We welcome you to the Elizabethtown Borough, a historic town with a population just under 12,000 where walkable neighborhoods, a vibrant downtown and an interactive community are celebrated. The town, founded by Barnabas and Elizabeth Hughes, began as a trading post that grew into plots of land that were eventually incorporated as a Borough in 1827. We are proud of our Scots-Irish heritage and the close sister-city relationship cultivated with Letterkenny, County Donegal, Ireland.
The Borough operates under a council-manager form of government with six Councilmembers, two elected from each of the three wards in the community. The Mayor, elected at large, oversees police operations and votes in the event of a Council tie vote. Day-to-day administration is managed by a professional borough manager. Service includes planning and zoning, police, streets, parks, trash and recycling, wastewater, and general administration and finance.
Along with a healthy mix of business and industry, downtown Elizabethtown offers retail shops, professional offices, and eateries. Elizabethtown College and the local school district offices, high school, middle school and two elementary schools are located within the Borough limits. Nearly 40 acres of public open space and park-land, including an expanding pedestrian and bicycle pathway network, is within walking distance to residential neighborhoods, schools and downtown. The Elizabethtown Train Station along Amtrak’s Keystone Corridor serves Harrisburg and Philadelphia providing comfortable mass transit for commuters or those interested in sightseeing.

Greetings from MOUNT JOY TOWNSHIP
The growing community of Mount Joy Township is situated around the vibrant boroughs of Elizabethtown and Mount Joy, containing large agricultural areas and the wooded hills to the north. Our 28 square mile Township has the unique distinction of being the only municipality in Lancaster County that is served by two separate school districts: Donegal School District and Elizabethtown Area School District. Mount Joy Township was “born” in 1759 when it received its papers from the adjacent and much larger Donegal Township. The area was originally inhabited by the Conoy Indians and settled primarily by Scots-Irish and German immigrants. Many small settlements and thriving villages were established in the midst of acres of lush farmland, most of which is actively farmed today.
Much like the modern Route 283, the Lancaster, Elizabethtown, Middletown Turnpike was an important road for commerce in those early days that continues to be a key corridor now known as Harrisburg Avenue. Easy access to the highway and Amtrak rail service via two local stations makes our region convenient for commuting, travel, and commerce. Plus we are fortunate to have the Conewago Recreation Trail start at Route 230 and extend all the way into Lebanon County – it may not be the best mode for commuting, but it is one of the more enjoyable walks or bike rides in the area!
We have three public parks with plenty of active and passive recreation opportunities throughout the township. The 10-acre Wolgemuth Park (8795 Elizabethtown Road, Elizabethtown) is located next to our Fairview Municipal Complex and features walking paths, baseball and softball fields, and a pavilion with a playground nearby. Cove Outlook Park (405 Old Market Street, Mount Joy) can be found across from the Lancaster County Career & Technology Center’s Mount Joy Campus. Cove Outlook is a 25-acre park consisting of walking paths, a soccer field, four pavilions, and two playground areas. And our newest park, Old Trolley Line Park (475 Beverly Road, Elizabethtown) offers walking trails, a safe and convenient trailhead to the adjacent Conewago Recreation Trail, playgrounds, and three athletic fields. Welcome to WEST DONEGAL TOWNSHIP
W est Donegal Township is located in northwest Lancaster County, Pennsylvania. Governed by a five- member Board of Supervisors the 2016 US Census estimate indicates that the Township has 8,595 residents. Situated west a nd south of Elizabethtown, the Township comprises a n area of 15.6 square miles in area. The township maintains 48.3 miles of township roads with PA State roads adding an additional 13 miles for a total of 61.3 miles. The Township is part of the Elizabethtown Area School District with the Rheems Elementary School located within the Township.
Situated between Harrisburg a nd Lancaster, W est Donegal Township provides residents employment a nd recreation opportunities with additional amenities in the larger cities. A variety of housing types and areas are available for prospective residents. They range from a gricultural farmsteads, to single family, duplex a nd well as apartments a nd condominiums.
Located within the Township is the Village of Rheems and the 1,400acre campus of Masonic Village. W ith a population of residents, Masonic Village provides retirement living and facilities as well as recreation opportunities for the broader community. The Conewago Industrial Park in the northwest corner of the township is home to a variety of businesses including American Air Filter, Pioneer, Crowe Transportation, Power Sports, LCL Bulk Transport, Taranti Angleboard, Amazon, Grove Collaborative, a Fulfillment Center, to name a few. Masonic Village at Elizabethtown is well-known as a continuing care retirement community. Beyond providing an engaging lifestyle and high quality care for older adults, we offer opportunities for people of all ages.
Living options on campus include nursing care and personal care suites; retirement living studios, apartments, townhomes and cottages; a children’s home for 40 youth; and a home for eight adults with mild to moderate developmental disabilities. We also provide short-term rehabilitation, home care, home health and hospice services for individuals throughout the greater Elizabethtown community.
A not-for-profit organization, Masonic Village has the benefit of being tax-exempt. As part of a commitment to our community, we voluntarily signed a payment in lieu of taxes (PILOT) agreement. Over a 20-year period, Elizabethtown Area School District will receive more than $19 million and Lancaster County, West Donegal Township and Elizabethtown Borough will receive more than $5.9 million to continue to benefit our friends and neighbors.
To encourage and support local youth, we award up to six $2,500 scholarships for Elizabethtown Area High School seniors who have volunteered their time to support our mission. The high school has also used our facilities for swim team practices and other educational programming for free or at cost. To inspire innovative programs which engage students, we have pledged to give $300,000 over 20 years to the Elizabethtown Area Education Foundation.
We host interns across various departments, with our staff
spending thousands of hours instructing and overseeing students, so they can gain real world experience in their chosen fields.
Masonic Village’s Outreach Program and monthly caregiver and bereavement support group m eetings provide free education and support to those in need.
Through individuals and businesses who contribute to our mission, Masonic Villages was able to provide services worth approximately $34.6 million in 2020 to individuals unable to pay for their care. Including Masonic Villages’ five locations across the state, we serve close to 2,900 people daily.

Elizabethtown Public Library is helping people make their dreams come true. As part of the Greater Elizabethtown Area, your dreams may be all about building your business, raising your children to be literate and resilient or retiring with purpose and meaningful connections. It doesn’t matter what your dream is, the Library is here to help you make your dreams come true.
The Library has a robust collection of materials to help you build your business. From writing your business plan to getting financing, we have instructional books, audio materials and electronic databases to guide you. We have multiple spaces to meet with clients or use the wireless internet to get some work done. You can bring your device and connect with people and information across the globe.
One of these locations is the Coffee Company, which is owned and operated by the Library. Our coffee is responsibly sourced from around the world and is freshly roasted on site. We serve it up by the cup or by the pound to keep you caffeinated at the Library or wherever you are! If coffee isn’t your cup of tea, then one of our teas, tisanes, or other beverage choices will be sure to please while you visit.
Next time you have a drink, make sure to check out the specials. Each month we feature a region of the world as part of the World Café. This program is much more than a special beverage; it is about learning and exploring other cultures. You can check out books focused on the region and written by authors from the area, pick up a recipe featuring a special dish, and grab a unique craft for children. Make sure to pick up a World Café Passport to win prizes and travel the world without leaving Elizabethtown!
If literally traveling the world is what you’re after, you can come to the Library to get started. The Library can take your passport photo and process your new passport application. Give us a call at 717.367.7467 to make an appointment with a passport specialist. We also have travel books and guides so that you can begin to plan your trip.
Meeting new people is a part of both travel and the Library. The Library is a great place for children, starting as infants, to connect with others their own age. Baby time, Storytime and other literacy-based children’s programming are great opportunities for kiddos to enjoy socialization, an introduction to language and numbers and develop their curiosity and fine-motor
skills. Parents and guardians also get to connect with each other, share ideas and have a little grown-up time.
If you love the Library as much as we do, why not take advantage of the opportunities for volunteering? Our team and volunteers make the Library a great place to invest in some well-developed talents and build friendships. If you are in any kind of service position, chances are you need an FBI fingerprint background check. As you can see, there is a lot you can do at the Library. Amazingly enough, you can also borrow books for all ages in standard and large print. We have a small collection of braille readers and a robust audio book collection. The Library has a great collection of movies and TV shows as well. You can check books out for your e-reader with your Library card from the comfort of wherever you are as long as you have internet access. The Library also has some unique items to lend including giant scissors for your grand opening, jumper cables, and cake pans. If you’re looking for items for your collection, please visit the Friends of the Library bookstore where you can find books, clothes for your 18 inch dolls and a variety of items crafted by local artisans that change regularly.

We would like to invite you to the 49 th a nnual Elizabethtown Fair. Our fair serves as a showcase for local talent and reminds us of the agricultural heritage of Lancaster County. It is a place for families and friends to gather and celebrate a ll the best in our community.
Forty-six years ago the first Elizabethtown Fair was held in Community Park. The first year, there was one tent for competitive exhibits, one food stand, and a few carnival rides. There were no livestock or commercial vendors, no contests, and no entertainment. Over forty years later we have grown to over 3,00 0 competitive exhibits, forty food stands, over 15 0 commercial exhibitors, and over 8 00 livestock. We have added entertainment on two stages and daily contests.
We offer something for everyone from the Baby Photo Contest to Senior Citizens Day. The petting z oo, ma nned by over 1 00 volunteers is a very popular a ttraction for a ll ages. We offer a place for youth to come together to show their livestock.
The Fair operates with great cooperation from the Elizabethtown Area School District and the Elizabethtown Brethren in Christ Church as the fairgrounds are on school district property and parking is offered on church property. The church also provides an area for Competitive Exhibits to be displayed a nd a room for our monthly board meetings.
