Autumnfest Returns October 23-24

The weekend-long event runs 10 a.m.-4 p.m. Saturday and Sunday, is for all ages, and is open to the public. Parking and admission are free. The Frazier Shows Carnival will open Thursday evening, Oct. 21 (fees apply).
OTHER AUTUMNFEST ACTIVITIES • Carnival rides and games: Frazier Shows Carnival offers a host of rides and attractions. The carnival will open Thursday evening and run through the weekend at various times. Rides and games vary in price. Allyou-can-ride wristbands will be available during select times; hours will be posted online. (Enhanced COVID-19 sanitation protocols will be in place to ensure the safest event possible.) • Kids’ Zone and family activities: Children will enjoy bounce houses/inflatables (fees apply) and tractorpulled hayrides (free) through Community Park are a favorite of attendees. • Pumpkin Patch: Families can pick the perfect pumpkin to purchase and decorate (free foam face kits will be available for each purchased pumpkin). Take a photo before you leave to share on social media with friends and family. • Train rides: The Daisy Mountain Railroad will offer rides that circle Community Park (fees apply). • Food court/Rotary beer garden: Food, beer, and wine will be available for purchase (prices vary). No outside food or drinks are allowed in the fenced food court area. There will be an ATM on site. • Live entertainment: Bands will perform at the Main Pavilion 11 a.m.-3:30 p.m. both days. Enjoy a strolling magician and balloon artist as well (free).
WHAT TO EXPECT Handmade goods, culinary creations, art, jewelry, photography, candles, and many other items will be for sale as part of the event’s signature arts and crafts fair. Additionally, business vendors—who typically only are part of Anthem Days in the spring—will participate with booths and interactive activities. “With the holidays coming and people being anxious to get outside for activities, this is the perfect opportunity to

Eventgoers can then vote for their favorites (top vote earners will receive a prize). Pumpkins can be dropped off for display on Saturday, Oct. 23, from 10 a.m.-noon at Community Park (tent near Main Pavilion). Entry paperwork, category descriptions, and additional guidelines will be posted online. vital economic corridor. Expanding this section of I-17 will reduce congestion, improve traffic flow, and strengthen public safety. Millions of Arizonans will benefit from I-17’s improved connectivity and reliability when this project is completed.”
For years, Arizona motorists, businesses and tourists have voiced their support for widening and improving I-17 north of the metro-Phoenix region to alleviate congestion and improve traffic flow. This project will improve 23 miles of I-17, including 15 miles of roadway widening, two bridge replacements, one bridge deck replacement, 10 bridge widenings, and the installation of an eight-mile flex lane system — a new feature for Arizona’s highway system. Flex lanes are proven technology to help reduce congestion on I-17 during peak travel times and allow for traffic movement during emergency situations.
ADOT has begun contract negotiations, and, pending a final contract, anticipates design and construction will begin in 2022. Construction is expected to take approximately three years. Construction crews are aiming to minimize impacts to the traveling public while work is underway. On busy days, this stretch of Interstate 17 can see more than 50,000 drivers a day.
ADOT sought proposals from qualified developer teams interested in reconstructing the 23-mile section of this key commerce corridor. Three finalists were selected earlier this year to advance through the selection process. All three finalists were encouraged to use innovation and develop alternative concepts to deliver the best possible design, construction, operation, and maintenance strategy for the project. The final cost will be determined after extensive contract negotiations. “Arizonans are excited to see major improvements to Interstate 17 coming soon, and this news is an important step forward,” says Governor Doug Ducey. “I-17 is a critical link to northern Arizona communities and a myhyperlocalnews.com
“The vision of the Arizona Department of Transportation is moving Arizona to become the most reliable transportation system in the nation,” says ADOT Director John Halikowski. “The I-17 project represents that vision and is a profound step toward enhancing the safety and efficiency of one of Arizona’s most iconic highways. ADOT is committed to innovative solutions to improve our highways, and this unique and creative project is a perfect example. It supports ADOT’s True North of getting everyone safely home.” The I-17 flex lanes will operate as a separate, two-lane roadway carrying one direction of traffic at a time depending on the greatest need along the steep, winding eight miles between Black Canyon City and Sunset Point. For example, the flex lanes will be able to carry heavier northbound traffic on a Friday or heavy southbound traffic on a Sunday. Similarly, ADOT will be able to open the flex lanes to accommodate traffic anytime if a crash or other incident causes long delays. The flex lanes will be next to, but physically separated from southbound I-17 using concrete barriers. Access to the flex-lane entrances will be controlled by gates. Once on This Island Jr. is a highly original theatrical adaptation of Hans Christian Andersen’s popular fairy tale, The Little Mermaid, and the Tony-nominated Broadway musical by the legendary writing team, Ahrens and Flaherty. Through almost non-stop song and dance, this fullhearted musical tells the story of Ti Moune, a peasant girl who rescues and falls in love with Daniel, a wealthy boy from the other side of her island. When Daniel is returned to his people, the fantastical gods who rule the island guide Ti Moune on a quest that will test the strength of
her love against the powerful forces of prejudice, hatred and even death. Auditions will take place Saturday, October 9 at MTA’s theatre performance space at 42201 N. 41st Drive, Suite B100. Tasty News: Happy Valley Mesquite Fresh Street Mex to Give Away Thousands of Tacos MESQUITE FRESH STREET MEX, THE RAPIDLY EXPANDING CONCEPT SPECIALIZING IN INVENTIVE AND MODERN MEXICAN CUISINE, IS ON A MISSION TO BRING ITS REAL STREET TACOS TO ORGANIZATIONS THROUGHOUT THE VALLEY FOR FREE. aising kids who are philanthropically minded isn’t easy. However, instilling beliefs in teens about giving back to others in the community will help us build a more thoughtful, kinder, more considerate group of humans. That’s the goal of the National Charity League (NCL), Arrowhead Chapter. Charity work is an integral part of life for mother and daughter Kari Turner-Snavely and Kamryn Turner of Anthem. They have been involved with NCL for six years. Kamryn, who is now a senior at Boulder Creek High School, started in NCL when she was in 7th grade. Her older sister, Marley, who is a junior at Northern Arizona University in Flagstaff, joined at the same time. When the local mom and two sisters joined, their goal was to spend more intentional time together while being able to serve others.
“We first heard about NCL Arrowhead from a friend who was an active member with her daughter,” says TurnerSnavely. “During the new member drive, I reached out for more information to understand what NCL was about. I met such a diverse, dynamic group of inspiring women, who welcomed us to the chapter, I knew we would benefit by being a part of this organization.” 12 • October 2021 • NORTH PHOENIX NEWS
“As we round out our time at NCL, I hope the experience inspires my daughters to continue their social awareness and responsibility, and expand their leadership, confidence and capabilities,” Turner-Snavely adds. NCL has many chapters across Arizona, providing mothers and daughters opportunities to volunteer with dozens of organizations. The group also helps young ladies become strong, independent leaders who appreciate the value of giving back to those in need. The Arrowhead Chapter of NCL has more than 100 mothers and daughters who are focused on the organization’s three pillars - philanthropy, leadership and culture. “My daughters and I have loved our special time spent together volunteering, attending meetings and listening to engaging guest speakers thanks to NCL,” says TurnerSnavely. “We have been so fortunate to have made friendships that will last past our time as active NCL members. Marley has continued her philanthropic efforts while at college and I have no doubt Kamryn will do the same at the University of Arizona next year.”
“When others ask if they should join NCL, I always say ‘do it!’ As busy as we all are with school, work, clubs, sports and friends, it is so important to carve out dedicated time to spend with each other doing something that fulfills our hearts and minds,” Turner-Snavely adds. NCL applications are currently being accepted from women with daughters in 6th through 9th grades. The Arrowhead Chapter is comprised of members who reside in North Phoenix and the West Valley. Community Christian Brothers Automotive Hosts 11th Annual National Service Day on October 16

n Saturday, October 16, Christian Brothers Automotive will celebrate its 11th annual National Service Day, a coordinated community giveback initiative to provide oil changes and other free services to individuals in need. Two local shops, Christian Brothers Automotive Happy Valley (5400 W. Happy Valley Road in Phoenix) and Christian Brothers Automotive Peoria-Thunderbird (13675 N. 75th Avenue in Peoria) will be participating. The event, occurring from 8 a.m. – 2 p.m. on October 16, will provide single moms, widows and families of disabled individuals with oil changes by appointment only at no cost while supplies last. During the event, the two automotive repair shops will also conduct inspections on every vehicle, identifying safety concerns and performing free repairs as needed. There will also be entertainment for children and plenty of food and hospitality. Together, these two locations will provide more than $30,000 worth of service to those in need. Typically, Christian Brothers Automotive is closed on Saturdays, but will open the bay doors for this special once-a-year event.

n Friday, September 17, Deer Valley Unified School District (DVUSD) broke ground on a new elementary school dubbed “Elementary School #32.” The new school is located at 5757 Inspiration Mountain Parkway in Phoenix and project completion is set for fall 2022.
Deer Valley Elementary School #32 will be a K-6 elementary school, with the infrastructure in place for future expansion to a K-8 campus. The project will include an administration building, multi-purpose building, and three classroom buildings. Site development will include shade structures, baseball and soccer fields, bus routing, and parking. The site is approximately 14 acres with 72,742 square feet of building footprint.
Monica Allread, director of communications and community engagement for DVUSD, shares two fun facts about Elementary 32: “The school will be officially named after a principal is hired in the coming months and it’s Deer Valley’s 41st school!” The Elementary # 32 construction team includes SPS+ Architects LLP (architect) and McCarthy Building Companies (general contractor). When complete, the school will have capacity for 965 students, and be home to unique features like a media center and maker space. In total, it is a $21,235,000 investment. HOW WILL THE SCHOOL’S BOUNDARIES BE DECIDED? Boundary maps are posted on the new school’s website at dvusd.org/elementary32. Community members are invited to see the posted maps and provide feedback to a dedicated e-mail (boundaries@dvusd.org) through November 3. There is also a Board meeting on October 13 that is open to the public as well; visit the website for more details. Congress Can Help Heat Up Solar Jobs in Arizona

W
ith more sunny days than any other state and a growing need for well-paying jobs, Arizona has a big opportunity to take center stage in solar industry. In order to make this a reality, we need our lawmakers to pass forward-thinking infrastructure legislation that will help solar companies like ours put more solar panels on more rooftops in the Valley and across the state. As a local, homegrown Arizona business, Sunsolar Solutions is eager to lead the way and is seeing real momentum. While many businesses had to tighten their belts and lay off workers over the past year, we grew from 28 employees to over 110 people and we just opened our third office in Yuma as well as a sales and training center in Peoria. to Arizonans, our lawmakers need to take bold action to create longlasting growth for the solar industry in Arizona and across the country. Fortunately, this month, Congress is taking up critical infrastructure legislation that can make the urgent investments we need to promote solar energy in our state. Local solar companies need long-term stability to grow and sustain our businesses. Policies like the Solar Investment Tax Credit can encourage more solar energy installations by reducing taxes for Arizonans that go solar. Extending this policy for ten years gives businesses like ours the green light to hire more people to meet the demand, bringing new jobs to the Phoenix area. We also need more support to encourage domestic manufacturing so we can make more solar components here at home. Investing in solar production capacity will only lead to more employment in our state, and as we create these jobs, that means more opportunities to diversify our workforce and provide high-paying careers for women, people of color, and workers transitioning from the fossil fuel industry. That’s why it’s so critical for Congress to pass strong pro-solar legislation. We have an incredible opportunity to boost our economy, fight climate change, and create well-paying jobs for families in our state. Failing to pass these provisions in the upcoming infrastructure legislation could have catastrophic outcomes that means less prosperity in our state. And with frightening reports that indicate Phoenix might be unlivable by the end of the century due to extreme heat, we need to do everything we can to curb the impacts of the climate crisis. We urge Congress to pass infrastructure legislation that sets the country forward towards a bright clean energy future. New Apartments and the Impact on Local Home Values By Shelley Sakala

n terms of home ownership, Phoenix has officially achieved “cool kids” status. If you live here, you’re one of them. And everybody else is trying to be one of them. And who can blame people from other states trying to get in on the fun? People are relocating to Phoenix in record numbers for a lot of reasons. For the sunshine. For job opportunities. For the lack of natural disasters. For the low taxes. For the business-friendly economic climate. Phoenix is simply a great place to live – but you already knew that! While the population growth does wonders for our local economy, there’s one little problem with all these new neighbors: they need a place to live (and we’re in short supply). Anyone who has tried to buy a house here in the Valley over the past year knows the struggle.

Demand is high, and there is often a waiting list of people when a property hits the market. With home builders being conservative with the amount of new construction, that opens up the door to more multi-family housing (i.e., apartments). Homeowners tend to look at any changes to our neighborhoods through the lens of “home values.” More specifically, people want to know how apartments might impact their home prices. This question has been studied a lot and the results vary. In a 2004 study in Oregon, Yan Song and Gerrit-Jan Knaap found that “… housing prices tended to fall with proximity to multi-family residential units.” But a 2005 Yale University study of Boston found that the construction of multi-family housing had “no negative effects” on single-family home values. So, do apartments impact home values? Yes. And no. Clear as mud, right?
The real answer lies in the bigger picture. Apartments, in of themselves, do not cause home values to fall any more than a park, for example, necessarily causes home values to rise. Think of it this way: is the park a popular family destination or is it a haven for drug deals and the homeless? The park’s impact on home prices lies in the answer to that question. It works the same way with apartment buildings. There’s a big difference between a run-down tenement and a luxury, resort-style apartment complex. Look around North Phoenix and you’ll see that the rental communities here lean more toward the latter. If we’re being honest, individual home values will be affected more by that neighbor with the unmaintained house, nine cars, and a yard full of weeds than by some new apartment community that resembles a five-
star Scottsdale resort. Remember: we share a community with a dump, a landfill, a hospital, a granite quarry, and a shooting range – typically the types of businesses that drag down home values. As residents, it’s pretty handy having these services nearby. As homeowners, these things are barely a blip on the radar when it comes to home values. So, when you see that that new apartment with the Olympicsized pool and the brand-new fitness center, you can rest easy knowing your home’s value is safe.

MOVIE REVIEWS Malignant
Shang-Chi is a story about the scars that family leaves behind. Bolstered by Simu Liu and Tony Leung’s performances, the title character and his father Wenwu are at the heart of the film and deliver some of the best scenes from the film. When the film focuses on these themes, it’s great, but it staggers when it doesn’t. Its comedy particularly is grating, with most coming from Awkwafina’s supporting character that we are unfortunately forced to hang out with most of the movie. Action-wise it is better than previous films. Despite the usual problems with superhero movies, there’s still enough good in this film to make the watch worthwhile. In theaters. Kate
A figure from a woman’s past comes back and begins a murder spree, which she finds herself tangled into. Malignant is James Wan’s unapologetic love letter to horror. Combining the tones of classic Giallo films with underground 90s horror, we have a psychological/ slasher/slight body horror feature, which masterfully balances scares, excitement and even humor (if sometimes unintentional). With such striking visuals and effective gore, as well as an incredibly committed performance by Annabelle Wallis, Wan transports you into a demented world, and it’s a ride that will not stop until the end. It’s very much not for everyone, especially if you’re not familiar with the more specific parts of horror this review is referencing. But if you can get along with it, it’s a blast. In theaters.
An ex-marine, living a free life of poker playing to cope with a haunted past, finds himself having to face it once the son of a man he knew asks for his help in a dangerous plan. A quiet, patient film, like many of Paul Schrader’s previous films, The Card Counter is about a lonely man, content with his current existence, if still clearly hiding his pain. It’s the lead performance by Oscar Isaac that sells this movie. He subtly shows a range from pained to scary as he portrays William Tell. His character is so interesting that he actually overshadows the other characters, despite the best efforts of the other actors. It’s a very uncomfortable film with disturbing imagery and dark subjects, but if you can be able to stomach it, you will be rewarded. In theaters. Shang-Chi and the Legend of The Ten Rings After ten years apart, a young man must fight against his father to save the world. A surprising work from Marvel,

posts, without any thought put into it. The actors try their best, but there’s only so much one can do with paper-thin characters like these. The neon drenched sights have become tiresome in this genre by now, offering nothing more than “Look at how cool this place is!”, instead of mood or tension. A potentially great film that can’t get past itself in its desire to be a John Wick clone. On Netflix.
