Get your adventure pants on and head out for a great time! Holiday Valley Sky High Adventure Park This spring, adrenaline junkies visiting Sky High’s Aerial Park will get a wholesome kind of high. All it takes is one visit to its 13 challenge courses to get your blood pumping. The familyfriendly courses are geared to a wide range of ability levels, from easy (about 15 feet off the ground) to commando (50-plus feet up). There are 10-15 features— like platforms, bridges, obstacles and zip lines — on each course and some trees have more than one platform. These challenge courses aren’t only about physical strength — they’re also about strategy and balance. Reservations are suggested and can be made by calling (716) 699-HIGH. Homeowners to Get School Tax Rebates This Fall Encourages All to Complete Surveys By Jennie Acklin
ECS School Board members took a hard-hat tour of the construction progress on the school’s new addition ahead of its meeting on Tuesday, April 28. By the end of this week, most of the concrete floors will have been poured for all areas, including the gym, band room, locker rooms, chorus and the stage. The roof over the new
areas is in the final stages of completion as well. (Look for a photo tour in next week’s edition of the Ellicottville Times.) Many small details of the finish work are being discussed with teachers and board members. On Saturday, June 6, Relay for Life of Cattaraugus County is taking place at Ellicottville Central School. Starting at 11 a.m., Relay for Life teams will begin walking around the track to raise money and awareness for the American Cancer Society (ACS), an organization for which they have been raising money all year. Cancer survivors and individuals whose family and friends have been affected by cancer will be walking in support of each other and countless others, one step at a time. The Town of Ellicottville’s Planning Board has conditionally approved the final plat for 42 Degrees North, the new 144-acre resort off Poverty Hill Road. The resort, which features 24 lots on 5-8 acres each, will be a
four-season vacation property governed by a homeowners association. Home designs will be reviewed by a committee formed by the developers. A community lodge on 10 acres, owned by the developers, will be constructed for residents’ use. Common amenities will
include tennis, a swimming pool, a Nordic spa, event space and more. Trails throughout the heavily wooded community, including the existing Finger Lakes Trail (which will be rerouted per the planning board), will allow for year-round See Planning Board page 5

more room to provide more options for my clients,� said Kim Duke, owner of Core Performance. Duke described the new facility: “The space is amazing—2,000 square feet with 10-foot ceilings. There are shower facilities for men and women as well as a TRX station and plenty of space for strength training.� While the new space will be bigger and better than before, the move will not be far from the old. It’s in the same building in Ellicottville Square on Bristol Lane, just around the back side, near the apartments. There is plenty of parking and a separate entrance.
What can clients of Core Performance expect? “We are specific to strength and core training,� Duke said. “We do not use machines but instead use dumbbells, kettlebells, TRX bands, Swiss balls, Bosu balls and body
weight. We train our bodies to be the machine!� In addition to the new facility, new classes will also be available. “We will be offering more classes and specialized classes for training younger athletes as well as older adults,� Duke explained. “I have lots of ideas.� The new gym is tentatively scheduled to open on June 1. Coffee Culture’s corporate headquarters in Ontario sent its vice president of operations, Perry Ouzounis and district manager, Chris Dale, to Ellicottville in a big hurry last week to get the coffee shop back open after the franchisee suddenly closed the shop. As of Monday morning (April 27) at 6 a.m., the shop was up and running and back
to serving its delicious coffee and menu items. “As a brand, and a community partner, we will offer a level of customer service that can’t be matched, due to excellence in training and development,� said Ouzounis. “New furniture will be in place soon, and a brand new fire pit is being installed ASAP by local contractors,� according to Ouzounis. “We’re
also restaining the exterior wordwork, and completely repainting the interior. We’re reupholstering all of the booth cushions, and replacing some of the food service equipment. He emphasized that, while it may take a few weeks, it will be worth the wait. “We want to be a part of the local fabric,� said Ouzounis. “Local artists interested in displaying and potentially selling their work are encouraged to contact me at our Mississauga Ontario office, or talk to Stephen Lee,, manager of the Ellicottville location.� Coffee Culture is also searching for the right mix of associates, and anyone interested is encouraged to apply in person - see Stephen for an application.

The various options will be detailed and reviewed further and the board will make a final decision in coming weeks. Superintendent’s Report During his report to the board, Ward explained that “this is the most important time of the year in our office, as the administration focuses on budget planning.” The forthcoming ECS newsletter will be one of the largest issues to date at 28 pages. In addition to detailed information about the budget in advance of the budget vote on Tuesday, May 19 (1-8 p.m. in the Elementary School Foyer), it will include a four-page survey, and Ward “welcomes the community’s support.” Historically, the survey does not receive large return rates from the community, with most of the returns coming from students, parents and school staff. The board discussed ways to increase the survey return rate, and will make it available during the budget vote when staff will encourage voters to take a minute to fill out the survey or take one with them to fill out at home. “I’d like to think we’re heading in the right direction,” as a school, Ward said, “but we need to have the surveys to confirm.” 2015 Property Tax Freeze Credit According to a document provided to the board from Ward, “the 2014-15 NYS state budget established a property tax freeze credit for NYS homeowners for 2014-15 and 2015-16 school years. The credit will be implemented as a rebate check based on taxes
imposed by school districts and other municipalities that are subject to the property tax levy cap. The rebates for STAR eligible homeowners in each entity will be based on each entity’s compliance with the property tax cap, i.e., if the school district complies with the cap, the homeowner will receive a rebate for the school taxes.” The school district property tax freeze credit is available to residential property owners who are eligible for a STAR exemption on their primary residence in the district and is only available if the district complies with the tax cap including exclusions. Eligible property owners will receive the credit via rebate checks issued by the NYS Tax and Finance Department in the fall of 2015. In 2015, homeowners in a tax-freeze compliant district will receive the rebate credit equal to the greater of the following: the 2015-16 increase in school taxes OR 1.62% of the 2014-15 school tax bill. They will also receive the rebate they received in 2014. Example: 2014-15 tax bill $2,100 2014 rebate $100 2015-16 tax bill $2,205 2015-16 Increase in taxes The greater of $105 OR 1.62% of 2014-15 tax bill ($32.40) 2015 rebate $105 Since the tax increase increase is greater than $32.40, the 2015 Rebate to Homeowners will be $100 + $105 = $205 Because the ECS tax increase will fall under the tax cap, STAR eligible homeowners will be fully reimbursed any increase in the 2014-15 and
2015-15 school taxes. Going forward, Ward reported that Ellicottville will be participating in a multidistrict plan with all of the Cattaraugus/Allegany BOCES schools that will achieve savings and efficiencies of 1% per year of the 2014 school tax levy. This will ensure that ECS STAR taxpayers will continue to receive rebates for any school tax increases in each of the three years starting in 2016-17. In other business, District Treasurer Aimee Kilby described the importance of a Business Managers meeting that she attended in Cuba, NY. Premier Consulting Associates made the presentation to all schools involved with the Allegany Cattaraugus Health Plan (22 schools in two counties) to brief them on how the Affordable Care Act will impact school districts. “This is a very involved project that ECS will be required to pay close attention to,” said Kilby. The number of hours that all full-time and part-time staff are working will be totaled over a length of time and will be used to determine who must be offered health insurance. Penalties will be assessed if certain percentage criteria are not met.” Kilby said she would keep the board informed as more information becomes available. 2015-16 School Year Calendar Approved The board approved the final version of the 2015-16 schoolyear calendar after discussing the Winter and Easter break split. In 2016 there are only three weeks between the February break and the Easter break since Easter falls in midMarch that year.

The following year, he was joined by more than 300 people in his overnight fundraising event, and the Relay for Life was born! Relay for Life of Cattaraugus County is also a part of this great history, as individuals throughout Ellicottville and surrounding communities have been forming teams for more than 25 years. Committee CoChair Sherry Charlesworth has participated for five years and is looking forward to another successful event in 2015. On the day of the event, team members commit to taking turns walking and/or running around the ECS track from 11 a.m. to midnight on Saturday, June 6. But the work begins long before the day of the event, as teams form months in advance and raise money through fundraisers and pledges of support from friends, family and co-workers. Charlesworth notes, though, that teams are still being formed; those who would like to put a team together can visit www.relayforlife.org/ cattarauguscountyNY to create a personal page for their team and seek the sponsorship of friends and family. There is no minimum number of people required to form a team, so groups large and small are welcome to participate! This year, Charlesworth said the local event’s goal is to raise $25,000. In years past, teams have held spaghetti dinners, yard sales, bake sales, dressdown days at work, raffles and

On Saturday, May 2 there will be two fundraisers taking place: a Boot Drive in the Village of Ellicottville and a Kentucky Derby Party at The Barn Restaurant. Then on Sunday, May 31, Team “Walk this Way” is sponsoring a Car Show called Cruising Against Cancer at the Cattaraugus County Fairgrounds in Little Valley. According to Charlesworth, each year is memorable, as she has gotten to know the stories of many cancer survivors and caregivers through Relay for Life. At the Opening Ceremony, one individual is recognized as the honored survivor who leads the Survivor Lap, which is walked by all survivors in attendance. Following this is the Caregivers Lap, which recognizes those who dedicate themselves to helping loved ones in their battle with cancer. Throughout the rest of the day and into the night, participants continuously walk the track and participate in other memorable laps, including one in memory of those who lost their fight. Charlesworth explained
that each team hosts a “campsite” that offers different fun activities for people to participate in. Lots of delicious food is available for sale during the day, as well. And Relay for Life of Cattaraugus County Committee hosts a special luncheon for cancer survivors. After dark, a Luminary Ceremony is held to remember loved ones lost to cancer, honor survivors and support those whose fight continues. Relay participants dedicate bags to someone who has been touched by the disease, place them around the track and light a candle inside each one. “The Luminary Ceremony is probably the most moving part of Relay for me,” Charlesworth said, as people walk in silence amid the luminaries. Charlesworth encourages community members to get involved with Relay for Life, even if they aren’t able to participate on the day of the event. By taking part in the various fundraisers throughout the year, community members can help Relay for Life of Cattaraugus County reach its fundraising goal. I hate to say I told you so, but ... exactly four months ago, I wrote about Eclipse, the black lab in Seattle who had been taking trips on the public transit bus all by herself. Not willing to wait for her lazy owner, Eclipse was boarding a bus in front of the apartment building where they live, going to the dog park where she played herself out and then she returned home on the bus, snoozing with her head in a stranger’s lap. In that column I said: “For a breed of animal that started out as a wolf in the wild and ended up snoring at the ends of our beds, the next logical stop for Eclipse is to try and drive the bus which would be totally insane.” Last week, in the rural community of Abington, 77-year-old Tom Hamilton climbed down from his John Deere Gator to tend to a couple of lambs in a field at his Kirkton Farm, southeast of Glasgow, Scotland. That left his faithful sidekick, a four-year-old border collie named Don, in the passenger seat, with the tractor parked precariously on a steep hill above a major highway. “I had not pulled the handbrake on the tractor,” admitted Tom, “and when I turned round I got a fright as the vehicle was careering down the hill, through the gate and onto M74.” Please note how Tom takes full responsibility for the accident, which sends a clear message to all you men out there who are awful quick to point a finger at the dog at the first whiff of a really bad smell in the room. Man up! Also Tom is being way too protective of Don because the dog did, in fact, lean onto the controls of the tractor, which caused it to shoot down the embankment, crashing through the fence and across
a busy motorway during the morning rush hour. Unable to reach the pedals, Don and the Gator came to a stop when they crashed into the central guard rail after other drivers on the morning commute managed to swerve around them. Although nobody was injured and the crash scene was cleaned up in about 30 minutes by Traffic Scotland, a photo of a sheepish-looking Don reveals how very embarrassed he was over the whole fiasco. Head bowed, shoulders drooping, eyes to the ground, Don looks downright humiliated. As a border collie — smartest breed know to man — Don knows full well that he should have turned off the ignition key long before he took out the fence. In their urgent message to commuters and the media “Delays on M74 after dog drives onto carriage way” Traffic Scotland officials kept adding the words “nope, not joking.” After finally able to report “No drivers were hurt. No delays in the area,” Traffic Scotland relaxed enough to send out one final message. “This is the weirdest thing we have ever reported.” This message was met with M74 drivers replying that “Yes, it has been a ruff ride to work” and wondering if the police investigating the accident “have any leads?” Although Don wandered off looking for Tom after the crash, police did not charge him with leaving the scene of an accident. How could they? By arresting Don for fleeing the crash site, they would thereby acknowledge that he was in fact the driver of the runaway vehicle. That being established, along with ownership, they would then have to charge the dog with either joyriding or grand theft auto. Operating a motorized vehicle without a valid driver’s license would then be added to
all the other charges and pretty soon, you’ve got a dog who’s never been in trouble with the law looking at a sentence of nine human years in prison before he turned five years of age. If I was an inspector with that police force, I’d put round-the-clock surveillance on Tom’s family car because if I’m any judge of dogs, Don will try to drive again. And next time he’ll steal a vehicle with an automatic transmission so he can concentrate more on steering and not worry about shifting gears. Dogs - they may look cuddly and oh-so-lovable, but they’re bent on taking over our world one vehicle at a time. I estimate that we’re just three generations away from watching a bus full of drunken dog park canines being driven by an Australian shepherd in a blue uniform and a peaked cap. And that’s when K-9 bombsniffing dogs at the airport will have to be retrained for traffic duty. As much as I love dogs, Eclipse should be charged with failure to pay for her public bus rides and Don needs to be charged with careless driving or driving without a valid pair of Snoopy goggles or whatever. Police need to get tougher on these dogs before their cruisers start to go missing, mysteriously. “passive” recreation, including hiking, snowshoeing, crosscountry skiing, etc. Discussion of the final plat was led by Town Planner Carol Horowitz and Town Engineer Mark Alianello. Both had reviewed the plans and the HOA in detail with the town’s attorney and noted that some changes requested last year during preliminary plat plan approval had not been incorporated to their satisfaction. They asked the developers, represented at the meeting by managing director Alex Porritt, to strengthen HOA language designed to more effectively protect homeowners, rewrite and clarify various sections of plat notes and engineering drawings, correct some previously identified errors, work directly with the local Finger Lakes Trail committee to post trail signage, submit
the new road’s name to the planning board for approval and make other specific changes. Porritt agreed to all requests. Alianello also said a budget for ongoing maintenance of roads, ponds and storm water, community property and trails also must be provided to ensure the town is satisfied there will be enough money to properly care for the common areas and infrastructure. These items, plus a provision that the community clubhouse plans be approved by the planning board, were listed as conditions of approval. The planning board determined that there were not enough substantial changes to the preliminary plat approval to warrant another public hearing on the matter. The developer has 180 days to provide all information for final review by Alianello
and Horowitz and signature by Planning Board Chair Sis Signore. In other business, the planning board gave preliminary approval for a special use permit to allow Kelly Philipps, on behalf of the town and village, to install a kennel on her property. Philipps will become the Town of Ellicottville’s Dog Control Warden effective July 1, 2015. Philipps, who is also a fulltime Ellicottville police officer, said there would never be more than two dogs onsite and no dog would stay for more than three days. She said dogs are usually found by their owners within a day. The planning board had no objection to the plan and scheduled a public hearing to be held at its next meeting on Monday, May 18 at 6 p.m. in the Town/Village Hall.

Tee Time! Back Nine Open This Weekend Spring is in full swing and your golf game should be too! Make it a priority to fit in some fun at the 18 hole par 70 “Double Black Diamond” golf course at Holiday Valley. The course is well-maintained, with amazing scenery from every hole. The back nine is scheduled to open this weekend, but there might be a few temporary “snow” hazards so bring your colored balls! The course measures 6500 yards, but plays the equivalent of a much longer course. The combination of well-watered fairways and variations in terrain extends the 18 holes and makes play more challenging. Holiday Valley also offers a practice facility, which features a 300 yard driving range, including 10 covered tees and up to 50 grass tees, multiple target greens and a ball machine. The putting greens and short game areas are adjacent to the range, which is located on the east side of Route 219, across from the Inn at Holiday Valley. A day on the course is just what springtime calls for! Head out into the sunshine and enjoy!
Plan Ahead for the Mudslide and Save The Holiday Valley Mudslide on June 20 is a mud run that’s fun, not scary! 3.5 or 5.4 miles, 11 awesome obstacles and endless laughs! Register by June 1 for $60 or by June 19 for $80. Race day registration is not available. All competitors get a goody bag, a finisher’s medal, plus a hot dog and two beverages.
