http://www.ainonline.com/ Airlines, Amid Confusion, Largely Quiet On Trump Travel Ban Airlines around the world on Monday continued to grapple with contradictory information and ambiguous guidance from the Trump administration and the Department of Homeland Security (DHS) over the executive order that barred citizens of seven majority-Muslim countries from entering the U.S. The travel ban covers Iran, Iraq, Syria, Libya, Somalia, Yemen and Sudan. One ongoing area of confusion centers on whether or not airlines should allow legal permanent residents holding so-called green cards to board flights to the U.S. In a statement issued January 29, DHS said it was working closely with airline ”partners” to prevent travelers targeted by the executive orders from boarding international flights to the U.S. However, it added that it would address green card holders on a ”case-by-case” basis, leaving airlines in a position of uncertainty over whether or not to allow those passengers to board a given flight. Lack of clarity over the status of dual-nationality travelers holding citizenship of both the U.S. and one of the seven countries has also led to confusion, leading some airline personnel to turn a blind eye to any non-U.S. passports seen during the check-in process. ”As [DHS] Secretary [John] Kelly previously stated, in applying the provisions of the president’s executive order, the entry of lawful permanent residents is in the national interest,” said the statement. ”Accordingly, absent significant derogatory information indicating a serious threat to public safety and welfare, lawful permanent resident status will be a dispositive factor in our case-by-case determinations.” The guidance comes amid criticism that the White House did nothing to alert the airlines of its plans before announcing the ban at 4:45 pm on Friday. The Trump administration insists that giving any advance notice would have resulted in ”a flood” of people attempting to enter the U.S. before the orders took effect. Asked for comment on the orders’ effect on its operations, American Airlines referred AIN to a travel alert on its web site and DHS for further questions. Neither United nor Delta Air Lines responded for requests for comment. While Dubai-based Emirates Airline had to adjust its pilot and flight attendant schedules to ensure none of its employees holding a passport from the seven countries on the list worked any U.S. flights, Abu Dhabi’s Etihad Airways told AIN in a statement that its dispatch department felt no immediate effect. However, it said it has taken steps to ensure ”there will be no issues for flights departing over the coming weeks.” ”We are continuing to work closely with the U.S. Customs and Border Protection agency both here in Abu Dhabi and in the U.S.A. on the immigration issues presented over the weekend,” said the Etihad statement. ”Our joint interest is on ensuring that compliance and the wellbeing of all passengers is maintained across our global network. ”A number of our passengers have been affected and we are continuing to assist them to identify issues before they fly to the U.S.A. Where permitted, the airline has offered changes or refunds and rebooked passengers, as per our updated policy.”

Low-Cost Carriers in Africa Turning Non-Flyers Into Passengers SKIFT TAKE Are cheap fares enough to tempt Africa’s vast ”unflown” market to swop a bus for an Airbus? It’s certainly not easy making the numbers work in African aviation, but a handful of low-cost carriers are showing that a bit of creative thinking makes all the difference.
Editor’s Note: Skift launched a new series, Gateway, as we broaden our news coverage geographically with first-hand, original stories from correspondents embedded in cities around the world. We are featuring regular reports several times per week from Beijing, Singapore, Caracas and Cape Town, and look for us to add other cities soon. Gateway Singapore, for example, signifies that the reporter is writing from that city although her coverage of the business of travel will meander to other locales in the region. Read about the series here, and check out all the stories in the series here. Running an airline in Africa is not for the faint-hearted, and there’s no shortage of carriers that have tried and failed to turn a profit. However, a band of nimble low-cost carriers is proving that the continent holds plenty of potential if you’re paying attention to the market. When South African low-cost carrier Mango – a subsidiary of state-owned South African Airways – launched in 2006, part of its mandate was to tap into the ”unflown market,” namely people who had never taken a flight. The arrival of Mango’s additional capacity, particularly on the trunk routes connecting Johannesburg to the coastal cities of Cape Town and Durban, led to lower fares, but Mango also managed to secure a sizable new customer base by pioneering entirely new distribution channels. BUYING AIRLINE TICKETS AT THE SUPERMARKET Soon after launch, Mango became the first airline in Africa to offer ticket sales at counters in a national mid-range supermarket chain. In 2016, it widened that reach by adding a second supermarket brand to the distribution network. ”A large part of the unflown market in South Africa may not have access to credit cards or the Internet,” explains Hein Kaiser, spokesperson for Mango. ”The more accessible you make your product the easier it is for people to do business with you.” ”African low cost carriers have had to be innovative when it comes to distribution because of the costs involved in using the global distribution systems,” says Chris Zweigenthal, CEO of the Airlines Association of Southern Africa. ”Plus it’s a dollar-based cost which, with volatile exchange rates in Africa, puts enormous pressure on the bottom line.” Online booking has equally allowed low cost carriers to sidestep traditional distribution systems. Through incentivizing customers by offering the lowest fares online, over 60 percent of bookings for Kenyan carrier Jambojet are now made via the Internet. Online booking is no magic bullet in Africa though, adds Willem Hondius, CEO of the Nairobi-based carrier: ”People are still suspicious about booking online. They want to see or touch a person before they put money on the table. That is hampering the growth in online bookings.”

PAYMENT SYSTEMS More familiar to Kenyan travellers is the use of mobile payment solution M-Pesa, which Jambojet has embraced. ”In Kenya a lot of people don’t have a bank account, and pay for everything with MPesa,” says Hondius, who previously was general manager, eastern Africa, for KLM Royal Dutch Airlines. ”Bookings through M-Pesa account for about 60 percent of our sales. It works particularly well for a low-cost carrier such as ourselves, as the fares and payment amounts are lower.” Mango similarly widened payment options for the budget market by accepting store cards affiliated to major clothing retail chains. ”Bookings and payment through our supermarket and store card partners accounts for a significant percentage of our revenue, somewhere in the region of 20 percent,” says Kaiser of Mango. Along with making flying more affordable, carriers have been adept at offering products suited to specialized niche markets. While tapping into the unflown market gave Mango its initial boost, it’s also joined the growing number of low-cost carriers looking for a share of cost-conscious corporate bookings. Its MangoPlus product offers ticket flexibility and rebooking without penalty, access to airport lounge facilities, onboard catering vouchers and discounted executive parking at Africa’s largest airport, Oliver Tambo International Airport in Johannesburg. ”Since we introduced MangoPlus seven years ago we’ve seen extremely positive growth in the corporate market,” says Kaiser. In Africa ”we are seeing the same trend as globally, with low cost carriers finding saturation of their historic markets and broadening their reach into legacy carrier markets,” says Erik Venter, CEO of Comair, which operates South African low-cost carrier kulula.com. While South African low cost carriers focus on balancing cost and comfort, Tanzanian budget carrier Fastjet has cleverly tapped into a new audience of crossborder traders in East Africa. Its ”Freighty” add-on offers passengers up to 80-kilograms of freight for $40 if booked in advance, while an innovative ”Fish Bucket” product allows travellers flying between Dar es Salaam and Mwanza, on the shores of Lake Victoria, to prebook a 20-kilogram refrigerated fish bucket for their flight. It’s a perfect example of the nuances and opportunities on offer in the African budget airline market, and low-cost carriers with an ear to the ground are fast tapping into a vast pool of ”unflown” customers ready to step on board.

Horizon Air Pilots Take Legal Action against Employer, Warn of Strike Pilots at the SeaTac-based Horizon Air took legal action against their employer on Friday, claiming that executives at the airline broke the law by violating the terms of a labor contract. Horizon’s actions, the pilots say, are not only illegal but also bad for business. In the face of a nationwide pilot shortage, Horizon is unable to hire and retain enough pilots to fly the company’s fleet of airplanes, a growing problem that is systemically disrupting the travel plans of loyal customers, jeopardizing the economic vitality of dozens of communities across the Pacific Northwest and risking the financial success of Horizon’s parent company, Alaska Air Group. Horizon Air was forced to cancel 720 flights in December 2016 because there were not enough pilots to fly scheduled routes. Alaska Air instead flew many of the routes on larger planes, adding a significant additional expense for Alaska Air and putting a strain on its staff and regularly scheduled flights. Horizon’s ability to recruit and retain pilots is strained because pilots at Horizon make substantially less money than pilots at comparable airlines. From last summer through December, the pilots at Horizon had been negotiating with Horizon executives to alter compensation and resolve a severe staffing shortage. Company executives broke faith with the negotiation process and began making unilateral changes to compensation, a drastic step that will not address the pilot shortage and violates the terms of the Railway Labor Act, a federal law which governs labor relations in the airline industry. The pilots say they will make strike preparations if executives continue to put the financial stability of Horizon and Alaska at risk and violate the contract agreement. In a September 2016 survey of Horizon pilots, over 80 percent of respondents said they are ready to strike. ”Short-sighted maneuvers won’t solve the staffing problem, and as our airline continues to ground flights, the real victims will be the passengers, customers, and communities in the Pacific Northwest that rely on Horizon Air for their livelihood,” said Capt. Jeff Cox, a long-time Horizon pilot and Executive Council Chairman of APA Teamsters Local 1224. ”Many of us have worked at Horizon for decades, through thick and thin. We cannot stand idly by and watch executives destroy an operation that provides vital air services to communities throughout the Pacific Northwest.” Recently, in a desperate attempt to recruit more pilots, Horizon and Alaska executives started offering new Horizon Air pilot recruits signing bonuses, a move that pilots confirm will do nothing to curb the massive retention issues for experienced pilots.

”A one-time payment to new recruits does nothing to address the pilot retention issues at Horizon Air that are already jeopardizing service,” continued Capt. Cox. ”While they bring in millions in profits, Horizon and Alaska executives are trying to put a Band-Aid over gaping wounds and forcing our passengers to suffer. The only way we can continue serving our loyal customers in the months and years ahead is to offer industry-standard pay and benefits so we can recruit and retain skilled pilots. We also need a career path that allows Horizon pilots to grow in the nine-time J.D. Power award-winning Alaska family that we are so proud to be part of. The Horizon Air pilots remain ready and willing to negotiate with the company to resolve these long-term issues and are deeply disappointed that the company has not shown the same respect for the bargaining process.” Alaska Air Group, Inc. brought in $700 million profits in the first nine months of 2016 and recently acquired Virgin America for $2.6 billion. Its subsidiary, Horizon Air, employs approximately 675 pilots and connects passengers on the West Coast, flying routes between Alaska, California, Colorado, Idaho, Montana, Nevada, Oregon, Utah, Washington and Alberta and British Columbia in Canada. Among 16 regional airlines similar in size, including PSA Airlines, Republic Airways, Mesa Airlines and ExpressJet, pay rates for new hires at Horizon Air rank second to last. ”The pilot family at Teamsters Local 1224 stands united with the Horizon pilots. We will not stand by and allow Horizon Air and Alaska Air executives to ignore the provisions of the contract and willfully disregard negotiations with the pilot group by unilaterally changing the terms and conditions of employment,” said Daniel C. Wells, president of the Airline Professionals Association Teamsters Local 1224. The lawsuit was filed Friday in the U.S. District Court for the Western District of Washington.

/www.flightglobal.com German regulator clears Air Berlin-Lufthansa wet-lease deal Germany’s competition regulator has given the green light for Lufthansa's plan to wet-lease 38 Airbus A320-family jets from Air Berlin. In 2016, two airlines revealed a plan to transfer a total of 33 A320s and A319s to Lufthansa’s budget arm Eurowings, and another five A320s to group subsidiary Austrian Airlines from this year as part of Air Berlin's restructuring. The Bundeskartellamt says the case involved "complex legal questions and raised issues that required clarification”, and notes that several competitors of Lufthansa submitted comments opposing the wet-lease agreement. Ryanair commercial chief David O'Brien argued earlier this month that the pact will ”block the market” and that the budget carrier will challenge the deal on grounds that it may breach EU competition rules. The Bundeskartellamt admits that the wet-lease deal ”naturally” enables Lufthansa’s to expand its business. But the federal authority concludes that Lufthansa’s ”potential expansion is not sufficient to justify a prohibition of the agreement". "The lease of aircraft from a competitor needs to be assessed differently than the takeover of the competitor itself," it argues. The regulator’s president Andreas Mundt says: ”The agreement… does not relate to the routes served by the two air carriers. Lufthansa will not take over any of Air Berlin's slots. Nor will the lease of the aircraft affect the re-allocation of slots that have so far been used by Air Berlin.” As part of an evaluation of extensive market data and talks with a large number of market players, the authority asserts that a ”majority of customers and travel agents questioned… did not express any serious competition concerns”. However, the regulator adds that ”on account of the results of the competition assessment, it could be left open whether the wet-lease agreement does in fact constitute a merger within the meaning of the German competition law.” Air Berlin and Lufthansa agreed the deal with an initial term of six years. A separate agreement between Air Berlin, its shareholder Etihad Airways and tour operator TUI to establish a new leisure carrier on the basis of Austrian-based Niki and TuiFly was not covered by the Bundeskartellamt’s probe.

www.flightglobal.com Airlines scramble to comply with US temporary travel ban The recent ban on entry into the USA by nationals of several countries may apply to airline crews, leaving the airline industry struggling to understand the implications of the order, IATA and media reports indicate. The executive order containing the ban, signed by president Donald Trump on 27 January, "was issued without prior coordination or warning, causing confusion among both airlines and travellers", says IATA in a statement to FlightGlobal. "It also placed an additional burden on airlines to comply with unclear requirements, bear implement costs and face potential fines for noncompliance," IATA adds. The group says it has asked the Trump administration to clarify the new requirements and has urged "all governments to provide sufficient advance coordination so that travellers can clearly understand requirements and airlines can efficiently implement them". Trump's executive order bans for 90 days entry into the USA of nationals from seven countries: Iraq, Iran, Libya, Sudan, Yemen, Syria and Somalia. The order describes the highly-controversial move as necessary to ensure that the US conducts adequate screening to protect the country from terrorist threats. Opponents have described the order as discriminatory, ineffective and non-representative of America's traditional pro-immigration stance. Though IATA's statement does not address directly questions about the impact to airline crew members, media outlets report that IATA told airlines last week that cabin crew from certain countries would be subject to the ban. Some airlines, including Emirates Airline, have already swapped flight crews to ensure compliance with the new travel requirements, media outlets report. IATA confirms that it sent an "internal memo last week to airlines providing guidance", but the group declines to discuss the memo or provide a copy of the document to FlightGlobal.

http://www.avitrader.com/ Delta flight cancellations approach 300 after IT systems outage Having cancelled 170 flights on Sunday, Delta Airlines Inc. had to cancel approximately 110 further flights this Monday, with additional cancellations possible, following a computer breakdown which left passengers stranded across the U.S. Today (Monday), FlightAware indicated that 180 Delta flights had been delayed as of 10.36 a.m. local time In a statement, Ed Bastian, Delta CEO, said that: ”I want to apologize to all of our customers who have been impacted by this frustrating situation. This type of disruption is not acceptable.” The timing could not have been worse as it happened at a time when airlines were struggling to comply with president Trump’s new travel restrictions which now block travelers from seven predominantly Muslim nations. According to Delta, essential information-technology systems crashed at 6.30pm local time Sunday, though they were fully restored shortly before midday, Monday. The carrier has waived change fees for customers scheduled to travel on Sunday and Monday, for rebooking by Feb. 3. Sunday’s outage was the second incident involving computers in a week which forced a major U.S. domestic carrier to ground flights, after United Continental Holdings suffered a computer failure, though it’s two-an-a-half hour outage saw fewer flight cancellations. In August last year United suffered another outage as a power-control module at the carrier’s Atlanta command center caught fire, cutting power to computers, which is believed to have cost Delta over US$100 million in sales.

As a matter of principle we work for the free movement of trade and people across borders. IATA also recognizes that states have the right and duty to protect their citizens by enforcing their borders. Where this has implications for air travel, we work with our member airlines to help them comply with these requirements efficiently and effectively. Global systems and procedures exist to support this activity. IATA’s Timatic online solution, for example, is a global database for travel document requirements. It is updated constantly and used by airlines and travel agents around the world. These systems can only support the efficient implementation of any government’s directives by the global air transport industry with advance coordination as well as with detailed and consistent operational information. Entry requirements for the United States were changed significantly and immediately by an Executive Order (EO) issued 27 January 2017. The EO was issued without prior coordination or warning, causing confusion among both airlines and travelers. It also placed additional burdens on airlines to comply with unclear requirements, to bear implementation costs and to face potential penalties for noncompliance. We ask for early clarity from the US administration on the current situation. Moreover, we urge all governments to provide sufficient advance coordination of changes in entry requirements so that travelers can clearly understand them and airlines can efficiently implement them.
