Solar Must Be Installed by Dec 31st or Miss Out on 26% Tax Credit
A
rizona Home Owners have until December 31, 2020 to have a solar system installed and be “Operational” to qualify for the Federal Investment Tax Credit (ITC). If the system is installed after that date the tax credit will drop to 22% in 2021 and 0% in 2022. Is there still time for a solar project to be initiated and completed before the end of the year? According to Val Berechet, President of SunSolar Solutions, a local solar company with over 6500 customers in Arizona, it only takes one or two days to complete a solar installation. The issue is, it can take anywhere from 60 to 90 days from the point of getting a proposal to having the permit from the city and approvals from APS. So it is getting close to the point where that will become impossible to accomplish. To remove the uncertainty for their customers SunSolar Solutions will guarantee customers an installation in 2020 if they call for a proposal through October 2020.
In addition to the Federal ITC, the State of Arizona will issue a $1000 tax credit that can be applied to 2020 state taxes. According to Solar Energy Industry Association (SEIA): If a homeowner buys the solar energy system outright (either paying cash or financing with a loan), they cannot use any commence construction safe harbor provisions. To receive the full 26% residential solar tax credit, the system must be “placed in service” before the end of the day December 31, 2020. It is not enough to have signed a contract, or to have made a down payment or even to have begun construction. There is no bright-line test from the IRS on what constitutes “placed in service,” but the IRS has equated this with “completed installation” in a Private Letter Ruling. The residential credit is claimed on the tax return for the year in which the qualifying expenditures are incurred, and the tax rules say the costs are incurred when the

system installation has been completed.The 25D tax credit will step down to 26% in 2020, 22% in 2021, and 0% starting in 2022. If a homeowner buys a newly built home with solar and owns the system outright, the year that they move into the house sets their credit eligibility. Expenditures are generally treated as incurred when the original installation of the solar energy system is completed on an existing home. However, if a new solar energy system is purchased in connection with the new construction of a home, the costs are treated as incurred when the taxpayer begins living in the home. QUICK FACTS The ITC is a 26 percent tax credit for solar systems on residential (under Section 25D) and commercial (under Section 48) properties. The Section 48 commercial credit can be applied to both customer-sited commercial solar systems and large-scale utility solar farms.

The residential and commercial solar ITC has helped the U.S. solar industry grow by more than 10,000% percent since it was implemented in 2006, with an average annual growth of 50% over the last decade alone. Congress passed a multi-year extension of the ITC in 2015. A tax credit is a dollar-fordollar reduction in the income taxes that a person or company would otherwise pay the federal government. The ITC is based on the amount of investment in solar property. Both the residential and commercial ITC are equal to 26 percent of the basis that is invested in eligible solar property. City News The Gaming Goat Joins The Shops at Norterra GAMERS REJOICE AS THE GAMING GOAT RECENTLY OPENED ITS SECOND ARIZONA LOCATION AT THE SHOPS AT NORTERRA. The shop, located at 2470 W. Happy Valley Road, Ste. 1182, is owned by Mark Gorden. “The Gaming Goat is the largest tabletop retail chain in the United States, and we are the largest Kickstarter retailer in the world,” says Jeff Bergren, president of The Gaming Goat, Inc. “We crowd source over 300 individual Kickstarter campaigns a year and received over 94 tons of games in the last calendar year of crowd sourcing.” The Gaming Goat is known as, “the industry leader in gaming supplies” and is “best known for offering 20 to 30 percent off the manufacturers suggested retail price on all games daily,” according to The Shops at Norterra.

The family-friendly indoor playground and entertainment center will open its doors to customers later this month, or in early November, Damian Bass says. The new business has been in the works for a couple of years, but was recently put on hold due to COVID-19 restrictions. The Norterra Luv 2 Play locale will cater to children from babies through age 12. It will feature: a large toddler play structure, a large play structure for older children, 25 arcade games where players can earn prizes, a full kitchen, and party rooms. “It’s all indoors and air conditioned,” Bass says. “It’s a great place for the kids to have some fun while the parents have coffee and use the WiFi.”

Bass says that, while pricing is still in the works, only the children pay—parents and caregivers will be free to come in and participate. He notes that admission will be affordable for families. He is par-
ticularly excited about the ability to have birthday parties of all sizes—and local families can even rent the entire facility out for private events. With COVID-19 precautions still a concern now and into the future, Bass shares that they will use all of the recommended safety precautions necessary. City Ci ty NNeews Diverging Diamond Interchange Opens Soon at I-17 and Happy Valley Road DRIVERS WILL BE USING THE STATE’S FIRST MAJOR DIVERGING DIAMOND TRAFFIC INTERCHANGE AT INTERSTATE 17 AND HAPPY VALLEY ROAD THIS MONTH, ACCORDING TO THE ARIZONA DEPARTMENT OF TRANSPORTATION (ADOT). The last stages of work are under way on the new, larger Happy Valley Road bridge over I-17 that provides muchneeded additional traffic capacity at the interchange. The Diverging Diamond design includes intersections on each end of the interchange that allow traffic to cross and use the left side of the Happy Valley Road bridge over I-17. That improves traffic flow by limiting traffic signal changes and allowing drivers to make direct left turns to enter freeway on-ramps without crossing in front of opposing traffic, according to ADOT. The design enhances safety by reducing conflict points for traffic.
Diverging diamond interchange design has grown in popularity across the country because of the traffic and safety benefits. The $50 million project also recently removed the roundabouts at the I-17 and Happy Valley interchange. They had been in use for the past two decades to help transition traffic across the older, narrower bridge at the limited freeway interchange. The roundabouts, installed as an interim measure, could be replaced once funding for the current project was made available. That happened through the Phoenix area’s Regional Transportation Plan approved by county voters in 2004. ADOT also has reconstructed the interchange at Pinnacle Peak Road as an expanded traditional diamond interchange that features a wider bridge with more lanes in each direction. Crews also are finishing work on new lanes in both directions along I-17 between Pinnacle Peak and Happy Valley roads. Drivers can expect closures and lane restrictions at times until the project wraps up.

City Ci ty NNeews Paint Phoenix Purple By Councilwoman Thelda Williams PURPLE IS THE INTERNATIONAL AWARENESS COLOR FOR DOMESTIC VIOLENCE. Since 2013, during the month of October, Phoenix and 50 community partners shine a light on domestic violence and bring awareness to the issue. The purple lights also represent a beacon of hope to current victims, letting them know that help is available. Phoenix City Hall, Phoenix Convention Center, the State Capitol and other locations around Arizona will be lit in purple throughout October. Purple Thursday is on Oct. 22 this year; a national day of action encouraging residents to wear purple and raise awareness about domestic violence. In a normal year, the statistics are deeply concerning: • 1 in 4 women and 1 in 9 men will experience domestic violence in their lifetime • 85% of domestic violence victims are women • In Arizona, every 44 minutes one or more children witness domestic violence • Between 18% and 48% of domestic violence victims delay leaving a dangerous situation out of concern for their pet’s safety • Between 49% and 71% of domestic violence victims reported their pets had been threatened, harmed or killed by their partner

Everything that was difficult before COVID-19 is greatly magnified during this pandemic. In recent weeks, domestic violence calls have been sharply on the rise. The Phoenix Police Department did a four-month comparison from February to May 2019 versus 2020 and what they found were alarming increases related to domestic violence: • Dispatched Calls: 3.9% to 11.5% • Incident Reports: 14% to 31.5% • Arrests: -4.9% to 27% • Aggravated Assault: -1% to 34.8% • Threatening and Intimidation: 10.4% to 63.6% • Criminal Damage: 6.3% to 20.7% These increases can be attributed to the impact of COVID-19. During the four-month span, this was when a stay-at-home order went into effect and people were essentially shut in, schools closed abruptly, childcare arrangements changed, people lost jobs, wages were reduced, housing and food insecurities increased, and social amenities were taken away. To mitigate the problem, in addition to CARES Act funding programs, the City of Phoenix developed a major awareness campaign and partnered with radio, TV and billboards to raise awareness about domestic violence. In addition, the city took steps to expand access to the Court. My colleagues and I approved funding to dedicate 10-15 computers in safe locations around the city that are connected directly to the Court system with a video link, allowing victims to file an order of protection without a requirement to travel downtown to Court. We hope to be able to continue to raise awareness, provide support to victims and to expand the computer program to help more victims. If you are a victim of domestic violence, you are not alone. City News Baking Up Relief from Hunger
I
n the midst of seeing how people have been impacted economically by COVID-19, 12-year-old North Phoenix resident Pari Singh came up with a plan to help. Pairing her love of baking with her desire to make a positive difference, she created Pari’s Sweet Delights, an online cookie store whose proceeds benefit United Food Bank. “I have always loved helping people and giving back to others,” says Pari. “One of my favorite things to do is to bake. I have put these two things together and made it a quarantine project.” Pari launched her website, parissweetdelights.com, over the summer. In the first month, she sold about 360 cookies in batches of six or 12, raising $185 for United Food Bank. “What Pari is doing is so impressive and inspiring,” says Tyson Nansel, United
Food Bank vice president for external affairs. “We can turn the funds from her first month of sales alone into 925 nutritious meals to feed hungry children, seniors, and families in Arizona. That’s really impactful.” Pari’s mission statement, posted prominently on her e-commerce site, states, “My main goal is to help people. I partnered up with the United Food bank to accomplish this goal. All proceeds will go to United Food Bank, which serves the hungry and poor. By making a purchase you will be helping and getting some yummy treats! Hope you enjoy!” Pari’s Sweet Delights offers Chocolate Chip, Snickerdoodles and M&M cookies. Prices are $5 for a half dozen; $10 for a dozen. Customers place their order online by Saturday morning and then Pari offers contactless pickup each Sunday from 10 a.m. to 5 p.m.

Education Investing in the Community: BGHS English Teachers Pay it Forward with Time, Talent and Treasure By Lynn Palacios, Instructional Coach, Barry Goldwater High School
A
s cities, neighborhoods and families continue to reel from the effects of COVID-19, we have witnessed the important and wide-ranging roles schools play in our communities. Schools educate, feed, support and strengthen our kids, and thereby our families, our neighborhoods, and our cities. Barry Goldwater High School (BGHS) takes its responsibility to serve this community seriously, whether in response to a national crisis or in response to the normal daily needs of our students and families. As part of the Bulldog PACK (Pride, Accountability, Courage, Kindness), our staff works tirelessly to ensure our students’ needs are met and that they have opportunities to learn, be challenged, explore their interests and abilities, and flourish. Our English Language Arts department has no shortage of dedicated, creative, diverse, and compassionate faculty. Meet three of them: Ronda McWhortor, Erika Torres, and Cynthia Fioramonti. RONDA MCWHORTOR has taught at BGHS for 32 years. She teaches IB English 7-8 (where students can earn college credit), MYP English 1-2, and English 1-2, and coaches the Improv Club and the Speech and Debate Team. Her adventurous spirit has taken her all over this country and to a few others, and has taken her parasailing, bungee jumping, hot air ballooning and on many roller coasters. She is co-director of the ELA department and regularly mentors student teachers from colleges and universities in the state.

ERIKA TORRES, in her second year teaching at BGHS, is driven by her passion to help others and to see students experience that “lightbulb moment” when something finally clicks for them. She teaches English 1-2 and IB English 5-6, along with cosponsoring the G-Crew mentoring program and National Honor Society. She was the first in her family to graduate from college, and loves being at BGHS. Torres hopes to help students reach their full potential so they can be contributing members of society, able to navigate their circumstances, and demonstrate PACK in their own lives. Her classroom provides them an opportunity to witness and to demonstrate safety, accountability and respect. CYNTHIA FIORAMONTI has taught for 42 years, but has only been at BGHS for two

years. She taught for 30 years in Illinois before moving to Arizona. She strives to help students become “lifelong learners, who are productive members of society.” Fioramonti teaches English 1-2 and COM100 - Introduction to Human Communications. Like similar courses at BGHS, students in COM100 can earn college credit through a partnership with Rio Salado Community College. She believes opportunities like Dual Enrollment help to “demystify” college for teens; they can say to themselves, “I’ve already successfully passed a college class, so I know I can do this.” Fioramonti is proud of the work she and her ELA colleagues do, especially in the face of unprecedented challenges, “offering to our kids, as we always have, stability and consistency in our encouragement and support of them and their endeavors.”

t White Dove Assisted Living Homes, owners Marinela “Nellie” and John Bora emphasize that the residents are “not just numbers on a door”—they get to know each one and are honored to care for them and welcome them home.
“We know them by name; we know who they are and customize their care to fit their needs,” says Marinela “Nellie” Bora. “Caregivers are on site 24/7 and respond to their individual needs, likes and dislikes. White Dove Assisted Living Homes has three nearby locations; Sunrise Mountain, Silvercrest and Arrowhead. The family-owned business began in the early 1990s when Bora saw her mom run a “foster home for the elderly” and thought that it would be a great chance to care for others while also being able to be home with her own family. “My husband and I both worked for a Phoenix country club for over 11 years, working a lot of hours, and feeling like we never saw our own family,” she says. “I thought this would be a good way to earn an income while caring for the elderly and being able to see my own children more.” She opened up her home to elderly residents and had three move in on the first day, she shares. She and her four sisters then began to all manage assisted living homes and White Dove Assisted Living Homes was founded. Her sisters manage other locations in the Scottsdale area; her three homes (Sunrise Mountain, Silvercrest and Arrowhead) are the only ones on this side of the Valley, she says. “My husband liked the larger lots and the orange groves of this part of town,” Bora shares about her family’s decision to settle here. In addition to her sisters, she notes that other family members are also involved in White Dove Assisted Living Homes. So what are some of the differences between White Dove homes and other care facilities? “We are experienced, trained and dedicated to providing all the assistance that our residents may need,” Bora shares. “Here you will find a warm loving family atmosphere in a beautiful, furnished and decorated residential home… All three homes have live-in caregivers available to them 24 hours a day. All employees are trained and certified. Caregivers focus on working one on one with the patients to ensure they receive personal care and attention.” When it comes to price, Bora notes that “compared to a larger facility, myhyperlocalnews.com
we are much less.” She emphasizes that residents receive 24/7 access to caregivers, private and semi-private rooms, and one-on-one attention.

Bora adds that caregivers at her homes are ready to serve residents with all levels of care needs—from feeding tubes to catheters, and other services—care is customized.
Added to hospice services, each home is ready to work with mobile services such as home health agencies and even hairdressers. Residents receive three home cooked meals a day plus snacks, and each local home is on a “large lot with big backyard, where residents can spend time outdoors,” Bora says.
“One of the benefits of a home like ours is that, for example, if there’s a husband and wife where one needs hospice care but the other is more independent, we can serve them both and they can stay together,” she says. “You can enjoy peace of mind knowing the senior citizen in your life is being well cared for,” according to White Dove Assisted Living Homes. “Our certified and trained caregivers assist our residents with dressing, bathing, and grooming. We make every effort for our elderly residents to live with dignity at this time of their lives.” When it comes to the caregivers that serve her residents, Bora looks for employees who are honest and open. “I want to care for them too,” she says about her staff. She often prefers to train them herself, sharing her more than 25 years of experience with them. And, while each home operates very much like an extended family, each also meets state requirements and passes all inspections. Each home has room for 10 residents, with spaces available now for locals who are interested in finding compassionate care for their loved ones. Caregivers most often live on site, which is Bora’s preference, but some come in shifts too. While each local home is unique, all are spacious enough to comfortably accommodate their residents. For example, White Dove at Sunrise Mountain is a newly remodeled home with nine bedrooms and seven handicap accessible bathrooms. In addition to on-site caregivers, each home is equipped to work with hospice care as well. “When a resident reaches end of life and

Avoid the Shutout By Shelley Sakala
Y
ou did your research. You found the perfect house. You’re pre-approved for a loan. You’re ready with your down payment—only to find out you lost the house to someone else. In the current housing market, this is fairly common. Homes sell quickly, and desirable homes even more so. We’re seeing multiple offers and sale prices above listing. When this happens, even a perfectly qualified buyer like yourself might end up watching someone else snag the home of your dreams. There is, however, a little-known secret that can help boost your chances of getting the home you want. Before I share the secret, first let me take you inside the mind of the seller. When selling a home, your top priorities are price, speed, and ease of sale. In a seller’s market, the seller can demand all three. That’s what’s known as leverage. It’s not unlike the classic TV sitcom Seinfeld, whose characters dutifully lined up to purchase lunch from the infamous “Soup Nazi.” Follow the rules, and you’ll get your soup. Break the rules, and it’s “No soup for you!” The Soup Nazi didn’t mind losing a customer. There was always another one waiting to step in. The current real estate market has the same energy. You have to play by the seller’s rules. This includes being qualified and prepared, without a laundry list of deal-killing conditions and contingencies. Make it fast and easy. But sometimes that’s not enough. Sellers don’t always accept the highest offer or the fastest one or the easiest one. Sometimes they choose the offer with the highest likelihood of closing on time. Perhaps the sellers are transferring out of state for a new job. Or maybe they need this house to close as a contingency for a house they’re buying. The last thing they want is for a deal to fall through and

disrupt their life plans. For that reason, sellers may look for the most solid offer on the table. This is where my secret comes in. One of the best advocates you can have is your lender. After all, money talks - and the lender is the one with the money. When you find yourself competing for a house alongside other buyers, imagine the impact of your lender contacting the seller to confirm that the deal (and the financing) is rock solid. That’s a level of comfort that just might propel you past everyone else. So, can’t any lender make the same type of phone call on behalf of the client? Sure, they can. But getting them to do it is a whole different story. Lending companies process loans for an everchanging book of clients with rolling deadlines that must be met. Larger firms have more clients (and more deadlines). Smaller firms have fewer staff members to handle their ongoing business. This means if you want a lender to go to bat for you, his or her company needs to be properly and fully staffed to allow for the personal touch you require. If you’re working with a large-scale national lender or a faceless web-based lending service, the odds of someone making phone calls on your behalf are pretty slim (and even slimmer if your loan officer is out-of-state, as time differences come into play). To find a lender who can advocate for you, start with list of reputable companies, and then make some calls. Take note of how easy or difficult it is to reach a loan officer. See if the person on the website is the person you’re speaking with. Keep track of how quickly you get your messages returned. Ask questions. And be upfront about what you need and expect. You’ll get a pretty good idea if the person you’re speaking with is willing to go the extra mile to get you into your dream home.

Real Estate WaterWalk to Develop Upscale Extended Stay Hotel Locally

aterWalk, a developer of upscale extended stay hotels, has acquired a 4.5 acre development site at the southwest corner of 19th Avenue and Pinnacle Peak Road for $2.1 million. The seller was Alter Group, a commercial real estate development company based near Chicago, Illinois. Kidder Mathews commercial real estate brokers, Trask Switzenberg and Chuck Wells, represented WaterWalk in the transaction. WaterWalk purchased the site with approved plans to construct an extended stay hotel. This will be their tenth location. The project also includes a .75-acre retail pad that Switzenberg and Wells will continue to market. WaterWalk combines the most appealing features of an upscale hotel with the space and amenities
travelers enjoy while away from home, according to the company. By design, the innovative prototype efficiently penetrates target market segments such as relocations and corporate projects/trainings. HAUNTED PLAZA Guests can get spooked right as they arrive to Pumpkin Nights as Princess Plaza transforms into Haunted Plaza. Guests will be greeted by Elwood Bones, Pumpkin Nights’ resident musician, Bernard the butler and other animated scenes to spook you right off the bat. PUMPKIN PATCH Guests may join in as Canyon Lawn transforms into Patches Pumpkin Farm featuring an assortment of pumpkins on display and for purchase. This area will also have plenty of family photo opportunities, like farm trucks and more. Guests can also meet Patches, the friendly scarecrow that watches over his pumpkin patch, making sure there will be enough pumpkins for all the families. PUMPKIN PLAZA Enjoy the Great Pumpkin, an eight foot tall, ten foot wide giant pumpkin, perfect for the first photo of the fall. Make sure to stop at the Pie House for homemade apple, peach and pumpkin pies. JACK-O-LANTERN LAWN The Princess is turning the Sunset Beach Lawn into an area of adventure!
