout from Goma was complete. “They have pulled out of Sake and Goma, and now Congolese government policemen are controlling the central bank, the governor’s office and the border post,” he said from the outskirts of Goma. The M23 rebels took the capital of North Kivu on Nov. 20, after battling the Congolese army for nearly a day. The group had defied two earlier ultimatums to leave Goma, raising the possibility they did not intend to leave and giving credence to a U.N. report accusing Rwanda of using the rebels as a proxy to annex territory in the mineral-rich eastern Congo. The eight-month-old M23 rebellion is led by fighters from a now-defunct rebel group, who

agreed to lay down their arms on March 23, 2009, in return for being allowed to join the ranks of the Congolese army. M23 takes its name from the date of that accord, and the rebellion began in April, when hundreds of soldiers defected from the military, saying that the terms of the accord had not been respected. In fact, most analysts believe the origin of the rebellion is a fight over Congo’s vast mineral wealth, a good chunk of which is found in the North Kivu province where Goma is the capital. Starting this spring, the fighters seized a series of small towns and villages in North Kivu, culminating with the capture of Goma, a population hub of 1 million and a key, mineral trading post. The regional bloc representing the nations bordering Congo had issued a Friday deadline for the M23 fighters to retreat

from Goma, after the rebels had thumbed their nose at an earlier ultimatum. M23 rebels began retreating on Tuesday from the other territories they seized. Trucks full of M23 soldiers were driving out of Goma this morning. A column of rebels on foot walked near the convoy, mirroring the column of fighters that first walked into the city a little less than two weeks ago. The rebels left in a matter of hours and in an orderly fashion, carrying rifles and ammunition. Some of the trucks also carried mattresses and even a generator. “Now we are waiting for the negotiations, within 48 hours,” said a leader of M23, Gen. Sultani Makenga, as he left Goma. He said the rebels would wait for a cease-fire to be signed. “If the government wants, we will come back,” he said, adding that they’d do so through negotiations, or force if needed.

Prior to 1996 the island was only accessible by boat and visits to the temple there were likened to a holy pilgrimage. During the reign of President Suharto, Serangan Island was viewed as prime property and developers

began a massive reclamation project that tripled the size of the island and built a bypass land bridge in anticipation of a luxury golf resort. But due to financial difficulties the entire project went into bankruptcy and the island and its sacred temple were saved from the clutches of greedy developers. As a result, Hindu worshippers now visit the island by car or motorbike, which some scholars believe de-sanctifies the overall pilgrimage. Serangan Island is inhabited by over 3,000 people and almost half of them are involved in the fishing industry. Interestingly enough there

is also a local Bugis community of approximately 300 Muslims who live side by side with the Hindu’s complete harmony. There is a rare mutual respect that exists between these two ethnic groups. Serangan Island is also known as Turtle Island as for many years it was nesting ground for the Green Sea Turtle. Locals used to catch the live turtles as well as their eggs for consumption and unfortunately this exploitation resulted in the near elimination of all turtles in this area. In 2004 with the aid of international funding a Turtle Conservation and Education Centre was established

Roddick will play 11th-ranked Nicolas Almagro of Spain in the final Sunday. Almagro advanced with a 6-3, 6-4 victory over 14th-ranked John Isner. Murray, trailing 2-5 in the first set, surrendered his serve in the eighth game when he sailed a backhand crosscourt wide.
