West Lampeter Announces Village Park Fundraising Campaign BY FRANCINE FULTON
Village Park in West Lampeter Township is currently being transformed into a sports complex, complete with fields for soccer, lacrosse, baseball, volleyball, football and softball. Also planned are a handicapped-accessible playground, butterfly gardens, a walking trail and parking lots. The West Lampeter Township Community Foundation, which was formed to raise funds for the $2.5 million project, recently announced the kickoff of the community fundraising phase for Village Park, titled “We’re Taking the Field.” A progress meter showing campaign contributions to date was unveiled at the site on Sept. 15 by campaign chairs George Desmond, Geoff Beers and Randy Moyer. As of late September, the progress meter at the entrance to the park shows that about $1.6 million has already been donated or pledged by West Lampeter Township, local residents, businesses,
foundations and organizations. Grant funding has also been secured from the state’s Department of Conservation and Natural Resources and Department of Community and Economic Development. According to township manager DeeDee McGuire, Village Park currently offers a softball field and serves as the host site for the Lampeter-Strasburg YMCA facility. The playing fields are being constructed in an open field at the site. “There was a playground there and a small softball diamond. It was OK for practice but not for real games,” she said. “Different sports groups would come and use it for years as is.” She noted that the new fields will give local teams a place to play and may also attract teams from other areas. “Now that we made improvements, and with the extra parking, we will see more activities like tournaments,” McGuire said. “Because the actual fields are being done professionally and completely, there should be more (organized) activities.” See Village Park pg 3

The Friends of the Force group has supported the West Lampeter Township Police Department (WLTPD) since 2009. Through private donations, the Friends are able to support the purchases of equipment for public use. The annual fund drive letters were mailed prior to the stay-at-home order was announced in March, and contributions have continued to arrive. This year, the Friends funded the purchase of body shields, a subscription to PoliceOne Academy Training, a new automatic external defibrillator (AED), and the ongoing replacement of adult and pediatric defibrillation pads as well as the repair of the speed alert message sign. the Friends to work with the township on the purchase. Other items on the wish list include a business account for the language learning program Babble and a new breathalyzer. Wiczkowski wants department members to develop competency in languages spoken by residents. Following English, Spanish is the predominant language in the area. The department’s breathalyzer is out of service and no longer repairable, which results in department members having to take individuals out of the township to a hospital or another department for testing. That impacts the amount of police coverage in both areas, so it would be preferable if the WLTPD could replace its machine. Businesses and individuals who want to contribute to the support of the WLTPD may email Friends president Jim Kulp at jimkulp@verizon.net. The department does not accept donations. “We greatly appreciate the support of the community,� Wiczkowski commented, adding that the members of the Friends are tireless in their efforts to raise money for the department. “(Thanks to those funds, there’s) no impact on taxes to purchase the equipment. We want to maintain the level of service we have. We’re able to do it because of what the Friends do and the community’s support.�

I built it back up, but life happened, and we didn’t recover from the 2008 recession,� Mark said, adding that the last year was particularly difficult. The church held its final worship service in May 2019. For the rest of 2019, Mark wrestled with what to do next. He considered taking a break from pastoring, and he and his wife, Julie, discussed moving to Israel so he could concentrate on the teaching tour business he joined in 2017. township to display speeds to motorists or to record data. The current unit is six years old and needed a new case to protect it, as it is outside in all kinds of weather said Sgt. Jeremy Schroeder. It cost $6,500 to buy but less than a tenth of that amount to repair. “It was one of the first purchases I asked the Friends to make when I got here,� Chief Brian Wiczkowski recalled. Wiczkowski noted that when he joined the department in 2014, four Lexan body shields were already in the inventory. However, they were of limited benefit because of broken arm straps and many scratches that made them difficult to see through. Thanks to the Friends, the department now has eight pristine shields - one for each vehicle, plus an extra - along with patrol bags to protect them during transport. The shields are typically deployed during riots, and at various times, the department has provided assistance in Columbia, Manheim, and Lancaster city. “It’s something that you hope to never have to use,� Wiczkowski said. West Lampeter Township is a relatively quiet municipality, but Wiczkowski noted that national events can have local impact, so the department tries to prepare accordingly. Through PoliceOne Academy Training, department members can work through computerbased learning modules to develop new skills and techniques. Just recently, the officers completed a course on deescalation. Wiczkowski related that body cams are on his purchase wish list. He plans to ask

Beginning on Oct. 7, the meals will be held on the first Wednesday of every month at 5:30 p.m. free of charge. Registration is not required. Although the church lacks a commercial kitchen, the meals will be prepared under Pennsylvania Department of Agriculture guidelines and will include catered aspects from a local restaurant. A “parenting toolbox” class will follow the meals at 7 p.m. Child care will be provided. Everyone who attends the meals may receive bags of nonperishable foods and gift cards to a local market. The new outreach is a practical way that High View is carrying out the message of Matthew 25, which Mark is currently preaching through. “It’s a basic way of caring for those who are hungry, thirsty, naked, in prison, or foreigners,” he said. Mark has worked as a chaplain since 2010, suggested he consider applying to fill the pastoral vacancy at High View Church of God (COG), 2470 Leaman Road, Strasburg. Mark declined the candidacy but agreed to serve as interim pastor. “There were too many doctrinal hurdles and the worship styles were too different,” Mark explained. Two days after Christmas 2019, Mark and Julie left for Israel, spending two weeks relaxing and discerning God’s will. When they returned to Strasburg, Mark began working at High View, primarily just as a preacher for worship services. In April, the pastoral candidate the church was pursuing withdrew his name from consideration, and the church board asked Mark if he would consider staying. To abide by COG regulations, the congregation filed for a waiver so the interim pastor could become the fulltime pastor. Mark and the elders also had a long conversation about beliefs and traditions, and he ultimately traded his AG pastoral credentials for COG credentials. “We decided that we would focus on the things we agreed upon,” Mark said. Mark enrolled in a religious global studies program at Liberty University School of Divinity in January. As part of the master’s degree work, he was required to evaluate church life, so he looked at High View. “I saw some very excellent foundational things at the church, but outreach was a gap. They really wanted that to change,” Mark recalled. A prime opportunity was presented with the arrival of the novel coronavirus. She noted that construction of the fields stopped for about four weeks in March due to the stay-at-home order, but work has been continuing since then. “They will be working through late October,” McGuire noted. “Some of the fields have had sod placed on them and some planted with grass. Most of the fields will not be usable until 2021. Painters To Exhibit Artwork Mulberry Art Studios will feature two new exhibits from Thursday, Oct. 1, to Saturday, Oct. 31. “Wanderlust,” a collection of pieces inspired by painter Antoinette SaponeMcMillan’s travels to Ireland in the summer of 2019, will be exhibited in the Louise Gallery. Marion Weachter, an acrylic painter and member of the Lititz Art Association, will showcase her animal-themed artwork in “Animals of the Rainbow” in the North Gallery. Both exhibits will also be displayed in Mulberry’s Online Gallery. Due to COVID-19 safety precautions and in an effort to keep the community both healthy and involved in the arts, Mulberry Art Studios has several different ways for the public to experience the artwork of “ Wanderlust” and “Animals of the Rainbow.” Guests may make an appointment to view the artwork in person by calling the gallery at 717-295-1949 or emailing the gallery curator at Stephanie .MulberryArt@gmail.com, and April or Stephanie will work with guests to find a time for

She was one of the many local artists who participated in a three-part blog series, “Making Art in the Time of COVID,” by Ashley Kendrick. SaponeMcMillan’s painting “Wild Daisies of Inishbofin” was featured in the August issue of Lancaster County Magazine. Weachter was born and raised in West Willow and moved to Manheim in 2012. As a child, she always loved art and grew up with the

intent of attending art school. Instead, she pursued other activities, including raising her children. She returned to art after the loss of both her parents and her spouse in 2011 and 2012. She attended a paint night in 2015, where she used acrylics for the first time. This experience reignited her interest in art, and she continued to learn by attending more paint nights and viewing art tutorials online. She found that painting
helped her to deal with her grief. For “Animals of the Rainbow,” Weachter focused on joyful, colorful animals. She said she was inspired by the Bible story of Noah’s ark. Railroad Museum Plans STEAM Program Educators and parents looking for an educational experience for their students can register for the STEAM on the Rails virtual education program through the Railroad Museum of Pennsylvania. This program is offered via Zoom, and registration is by donation through Eventbrite. Designed for students in kindergarten through grade six, STEAM on the Rails investigates the importance of science, technology, engineering, arts and mathematics (STEAM) in daily life. Presenters and demonstrators from around Pennsylvania will cover where oil was struck, how mining was done, how a steam locomotive works, and other topics. The program will include four 30-minute presentations each day. Church To Sell Soup, Apple Butter The Boehm’s Chapel Apple Festival, scheduled for Oct. 10, has been canceled this year because of the COVID-19 pandemic. However, fresh apple butter and holiday bean soup will be available for purchase starting on Saturday, Oct. 10, at Boehm’s United Methodist Church, 13 W. Boehms Road, Willow Street. The apple butter is made the old-fashioned way in copper kettles over wood fires. There is a fee per pint for the apple butter and a fee per quart for the soup. The food will be available on Oct. 10 from 8 a.m. to 3 p.m. Preorders may be made, but are not required, by emailing the church secretary at secretary@boehmsumc.org. After Oct. 10, sales will be by appointment. Readers may make an appointment by emailing the secretary.

The Keystone Chapter of Associated Builders and Contractors (ABC) announced the recipients of its 2020 Safety Training & Evaluation Process (STEP) Awards and recognized its 2020 OSHA Partners on Sept. 15 in celebration of National Safety Week. Representatives from several ABC Keystone member companies virtually attended the ABC Keystone Safety Awards presented by Cohen Seglias Pallas Greenhall & Furman and had the opportunity to hear directly from Dale Glacken, compliance assistance specialist, Harrisburg area office, Occupational Safety and Health Administration (OSHA). The anchor of ABC’s Safety Awards program is a national model called STEP. STEP is a
safety benchmarking and improvement tool that is designed to improve safety performance among construction industry participants regardless of company size or type of work. The goal of the program is to provide an organized approach to analyze and further develop a company’s safety and loss prevention. Participating companies score their level of achievement for each component on a weighted point scale and document their incident rates (total recordable incident rate - TRIR - and experience modification rate - EMR). Companies receive a recognition level of Diamond, Platinum, Gold, Silver, Bronze or Participant based on this data. In the 2020 STEP Awards,
