South Africa's National Treasury approved (29-Sep-2017) the transfer of funds from the National Revenue Fund to South African Airways(SAA) to help the carrier address its debt obligations to Citibank, thereby avoiding a default. Funds will also be used to assist SAA with its immediate working capital requirements. The government said a default on the carrier's ZAR3 billion (USD220 million) debt would have triggered a call on the guarantee exposure totalling ZAR16.4 billion (USD1.2 billion)

www.independent.co.ug Nigerian inflight operator sells its stake in Rwanda operation Rwanda | THE INDEPENDENT | In a Sept.22 notice to the Nigerian Stock Exchange (NSE), the board of directors of Newrest ASL informed its shareholders and other stakeholders that ASL Rwanda ceased to be its subsidiary following the sale of all shares it had in the Kigali-based company. No details of the transactions were divulged at this point but in the notice, Newrest ASL, sought to reassure its shareholders that the move was in line with the ―furtherance of the strategic objective of the company‖. ―The board of directors will continue to seek opportunities for investment in the long term interest of its stakeholders,‖ it said. Newrest ASL expanded to Rwanda in 2014. At the time, it was called the Airline Services & Logistics (ASL) Plc and targeted offering its services to the oil and gas catering and in-flight catering. It was granted a 15 year exclusive concession to build a new catering facility in Kigali as a joint venture between ASL Nigeria and RwandAir. In October 2015, however, the government of Rwanda announced a major restructuring of the management of the aviation industry sector to make it leaner, more efficient, and competitive. A major part of the restructuring involved forming a new company; the Aviation, Travel, and Logistics Ltd (ATL) to handle ground logistics, freight, cargo, and charter services, and more. The new company was divided into five subsidiaries, including RwandaAir, the national carrier, the Hospitality and Travel Management Ltd, the Rwanda Airports Management Ltd, Akagera Aviation, and the National Logistics Company. The Nigerian company kept its in-flight and corporate catering business. But under the new arrangement, Rwanda Airports Management Ltd handles the commercial activities at airports. This includes engineering and infrastructure development, concessions, and retail and air-hub operation businesses. The ticketing services, hotels, restaurants, bar, and transit lounge operations, and events and conferences, tours, car rentals fell to the Hospitality and Travel Management Ltd subsidiary. RwandAir retained passenger, cargo, technical and ground airport handling while Akagera Aviation is in charge of training, tourism, and charter services. The National Logistics Company deals with freight handling and forwarding, ground freight, warehousing and cargo facility management. ASL Nigeria rebranded as Newrest ASL Nigeria in January 2017 in a name switch was at the time seen as a bid to align it more closely with its parent company, Newrest (Schweiz) AG, an investment management firm based in Genf, Switzerland. At the time, it employed 510 staff and catered to 600 flight handlings per month in two major airports in Lagos and Abuja. It provided in-flight catering facilities and VIP Lounges at Kigali International Airport. Its ASL Oil and Gas Logistics provided catering and logistics services to the oil and gas industry in Africa’s largest economy. As of 2015, Newrest ASL Nigeria recorded revenues of N4.55 billion and a loss-after-tax of N57.26 million. Newrest ASL Nigeria Plc describes itself as the de facto leader in Sub Saharan Africa for airline catering and hospitality services, supplying over 1.5 million meals every year. It was established in 1996 to provide catering and related services to airlines operating within the Nigerian aviation industry. The company operates international standard inflight catering facilities, lounges and restaurants at the Murtala Muhammed International Airport, Lagos and the Nnamdi Azikwe International Airport, Abuja. It has clients like Iberia, Qatar Airways, British Airways, RwandAir, EgyptAir, Emirates, Air France, Lufthansa, Kenya Airways, Delta Airlines and Continental Airlines.

1 www.ch-aviation.com fastjet set for Mozambican, South African market entries South Africa-based ACMI/charter specialist, Solenta Aviation Holdings, has increased its stake in fastjet plc ahead of the low-cost airline's push into the South African and Mozambican markets. fastjet said in an LSE disclosure last week that in order to support its growth initiatives, it had held an accelerated book build and a subscription which raised gross cash proceeds of not less than USD44 million. Aside from existing major shareholders such as easyGroup, support came from Solenta Aviation Holdings which increased its stake in the firm from 28% to 29.9%. It is recalled that as part of the original buy-in deal between fastjet and Solenta announced this year, fastjet will be able to deploy Solenta aircraft on any one of Solenta's AOCs on the African continent under the fastjet brand in exchange for a cost contribution/revenue share, depending on use. As such, fastjet has confirmed it will enter the Mozambican market through Solenta Aviation Mozambique (Maputo) which, as recently reported, was granted scheduled domestic passenger route authorities covering Maputo to each of Beira, Tete, Nampula, and Lichinga. Operations are expected to commence later this month. In tandem to the Mozambican market, fastjet will also make its South African market debut under a branding agreement with Federal Air (7V, Durban Virginia). fastjet had originally planned to enter the South African market back in 2013 via a partnership with Blockbuster, a South African investment firm associated with a number of high-profile South Africans including Edward Zuma and Yusuf Kajee. Back then, Federal Air was to have been used as the capacity provider. The Fastjet South Africa (Johannesburg O.R. Tambo) project, however, was put onto the backburner after Fastjet (FN,Dar-es-Salaam), Fastjet's Tanzanian mother unit, was granted international traffic rights. As such, fastjet's South African operations are expected to start in either 4Q17 or 1Q18 and will cover FedAir's existing network of ten domestic destinations.

Despite earlier profitability concerns, fastjet said its core operations in Tanzania, accounting for about 80% of its turnover, has now achieved monthly profitability pre inter-company cost, whilst the relatively newer operation in Zimbabwe achieved its first cash-flow-positive month in August 2017. Other measures that have been implemeneted and which are aimed at streamlining fastjet's operations include the removal of all expatriate staff as well as the closure of its London Gatwickhead-office. Safwat Musallam, chairman of EgyptAir Holding, said the use of the Boeing 787 Dreamliner was approved, as well as Airbus A320neo. He told Daily News Egypt that the board has agreed in principle to those models, which represent a large proportion of the 33-aircraft deal, which EgyptAir had previously announced. He explained that the company is considering the financing methods of the deal after the selection of the model, including purchase or lease for the purpose of purchase or lease financing. He said other meetings would decide on the other models and sizes of aircraft that the company will rely on in the coming period as part of its plan to modernize the fleet. Minister of Civil Aviation, Sherif Fathy, said in press remarks that they have great flexibility in the strategic plan to modernize EgyptAir’s fleet, which allows them to contract aircraft according to financial capabilities. He stressed that other major airlines lease their planes as well. EgyptAir signed a deal with Boeing for nine aircraft of the same model. The deal was valued at $850m and was financed by Dubai Aerospace Enterprise (DAE). Bernard Dunn, President of Boeing Middle East, North Africa and Turkey, told Daily News Egypt earlier that EgyptAir is among the most important Boeing customers, with most of its fleet of Boeing aircraft. He added that his company had submitted offers to EgyptAir for a bid put up by EgyptAir to obtain new aircraft. Egypt Air is seeking to modernize its fleet with adding 33 planes, including 27 medium aircraft and 6 wide planes. The deal will continue through to 2020/2021, which would make the fleet of 84 planes.

This news comes after jet fuel or ATF prices were hiked by a steep 6 per cent on firming international rates on Sunday. This is the third straight increase in rates of aviation fuel since the month of August. According to news agency PTI, Aviation turbine fuel (ATF) will now cost Rs 53,045 per kilolitre (kl) in Delhi, Rs 3,025 per kl more than Rs 50,020 previously, according to a price hike notification by Indian Oil Corp, the nation’s biggest fuel retailer. In the last hike in ATF price, the fuel rates increased by 4 per cent (Rs 1,910 per kl) on September 1. On Sunday, oil marketing companies raised prices by 6% for both cooking gas (LPG) and ATF. This hike has taken place in a time when the rupee is weakening against the US dollar. According to the report by TOI, no airline has come on record to talk about the impact of costlier ATF. However, it states that the increase in the rates of ATF in a time when the value of rupee is weak leaves them with few options but to raise fares unless they want to meet a Kingfisher-like fate. An airline official was quoted saying, ―We will take a decision shortly on fares. The operating cost has gone up substantially, and we have to pass on the same to flyers.‖ Along with the above-mentioned hike in the prices, the central government from August 1 has started levying a regional connectivity cess of Rs 5,000 on each flight, according to the report. Due to this, most of the airlines have transferred this regional connectivity cess to passengers too. Up until now, due to the low crude prices, airlines were able to offer low fares to passengers which had led to over 20% growth in domestic air traffic for several months in a row till this summer.

State oil marketing companies on Sunday increased aviation turbine fuel prices by 6 percent, the third consecutive monthly price hike, according to a report in financial daily Business Standard (BS) on Sunday. A kilolitre of jet fuel will now cost Rs 53,045 in Delhi in October, up 6 percent from the September price. On a year-todate basis, jet fuel price is just around 1 percent higher, while it is 13 percent higher on a year-on-year basis, the BS report said. No airline has so far notified an increase in fares, the paper said, adding that the revision could exacerbate the cost pressures which aviation companies are trying to cope with in a difficult business and market environment. Aviation fuel accounts for about 25-30 percent of operating costs for Indian air carriers. A senior executive told the daily that costs have gone up significantly so this would soon see an impact on pricing as well.

The BS report quoted Santosh Hiredesai of SBICAP Securities as writing in an investor note: "The increase in crude oil prices and rupee depreciation has raised concerns regarding airlines' profits and a 1 percent change in rupee and crude would have an impact of around 4-5 percent and 3-4 percent on earnings (other things remaining same)." "If crude prices ($58/barrel) and rupee (Rs 66/$) sustain at these levels, airlines would need to hike passenger fares by 5-6 percent over last year to maintain unit profitability," Hiredesai was quoted as writing. Brent crude price touched a two-year high of $58.6 per barrel earlier in the week. Besides, airlines that have witnessed capacity moderation due to Airbus A320neo engine issues are better placed to pass on cost increases to customers while moving into a seasonally strong festive season, Hiredesai wrote in his investor note.

That's according to a late Wednesday night report by the state-run Qatar News Agency. It quoted CEO Akbar al-Baker as making the comments at a tourism event in Doha. Qatar Airways is the only one of three major long-haul Gulf carriers to fly into Irbil. Iraq's Transport Ministry ordered international airlines to halt service to Irbil, the Kurdish regional capital, and Sulaimaniyah, its second city, beginning Friday evening. That's due to tensions over an independence referendum held this week in Iraq's Kurdish region and disputed territories. Low-cost carrier FlyDubai says it is halting flights from Saturday.

The airline is now under unprecedented pressure from aviation authorities both here and in Britain. It follows last Wednesday's cancellation of an extra 18,000 flights, affecting potentially 400,000 passengers. The UK's Civil Aviation Authority (CAA) last week threatened Ryanair with legal action, accusing the carrier of persistently misleading passengers about their rights. Michael O'Leary's Ryanair moved to assure the Commission for Aviation Regulation here that additional staff had been employed to ensure that all affected passengers received refunds within seven working days. Additionally, it insisted that all claims for expenses and compensation would be dealt with within 28 working days. Meanwhile, the Aviation Regulation Commissioner, Cathy Mannion, warned that it had the power to take legal action against the low-cost carrier if it failed to fully comply with its directives. "It's a legal requirement for the airline to refund the money within seven days," she told the Sunday Independent. "If they don't do that then we have enforcement powers, and we can issue a direction. "Issues involving expenses and compensation take more time, and dealing with the issues within 28 days is not a legal requirement. But if a passenger doesn't hear from the airline within 28 days, or they're dissatisfied with the response they receive, they should come to us. At that point, we'll first verify that the passenger has a right to claim before approaching Ryanair. "They'll be given an opportunity to respond, but ultimately if they don't do what we tell them, we'll issue a direction. If they don't comply with our direction, then the normal legal process kicks in. That is the very last step. Usually when we issue a directive, people abide by it." Ryanair added to passenger woes by announcing the cancellation of 22 of its flights to and from Dublin for each week of its winter season. The airline first announced on Wednesday that it was cancelling a further 18,000 flights between November and March in a move that would hit an additional 400,000 customers. The news comes after up to 50 flights a day between mid-September and the end of October, affecting 315,000 customers. The budget airline said the latest announcement, which will see it suspend 34 routes and make "schedule changes" to other routes, would affect "less than one flight per day". It added that "less than 1pc of the 50 million customers Ryanair will carry this winter are affected". These cancellations mean there is "no risk of further roster-related flight cancellations", according to the airline.
