June 3-5 Cycling Weekend Holiday Valley

June is fast approaching, which means sunshine, long days and lots of time outdoors. Lucky for you, Ellicottville is full of ways to get you out the door and enjoying yourselves. There’s so much to do, your biggest challenge will be fitting it all in! Start the month off with a weekend outdoors. June 3-5 is Holiday Valley’s Cycling Weekend, a 3-day weekend of cycling fun for riders who will enjoy the ideal road riding routes around Cattaraugus County. For more info, visit holidayvalley.com and check out our cover story. If you love mountain biking, take to the woods on Holiday Valley’s mountain biking trails. The 4-5 mile “race loop” starts at the Holiday Valley Training Center and goes up gradually to the top of Cindy’s. A new trail is being constructed from Spruce Lake across through the woods to Champagne, then it zigs and zags across the front ski slopes with big banked turns in the woods, and finishes near the Training Center. June 4-5, the first annual Ellicottville Outdoor Expo will be held throughout the area at locations such as Holiday Valley and the Village Gazebo. place all over Ellicottville. All weekend long, Holiday Valley will be celebrating Cycling Weekend with races geared toward the more serious level 2 and 3 rider. Get in on the

fun for $299 per person, which includes double occupancy Friday and Saturday night lodging at the Inn at Holiday Valley, three guided road rides (with sag wagon), cycling clinics and light instruction, meals, social activities and a goody bag full of cycling treats! (Commuter rate without lodging is $205.) State Announces Check-Based School Tax Exemption Program

New Homeowners Note JULY 1 Deadline

The New York State Department of Taxation and Finance is changing the STAR school tax exemption program to a check-based program for all new homeowners.

People who purchased their home after March 1, 2015 are now required to register with the state for the school tax credit. If you qualify, you will receive a check in the mail (instead of a property tax exemption on your school tax bill which has been the process in the past). Most checks

should be received at around the same time as your school tax bill arrives in the mail. Again, this new check program applies to NEW homeowners only. You do not need to take any action if you already have a STAR exemption, as long as you stay in your current home.

Marranca Elected Chairman Of The Board At CCB

After serving on the Board of Directors of Cattaraugus County Bank (CCB) for the past 33 years, Salvatore Marranca was voted Chairman of the Board of Directors at the independent community bank’s April, 2016 meeting. Salvatore Marranca joined Cattaraugus County Bank (CCB), was appointed to the position of President and Chief Executive Officer of CCB and elected to the Bank’s Board of Directors in 1983. He was elected President of C.C. Bancorp (One Bank Holding Company) in 2011 and retired after 31+ years of service in 2014. Prior to joining the Bank he held the position of Senior Bank Examiner with the Federal Deposit Insurance Corporation. His career with the FDIC encompassed the years 1968 through 1982. During this period he served two years (1969-70) with the

U.S. Army, including a tour of duty in Vietnam. Sal is a graduate of Maryvale High School, Cheektowaga, NY, from which he has received the Distinguished Alumni Award and is the recipient of the Athletic Hall of Fame Award. SCAM ALERT!

The Cattaraugus County Sheriff’s Office has issued a warning to its residents about scam artists reportedly posing as IRS employees. The scam begins with a resident receiving a call from someone reporting to be an agent of the Internal Revenue Service (IRS). The caller informs the resident they owe money to the IRS and demands it be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest or suspension of a business or driver’s license. Often these calls will be “spoofed” so that the victim’s caller ID supports the fake claims. Sheriff Timothy S. Whitcomb would like to remind everyone to be wary of phone calls that use scare tactics, as they often are scam artists attempting to gain personal information to defraud their victims. If such a call is received, residents are encouraged not to give out any personal information and to call their local police agency.

Olean & Bradford Hospitals Afﬁliate with Kaleida Health

Upper Allegheny Health System (UAHS) has signed a letter of intent to affiliate with the Kaleida Health system, a move that is designed to strengthen and enhance healthcare in Southwestern New York and Northwestern Pennsylvania. Under terms of the proposal, Kaleida Health will become the parent organization of UAHS. UAHS and its member hospitals, Bradford Regional Medical Center (BRMC) and Olean General Hospital (OGH), will become part of Kaleida Health while remaining separate legal entities with separate boards of directors. Brenda McGee, chair of the UAHS Board of Directors, said good stewardship indicates that an alignment with a larger health system is an appropriate and intelligent approach for rural hospitals to preserve and enhance their missions. “Approximately 65 percent of the nation’s hospitals are currently in multi-hospital system arrangements,” said McGee. “Virtually every community hospital in Southwestern New York and Northwestern Pennsylvania is now affiliated with a major urban tertiary medical center. The affiliation with Kaleida Health is a strategic and proactive initiative that continues our efforts to secure and enhance healthcare for the Bradford and Olean communities well into the future. The retention of a separate UAHS Board of Directors will assure that our hospitals remain responsive to local healthcare needs.” The letter of intent proposes no immediate changes at either hospital, including staffing. BRMC and OGH will continue to provide existing inpatient,

Under terms of the Letter of Intent, Kaleida Health will provide the funding and necessary infrastructure for several new physicians it will recruit for the Bradford and Olean communities,” Finan said. … While both OGH and BRMC have had several consecutive years of positive operating margins, the outlook for rural hospitals everywhere is a matter of significant concern. In the past year alone, more rural hospitals have closed across the nation than in the prior 15 years combined. … The affiliation of UAHS with Kaleida Health will help BRMC and OGH withstand the very significant financial pressures of the healthcare industry that are the result of healthcare reform and diminished levels of reimbursement being experienced by hospitals everywhere. Fixing Your Metabolism for Permanent Weight Loss you need to create an energy deficit by eating fewer calories or increasing the number of calories you burn through physical activity or both. Recently, I came across an article written by neuromuscular re-educator and nutritional specialist, Angelo Poli. In his article, he outlines four steps to permanent weight loss, which I not only agree with, but also have been using for countless clients and myself over the past several years. These are his four steps: 1. Break up your weight loss. Think “The Biggest Loser.” If you have a lot of weight to lose, do not attempt to lose it all in one push. Why? Because losing too much weight too quickly will ultimately slow your metabolism down to a crawl. You will inevitably gain the weight back and attempting to lose it again will be even harder. Instead, Poli suggests, “reduce the amount of food you are eating modestly. Track your weight and maintain objectivity. If you are losing weight, don’t try to speed it up by eating even less.” Poli adds, “Decrease food ONLY when weight loss stops, not slows.” 2. Eat more frequently. This tactic will help prevent over-eating and help keep you satiated. Poli states, “The key is getting your body used to more food without gaining fat.

As the Cattaraugus County Department of Real Property Tax explains: If you purchased your home after March 2, 2015, you are not eligible for the STAR exemption program, but you may register with New York State for the Check program. • If you are one of these new homeowners and you applied with the local assessor for a STAR exemption, you will receive a letter with instructions for registering with the State for the Check program. These letters should be out by late May or early June. • Those who register prior to July 1, and who meet the eligibility requirements (same as the requirements for the STAR exemption), the State intends to have checks mailed by mid-September. • Those who register after July 1 will still get a check, but not by mid-September (so make sure to register before July 1). • Checks will be in the amount of the STAR savings

you would have received on your school tax bill had you been eligible for the STAR exemption program. • Once you are registered with New York State for the Check program, you will not need to register again, unless your eligibility changes. The state will send your check automatically each year. • The registration process is made through an on-line application OR by telephone. Online details can be found here - https://www.tax.ny.gov/ pit/property/star/register-forstar-credit.htm. The phone number is (518) 457-2036. • If you have a mortgage on your new home, and your taxes are paid through escrow, you may want to contact your escrow company to see how your mortgage payments are calculated (STAR exemption considered or not). Going forward, no new STAR exemptions will be granted. If you buy a new home, you will have to register with New York State for the Check program.

If you currently qualify for “Basic STAR” you do not need to take any action. If you receive an “Enhanced STAR” exemption (for those 65 and older), you must continue to apply annually with your local assessor, or you may enroll in the Income Verification Program (IVP). The county also points out that if you are in the STAR exemption program, you may opt for the Check program for future years, but you cannot have both and you cannot get back into the STAR program if you change your mind. Cattaraugus County Real Property Tax Services recommends that you stay in the STAR exemption program. This is the easier of the two options for now. This legislation does not affect any other property tax exemptions administered by your local assessor, such as exemptions for Veterans, Low Income Seniors, Agriculture, etc.

There’s no better place to start enjoying the summer months than the historic village of Randolph, NY. The Randolph Area Community Development Corporation (RACDC) is hosting its 44th Annual Arts and Crafts Festival on Saturday, June 18 from 10 a.m. to 5 p.m. Dozens of craft and food vendors will line Main Street with their handmade wares and tasty treats, and a day of live entertainment, contests and raffles is sure to keep visitors busy. On the lawn between Bank Street and Forget-Me-Not Flowers and Gifts, a variety of entertainers are scheduled throughout the festival. The day begins with a performance by Old Dawg Bluegrass, one of the area’s most popular local bands, and is followed by a performance by Randolph’s Expressions Performing Arts Center’s dancers. Throughout the afternoon, the Kokomo Times Band of Fredonia will be entertaining festival-goers with all kinds of feel-good music, especially the Beach Boys! Mansﬁeld Historical Society Summer Programs Begin June 11

The town of Mansfield’s Historical Society is hosting a lecture by Ed Chapman on the beekeeping and honey production industry in Mansfield and its relationship to the history of farming in the region. The free event is the first lecture planned for this summer, and is the last in the society’s lecture series on farming in Mansfield. It all takes place on Saturday, June 11 at 7 p.m. at the Mansfield Town Hall. Light refreshments will be served.

Then, on July 14 at 7 p.m., join the Society again for a presentation by Earl McElfresh, who will be talking about the “Life and Times of Cattaraugus County.” FYI, Society President Kelly Keis notes that the Mansfield Historical Society building at 7691 Toad Hollow Road in Eddyville (Little Valley zip code 14755) is open by appointment from April through October. Membership is open to anyone willing to participate, support and contribute to

It seems that with each new season, there seems to be a new craz” or buzz word that comes with it (and, too often, it changes with the next season). However, one that I’ve been hearing about for a long time is “essential oils.” Whether it an article, social media, or talking to a friend, it seemed that essential oils kept reappearing in my life, making me more curious about them. Initially, I thought the whole thing sounded like hocus pocus, but I soon realized how these oils can literally improve all aspects of your life. After we had our sweet little boy last summer, I decided that it was time to take a new approach to my family’s health – a more natural approach. I wanted to makeover our home and health and rid it of the toxins that hide in our foods, drinks, medicines, and cleaning supplies. It really started to scare me that I couldn’t pronounce most of

the ingredients on product labels and now I was going to use these them around our tiny baby? Clearly, the control freak was getting the best of me! My need for change was somewhat met with organic food and all-natural cleaning supplies, but my budget couldn’t keep up and I still couldn’t read and/or pronounce some of the ingredients on the labels. I was determined to find a way to meet my family’s health needs and stay within a reasonable budget. This is when I was introduced to essential oils through a colleague at work and I realized that a tiny bottle of oil was the answer to my search. Since being introduced to essential oils, I have realized that every aspect of our life has improved – mood, health, motivation, and overall wellness. One of the major areas I have noticed an improvement is in treating my seasonal allergies, which I get immunizations for monthly. The popular seasonal blend of lavender, peppermint, and lemon not only smells amazing, but helps ease sneezing, runny nose and eyes, and has really been aiding in keeping me feeling symptom-free. My love and interest in the essential oils has literally become an obsession. I am making my own cleaning products (not as time consuming as you

might think), hand soaps, and am treating anything from a bruise, ear ache, or cold and flu symptoms with my oils. One of the things that I love about oils is their versatility. Essential oils can be used three ways: aromatically, topically, and internally. When we use our oils aromatically, we either inhale or diffuse the oils in our home. Simply by breathing in the oils, our mood improves, the air is purified, and it supports breathing. When essential oils are applied topically, one drop is extremely powerful and can service every cell in your body (which is why diluting oils for babies and children is a must and education is very important)! Many essential oils can also be taken internally and can nourish your body in many ways, including the digestive system, mouth, throat, and liver. There is so much to learn about essential oils and starting out on your own can be a daunting, overwhelming task. private road, community trail, easements and drainage ponds will be maintained through the HOA. Vogt and the Planning Board are also beginning the discussion about another possible project – an apartment home community (Valley Flats) – on vacant land just outside of the Village on Maples Road next to the Elk Creek singlefamily home development. With a preliminary “concept site plan” provided by Vogt, town Planner Gary Palumbo described the project to the board, which will feature eight two-story buildings with eight apartments in each on a circular road with landscaping and parking. Vogt also may consider constructing four, four-stall garages, in addition to 160 parking spaces. A new road off Maples Road and across from North Wood Dr. would be constructed for access to the apartments. Palumbo explained that the described project is permitted by Ellicottville zoning law with a special use permit, but the planning board was not in a position to take any action on the project since plans were only conceptual. Palumbo said that the project likely qualifies as a master-planned development and likely would need to be referred to the county for approval. A large percentage of the residents of Elk Creek (which has seven homes), as well as some neighbors across Maples Road, attended the meeting. While there was no public hearing scheduled, the board invited their comments. To a person, the residents in attendance were adamantly

opposed to the apartment project. The Elk Creek residents explained to the planning board that when they purchased their homes in the development,they were told by the developer (John Northrup) and their real estate agents that they were buying into phase one of a two-phase project. Phase two would see the eventual addition of more single-family homes on the property in question. Ultimately there would be about 40 homes. Residents displayed documentation to that effect, including a tax map that indicated eventual separate lots. Palumbo said he was surprised to see the tax map because his search of county records found documents showing only the vacant lot – not separate lots. He speculated that perhaps the plans were never submitted to the county. Palumbo also surmised that Northrup decided for whatever reason not to expand the community. Vogt is in the final stages of purchasing the property from Northrup. Regardless of who owns the property, one Elk Creek resident said that he will be hiring an attorney to block the apartments. He also said a petition opposing the project is being circulated. Another complicating factor noted by another resident is that there is common property owned by the Elk Creek HOA at the foot of the hills along the back of the vacant land. She wanted to know how that property would be protected for their exclusive use. Neighbors living across

Maples from the property argued that the traffic from 64 apartments onto Maples Road would cause too much traffic “on a blind corner.” Palumbo advised the board and Vogt that a traffic study would be necessary. Vogt, when asked if he would like to respond to any of the residents’ concerns, said he would take all comments into consideration and understood their issues. He also noted that most people agree that Ellicottville desperately needs rental apartments for those who live and work there, and he said all of the first floor apartments would be fully accessible for people with disabilities. Overall, the gathered residents agreed that Ellicottville needs apartments. But one resident said in no uncertain terms that “We don’t want them in our community; it wasn’t part of the purchase plan.” Another added: “We think you should look for a different place for these buildings.” Moving on to the next item on the agenda, the planning board considered the application by Justin Dineen to create a 13-acre campground off Rt. 219 near the old Riley’s restaurant site that will offer accommodations in yurts. The campground will be called Ellicottville Yurts and Recreation. The Planning Board advised Dineen to prepare a more precise drawing of the site plan – especially the driveway, which comes directly off the state highway. They want to be certain that the driveway is not shown to be sharing the state’s right-of-way.

William H. Weller Sr., of Pennsylvania Avenue in Franklinville, died Sunday (May 22, 2016) at The Pines Healthcare & Rehabilitation Center in Machias following a long illness. Born on July 30, 1947, in Olean, he was the son of Ernest and Gloria Myrick Weller. On Oct. 22, 1966, in Franklinville, he married Nancy Fisher, who survives.

Bill was employed by Honkin Construction of Allegany, Bentley-Russell Inc. of Franklinville and DresserClark in Olean, each for several years, before becoming highway superintendent for the town of Franklinville, a position he held for 35 years. He was a Cattaraugus County legislator at the time of his passing. He was a member of the Ellicottville Sportsmen’s Club and an exempt member of both the Franklinville Volunteer Fire Department and the Franklinville Conservation Club. Bill most of all enjoyed spending time with his family. He also enjoyed hunting, fishing, shooting trap and building racecars. Surviving besides his wife and father, both of Franklinville, are two sons,

Daniel (Emily) Weller of DeKalb, Ill., and William H. Weller Jr. of Franklinville; a daughter, Tammy Krotz of Franklinville; nine grandchildren, Sierra, Kaleigh and Maverick Cass, Allyson, Parker and Olivia Weller, Randi and Travis Krotz, and J.D. Kamery; a sister, Connie (William) Drayer of Franklinville; three nephews; and eight grandnieces and grandnephews. Services were held on May 25 and 26 at the Babbitt & Easton Funeral Home in Franklinville. Burial followed in Mount Prospect Cemetery in Franklinville. Free Admission to State Parks for Fourth Graders

New York State Parks will accept the National Park Service’s (NPS) Every-Kid-in-a Park pass upon presentation for free entry for 4th grade students into all state parks in 2016. The pass applies only to the vehicle entry fee, and the 4th grader must be present in the vehicle. The pass will also be accepted at state historic sites for the pass holder and up to three adults for house tour fees. This is a pilot program as part of a series of initiatives to encourage youth visitation to state parks, historic sites and public lands. wooded settings. Do you want easy access to a paved bike path? Do you want restrooms available on your trail? Do you want to back up to the woods? Are you hoping a creek runs behind your site? The options are many, so if a certain location or type of site is a deal breaker for you, take a drive around and jot down some sites or cabins you like. If you really want to live it up, book a stay at one of the park’s full-service cottages, located on the Bova (Red House) and Parallel (Quaker) trails. There are 15 cottages on Bova and 13 on Parallel, five of which on each trail are petfriendly. At ASP, “full service” means you just need to bring your personal items. Amenities include sheets/pillows, towels, kitchen supplies, two bedrooms (one with a full bed, one with two twin beds), a full bathroom with shower, two futons, forced air heat, stove,

refrigerator, blankets, utensils, coffee machine and a toaster. These cozy cottages also include two picnic tables and outdoor grills. The cottages, many of the cabins and the “prime” location camp sites are very popular during peak season, which runs from the end of June to the end of August each year. So make your plans early, as fall dates are already booking up. Reservations can be made up to nine months in advance at www.reserveamerica.com. Looking to reserve for just one night? If you make your reservation within three days of your arrival, you can book a one-night stay online or through the Call Center. This applies only to campsites. Walk-In Campers If you decided on a whim to camp during peak season and didn’t make plans ahead of time, walk-ins are welcome when space allows. Stop by the Quaker or Red House registration buildings before 4:30 p.m. Saturday through Thursday and before 7:30 p.m. on Fridays, or call the park to check for availability. Walkins are welcome in the off-season and guests can rent cabins at either rental office in the park. Group Camps ASP offers two large-group camps. Group Camp 5 is located at Quaker and accommodates up to 72 people in 18 electrified heated cabins (some with shared porches) with

four bunks with mattresses per cabin. Pets are also allowed. A Mess Hall is equipped with a commercial refrigerator, freezer, hot water, sinks, shelves, and gas cooking range. There’s also a central building with showers, flush toilets and coin-operated laundry. Campers must furnish all bedding and camping equipment. Group Camp 12, located on a rural stretch of ASP 2 on the Red House side, accommodates up to 60 people in 14 cabins and four additional bunks located in the mess hall building. The cabins are primitive with no source of heat. The Mess Hall is equipped with a walk-in cooler, hot water, sinks and a gas cooking range with double oven. Two shower buildings and pit latrines are provided. Group Camps 5 & 12 can

only be reserved for seven days. No longer or shorter reservations will be honored. Bear Notice: Be advised that you will be camping in bear country. Please do not leave food, garbage, coolers or other containers unattended as these items attract bears. Please keep fire pits clean by not burning garbage in them. Literature regarding Allegany State Park wildlife policy will be given out upon check-in. Please contact park for additional information prior to making a reservation.

Essential Oils Class

A recent seminar by Mollie Vacco drew a crowd to Wholesome Hideaway in Ellicottville on Thursday, May 19. Vacco presented “Medicine Cabinet Makeover” and briefed attendees on “enhancing your life and well-being with essential oils.” This was the ﬁrst of a series of six essential oils classes being organized by Annie Widger, Lisa Williams and Beth Meeder.
