Village Wins $1.3 Million EFC Grant

The Village of Ellicottville has been awarded a $1.3 million grant from the Environmental Facilities Corporation (EFC) to
help offset the $5.3 million cost to build its new wastewater treatment plant, which is currently under construction. The award was announced by
New York Governor Andrew Cuomo’s office on Tuesday, Dec. 15. “This is absolutely great for the Village,” exclaimed Mayor Charles Coolidge. “It means there will be no increase in rates for our users and we will be able to considerably reduce our long-term debt.” The new plant, which was required under a consent order by the state, provides municipal sewer service to customers in the town and village of Ellicottville and to See EFC Grant page 10

The Town of Ellicottville’s board met Wednesday, Dec. 16 with a full agenda and several key staff positions to fill. Board member Steve Crowley reported that the interview committee to find a replacement for retiring Town Planner Carol Horowitz met
this week and will interview two of three companies that submitted proposals to perform the work. The committee is expecting one additional proposal for consideration. At last month’s board meeting, the board announced that it was reorganizing the highway department and had
created a new position of “Working Supervisor.” The position was offered to acting highway superintendent Loyd Hovey. At the same meeting, the board offered the job of highway superintendent to Mark Alianello. See Town Board page 10

An adult lift and meal ticket for the event is $70, and a junior lift and meal ticket (for ages 7-11) is $65. The Tubing Park option is $35 for unlimited tubing fun and a meal, and for those who prefer the meal only option, it’s available for $25.

TheEllicottvilleTimes Village Board Carries Issues into 2016 By Jann Wiswall
Discussion at the Dec. 14 Village Board meeting centered around ongoing issues that will carry into the new year, including brush removal violations, trash problems and the proliferation of sandwich board signs in the commercial district. The board continues to debate how best to enforce its law that residents and visitors are, themselves, responsible for the proper disposal/removal of brush except for the two dates during the spring when the village provides brush pickup (May 9 and June 13). Options include sending “notices of violation” to homeowners or issuing appearance tickets and fines. The board feels that once people receive a notice of violation, they probably won’t make the same mistake again. Appearance tickets with fines would be issued in the case of a second offense. Town Attorney Bob Simon will draft language for a notice of violation for the board’s review in January. The board also has been wrestling with problems associated with improper trash disposal, as people continue to place trash bags or cans without lids on the curb after trash day, inviting vermin to strew the bags’ contents all week long. The board believes that requiring residents to use heavy-duty totes is the most cost-effective way of managing the problem and that once people understand the issues
they will have no problem adjusting to the new rules or to use of the totes. The board would have to set aside funds to purchase the totes in the 2016 budget; a small quarterly fee ($3-4) would be added to residents’ trash bills. Discussion on this topic will continue at the board’s January meeting. The proliferation of sandwich-board signs on street corners all over the village is another ongoing issue that will be addressed next year. Mayor Charlie Coolidge said that there are more and more every day, it seems, and that they are not needed since the village installed directional signs to businesses at most street corners. There are already rules that limit their use, Coolidge explained, and “we can’t allow them on the physical sidewalks because they are a tripping hazard.” “The law needs to be stronger and enforced,” he said. A meeting will be scheduled with members of the Village Planning Board to discuss the matter. In other business, Village Engineer Mike Smith reported that construction on the new wastewater treatment plant (WWTP) is ahead of schedule due to the “great fall/winter construction season.” He also reported that the village should hear soon about its application for a grant from the Environmental Facilities Corporation.
[Editor’s note: the morning after the board meeting, Smith and the mayor were informed that the village had, indeed, received a $1.3 million grant from the EFC to offset the costs of the WWTP. See cover story.] Smith also said that the state is offering assistance to municipalities to develop planning tools through the DEC’s Municipal Sewage System Asset Management Pilot Project. The project would select 20 municipalities across the state to include in the pilot. The board did not want to participate in the DEC program, but does believe developing an asset management plan is in the Village’s long-term best interest. The board and Smith will look at cost-effective ways to complete such a project. Finally, the board authorized the village to advertise for bids for a one-ton truck with snow plow. It also passed a bond resolution authorizing the village to borrow up to $166,000 to purchase the truck and a backhoe, which can be purchased through state bid. The total actual cost of the equipment likely will be closer to $107,000. A summary of the bond resolution will be printed in the Village’s official newspapers (see page 11). The next meeting of the Village Board will be held on Monday, Jan. 12, 2016 in the village/town hall at 6 p.m.

Now locals and visitors will be able to try out equipment and gain hands-on experience at paddle clinics. Rounds said, “The center will be an incredible amenity for people to come and try products to help determine which boat or standup is the best match for them. We’ve made a big investment in demo boats to represent what we’re selling so that people can actually paddle what we’re offering.” The Demo Center will have dedicated hours and will also be open by appointment. Town of East Otto Minutes from Dec. 8 Board Meeting The December meeting of the East Otto Town Board was called to order at 8:07 p.m. by Supervisor James Beach on Tuesday Dec. 8, 2015. Present were councilmen Dave Forster, Mike Poch and William Spors, as well as Highway Superintendent Tom Benz and Code Enforcement Officer Jeff Holler. Councilman Rich Grey was excused. Guest present was Michael Guerin. The 2015 close-out meeting is scheduled for Tuesday, Dec. 29, 2015 at 8 p.m. at the town hall. A public hearing on the 2016 Fire Protection Contract is scheduled for Tuesday, Dec. 29, 2015 at 8:30 p.m. at the town hall.
The 2016 organizational meeting is scheduled for Tuesday, Jan. 12, 2016 at 8 p.m. at the town hall. Sidney Barber’s resignation from the Planning Board and the Board of Assessment was accepted effective Dec. 4, 2015. Rachel Tolsma’s resignation from the Zoning Board of Appeals was accepted effective August 21, 2015. CEO Report: Jeff answered 16 calls, completed 12 inspections, and issued three permits (a pole barn, a storage building and a bedroom addition). He deposited to the clerk $155 for permits issued. There was some discussion on the painting of the town hall building. The board will most likely solicit bids for the work
after more discussion on the scope of work to be done. Jim explained some of the IMAP information. The reevaluation is on track. The Christmas lights are up in town. The tree out in front of the Town Hall was donated by the Evans Family again this year in memory of Hank Evans. Highway Superintendent Tom Benz reported that Snake Run Rd. was opened on November 23. There is no new information on the gravel pit. The work on the ditch between Bowen and Razey Rd. still needs to be completed. The contractor is waiting for the ground to freeze since it is so wet. In 2012, his brother kindled his interest in paddleboarding on the Allegheny River and Cattaraugus Creek. Then he had the harrowing experience of flipping his kayak on one of his outings. He had to self-rescue, drive to the location where his kayak had hung up and swim out to retrieve it. It became evident to him that he needed to gain more skills, so he joined the Zoar Valley Paddling Club, of which he is now vice president. The club now has more than 80 members. “It’s a growing sport around here, especially with the Cattaraugus Creek nearby,” said Boehmer. Adventure Bound will be opening a new Paddle Demo Center in the spring on a pond at the corner of Routes 219 and 242 right behind Tim Hortons. Most people looking for

While skiers and boarders have snowsports on their minds right now, another group of outdoor lovers can’t wait to use their kayaks and standup paddleboards (SUPs) come spring. So the recent acquisition of Machias kayak shop Highwater Hobbies by Ellicottville’s new Adventure Bound OnTheFly outdoor adventure store at 16 W. Washington St. has paddlesports enthusiasts more than excited. Don Boehmer, former owner of Highwater Hobbies, now heads up the paddlesports department at Adventure Bound, which offers a wide range of kayaks, SUPs and related gear. Adventure Bound owner John Rounds said, “It’s really an expansion. We were carrying a pretty full lineup of standup paddleboards and all the accessories. Now with Don involved, we have whitewater kayaks, touring kayaks, recreational sit-on-top kayaks and, of course, all the accessories that go with those. Rounds praised Boehmer’s paddlesports experience and looks forward to a long working partnership. “Don’s got a lot of great experience in the area, and we’ve got a great group of brands in the outdoor business that really complement the paddlesports side. Ken Ziccarelli, representing Gernatt Asphalt Products, made a request to the Great Valley town board to abandon Horton Road at the Dec. 7 town board meeting. A public hearing was set for Jan. 11, 2016 to give residents the opportunity to voice their opinions on the proposal. According to Ziccarelli, Gernatt has plans to construct a new road and deed that to the town. The company would like to mine through the existing Horton Road, Ziccarelli said, acquiring roughly 16 acres of land. That acreage would
be turned into a lake, said Ziccarelli. “There will be no cost to the town … we’re not looking for anything from the town,” Ziccarelli said at the meeting. The newly constructed road would have two 10foot driving lanes and two five-foot shoulders, and would be in compliance with Department of Transportation, county and town requirements and specifications. Urban Engineers of Buffalo will be assisting Gernatt Asphalt Products with the project, Ziccarelli said. There will be no cut off to access points and the adjacent

property owner has been notified and is in agreement with the plans, Ziccarelli told the board. Depending on the weather, Ziccarelli said work can begin as early as January. The board set the public hearing for Jan. 11. A public hearing on the possibility of constructing a municipal sewer system in Great Valley will be held that day also. The sewer system hearing will begin at 7 p.m., followed by the Horton Road public hearing. The board will also conduct a regular business meeting that night.

WNY Southtowns Scenic Byway Expanded Into Cattaraugus County The Western New York Southtowns Scenic Byway (WNYSSB), which runs through southern Erie County, has now been expanded into northern Cattaraugus County. Following the passage of Senate Bill 5326/Assembly Bill 7713 this year, the legislation sponsored by Senator Catharine Young (R,C,I- Olean) and Assemblyman Joseph Giglio (R,C,IGowanda) was delivered to Governor Cuomo and has now been signed into law. The new law adds 37 miles to the existing 71mile byway, bringing added attention to Cattaraugus County’s resources, increased community pride, and a boost to the local economy. “Cattaraugus County has a myriad natural resources, historical locations, and recreational opportunities that are a draw for tourists. Expansion of the Western New York Southtowns Scenic Byway will provide another avenue to showcase the community to residents and visitors alike. The byway’s expansion will also inject a boost into the region’s economy as shops and restaurants along the route see an uptick in visitors,” said Senator Young. “Tourism plays a vital role in New York State’s economy. The Western New York Southtowns Scenic Byway has already been successful in promoting events across Southern Erie County, and now it will act as a gateway to adventure for those who visit Cattaraugus County, providing the opportunity for no two experiences to be the same. Municipalities along the route will use the expansion to leverage publicprivate partnerships between citizens, businesses, and public officials to promote sporting competitions, artistic festivals, and other events and attractions in the area. Courtney R. Bryant 1926-2015
Courtney R. Bryant, 89, of Ellicottville, NY, passed away Friday, Dec. 11, 2015 at Olean General Hospital. He was born June 3, 1926 in Salamanca, NY, the son of the late Howard and Della (Lawther) Bryant. On June 25, 1949 he married the former Patricia Green who predeceased him on November 8, 2015.
Mr. Bryant was employed at SALCO in Salamanca for many years until his retirement in 1988. He later worked at Quality Markets in Ellicottville. He also had owned and operated his family dairy farm. He was a member of the Great Valley Volunteer Fire Dept. and was an avid outdoorsman, hunter and gardener. Mr. Bryant is survived by three sons Clifford (Dora) Bryant of Great Valley, Michael (Sandy) Bryant of Franklinville and Loyd Hovey of Ellicottville and three daughters Jacqueline (Jack) Phillips of Cattaraugus, Julie Gebeaur of Ellicottville and Lisa Weir of Great Valley and 19 grandchildren, 39 great grandchildren and 10 greatgreat grandchildren and a sister, Edna Coles of Erie,
PA, a son-in-law Marv Emke of Pennsylvania and several nieces and nephews. Besides his loving wife of 66 years, he was predeceased by a daughter Debbie Emke, two brothers, David and George Bryant, and a sister Ruth Terhune. Friends may call on Saturday, Dec. 19, 2015 from 10 a.m. to noon at the Ellicottville Town Center where funeral services will be held at noon with Rev. Mike Trenchard officiating. Burial will be in Maples Cemetery. Memorials may be made to the Ellicottville Ambulance Service. Arrangements are under the direction of Mentley Funeral Home Inc., 411 Rock City Street, Little Valley, NY.
Snowmobiling in the Enchanted Mountains Miles and miles of snowmobile trails await you and your friends this winter in Cattaraugus County. The 12.2 mile Pat McGee trail is a major segment of the trails system, running from the town of Cattaraugus to the
northern part of the town of Salamanca. Allegany State Park has a network of some 90 miles of trails throughout the park. A new trail leads directly to the Seneca Allegany Casino.

EFC Grant Continued from front page
WestMont Ridge customers, whose properties are located in Mansfield. The New York State Water Infrastructure Improvement Act of 2015 was established as part of the 2015-2016 New York State Budget and provides $200 million in grants over three state fiscal years. Funding is administered by the EFC and the Departments of Health and Environmental Conservation. In addition to grants, EFC provides interest-free and lowinterest loans to communities to further reduce the cost of infrastructure projects.
EFC had already approved the village’s application for an interest-free, 30-year loan for the $5.3 million project cost. With the new grant, the loan amount will now total just under $4 million. And, Coolidge said, it may be possible to add back in some important components of the project that were eliminated for cost reasons. “This, of course, would need board approval.” Coolidge expressed thanks to State Senator Cathy Young, who sent a letter of support on Ellicottville’s behalf to the Governor’s office, as well as
Village Engineer Mike Smith, bond consultant Jeff Smith, Village Clerk Mary Klahn and all of the others who had a part in applying for the grant. “This is a major win for the village and our residents,” he said. In addition to the Village of Ellicottville, the Cattaraugus County towns of Ashford and Carrolton, the villages of Cattaraugus and Little Valley, and the City of Olean all received EFC grants totaling more than $10 million for water and sewer infrastructure improvements.
Since then, Hovey declined the job offer. The board is now advertising the working supervisor position and already has received applications. A special board meeting is scheduled for December 29 to review resumes and schedule interviews. In the meantime, Alianello has asked the board to clarify how much of a time commitment the highway superintendent position will be, since he will retain his position as town engineer as well. Although he has not accepted the job yet, he said he’s “moving in that direction.” In other important business, members of the town’s highway department staff were on hand to hear final discussion about their new Teamsters union contract. Burrell explained that some of the items that were negotiated between the town and the union did not make it into the last version of the contract submitted by the union. The new contract reviewed during the board meeting included those changes and clarifying language. The board authorized Burrell to sign the contract. Burrell asked the board to approve a 2016 budget modification. The change did
not impact the bottom line of the budget approved by the board last month, but due to an accounting error made several years ago and not discovered until recently, Burrell explained that $50K needed to be moved from one budget line to another. The board approved the modification. Two issues regarding the Town Center were on the agenda. Two office-space tenants need to renew their leases. The board suggested proposing a 3% increase on their rent. This would be their first increase in several years. The Rotary Club of Ellicottville has proposed that town formally agree to allow the club to retain the name, “Rotary Club Auditorium,” for an extended number of years. The auditorium was named for the club in gratitude for its generous and significant contributions to the auditorium’s renovations, which totaled some $15K over three years. The board agreed to review a proposed contract submitted by the club. The board also authorized Burrell to replace the lights in the Town Center auditorium with dimmable lights.
Burrell reported that a resident asked for a street light to be installed at the intersection of Horn Hill Road and Rt. 242. Hovey said a street light would present a hazard to his snowplow drivers and oncoming traffic when plows are present. Wearing his town engineer hat, Alianello said he had determined that about 2.7 of the town’s roads are not listed in the state’s inventory, which impacts state CHIPS contributions to the town. He asked the board to approve a resolution he drafted that asks the state to add these roads to its maps. The board approved the resolution. Alianello also reported that he is still trying to find the right person to talk to about removing or changing a strobe light on an FAA tower near Jackman Hill Road that is bothering people miles away. The board will hold its annual reorganizational meeting on Monday, Jan. 4 at 4 p.m., during which Matt McAndrew will take over as Town Supervisor. The board’s first regular meeting of the year will be held at 6 p.m. on Wednesday, Jan. 20 at the town/village hall.

She graduated from ECS in 1998, worked winters at Holiday Valley, “like so many other kids from here.” She went to St. Bonaventure for a year, and then got hired full-time to work on a local Ellicottville publication where she honed her marketing communications skills. In 2005, she made a career change to work at the Cattaraugus County Department of Health in the billing department, and later served as a public health preparedness resource specialist, assisting with large-scale emergency drills and coordinating responses to disease outbreaks. In 2011, Timblin took the job of Senior Communications Specialist in the Marketing Communications Department
at Upper Allegany Health System/Olean General Hospital. There she handled media relations, employee communications, social media activities, newsletter and magazine editorial work, event coordination and a host of other responsibilities. Though she wasn’t really looking for a new job, the marketing post at HoliMont caught her eye just because “there aren’t very many marketing job openings in this area.” HoliMont General Manager Dave Riley said Timblin made a great impression on HoliMont staff during the interview process. “We are all about working as a team at HoliMont, and Stephanie fits in very well. We’re excited and encouraged that she’s here,” he said. “We’re going to cut her loose and see what she creates.”
With less than a week under her belt, Timblin says she’s still getting a sense of how things work and what’s been done in the past. But, she’s excited by the fact that the staff is open to new ideas. “My top priority, of course, is to continue to ensure that our members receive the best value for their membership,” Timblin said. “It’s equally important to focus on employee engagement – recognize employees for their achievements, build camaraderie, keep people informed. That will be an early focus for me here.” She also expects to expand the resort’s social media presence. “This is such a great environment to be in,” she said. “Everyone is entirely dedicated to their mission – which is to make sure that everyone who comes here has a wonderful time, now and in the future!”

advance, leaving 22 of the lots available. Within minutes, one buyer bid $30K each for four lots. Soon after, another buyer claimed one lot. And by the end of the afternoon, 12 lots had been reserved with $5K down on each. Reached before the auction, developer Alex Porritt said he wasn’t sure anyone would be on hand to bid given the warm December and the challenging Canadian exchange rate. But afterwards, he was beyond thrilled. “The auction advertising generated a lot of interest in the resort, so even if only one lot had been reserved during the auction we would have been happy. This level of response was not even on my radar. It was way beyond ‘good,’ and is a testament to the attractiveness of the 42DN concept, people’s confidence in the market and the popularity of Ellicottville.” While none of the auction sales is final and 42DN has 90 days to accept offers or negotiate pricing, Porritt says the results make it more than likely that the developers will “start infrastructure construction in the spring, which is sooner than we had hoped.” Closings will not take place until after infrastructure is
completed in late 2016 or early 2017. 42DN is a 144-acre subdivision on the site of the former Concord Ski Club that will feature four-season, single-family vacation homes, a tennis court, a swimming pool and, subject to feasibility, a community lodge with a Nordic spa, event space and more. Trails throughout the heavily wooded property, including the existing Finger Lakes Trail, will allow for year-round “passive” recreation, including hiking, biking, snowshoeing, cross-country skiing and more. Recently, the project’s developer Gestion Blueberry Lake brought on some partners and is now working under the name of Delma Resorts. According to its website, “Delma Resorts is a full service hotel and resort management company… [with] expertise in the acquisition, development, sales and ongoing management
of resort and hotel properties. Delma Resorts was created by the merger of the Gestion Blueberry Lake group of companies and SGI Investments Canada, a division of Delma Properties Group, a vertically-integrated real estate ownership, investment, re-development and operating company with over $370 million in assets across North America.” Because of the new partnership, the developers are now able to offer 42DN property owners the option of exchanging weeks for stays at Delma Resorts’ properties in Quebec, including Blueberry Lake near Mont Tremblant and Les Condos du Lac Taureau on the shores of Lac Taureau.
