2021 Last Year for Solar Investment Tax Credits

he Federal Solar Tax Credit (ITC) can help pay for 22% of the total cost of installing a solar system in 2021. That subsidy is going to $0 in 2022. A homeowner who would like to receive that benefit must have the solar system install by the end of 2021 to qualify. The credit is calculated by multiplying 22% of the total system cost. This includes all equipment, labor, materials, engineering and permit fees. It can also include any costs to upgrade the home electrical infrastructure such as stepping up from a 200 AMP Main Panel to a 400 AMP Main Panel electrical service. APS requires this for homes that are installing systems that are more than 15KW in size. It also equips a home for future electrical upgrades such as pools, spas, RV garages, casitas and electric cars. It may also include roofing repairs and applicable portions of a home re-roofing. Getting your home re-roofed in conjunction with your solar system installation can not only reduce your cost of getting that done it can be included in the $0 down solar financing. With solar financing programs taking advantage of the very low interest rates you could finance a solar system and new roof for as low as 1.49% APR and end up with a new roof and solar system for less than what you are paying now for just your current average monthly electric bill. The tax credit is applied to your federal income taxes and can greatly reduce, or even eliminate, what you owe. Anyone who pays for a solar panel installation on their home or business property they own can claim the solar tax credit. It will provide a dollar for dollar reduction in in their federal tax liability. Instead of the IRS keeping the money that you will pay in federal taxes this year they will return it to you to invest in the solar

project in the amount of the tax credit. Keep in mind, you can’t take a credit larger than the amount of taxes you will pay, because the ITC is a “non-refundable” tax credit.You can, however, claim the credit over more than one year, and carry any leftover amount forward to the next year. You must also be the owner of the solar system in order to qualify for the solar tax credit. If you choose to get solar through a lease program then the solar leasing company would take the tax credit and reduce the lease payment accordingly.This can be a good alternative for homeowners that do not have a substantial tax liability. There is no maximum credit — the total tax credit is simply based on the cost of the system and how much tax liability you have. In addition, the State of Arizona provides a $1000 state tax credit which remains in effect for 2021. Also, in sharp contrast to utility bills, the sale of solar systems and monthly payments for solar are held as tax exempt by state and local municipalities for sales tax. To claim the residential credit, complete Form 5695 along with Form 1040 when you file your income taxes. The instructions for Form 5695 are fairly easy to follow, and include a worksheet to help you figure out how much of the credit you can claim this year. City of Phoenix COVID-19 Update Councilwoman Thelda Williams, City of Phoenix District 1 AS OUR COMMUNITY AND OTHERS ACROSS THE COUNTY EXPERIENCE INCREASED VIRUS SPREAD, THE DISTRIBUTION OF A VACCINE IS CRITICAL AND WELCOMED NEWS. Although vaccine distribution is beginning, it is important to continue to practice the basic public health steps outlined by the CDC. The city of Phoenix is not the lead agency on vaccine distribution, but has been working closely with federal, state and county officials on the planning and logistics of distribution. The state of Arizona will decide how the vaccine will be allocated to the 15 counties as well as who is prioritized in each phase. We’ve been advised that as the vaccine becomes available it will be distributed in three phases through five regional distribution pods. Information about vaccine availability and distribution is frequently updated. I encourage you to tune into our state and county public health offices for the most up-to-date schedule.

Shifting to funding allocation, on May 5, 2020, the Phoenix City Council put a plan in action to use federal CARES Act money to help residents impacted by the COVID-19 global pandemic. Phoenix residents should be confident and proud of the way we have worked to distribute these funds. We were one of the first cities in the country to roll out a strategic plan to dispense this money to our community and partner organizations. As a result of that, cities across the country have contacted our professional staff to use the Phoenix model to appropriately distribute coronavirus relief funds. The city received $293.3 million directly from the U.S. Treasury Department that was intended to cover costs that are necessary expenditures incurred due to the public health emergency from COVID-19 and had to be spent by Dec. 30, 2020. Any unspent funds must be returned to the Treasury. It was in the community’s best interest to use every single dollar ahead of the deadline. Any expenses deemed inappropriate by the Treasury when they do an audit of our expenditures will be recouped, meaning

then be used to continue funding the original projects as needed and to address any issues determined to be high priority by City Council and that required more time than available under the deadline of Dec. 30. The Council agreed to reprogram the remaining approximately $8.9 million as follows: • $3.3 million for utilities, prevention of homelessness and evictions • $2 million for project assist • $1.08 million for business assistance • $2 million for COVID testing • $500,000 for food and afterschool programming

Based on the programs and allocations previously approved, staff estimated that all but approximately $43.4 million was spent by the Dec. 30 deadline. Of this amount approximately $34.5 million is still needed to complete and facilitate projects and programs originally approved by City Council for COVID relief and approximately $8.9 million will be available to be reprogrammed.

While my colleagues and I on the City Council have different political positions, we worked hard to come together to find the best possible use of these funds for our residents. I want to recognize our talented staff lead by City Manager Ed Zuercher, Deputy City Manager Jeff Barton and Finance Director Denise Olson, whose mission it was to quickly and efficiently disburse every penny.

we would have to pay back anything that was inappropriate. The City Council approved and revised a plan that allocated the relief funds into three major categories: Community Investment: $78.2 million; City Operations: $71.8 million; and Reserve to Preserve City Services: $143.3 million.

We want people to think of the consequences of distracted driving now, not after a crash has happened. If someone is hurt, or worse, loses their life because you chose to look at a text, scroll social media or even looked down to follow the GPS on your phone, the consequences can be life altering and life changing.

Beginning this month, Arizona DPS will enforce the law signed last year that says it is “Illegal in Arizona to talk or text on a cellphone while driving unless the device is in a hands-free mode.” This law prohibits drivers from using a cellphone or a stand-alone electronic device while driving unless it is being used in a hands-free mode. This includes, but is not limited to, cell phones, tablets, music and gaming devices. A “stand-alone electronic device” is a portable device other than a portable wireless 4 • January 2021 • DEER VALLEY TIMES

The hardest part of a trooper’s job is knocking on the door of a home and telling the people living there that their family member isn’t coming home. We are asking for voluntary compliance of the hands-free law. In our day and age, we have the technology that allows us to safely operate our vehicles without phones or other electronics in our hands. That one text or that one phone call isn’t worth it.

This is more than a text and driving ban. You cannot hold your phone or any portable electronic communication device in your hand while driving–you don’t have to be texting to be in violation. THREE INSTANCES WHERE YOU CAN USE YOUR PHONE INCLUDE: 1. Using GPS navigation while the phone is docked. 2. Talking on the phone via Bluetooth or other handsfree devices. 3. Calling 9-1-1. City News TSMC brings $12 Billion Investment to North Valley

IN A MOVE THAT WILL ADD THOUSANDS OF JOBS AND PROVIDE AN ENORMOUS ECONOMIC BOOST TO THE VALLEY, THE CITY OF PHOENIX HAS APPROVED A MASSIVE $12 BILLION DEAL WITH TAIWAN SEMICONDUCTOR MANUFACTURING COMPANY (TSMC). TSMC recently bought 1,128 acres of land in north Phoenix at a state land auction for this project, according to reports. TSMC will build an advanced semiconductor fabrication plant to produce the company’s 5-nanometer technology for semiconductor wafer. The $12 billion figure represents direct capital investment; the full economic impact of the deal is estimated at $16 billion. In addition to being a recordsetting deal for Phoenix, it is also among the largest private investments in Arizona history. “It is remarkable that this came to fruition during a pandemic,” says

Phoenix Mayor Kate Gallego. “It speaks volumes about what makes Phoenix so attractive. We have the workforce, the neighborhoods, and the kind of peer network of advanced manufacturers that companies like TSMC look for.” She added, “The payoff is huge. TSMC will create 1,900 high-tech jobs and foster thousands more related jobs in the semiconductor supply chain ecosystem.” Initial conversations with TSMC began several years ago and have continued ever since. Mayor Gallego traveled to Taiwan last year to solidify relationships and move the deal forward. At the council meeting, the mayor thanked those involved for the hard work and persistence that brought the project across the finish line. Construction is set to begin early this year. The plant is expected to be in production by 2024.

The City of Phoenix Earns Top Honors from the HRC THE HUMAN RIGHTS CAMPAIGN (HRC) RECENTLY ANNOUNCED THAT THE CITY OF PHOENIX EARNED A PERFECT SCORE OF 100 FOR ITS ONGOING EFFORTS TO ENSURE EQUAL TREATMENT OF MEMBERS OF THE LESBIAN, GAY, BISEXUAL, TRANSGENDER AND QUEER (LGBTQ) COMMUNITY. The HRC uses the Municipal Equality Index (MEI) score to examine how inclusive municipal laws, policies, and services are of LGBTQ people who live and work in each city. The MEI evaluates 506 cities nationwide for LGBTQ inclusion based on non-discrimination laws, the municipality as an employer, municipal services, law enforcement and the city leadership’s public position on equality. “The City of Phoenix is one that values and accepts the individuality of every resident. Earning a perfect score of 100 for the eighth year in a row highlights

the fulfillment of our promise to be a city that works for everyone,” says Mayor Kate Gallego. “While we still have work to do, this announcement is cause to celebrate a win not just for Phoenix but for equality.” Phoenix has maintained a perfect score since the expansion of the city’s anti-discrimination ordinance in 2012. The ordinance makes it unlawful to discriminate against people based on sexual orientation, gender identity or disability in the areas of employment, public accommodations, housing and government contracts. “As a city, we have so much to celebrate with eight consecutive years of a perfect score,” says Phoenix Vice Mayor Betty Guardado. “While this is an important recognition, we still have work to do, and must continue to support the LGBTQ community to make Phoenix a safe and inclusive city for everyone.”

“A perfect score for the city would not be possible without the consistent, hard work of many,” says Councilmember Debra Stark. “This work takes the form of partnerships, LGBTQ liaisons for city departments, and an important non-discrimination ordinance that the city upholds to protect our LGBTQ community members. I’m extremely proud to represent this diverse city that holds equality for all to the highest standard.” As a national lesbian, gay, bisexual, transgender and queer civil rights organization, HRC’s goal is to ensure that all LGBTQ people, and particularly those who are trans, people of color and HIV+, are treated as full and equal citizens across the country and around the world. City News Waste Not Launches Free App to Connect Donors with Nonprofits Feeding the Hungry WASTE NOT, A 501(C) 3 NONPROFIT AGENCY THAT RESCUES PERISHABLE FOODS BEFORE IT GOES TO WASTE AND DELIVERS IT TO THOSE IN NEED, HAS LAUNCHED THE MEALCONNECT APP, A FREE AND EASY WAY TO DELIVER EXCESS FOOD PRODUCTS TO NONPROFITS HELPING FEED THE HUNGRY. After a successful and well-received soft launch last spring just as the coronavirus pandemic took hold, MealConnect “is easy to use and requires no obligation from the user, only that they use it when they have surplus food,” says Hillary Bryant, community engagement manager at Waste Not. “MealConnect users don’t need to donate a lot of food to be part of the effort because every donation, no matter how big or small, has an impact. And, with the intensifying impact of the pandemic, the need for food items also is growing.” Users of the app are immediately

connected with nonprofits in their community and local volunteer drivers who deliver the food. “The process of donating meals through MealConnect is seamless and very user-friendly,” says Samantha Liotta, a sports dietician for Sun Devil Athletics. Liotta and her team create balanced, nutritious meals for ASU student athletes. “It makes the process so easy and we have recommended it to others to use. It feels good knowing our excess nutritious meals are being donated to those who need and appreciate them. All the volunteers have been kind and great to work with as well.” The app has significant benefits for the community and for donors: • Nonprofit agencies, including homeless shelters, transitional housing, senior facilities, preschools and after-school programs, rehabilitation centers and food pantries receive food with no cost

for distribution to individuals and families. • Food businesses reduce waste costs, generate tax savings and help those in need. • The food donation system addresses food insecurity in a state where one in four children go to bed hungry every night and one in five adults lack consistent access to adequate food. “Our goal is to add to our base of more than 70 generous local food businesses, including restaurants, catering companies, resorts, grocery stores and event venues that consistently donate excess perishable food that would otherwise go to waste,” Bryant says. “Expanding our base means that we can provide food to more people in more communities across the Valley.” Nationally, more than $218 billion is spent on food every year that is

never eaten. Waste Not provides nearly 3.5 million meals a year through donations. In 2019, Waste Not diverted 963 tons of food from landfills, a total value of more than $2.2 million. Total Control SlotCar Racing Offers Fast Family Fun By Lynette Carrington SLOT CAR RACING IS A TIME-HONORED HOBBY DATING BACK TO THE EARLY 1900S. Miniature powered race cars fly around a racetrack guided by grooves or slots in the track. Competitors pick their own car and race individually or as a team. Local business Total Control SlotCar Racing has brought the fun back into slot cars by providing an exciting and safe space for kids and kids-at-heart to race. Owner Keith Baum opened his business in August 2019, and it is only one of two businesses like it in Arizona. “It’s tabletop racing and we have two tracks in the store,” explains U.S. Army veteran Baum. “Slot cars are a handcontrolled hobby.” The controllers allow racers to switch lanes at certain points on the track and up to six players can compete at once. Baum can adjust the racing speed to be slower or faster depending on how individuals choose to race. The racetracks are also fully staged with engaging scenes like one might see at a real-life racetrack. Baum’s interest in slot cars started in childhood. “I’m from New York originally and in the wintertime as a kid, there wasn’t much to do,” he says. “My father and my grandfather were big into larger scale slot car racing and my

grandfather had a track up in the attic.” His grandfather was a member of the local volunteer fire department and would invite fellow volunteers to race slot cars at the house.” A slot car track can be set up with one racer with competing “ghost” racers, or multiple players can compete against each other. “We set up in half-leagues and competitions periodically,” adds Baum. This type of racing also lends an extra level of fun for birthday parties and team building events. “I’ve done this for big companies before,” explains Baum. “They had their employees come in and set up two-person teams and race against other teams. It was a lot of fun for the company.”

Safety is a priority, too. The business is continually sprayed down with anti-bacterial. Controls are thoroughly wiped down after each use, masks are required, and gloves are available for customers. “We’re addressing all the concerns and we’re trying to build the business back to where it was at the end of last year,” explains Baum.

Baum has also seen how slot car racing has helped veterans with traumatic brain injuries and PTSD. “Racing helps people that have stress issues,” Baum notes. The back portion of the business also includes a nutrition shakes, tea and coffee counter that is run by Baum’s wife, Anna Maria Baum.

Racers make an appointment to play any day of the week. “We set appointments, and I’ll even open at 1 a.m.,” says Baum. “I’ve done that before. I’ve had customers come in

Open to all kids age 3-5 years old, the free event offers three clinic times per location starting a 9, 10 and 11 a.m. where juniors and their parents will learn the basics skills of golf taught by qualified PGA and LPGA professionals. Locally, the event takes place at Deer Valley Park and Paseo Highlands Park. After the clinics, the kids will then participate in fun-filled, non-competitive golf games and tournaments. Local Girl Scout Collects Unused Medical Supplies for Underprivileged Communities By Emma Wolff

id you know that $765 billion worth of unused medical supplies end up in landfills annually? Every year equipment and resources like gauze, surgical tape, stethoscopes, face masks and scrubs are dumped into landfills when they could be utilized by those in need both in the U.S. and abroad. This local Girl Scout’s mission is to recycle and find better use for these perfectly good medical supplies. Eden Sapien, 15, made it her goal to help the people of Arizona by getting them needed medical supplies. She spent the last 10 years as a Girl Scout helping her community, but this year she wanted to do even more. She

is currently working toward her Gold Award, the highest recognition a Girl Scout can achieve. The Gold Award is presented to girls in high school who have planned and executed significant take action projects in response to pressing community needs. The Gold Award is presented to fewer than 6% of Girl Scouts annually. In general, each Girl Scout will spend roughly two years on her passion project. For her Gold Award project, Sapien started “Saving Supplies Saves Lives.” “Seeing the impact these donations make on people’s lives is my favorite thing about my project,” says Sapien. “People who have lost loved ones and have leftover medical supplies they don’t know what to do with are so happy to know the supplies will be used to help someone else in need.” Sapien’s mission works to create a partnership between Esperança, a global nonprofit organization, and medical establishments to donate gently used or new medical equipment and supplies. Esperança provides seniors and low-income community members the medical equipment they cannot afford. Not only does the Esperança group help health facilities in the Valley, but it assists others globally. The organization works in countries all over the world including Bolivia,

Ecuador, Peru, Nicaragua and Mozambique. They partner with nonprofit organizations in each country to supply under-resourced hospitals and clinics with supplies and equipment. All the supplies provided to Esperança are acquired through donations. Not only can medical establishments contribute gently used or unused equipment, but individuals can contribute as well. Any supplies remaining from a medical procedure or from a deceased loved one can be donated to this cause. Esperança has also found a way to repurpose surgical and expired medical supplies for safe future use. The nonprofit group can accept sealed and expired supplies from manufactures too, including gloves, tubing, catheters and syringes. All donations are welcomed, no matter how big or small. In the past, Sapien has received adult diapers, diabetic supplies, walkers and crutches. She is actively collecting supplies for her project. Donations can be accepted during the COVID-19 pandemic. Safety precautions are in place with mask wearing during donation drop offs. All donated items are sanitized before distribution. ne of the many reasons we love living in the Sonoran Desert is that it is home to an abundance of wildlife. Coyotes and their kits roam freely across the desert behind our home, while hawks, owls, and falcons soar above the mountains throughout the metro area. We have frequent visits from hummingbirds and bats, with the occasional Javelina scavenging for food down the block. But living in such close quarters with wild animals can take its toll on both humans and wildlife. As the Phoenix metro area has grown over the years, our love of wildlife in the Valley has given rise to some fantastic nonprofit animal sanctuaries and rescue facilities. Many of these facilities are open to the public and are a great way to get your kids interested in science and

nature. If you and your family need help with a wild animal rescue or want to lend your support to helping these efforts, take a look at these local organizations.

SOUTHWEST WILDLIFE CONSERVATION CENTER southwestwildlife.org One of the leading wildlife sanctuaries in the southwestern United States can be found in northeast Scottsdale, just north of McDowell Mountain Regional Park. The Southwest Wildlife Conservation Center (SWCC) is a nonprofit organization that has rescued and rehabilitated thousands of wild animals for more than 25 years. The main goal of SWCC is to release the animals back into the wild. However, their accredited sanctuary also provides a home for those animals that cannot be released. The SWCC facility is open to the public 365 days a year to provide education and help inspire people to learn about and respect native wildlife and conserve its habitat. The sanctuary is home to native wildlife from around the southwest and is proud to offer space at their sanctuary to care for part of the captive Mexican Wolf population as a member of the Mexican Wolf Species Survival Plan (SSP). PHOENIX HERPETOLOGICAL SANCTUARY phoenixherp.com The Phoenix Herpetological Society (PHS) is one of the premier reptile sanctuaries in the country. This North Scottsdale based organization and its research facility works with private citizens, rescue organizations, and state and federal wildlife officials and law enforcement to house and care for rescued, unwanted, or seized reptiles from across the United States. Most of the hundreds of animals at the sanctuary were abandoned, abused, or confiscated from individuals who possessed them illegally. PHS was started almost 20 years ago to provide a refuge for unwanted or rescued reptiles around the state due to a lack of specific knowledge and understanding of the special care and housing required for reptiles by other rescue agencies. The organization believes that conservation begins with education and their volunteers spend countless hours visiting schools and educational locations around the Valley to educate the public about reptiles and how important they are to our ecosystem. The facility is

open by appointment only, but they do host birthday parties, lead field trips, and conduct classroom programs, professional development workshops, and venomous snake training courses for the public.

WILD AT HEART wildatheartraptors.org Wild At Heart in Cave Creek is a rescue, rehabilitation, and release center specifically for raptors and birds of prey. This organization focuses on rehabilitating and rescuing injured owls, hawks, falcons, and eagles with a goal to release them back into the wild. Wild At Heart also works to relocate displaced burrowing owls, manage species recovery programs and habitat enhancement projects, and provide educational presentations to schools and other organizations. This facility is open to the general public by special appointment only, but they do provide educational presentations upon request. LIBERTY WILDLIFE libertywildlife.org Liberty Wildlife, located in the heart of downtown Phoenix just south of Sky Harbor Airport, has been helping Arizona rehabilitate and release thousands of wild animals every year for almost 40 years. The organization cares for between 7,000 and 8,000 animals every year and has a release rate of over 50%, well above the national average. You can find animals that they were not able to be rereleased in many zoos, nature centers, and breeding facilities as wildlife ambassadors for conservation around the state. As strong believers in educating the public, especially children, Liberty Wildlife provides world class educational programs with trained wildlife handlers and teachers using well-conditioned educational raptors who have been deemed non-releasable. The organization provides hundreds of programs each year for the public in a variety of settings. They also host field trips, summer camp, activities for kids, and a special program for Eagle Scouts. These are just a few of the many nonprofit organizations in the Valley of the Sun that rescue injured and displaced wildlife in Arizona.
