EgyptAir has disclosed that a ban on electronic devices on board its services to the UK has been lifted. The airline, which operates from Cairo to London Heathrow, says the ban was withdrawn on 1 September. Nonstop services from Egypt to the UK were affected by a restriction imposed, by UK authorities, on six countries' airports in March this year. Similar limitations on EgyptAir flights, introduced by the US government, have already been removed.

Ansari added that the mission coordinated with Saudi authorities to issue death certificates for the three dead pilgrims, 61 year-old Ibrahim Ibrahim Ahmed, Ibrahim Ibrahim Tantawy, from Dakahlia governorate, and 61 year-old Fahmi Mohamed al-Shafaei from Cairo governorate. Pilgrims will return to Egypt starting from September 6 through the 22, by way of Jeddah city, and from September 6 to the 26 through alMadina al-Monawara city, Egypt Air Company announced.

english.aawsat.com Russian Experts Give Positive Assessment of Cairo Airport Terminal Russia’s Minister of Transport Maksim Sokolov announced on Monday that Russian experts have given a positive assessment of one of the buildings at Cairo International Airport, reported the TASS news agency. “After examining the security situation at Terminal Building 2 at Cairo International Airport, our experts positively assessed what they saw,” he stressed according to the Russian agency. He revealed that he will inform Russian President Vladimir Putin and Egyptian President Abdul Fattah al-Sisi that Egypt had exerted great efforts to bolster aviation security at airports in the country, especially at the Cairo facility. The two leaders are scheduled to hold talks in China on Monday on the sidelines of the BRICS economic summit. A Russian security delegation had carried out in late July an inspection of the security procedures at the Cairo airport. The inspection was described as “very important” because it could potentially pave the way for resuming aviation and tourism between Russia and Egypt. Aviation between the two sides officially came to halt in 2015 after a Russian jet crashed in Sinai. Russian officials had since then demanded that greater security measures be adopted by Egyptian authorities. Moscow had also carried out a number of inspections in Egypt since then.

"At present, we do not see any need to carry out any additional checks," he said in response to a question. The minister also noted that the report on the results of the Cairo airport security check had been sent to the Russian government. "Have sent already," he said. As for the terms for renewal of air traffic, this "depends on the government’s decision," Sokolov stressed. According to earlier reports, Russian airmen inspected the Cairo airport in late July. On Monday, the transport minister reported that experts had given positive assessment of one of the terminals. Before that, Russian Deputy Prime Minister Arkady Dvorkovich reported that the government would take the decision to renew air traffic with Egypt only after confirmation of the safety level for this country’s airports by specialists. Talks to renew air traffic with Egypt have been under way since the end of 2015. Air travel was suspended in November 2015 after a terror attack on board a Kogalymavia plane that was en route from Sharm El Sheikh to St. Petersburg.

1 guardian.ng Overseas aircraft maintenance costs local airlines N22.3b yearly The absence of a functional maintenance and repair facility in the country at least in the last 17 years accounts for N22.3 billion local airlines spend yearly repairing their planes overseas. The mandatory maintenance programme, ranging from minor to complex checks per session on an aircraft, could cost over $1 million (N305 million), which is a huge spending by already struggling local airlines with multiple planes in their fleets. And due to the huge financial burden, a total of 73 commercial aircraft operated by eight airlines have lately reduced to 48 serviceable planes. Whereas the financial burden is avoidable by stakeholders’ estimates, overseas repairs continue to drain the lean purse of local operators lowering their capacity, revenue and chances of survival. Specifically, a maintenance facility, otherwise known as Maintenance, Repair and Overhaul (MRO) organisation, is an essential requirement in civil aviation to ensure that aircraft are maintained for airworthiness to safely transport passengers and cargoes. Aircraft maintenance checks are periodic inspections that have to be done on all commercial/civil planes after a certain amount of time or usage. Checks range from A to D. A and B checks are minor routine checks that a team of engineers carry out at an airline’s hanger. C and D checks are more complex demanding expertise top-range facility. A C-check is mandatory every 18 months, according to Nigerian civil aviation regulations. It requires the inspection of the majority of an aircraft’s components, some of which may be replaced, during a maintenance programme lasting about two weeks. D-check is the complete overhaul of an aircraft that may be done every six years. Some local airlines currently do A and some part of B checks locally. They all fly the aircraft to Europe or a few African countries for Ccheck that has been described as the most burdensome on the overhead of airlines

This, therefore, explains why aircraft maintenance alone costs between 15 and 30 per cent of operating cost of most airlines. The Guardian learnt that back in the days of the Nigerian Airways, a national carrier owned and operated by the Federal Government until 2003, all the checks were done locally. A member of the engineering team, Ayuba Kyari, recalled that the Lagos hangar conducted C-checks on Boeing 737 aircraft type and D-check on Airbus A310 in the fleet of 30 aircraft paraded by the defunct airline. The MRO facility was liquidated with the airline in 2004. Today, all local airlines in commercial operations fly to France, Germany, Lithuania, South Africa, Kenya and Ethiopia, among others, to do Cchecks. Arik Air, for instance, currently patronises a MRO facility in Lithuania, a country of 2.8 million population. Currently, eight airlines operate in the local airspace in Nigeria with at least 73 aircraft. Air Peace has 13 aircraft, Arik Air has the largest fleet size of 28 (12 now serviceable), Aero Contractors has 10, with two currently in use, First Nation has two, with one in operation while Azman Air and Med-View have four apiece. Dana Air has five and Overland Airways has seven airplanes. In total, the airlines spend N22.3 billion on C-checks alone in every 18 month. For reasons not unconnected with the huge cost of maintenance, only 48 out of the 73 planes are in operations. The Guardian learnt that the inability of two domestic carriers to pay the bills has left some of their aircraft stranded overseas. Both private and public efforts to revive the essential facility in Nigeria lately have not yielded the desired result. The Akwa Ibom State government, about a year ago, completed its state-of-the-art MRO complex with the hope that both local and foreign investors would be attracted to complement it with more capital-intensive equipment and expertise. None has shown up till date and the hangar lies fallow, The Guardian gathered.

3 guardian.ng Capt. Dung Rwang Pam observed that the then MRO of the Nigerian Airways was a 1977 initiative of the Federal Government to cater for the burgeoning aviation industry. Pam said it was quite unfortunate that 40 years later, despite “bogus contracts in millions of dollars, the facility has not been duplicated; none is on ground today. Spirited efforts by private individuals, corporations and state governments have elicited no support from the Federal Government,” he said. The Managing Director of the Nigerian Airspace Management Agency (NAMA), Capt. Fola Akinkuotu, was recently of the view that MROs are stand-alone businesses and often independent of airlines around the world. Akinkuotu said the onus was therefore on the public and private sectors to invest in the profit-making venture for a win-win regime for the investors, airlines and the economy. To the NAMA boss, who is a former managing director of Aero Contractors, the local MRO is a must for a vibrant, competitive aviation industry, yet not beyond the country. He was of the view that Nigeria could have a functional MRO at the cost of $37 million (N11.3billion), which is less than what all the airlines are spending on C-checks every 18 months. He said given the readily available market in Nigeria and West African region, a loan of $37 at about nine per cent interest rate is payable in less than 10 years. Should the facility make $6.7milion (N2billion) a year, it would have $60.3million (N18.4billion) in just nine years of operations. Nigeria is indeed not alone in the critical infrastructure deficit. None of the West African countries has a MRO, conceding the MRO hubs to Johannesburg, Nairobi and Addis Ababa, Ethiopia – all of which have national carriers that are dependent on Nigerian market for traffic. The dominant MRO players on the continent can be divided into African and non-African. Local MRO providers include South African Airways Technical (SAAT), Ethiopian Airlines Maintenance and Engineering, Kenya Airways Technical and the Air Algerie Technics and Tunisair Technics. Non-African operators include Air France Industries KLM Engineering & Maintenance (AFI KLM E&M), Direct Maintenance and Sabena Technics. There are also joint ventures such as Air France Industries and Royal Air Maroc’s Aerotechnic Industries. Experts are unanimous that the MRO market is fast enlarging, though with it too is the politics. Aviation Week’s MRO Forecast estimates that airlines in Africa spent about $2.5 billion on MRO in 2016. The spending is expected to be more with the influx of new aircraft. In other words, the MRO market is fast expanding.

NW2809E REPLY As part of its mandate to uphold aviation safety and security, the South African Civil Aviation Authority (SACAA) routinely conducts ramp inspections on aircraft operating into and within the South African air space. On the evening of Friday, 18 August 2017, one of the aircraft inspected was a Boeing 767-200 operated by Air Zimbabwe. The inspection conducted by SACAA personnel discovered that the operator, Air Zimbabwe, was not complaint with both international civil aviation standards, and Part 129 of the South African civil aviation regulations. Part 129, among others, requires an operator to be in possession of a Foreign Operator’s Permit in order to conduct operations into South Africa. A copy of the Foreign Operator’s Permit, together with other documents, must be on-board an aircraft at all times, and made available for inspection on request by the relevant authorities. As a result of the inability of the Air Zimbabwe flight crew to produce a copy of the Foreign Operator’s Permit, the SACAA instructed the crew not to take off until such time that there is full compliance with Part 129 of the South African civil aviation regulations. The airline resumed operations as soon as they were issued with a Foreign Operator’s Permit. The SACAA was informed by South African Airways (SAA) that its operations were affected on 19 August 2017 when the Civil Aviation Authority of Zimbabwe (CAAZ) instructed the SAA flight crew not to take off until such time that there was full compliance with the applicable Zimbabwean civil aviation regulations. It was established that, SAA, just like Air Zimbabwe was not in possession of a Foreign Operator’s Permit that would allow them to operate commercially in the Zimbabwe airspace. Both airlines resumed operations as soon as they were respectively issued with Foreign Operator’s Permits.

The agreement was signed in Port Louis last week following a visit by Ghana's Minister for Aviation, Cecilia Abena Dapaah, and her team. During the week-long stay, Dapaah held talks with Air Mauritius executives following which the preliminary agreement was signed on Thursday, August 31. "This is a first," Arjoon Suddhoo, Chairman of the Board of Air Mauritius, said in a statement issued after the signing ceremony. "Ghanaians are very interested in the model of Air Mauritius, which is a company whose majority shareholder is the government. It is also listed on the Mauritius Stock Exchange. We are a commercial aviation company that creates value for our shareholders. We also have a mandate to contribute to the development of the country." Ghana is said to have also agreed on a business plan for Air Mauritius to expand in Africa. Presumably, this means the use of Accra to some degree or other. For its part, Ghana is in the process of reestablishing a new national carrier aimed at developing the West African state's domestic, regional, and international connectivity. It is expected to launch by 2019. Earlier this year, Dapaah confirmed talks with both the Mauritians as well as Ethiopian Airlines (ET, Addis Ababa) over the role of consultants in the project. Syphax Airlines denies AOC reapplication rejected Tunisia's Syphax Airlines has denied reports in the Tunisian media claiming its application to the North Africa state's civil aviation regulator seeking the reinstatement of its AOC had been flat out rejected, reports ch-aviation. In a statement last week the resurgent carrier said that CAC had not rejected the application outright, but had, rather, requested additional information before proceeding. "Contrary to what has been said, the CAC responded favorably to the resumption of Syphax's operations and asked the company to update its technical and financial files," it told Kapitalis magazine adding that there would be a postponement pending the finalization of the documents. The Court of Sfax approved the carrier's reorganisation plan in July with its TND230 million dinar (USD93.9 million) debt pile restructured for payment over a revised period. As part of its exit from judicial oversight, the company has drawn up a business plan with provision for the establishment of a second carrier - Maghreb Airlines which is presumed to be Syphax Airlines' NewCo - with a share capital of TND10 million (USD4 million). A strategic partnership has been signed with an unspecified European operator for the provision of two CRJ-900s sourced from an unspecified US firm.
