Arming Israel’s Atrocities in Gaza Ari Tolany and Allie Hansen As Israel’s largest supplier of weapons, the United States has provided and paid for much of the munitions and small arms used to commit war crimes and crimes against humanity in the Gaza Strip.
Export data shows over $4 billion in arms transferred to Israel since October 2023 Between October 2023 and May 2025, the United States reported the export of nearly 4.2 billion dollars ($4,169,960,00) worth of military goods to Israel.1 This figure includes weapons and munitions paid for by Foreign Military Financing (FMF)–that is, by the United States, as well as sales directly to Israeli purchasers, including the Government of Israel. The United States provides Israel with $3.3 billion annually in FMF, as well as $500 million for missile defense. This should be understood as only a partial snapshot of U.S. aid to Israel. The figure only captures weapons exported from the United States during this time frame, but does not include any that have been authorized and not yet delivered. As of April 2025, the State Department’s Bureau of Political Military Affairs reported there were 751 active Foreign Military Sales cases with Israel, valued at 39.2 billion USD. More detailed information about what was sent is available in the appendix. It also likely does not include some weapons transferred through the Excess Defense Articles service, nor weapons withdrawn from the War Stockpiles Reserve-Israel. The weapons Israel purchases through offshore procurement, using U.S. taxpayer dollars to buy arms from Israeli companies are also not captured.
