In this issue of Elevate, we are highlighting a few of a newer developments in Rapid City this year. From housing and mixed-use office spaces to new headquarters, medical facilities, and retail spaces, these projects showcase the continual investment in Rapid City's future. We also spotlight Hani Shafai, a developer behind some of the recent transformational projects in Rapid City including giving new life to the former Kmart and Albertson's buildings.

WHAT'S A HIDDEN GEM BUSINESS OR SPOT IN YOUR TOWN THAT DESERVES WAY MORE ATTENTION?

WHERE DO YOUR BEST IDEAS COME FROM SHOWER, DRIVE, WALKS? Typically, I'll have lots of ideas pop up when I'm walking the dogs in the early morning or when I'm on longer drives. It can be hard to track those ideas after the fact, so I've gotten really good at using audio notes and emails to myself.

There are so many great businesses in the area, but I don't think I'm in the know enough to recommend a hidden gem.

WHAT SONG IS GETTING THE MOST PLAYS IN YOUR CAR LATELY? Punkrocker by Teddybears, featuring Iggy Pop. I recently watched the 2025 Superman movie and this song ties everything together at the end. It's a whole vibe.

IF YOU HAD TO SHOW A FIRST-TIME VISITOR ONE THING ABOUT THE RAPID CITY AREA, WHAT WOULD IT BE?

WHAT DOES A PERFECT DAY OFF LOOK LIKE FOR YOU? Disappearing into the woods with the family for the day. Maybe staying out there for a few days or, if we must come back, wrapping everything up with a pizza for dinner.

Honestly, let's go to Dinosaur Park. It's a bit silly, but so am I. Plus it offers some cool views of the area, and then you kick off into some decent trails in the Skyline Wilderness Area.

A business cannot grow without a PLACE to grow. That simple fact is behind Northline Business Park, a planned 128-acre business park near Haines Avenue and Mall Drive in northern Rapid City. The goal is not growth for the sake of growth. The goal is to prepare land for businesses that can create quality jobs, invest in the community, and strengthen the local economy. Northline Business Park is still in its early stages. Planning, engineering, and site work will take place over several years.

3 OFFICE COMMERCIAL LOTS Northern Section These lots may allow for office, commercial, or multifamily residential uses depending on final development plans and market demand.

Most of the site will be used for business lots which could serve advanced manufacturing, light industrial, office, and other business uses.

Three lots in the northern part of the site are planned for office-commercial use. Current rules allow multifamily housing in part of that area. Any housing would depend on demand and City approval. Northline is a business park first. Housing and commercial services may be part of the project, but they are not its main purpose.

The commercial lots will be located along Mall Dr. They could offer amenities like restaurants, banking, shopping, groceries or other daily services for the area, complementary to the Rapid City Sports Complex.


WHY DOES RAPID CITY NEED IT? Land is not ready for business simply because it is empty. A usable site may need roads, water, sewer, grading, and drainage installed before building construction can begin. That work can take years to plan and complete. Many businesses cannot wait that long. A local company may need more space to add workers or equipment. A company looking at Rapid City may be considering other communities with sites that are ready sooner.

If Rapid City cannot meet those needs, a local company may leave, or a new employer may choose another community. Northline Business Park will help close that gap. It will give local businesses room to expand and help Rapid City compete for employers that need ready-to-build sites.

A FOCUS ON QUALITY JOBS

One goal for Northline is to attract advanced manufacturing and related businesses that can bring higher-paying jobs to the region.

Advanced manufacturing uses skilled workers, modern equipment, and new technology to make products. These companies often need space for production, research, offices, storage, and shipping.

They also need the right roads, utilities, and room to grow.

Northline is being planned with those needs in mind. It will not be limited to one industry, but advanced manufacturing will be an important target. This supports Elevate Rapid City’s goal of growing quality jobs and raising incomes across the region.

Northline is also different from the Black Hills Industrial Center along Highway 79. That area is better suited for heavy industry. Northline will serve a broader mix of advanced manufacturing, light industrial, and office users.

THE ROLE OF AN ECONOMIC DEVELOPMENT ORGANIZATION

Preparing a community for business growth is an important part of economic development.

Elevate Rapid City is the region’s economic development organization (EDO). Its role is to help local businesses grow, attract new employers, and prepare Rapid City for future opportunities. That work can take many forms.

An EDO may help businesses find workers, connect with funding, understand local rules or locate a site. It may also work with public and private partners to prepare land for future business use.

EDOs help secure land, coordinate infrastructure, and prepare sites for private investment.

That is Elevate Rapid City’s role at Northline Business Park. Elevate is working with the City of Rapid City, the State of South Dakota, and other partners to prepare the site. Private businesses will then make their own investments in land, buildings, equipment, and employees. This is different from the work of a traditional private developer. Elevate’s role is to create the conditions that allow businesses to invest and grow.

By preparing land before a company needs it, Rapid City will be better able to support local growth and compete for new jobs and investment. Economic growth often starts long before a new building opens or a company hires its first worker.

Northline Business Park is an investment in that early work. It will give local businesses more room to grow and help Rapid City compete for new employers, private investment, and quality jobs for generations to come. *

ani Shafai’s first taste of the open spaces of South Dakota came in 1981 at age 19, driving from Denver to his new home in Rapid City. Born and raised in Beit Lahia, a community on the northern tip of the Gaza Strip near the Israeli border, Hani knew nothing of the Great Plains state or its people. But even as a teen in a foreign land, Hani saw potential.

Decades later, Hani has been integral in shaping the landscape of not only Rapid City but South Dakota, turning the potential he saw as a teen into the building of communities focused on improving the lives of their people.

“I just love public service,” Hani said. “Once you are a public servant, you are a public servant forever.”

Hani’s focus on serving his community started as a child. His father worked as a teacher; his mother was a farmer who raised chickens, goats and cows. As one of 11 children, Hani helped however he could. With the decades-long ebbs and flows of political upheaval in Palestine, Hani’s family was a constant – sharing food and giving shelter to displaced families and friends. That foundation is something Hani carried with him after moving from his homeland to attend South Dakota Mines and became his guiding principle when founding Dream Design International. “There are a lot of needs in a community, regardless of whether it is infrastructure, social or economic issues. You start thinking, ‘How can I really be part of that. How can I provide solutions?’”


That question has guided every major decision in his life. Every apartment building, industrial park, health care facility or commercial center begins not with a financial model, but with people.

Hani’s path from Palestine to the Black Hills is a testament to how a single connection can change the course of a life. After high school, Hani attended Birzeit University in the West Bank, pursuing a degree in engineering.

When political strife closed the university, Hill City native and Hani’s calculus professor, Jack Anderson, suggested that he continue his education in South Dakota – nearly 7,000 miles from his family. “I had no clue where South Dakota was,” Hani said. “As a young kid, I had anxiety being away from my family and friends and not knowing anyone except for my professor and his family.”

Despite the loneliness, Hani knew the benefit of the opportunity he had been given. He completed both his undergraduate and graduate degrees in civil engineering from South Dakota Mines, earning money by driving a cab in Chicago during holiday breaks and the summer. He worked briefly in California before returning to Rapid City to teach at the university.

“I always liked Rapid City, but as a young person the opportunities were limited,” Hani said. “But when I came back to start teaching and doing some consulting at the same time, I started to find my community. You don’t have to be in a big city to really create a future or have a good career.” After several years of teaching and working as an engineer for the City of Rapid City, Hani decided to branch out on his own, founding Dream Design International in 1999 with one employee, Renee Catron, who remains on his team today. Hani began in a home office, giving him the chance to help his wife, Barb, with their young twins, Sharaf and Yasmeen. That arrangement was short-lived, as Barb suggested her well-meaning husband take his mounds of paper to another location.

Hani and Renee rented a small room that snugly fit two desks. However, Dream Design and Hani’s reputation quickly grew, as did the need for more employees and space. Dream Design began as an engineering firm, but it quickly evolved into a


full-service development company, expanding its expertise to include land development, property management and construction.

One of Hani’s first major projects was a 152-apartment complex in Rapid Valley, near Ellsworth Air Force Base. At the time, the base was on the Base Realignment and Closure (BRAC) list. Hani, however, saw the potential. “I knew it was a great place,” he said. “We constructed it ourselves and decided to do the property management and leasing ourselves. We could not build them fast enough. It was a great experience.”

Since then, Hani has built a portfolio that has helped shape communities across the region. His work includes the transformation of the former Kmart shopping center on East North

Street into a fully occupied retail destination, working with the city on infrastructure for the Fifth Street extension and Red Rock Estates, health care facilities, and two state One-Stop office complexes – a 100,000-squarefoot facility in Rapid City and a recently completed, nearly 300,000-square-foot office complex at Dawley Farm Village in Sioux Falls, the firm’s largest project. Dream Design is also leading the redevelopment of the former Albertson’s building along Omaha Street, which includes Jersey Mike’s and Natural Grocers. When Hani recognized that Rapid City was lagging other areas in wages and diversity of job opportunities, he bought over 700 acres to create the Black Hills Industrial Center, an industrial center designed for light- to heavy-manufacturing.


“We are always trying to fill a gap or help other people fill in the gap,” Hani said.

For Hani, it’s difficult to pick one project that stands out to him. They all served a purpose in improving the community – revitalizing a blighted area, adding more affordable homes, expanding access to health care or developing spaces where future generations can build careers. But one that is close to his heart is the Rocker Square student housing at his alma mater.

“It was for the school I went to; we cleaned up a place that was drug and alcohol infested with boarded up buildings, and we built it in record time,” he said. It is also where his story in the United States began.

More than four decades after arriving in Rapid City, Hani has touched nearly every sector of the community. His community.

One that he takes pride in calling home.

10 MONTHS LATER The Coolest product award and feature in Elevate magazine last year led to a lot of conversations and connections that just wouldn't have happened otherwise. Most of my work is helping to generate intellectual property and is confidential by nature. Elevate helped me to showcase one of the only projects and products that does not fall under this confidentiality. This has been huge for my business by showing the legitimacy of our work to new clients. I am excited at another chance to showcase our work to other businesses.
