America Gets a Green New Deal
COVID relief law provides additional tax credits to homeowners to pay for solar By Michael O’Donnell
J
oe Biden is now the president of the United States and the Democrats now have a majority in both houses of Congress. Giving Americans a Green New Deal was front and center in the platform that the president and Democratic congressional candidates ran on to get elected, and they and the president’s administration are wasting no time in delivering on that promise. In terms of ambition, the president’s call to address climate change is nothing short of JFK’s “moonshot,” his declaration that America would put a man on the moon by the end of the 1960s.The call to end the use of fossil fuels in the next 15 to 25 years is on par with that goal and perhaps more urgent to humanity. Immediately following the inauguration, the president recommitted the United States to the Paris Climate Accord, a treaty meant to limit global warming by holding countries mutually responsible for drastically reducing their share of greenhouse-gas emissions. America’s participation in this global effort very likely will add significant costs to oil, gas, and coal. In addition, the Keystone XL Pipeline, a conduit meant to transport oil from Canada, was canceled.These measures will probably increase the price Americans pay for gasoline at the pump and for electricity in their homes. The government’s plan to transition American homeowners from heating and cooling their homes with fossil fuels to doing so with renewable energy incorporates both carrots and sticks. The new COVID-19 relief bill passed by Congress in early January has significantly increased the federal tax credit that offsets the cost of home solar systems. Without that act of Congress, the federal subsidy for an average size home in the Phoenix area would have been thousands of dollars less this year and zero next year. The provisions of the law will increase the tax credit homeowners get for solar by thousands of dollars. Most homes in APS’ territory that convert from fossil fuels to solar may receive between $7,000 and $18,000, depending on the size of the home and energy usage. The systems can be designed to reduce APS customers’ annual bill to $0 or even a negative total. The larger the system, the larger the federal government’s subsidy. Hence, the larger the system, the lower the APS bill (or the higher the payment to the homeowner).

The stick is, obviously, the ever increasing cost of fossil-fuel-generated electricity, which will make solar power for homes more and more compelling. It is basically the same strategy the government used to reduce the number of American tobacco smokers.While the warning label got people’s attention, it was the increase in the price of a pack of cigarettes, from 80 cents to $8 a pack, that really drove people to quit. A no-money-down, financed home solar system typically incurs a monthly payment that’s $50 to $100 per month less than the amount they’re currently paying the utility company for the same electricity. TSMC Begins Hiring for North Valley Plant By Jenna-Lee Neff TAIWAN SEMICONDUCTOR MANUFACTURING COMPANY (TSMC) HAS BEGUN THE HIRING PROCESS, LOOKING TO FILL A NUMBER OF POSITIONS INCLUDING PROCESS INTEGRATION ENGINEERS, EQUIPMENT TECHNICIANS, MANUFACTURING SUPERVISORS, AND FACILITY PROCESS GAS AND CHEMICAL ENGINEERS. The hiring comes as the next step in the multi-billion-dollar project that will eventually see TSMC producing 5-nanometer chips in Arizona. According to TSMC’s website, the size is the most advanced circuitry in today’s products and a fraction of the size of a human hair, which measures between 80,000-100,000 nanometers. The City of Phoenix approved a $12
billion deal with TSMC late last year. After the approval, the company bought 1,128 acres of land in north Phoenix that will be home to a new semiconductor fabrication plant and signed a lease for a 46,735-square-foot office located at the Canyon Corporate Plaza office campus.
“The semiconductor industry set up shop in Arizona back in 1949, long before Silicon Valley became a thing,” the TSMC website states. “This means the ecosystem for a fab is already in place when it comes to work force, supply chain and public policies.”
TSMC’s careers website cites a low cost of living, outdoor activities, professional sports and an average of 299 sunny days a year as assets that will help the company attract college graduates and engineers early in their careers to putting down roots in the Valley.
According to Phoenix Mayor Kate Gallego, the project is expected to create approximately 1,900 high-tech jobs and foster thousands more related jobs in the semiconductor supply chain ecosystem.
The anticipated schedule for the project puts design completion and the beginning of construction later this year, according to the City of Phoenix website. The plant is expected to be in production by 2024.
TSMC plans to attract a workforce from in and out of state, explaining on the website that, “Because the Arizona fab will ultimately employ well over 1,000 engineers, we need to go beyond tapping the existing Arizona workforce.”

PHOENIX VOTERS GAVE ME THE GREAT HONOR TO SERVE THEM AS THEIR ELECTED REPRESENTATIVE FROM 1989 TO 1996 AND AGAIN FROM 2008 TO 2021. Following each election and three times being appointed interim mayor, I swore an oath to faithfully and impartially discharge the duties of the office according to the best of my ability; an oath I took seriously. I am proud to say that I have done my best to serve you well. While in office I’ve had the opportunity to hear from residents through phone calls, emails, letters, council meetings, budget hearings, community town halls, monthly breakfasts, meetings in my office, block watch meetings, in the grocery store, when I walked down street and knocked on doors, during
ribbon cuttings, at community events, and much more. During those countless contacts, I got to know our residents and came to appreciate the hopes and frustrations in our community. These personal contacts are treasured and one of the things I will miss most.
Representing our residents has been exciting, rewarding and sometimes even heartbreaking, but together we have been able to achieve great accomplishments: • Strengthened animal cruelty laws to prevent animal abuse including animal hoarding, horse tipping, tethering and keeping dogs off hiking trails when it reaches 100 degrees. • Ensured that our police and fire departments have the tools and resources they need to protect our neighborhoods including more police officers and public safety personnel, body cameras, added fire stations, and improved benefits. • Created, attracted and retained more jobs; we’ve earned the nickname ‘Wall Street West’ due to high number of financial and insurance service jobs along the I-17 corridor. The Deer Valley business corridor is booming and soon, the world’s second largest semiconductor manufacturing company will break ground on a multi-billion dollar site in this
council district, creating thousands of jobs over the next five years. • Transportation expanded with late night bus and Dial-a-Ride service while we added bus routes and light rail tracks, we worked aggressively to pave over crumbling streets and improve maintenance. Light rail will soon cross over the I-17 into Metrocenter, pumping access and jobs into the heart of the city. • We planned for Phoenix’s critical water needs including added resources for renovation and replacement of pipes, treatment plants, pumps, reservoirs and wells with a financing plan that moves water to needed areas in north Phoenix. Everything that was difficult prior to the pandemic is magnified now and there are new priorities and tasks ahead for our community. Working together with Councilmember Elect O’Brien and our talented city employees, this community can accomplish much. Later this month my term will end, and I will turn off the lights in my office at City Hall and close the door for the last time. I’ll have more time to spend with my family and even though my elected time in office is complete, as a private citizen I will continue to find ways to serve residents in this great city. City News Six Flags Hurricane Harbor Opens for 2021 Season SIX FLAGS HURRICANE HARBOR, LOCATED AT 4243 W. PINNACLE PEAK ROAD IN GLENDALE, JUST OPENED BACK UP FOR THE 2021 SUMMER SEASON. Last year, the popular Valley attraction had closed down due to COVID-19 restrictions. “We are excited to welcome guests back to Hurricane Harbor. The health and safety of our guests and team members remains our top priority and we appreciate the support of Governor Ducey as we’ve worked to create a fun and safe environment for everyone,” says Six Flags Hurricane Harbor Phoenix General Manager Donald Spiller. The park employs an online reservation system to
manage attendance, schedule guests for entry by day, and stagger arrival times to minimize proximity exposure. Other new technologies include: • State-of-the-art thermal imaging for temperature checks; • Advanced security screening technology for touchless bag checks and • Expanded mobile food ordering. The park’s reopening plan, which the company developed with its epidemiologist consultants, meets or exceeds federal, state and local guidelines for sanitization, hygiene and social distancing protocols, according to the park.
“We have developed a comprehensive reopening safety plan that includes best practices from theme park and waterpark industry experts, along with top destination parks from around the world, which will allow guests to experience our parks in the safest possible way. This ’new normal’ will be very different, but we believe these additional measures are appropriate in the current environment,” says Six Flags President and CEO Mike Spanos. The City of Phoenix Approves Funding to Make Streets Safer; A Roadway Safety Action Plan In The Works MAYOR KATE GALLEGO AND MEMBERS OF THE PHOENIX CITY COUNCIL HAVE RECENTLY APPROVED A NEW, MULTIMILLION-DOLLAR INVESTMENT TO MAKE PHOENIX STREETS SAFER TO WALK, BIKE, AND DRIVE. “The current rate of traffic crashes and pedestrian and driver fatalities is too high,” says Mayor Gallego. “This is not a new subject for us – we created an Office of Pedestrian Safety in 2018, but that is only one part of a comprehensive safety plan. The allocated funds will help save lives and get this problem under control.” The investment includes the allocation of $3 million in Street Transportation Department’s Transportation 2050 funds; $3 million in General Funds over five years; and five additional staff positions funded by Arizona Highway User Revenue Funds. 6 • April 2021 • DEER VALLEY TIMES

The mayor pointed out that the city has already completed extensive work to improve safety, including the installation of 68 HAWK signals (High Intensity Activated Crosswalk signals – the flashing red lights that cause drivers to stop when
a pedestrian is crossing the roadway). Plans call for the city to increase these installations to an additional ten to fifteen HAWK signals each year. This action authorizes the Street Transportation and Police Departments to develop a Roadway Safety Action Plan, focused on reducing the number of injury and fatality crashes. Although it could take a year to develop the full plan, short-term actions can now be implemented quickly. City News FTC Sends Nearly $50 Million in Refunds to University of Phoenix Students THE FEDERAL TRADE COMMISSION IS SENDING PAYMENTS TOTALING NEARLY $50 MILLION TO MORE THAN 147,000 UNIVERSITY OF PHOENIX (UOP) STUDENTS WHO MAY HAVE BEEN LURED BY ALLEGEDLY DECEPTIVE ADVERTISEMENTS. The refunds stem from a lawsuit the FTC filed against UOP alleging that it used deceptive advertisements that falsely touted its relationships and job opportunities with companies such as AT&T, Yahoo!, Microsoft, Twitter, and the American Red Cross. The FTC also alleged that UOP’s advertising gave the false impression that the online school worked with those companies to create job opportunities for its students and tailor its curriculum for such jobs. In addition to the nearly $50 million in direct payments for some students, the $191 million settlement includes $141 million to cancel unpaid balances owed directly to the school by eligible students. Other debts, such as federal

The FTC is mailing 146,804 checks and issuing 677 PayPal payments to students who: • First enrolled in a master’s, bachelor’s, or associate’s degree program at UOP between October 15, 2012 and December 31, 2016; • Paid more than $5,000 with cash, grants, federal and private student loans, or military benefits; • Did not get debt cancellation as part of this settlement; and • Did not opt out of UOP providing the student’s contact information to the FTC. People who get a refund via PayPal will have 30 days to accept the payment.

HomeAid Phoenix Raises More Than $100,000 in Donations Through Unique Fundraiser HOMEAID PHOENIX, THE LOCAL NONPROFIT AFFILIATE OF THE NATIONAL HOMEAID AMERICA ORGANIZATION THAT FOCUSES ON IMPROVING HOUSING RESOURCES FOR THOSE EXPERIENCING HOMELESSNESS, IS NEW TO TOWN. And for an organization that thrives on philanthropic support and support from the local home building industry, launching a presence in Phoenix in the middle of a pandemic presented a bit of an obstacle. Because of social distancing measures, traditional fundraising events like in-person galas and luncheons, were off the table. Forced to be creative, HomeAid Phoenix organized a socially-distanced charity trap-shooting tournament, held in two parts at Ben Averay Clay Target Center. And that creativity was well-received. The two-part tournament, which began in February and concluded just a few weeks ago, sold out and generated more than $100,000 in donations. “HomeAid is an established nonprofit organization 10 • April 2021 • DEER VALLEY TIMES
nationally, but we’re new to Phoenix,” Sam Leyvas, executive director at HomeAid Phoenix, says. “Our programs rely on community and philanthropic support, so we needed to think outside the box as newcomers and as COVID greatly restricted our ability to host typical fundraising events.” Funds raised from the tournament, involving 64 teams and 320 professionals from the Phoenix home building industry, will benefit HomeAid’s housing development and outreach programs that are designed to connect the skills and passions from the Phoenix building community with projects that will increase housing inventory and other supports for those experiencing homelessness. HomeAid America operates through a network of 19 affiliates in different markets across the country, each relying on their local home building communities to fund efforts to improve resources for those experiencing housing insecurity. After 30 years of service, HomeAid has completed more than 1,000
housing projects worth $280 million, of which nearly 50 percent was donated by the building industry. According to the National Alliance to End Homelessness, more than 10,000 Arizonans were experiencing homelessness prior to the COVID-19 pandemic, and the alliance expects that count to change given the economic toll the pandemic has had on families. For Leyvas, the first fundraiser for HomeAid Phoenix couldn’t have gone better, given the circumstances. And the support couldn’t be more valuable. “Homelessness is a complex issue and the full impact of the pandemic is still unknown,” Leyvas says. “Solutions work when the approach is varied, comprehensive and built on innovative community partnerships. Local Programs Support Parents as Their Child’s First Teacher By Emily Singleton
P
arenting a baby or toddler can be challenging and many parents don’t know where to turn for a little help. Parent Partners Plus is collaborative network of early childhood home visiting programs in Maricopa County who partner with families to support their child’s growth and development. Funded by First Things First, programs are designed to be offered one-on-one in the family’s home, but have also been offered virtually during the pandemic. The home visiting programs in the Parent Partners Plus network support parents with all of the challenges they will encounter as they raise their new baby. For many parents, sleep—both for themselves and for their baby—is the biggest struggle those first few months. It can be a big adjustment for parents who go from getting a full night’s sleep to waking up with a baby every few hours. The programs in the Parent Partners Plus network offer encouragement and tips for helping everyone get a good night’s sleep. Parent Partners Plus programs are not just for families with new babies, but also cover topics for expecting parents and parents with toddlers. Some
other areas they support families are breastfeeding information and guidance, potty training, bedtime routines, and much more. With all of these topics, the advice provided to the family is individualized to their situation since all kids and families are different and what works for one family might not work for another. Literacy is another important feature of early childhood home visiting programs. It is never too early to start reading with young children and parents can even start during pregnancy. All home visiting programs want to help families develop solid routines around reading to their children—many even provide books to families to help them get started. The biggest area that home visitation programs help families is with child development and making sure children meet their developmental milestones. Many families have concerns about their child’s development, but don’t know what is considered normal and where to go for help. Home visitation programs can help by providing developmental screenings to give parents an idea of how their child is developing so they can speak further with their pediatrician and get appropriate referrals if needed.
All families with young children deserve help and support. These programs in the community make sure new parents get that support early on so they feel confident they are doing all they can to help their young children succeed. T
he summer months are coming soon and local parents are looking for ways to keep their kids busy or provide weekly childcare while they are out of school. One solution many parents take advantage of is summer camp. Here are some tips for finding the right summer camp, either in person or virtual, for your kids this year.
WHY SUMMER CAMP IS IMPORTANT In person camp is a place where kids can safely roam and play in a way they often aren’t allowed to in their own neighborhoods. In a virtual environment, summer camp can provide kids with entertainment, learning, and stimulation outside of their normal routine. Whether they are at day camp all summer, specialty camp for a week or two, online camp, or overnight camp, kids can let loose and have fun with other kids outside of a school or home environment. Not only are summer camps a great way for your kids to have fun and stay active during the months they are out of school, they also teach kids important life lessons like how to make new friends and gain independence. HOW TO PICK THE RIGHT CAMP FOR YOUR KID There are a lot of options for parents and kids to choose from when deciding which type of camp to pick. You can choose anything from traditional overnight camp, to science camp where kids go daily to conduct experiments and learn about different STEM-related topics, to soccer, art, gymnastics, theater, karate, basketball, and more.
SOME THINGS TO CONSIDER WHEN DECIDING ON THE RIGHT CAMP: • Know Your Goal: Do you need ongoing care for your child every day, or do you just want to get them out of the house for a while to have fun with other kids? Do you want them to get plenty of exercise? Learn a new skill? Grow academically? Improve their musical or artistic abilities? Pick a camp that meets the goals you have for your child. • Know Your Child’s Interests: Discuss the different camps available with your child and see what things interest them. Understand the age range suggested by the camp and any skill sets they may be required to have. You can broaden their horizons by letting them try new things, but be aware of their limitations and the things they don’t like. • Know Your Budget: Summer camp can cost a lot of money, especially if you send your kid to a specialized place. Be sure that you consider all of the expenses involved, including equipment, meals and extras. There are also a variety of options that you can make work to fit your budget. Look for nonprofit organizations, public parks and recreation venues, community centers and libraries, and online offerings for lower cost options for summer camp. • Be Aware of Time Constraints and Locations: Summer camp can be a big help to working parents who need a place for their kids during the summer break, but note the drop off and pick up times to make sure they work with your schedule. Also be sure to plan around any known vacation or time off you have.
• Start the Search Now: The time to start doing homework for the right camp for your kid is now, before camp schedules get booked up and vacation time is planned. Do your research, read the fine print, talk to your child, and make sure that the camp or camps you pick work best for everyone in your family. COVID-19 SAFETY FACTORS No doubt about it, the COVID-19 pandemic has made it difficult to know which summer camp options are best for your camper. The Centers for Disease Control (CDC) provides some guidelines and suggestions for limiting exposure to COVID-19 in onsite summer camp environments; you can see the full list at CDC. gov. The main takeaways are similar to procedures that children may already be familiar with: wear properly fitted masks, be sure to social distance, and always wash hands. Consider packing your camper multiple masks and their own hand sanitizer. Some factors you should consider when looking for an in person camp for your child are: encouraging behaviors that reduce the spread of the virus, maintaining a healthy environment and hygienic facilities operations, and having the right procedures in place to deal with an individual who becomes sick. ELEVATE YOUR LIFE Gecko Climbing Gym opens and invites you to climb to new heights

W
hen you ask North Phoenix resident and local entrepreneur Chris Tansey to talk about his new venture, Gecko Climbing Gym, the excitement is evident. Located at 24400 N. 19th Avenue, Suite 115, in Phoenix, Gecko Climbing Gym officially opens its doors this month, offering local climbers of all abilities—from those who have never done it to experts training for the Olympics—a chance to scale to new heights in its 11,440-square-foot facility. A former youth pastor, Chris moved to the North Phoenix area in 2014. He shares that he’s been climbing since his teens and it’s been an integral part of his life. He met his wife, Catherine, in 2011 while climbing, and when the two married in 2013, they climbed a 1,500 foot route on Half Dome in Yosemite National Park together after a—you guessed it—a rock climbing themed wedding. “I’ve been climbing since I was 15,” Chris shares. “The experiences I’ve had and the places I’ve been able to go while climbing are truly remarkable. I’ve scaled 700-foot walls in Southern California, camped in the desert with friends surrounded by amazing boulders, canyoneered down waterfalls,

and even had a 300-foot hanging rappel off Table Mountain in South Africa. The best part of it all was meeting my amazing wife Catherine and now sharing climbing with our two little girls.” In 2019, he took a leap of faith and attended the Climbing Wall Association Summit in Loveland, Colorado to learn more about potentially owning a gym—a goal that had been in the back of his mind for years. “I took classes at the summit, made friends and connections, it was life changing,” he shares. By January 2020, after months of research and pitching his idea to banks, he was fully funded. Chris had been serving in various church ministry positions as a youth pastor and college pastor for the past 15 years. “Although the transition to starting a climbing facility was difficult to make, starting Gecko was really a bridge of my two passions: climbing and community,” he shares. Then, the pandemic hit. Things stalled, but he never lost hope. He says that finding a location for the gym was an exercise in patience and perseverance. Brandon Payne, a Valley commercial real estate agent that specializes in tenant representation, shares some of the journey that it took to find the perfect spot—right here in Deer Valley.

“If I told you nobody was interested it would be an understatement,” he says. “Because of our height needs, not to mention our budget restrictions, we focused on industrial real estate to get the best ‘bang for the buck.’ This proved a difficult task as the industrial market in the Valley is currently experiencing record low vacancy and record breaking rent. So, as you can imagine, finding a property owner that would even consider the use and all its quirks, and have faith in a first-time operator enough to invest substantially in the buildout, was a real miracle!”
family-oriented community that is growing,” Chris shares. “Families are welcome. Experienced climbers are welcome. Kids are welcome. We want to grow with the community.”
Chris and Brandon share that it took 11 months to secure the property from when they started looking to signing the papers. “This guy’s drive has really struck me,” Brandon adds. “He’s got nothing but a dream and a little bit of money and he’s risking everything to do what he loves. He was told ‘no’ so many times, that it became almost expected. Many people would have lost faith in the dream, or their agent, or both! I’d think this to be a truly inspirational story for any entrepreneur. A story of all the work it takes just to get a shot at success.”
When it comes to programming, there will be yoga classes including mat, aerial and kids yoga, youth climbing teams, a climbing academy, competitions, availability for group events, and more. Some of the features that Chris says stand out the most are the wooden argyle pattered walls built by Vertical Solutions with a giant cave, overhanging features and walnut hardwood edging. Eventually, there will be climbing competitions, symposiums, large group events, and more. Chris and his wife Catherine are excited for their two daughters, Callie and Clara, ages 4 and 2, to meet new friends on the kid’s wall with a sixfoot spiral slide.

he Related Group, an international developer known for its metropolitan condominiums, rental, and mixed-use projects, recently announced the groundbreaking of their second multifamily project in Arizona called Town Deer Valley at the crossroads of 19th Avenue and Alameda Road.

Locals Can Look Forward to More Change as North Phoenix Continues to Grow By Shelley Sakala, Realtor
T
he North Phoenix corridor we call home is turning into a tech hotbed! The land west of I-17, stretching from the 303 to Carefree Highway, is already slated for construction of a massive semiconductor plant, resulting in an estimated 1,900 well paying jobs. Additionally, one of their main suppliers is also planning to build an Arizona factory - creating hundreds or even thousands more jobs. This is outstanding news for the local economy. Restaurants, shops, and grocery stores can expect their registers to ring more frequently. City coffers will take in more taxes to pay for things like infrastructure and emergency services. And we can almost certainly expect home values in the area to grow. But, new jobs mean that more people will be looking for a place to live… which depletes the inventory of existing homes…which drives up home prices… which creates demand for new home construction. And if this construction doesn’t keep pace (which it hasn’t), people turn to the rental market, which drives up rent (which may explain the influx of new apartment complexes popping up around town).
Our community is growing - but this growth comes with trade-offs. We dislike the increase in traffic, but love the increase in our home values. We dread the longer waits for a table at a restaurant, but love that our favorite restaurants are profitable enough to stay in business. We hate searching for a parking spot, but love the variety of new businesses that open their doors. The takeaway here is simple: changes are coming. Our city is growing. More people are arriving. These are all signs of growth, which is ultimately a good thing. We may be losing a little elbow room, but it’s much better to live in a growing city than one that is shrinking, or even flat. You’ll find cities all across the country that have stopped growing and look like ghost towns. Home values fall, businesses close, and young people move away. Once this downward spiral begins, it’s nearly impossible for a city to recover.

New Phoenix Small Business Toolbox Helps Connect Local Small Businesses to Much-Needed Resources

everal city of Phoenix departments have resources for small businesses that can now be reached directly from the Small Business Toolbox (Phoenix.gov/SmallBusinessToolbox). Bolstering city resources, the site links dozens of partner organizations offering assistance. All of the city resources in the Toolbox are provided by Phoenix at no cost to a business, as are most partner programs. “Phoenix cares about its small businesses. When we saw this opportunity to create a social media platform to provide more resources for our businesses, we jumped at the chance to bring them PHXbizConnect,” says Phoenix Mayor Kate Gallego. “Small businesses are so important to the economic success of our families and our city. With this Phoenix-centered social media platform, it’s one more
chance for businesses to know there are all kinds of help available for them.” The city of Phoenix routinely helps small businesses with human resource challenges, operational and marketing technical assistance, growth and expansion. TeamPHX, based in Community and Economic Development, serves as the single point of contact, directing business traffic to the responsible departments within City Hall. TeamPHX brings together the city’s resources and all its partners and the challenge facing a business. “Economists are saying that Phoenix is going to experience a rapid recovery from the pandemic economy. We focused on helping small businesses find opportunities for economic resurgence,” says Christine Mackay, director, Phoenix Community and
