http://atwonline.com/ EASA proposes new rules after Germanwings deliberate crash The European Aviation Safety Agency (EASA) has proposed a new set of flight crew mental health rules, formed following lessons learned after a Germanwings Airbus A320— en route from Barcelona to Düsseldorf—was deliberately flown into the French Alps March 24, 2015, killing all 150 people aboard. Investigations revealed that co-pilot Andreas Lubitz, alone on the flight deck, switched the selected altitude from 38,000 ft. to 100 ft.—the minimum value possible on an Airbus A320—and increased the speed of the aircraft, setting in motion an intentional fatal descent into the French Alps. EASA describes the proposal as “new operational rules to better support pilot mental fitness.” Specifically, the body is proposing that flight crew should undergo a mandatory psychological assessment before being hired, as well as systematic drug and alcohol testing upon employment. This substance testing would also be used in the event of a serious accident or incident, with “reasonable suspicion,” and randomized after the crew member returns to work. The new requirements also propose that all flight crew should have access to a support program. “The proposed rules have been subject to consultation with all stakeholders concerned. As part of a total system approach, they complement the proposals EASA issued in August of this year, on the update of medical requirements for pilots (Part-MED),” EASA said. This latest development takes the form of an official “opinion” that will be fed into the European rule-making process during 2017.

https://www.atn.aero ICAO concludes successful 2016 air services negotiation event The 9th ICAO Air Services Negotiation Conference (ICAN2016) wound up successfully in Nassau, Bahamas on Friday, with 67 States/territories taking advantage of the event’s cost-effective multi-negotiation framework to expand air transport liberalization and market access through the signing of over 400 air services agreements and arrangements. Personally thanking the Prime Minister of the Commonwealth of the Bahamas, Mr. Perry G. Christie, whose government generously provided the facilities and hospitality for the ICAN2016 participants, ICAO Council President Dr. Olumuyiwa Benard Aliu underscored in his opening remarks “…the importance ICAO attaches to the Caribbean Region, and the critical role air transport plays in enhancing the tourism and overall prosperity of Small Island States more generally.” Adding that continued liberalization of market access creates a better operating environment for the air transport industry, which generates $2.7 trillion for the global economy each year, and provides 63.5 million jobs globally, President Aliu also updated the ICAN audience on a new partnership initiative ICAO has developed “to bring together aviation and development partners to identify synergies, challenges and opportunities in support of helping States leverage all available air transport benefits and to meet the objectives reflected in the United Nations Sustainable Development Goals.” In his keynote address, Prime Minister Christie highlighted the challenges being faced by Small Island Developing States (SIDS)

This year’s event also provided an opportunity for a special meeting of Caribbean States on NCLB, where they discussed the priorities and targets of the initiative for 2017. More than 366 negotiators took part in some 430 meetings during the five-day ICAN marathon in Nassau this year. Since the event’s inception in 2008, successive ICANs have been held in every world region and have made important contributions to the liberalization of international air transport and the enhancement of air connectivity for the benefit of States, the industry, and the travelling public. ICAO ICAN events have also become an important platform for air transport regulatory reform, and a useful vehicle for promoting understanding and cooperation amongst government policy makers, regulators and industry players, as well as other aviation stakeholders. The next ICAO Air Services Negotiation Conference (ICAN2017) will take place in Sri Lanka in December 2017.

Airlines plane makes emergency landing in Wake Island (update) A China Airlines (CAL) plane has made an emergency landing in Wake Island in the western Pacific after pilots detected a potential abnormality with its engine, the company said Monday. All 143 passengers and 12 crew members aboard the Airbus 330300 were safe, according to CAL. Flight CI017, which departed from Honolulu at 11:44 a.m. Sunday local time, was on its way to Taipei via Tokyo when a signal indicated a problem with the engine, the company said. To be safe, the captain made an emergency landing in Wake Island at 1:35 p.m. Taiwan time, it said. A plane will depart from Taiwan Taoyuan International Airport at 10:30 p.m. on Monday to bring the passengers and crew members back from Wake Island, CAL said. The CAL plane will take five hours to fly from Taipei to Wake Island, and is scheduled to depart at 7 a.m. the following day for Tokyo before returning to Taiwan at 5:30 p.m. The CAL will offer "appropriate compensation" to each of the affected passengers, who have to spend 16 hours on the Pacific island.

It's all that, yes. But the luxury carrier is working hard to diversify with budget airlines under its corporate banner. It owns low-cost carrier Scoot; 49 per cent of Vistara, a joint venture in India with Tata Sons Ltd; and NokScoot, a low-cost Thai airline Singapore owns in a joint venture with Nok Airlines Co Ltd. This collection of airlines-plus a new "ultra long range" Airbus A350 variant scheduled to arrive in 2018-enables Singapore to explore a range of expansion plans, many of which are currently focused on North America.

Squeezed on all sides Last month, Singapore reported a 70 per cent drop in net income and warned that 2017 could be challenging as well. The airline has struggled amid the expansion of low-cost carriers in its home region, and moves by a trio of Middle East-based full-service airlines to encroach on its core franchise of premium business travellers. "It's not going to be business as usual," said Mr Goh, an MIT-trained engineer in computer science who chose an airline career over academia. "These are structural changes; these are changes that are not going to go away." Into this environment, the CEO has prescribed a diversification of revenue, a renewed focus on cabin comforts for big spenders, and new markets. A chief pillar of the company's expansion rests on further long-haul expansion, driven by firm orders for 67 new Airbus A350s and 30 of Boeing Co's largest 787 variant, the -10. With these new, more fuel-efficient planes, Singapore executives have been keen to resume the nonstop flights from the city state to New York and Los Angeles, which operated for nine years before ending in 2013 because of the route's extreme fuel costs. The airline is also considering the potential for new US destinations, having for years studied traffic flows in places like Boston, Chicago, and Miami, Mr Goh said. Many weren't feasible, given the mix of large seat counts and the range limits of its existing aircraft. But the new, more fuel-miserly A350 may well change the math for such an expansion. (In March, for example, Singapore is swapping the 777 it flies to Houston with an A350.) "The US is an important market for us," Mr Goh said, but technological limitations required a stop between American cities and Singapore. No more. Gateway to India and South-east Asia The airline is envisioning a day when the new fleet allows its hub at Singapore's Changi Airport to become a connection for US and Canadian corporate travellers bound for places such as India, Malaysia, Indonesia, and Thailand. It sees a precedent in the operations Emirates Airlines and Qatar Airways Ltd have built at their hubs in the Persian Gulf, particularly for traffic to and from India. Yet beyond the moneyed travellers who want frills on long flights, Singapore's Scoot budget airline is also keen to expand. In June, Scoot will commence its longest flight to date, to Athens, a city where Singapore has ended service with its flagship. Scoot is increasing its all-787 fleet to 20 over the next few years.

On the premium side of their house, Singapore executives have been cagey about the cabin configuration for the A350-ULRs to be deployed on the new US nonstops to Los Angeles and New York. The latter will reclaim its title as the world's longest route, at 19 hours or more, depending on winds. The airline plans a two-class service, but has declined to reveal the cabin mix or how many seats the planes will carry. They will have fewer than the 253 seats now on the three-cabin aircraft Singapore currently flies, with a stop in Asia, en route to Singapore, Mr Goh said. "The beauty of it is that this aircraft is not too big," he said. "We can size it to best fit the traffic number that makes sense." Beyond the US, Singapore has identified India as a top priority in terms of greater market access. Within a decade, the nation is projected to become the No 3 international travel market after China and America. Singapore's Vistara venture will benefit from the Indian government's recently altered "5-20" regulation that required local carriers to fly at least 20 aircraft for five years before they could offer international service. The change abolished the five-year flight period, and should help Vistara expand internationally sooner. It now has 13 Airbus A320s, with plans to reach 20 by 2020. Some day, if it makes sense for Vistara, Mr Goh says, the airline may acquire long-haul aircraft and set out for Europe and North America with nonstop routes. That's a proposition that Emirates, Qatar, and Etihad can't offer.
