Flights to Nigeria's capital axed while runway is repaired - the alternative Kaduna airport is inside 'no-go' area The capital city of Africa’s most populous country is to be cut off by air for six weeks because of runway repairs — with the recommended alternative airport in territory on the Foreign Office no-go list. The Federal Airports Authority of Nigeria has announced that Abuja airport will close between 7 March and 19 April 2017. During the closure, airlines have been invited to land and take off at Kaduna airport, 100 miles north of the capital. But the latest travel advice from the Foreign Office shows that this airport is deep inside "no-go" territory. The FCO warns of the risk of ―significant attacks‖ in Kaduna state, with the city itself ―particularly at risk‖. The aviation minister, Senator Hadi Sirika, has inaugurated a security sub-committee aimed at keeping passengers safe in transit between Kaduna and Abuja. But British Airways has announced that it will cancel all its flights to Abuja during the closure.

‫صورة أرشٌفٌة‬

The airline said: ―We have been informed that the runway at Nnamdi Azikiwe International Airport in Abuja will be closed for extensive repairs. ―Unfortunately this means that we have to cancel all flights to/from the airport for that period of time." BA currently has a daily flight to and from Heathrow. The airline is offering passengers a full refund, the chance to alter the flight date, or to fly instead to Lagos or Accra. It said: ―We hope that we can restart our normal flight schedules from Heathrow to Abuja on the evening of 19 April and from Abuja to Heathrow the following morning on 20 April 2017.‖ The US State Department says that American officials in Nigeria are allowed to travel to Kaduna only if they ask permission in advance: ―US officials and their families must receive advance clearance by the US Mission for any travel to or from Kaduna, Kano, and Port Harcourt, including overland transit to airports outside Abuja.‖ Besides British Airways, six other international airlines currently fly to Abuja: Air France, Egyptair, Ethiopian Airlines, Lufthansa, South African Airways and Turkish Airlines.

Ethiopian Airlines ranked 11th worldwide in Flight Punctuality Africa’s largest airline group, Ethiopian Airlines, ranked 11thworldwide in flight on-time performance for the month of January 2017, according to FlightStats, the leading provider of real-time global flight data to companies and individuals across the travel ecosystem. Of the almost 8000 flights operated by the airline in January, 81% arrived within 15 minutes of the schedule arrival. Not only did Ethiopian rank 11th worldwide, but it ranked #1 for airlines based in the Middle East and Africa. Group CEO Mr. Tewolde GebreMariam said, ―The Entire Ethiopian Airlines family clearly understands the importance of flight punctuality to our valued customers and every one of us is working very hard to make sure that flights depart on time and arrive on time. Although there are quite many factors which affect the on-time departure of flights, we will continue to do whatever it takes to please our customers with the best flight punctuality in the industry. To this effect, we are very happy that we have outperformed the industry in the Middle East and Africa and stood number 11th in the world. I take this opportunity to congratulate my 12,000 coworkers for their achievement.‖ Mr. Tewolde added, ―It is to the credit of the 12,000 committed men and women at the Ethiopian Airlines family that the airline is fast becoming a global winner.‖ Ethiopian Airlines received numerous accolades in 2016. The airline was awarded ―Best Airline Staff in Africa‖ by SkyTrax, and ―Airline of the Year‖ for the fifth year in a row by the African Airlines Association, AFRAA. Ethiopian is fast becoming recognized worldwide for its service levels and employee dedication. Ethiopian is implementing a 15-year strategic plan, Vision 2025 that will see it become the leading Aviation Group in Africa, offering passengers international standard services and products with fivestar service delivery.

Rwanda, Mali airspace agreement to boost trade Trade and tourism between Rwanda and Mali could flourish following a new bilateral Airspace Service Agreement signed yesterday in Kigali. Both countries agreed to open their airspace allowing their national carriers to operate without restrictions. According to the agreement, all air service operations will be conducted under the fifth freedom arrangement, which means an airline has the right to carry passengers from one country to another and from that country to a third country. The deal means the airlines of the two parties can operate unlimited frequencies per week for both passenger and cargo services. This means that RwandAir can now fly to Bamako in Mali without any limitations, Dr Alexis Nzahabwanimana, the state minister for transport, said after the signing ceremony in Kigali. According to Nzahabwanimana, the agreement will not only enhance connectivity between the two countries but also bring down the cost of transport from Kigali to Bamako. He said the deal brings to life the Yamoussoukro Decision signed in 2000 by 44 countries, which committed to open African skies and facilitate aviation business on the continent. But, despite the pledge, individual countries have run into difficulties absorbing the decision into their own domestic legislation, which has stalled the process frustrating African airlines, including RwandAir. For instance, passengers travelling from Kigali to Bamako currently have no choice but to do so by connecting either through Ethiopia or Nairobi, which take more than 10 hours. However, with the deal done, passengers from Kigali will now be able to fly directly to Bamako in less than five hours. Rwanda has so far signed similar agreements with 38 countries in Africa and elsewhere.

‫صورة أرشٌفٌة‬

(2)

Traoré Seynabou Diop, Mali’s minister for transport, said the agreement is a manifestation of stronger bilateral ties between the two countries. Seynabou said enhanced connectivity will eventually translate into increased export and tourism receipts for both countries. John Mirenge, the chief executive of RwandAir, said the deal is timely and boosts the airline’s efforts to further spread its wings across the continent. Mirenge said Bamako is a strategic destination that will expose RwandAir to more West African markets, including Conakry in Guinea and Dakar, Senegal. The national carrier will soon start commercial flights to Harare in Zimbabwe, Lilongwe in Malawi, London, UK, and New York in the US. With more countries agreeing to the principle of open sky policy, RwandAir could find it much easier to strengthen its presence on the continent.

http://www.newtimes.co.rw Hospitality sector gears up for Africa aviation summit 2017 As the second African Aviation Summit in Kigali draws near, sector players say the conference will be a platform to forge partnerships and learn from experience of more advanced markets and stakeholders from the continent and beyond. The event is part of the Aviation Africa series launched a couple of years ago. The initiative seeks to foster dialogue and build sustainable networks in the continent’s aviation sector supply chain, as well as create a competitive environment for businesses. The event that takes place from February 22-23 will attract more than 2,700 aviation experts and other stakeholders to discuss opportunities and challenges facing Africa’s aviation sector. The Kigali Aviation Africa summit 2017 in Kigali will be the second event in the Aviation Africa series; the first was held in May, 2015 in Dubai, the United Arab Emirates. Local sector players say the summit presents Rwanda a huge opportunity to showcase its potential toward becoming a regional conferences and aviation hub. The country has increased investment in aviation infrastructure development and equipment to make the local aviation industry more competitive. In 2014, Rwanda Development Board launched the Meetings, Incentives, Conferences and Events (MICE) initiative to position Rwanda as a top conferences destination to boost the tourism industry and improve its contribution to national economy, as well as widen opportunities for sector players. Denis J. Dernault, the general manager of Radisson Blu Hotel and Convention Centre Kigali, said the conference is yet another opportunity that challenges sector players to ―step up the game and invest more resources to ensure quality‖ services.

(1)

‫صورة أرشٌفٌة‬

(2) Dernault, however, added that the country has enough experience and technical expertise to host the summit. ―We have hosted summits of this magnitude successfully previously. Therefore, we are confident this will be a success too,‖ he told Business Times. Kigali Serena Hotel chief Daniel Sambai said the conference is a vote of confidence in Rwanda’s hospitality sector. ―We are currently focusing on how we can further improve customer delivery services and ensure our guests get the best experience while in the country,‖ he said. Sambai said players must ensure constant staff training to enhance Rwanda’s capacity to attract more conferences. Frank Murangwa, the acting chief executive of the Rwanda Convention Bureau, said recently that hosting the event is part of efforts to attract more MICE events into Rwanda. Belise Kariza, the chief tourism officer at Rwanda Development Board, said hosting one of the continent’s big summits calls for high level quality of services. Why the summit is important for Rwanda Aviation players are confident the summit brings opportunities to the industry. John Mirenge, the RwandAir chief executive officer, said the choosing Rwanda as the first host of the conference in Africa is a big plus for the local aviation sector. ―Rwanda was chosen to host the summit because of its welcoming visa policy, as well as the strategic geographic location, security and the big investment in the tourism, hospitality, and aviation sectors,‖ Mirenge noted last week. According to the International Air Transport Association (IATA) latest forecast, Rwanda is one of the 10 African countries whose aviation market is expected to grow by 7-8 per cent each year on average over the next 20 years, doubling in size each decade. Patrick Nsegimana, an aviation analyst in Kigali, said government commitment and support has been critical, ensuring the sector grows its potential as the country positions itself to becoming an aviation hub.

‫صورة أرشٌفٌة‬

(3) Nsegimana added that this conference is timely, noting that Rwanda should use the opportunity to learn, lobby and network to stimulate other players on the continent and across the globe to ensure best practices in the local aviation industry. Government has invested almost $50 million to upgrade and expand Kigali International Airport. Works for Bugesera International Airport are ongoing and are estimated to cost over $800 million. The airport is projected to be completed by end of 2018. Tony Barigye, the Rwanda Civil Aviation Authority chief public relations officer, is optimistic the forum will contribute to the growth of aviation sector in Africa and urged players to take full advantage of the summit. He added that the meeting is also an opportunity for the Rwanda aviation to showcase achievements recorded over the past few years and the industry’s vision. Meanwhile, the African Airlines Association (AFRAA) said the decision to hold the second edition of the summit on the continent is ―proof that African aviation industry has become of age‖. However, the continent is still underserved, which is a huge opportunity for African airlines. Governments also need to draft supportive policies and liberalise their spaces to boost traffic. They also need to understand that aviation is a fragile industry and avoid introducing a lot of taxes. ―Governments should understand that if you reduce charges it brings more trade and prosperity which compensates for the taxes. Therefore, transport and finance ministries should always work together on such issues and draft tax policies that support the sector,‖ a recent IATA report noted. It added that African airlines continue to suffer from foreign competition, especially from gulf and European carriers. High operational costs and poor infrastructure are some of the major challenge to the continent’s aviation industry, according IATA. Therefore, the Kigali summit is expected to help provide solutions to some of these challenges.

‫صورة أرشٌفٌة‬

(4) Aviation sector growth outlook Africa’s aviation is expected to post positive growth in the next five years with passenger numbers projected to increase by 4.8 per cent. The number of freights will also grow by 3.5 per cent in the next five years according to the International Air Transport Association (IATA) statistics. Equally, the number of airline passengers in Africa is expected to increase by 4.2 per cent and the number of freights by 4.4 per cent. The growth in the number of freights will be far better than that of Europe, which will grow by 3 per cent, while passengers will inch up 2.6 per cent. The highest growth in passenger numbers will be in the Asia Pacific region at 6.3 per cent, and 3.8 per cent increase in the number of freights.

Oneworld scouting for partners in Africa, mulls LCC members Oneworld has held ―formative‖ talks with unspecified carriers in Africa as the thirty-eight-member alliance seeks to plug holes in its global coverage. Oneworld's more prominent members include: Air Berlin, American Airlines, British Airways, Iberia, Cathay Pacific, Finnair, JAL - Japan Airlines, Qatar Airways, LATAM Airlines Group, Malaysia Airlines, Qantas, Royal Jordanian, and SriLankan Airlines. Speaking to Bloomberg last week, Oneworld Chief Executive Officer (CEO) Rob Gurney said its only member on the continent, at present, is South African shorthaul specialist and British Airways franchise operator Comair (South Africa). However, Oneworld's lack of African membership is offset by the level of connectivity offered there by existing members, especially Qatar Airways, he said. Of Africa's largest carriers, Ethiopian Airlines, South African Airways, and EgyptAir are all members of Star Alliance while Kenya Airways is a member of SkyTeam. Royal Air Maroc has been linked to a Oneworld membership in the past given its increasingly close links to Qatar Airways. Insofar as the other two major markets where Oneworld lacks a based presence are concerned, Gurney said it isn’t currently pursuing prospective members in India, where defunct carrier Kingfisher Airlines was once touted as a possible partner, or China where rivals Star Alliance have Air China and Shenzhen Airlines, and Skyteam has China Eastern Airlines, China Southern Airlines, and Xiamen Airlines. It would nevertheless ―absolutely like to be working with airlines domiciled in those countries‖ on the right terms, Gurney said.

‫صورة أرشٌفٌة‬

)2( In order to further expand its global footprint, Oneworld is also looking at accepting budget carriers into its ranks without impacting the operations of its existing, full-service members. It is recalled that Star Alliance introduced its Connecting Partner Model (CPM) programme in December 2015 wherein select budget airlines are allowed to enter into bilateral commercial agreements with select member airlines.

South African Airways' LCC unit, Mango Airlines, was the CPM's launch customer with China's Juneyao Airlines to join during the next of the current calender year quarter

South Africa’s constrained commercial drone industry Good news bad news, the South African Civil Aviation Authority (SACAA) has announced that to the end of January 2017 there are 368 licenced RPL pilots in South Africa. That number up from 33 in 2016. The number of pilots and aircraft registered is really just one-third of the story. Not only does the aircraft need to carry a ZT registration and the pilot have an RPL but to be legal truly, pilot and aircraft need to be part of a business holding a ROC (RPAS Operator Certificate) This is not a cheap or straightforward process, it is required for the even very smallest of machines. The 734g DJI Mavic would need to be part of an ROC to be operated commercially. As I type there just eleven legally licensed commercial operators in South Africa. So that would mean each company would need to employ 33 RPLs for those 368 pilots to all have legal work. These are the licenced companies UAV & Drone Solutions (Pty) Ltd Public Display Technologies (Pty) Ltd Timeslice Cinematography LS Multi Copter Projects and Services (Pty) Ltd Visual Air Productions (Pty) Ltd Premier Aviation CC FC Hamman Films CC UAV Industries (Pty) Ltd Anglo Operations (Pty) Ltd – CORPORATE operations only Gillcor CC Skyhook (Pty) Ltd

‫صورة أرشٌفٌة‬

)2( The ROC requirement for all but a few removes the cost benefit of drones. The cost of compliance is to high. South Africa is falling behind countries in Africa, let alone in the rest of the world. Rwanda is far more progressive within the African diaspora. Don’t look back in anger. Why are we reinventing the wheel in South Africa with backwards looking regulation? Our aviation authority is letting down the drone industry. Who should we follow? America may be about to suffer the same unintended consequences as the UK did after Brexit. In the USA, President Trump by halting new regulations has stopped work on Part 107 updates. In the UK the pre-Brexit Government was just about to sign off on light touch regulations for craft below 4kg AUW. That fell by the wayside when the new broom swept in. So not those two for the minute, they have other fish to fry. Things can only get better. Last year Australia instigated very simple rules for sub 2kg craft, so that’s all the Phantom and eBees types out there. You need to tell the Civil Aviation Authority Australia (CASA) five days before you start operating that you are going to. They will then give you a 24 month permission, no test required. Then follow these rules. You must not operate your RPA in a way that creates a hazard to another aircraft, another person or property. You must only fly during the day and keep your RPA within visual line-of sight. This means being able to see the aircraft with your own eyes (rather than through first-person-view (FPV)) at all times. You must not fly your RPA higher than 120 metres (400ft) AGL. You must keep your RPA at least 30 metres away from other people. You must keep your RPA at least 5.5km away from controlled aerodromes. You must not fly your RPA over any area where, in the event of a loss of

‫صورة أرشٌفٌة‬

)3( control or failure, you create an unreasonable hazard to the safety of people and property on the ground. You must not fly your RPA over or near an area affecting public safety or where emergency operations are underway (without prior approval). This could include situations such as a car crash, police operations, a fire and associated firefighting efforts, and search and rescue. You can only fly one RPA at a time. But wait there’s more If you own the land over which you are flying CASA created a new acronym for you. Small RPA private landowner. That’s nice but what does it mean? It means you can fly craft up to 25kg in weight, think farms, mines and game reserves. In my part of South Africa, I see light aircraft at low level on the weekends only and not every weekend. Hundreds of farmers could be experimenting with drones on their farms here, many kilometres from cities and people. Mines could be measuring stockpiles, environmentalists protecting wildlife. There was resistance to the changes in Australia from established drone operators, some felt the rug was pulled from under them but the new rules prevailed. South Africa should stop boasting about being the best in the world, we are not leading Africa or the Southern hemisphere. We lead though, in bragging about semantics. Use the safety stick Two or three more RPA are flying outside of the regs for every licenced one Simon really! What does that mean, 465 ZT registered drones, so that’s 1395 illegal operators in the worst case?

‫صورة أرشٌفٌة‬

)4( I would be willing to bet that number is more like 5000. I know we are not the size of America, but DJI sold 160,000 drones in December of 2016 over there. That’s just one manufacturer. Let us just pause and reflect on that number and that as yet, there has not been a single confirmed sUAS, manned aircraft strike anywhere in the world. There are far more drones out there in Southern Africa then the SACAA thinks. Come on SACAA just roll out the Australian system and work with the future, not the past. Let’s stop playing and get to work.

What is needed to licence your drone company in South Africa Phase 1: The applicant submits a ―Letter of Intent‖ )CA101-02) to the SACAA (FOD) Flight Operations Department: Part 101. Pre-application meeting scheduled and held For commercial operations, the applicant will be referred to the Department of Transport to apply for a Domestic Air Service License (ASL) at the Air Service Licensing Council. The applicant will need to submit the relevant ASL application form which can be downloaded off the Department of Transport website as well as the required documents. Regarding ―aircraft‖ documents, one only needs to submit the Certificate of Registration and proof of insurance. Should the applicant not yet be insured, this can be a letter from an insurance company stating what insurance will be activated once the ROC has been issued and the aircraft is being operated. Part 101 requires the applicant to be ―adequately insured for third party liability‖. As per the Act, third party liability needs to be a minimum of R500 000 per aircraft.

‫صورة أرشٌفٌة‬

)5( The post holders required are: Accountable Manager/CEO Person Responsible: Flight Operations (Ideally have some experience in flying operations and hold a RPL) Person Responsible: Aircraft (Ideally have some experience in flying operations and maintenance experience) Safety Manager (to have completed an aviation safety management course) Quality Manager (experience/training in a quality system) Security Manager – this post is optional for the application and can be combined with one of the above posts, eg: safety manager *** Depending on the size and complexity of your operation, the above posts may be combined, however, it is recommended that safety and quality remain independent *** In order to operate commercially, the applicant requires a Class III license, Category A4 (fixed wing), H1 (multi-rotor) and H2 (helicopter) and type of operations approved for G16 (other: RPAS) as well as any additional Gcodes applicable to the intended operation. Once the ASL application has been submitted, the applicant can commence the Formal Application by submitting form CA101-10: the POPS form, to the SACAA. Once received and reviewed by the SACAA, the applicant will be invited to attend a formal application meeting with the relevant personnel at SACAA. Depending on the application, the formal meeting may, at the discretion of the inspector, be conducted via telephone and/or email correspondence.

‫صورة أرشٌفٌة‬

)6( The purpose of this meeting is to discuss the application process and resolve any omissions and/or discrepancies and to answer any questions from either party. This meeting shall encourage open communication and an effective working relationship between both parties. The applicant will be notified in writing whether the formal application has been rejected or accepted. If the formal application is rejected, a full explanation will be provided to the applicant. Phase 3: Once the formal application has been accepted, the applicant will need to submit the required manual, the Operations manual to the CAA for approval with form CA101-03: ―Application for a ROC‖. ―Application for a ROC‖. The applicant may also submit form CA101-01: ―Application for the RLA‖ with the required documents. The CAA will complete a thorough review of the manuals If a manual is incomplete or deficient, or if non-compliance with the regulation or safe operating procedures is detected, the manual will be returned for corrective action. If the manuals are satisfactory, they will be ―approved‖ or ―accepted‖ as required by the regulations. A fully completed Statement of Compliance must be included within the manuals submitted. Phase 4: After approval or acceptance has been given to all the required documentation, the applicant will enter the ―Demonstration and Inspection phase‖. In this phase, the applicant will need to demonstrate its ability to comply with regulations, the company operations manual and safe operating practices. .

‫صورة أرشٌفٌة‬

)7( The demonstration and inspection phase includes onsite evaluations of all policies, procedures, methods and instructions as described by the regulation and operations manual. Depending on the intended operations, the inspector may specify what he/she would like to see demonstrated. The demonstration is particularly important for those operators applying for ―Approvals from the Director‖, for example: to operate at night Phase 5: After the document compliance and demonstration and inspection phase has been completed satisfactorily and the applicant has received the required ASL, the applicant will be issued with a RPAS Operating Certificate (ROC) as well as the Operational Specifications (Ops Spec). The Ops Spec will contain authorizations, limitations and provisions applicable to the operation. The certificate holder is responsible for continued compliance with the regulations, authorizations, limitations and provisions of its certificate and operational specifications. The CAA is responsible for conducting periodic inspections of the operator’s operation to ensure continued compliance with the regulations and safe operating procedures. Credits If an applicant is in possession of a valid Class III license, Category A4 – Type G16, G4 or as applicable to the operation, he/she may begin the process from Phase 2. What is issued at the end? RPAS Operators Certificate Operations Specification (Ops Spec)

The agreement, which saw the return to Tripoli of Turkey's Ambassador to Libya last month, will now lead to the resumption of passenger flights, he said in a statement. No timeframe was, however, specified. According to Panapress, the deal includes the launch of a largescale visa processing programme for Libyan citizens. As with many international operators, Turkish Airlines ended regular passenger flights to Misurata and Tripoli Mitiga in January 2015 following an escalation in Libya's internecine conflict. Since then, it has resumed only cargo services to the troubled North African country.

Air Transport Business On Route to Using More Sustainable Fuels The air transportation business is on route to using more sustainable fuels, although there has been a delay because of low oil prices. While that delays the urgency to invest in alternative sources of energy, some reason that the sheer number of flights over a decades of flying will justify the cost. ―It’s very urgent to develop these alternative fuels,‖ said Michel Wachenheim of the International Coordinating Council of Aerospace Industries Associations (ICCAIA), in a story posted in Phys.org. ―There is no reason to be satisfied with the situation.‖ The commercial airline industry has committed itself to cutting its carbon emissions, although it says that there is a lack of public incentives. With that, though, the general goal is to keep carbon releases at 2020 levels in 2035. A mix of biofuels and jet fuel is one answer. That’s one of the favored by the International Civil Aviation Organization, Phys.org says. And lighter and more fuel efficient aircraft is also part of the mix, it adds, noting that lifecycle performance is the key measure. ―The ultimate goal is to make a fuel-equivalent to jet fuel, but those processes still are under development or at an early stage of industrial production,‖ the story says. Hydro-treated oils is one of the emerging fuels. It converts gases into hydrocarbons. It’s all being researched with, of course, cost and safety at the top of the concerns at hand.

Pilots panic over death penalty in new aviation draft law Pilots and aviation experts strongly criticised the Cabinet approved Civil Aviation Operation Act 2017 draft law which proposes death penalty for negligent or reckless operation of post-departure flights. Though the Ministry of Civil Aviation and Tourism claims the draft law has been formulated in accordance with the guidelines of International Civil Aviation Organisation (ICAO), pilots and aviation experts decry the ministry’s claim, stating that the government has misrepresented the guidelines and that the draft law does not reflect ICAO rules. Reactions of pilots range from panicked to enraged. A Biman Bangladesh Airlines pilot said: ―As a pilot, I am scared, angry and sad about the approval of the draft law which proposes a death penalty punishment.‖ ―This sort of punishment for obstructing aircraft operation is rare. These types of laws are not prevalent in any country of the world,‖ he added. Requesting anonymity, a pilot of a private airlines said other countries also consider accidents caused by negligence or reckless flight operation after the departure of a flight to be an offence. Yet no country in the world has a law whereby a pilot may face death penalty for such violations. An aviation expert said the new draft law was disappointing for the industry and would certainly hamper the growth of aviation in the country.

‫صورة أرشٌفٌة‬

(2) Choosing anonymity, a senior Biman Bangladesh Airlines pilot said for the sake of the pilots, the government should immediately revise the draft law before it gains approval in parliament, especially since even road accident laws only require a maximum of three years imprisonment for reckless drivers. He added that the pilots, who are the main stakeholders in this decision, had not been consulted before the law was drafted. Now that the draft law has been approved, parents will no longer encourage their sons or daughters to choose aviation as a career. Several pilots, especially young, newly recruited ones, are fearful that if the law passes at parliament, they will have to find alternative jobs. ―The new draft law will definitely affect us. Now, we are fearful of even doing our day to day work. Perhaps it would be better if we leave our jobs or find alternative jobs,‖ said an engineer of Biman Bangladesh Airlines, requesting anonymity. A senior pilot of airlines said if the government did not revise the law, the pilots would have to express their anger and fear in a more formal manner.

Trump Meeting With Airlines Heightens Opposition to ATC Reform Business aviation and other interests are stepping up their campaigns against a push for a user-funded independent air traffic control system in light of last week’s meeting between President Donald Trump and airline and airport interests. In a statement following the February 9 meeting, NBAA president and CEO Ed Bolen said he is encouraged that President Trump is giving attention to the needs of the aviation system, but warned against placing control of the system in the hands of one segment within the industry. “We’re delighted that, in [Thursday’s] meeting, the President made clear that aviation modernization is important; that’s a goal with which we agree, and the business aviation community will continue to be at the forefront of aviation-modernization efforts,” Bolen said. “That said, we are concerned that in [the] meeting, it appears that some airline interests wanted to shift the conversation away from taking a bipartisan approach to modernization, to focus instead on their decades-long objective of privatizing ATC, funding it with new user fees, and placing it under the governing control of a selfinterested, airline-centric board of directors.” Bolen cautioned that giving airline interests “sweeping authority” over the aviation system would enable them to make decisions such as which cities and airports get served. During the meeting, Trump appeared receptive to a push by airlines for ATC reform, characterizing the current system as ill-equipped and badly managed. White House press secretary Sean Spicer, summarizing the meeting, said Trump praised the airlines and airports for moving two million passengers per day in spite of outdated equipment and “pledged to work closely with the airline industry to modernize the technology system.” Afterward, Airlines for America president and CEO Nicholas Calio had said he was “encouraged by [Trump’s] in-depth understanding of our industry and the need to reform our air traffic control system.”

‫صورة أرشٌفٌة‬

(2) But Bolen countered, ―The fact is, in this important debate, there are two sides. The President may have heard the airlines’ position….but surveys of everyday Americans have repeatedly shown that, by a significant majority, citizens oppose the notion of creating a privatized ATC system. The concerns of these citizens are wellfounded; after all, the nation’s aviation system is a public asset, intended to serve the entire public.‖ The Alliance for Aviation Across America, along with the League of Rural Voters and the Air Care Alliance, last week released the results of a poll showing 62 percent of the respondents opposed privatization of the nation’s ATC system, while only 26 percent supported it. Conducted by Global Strategies Group, the poll involved 800 interviews of registered voters, representing various age groups, educational backgrounds, commercial flying habits and political affiliations, from January 30 through February 5. The poll found a fairly even split to privatization of governmental functions as a concept—43 for versus 46 percent against—but much more opposition with privatization of FAA in particular. The poll also found that the FAA drew a 74 percent positive rating overall and 87 percent of respondents rated the FAA’s handling of ATCoperations either as ―good‖ or ―excellent.‖ Jeff Pollock, president of the Global Strategies Group, added the opposition to FAA privatization cut across all groups, with 65 percent of frequent fliers opposing and 61 percent in favor. Among respondents who voted for Hillary Clinton, 76 percent opposed. As for Trump voters, 49 percent opposed it, while only 39 percent favored privatizing the FAA. ―That really speaks to how people are understanding of the unique role the FAA plays in our air traffic control system,‖ said Air Care Alliance executive vice president Charles )Lindy( Kirkland. ―We’re really happy to see the results confirm what most of us think and believe.‖

‫صورة أرشٌفٌة‬

(3) We all agree that we need to modernize our air traffic control system,‖ added Alliance for Aviation Across America executive director Selena Shilad. ―The issues of modernization and privatization have gotten a bit conflated. The proposal to put air traffic control under the purview of a private board…makes us extremely nervous.‖ She added alliance members are wary of a system that would primarily be accountable to commercial operators. ―It’s clear that there are real and significant concerns about the notion of ATC privatization funded through new user fees,‖ Bolen added, saying, ―It’s important that the President hear from all voices in the debate over this matter, and not just from a small, specialinterest group of airline CEOs.‖ While the business and rural interests outlined their concerns and latest poll results, an organization that represents consumer interests, the Americans Against Air Traffic Privatization, also came out with warnings following the Trump meeting. ―[The] meeting between President Trump and airline executives pulled the curtain back on the true incentives behind privatizing our nation's ATC system: corporate control at the exclusion of workers and taxpayers,‖ spokeswoman Julia Alschuler charged, adding, the ―meeting makes clear that this would be an unprecedented giveaway to special interests in Washington.‖

United hints at widebody fleet plans with Polaris retrofits United Airlines will begin retrofitting 66 of its Boeing 767s and 777-200s with its new Polaris business class this year, the first indication of how many of each type it plans to keep in its widebody fleet. The Chicago-based carrier will begin modifications to the first of 14 767300ERs in April and the first of 52 777-200s in the fourth quarter, says Maria Walters, managing director of product and brand strategy at United, during a media preview flight for the new premium product. United operates 35 767-300ERs and 74 777-200s, with 19 of the latter in a high-density configuration for domestic operations. Asked whether the airline will retire the 21 767s and three 777s not slated for the Polaris retrofit, Walters says that has yet to be determined. United is in the midst of a fleet review, which includes determining a replacement for its 767-300ERs, that executives hope to complete soon. ―It’s a great airplane [but] it’s getting a little old and if we’re going to keep flying them longer we’re going to need to make some investments in extending the life,‖ United president Scott Kirby told employees on the 767 fleet in January. ―But it also serves missions that the other aircraft would be hard-pressed, at least in today’s economics, to find.‖ POLARIS DEBUT Polaris represents what United chief executive Oscar Munoz calls the ―new spirit of United‖, he says speaking ahead of the preview flight at Chicago O’Hare International airport. This includes the ethos of connecting people and uniting the world that he is working to instill at the carrier. The airline will debut the hard product aboard its new 777-300ERs, which will enter service between Newark and San Francisco later on 16 February.

‫صورة أرشٌفٌة‬

(2) Polaris includes United’s first all-aisle access business class configuration, a new in-flight service pattern and dedicated departure lounges at nine airports worldwide. The first lounge opened at O’Hare in December 2016. When asked about the Polaris configuration on the 767 and 777200s, Walters only says that United will maintain its existing premium seat density. The airline has 30 business class seats on its 767-300ERs and 50 on its two-class 777-200s, its website shows. Daniel Clucas, senior designer at Acumen Design Associates, which designed the seats, says Polaris will be arranged in a one-two-one configuration on the 767s and the same one-four-one configuration on the 777-200s as it is on the 777-300ERs. The first 767 with Polaris is scheduled to enter service in the third quarter, while the first 777-200 will likely enter service in early 2018, says Walters United will take delivery of the 35 Airbus A350-1000s and 14 Boeing 787-10s it has on order with Polaris installed, she says. Both the A350s and 787s will have a one-four-one Polaris configuration like the 777s but, due to their narrower fuselages, the seats will be half-an-inch narrower on the former and slightly longer on the latter, says Clucas. United is due to receive its first A350s and 787-10s in 2018. The airline will retrofit its 787-8s and -9s with Polaris as they come up for heavy maintenance checks, says Walters. These occur roughly every six years with the first 787 due for a D check around 2018, she adds. United plans to maintain the existing business density on both 787 variants, says Walters. It has 36 business seats on the -8s and 48 on the -9s.

Transavia to focus on growth in the Netherlands Today, in line with the Air France-KLM strategy of Trust Together, Transavia Netherlands announced its decision to focus on growth in its home market. Transavia will continue to invest in its brand positioning, digital innovation and fleet, and will be confirming its position as the leading low-cost carrier with the largest market share in the Netherlands. As a result of this focus, in combination with the uncertainty of the long-term outlook of the Munich operations, Transavia will discontinue flights from the Munich hub at the end of October 2017. Customers flying from the Munich hub will be able to book and fly until the last flight at the end of October. ― Within the AIR FRANCE KLM strategy of Trust Together, Transavia’s priority will be to develop on its home markets: the Netherlands and France. The closure of the Munich base forms part of this strategy.Jean Marc Janaillac, Chairman and CEO of Air France-KLM

Leveraging the joint strengths of KLM and Transavia Netherlands will result in an even stronger position in the Dutch market. It will also allow Transavia to reallocate resources to accelerate this change. Together, we have announced 25 new destinations for the summer of 2017 and now offer more than 280 routes in Europe. We endorse the decision made by Transavia Netherlands.Pieter Elbers KLM President & CEO

(2) ―It is part of our DNA to always look for new opportunities, while at the same time to adjust our business to changing market circumstances. Based on our strong brand appreciation and high customer loyalty in the Netherlands, our bases in Amsterdam and Rotterdam are expected to grow 10 percent in 2017, while Eindhoven will see a 20 percent growth this year. Unfortunately, our base in Munich will no longer be contributing to our strategy. I realize this is a big disappointment for all our colleagues and partners, especially those in Munich. They worked very hard for our customers and will continue to do so till October 2017, and I would like to express our sincere appreciation for that.Mattijs ten Brink, Managing Director of Transavia Netherlands„ Transavia remains committed to its customers, partners and employees. Pilots, cabin crew and ground staff in Munich will be offered help and support during this transition. Delta announces launch of cash tender offer to acquire additional shares of Grupo Aeromexico Delta Air Lines today launched a cash tender offer through the Mexican Stock Exchange to acquire up to an additional 32 percent of the outstanding capital stock of Grupo Aeroméxico S.A.B. de C.V. (BMV: AEROMEX) for MXN $53.00 per share. The difference from the previously announced tender price of MXN $43.59 is the result of interim exchange rate movements and other factors. Completion of the cash tender offer is subject to certain conditions including acceptance of the offer by holders of at least twenty-five percent (25%) of the outstanding shares of Grupo Aeroméxico and receipt of required antitrust approvals in Mexico. Currently, Delta owns approximately 4.2 percent of the outstanding shares of Grupo Aeroméxico and holds options to acquire an additional 12.8 percent. If fully subscribed, following completion of the tender offer, Delta would own and/or have options to acquire up to a total of 49 percent of the outstanding shares of Grupo Aeroméxico. "This is the next step in expanding our longstanding relationship with Aeromexico, a partnership built on our shared commitment to our customers in the U.S. and Mexico," said Ed Bastian, Delta's Chief Executive Officer. "The tender offer and investment will further strengthen the relationship that will be established when our joint cooperation agreement is implemented in the second quarter." Delta and Aeroméxico launched their first codeshare in 1994. In 2011, Delta entered into an enhanced commercial agreement with

(2) Aeroméxico, and in 2012, Delta invested USD $65 million in shares of Grupo Aeroméxico, the parent company of Aeroméxico. In March 2015, Delta and Aeroméxico entered into a joint cooperation agreement relating to flights between the United States and Mexico and the parties filed an application with the U.S. Department of Transportation (DOT) seeking approval of the agreement and immunity from the United States antitrust laws for the joint cooperation. The agreement also was submitted for approval to the Mexican antitrust authorities, the Mexican Comisión Federal de Competencia Económica (Federal Economic Competition Commission or COFECE). In April 2016, COFECE issued its resolution regarding the proposed joint cooperation agreement, through which, the authorization of this agreement was subject to the acceptance of and compliance with certain requirements. In December 2016, the DOT issued a final order granting approval of, and immunity from the United States antitrust laws with respect to, the joint cooperation agreement, subject to certain conditions. Delta and Aeromexico have accepted the conditions required by COFECE and DOT and are in the process of implementing the required remedies.
