The Borough operates under a council-manager form of government with six Councilmembers, two elected from each of the three wards in the community. Beyond providing an engaging lifestyle and high quality care for older adults, Masonic Village serves individuals of all ages.
As a not-for-profit, in 2025, we provided $45.9 million in charitable care and services across the state, thanks to those who believe in and have donated toward our mission.
Between awarding scholarships to teen volunteers, donating to local emergency service providers and hosting interns, Masonic Village is proud to support our local community. Our efforts focus on enhancing local businesses and nonprofits, supporting economic development, enriching students, engaging children, assisting those in need and sustainability practices.

Rooted in history, Mount Joy Township’s story is deeply intertwined with the rich agricultural and industrial heritage that has shaped Lancaster County for generations. Settled in 1759 by early European immigrants drawn to the fertile soil and strategic location, the township grew alongside the farming traditions, trade routes, and entrepreneurial spirit.
For much of its history, Mount Joy Township has remained proudly rural – its landscape defined by productive farmland, wooded wildlife corridors, and family homesteads passed down through generations. The balance of history and thoughtful growth enhances the Township’s appeal for visitors seeking an authentic Lancaster County experience.
Over time, the township has evolved in close connection with the neighboring boroughs of Mount Joy and Elizabethtown and is the unique home of the two school districts of Elizabethtown and Donegal. These relationships have fostered economic growth and further reflect the Township’s unique historical development within the county.
Today, Mount Joy Township has 111 miles of public roads, 66 miles are owned and maintained by our municipality, 45 miles of roads and highways are maintained by the Pennsylvania Department of Transportation. The Township also offers an abundance of outdoor recreational opportunities with three large community parks (Old Trolley Line Park – 475 Beverly Road, Elizabethtown) (Cove Outlook- 405 Old Market Street, Mount Joy) and (Woglemuth Park – 8795 Elizabethtown Road, Elizabethtown) offering playgrounds, ballfields, pavilions, walking trails and passive areas. Most recently, secured grant funding will assist in the further development of Old Trolley Line Park adding parking, pickleball courts, two pavilions and the continuation of the internal trail system. Access to Lancaster County’s Conewago Trail is also provided by Old Trolley Line Park further exemplifying Mount Joy Townships commitment to intergovernmental cooperation and planning.
Together, these historical and agricultural roots, regional relationships, and recreational offerings make Mount Joy Township a place where residents and visitors all experience Lancaster County as it has long been lived. Grounded in land, connected by community, and welcoming to all who pass through.
Welcome to WEST DONEGAL TOWNSHIP
Settled in 1719 and incorporated in 1838, West Donegal Township is named after County Donegal in Ireland. The original Township of Donegal was organized by the court of Chester County in 1722 and was one of the two townships which originally comprised Lancaster County at the time of its inception in 1729. The settlers of Donegal Township were primarily farmers of Scotch-Irish descent who were drawn to the area by the rich soils and plentiful streams. On the 24th of June 1838, the original Township was divided in two, becoming what remains today as East Donegal and West Donegal Townships.
The Township is governed by a five-member Board of Supervisors. The 2024 US Census estimate indicates that the Township has around 9,100 residents. Situated west and south of Elizabethtown, the Township comprises an area of 15.6 square miles in area. 43% of the Township’s area is zoned agricultural with 67% of that area comprising preserved farms.
The township maintains 52 miles of township roads with PA State roads adding an additional 13 miles for a total of 65 miles and is part of the Elizabethtown Area School. Ideally situated between Harrisburg, York, Hershey and Lancaster, West Donegal Township provides residents employment and recreation opportunities with additional amenities in the larger cities. A variety of housing types and areas are available for prospective residents. They range from agricultural farmsteads to single family, duplex and townhomes as well as apartments and condominiums.
Located within the Township is the 1,400-acre campus of Masonic Village. With a population of 2,000 residents, Masonic Village provides retirement living and health care facilities as well as recreation opportunities for the broader community.
The Conewago Industrial Park in the northwest corner of the township is home to a variety of businesses including American Air Filter, Pioneer, Crowe Transportation, Walker Sales, Western Power Sports, LCL Bulk Transport, DAS, Angleboard, Amazon, Grove Collaborative, and the Nordstrom East Coast Fulfillment Center, to name a few. Also located within the Township is Stone Gables Estate, which is the home of the Star Barn in the Star Barn Village and the Ironstone Ranch, which provides event venue spaces for weddings and corporate events.
Welcome to CONOY TOWNSHIP
Nestled along the eastern shores of the Susquehanna River you will discover Conoy Township which was formed from West Donegal Township in 1843. Prior to incorporation, the area now called Conoy Township was an early settlement of Indian and Fur Traders utilizing what was known as the Conoy Path. As of the 2020 census the population was 3,373.
Conoy Township offers residents and visitors many outdoor recreation opportunities from ballfields and playgrounds to walking and biking paths. Completed in 2022, the Northwest Lancaster County River Trail offers 14 miles of biking, walking, and running through five municipalities. The trail follows the route of the historic Pennsylvania Mainline Canal and uses some of the original towpath that remains along the corridor. Visitors to the trail can take in a spectacular view of the Susquehanna River from the White Cliffs of Conoy which were a result of a limestone quarry that once existed up the hill from the cliffs. Visitors and residents can enjoy other activities throughout the year including the Bainbridge Memorial Day Parade, Kids Fishing Derby, Falmouth Goat Races and the Susquehanna Old Fashioned Field Days.
Take a drive through Conoy Township and you will notice our rich farmland history. Much of the land throughout Conoy Township is zoned agricultural with some areas designated as Preserved Farms and some located in Agricultural Security Areas. By preserving farms, it guarantees the land will be preserved for future farming activities.
At the southern end of the township, Conoy Township is host to the Lancaster County Solid Waste Management Authority (LCSWMA). LCSWMA manages the trash and recyclable materials from Lancaster County homes and businesses. Through their Integrated System LCSWMA has saved significant landfill capacity by creating clean, renewable energy.

Masonic Village at Elizabethtown provides a beautiful setting, engaging lifestyle and highquality care for older adults, as well as opportunities for people of all ages. Our campus comprises nursing care, personal care and memory care suites; retirement living studios, apartments, townhomes and cottages; a children’s home for 40 youth; and a home for eight adults with mild to moderate developmental disabilities.
We also provide pharmacy, short-term rehabilitation, home care, home health and hospice services for individuals throughout the greater Elizabethtown community.
We invite visitors to stroll through our beautiful gardens, reflect at our Veterans Grove and Eternal Flame monument, traverse more than 12 miles of walking paths, visit the Masonic Village Farm Market for fresh produce and have lunch at the Orchard View Café.
Impacting Our Community
have pledged to give $300,000 over 20 years to the Elizabethtown Area Education Foundation.
A not-for-profit organization, Masonic Village has the benefit of being tax-exempt. As part of a commitment to our community, we voluntarily signed a payment in lieu of taxes (PILOT) agreement. Over a 20-year period, Elizabethtown Area School District will receive more than $19 million, and Lancaster County, West Donegal Township and Elizabethtown Borough will receive more than $5.9 million to benefit our friends and neighbors.
To encourage and support local youth, we award up to six $2,500 scholarships for Elizabethtown Area High School seniors who have volunteered their time to support our mission. We’ve hosted the high school prom and other educational programming for free or at cost. To inspire innovative programs which engage students, we
We host interns across various departments, including students from Lancaster-Lebanon Intermediate Unit 13, with our staff spending thousands of hours instructing and overseeing young adults, so they can gain real world experience in their chosen fields.
Masonic Village’s Outreach Program and monthly caregiver and bereavement support group meetings provide free education and support to those in need. Through donors who contribute to our mission, Masonic Village was able to provide charitable services statewide worth approximately $45.9 million in 2025 to individuals unable to pay for their care. Including Masonic Villages’ five locations across the state, we serve more than 2,580 people every day and employ approximately 2,300.

The mission of Elizabethtown Public Library is to help make dreams come true for people in the Greater Elizabethtown Area and beyond! Located right off the square in Elizabethtown, PA, we are an easy access point, and we provide space for all people to visit for an array of reasons. Visiting the Library can be so much more than finding your next book. We hope to see you soon!
The Library has been a place for the community to gather, learn, and explore for 100 years. One way this happens is by meeting up with a friend or business partner in our Coffee Shop. We roast our sustainably sourced, single origin coffee on site and craft some blends as well. If coffee isn’t your cup of tea, we have tea, smoothies and other frozen drinks, Kreider’s drinks, and more for your enjoyment. You’ll also find snacks, Library branded items, and other sustainable retail items when you visit. Check out our monthly feature drinks, especially ones inspired by the World Café.
What is the World Café you ask? It is the program at the heart of Elizabethtown Coffee Company. Each month we “travel” to a different region of the world while learning about the history, culture, and traditions of people around the world through reading, crafting, and cooking. Travel and experience the world with us by picking up a World Café Passport the next time you are at the Library. As you complete different tasks, you earn monthly prizes!
Another way people come together at the Library is during our programs and events which run throughout the year. Some are frequent, such as the Storytimes, LEGO Club, Musik Time, a book discussion group, gaming groups, and a fiber artist group. Others occur at special times of the year, like A Taste of Western Lancaster County (the first Friday in February), the Holiday Train Display (throughout December), and the Summer Reading Program for all ages.
The 2026 Summer Reading Program for adults and children starts Saturday, June 6 and runs through Saturday, August 15. Join us and earn prizes as we read, play, and learn with programs including Forgotten Friend Reptile Sanctuary with Jesse Rothacker, Phredd the Ukelele One Man Band, Raven Ridge Wildlife Center, Stegosaurus to Steam by the Railroad Museum of PA, and much more.
A further set of special events at the Library is the Friends of the Library’s Spring and Fall book sales. For a week each, the Friends take over the lower level and fill it up with a multitude of books, movies, music, and puzzles. If you don’t want to wait for one of the sales, you can always stop by their bookstore in the Library near the Market Street entrance. The store is open when the Library is open, and the Friends sell used books & movies, hand crafted doll clothes, and artwork from local artists. Make sure to check them out frequently as their inventory regularly changes.

If you need internet access, we can help with that too. There are public computers available and free WiFi throughout the building. If the Library is closed, have no fear! Our WiFi extends to the parking lot so you can still access it after hours.
While we would like to see you, some aspects of the Library can come to you. There are numerous online databases and resources that you can access from home with your Library card. Head on over to our website, etownpubliclibrary.org, and you can find eBooks and eAudioBooks through Libby, stream movies and tv shows through Kanopy, learn a new language with Mango Languages, do genealogical research with MyHeritage, perform market research with AtoZDatabases, and so much more. And if you need help, you can always reach a real librarian through “Chat with a Librarian” 24/7 by using the chat box on our website. The Library has a lot to offer the community, and we are happy to serve the Greater Elizabethtown Area. We would like to invite you to the 53rd annual Elizabethtown Fair. Our fair serves as a showcase for local talent and reminds us of the agricultural heritage of Lancaster County. It is a place for families and friends to gather and celebrate all the best in our community.
Fifty-three years ago, the first Elizabethtown Fair was held in Community Park. The first year, there was one tent for competitive exhibits, one food stand, and a few carnival rides. There were no livestock or commercial vendors, no contests, and no entertainment. Fifty years later we have grown to over 3,000 competitive exhibits, forty food stands, over 150 commercial exhibitors, and over 800 livestock. We have added entertainment on two stages and daily contests.
We offer something for everyone from the Baby Photo Contest to Senior Citizens Day. The petting tent, manned by over 100 volunteers is a very popular attraction for all ages. We offer a place for youth to come together to show their livestock.
The Fair operates with great cooperation from the Elizabethtown Area School District and the Elizabethtown Brethren in Christ Church as the fairgrounds are on school district property and parking is offered on church property. The church also provides an area for Competitive Exhibits to be displayed and a room for our monthly board meetings.
