Protecting Lancaster’s Land for Generations

What’s the value of dirt?

For the Lancaster County Conservation District, it’s priceless.

The organization formed in 1950 with a mission of empowering farmers to maintain and improve the rich, productive soil of Lancaster County through conservation practices. Today, as the group marks its 75th anniversary, it has expanded its focus to include four more departments beyond agriculture, touching the lives of everyone who calls the county home.

“Coming out of the time period of the Dust Bowl, in the late 1920s and ’30s, there was a national movement to create conservation districts across the country,” said Sallie Gregory, Lancaster County Conservation District education and operations coordinator. What began as a local resource for

farmers in Lancaster’s Southern End to encourage sustainable practices soon grew into wide outreach, promoting conservation practices that included the proper ways and times to plow and constructing

fences to keep cows from polluting streams.

“In 1950, the county commissioners approved having a conservation district the whole way across Lancaster County,” Gregory said.

Aaron’s Acres is committed to providing support for families affected by disabilities. While Aaron’s Acres has a variety of resources at its disposal, the local nonprofit also has the wherewithal to access resources it doesn’t possess - resources that are available through organizations like the Lancaster Law Foundation.

“Aaron’s Acres recently received a grant that supports families in need of legal services as they plan for their children who have disabilities,” said Risa Paskoff, Aaron’s Acres’ executive director. “It was a great way

The church will welcome the community for a Vendor and Craft Fair on Saturday, Nov. 29, as part of the Strasburg Is Stars Hollow Coffee Crawl and Retail Round-Up Celebration. In addition to Wesley UMC, other organizations and small businesses in town are planning to participate in the coffee crawl, inspired by the small-town spirit of “Gilmore Girls.”

For the Vendor and Craft Fair, the church’s fellowship hall will be filled with 20 tables offering a wide variety of handcrafted and homemade goods. Shoppers will be able to browse jewelry, photography, wood creations, candles, succulents, children’s craft kits, baked goods, health products, fairy lights, and more. In addition to holiday shopping, visitors can enjoy a homemade lunch from 11 a.m. to 2 p.m. Additionally, the church will be filled with the aroma of freshly baked cookies and the joy of Christmas memories when it holds its annual cookie sale and

will be held from 8 a.m. to 3 p.m. Starting at 8 a.m., visitors will have the opportunity to purchase a wide assortment of homemade cookies, including the church’s old-fashioned sand tarts, a community favorite that tends to sell out quickly. Organizers encourage attendees to arrive early in order to obtain the beloved treats.

to help families begin the challenging conversation of how to plan for their children’s futures, especially as the parents age. Lawyers gave of their time and met with our families for initial conversations. Funds from this grant are then available if families wish to continue the conversations with the attorneys.”

“The mission of the Lancaster Bar Association and the Lancaster Law Foundation is to advance justice in the community and enhance that feeling of community,” said Mackenzie Haines, the Lancaster Bar Association’s director of programs and community initiatives. “Fellowship and justice are just two of

our core values, and they really sum up what we do. We want to be in the community helping people out.”

A philanthropic arm of the Lancaster Bar Association, the Lancaster Law Foundation conducted its Planning With a Purpose Clinic for families served by Aaron’s Acres on Sept. 16 at Manor Church, 530 Central Manor Road, Lancaster. The three-hour event consisted of the Aaron’s Acres families meeting face-to-face and one-on-one with local attorneys for 30 minutes to discuss the legal challenges that can arise when family members are disabled.

The attorneys’ work was performed on a pro bono basis.

“The main goal was to give families peace of mind,” said Haines. “Oftentimes, it can be a daunting conversation to start. We were so happy to pair with Aaron’s Acres to get it started.”

A total of 10 families dealing with disabilities attended the Planning With a Purpose Clinic, and half of those families decided to have further legal discussions with lawyers. Portions of the costs of those future consultations will be funded through the grant that Aaron’s Acres obtained from the Lancaster Law Foundation.

Among the legal issues discussed were guardianship, special needs trusts

and financial and educational planning.

“Overall, it was a great meeting and a great environment,” said Haines. “Aaron’s Acres reached out to the foundation and told us they had families in need. The bar association asked attorneys to do the work pro bono, and they were happy to be there giving back.”

After Aaron’s Acres applied for the $3,000 grant, its request was reviewed and approved by a Lancaster Law Foundation committee.

Aaron’s Acres is headquartered at 1861 Charter Lane, Suite 114, Lancaster.

“We gave the grant to Aaron’s Acres for them to use at their discretion,” said Haines, “and that money covered some of the legal fees. (The legal clinic) spurred more conversations involving families’ futures. But for some, they weren’t quite ready to think about the future.”

The grant to Aaron’s Acres was one of seven that have been awarded to similar organizations by the Lancaster Law Foundation this year. Also receiving financial support were Lancaster city’s Bench Mark Program, the Court Appointed Special Advocates (CASA) program, Church World Service, MidPenn Legal Services, Tenfold and Pennsylvania Immigration Resource Center (PIRC).

The grants awarded to those seven organizations were valued at $53,445.

“The main goal of the grants is the same as the Lancaster Law Foundation’s, which is to promote equality and expand justice across Lancaster County,” said Haines. “You can see that the clinic fits into a lot of those categories. The foundation’s executive board has a grant committee that collects grant

The county’s conservation district, which is the largest in the state, now includes departments focused on erosion and sedimentation, watersheds, data and analysis and education.

“The erosion and sedimentation department works with people in development, such as landowners, construction companies or engineers, on any project larger than an acre,” Gregory said, noting that the office reviews work plans to determine how the soil will be maintained prior to construction, during the work and afterward.

The watershed department encourages landowners to maintain their properties to promote water health.

“We all live in a watershed,” Gregory said, adding that our actions could impact the

watershed right outside our door or the wider Chesapeake Bay watershed. “This department focuses on ways people can maintain and protect the watershed. Maybe you have a no-mow zone in your yard to encourage pollinators, or you plant native plants to support wildlife.”

For the data and analysis department, the goal is to tell the story of the efforts of the district and share the results with the public so people can understand the work and see the benefits of conservation, she said.

“In the education department, our role is to talk with residents about conservation practices and provide support for teachers and students working with state standards,” she explained, noting that one such effort is the countywide Envirothon program.

The office works collaboratively with numerous organizations in the state, including the Pennsylvania Fish and Boat Commission, the Pennsylvania Game Commission and Lancaster Conservancy.

Funding for conservation district work comes from state and federal sources, as well as grants and donations.

The employees of the conservation district, as well as the group’s nine-member all-volunteer board, want people to understand the value of the district’s work, as well as the impact we all have

on our environment.

“A person might drive through Lancaster County and see plastic tubes sticking up next to a creek and wonder what’s going on there,” Gregory said. “We want to tell the story that those are protecting seedlings and that in 10 years, you’re going to see a forest buffer next to that stream, which will protect the stream.”

Projects like that one will take years to complete, but the district also has shorter-term initiatives.

“We’re well known in the legal community,” said Haines. “But outside of that, I don’t think people know about the work we’re doing. We’d like to do more, and anything we could do to expand in any way would be wonderful.”

“A lot of our lawyers are involved in the community,” said Haines. “Oftentimes, they’re looking to give back. They have so much expertise. Anytime they get a chance to go out into the community, they love that.”

Strauss Inc., was named the recipient of the Patrick Daugherty Leadership Award by the Pennsylvania Restaurant & Lodging Association (PRLA). The honor was presented at PRLA’s annual Spirit of Hospitality Awards Gala, held on Nov. 10 at the Lan-

caster Marriott.

The award recognizes a hospitality leader whose service has made a lasting and meaningful impact in strengthening the association and advancing the industry. Neely, who has worked in hospitality since 1987, was lauded for both his strategic leadership, dedication to hospitality education and his lifelong commitment to the values of service and stewardship. He has held many positions on the PRLA board and even served as president of PRLA in 2022.

“Our watershed department is working to put in-stream monitoring devices into more and more streams, so they see and chart on a daily basis what’s happening in the water,” she said, noting that these devices provide much quicker updates than a traditional stream sample that might be taken every six to eight months. “We currently have 16 in-stream monitoring devices, and we hope to add more in the future.”

The conservation district also holds an annual

tree seedling sale, which opens in February for pickup in April, and hosts a Youth Conservation School in the summer.

“We all impact our natural resources, whether that’s in a positive or a negative way,” Gregory said. “The conservation district is a resource for everyone, because we all use natural resources every day.”
